SUPPORT FOR GREEN NEW DEAL SHOWN AT MEETING JOHN CAMPBELL jcampbell@metroland.com Castleton - There's a nationwide grassroots movement underway to forge a Pact for a Green New Deal for Canada and close to 50 people joined the conversation last Friday night in Castleton.

The town hall meeting, one of about 150 held across the country in May, was organized by Brenda Rolfe and Cheryl Casselman, who believe more needs to be done now before the health of the environment worsens. Casselman said before the meeting she was concerned for

the future of her children and her children's children, but she held out hope that Canadians, who are "very innovative ... can come up with some really good solutions to these problems." Attendees were asked for their ideas on what the Pact for a Green New Deal should and should not

CAMPBELLFORD HOSPITAL GIVEN $5 MILLION TO RELIEVE BUDGETARY PRESSURES by $384 million, is delivering on its promise to support "high quality, patientcentred care," and "end hallway care," he said. Chief executive officer and president Varouj Eskedjian said the hospital required annual support from the Central East LHIN to get by as it "continued to struggle with ongoing financial and budgetary challenges." The hospital engaged KPMG to undertake a comprehensive operational review to determine what could be done to improve the situation. The accounting firm concluded that while "the hospital is very lean" and routinely meets its objectives, its "financial situation was not sustainable without a significant infusion of funding" to resolve its long-term debt and working capital deficit, Eskedjian said. JOHN CAMPBELL jcampbell@metroland.com CAMPBELLFORD Struggling with debt and annual deficits, Campbellford Memorial Hospital has been given relief in the form of $5 million in onetime funding by the provincial government. Northumberland-Peterborough South MPP David Piccini made the announcement Wednesday afternoon (May 22) in front of the hospital with about 70 people in attendance. "Through this investment we are ensuring the long-term sustainability of this hospital," and positioning it for growth, he said. "Any worry about this hospital or delivery of care ends today." STUDENTS WIN BRONZE AT NATIONAL SCIENCE FAIR JOHN CAMPBELL jcampbell@metroland.com Hosannas to Hana Haytaoglu and Hannah MacAusland for earning a bronze at the 58th annual CanadaWide Science Fair. Haytaoglu was "really happy" with the result because she had "low expectations" their project on bioplastics would win anything. To have done otherwise was "quite awesome." Approximately 500 of the

country's top young scientists from grades seven to 12 and CÉGEP, Quebec's first level of higher education, represented their regional science fairs at the weeklong event held May 11 to 17 at Fredericton. "It was a really good experience," Haytaoglu said. "It was so much fun." The two Grade 10 students at East Northumberland Secondary School, who placed third in intermediate innovation, have now set their

sights on qualifying for an international science fair that will take place this September in Abu Dhabi. They've applied for a spot and are waiting to learn if they've been accepted. Haytaoglu said the two students plan to work further on turning the bioplastic they've developed into a marketable product that's better for the environment than plastics currently in use in various applications because it's biodegradable.

Eskedjian, who was hired less than two years ago after the previous CEO was let go, said afterwards the debt had grown to slightly more than $2 million in the past seven to eight years. "Some of it was built up through operating deficits, some of it was built up through capital projects that weren't fully funded," he said. "Over time (it) really became a difficult thing to manage." Annual deficits have ranged from $500,00 to $700,000. The hospital will try to "reduce that to zero" over the next several years, Eskedjian said. "Any time you have debt it's a significant albatross around your neck," he said. "It limited our ability to bring on new services (and hire people)." Without the $5 million "we would have struggled continually over the next several years," he said. "In fact we would

OPINION EDITORIAL

The arrival of warmer weather brings with it increased traffic on our roads as people hit the highways after a long winter. Canada Road Safety Week is part of our country's broader Road Safety Strategy 2025, which aims to make Canada's roads the safest in the world. So far this year, 58 people have died on Ontario Provincial Police-patrolled roads. Speed, alcohol/drugs, inattentive driving and lack of seatbelt use are linked to almost half (45 per cent) of the deaths. There were 97 road fatalities this time last year, with more than half (53 per cent) of the deaths linked to these same factors. And while police are relieved to see a significant decrease in preventable road fatalities, they caution that poor behaviours on the road can easily tip the scales in the wrong direction. In 2018, more than half of the 332 deaths on OPPpatrolled roads were attributed to speed, alcohol/ drugs, inattentive driving - Thomas Carrique,OPP and lack of seatbelt use. Canada Road Safety Commissioner Week is an annual enforcement and education-driven initiative led by the Canadian Association of Chiefs of Police. The campaign aims to increase public compliance with safe driving with the specific goals to reduce injuries and save lives on our roads. This week and always, OPP officers were highly visible in their efforts to keep roads safe. According to a police report, OPP officers laid a total of 12,000 traffic charges from May 14-20, more than 10,000 for speeding. There were 226 charges for stunt driving; 525 seatbelt offences, 251 charges for distracted driving and 162 impaired driving charges. While police hope to see motorists take steps to make our roads safer on their own rather than through enforcement, such initiatives are clearly still needed. "Canada Road Safety Week is an effective traffic enforcement initiative, however it is only part of the solution to saving lives. It is important that everyone take responsibility to ensure safety on our roads. Make a commitment to obey speed limits, wear your seatbelt and never drive while impaired by alcohol or drugs, or while distracted," said OPP Commissioner Thomas Carrique. Solicitor General Sylvia Jones reminds drivers to have respect while on the road. "Driving is a privilege that requires your full attention when behind the wheel. It takes a conscious effort from all drivers to limit distractions to avoid potential injuries. Violating the 'rules of the road' is a major cause of collisions so we all need to respect the law to ensure road safety. Make driving safely your number 1 priority."

HEADS UP, THERE'S A FEDERAL ELECTION THIS YEAR IN ABSENCE OF ELECTORAL REFORM, WHY NOT ADD NUANCE TO BALLOT? JOHN CAMPBELL Column

A public service reminder: A federal election will take place Oct. 21, 2019. You should start taking notes, it's that important. Casting a ballot is no different from fly fishing. You have to know what you're doing, and what it is you hope to land. If you don't, the reverse can happen. It's the voter who takes the bait - hook, line and sinker. Don't be one of those. There are four major parties competing for our vote: the Liberals, Conservatives, New Democrats and Greens. The Liberals are at a distinct disadvantage. They've been in office for

going on four years, ample time to do things that infuriate the electorate. They haven't disappointed. Or rather they have, as happens no matter what party wields power. Decisions are made and scandals unearthed that invite public scorn. You can't please all people all the time. But a government can displease enough of them enough of the time to put in doubt its continued existence. Change begins to look attractive at that point. But not blindingly attractive. As with the government there are questions about the parties that would replace it. It's a pity the Liberals never followed through with their promise of electoral reform and replaced the system of first-past-thepost. One option, proportional representation, would have resulted in a Parliament that actually reflects who Canadians want to see act on their behalf. Perhaps the answer lies

in a nuanced ballot. Not one party's platform can be entirely to the liking of most of its supporters, however ardent, but a vote in its favour is considered blanket approval for whatever it does. What if the ballot not only asked electors which candidate/party they favour, for the most part, but also which policies they support specifically, in the areas of climate change, immigration, job creation, foreign policy and health care? Not all might be with the party whose candidate they supported. They could vote for Party A's John/Jill Doe but also indicate their views align with Party B's on what's to be done to address climate change. That would give the party voted into office a clearer sense of what Canadians want and make it realize that it doesn't have all the answers, that the other parties also have something to contribute in the governing of this country. A one-size-doesn't-fit-all government is no longer acceptable. John Campbell is a reporter with the Brighton Independent.

COUNCIL PRESENTED PETITION REQUESTING SUNDAY HUNTING JOHN CAMPBELL jcampbell@metroland.com Brighton - A resident has presented council with a petition asking that Sunday hunting be allowed in the municipality. Don Mattison told council May 21 he had collected 137 names in roughly four hours at two locations but he's "pretty sure" he could get 500 if he continued. The retired prison guard said the ban, in force since 2003, was approved "as a result of a few people on the bay (Presqu'ile) who didn't want shooting on Sunday mornings." "They tried to ban just the bay for hunting but they could not. It has to be all (Brighton) or nothing," Mattison said. Duck hunting takes place in the late fall "when people aren't outside," he said. Coun. Doug LeBlanc said Brighton is the only municipality within 150 square kilometres that doesn't allow Sunday hunting. "Do you think it would improve our economic devel-

"Of course it would," Mattison responded, saying it would bring in hunters from outside Brighton who would spend money locally. LeBlanc said he had visited 10 farmers who "don't have a problem" with Sunday hunting. Coun. Mary Tadman said most of the people who signed the petition are hunters. Council hasn't heard from people who are awak-

ened early in the morning by gunfire which continues "on into the day," said the councillor who lives in Gosport. It's "not pretty" when your home is on the water and you're awakened by a gunshot. "You think you're dead," she said. The people who signed the petition didn't identify where they are from which should have been included to help council with its decision-making, Coun. Ron Anderson said. Mattison said he didn't ask it for "privacy reasons." Coun. Emily Rowley remembered there had been "quite a lively discussion" when the issue was raised the last time more than a decade ago. The "sticking point" was hunting around the bay, she said. Mayor Brian Ostrander said he's heard from people north of Hwy. 401 who allow hunting on their land but are opposed to Sunday hunting. Council asked for a staff report showing what its options are.

Accused murderer Stephen Kelly has died. Earlier this month, the Selwyn Township man was charged with first-degree murder in connection to the death of Blythe Sexsmith. According to the East Region's Coroner's Office, Kelly died at Central East Correctional Centre on Saturday, May 18. The coroner wouldn't confirm the cause of the 62-year-old's death, but confirmed they're investigating. The Cobourg Crown's of-

fice confirmed that the criminal case is closed and Kelly's first-degree murder charge was withdrawn on Tuesday, May 21. Northumberland County OPP were called to the area of 240 Centennial Lane, near the hamlet of Trent River in the municipality of Trent Hills, at about 7:20 p.m. Monday, May 7 after the man was assaulted. Linda Reade knew from a young age that she was interested in social work. Born in Montreal, she grew up as a well-travelled "army brat." At 18, she volunteered and lived in Israel for a year. Upon her return to Canada, knowing someone in Albany, N.Y. she decided to pursue a degree in social work at the local state university. "Living in upstate New York, I was exposed to Indigenous cultures and found that something resonated within me, but at the time didn't understand what or why." She started to dig around her family tree. "I found out Mom was adopted, talking about the Hudson/James Bay area, so I started asking about her roots. "Mom said she had heard comments about the northern Cree in Quebec, but it was kept quiet." Reade worked in New York state for 13 years, earning a master's degree in psychology specializing in addiction. "Then I came back to Aurora, Ontario, to work, offering individual and couples counselling." During this time, she met

her future husband. "When Scott and I met, we realized we shared an immediate connection with Indigenous teachings and culture, and began to attend various ceremonies. I felt like I had returned to my roots, finally home. In the 1990s, while I had a successful private practice, I started sharing some of the native wisdom I had acquired. You have to be given the teachings by your Elders. You must earn the right to pass on knowledge and have permission to pass these Teachings on. It is a lot of responsibility, not to be taken lightly." As the couple attended more ceremonies, they in turn created environments, first in Bolton then on their 100-acre property in Haliburton County, for people to come and participate in ceremonies. Linda's private practice, LifePassages Counselling, reflects the culmination of her First Nations learning in her approach to healing and wellness. Finally, she was able to claim herself to be a Cree teacher and healer. Linda and Scott came to Brighton in 2013. "I got a position as a social worker at the Military Family Resource Centre at 8 Wing Trenton. In my role as the family liaison officer, I have worked with military members and their families, assisting with issues related to post-traumatic stress disorder. It affects the whole family, and has become another specialty area for me." She recently resigned from working at the base, and her LifePassages Counselling is now a full-

Straight shaft brushcutters are the choice of lawn care professionals and large property owners. They manage heavier brush and thicker weeds better than curved shaft models. Straight shaft brushcutters have more reach and some can interchange cutting attachments like metal blades to offer enhanced versatility. Taller individuals enjoy the extended length of the shaft. For the avid user bike handles are also available.

Tie your brush into bundles no longer than 3ft, and with no material larger than 2”diameter.

18 kgs

Each bag/bundle must weigh less than 18 kgs (40 pounds).

There is no limit to the number of paper leaf & yard waste bags or bundles of brush for collection.

Roll tops of the bag shut. Rolling the top sheds the rain and snow and prevents leaves from falling or blowing out.

In 2016, the County completed their Transportation Master Plan (TMP) which identified this intersection as one of the top 10 intersections with the highest collision rates.

For more information on our programs and services, please contact us

The County has since completed a study looking into the safety and operations of the intersection and as a result will be modifying the signal timing. This revision should help mitigate the risk of collisions between the eastbound and westbound through movements and the opposing left-turn movements.

1-866-293-8379

For more information on the signal timing plan modification please visit www.northumberland.ca or www.cobourg.ca.

Leaves that are not in paper yard waste bags will not be picked up.

Only use paper yard waste bags. Paper yard waste bags are available at most local hardware stores and building centres. Please do not include: garbage, litter, animal feces, or soil.

On June 10, 2019, Northumberland County will be modifying the signal timing at the insection of County Road 20 (Elgin St. W) and Ontario Street, located in the Town of Cobourg.

PUBLIC NOTICE AVIS PUBLIC WELLERS BAY NATIONAL WILDLIFE AREA – Public Access Prohibited Year-Round

RÉSERVE NATIONALE DE FAUNE DE WELLERS BAY – Accès interdit au public à l’année

Please be advised that public access to the Wellers Bay National Wildlife Area is prohibited year-round to prevent disturbance to wildlife and their habitats, and to protect the public from hazards posed by unexploded explosive ordnance. Any person found trespassing the area may be charged and fined under the Wildlife Area Regulations of the Canada Wildlife Act. All recreational activities, such as fishing, hunting, picnicking, landing boats, walking on the beach or dunes, and allowing domestic animals to run loose are prohibited.

Wellers Bay National Wildlife Area is located along the western shore of Prince Edward County, Ontario. It is comprised of Bald, Fox, and Baldhead Islands and the northern portion of the Baldhead Peninsula including Baldhead Beach. It contains rare, provincially significant dune, beach and marsh habitats on one of the last undeveloped sand spits in Lake Ontario. The wetlands, barrier beach and sand spit serve as important nesting habitat for species at risk. This National Wildlife Area is also a former bombing range used by the Department of National Defence, and unexploded explosive ordnance continue to exist and are considered extremely dangerous. If you find something that might be an unexploded device, do not touch it. Note the location of the object, leave the area and call your local police to report the object and its location.

We are expanding our Portfolio and seeking Condominiums for Management

Environment and Climate Change Canada’s Wildlife Enforcement Directorate has partnered with Crime Stoppers to combat wildlife trafficking and crimes involving migratory birds, species-atrisk and federally protected areas. Call Crime Stoppers 1-800-222-8477 (TIPS) to anonymously report wildlife crime or unlawful entry into Wellers Bay National Wildlife Area. You may be eligible for a reward of up to $2,000 from Crime Stoppers. For more information, please contact.

DANCE SCHOOL HONOURS THE ART EVERY DAY ALICIA VANDINE aliciavandine@gmail.com When you enter the studio at Premiere Dance Brighton you hear music, see smiles and feel positive energy. Students of all ages have the opportunity to learn ballet, jazz, acro, aerial silks and hip-hop styles of dance, and participate on competitive teams performing choreographed routines. The senior girls' team recently won Top Mark for Novice Group Line and the junior girls' team won Most Promising Performance. What is it that you love about dance? "Everything!" the students answer in unison. "My daughters want to be here, they just love it," said a dance dad. "They love to dance and perform and this studio has great programs and instructors. It's

really an outlet for them to be creative and active. They meet girls from other schools and learn to work as a team." "Our older students act as role models to the younger students," said Karen Belyea, artistic director. "We offer them the opportunity to get their instruction qualifications too so that they can help mentor and assist in classes. These are great skills for them later in life, not to mention it gives them special skills for parttime jobs when they are in school." "I started playing the piano and my instructor asked me to work on my rhythm and suggested that I try a dance class so that I could get better at breathing with music, so I took a ballet class," said Karen. "I still play piano but she lost me to dance." Premiere Dance Brigh-

As students de-

velop as performers, they give them the opportunity to work with instructors who are contemporary artists in their field, a key group of instructors known as Artists-in-Residence.

"I like to bring in young instructors to our faculty so that they are up-to-date with current teaching techniques and choreography and styles as Artists in Residence," said Karen. "Kate-

lyn Olsen, who lives in Carrying Place, studied one year at Ryerson and then graduated from the Toronto Dance Theatre." Premiere Dance Brighton also offers dance classes for adults. Guest artists, Evy Roussakis will be teaching ballroom dance and Lisa Missen will also be teaching Middle Eastern dance styles in a program called Healthier Lifestyles for Women program in the fall. The International Dance Day takes place every year on April 29, which is the anniversary of the birth of Jean-Georges Noverre, the creator of modern ballet. The students and instructors at Premiere Dance Brighton are keeping his memory alive and honouring dance every day in their enjoyment of this art form. CONTRIBUTED

W.I. LEARNS ABOUT NEW RECYCLING, GREEN BIN PROGRAMS MARLENE SMITH Community-York Road Women's Institute welcomed Dan Orr, from the Northumberland County transportation and waste department, at our May 1 meeting. We learned that Brighton landfill centre will now be called Community Recycling Centre (CRC). This process of redesigning the public drop-off areas is a long-term goal of reaching 75 per cent waste diversion from our landfills. Brighton landfill has been completely lined, with the ability to collect leachate to be properly treated. It is estimated the landfill will reach capacity by about 2027. There are a few changes this year, including hazardous and electronic waste drop-off year-round, and bulky Styrofoam packaging can be dropped off, provided it is clean and in a clear bag. In the calendar there is a list of other items

that can be dropped off. Reading the calendar from the CRC is informative and can answer many questions; or call 1-866-293-8379. In the summer, students will be delivering new blue boxes and grey boxes to all homes, which will be used to keep recyclables separate. Green bins will be delivered in August. These new additions to the waste program will reduce waste going to our landfills. Residents are encouraged to start using the new blue and grey boxes when they receive them. The green bin should not be used until the last week in August. Then, on Sept. 1, Brighton's new garbage-recycle system will start. This system is long overdue. Being able to contribute to composting and recycling (if everyone pitches in), will help our community, our land, our air and waterways. Each bin will

Dr. Suresh Appan & Associates

have a set of instructions on how to sort according to the new system. Always remember that anything that is recyclable should be cleaned (or) rinsed, with nothing inside, before you recycle it. If this step is not done, then it is considered "contaminated," which then lowers the value of the recyclable material, sometimes to the point where it can no longer be recycled. If we all do our part, we are helping our planet. This leads me to another issue. To the people of Brighton municipality who took part in the mayor's challenge, thank you! It was sad to see all the garbage that people find acceptable to discard on our roads and ditches. I do not understand why people can't keep a small bag, in their vehicle/bike and take their garbage home. As the old saying goes, "If you are not part of the solution you are part of the problem." Marlene Smith is the public relations rep for the Community-York Road Women's Institute.

Torstar file photo Northumberland County education and communications coordinator Dan Orr says it's in the best interests of residents to divert more of their household waste from going into the landfill.
