COUNCIL SEEKS NEW PLAN FOR LAKE ONTARIO JOHN CAMPBELL jcampbell@metroland.com BRIGHTON - Council is calling upon the federal government to work with the International Joint Commission (IJC) in developing a new plan for the regulation of water levels in Lake Ontario that includes flood mitigation.

In a resolution adopted Monday, council said lake levels had been "relatively stable" under IJC Plan 1958DD, but since its replacement two years ago with Plan 2014, the municipality "has experienced significant flooding events" in 2017 and again this year, which have had "adverse social and financial" consequences. The motion was passed with-

out debate in response to correspondence council received from Brighton residents Steve and Shawnee Spence. They had forwarded a report detailing the problems that have been caused by the new plan which governs outflows from Lake Ontario at the Moses Saunders Dam on the St. Lawrence River at Cornwall. Plan 2014 allows for higher wa-

ter levels than the previous regulation. That puts shoreline infrastructure at risk, and transfers "the burden of cost to those (who) can afford it the least," residents who live along the water, and municipalities, "without mitigation or compensation," the report says.

LEGION GRATEFUL FOR COMMUNITY'S SUPPORT JOHN CAMPBELL jcampbell@metroland.com BRIGHTON - Response to Royal Canadian Legion Branch 100's Raise the Roof fundraising campaign has been so positive that members wouldn't be out of line if they raised the roof sooner than expected - as in noisy celebration. They're that close to reaching their goal of $120,000 to pay for a new roof. In fact, the branch has raised $143,000, with a recent donation of $30,000 from United Lodge No. 29, but the legion will use that money to replace its HVAC system, with the Masons' permission, said Cheryl Langevin, chair of the Raise the Roof fundraising

committee. A donation of $20,000 from the Municipality of Brighton moved the branch to within $7,000 of its target for a new roof. The project, however, might end up costing more than the $120,000 that's been estimated, because "there could be a lot of surprises underneath" when the old roof is removed in August, legion president Stew Sharp said. "We need a contingency fund, you never know what's going to happen next," Langevin said. Any money left over from the roof project will be put aside for future repairs. "The building is old ... and there are always things going," she said. "It would be nice to have mon-

Langevin was "over the moon" when she learned what the lodge planned to donate. She said her committee has been busy educating people about what the legion does and she's gratified by the support the branch has received from store owners, residents and, recently, the local cadet corps, which donated $100. "People who attend different functions here don't want to lose the legion, because they've been coming for so long and they know what it means. General Motors' latest announcement regarding the Oshawa assembly plant can only be viewed as a small beam of light amid the doom and gloom of closure. In the context of the 2,600 good manufacturing jobs that will be lost when production ceases at the Oshawa plant, GM's announcement of a $170-million investment to maintain some semblance of operations in Oshawa while preserving 300 jobs at the facility hardly moves the needle. According to auto industry watcher, Trent University professor Dimitry Anastakis, the announcement of 300 jobs saved at the plant is like making lemonade out of lemons, in that it forestalled the worst-case scenario, which was the complete closure of the plant. It's far from a win for Unifor Local 222, the union that represents workers at the Oshawa facility, but it is not a total loss either. Last month GM said it would maintain 300 parts manufacturing jobs at the Oshawa plant. A test track for autonomous vehicles would also be added to its south Oshawa complex over a 22-hectare area. The union - thanks to an all-in campaign aimed at having GM reverse its November 2018 decision to close the plant - was able to salvage at least some jobs for GM workers from Durham Region and Northumberland County. The hard reality, however, is that the majority of the 2,600 workers at the plant stand to lose their livelihoods, with about 1,300 employees eligible for retirement packages. The company is offering retirement incentives of $130,000 and a $10,000 car voucher for those who have 30 years of service and bridging packages for workers closing in on retirement. Younger workers with less than 10 years of service are eligible for buyouts ranging from $10,000 to $40,000, depending on years of service. In addition to the 300 stamping jobs, GM is offering packages in St. Catharines and Woodstock to accommodate workers from Oshawa willing to move to those sites. If there is a further silver lining to the recent GM announcement, it is the addition of a track for autonomous vehicle testing. The track could position Oshawa as a site for next-generation vehicle production in the future. The test track is also a positive for officials at Ontario Tech University in Oshawa. Justin Gammage is Ontario Tech's manager of the regional technology development site for the Autonomous Vehicle Innovation Network program in Ontario, said students and faculty are already working with GM on research. He expects that to grow further with the test track announcement, which is a net positive for the university. The black cloud that has cast a pall over Oshawa's GM production facility since last November's closure announcement has dissipated somewhat with last month's announcement, but only a little.

Virtually all countries are expected to see substantial growth in the number of older persons between 2015 and 2030, and because the numbers of older persons are growing, the amount of elder abuse cases can be expected to grow with them. The United Nations General Assembly, in its resolution 66/127, designated June 15 as World Elder Abuse Awareness Day. Elder abuse is defined as "a single, or repeated act, or lack of appropriate action, occurring within any relationship where there is an expectation of trust, which causes harm or distress to an older person." This can take various forms such as physical,

psychological or emotional, sexual and financial abuse. It can also be the result of intentional or unintentional neglect. It often occurs when there is an imbalance of control. The abuser either limits or takes control over the rights and freedoms of the senior. There are currently two million seniors aged 65 and over, or 14.6 per cent of the population, who reside in Ontario. Based on studies that indicate two to 10 per cent of seniors are abused, there are between 40,000 and 200,000 seniors living in Ontario who have experienced or are experiencing elder abuse. Everyone has a role to play to assist a senior they suspect is being abused. Many people are reluctant to get involved in other people's affairs, however it is important to reach out to the senior to ask them if there is a problem and re-

port it to the appropriate authorities as needed. If you are still not sure what to do, Elder Abuse Ontario offers a Seniors Safety Line (SSL) at 1-866299-1011. The SSL provides contact and referral information for local agencies across the province that can assist in cases of elder abuse. Trained counsellors also provide safety planning and supportive counselling for older adults who are being abused or are at risk of abuse. Family members and service providers can also call for information about community services. Wear purple on June 15 to support World Elder Abuse Awareness Day and please help to spread the word about the Seniors Safety Line every chance you get. DRAMA CLASS REVISITS MURDER OF GAY UNIVERSITY STUDENT JOHN CAMPBELL jcampbell@metroland.com Brighton - In October 1998, Matthew Shepard, a 21-year-old student at the University of Wyoming, was abducted, pistolwhipped and left to die tied to a fence in a remote area outside Laramie. He was found the next day and taken to a hospital where he died a week later. His assailants had kidnapped Shepard to rob him but they murdered him because he was gay. High school dropouts the same age as Shepard, each received two consecutive life sentences. The savage hate crime became the subject of a play, The Laramie Project, by Moises Kaufman and

members of the Tectonic Theater Project. Based on more than 200 interviews with townspeople, as well as news reports, courtroom transcripts and journal entries, The Laramie Project earned widespread acclaim for its presentation of the facts. Residents of Brighton will see for themselves why it received glowing reviews when East Northumberland Secondary School's Grade 11 drama class performs The Laramie Project June 7 and 8 at 7 p.m. Drama teacher Paul Hussey chose to direct The Laramie Project, even though he knew it was "going to be a challenge," because it requires each of the 23 students in his class

to portray several real-life characters. His son Aidan has five roles, including the victim's father, an aggressively anti-homosexual minister who said Shepard "should rot in hell," and a Catholic priest who held a vigil for Shepard. "Many of us didn't realize the magnitude at which some people can hate," Aidan said. But the students also now appreciate the degree to which others can care and give, he added. Tickets are $5 and can be purchased at the high school during office hours or at the door. Warning: The play deals with very mature subject matter and contains coarse language.

With the water steadily rising on Lake Ontario, hundreds of carp ended up recently in a municipal ditch across from the Whistling Duck restaurant on Harbour Street. INTERLIBRARY LOAN SERVICES RESTORED JOHN CAMPBELL jcampbell@metroland.com BRIGHTON - The Brighton Public Library Board announced Monday the interlibrary loan service suspended last month - has been restored, but there's been a change. No longer will books and other requested materials be delivered by van between libraries, which the Southern Ontario Library Service (SOLS) used to do. Instead they will be sent via Canada Post, which could mean library patrons will have to wait longer for their requests to arrive. "Lending libraries will incur the costs of shipping, so that may mean reduced resources as some libraries may opt out of lending or may set limits on what they are willing to lend," read a notice that library CEO Heather Ratz sent out June 3. The change became necessary when SOLS laid off its drivers after the provincial government cut its budget in half. Notice of Public Information Centre #2 for the County Road 2 Master Drainage Plan Study Northumberland County is developing a Master Plan (MDP) to identify a drainage plan for the overall study area in the Town of Cobourg and the Township of Hamilton (Figure 1). The MDP will confirm existing and proposed drainage patterns as well as future development plans, address existing flooding issues, and develop future development targets for stormwater to assist with development review and approval. NOTICE: Signal timing changes at Elgin Street West & Ontario Street On June 10, 2019, Northumberland County will be modifying the signal timing at the intersection of County Road 20 (Elgin St. W) and Ontario Street, located in the Town of Cobourg. In 2016, the County completed their Transportation Master Plan (TMP) which identified this intersection as one of the top 10 intersections with the highest collision rates. The County has since completed a study looking into the safety and operations of the intersection and as a result will be modifying the signal timing. This revision should help mitigate the risk of collisions between the eastbound and westbound through movements and the opposing left-turn movements.
