TRAILHEAD PROPERTY
940 S. Locust Lane Williams Parks’ 77 acres is home to Blast Off Playground, a spaceship-themed wooden play structure, and the Watermill splash pad. Maple Ridge Trail is a .79-mile crushed stone nature trail in the wooded area along White Lick Creek. Other amenities include seven shelters, a second playground, basketball courts and a paved .78-mile oval track. In 2017, Brownsburg Parks added an Outdoor Classroom to Williams Park. It is located across from the Alpha shelter. Currently, the classroom includes a stage and seating, making it a great place for boy scouts or girl scouts to meet. In future, the classroom will include a playground, pollinator and rain gardens.
300 CR N/900 CR E This 6.67 acre parcel of land is located in the southeast portion of Brownsburg south of CR 300N and just east of CR 900E. This property will be developed in 2019 to provide additional parking for B&O Trail users, a small playground, a shelter and a restroom facility. The majority of the property will feature natural elements that maintain the integrity of the wetlands already on the land.
STEPHENS Park 610 Stephens Drive Stephens Park is a four-acre neighborhood park that has one picnic shelter and a playground. Future amenities include pickle ball courts, an expanded play area and restrooms.
315 W. MAIN ST PROPERTY The Town of Brownsburg purchased this 51-acre property from the Tague family in June. Located just west of the intersection of Green and Main Streets, the expansive acreage has the potential to house multiuse fields along with a wetlands area. The former family home also could potentially serve as a nature center. The community will assist in future design of the park.
Arbuckle Acres Park 200 N. Green Street Arbuckle Acres Park is the oldest park in Brownsburg. It boasts beautiful mature shade trees on its 68 acres. Amenities include baseball fields, lighted basketball and tennis courts, 1.3 miles of trails, seven shelters, and a playground shielded with a canopy of trees. This park is also the home to Bundy Lodge, site of Brownsburg Lions Club meetings.
B&O TRAIL CARDINAL PARK 2000 S. Hornaday Road This property is in the process of being developed. Brownsburg’s newest park will include a shelter, playground, dog park. parking and will serve as a trailhead to the B&O Trail just south of the property.
SR 267 across from Frazee Gardens Brownsburg Parks is proud to manage the three-mile stretch of the popular B&O Trail from SR 267 (Green St.) to Ronald Reagan Parkway. The trail is open 5 a.m. to dusk. From the B&O Trail at CR 300 N you can access the Bicentennial Trail, which connects Brownsburg to Avon. Work is currently underway on Cardinal Park, which will connect to the B&O Trail near Hornaday Road.
PRICING POLICY
The Brownsburg Park Board has established cost recovery goals through the strategic business plan that staff are responsible for implementing. Brownsburg Parks’ programs are priced at market value. Brownsburg residents receive a discounted rate for most programs since they contribute to the overall maintenance and operations of the park system through property taxes. Those who live outside of the corporate town limits pay the regular fee. Brownsburg Parks approaches the fees for all of the services we provide with careful consideration and research before determining any necessary fee changes, taking into account market value for the services.

Brownsburg Parks welcomes the use of our facilities and shelters for many types of occasions. FACILITY REFUND POLICY In order to receive a full refund for a shelter reservation, customers must request a refund at least 60 days prior to the reservation date. Refund requests made 30-59 days prior to the reservation date will receive a 50% refund. All refund requests made less than 30 days prior to the reservation date will be denied a refund, but customers may reschedule their reservation for a later date up to one year from original date reserved. In the event of severe weather resulting in park/amenity closures, Brownsburg Parks has sole discretion to determine if you may be eligible for a household credit allowing the registrant to reserve a new date up to one year from the original date reserved. The State of your Brownsburg Parks
Dear Reader,
I hope you enjoy the new layout of our semiannual magazine, The Adventurer. More than a Recreation Guide (although you’ll still find program and activity information inside), The Adventurer is intended to help you keep tabs on everything related to Brownsburg Parks. It is my goal to continue to inform our community through as many avenues as possible on the important priorities your Parks system has been working on over the last several months. Here are just a few of the achievements we’ve accomplished over the past few months: •
As is the case each year, it was a busy summer throughout the park system with many programs, events and projects. While much progress was being made on the downtown development, Arbuckle Acres Park remained the hub for some of the Town’s largest events, including the Lions Club 4th of July Extravaganza and the Chamber of Commerce’s Festival of the Arts. We also unveiled the new Story Walk located on the eastern portion of the lower level paved trail. The Story Walk was made possible by our partnership with the Brownsburg Public Library as well as the Duke Energy Foundation and IU Health West Hospital.

Also in Arbuckle Acres Park, the community has been able to enjoy the new interior improvements to Bundy Lodge, which were completed in fall 2017. The barn-themed décor creates a cozy space for birthdays, receptions and other events. A new kitchen area separated from the main room, new lighting, new flooring and enhanced audio/visual technology make the facility more user-friendly. In June 2018, The Town of Brownsburg completed the purchase of the former Tague property, just west of the intersection of Main and Green streets. The initial vision for the 51 acres of land is to provide space for walking and biking trails, playground equipment, a potential nature center, green space and natural wetlands, and multipurpose fields. Many of these amenities have been identified as a priority by the community as part of Brownsburg Parks’ 2017 Community Needs Assessment. There will be more chances for resident input as part of the Strategic Master Plan process that is currently underway.

After a rainy spring, we finally were able to break ground on Cardinal Park, located just south of Cardinal Elementary at 2000 S. Hornaday Road. This park will serve the ever-increasing user base on the B&O Trail with additional parking and a future restroom. During Phase I construction of this 15-acre community park, residents will see Thornburg Parkway extended to Hornaday Road, infrastructure for stormwater drainage installed, the creation of a parking lot, and the installation of a pathway connecting the B&O Trail to the park. A Recreational Trail Program (RTP) trail also will connect park users to US 136 via Airport Road and Bulldog Way. This first phase of the project should be completed this fall. Phase 2 is anticipated to begin in 2019 with the installation of the restroom facility and Brownsburg’s first dog park.

As I mentioned above, this summer Brownsburg Parks kicked off the updating of our Strategic Master Plan. Every time our team is out in the parks, Brownsburg citizens continue to let us know how important park services are to the fabric of our community. We are looking forward to working with our community to create the vision of a park system that will be a strong part of making Brownsburg a community of choice to live, work and play in now and for future generations to come. Jump Start Sports facilitates this fun introduction to baseball for 3- to 4-year-olds. Players learn the basics of throwing, catching, fielding, batting and base running. How Does Brownsburg Parks Establish Priorities? The construction of Cardinal Park has a lot of people excited and some asking how Brownsburg Parks determines which features are included in park properties. In addition to determining if desired amenities are a good fit for each particular property through the planning and design phases, Brownsburg Parks seeks public input. In 2012 and 2017, we conducted two statistically valid community surveys. The results of these surveys showed: • When asked to rank the facilities they feel are most important for Brownsburg, dog parks came in #7 out of 26 options in 2012, and #6 out of 26 options in 2017. • In 2017, 53% of respondents were very or somewhat supportive of building a dog park, up from 45% in 2012. Cardinal Park is a great opportunity to fulfill a top 10 need in our community. The park also will meet the top-rated needs of increasing trailhead amenities
along the B&O Trail such as parking and restroom facilities. Brownsburg Parks strives to meet the needs of residents of all ages and interests when deciding on park features. We believe the addition of a dog park at Cardinal Park will serve a wide variety of residents and dog owners throughout the community in a positive way. The dog park is scheduled to be completed in 2019.

The Hunt for Pirate Williams' Treasure Arrr! There once was a scruffy pirate named OneEyed Will. He stole his captain’s treasure and buried it here in this very park. Winter Animals Hike The animals along Maple Ridge Trail are preparing for winter. How do animals survive Brownsburg’s harsh winter conditions? How do frogs freeze solid and still survive? What's the Status of a Multigenerational Community Center in Brownsburg? Brownsburg Parks and the Town of Brownsburg, along with the Park Board and Town Council, have been working to develop the vision for a multigenerational community center to serve many recreational needs. Feedback from two statistically valid community surveys (conducted in 2012 and 2017) provides the basis for this planning and shows the community ranked the following amenities among the top 10 highest needs for Brownsburg: • • • • • • • • • •
Walking and biking trails Nature center and trails Indoor swimming pools/leisure pool Outdoor swimming pools/water parks Indoor fitness and exercise facilities Indoor running/walking track Greenspace and natural areas Multigenerational community center Dog park Playgrounds
We believe the construction of a multigenerational community center can meet a large portion of these needs in one place. The Town of Brownsburg and Brownsburg Parks continue to iron out the details of a capital partnership agreement with IU Health West to share space
in a future facility. Multiple conversations have taken place with IU Health West to negotiate the first part of the partnership agreement – capital support and design terms – since a Letter of Intent was signed last fall. This agreement will be brought before the Park Board and Town Council for consideration on a date that is yet to be determined. The community center will require funding from multiple sources, including Parks and Town funds, capital partner support and a capital fundraising campaign. Simply put, finding the right funding combination that fits our community’s needs and that is fiscally responsible takes time, especially as this is the first facility of its kind in Brownsburg. The Town and Brownsburg Parks are fully committed to involving residents in future dialogue on the facility and the amenities to be included within it throughout the planning and design process. Residents can follow our progress by attending Park Board meetings on the third Thursday of each month (except November and December when the Park Board meets on the second Wednesday of the month) at 6:30 pm in the Council Room of Town Hall. 2019-2023 Master Plan Being Developed The long-term vision for Brownsburg Parks is outlined in our Strategic Master Plan. An important component of this plan is community input. Every five years, Brownsburg Parks updates the plan and reaches out to the community for feedback and input. This document, which is approved by both the Park Board and the Town Council, sets the foundation for park development. Our current plan runs through December 2018.
As we begin the process of creating a master plan to establish priorities for 2019-2023 in our ever-growing community, Brownsburg Parks is seeking feedback to help guide the decisions surrounding future park amenities, recreation programs and a multigenerational community center. Working with a consultant, Brownsburg Parks has hosted focus groups and is collecting surveys at a variety of Town- and Parks-sponsored activities, from the weekly Farmers Market at Town Hall Green to the 4th of July fireworks display.
