he weather in Brownsville is generally favorable for outdoor activities with at least 234 sunny days a year. The subtropical climate permits year-round gardening and cultivation of citrus and coldsensitive plants. Brownsville rarely has severe weather. The tidal change in water elevation between cycles in the Brownsville area generally ranges from 0.1 feet to 2.7 feet. As the official weather data above suggests, lightweight apparel is appropriate for much of the year. Even in December and January usually just a light sweater or jacket may be needed in the evenings or early mornings. The lifestyle of the Rio Grande Valley is quite casual and relaxed attire is quite appropriate. Boots and denim to shorts and a polo shirt are very common. Brownsville Official Visitors Guide 5

rownsville continues to welcome visitors as it has done for many years. Beginning in the 1940s a very concentrated effort was undertaken to invite and bring people down here for seasonal stays. These folks were encouraged to establish their warm-weather, winter homes here. The Rio Grande Valley gained its popularity as a destination for those seeking respite from the cold of the northern parts of the continent. Along with the special place, a special name was developed for these visitors – “Winter Texans.” In Brownsville, Winter Texans have a club for social gatherings and special events at many RV parks and other venues. Organized club activities include golfing, dancing, cards, movies, crafts, Spanish instruction, and exercise classes. Many Winter Texans get involved in the community.

A History as Big as

Texas

T

he history begins with the exploration and colonization of the area by Spain, after the conquest of Mexico.

In 1835, Texas declared its independence from Mexico, resulting in a war which was won by the Texans at the Battle of San Jacinto in 1836. The state claimed the Rio Grande River as its western boundary. As a result of this claim, Mexico lost nearly half of what had been the State of Tamaulipas, which caused many disputes that lasted throughout the nine years that Texas was an independent Republic. In 1845, when Texas was admitted into the United States, and soon after the first battle of this war, which was fought at Palo Alto and Resaca de la Palma, Fort Taylor was renamed Fort Brown in honor of Major Jacob Brown, who was killed directing his defenses against Mexican forces. At the end of the Mexican-American War, the Treaty of Guadalupe Hidalgo was signed and the area where Brownsville is now located was confirmed as being American territory. When the city of Brownsville was founded in 1848 it was named after Fort Brown.

Brownsville was originally incorporated by an act of the Third Legislature of the State of Texas in 1850, but this charter was dissolved soon after, due to an argument between the United States and Mexico over the ownership of land being sold. By 1853, however, Brownsville was issued a new charter and has continued as an incorporated city ever since. During the Civil War, Brownsville figured prominently as a major port through


Relive the Past which large quantities of cotton and other products were exported by the Confederate States of America. The last battle of the Civil War, the Battle of Palmito Ranch, was fought on a field located a short distance from Brownsville, on May 12th &13th, 1865, nearly five weeks after Confederate General Robert E.Lee had surrendered at Appomattox, Virginia, ending the Civil War. From 1865 to 1916, much time was spent in reconstruction and maintenance of law and order. It was necessary for U.S. Government troops, state militia and Texas Rangers to be kept in the area to protect the citizens of Brownsville from raids by

bandits, Mexican revolutionaries and American outlaws who found it easy to plunder along the Rio Grande and then escape across the river. Nevertheless, by the early 1900’s, Brownsville was enjoying prosperity and a rapid increase in population, in 1904, the St.Louis, Brownsville and Mexico Railroad was completed and a telephone system came into being. Electricity, water and sewer systems were dedicated in 1908, and the Brownsville & Matamoros Bridge across the Rio Grande River was opened in 1909.

Major airlines include American, Continental and United. Now air travel to Mexico is easier than ever with AeroMexico airlines providing direct flights to major cities in Mexico. At the airport, several national and regional car rental companies operate. Taxi

service is readily available and shuttle services operate seasonally. Some of the local ground tour operators provide shuttle service in the Rio Grande Valley and connections into Matamoros. The Brownsville Urban System, BUS, operates an extensive system of bus routes around the city. Banking services include convenient ATM service with all the popular network connections, currency exchanges, and wire transfers, along with the standard services found in the U.S.

Brownsville has many modern, stateof-the-art health care services and facilities. Two major hospitals, two surgical hospitals and numerous specialty clinics provide a full range of medical services. Brownsville has doctors of every area of expertise. The abundant services combined with the warm climate make Brownsville an ideal location for medical procedures. The environment is right for recuperation and rehabilitation. Wellness center programs are available at some hospitals and clinics. In addition, several fitness centers and gyms offer wellness-training programs in Brownsville.


Visitor Services The daily newspaper is The Brownsville Herald which publishes seven days a week. Several tabloids with shopper or tourist orientations are also available. The local radio stations present the standard variety of formats in both English and Spanish. Brownsville Parks and Recreation operates a park system with athletic fields, pools, playground, picnic, and recreation facilities.

Industry Manufacturing, agriculture, shipping, and retail are the principal industries in Brownsville. NAFTA has brought crossborder manufacturing to the area with operations spanning the border. These are known as Maquiladora plants. In fact, the Port of Brownsville is referred to as the homeport of NAFTA.

Port of Brownsville First-class cargo and fishing port connects to the Gulf of Mexico via a 17 mile, 42 foot deep channel. Products going to and from the Rio Grande Valley and northern Mexico locations pass through the Port. One of its more visible features is Keppel Amfels’ offshore oil rig rebuilding and steel processing facility. The Port is also home to the local shrimp fleet. In combination with neighboring Port Isabel, the fleet is the largest in the world. Rail lines and truck routes from both sides of the border connect for cargo transport with the Port. rownsville’s continually expanding variety of specialty and department stores offer plentiful merchandise selections to meet your shopping needs. The Sunrise Mall on the north entrance of town has undergone a major renovation and expansion project that makes it one of the largest retail complexes south of San Antonio.

Brownsville boulevards are many niche-style stores, shopping plazas, and national discount merchants. In addition, you’ll now find the popular Juarez Market from Matamoros nestled in historic Downtown Brownsville. Here you’ll find souvenirs and gifts, handcrafted jewelry, silver, leather, pewter, Talavera pottery, boots, onyx, and musical instruments.

The mall provides a complete shopping experience with several department stores, independent shops, an extensive food court with a Belgian-crafted carousel, and a multi-screen movie theatre. The adjoining Sunrise Commons has more national name stores and franchise restaurants. Many other plazas around the city provide numerous specialty shops.

For those looking for nostalgic treasures, antique shops are scattered throughout the valley. Seasonally, roadside stands appear with citrus of all kinds – Texas Ruby Red grapefruits, oranges, lemons, and limes; vegetables and produce; and watermelons. All this makes Brownsville a great shopping destination for Christmas and throughout the year, no matter which side of the border you live.

and also features a great diversity of landscapes, ranging from rivers to grasslands to open costal wetlands. Archaeological sites abound, as well as spectacular grassy flats, sand dunes, and a host of other natural attractions. Hikers, runners, cyclists, backpackers, campers and adventurers are sure to find something to enjoy in this magnificent corner of South Texas. Boca Chica Beach is one of Texas last beaches unspoiled by man and is home to many species of birds and local wildlife. The beach is also a popular camping destination for locals and tourists a like.

Outdoors & Recreation The area offers a variety of sport fishing venues from charter boats to pier to surf and offshore fishing. The sunflower fields, beginning in September, are popular with hunters wanting to bag the White-winged and Mourning Doves during our special season. When looking for outdoor exercise, hike and bike through history on the Brownsville Historic Battlefield Trail. The Southern Pacific Linear Park where the trailhead is located offers a peaceful, beautiful setting for walking, picnics and quiet reflection. The Brownsville Tennis Center boasts 15 fully lighted all-weather courts. Professional instruction, competitions both amateur and sanctioned; a Tennis-ball cannon, and pro-shop complement the center’s

comprehensive offerings. Brownsville’s Resaca de la Palma State Park boasts the largest tract of native habitat in the World Birding Center network. Etched by ancient curves of the Rio Grande, its 1200 semi- tropical acres provide a quiet retreat from the hustle and bustle of an international urban center only a few miles away. For birders and nature-lovers, no visit to South Texas is complete without a stop at the Sabal Palm Audubon Center. The Center is home to many native species of plants and animals that reach the northernmost limit of their Mexican range here and do not occur elsewhere in the U.S.

Birdwatcher’s Delight During the fall and spring migrations, the hundreds of different bird species viewable here make Brownsville a well renowned birding destination. There are more than 500 counted birds in the Rio Grande Valley. Brownsville is the southern beginning of the Texas Coastal Birding Trail. Each year Brownsville is part of the Great Texas Birding Classic. A branch of the World Birding Center, which is partnered with the Texas Parks and Wildlife and U.S. Fish and Wildlife Service is also located here. Boca Chica Beach dunes and wetlands, the city’s resacas along with numerous places all around town provide great bird habitat and viewing venues. In and around Brownsville, the bird varieties include land, shore, and marine species. Even a number of wild birds nests on the grounds of the Gladys Porter Zoo. Some of the Rio Grande Valley’s best birding occurs during the winter months.

n institution with a unique intersection of cultures and languages, The University of Texas at Brownsville offers quality educational opportunities in South Texas. The institution is a member of the University of Texas System, and offers a wide range of programs, from continuing education to undergraduate and graduate degree programs with centers of excellence in science, music, master teaching, language and entrepreneurship. A significant milestone in UTB’s history was the opening of its first facility, the Science, Engineering and Technology Building, in November 1997. Since then, the university has built the Education and Business Complex, the Life and Health Sciences Building, and the Biomedical Research Building. About 400 students live in Casa Bella, which offers clean, comfortable, affordable, safe, and well-maintained facilities. The research that faculty and students conduct in this 66,000-square-foot facility is largely focused on diabetes, epilepsy and Alzheimer’s disease, which disproportionBrownsville Official Visitors Guide 17


Education ately affect the population of South Texas and Northern Mexico. The institution ranks 20 nationally in the number of bachelor’s degrees awarded to Hispanics and 47 in the number of master’s degrees. UTB offers 23 master’s degrees, including master’s programs in the arts, science, education, business and nursing, and a Doctorate of Education in Curriculum and Instruction. Since UTB was established, 995 scholarships have been awarded to students. Today, 107 endowments have been established totaling $8.86 million. More than sixty student clubs and organizations provide extracurricular opportunities for students. In 2009 and 2010, the chess team competed in The President’s Cup “Final Four of College Chess” tournament, sponsored by the U.S. Chess Federation. The university’s well-regarded performing arts groups include the One O’Clock Jazz Band and the Master Chorale, which performed at the Vatican in March 2009. Varsity sports teams in golf, soccer, volleyball and baseball compete in the NAIA’s Red River Athletic Conference. The soccer and volleyball teams won conference championships in 2009. The university continues moving forward with a focus on embracing teaching excellence, active inquiry, lifelong learning, rigorous scholarship and research in service to the common good. Attractions Nature & Ecotourism Brownsville and the Rio Grande Valley have many species of the flora and fauna to share with visitors. The Gladys Porter Zoo is Brownsville’s internationally famous zoological and botanical park. This intriguing zoo is a most visitor-friendly oasis and a unique haven for over 1,500 rare species of mammals, birds, reptiles, fish, and insects amidst natural settings with ever-blooming plant life and also serves as a rehabilitation center. The Sabal Palm Audubon Sanctuary with

its intact mature growth of Texas Sabal Palms is ideal for birding or a relaxing nature walk on its trails. Resaca de la Palma State Park boasts the largest tract of native habitat in the World Birding Center network. Traveling Highway 4 east takes one out to the pristine, undeveloped Boca Chica Beach on the Gulf of Mexico through farm and ranch lands to bahias and dunes for birding, dolphin viewing, surf casting, shelling, and beach driving. Just north of Brownsville is the world famous Laguna Atascosa National Wild-

The Heritage Attraction Brownsville is a city of museums and historic sites which interpret our past. Brownsville has the unique distinction of being the site of the Palo Alto Battlefield National Historic Site, which marked the start of the war between the United States and Mexico, and Palmito Ranch, the site of the last battle of the Civil War. The Battle of Palo Alto in the 1840s impacted the U.S. such that it ultimately

changed the shape of the country. The Visitors Center displays exhibits, and provides information to visitors at its location on FM 511 and Paredes Line Road. The Historic Brownsville Museum is housed in the restored Southern Pacific Railroad Depot. The Brownsville Historical Association expanded the Stillman House Museum into the Brownsville Heritage Complex, which gives visitors a pictorial view into the past.. The Commemorative Air Force Museum has vintage military aircraft on display and stages an annual Air Fiesta every March. A fantastic Children’s Museum of Brownsville explores the local heritage through a Marketplace area where children can serve themselves a raspa or snow cone among many other exhibits at the museum. Housed right next door to the Children’s Museum is the Costumes of the Americas Museum, which showcases authentic Mexican and Latin American folk costumes, some over 100 years old, in beautiful Dean Porter Park.

Great Architecture Downtown Brownsville has a great number of historically significant buildings identified with Texas Historical Plaques and they are part of the Brownsville Heritage Trail. Tours with a heritage focus of Brownsville and Matamoros are available through local operators. Be sure to walk around Downtown Brownsville to discover a variety of architectural designs from the various periods, starting in the mid 1850s to the present time modern structures. Visitors can also tour the Old City Cemetery where the ornate crypts provide a glimpse into the past.

Fiestas & Special Events Charro Days, a week-long fiesta, celebrates the long-time friendship between Brownsville and its sister city, Matamoros, Mexico. Charro Days is held the last week of February and features folkloric dancing, mariachis, food and parades. With the concurrent Sombrero Festival and Mr. Amigo Association activities, fiesta-goers have live concerts with popular and Tejano music, a Jalape単o Eating Contest, Grito Contest, Tortilla Toss, local food, dances, and loads of fun. The CAF Air Fiesta brings vintage and military aircraft to the skies over Brownsville in March. A signature event in Brownsville is the annual Latin Jazz Festival in October, which features some of the best regional and national acts.

Performing & Fine Arts The arts continue to expand their offerings with the help of many Brownsville organizations. The University of Texas at Brownsville and Texas Southmost College Arts & Entertainment Season is Brownsville Official Visitors Guide 22

filled with opera, Latin dance, Russian ballet, stage productions and other classic performances. The UTB-TSC Patron of the Arts Series offers numerous artistic and musical presentations throughout the academic year. The Brownsville Society for the Performing Arts brings special, world-class musical concerts to town throughout the year. One of their more popular events is the annual Guitar Ensemble Festival. The Brownsville Museum of Fine Art stages major events including two international shows in March and April. The Camille Lightner Playhouse presents an ongoing schedule of live productions, about every six weeks, with special youth theatre productions throughout the year. The Valley Symphony Orchestra and Chorale showcases their talent at a number of performances in Brownsville.

The Fort Brown Memorial Center, located on the campus of The University of Texas at Brownsville, offers meeting space for

The UTB Arts Center, offers a state of the art facility perfect for meetings, conventions or corporate presentations. dimensions with costumed servers and mariachi music. Many sites in Matamoros take you back into a colorful past. The Casa Mata Museum is a rich, historical reminder of numerous military actions that have resulted in the abbreviation “H.” to precede Matamoros, which conveys the meaning “heroic.” At Plaza Hildago, visitors can discover a marvelous cathedral built in 1825 and renovated historic buildings such as the city hall and the Matamoros Casino. The “Museo del Agrarismo Mexicano” depicts the agricultural heritage of the State of Tamaulipas and Mexico with numerous exhibits and authentic artifacts from the

Mexican Revolution of 1910. Matamoros has a beach on the Gulf of Mexico known as Playa Bagdad. Thatched palapas dot the beach. Regional fishing tournaments are held year-round and camping on the sand is a tradition among the locals. The many celebrations include the Expo Fiesta in June and July, Mexican Independence in September, the Festival Internacional de Otoño in October with acts from around the globe, the Day of the Dead in November, a vast display of Christmas lights across the city, and Semana Santa at Easter. Plan a trip around one of these events and it will be a pleasant experience.

Children: U.S. and Canadian citizen children under age 16 arriving by land or sea from a contiguous territory may present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card. Native Americans: Until further notice, Native American United States and Canadian citizens may continue to present their current tribal documents, including the current Indian and Northern Affairs Canada (INAC) card, as proof of identity and citizenship when entering by land or sea, provided the document is affixed with a photo. In the Western Hemisphere Travel Initiative (WHTI) Land/Sea Final Rule, the Department of Homeland Security (DHS) provided that all U.S. Federally Recognized Tribes may choose to work with U.S. Customs and Border Protection (CBP) to produce an enhanced tribal card (ETC).

One produced, it is anticipated that the ETC card will be a WHTI compliant document establishing identity and citizenship for entry into the United States at all land and sea ports of entry. CBP in consultation with various U.S. tribes has begun negotiations for the development of an ETC, and numerous U.S. Tribes are working with CBP toward an ETC. Indian and Northern Affairs Canada will begin issuing the Secure Certificate of Indian Status (SCIS) card in early 2010. It is anticipated that the new SCIS card will be a WHTI compliant document establishing identity and citizenship for entry into the United States at all land and sea ports of


Mexico entry. “Closed Loop” Cruises: U.S. citizens who board a cruise ship at a port within the United States, travel only within the Western Hemisphere, and return to the same U.S. port on the same ship may present a government issued photo identification, along with proof of citizenship (an original or copy of his or her birth certificate, a Consular report of Birth Abroad, or a Certificate of Naturalization). Please be aware that you may still be required to present a passport to enter the foreign countries your cruise ship is visiting. Check with your cruise line to ensure you have the appropriate documents. Ferries and Small Boats: Passengers on ferries and small boat operators are processed much like travelers entering the U.S. through a land border. They are required to present a WHTIcompliant document. Boaters who have a Canadian Border Boat Landing (I-68) form will need to also have a WHTIcompliant document. The I-68 form is similar to a vehicle registration and is not an identity document or a travel document. Requirements for lawful permanent residents of the United States are not changed by the implementation of WHTI. Lawful permanent residents must continue to present a valid Permanent Resident Card.
