2ND SULTAN OMAR ALI SAIFUDDIEN MEMORIAL LECTURE

His Royal Highness Prince Haji Abdul 'Azim graced the second Sultan Omar 'Ali Saifuddien Memorial Lecture 2010 at the Chancellor Hall, Universiti Brunei Darussalam on 7 Oct 2010 at the Chancellor Hall, Universiti Brunei Darusslam. The speaker was YAM Pengiran Setia Negara Pg Dr Hj Mohd Yusof Pg Hj Abd Rahim. Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien was born on 23 September 1914 in Kampong Sultan Lama the second son of the 26th Sultan of Brunei, Sultan Muhammad Jamalul Alam II. At the age of 18, in 1932, Al-Marhum enrolled at the Kuala Kangsar Malay College. In 1938, Al-Marhum entered the State Administrative Service and after left to devote his time to studying religion. In 1941, Al-Marhum Sultan Haji Omar 'Ali Saifuddien married Pengiran Anak Damit. Al-Marhum was crowned and proclaimed as Brunei's 28th Sultan at the age of 35. Dubbed as a legendary leader, a stateman, religious scholar and a true intellectual thinker Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien was a royal poet that had contributed to many turning points in Brunei history, leaving in his track legacies that earned him the accolade "Architect of Modern Brunei". From page 1 Some 2,000 participants attended the Lecture which was organised by the Sultan Haji Hassanal Bolkiah Foundation and Universiti Brunei Darussalam. BLA was represented by Dyg Noorlizah Mohammad and Dyg Nurul Fajrina Kamaluddin both librarians from the Class 64 Library, SOASC. Also invited was Nellie Dato Paduka Haji Sunny. The first lecture was held last year and the speaker was Minister Mentor and long time friend of the late Sultan Omar Ali Saifuddien, Dato Laila Utama Lee Kuan Yew of Singapore and was held at the International Convention Centre.

ISLAM IN ASEAN: A CULTURAL BIBLIOGRAPHY The Brunei Library Association (BLA) is taking the leading role in the regional CONSAL project which is participated by the National Library Singapore, the National Library Malaysia and Brunei Darussalam by the Dewan Bahasa dan Pustaka Brunei, Pusat Dakwah Islamiah, Brunei Museums, State Mufti Office, Universiti Brunei Darussalam, Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah and Brunei History Centre. The first meeting was held on 14 Oct 2010. The Project Managers are Dk Saakdiah Pg Hj Omar and Awg Hj Abd Talip Hj Tassim. Work on the project began in August 2010 and expected to be completed in time for launching at the CONSAL XV Conference in 2012. BLA wishes to thank all the participating institutions for their support and cooperation in making the project a success.

YAM PENGIRAN SETIA NEGARA PG DR HJ MOHD YUSOF PG HJ ABD RAHIM Pg Dr Hj Mohd Yusof Pg Hj Abd Rahim (or better known in the literary world as Yura Halim) DK., SPMB., DSNB., CBE, POAS., PHBS., PJK., PKL, was born on 2 May 1923 at Kampong Kandang in Tutong. He is now known as YAM Pengiran Setia Negara. YAM entered the government service on 1 Jan 1939 as Assistant Teacher and had a glorious government service by holding many a distinguished office within the government where he became the State Secretary and Chief Minister of Brunei before his retirement in 1972. He was one of the those who carried the titah of the Sultan's late father to work on the constitutional reformation 1959. After his retirement he was the Brunei Ambassador to Malaysia in 1995 and Japan in 2001, and now a State Legislative Council Member. YAM was bestowed the title Pengiran Setia Negara on 16 May 1968 and awarded an Honorary Doctorate in Law by the International Academy Vancouver, Canada in 1961, 1st Class Order of the Rising Sun in 1985, ASEAN Cultural Award (Literature) in 1987, Anugerah Guru Berbakti 1993 (Hari Guru ketiga), Penulis Berjasa Asterawani in 1993, SEA Write Award (8th Bruneian) in 1993, Honorary Dlitt by Universiti Brunei Darussalam in 1997 and Honorary Doctorate by Universiti Pendidikan Sultan Idris at its 80th Anniversary in 2002. Writing under his pen name Yura Halim, he started writing actively in 1940s, mainly poems, short stories and essays. He wrote a book, Pengiran Bendahara Menjadi Sultan (Jawi), Mahkota yang Berdarah (romanised) in 1951. Together with Pehin Jawatan Dalam Seri Maharaja Dato Seri Utama Dr Hj Awg Mohd Jamil Al-Sufri, he wrote Sejarah Brunei. He also authored Adat Istiadat Diraja Brunei (1958), Sekayu Tiga Bangsi (1993), Adat Mengulum Bahasa (1993), Loyang Tua Balan Berkais II (1993), Ririsej Brunei Darussalam (2002) and Barat-Timur dan Bom Atom (2002). He studied at the Sultan Idris Teachers College, Tanjong Malim in 1939 and at the International School Kokusai Gakuyuki in 1943 and in 1954 he studied at the South Devon Technical College Torquay, United Kingdom. He is a recognised survivor of the Atomic Bomb of Hiroshima when he studied at the Hiroshima Bunrika University in 1944. YAM is best known as the composer of the song ‘Allah Peliharakan Sultan’ in 1947 which was adopted in 1951 as Brunei’s national anthem. YAM Pengiran Setia Negara is active in the Brunei History Society (PASEBAR), assuming as its early President, the Brunei Japan Friendship Association's Patron and Honorary Advisor and the former Chairman of QAF Holdings. In 1993 a primary school is named after him. He married Datin Hajah Salmah Mohd Yusof and they have 7 sons and 4 daughters. References; A.V. Horton. INFORMATION DEPARTMENT READING ROOMS By Nellie Sunny

The Information Department was formed on 1 April 1952 as a publisher of Pelita Brunei and as a government mouthpiece by showing films and to spread messages and information to the public. Amongst its other earlier responsibiities were to provide public address system and also to maintain Reading Rooms. The Information Department Reading Rooms were iconic symbols of development in this country from 1953 up until 1977. They played such significant roles in the early days despite the absence of electronic means of communications as we know them today. Realising the importance of commincations and the dissemination of information to the masses, and reading, the Government as early as in the 1950s had already taken positive moves to empower the people by providing free access to reading materials in strategic places. The Reading Rooms became very popular public amenities. Below are the recounts of the development and usage of the Reading Rooms as found in the Brunei Annual Reports. The Information Office Reading Room has been well attended throughout the year. In addition the Reading Room is frequently visited by parties of school children from the remotest areas of the state. A selection of magazines, periodicals and other phamplets in various languages is available in addition to the various newspapers and press releases. This material, most of which is obtained from the Regional Information Office and the United States Information Office Singapore is also distributed to the larger kampong in all districts. The Reading Room is still supplied with comfortable cane furniture and an atmosphere of quiet and comfort is maintained. 1 There are two Reading Rooms operated by the Information Department, one in Brunei Town Head Office and the other at Kuala Belait branch Office. 2 On 27 June 1955 the Kuala Belait office moved into a new building along Jalan McKerron, formerly housing the Immigration Office. The Department is sharing the building with the Education Office and the Belait Lending Library. The Reading Room in Kuala Belait moved into a new building about 7,000 persons of different nationalities made use of the facilities. A portion of the Reading Room in Brunei Town Office was taken up to accommodate the extra space required for the general office. An estimate of 7,800 persons visited the Reading Room. 3 More people used the Reading Room facilities both at Kuala Belait and Brunei Town. The attendance records showed that more than 14,000 people visited the Kuala Belait Reading Room and 21,500 used the facilities in Brunei Town. In Brunei Town, a small library formerly belonging to the defunct Brunei Library and housed the Reading Room came under the charge of the department. Membership is free to anyone with a maximum of 2 books for a forthnight. 4 Go to page 7

Frompage 6 The Government Information Services opened a new Reading Room at Bangar in October 1957, well equipped with a radio set, newspapers, map and periodicals. With the opening of the Reading Room at Bangar there are at present three Reading Rooms in the state which are being run by the state Information Service. We hope to open another Reading Room at Tutong early in 1958 as well as a number of Reading Rooms at important places in the state. 5 In 1962 the Radio Service and the Information Service merged to become a new department known as the Department of Broadcasting and Information. Despite the administrative changes, the Reading Rooms continued to prosper. Thousands of people of various nationalities visited the Reading Room throughout the year. In February 1969, a public Reading Room was opened in Seria. 7 The Broadcasting and Information Department maintains Reading Rooms in five centres throughout the State which are used by thousands of people , young and old, of all racial groups who can read Daily newspapers and magazines in their own language. These Reading Rooms are situated in Bandar Seri Begawan, Tutong, Seria,Kuala Belait and Bangar. 8 In 1975, that department of Information and Broadcasting split into two to become the Information Unit of the State Secretariat and the new Department of Radio Televisyen Brunei. Following this merger, four of the Reading Rooms were handed over and managed by Dewan Bahasa dan Pustaka Brunei which were converted into full fledged public branch libraries manned by full-time library staff. Kuala Belait in 1973, Tutong in Sept 1975, Bangar in Dec 1975 and Seria in Feb 1977. Subsequently Dewan Bahasa dan Pustaka Brunei gave up the premises occupied by these libraries and the libraries moved into their own newly constructed modern purpose built library buildings for Kuala Belait on 19 June 1986, Seria on 28 February 1990, Tutong on 21 July 1992 and Bangar on 22 July 1993. All these libraries provide the full range of public library services. They have since been upgraded into District Libraries while Seria remains as a branch library. In January 1984, the Information Unit became the Information Department and was placed under the Ministry of Culture, Youth and Sports. In December 1985, the Information Department and the Department of Radio Television Brunei were merged for the second time and became the Department of Information and Broadcasting. By 1989, the Department was responsible directly to the Permanent Secretary of the Prime Minister's Office. In 1991, the Department split once again and became the Information Department and Radio Televisyen Brunei. These two departments have continued to go their separate ways since then. 9
