Nurturing an informed society LOUGHBOROUGH UNIVERSITY REUNION
On 16 February 2010 some 13 graduates from Loughborough University (Lufbra) gathered together at a restaurant in Kuilap for the first reunion. The reunion was organised and hosted by Awg Hj Sapawi Hj Bolhassan the first Brunei student to study and graduate from Loughborough University in 1969. Lufbra is one hour’s trip by train from London and is sited close to Leicester and Nottingam. Since the 1970s Lufbra has a renowned international reputation and well known for its Enginnering programmes and for running one of the top Library Schools in the United Kingdom headed by the then Prof Havard Williams with a large number of international students. From 1978 a large number of our senior librarians were graduates of Lufbra. These included Nellie Dato Paduka Haji Sunny, Awg Hj Ali Hj Kayum, Pg Omarali Pg Anak Hashim, Awg Hj Abu Bakar Hj Zainal, Pg Hj Mohd Shahminan Pg Hj Sulaiman, Awg Hj Sahari Hj Nassar, Dr Tahira Muhamad Sharif and Dr Hj Suhaimi Hj A Karim. The Loughborough Technical College also produced many Bruneian librarians with their Diploma in Higher Education (Library Studies). Go to Page 2

TRAINING FOR YOUTH SUB-COMMITTEE AND CO-OPTED MEMBERS
The Youth Sub-Committee and co-opted members met the BLA Council on Friday 19 February at the Instiut Tahfiz Al-Quran Library which was followed by a half day training session. The aim of the training was to familiarise the participants on the BLA machinery at how it achieves its goals and to train the youths on good governance and as future leaders. Go to page 3

Hj Abdullah VP, Project Planning by Dyg. Hjh Rosnani, Honorary Secretary, Leadership Skills by Dyg.Hjh Pusparaini and CONSAL by Dyg Hjh Norleha. This was followed by a discussion on Marketing Strategies and ended with a Question and Answer Session.
INDUSTRY AND TRADE INFORMATION CENTRE
The Brunei Industrial Development Authority (BINA) has developed the eMIPR Portal in its effort to deliver online eMIPR business facilitation services inclusive of all MIPR and departments under it to businesses, entrepreneurs and investors. The aim of the eMIPR is to act as the main pillar towards the achievement of the Ministry of Industry and Primary Resource’s mission to accelerate sustainable economic diversification by facilitating, developing and strengthening trade, competitive industries and dynamic entrepreneurs. 1Go to page 4 1

From page 3 To assist the public to access the on-line information and services, Business Help Centres are found in all districts. The main one is the Industry and Trade Information Centre established in 2006 and located on the ground floor of the MIPR building. It is equipped with computer facilities and three IT Assistance Officers headed by the Chief Information Officer. The centre provides various services through the eMIPR Portal where the public can access integrated online information when applying for industrial sites, business licenses, import and export permits, investment incentives, standard services, laboratory services, business counseling and consultation, financial management and training courses. It also provides many useful and informative pamphlets on various MIPR corporate services on training courses; services pertaining to agriculture, fisheries, forestry, tourism and industries & cooperatives; booklets on Guidelines in Establishing Companies, and Guidelines on International Trade Exhibitions. There are also numerous reports and trade directories. The public will find the Centre modern and has a welcoming ambience to it. The layout is simple and everything is within reach. It is open to the public during office hours. 4th ASEAN GO-NGO FORUM FOR SOCIAL WELFARE AND DEVELOPMENT
The Forum was held from 11-15 January 2010 in Singapore. Prior to that an ICSW PrepMeeting of the NGOs made up of the National Councils for Social Welfare of ASEAN members states was held on Sunday 10 January 2010. Brunei Darussalam was represented by three members from the newly formed Social Welfare Council Brunei Darussalam (MKM). Go to page 5

From page 4 Nellie Dato Paduka Haji Sunny, a member of the MKM Pro-tem Committee was invited to attend the PrepMeeting which discussed issues on the ASEAN and the Social Cultural Pillar; and formulated Key Recommendations for the Global Financial Crisis and its Social Impact in Countries in ASEAN and Closing the Gap: Making the Rights-Based Approach Real for People with Disabilities. The Terms of Reference for the GO-NGO Forum was also discussed. These views were submitted to the main Forum for consideration and adoption. The following documents guided the discussion. The Blueprint for the ASEAN Socio-Cultural Community (2009-2015); the ASEAN Charter; the Universal Declaration on Human Rights; the ASEAN InterGovernmental Commission on Human Rights (AICHR); the ASEAN Commission on Women and Children; ILO 159 and the Universal Periodic Review on CEDAW. The 1st ASEAN GO-NGO Forum was held in Bangkok in 2006; 2nd in Hanoi 2007; 3rd in Manila 2008 and 4th in Singapore 2009 (but held in Jan 2010). The next host is Brunei Darussalam at end of 2010. This Forum aims at strengthening the partnership and cooperation between the Government and the NGOs towards achieving the ASEAN Goals in promoting sustainable development, environment protection, alleviate poverty and narrowing the development gap.
PESTA BUKU BRUNEI 2010 The Brunei Book Fair 2010 ‘Buku adalah Masa Depan’ organised by Dewan Bahasa dan Pustaka Brunei was held on the 21 Feb to 2 March 2010 at the Indoor Stadium. It was declared open by H.E. the Minister of Culture, Youth and Sports Pehin Dato Seri Setia Dr. Awang Haji Ahmad Haji Jumat. It was participated by 45 vendors both local and overseas. It is an annual event since 2000. Go to page 6

HANDING OVER OF BRUNEI FLAG TO DYG NORHAYATI
A handing over of the Brunei flag by Dato Paduka Hj Hamdillah, Acting Minister of Industry and Primary Resources to Dyg Norhayati Abu Bakar and thanks giving ceremony was held on Satuday 13 Feb 2010 at the Setia Pahlawan Hall, MIPR. Dyg Norhayati, Brunei’s woman explorer, first made headlines and Brunei proud when she reached the peak of Mt. Kilimanjaroo in 2001. Since then she has travelled far and wide, documention her journey with videos and talks. This time she will take ‘jumbo’ her 4 WD through a trans-Africa, trans-America and trans-Australia 2010 expedition. Her travel book will soon be released.

WOMEN IN BUSINESS FOCUS GROUP PART II
The BAG Networks hosted a second Focus Group discussion on 19 February 2010 at 9am at the Theatre Hall of the Ministry of Finance. Puan Haslina Taib, CEO BAG Networks welcomed the participants. This is a follow-up discussion to Part I which was held in Oct 2009. Its aim was to get feedback from the participants to the proposed website. It has features covering Finance and Business Development; Family Counseling, Health and Education; Arts, Sports and Culture and Environment Issues. It is designed to enable women to make judgments, informed decisions and to inspire women, especially to those who wish to return to the workforce after a career break. Among the suggestions raised were to make the portal inter-active, bi-lingual, userfriendly by using icons, with a powerful search engine and archiving, copyright and IPR, facilitate e-learning and to include issues that attract young women and young mothers and drawing on experts through a world cafĂŠ forum.

Yonex Brunei Badminton Open Championships with exhibition match by Ikeda and Shiota of Japan. Reception held in honour of Dk Najibah Eradah Pg Ahmad Mahdi Al-Sufri, Brunei’s first woman to explore the South Pole. Launch of 1st edition of a 93 page MIB Book by the MIB National Executive Council and the Akademi Pengajian Brunei, containing 36 working papers and articles published in the Pelita Brunei from 1984 to 2009. 2,100 copies were printed and distributed free. New B$18m Pusat Al-Islah at Kupang officiated. Pusat Al-Islah is sited on a 21 hectres (50 acres) site. Construction began on 6 Aug 2007 under RKN8 and ground breaking was on 10 April 2008. It can accommodate 200 males and 100 female inmates. The former Rumah Al-Islah was under the management of the Prisons Department from 1 Nov 1987 and since 15 Feb 2008 is under the NCB. The new Centre is operational on 1 Feb 2010. Chinese New Year Seminar on Islamic Medicine to mark the Graduation Ceremony of 163 members who became certified practioners of Islamic curative medicine after completing the Darusysyifah Warrafahah 80 hours basic course.
