New Council and opportunities for Eden! Welcome to the Summer 2015 edition of All About Eden, our community magazine which aims to let you know what your Council is doing in the local area. 2015 has been a busy year; with elections, consultations on new Council priorities, the launch of new businesses support services and exciting opportunities to promote Eden to visitors. We are delighted to be welcoming Stage 5 of the Aviva Tour of Britain to Eden on 10 September. This will showcase the District and especially Hartside, which has a stage finish to a worldwide audience as a fantastic visitor destination. We are sure residents and businesses will embrace this exciting opportunity in the coming months. If you like to participate more than spectate in sport, our leisure centres offer a range of activities for all ages this summer, whatever the weather!
Supporting business expansion and creating higher paid jobs is a priority for the Council. We have a new business programme called Invest in Eden, its website offers advice and support for indigenous businesses looking to expand and promotes Eden as the natural choice for business. Our new £500k Eden Business Support Fund with Enterprise Answers, is an alternative source of funding for local businesses looking to expand who may have been turned down by mainstream lenders. We are also supporting the local economy by offering free pre-application planning advice to businesses looking to expand. Our Building Control Team are another area of Planning Services, who work to ensure construction projects are at the required standard whether they are large scale new buildings or house extensions and loft conversions. We profile their work and helpful advice in this issue. Have a great summer.

TOUR OF BRITAIN REACHES NEW HEIGHTS IN EDEN STAGE 5

he Aviva Tour of Britain (ToB), the UK’s premier cycling event will literally reach new heights when it comes to Eden for Stage 5 of the race on 10 September 2015. Stage 5 starts in Prudhoe, Northumberland and follows Hadrian’s Wall to Brampton before heading into the Eden Valley, along Ullswater and through Penrith before the 8km climb to the finish at the top of Hartside, which at 1903 ft is the toughest finish the Tour will have ever seen and the first ever summit finish in the North of England.

The Aviva ToB will showcase the District to a worldwide audience; the event is the UK’s biggest professional cycle race and the country’s largest free-to-watch sporting event and is broadcast live on ITV4. From Kirkoswald to Hartside Eden Welcomes Aviva Tour of Britain
O
n Thursday 10 September 2015, over 120 world class riders from 20 teams will race through Eden District for Stage 5 of the Aviva Tour of Britain (ToB). The stage starts in Prudhoe, Northumberland and follows Hadrian’s Wall to Brampton before heading down the Eden Valley, then into the Lake District National Park alongside Ullswater. After racing through Penrith, the stage heads to Melmerby at the foot of the 8km climb to Hartside Pass. This spectacular fellside finish, is the only mountain stage in the 2015 tour and the highest ever in the event’s history at 1903 ft. Thousands of people are expected to line the route to see Stage 5, which is being supported by Eden District Council and Cumbria County Council. The last time the event visited Cumbria in 2013, it brought £4 million into the local economy. Hosting a Tour of Britain Stage has many benefits for the District. Eden District Council is offering advice and support for community groups, visitors and local businesses so the area gets the maximum benefit. What’s On and What’s New at NCL Eden Get in a spin... with new equipment! New wattbikes have been installed at Penrith and Appleby Leisure Centres, offering the closest experience to road cycling possible in an indoor setting. Unlike standard gym cycles, the wattbike is designed for high intensity workouts. The bikes have consoles which monitor and record not only speed and distance but can also determine where the cyclist’s power lies. Great for novices and serious athletes, the bikes are ready to race with progress and performance displayed on the screen.

A number of e-spinner bikes are also now available in the gyms, where you can be coached by your own virtual trainer! With over a million workout variations, the programmes can be tailored to suit you, giving you a real feel of being in a cycling class.
Les Mills Fitness Class Launch Les Mills fitness classes at Penrith Leisure Centre change every three months, when the routines and music are updated. Last month’s launch was particularly special, as it was also a fundraising event for the Samaritans, in memory of duty manager Ben Osborne who died last year. Classes on the current programme include Grit Strength, Body Attack, Grit Plyo, Body Pump, Grit Cardio. Pick up a timetable in the centre or visit the website for details.

Passport to Leisure: Free access for year 10 and 11 students The two year Passport to Leisure Scheme gives all students in Years 10 and 11 living in Eden the chance to take part in a range of activities across NCL centres, to help keep you healthy and active.

The scheme is run in partnership with Eden District Council. All Year 10 pupils are eligible to apply for a FREE beActive Leisure Card that lasts for two years (1st July 2015 until 30th June 2017). What does a Local Authority Building Control Officer job involve? The main aspect of my job is ensuring construction work complies with Building Regulations. This can be large buildings projects or work on domestic properties such as loft conversions. We do this by inspecting plans submitted for approval to the Council and by inspecting work on site. If any work does not comply with regulations, we will ask for this to be rectified. On very rare occasions we can take enforcement action through the courts.

Other duties include, being on call in case any dangerous structures are reported, ensuring demolition is carried out correctly, consulting with the Fire and Rescue Service and assessing safety at sports grounds. How long have you been doing the job? I started my working life many years ago as an Apprentice Bricklayer with Lowther Construction Ltd. I then “did the rounds� of local builders, before going self-employed in 1988. I started working for Eden District Council in March 2007. What are the benefits of using Local Authority Building Control? Ease of access, we are just a phone call away. If you need an inspection and call us before 10:30am we will visit your site that day. I’m looking to change the windows and doors in my property, do I need Building Regulations approval? Yes, you do. Approval can be obtained through the Council or you can use a CPS (Competent Persons Scheme) accredited installer. But, you have to use the Council if your property is listed in a conservation area or used commercially.
My roof is in poor condition and in need of being replaced. Do I need Building Regulations approval? If you are replacing more than 50% of the roof covering, approval is required. You can apply to the Council or use a CPS accredited installer.
Is Building Regulations approval the same as Planning Permission? No! – there is a big difference. When you make a Planning Application, our colleagues in Development Management look carefully at issues like the building’s appearance, the effect it will have on adjoining properties, etc. You will not however be asked for the nitty-gritty details about how your building will be constructed - things like foundations, floors, roof and walls, etc.
What happens if I do work without approval? The Council has to see that building work complies with Regulations. If it doesn’t comply, you may be asked to alter or remove it. Failure to do this can mean the Council serving a legal notice requiring you to do so. If you have already completed work without approval, it is possible to gain retrospective approval by making a Regularisation Application. In order to gain approval, you need to provide all the necessary information and where requested destructive investigations may be needed to enable a surveyor to assess whether the building complies.
