CEO’s Intro We have worked with many young people and professionals to develop CLIConline, with a focus on co-operation and partnership. These words create a challenge in themselves but the rewards are great. The CLIConline Collective is testament to what can be achieved — an integrated national and 22 local sites across Wales. The CLIConline Collective model is based upon:
Key stats tell the story:
The foundations of the CLIConline Collective are set and growing. This is an impressive tool for information, communication and sharing ideas to support young people to develop their identities.
• Young people needing to have ownership and control of their information source
• The CLIConline Collective network has moved from 800 visits a month to over 50,000 visits from genuine young people
• Collective working - providing the link between the national, regional and local boundaries
• 300 articles a month are supplied voluntarily by a cross-section of young people across Wales
• The creation of the safe place for information and news sharing between young people and between services and organisations offering services to young people
• CLIConline’s young people have represented Wales and youth information We thank all the young people, developments in Europe on more organisations, and local partners involved. than one occasion, including ERYICA conferences in Malta and Sweden We also thank the Welsh Government for having the ambition, foresight and • From a standing start of zero the open democracy to allow young people CLIConline Collective is now linked to develop, control and create their with all 22 local authority areas in own information to ultimately create Wales. This is an unprecedented the biggest channel for young peoples’ network across Wales linking young information and communication in Wales. people and organisations Marco Gil-Cervantes CEO ProMo-Cymru
• Real communication - a website alone is not enough. The CLIConline Collective is made up of a series of social and physical communication networks
CLIConline impacts across all arenas of young people’s lives in the areas of employability, health, self-advocacy and many more.
CLIConline vision The process has also moved the emphasis within the mass media from a one-way voice to interactivity, social networks and having your say. This is now what is expected. It is expected that you will be able to comment. It is expected that you can make your video and show it to the world.

Our focus must be to facilitate young people’s information gathering, dissemination and communication.” - Extract from ProMo-Cymru’s tender for the CLIConline project, 2008
CLIConline report 2013
“Mass communication is advancing – television has less and less viewing time while computers have more and more. Young people have internet access via mobile phones. Technology is advancing towards a hand-held device that can do everything.

We were aware of the need for information and advice networks to work at local, regional and national levels to create effective shared information. Previous top down initiatives have been opened up to allow for debate and young people’s voices to be heard — this has been the essence that has made CLIC a trusted communication point for young people in Wales, moving visitor numbers from 800 to 50,000. We have found that information without relevant and user led communication is ineffective.

Information created both by ‘experts’ and by young people able to share their expertise with other young people. We have created a partnership with all 22 local authorities in Wales and provided integrated CLIC Collective web sites, branded locally to allow young people in their areas to have a greater connection with their sites. In return we have asked the local areas to support their local editorial boards of young people to guide their developments.

Keith Towler Children’s Commissioner for Wales
CLIConline report 2013
Keith Towler’s support for the CLIConline project has been invaluable. He has attended many of our events, including speaking at our 2010 conference and the 2012 CLICawards at Caerphilly Castle.
Keith Towler, Children’s Commissioner for Wales:
“Relevant, accurate and accessible information is vital for children and young people to become active members of our society.
about what is important and relevant to them. I’ve seen first hand how it’s becoming a vital source of information for young people across Wales.
This is why CLIConline and its network of budding young journalists works – it’s because young people are empowered to write about and read
My hope is that the network will grow from strength to strength so that many more young people can benefit from it.”

Zain’s CLIC Story Zain has been involved with Young Wrexham for a year. He is a young carer with a lot of family issues. At the start he was a very shy person who did not engage well with others. He would sit with his pad and pencil, not talk to anyone and draw. Now he still sits with his pad and pencil, but he is fully involved in the meetings. His input is respected by the others and he is very vocal and happy to take part. from Wrexham www.youngwrexham.co.uk

As a proud supporter of this, CLIConline promotes, publicises and encourages all articles, specifically:
Article 12:
CLIConline report 2013
Children have the right to say what they think should happen when adults are making decisions that affect them, and to have their opinions taken into account. CLIConline promotes, supports and enables self advocacy for and among young people through direct involvement and peer-to-peer support when discussing decisions affecting them.
Article 13:
Article 17:
Children have the right to get and to share information as long as the information is not damaging to them or to others.
Children have the right to reliable information from the mass media. Television, radio and newspapers should provide information that children can understand, and should not promote materials that could harm children.
By consulting with young people (as well as professionals and industry experts) when writing its information pages, CLIConline ensures that wording and content is by young people, for young people. The ability to write and comment on each others’ news articles — and between counties across Wales — ensures that information is shared widely and using terms young people will understand and relate to.

CLICweekenders
CLIConline regularly invites local editorial group representatives on the much talked about CLICweekenders.
There have been
9 CLIC weekenders These have provided over
190 places on weekenders for young people
CLIConline report 2013
Activities have included
Writing content for CLIC, Accreditation, Raft building, ACN training courses, Kayaking, Info section rewrites
These residential gatherings take place at locations across Wales, with between 30-50 young people taking part. Each weekender has a theme. 2012 saw young people piloting the creative Agored Cymru Unit (ACU) training, developing the CLIConline information pages, and qualifying as I-spect inspectors. The heady mix of fun, work and weirdness includes talent shows, dry slope skiing, kendo, indoor caving, film-making, podcast recording and video rants.
The weekenders are free, with CLIConline also providing transport to and from the residential venue. In 2012, 50 Agored Cymru Unit qualifications were completed in subjects including Video Stories, Creative Writing and Photography. The camaraderie and friendly competition between the young people means they return to their local counties as brand advocates, determined that their local site will do as well as (if not better than) those overseen by their peers across Wales.

National Standards
The CLIConline contract, with the Welsh Government, has developed the National Standards and Quality Assurance Framework for Information Services for Young People.
There are 5 standards for measuring the quality of youth information: 1. Workforce and continuing professional development 2. Provision of information
4. Partnerships and communication
These sit within a Quality Assurance Framework that is intended to provide young people aged 1125, and those who provide information services to them, with quality standards against which information services can be assessed.
Service providers can use the standards as a development/ improvement tool for services themselves. Young people can use them as a clear indication of what to expect from a service and where they can have confidence in the quality of services. CLIConline report 2013
3. User involvement and satisfaction
This document sets out nationally recognised standards for Wales in the delivery of information services for young people.

After discovering her local CLIC site, Wicid. tv, Jazmin began to write about her problems. Creative writing provided her with an outlet to confront her demons, and thanks to the information and advice provided to her by other young people she was able to overcome many of her problems. She now runs Project Inspire: encouraging people to overcome their insecurities. Today Jaz has no fear of leaving the house, and has even been known to speak in public. from Rhondda Cynon Taff www.wicid.tv

In early May 2010, ProMo-Cymru via the CLIC project, was asked by The Welsh Government to pilot a National helpline for young people in Wales.
Within a short timescale we had commissioned leading technology and made lasting partnerships with the National Youth Advocacy Service, Tros Gynnal and later with Children in Wales and Voices from Care.
Meic staff regularly use the CLIC resource as a point of reference and young people are signposted to the Meic service for further support if required. The main source of traffic to the Meic service has been via referrals from the CLIC Collective.

CLIConline report 2013
The pilot successfully delivered a 12 hour a day service on an integrated phone, text, instant messaging and email service, and led the way towards the present 24 hour service.
CLIC and the Meic project have continued to work together.
