his year, Yuma County Area Transit (YCAT), of Yuma, AZ, is celebrating 15 years of public transit service. Public transportation began in Yuma County in 1998 when the Yuma Metropolitan Planning Organization (YMPO) received local funding to subsidize a private public transit service called Valley Transit. The name, Yuma County Area Transit (YCAT), was adopted in 2002 when a new system of two routes, a local route within Yuma and an intercity route between San Luis, AZ, and Yuma/Arizona Western College, were formed. “In 2010, the Yuma County Board of Supervisors formed what is called the Yuma County Intergovernmental Public Transportation Authority (YCIPTA) to assume the management and operation of YCAT,” said YCIPTA Transit Director John Andoh, during a recent interview with Busline Magazine. “That transition was completed in July 2012 when the transit system was formally transferred from YMPO to YCIPTA. “We operate fixed-route and ADA paratransit service throughout southwestern Yuma County,” Andoh said. “We also have some services that go into eastern Imperial County (CA), as well as to El Centro (CA). In addition, we provide service to two Indian tribes, the Cocopah and the Quechan. Our routes run every 60 minutes with one route running every 45 minutes. We have a hub and spoke system that meets at five different hubs throughout our service area. Our service is 43 percent rural and 57 percent urban. “In addition, the transit system’s ADA paratransit service is for those who cannot ride a YCAT bus or get to a bus stop due to a disability.” September/October 2013

YCAT operates a 27-bus fleet, which consists of three 40-foot buses, two 35-foot buses, 13 buses 34 feet in length, three 19-foot cutaways, three 21-foot cutaways, and three minivans. The system recorded 756,190 revenue miles during the past fiscal year, carrying 381,042 passengers, or about 1,400 a day. Both demand-response and fixed-route service is administered and funded by YCIPTA and its member agencies. The transit system is operated by a private contractor, Transportation Concepts. YCIPTA owns all vehicles for fixed-route and demand-response service and leases two maintenance facilities. BOUNCING BACK

ndoh reported that YCAT’s ridership is on the rise. He alluded to several factors that could be attributed to the transit system’s ability to attract more riders. “We have done many innovative things to the transit operation to change the direction of the system,� Andoh said. “Even though YCAT is a governmental agency, we run it like a business.

“There are businesses and organizations that subsidize the system for their particular ridership group. This includes Arizona Western College, Northern Arizona University, University of Arizona Yuma, Yuma Regional Medical Center, Aztec High School and the Yuma Private Industry Council. These groups subsidize passes for their students, employees, faculty and volunteers. Andoh explained riders may take the books home and keep them. Riders are also welcome to donate books to the program. “Think of it as a library without a library card and no late fines,” Andoh said. “The program has just started and thus far has been very popular among riders.” YCAT’s primary ridership demographic is dependent riders, including single mothers with children, college students, people with disabilities and seniors, Andoh said. According to the U.S. Census Bureau, more

“The first and foremost direction we have received from the YCIPTA Board of Directors is to make the transit system sustainable,” Andoh said. “This means finding other sources of funding to match federal funds we receive so we don’t have to ask the member government agencies to contribute. “YCAT isn’t designed at this time to accommodate choice riders. Once we have made the system sustainable, we can then better work toward attracting those who truly need public transportation. Once we

have mastered that, we can start seeking those who would ride the bus on an optional basis. “It is going to be a challenge and motivator for YCAT’s staff to continue to come up with creative and innovative ways to generate income, so that we don’t have to go back to our local governments to ask for funding.” Andoh said it would help if the federal government was to consider lowering match requirements for federal funding. “Now it is basically a 50-50 match for funding for operations,” Andoh said. “Maybe the government could perhaps consider 60-40 or 70-30. I think there should be a match requirement. The match program helps highlight the effort involved in agencies continuing to come up with creative funding streams without always having to rely on the federal government. However, I think it would be helpful if some consideration could be made by the federal government on the match ratio. “The local government renewed its commitment to public transit by creating YCIPTA. While YCAT definitely could use more local money, I appreciate the challenge from the board by capping our funding, which forces us to be efficient and not wasteful. “In addition, it empowers our staff to

work harder to continue to keep the system sustainable. I believe our staff’s hard work will ultimately lead to YCAT receiving more funding.” YCIPTA recently adopted a strategic plan with five- and 10-year outlook sections. more people to think of riding the bus. Taking the bus may not necessarily be an everyday thing for everyone. For example, if a person needs to make a quick trip and a car is not available, we want that individual to think, ‘There is a bus stop right around the corner. I can take a YCAT bus.’” Andoh said that both locally and on a national scale, public transportation entities must run services that make sense for the rider.

“If routes are confusing and/or complex and service schedules don’t make sense, why would a person want to ride the bus?” Andoh said. “If it is quicker for somebody to walk somewhere, or get on a bike, or call a friend than to ride a bus, why would that person want to use YCAT? “It is important for a public transit agency to be able to demonstrate to the federal government that the service is important and not to cut the funding. At the same time, I believe the government should also continue to put performance measures in place so their investment in public transit is being used wisely. The government has done this with Amtrak. They have encouraged Amtrak to be efficient and not wasteful through their business practices and processes.” Andoh said the future of public transportation involves more than just the bus. “There are bike and car sharing programs that can be implemented,” Andoh said. “I believe a transit agency should be more than just a bus company. We should be a ‘transportation’ agency that looks beyond the bus at ways to move people in the most cost effective and efficient basis, catering to all types of groups. It is going to help make public transportation more attractive in providing other creative modes of transportation that make sense for different demographic groups.”

In the spirit of transit agencies going beyond the bus to meet riders’ needs, Andoh does not see other modes of transportation as competition. “For example, taxi cabs are another primary mode of transportation in YCAT’s service area, but I like to think of taxi cabs as more complementary than as competition,” he said. “The reason I say that is because we can’t be everything to everybody. The ultimate goal is to move people in the county, whether it is by taxis, buses, shuttles, bicycles, etc. Taxis can supplement YCAT by catering to those who need to get somewhere much quicker than they can on a bus, or to provide mobility to areas that our buses don’t go. This keeps YCAT from having to run buses in areas where there is no demand, thus keeping the system efficient and keeping service where it truly needs to be.” Along these lines, YCIPTA has partnered with Greyhound and Amtrak in offering some local services. For example, Greyhound tickets are accepted on board YCAT routes to the ultimate city or town shown on the ticket based on routes that connect with a local Yuma Greyhound bus stop for no additional charge. If a person needs to board other YCAT routes, an additional fare is required. YCIPTA also sells Greyhound tickets to more than 3,400 locations throughout the

United States, Canada, and Mexico. Tickets can be purchased at the YCAT facility. “We’ve also been working with Amtrak to help promote their service more in our area,” Andoh said. “We helped Amtrak install signage to point people to where the station is located. We also provide Amtrak information in our office. We worked with them to install a kiosk and helped to clean up their station to make it more attractive. Amtrak comes to Yuma three times a week.” When it comes to marketing, YCAT’s efforts involve a “grass roots” approach, Andoh said. “We go to community events to give out transit information. YCAT also partners with the business community,” Andoh said. “We are members of the YUMA County Chamber of Commerce as well as Chambers in Somerton and San Luis. YCAT also takes advantage of social media, such as Facebook, Twitter, Flicker and Google-Plus. We are actively trying to get the word out that YCAT is a valuable social resource. “Continuing to build trust of the community is our biggest challenge. If we go to the community for a tax in the future, people must view that the service is truly needed. If they think we are wasteful and not using our money effectively, any tax we might have on a ballot will instantly be shot down.”

ccording to Andoh, one of the top priorities in making sure YCAT remains a sustainable transit system is taking care of passengers. “I believe that passengers come first,” Andoh said. “We must do whatever is necessary to take care of our passengers and make them feel like we care about getting them from point A to point B. “If a customer has an issue and we are in the wrong, for example, we will make it up to him or her by offering a free day pass. If the situation is significant enough, we might offer a 10-ride pass or a monthly pass so we can make it right and earn back the customer’s trust so he or she will return back to the system. “It is important that we listen to our customers’ needs and do whatever we can to make them want to continue to ride the system day in and day out. We want customers to ride the bus because they want to and not just because they have no other means of transportation. In other words, even though they may not be, we want to make them feel like they are choice riders.” Yuma is located in the southwest corner of the state with the border of California to the west and Mexico to the south. Historically, all roads have led to Yuma, from Spanish explorers to those fleeing the Dust Bowl — as it was

the safest spot to cross the Colorado River, according to www.visityuma.com. Yuma holds the Guinness world record as the sunniest city on earth, with sunshine 91 percent of daylight hours (a mean of 4,055 hours per year of 4,456 possible). Also, according to the visit Yuma Website, the city is the driest and least humid in the country. Yuma’s average annual rainfall is around three inches a year, and humidity is generally low except during the summer monsoon season in July and August. In the region’s desert climate, temperatures above 100 degrees are common in the warmer months. Winters, although cool to year-round

Yuma residents, would be considered warm to most people from other parts of the country. Dealing with the heat and keeping riders cool is a unique challenge for YCAT. “When temperatures exceed 115, we give out free water all day on all routes,” Andoh said. “It is a way for YCAT to show gratitude and say thanks to passengers for waiting out in the heat.” In addition to being hard on passengers, Southwestern Arizona’s hot weather is also tough on YCAT’s equipment. “Because our buses are out there running 12 to 14 hours per day, failed air conditioning units are a big issue,” Andoh said.

When an air conditioning unit goes out or is not working properly, YCAT immediately takes that bus off-line, switching it with one whose AC is working. “It is definitely a challenge to have our stand-by buses ready to go at all times in case of an AC issue,” Andoh said. “The last thing a passenger wants is to be on a bus that has poor AC. If it is 115 degrees outside, it will be more like 130 degrees inside the bus without air conditioning.” EMPLOYEES KEY FACTOR IN YCAT’S SUCCESS

W

hen Andoh started at YCAT in 2011, he was basically a one-man show as far as the office was concerned, as he worked to get the newly formed YCIPTA up and running. “I was putting in long hours setting up the transit authority (YCIPTA),” he said. “I was the administrator, my own secretary, contract administrator and financial person.” Once the transit authority gained authorization to obtain federal grant funds, Andoh hired a staff. “I can say that having a finance manager, an administrative assistant and a management analyst as well as an intern who does our marketing has been a tremendous help in being able to do a lot of the things we are accomplishing today,” Andoh said. “If it wasn’t for these people, it would be impossible to do what is necessary to effectively manage and operate this transit system. “In addition, if it wasn’t for the contractor hiring bus drivers, mechanics, and supervisors to dispatch, operate and maintain the system, there would be no YCAT on the streets. We value their efforts and dedication to the system, especially back to 2010 when it was about to shut down because of lack of funding. We are thankful these people have been able to stick around and rebuild the public’s trust and confidence in the system, while providing exceptional customer service.” YCAT’s contractor is responsible for hiring and training drivers. Andoh said many employees have worked under three different contractors during the past 10 years and praised them for their loyalty. “Many of our employees have been with the transit system for a long time,” Andoh said. “Very seldom do we have to recruit drivers. When we do, we partner with YPIC (Yuma Private Industry Council) and other employment agencies locally so that we can get a decent pool of candidates to move forward. “Our contractor is responsible for training drivers, and safety meetings are scheduled monthly. They conduct follow-up training when incidents occur and are continuously training drivers to be up-to-speed on the latest

o meet its goal of operating a sustainable public transit system, YCAT is continually looking to offer customers the best riding experience. This involves keeping up to date on the latest technology that the industry has to offer. YCAT recently installed new electronic fare boxes on vehicles, to help in keeping the system’s funds organized, Andoh reported. The transit system also has state-of-the-art computer software that allows riders to track buses in real time. YCAT calls this feature “catTRAX.” “Folks may visit our website, text a bus stop number to a phone number, or call a phone number and then enter a bus stop number, to find out where a particular bus is located at any given time,” Andoh said. “We also have a smart card project in the works. It is basically a smart card system seen in other parts of the country such as the San Francisco Bay Area, San Diego and Los Angeles. “The smart card will be a way for people to store their money. We will also be able to put our pass products on this card and track information in a more efficient manner. We are hoping to have this system launched by the end of September to replace all of our paper pass products. “We are even going to offer a fare discount for those who choose to use the electronic card instead of paying cash. If we can reduce our cash consumption through the fare box, then it will reduce time in having to count the money. We can use that time to be able to provide more customer service, road supervision on the streets, etc.” YCAT also has security cameras installed on 90 percent of its vehicles. “We will use grant funding to put cameras on the remainder of the fleet by the end of the fiscal year,” Andoh reported. One of the goals of the transit system’s 10-year outlook is the replacement of buses and transition to a heavy-duty transit fleet using hybrid diesel fuel technology. Currently, YCAT is in discussions about the possibility of having a compressed natural gas (CNG) facility in Yuma. “We are looking to join the Clean Cities Coalition so we can possibly try out CNG,” Andoh said. “Once a CNG station is constructed, I definitely have no issues with going toward CNG.” Andoh explained the nearest CNG station is in El Centro, about 60 miles west of Yuma. The next station to the east is located in Phoenix. “By having a CNG station in Yuma, it will fill the gap for those having to drive from California to Arizona,” Andoh said. Looking ahead, Andoh expresses optimism about the future of public transit in Yuma and across the nation. “With the formation of YCIPTA, we are definitely taking transit in a new direction,” Andoh said. “I want to believe that from one fiscal year to the next we are showing to the community that people are willing to give the bus and public transit a chance. “I also think perceptions are changing about public transit across the country as traffic congestion increases and fuel prices continue to be an issue.” Contact: Yuma County Intergovernmental Public Transportation Authority, 2715 E. 14th St., Yuma, AZ 85365-1900. New Websites For Prevost Prevost Launches E-Media Website Prevost has launched a new E-Media website, which allows Prevost customers to order service and training materials online. From the site, visitors can order maintenance manuals, operator manuals, driver guides, service instructions, training materials, and EPA mandated emissions information.

The site includes online ordering of all materials with an e-commerce system and provides order status updates. Visitors also have a link to the Premium Tech Tool site. Premium Tech Tool (PTT) is an appli-

Prevost Launches ‘Spotlight’ Prevost has launched a new website called Prevost Spotlight which exhibits the occasions where Prevost coaches are featured in the sports, television, movie, and music industries. It allows visitors to view videos, photos, and human interest stories associated with Prevost. The introductory edition of the site includes stories about the Dallas Cowboys’ new Prevost Corporate Coach, a video of Prevost motorhomes appearing on Destination America’s EPIC television program, and a look at a Prevost passenger coach which was featured in the film, “The Ides of March,” with Ryan Gosling and George Clooney. The Growth Of EV It’s easy to see the momentum building for EV. Many transit agencies report that not only are gas prices at an all-time high, but that diesel and CNG fuel pricing volatility drives a significant portion of unplanned and uncontrolled operating costs. These agencies find that with EV there are no surprises. In the past several months, three Proterra customers have launched new EV fleets in San Antonio, TX, Stockton, CA and Tallahassee, FL. Three additional customers will launch their EV Fleets later this year in Worcester, MA, Seneca, SC, and Reno, NV. In response to this growing demand, Proterra has more than doubled in size in the past nine months, adding a second production line and shift and increased its number of employees by more than 50 percent. Breaking Down Barriers To Entry One of the major obstacles to EV adoption has been the range of the bus in route operation. Some EV buses have been designed to carry multiple battery packs to increase range, but this can dramatically increase weight and decrease passenger load, significantly reducing fuel efficiency. In response to this industry challenge, Proterra created an on-route, fastcharge system that fits easily into any short planned stop on the route – in effect, allowing an infinite range. The combination of Proterra battery electric technology with the on-route charging stations allows fleet operators to use all-electric vehicles; cuts the cost of zero-emission fleets; decreases energy consumption; lowers vehicle weight and significantly reduces maintenance costs. Another perceived barrier has been capital purchase cost. EV technology and manufacturing operations have advanced significantly, driving major economies of scale and reducing production costs. These savings are being passed on to customers. Proterra has also created a financing

plan to help buyers fund the purchase of buses through the savings generated by the buses’ lower operating costs. The most significant obstacle to adoption of EV has been the notion that EV is unproven and immature. Given the technology advantages of lower and more predictable fuel and maintenance expenses and zero emissions (including CO2) over CNG and diesel, even the most skeptical buyer has come to understand that EV is a viable option for transit. As more agencies share their experience with EV in service and make repeat purchases, reluctance has begun to give way to a feeling of optimism and true excitement about the EV value proposition. Beyond Transit Transit agencies are not the only communities recognizing the clear value of EV buses. Many leading corporations have also begun making the switch. Proterra has recently expanded its commercial division and completed demos at several top resorts, government facilities and corporate campuses. From ARBOC Specialty Vehicles Implementing New Web-Based System ARBOC officials say it has been implementing a new web-based system to improve the processing, storage, and retrieval of information. The system, named ARBOC UnitFiles, allows all departments, from customer service to production, to gain immediate access to critical data.

The company says the system has been designed and developed in a flexible environment to fit ARBOC’s needs as a bus manufacturer while allowing for continuous improvement and additions or deletions as required. The ARBOC plant is fully wireless and provides immediate connectivity via various devices. It is available to all authorized employees including the quality staff, pro-

duction line employees, supervisors, and executives. The system will add features to ARBOC Service Online, ARBOCs existing warranty system. Customer portals are also being developed and will be available through the company’s public website. The first phase of ARBOC UnitFiles is expected to be fully implemented by year end.

MCI Service Centers Name New Managers MCI has named two new service managers at its suburban Los Angeles and Chicago locations.

18 New MCI D4505s For Toronto’s GO Transit GO Transit has added 18 new MCI D4505 Commuter Coaches as its Greater Toronto and Hamilton-area express service continues to expand. The MCI coaches offer plush forward facing seats and space for baggage or carry-on items.

The MCI Commuter Coach elevates passengers and drivers above traffic. Electronic Stability Control (ESC), tire pressure monitoring and a fire suppression system are features. SunLine staff showcased its alternative fuel technology buses and facilities to the media, elected officials, board members, and invited guests by providing a ride on a SunLine bus demonstrating how safe, clean and easy it is to “Dump the Pump.” SunLine produces its own clean alternative fuel. Tours were provided of SunLine’s state of the art learning center. The center was made possible through a strong public-private partnership to educate the public about the evolution of transit and SunLine, the latest technologies, production of clean fuels, and exploring possibilities in the future. SunLine partners with American companies in the development of green technologies. According to the Interim General Manager Roger Snoble, “I think most residents would be intrigued to know that SunLine is a national leader with CNG and hydrogen fuels, produced both right here in the valley.” SunLine Transit Agency is a joint powers authority formed in 1977 to operate the Coachella Valley's public transportation system. Greater Daytona Transit Executive Director Of Greater Daytona RTA Mark Donaghy Earns Award Mark Donaghy, executive director of Greater Dayton RTA, was recently honored with the 2013 Leonard Ronis Transit Person of the Year award at Ohio Public Transit’s annual state conference. Spokespeople say Donaghy received the award for his commitment to high standards to improve the public transit industry, dedicated leadership and vision as OPTA president for the past three years and Mark Donaghy serving as a national advocate for the rights and interest of public transit access in local communities. The award is named for a longtime transit advocate who served as general manager of the Greater Cleveland RTA and president of OPTA and the American Public Transportation Association (APTA). Presented to honor Leonard Ronis' many years of service to public transportation, the annual award honors a transit professional for leadership

in the transit industry; advancing a vision of a better future; and applying innovative solutions to regional issues. Under Donaghy’s leadership, Greater Dayton RTA has earned numerous recognitions, including, the Excellence in Achievement award by the Federal Transit Administration, and the 5-star Ohio Green Fleet designation by Clean Fuels Ohio, the state of Ohio’s only public transit agency to be awarded this certification. Donaghy has also been recognized nationally for his leadership in advancing opportunities for minorities and women in the transit workplace and developing ADA practices that assist bus operators in their daily interactions with customers. RTA Announces Robert Ruzinsky As Chief Capital Officer Greater Dayton RTA announces the selection of Robert Ruzinsky as the new chief capital officer for the regional authority. The newly created position was developed to meet the federal grants environment and the financial capital needs of the agency. Ruzinsky is responsible for agency asset management, capital program planning, development and execution. He also manages regulatory com-

pliance of federal, state and local funding programs. Ruzinsky began his career with RTA in 1987 in the agency’s accounting group and rose through the department holding various positions including senior accountant, accounting supervisor, controller, and capital controller. He also served as the interim manager of human resources. He left RTA in 2002 and started a transit consulting business specializing in grants, funding, and management issues helping various transit systems across the country, a role which he continues today on a limited basis. He returned to RTA several years ago as the finance manager on a part-time basis, in charge of grants, federal reporting, and payroll staff while also serving as the chief financial officer of the Butler County RTA. RTA serves 3,300 stops on 29 routes throughout Montgomery and parts of Greene County. The Robert Ruzinsky agency operates diesel, hybrid diesel, and electric trolley buses to take people to work, school and shopping.
