Piedmont Housing Alliance Announces Evictions Suspended in Response to Coronavirus
Local Real Estate Related News New Virginia Solar Law to Unleash Rooftop Solar Installations in Crozet’s Old Trail A new law passed by the Virginia General Assembly and signed by Governor Northam on Wednesday gives homeowners in Crozet’s Old Trail neighborhood the freedom to install solar panels on their roofs. Under prior law, homeowners’ associations (HOAs) had the ability to impose “reasonable restrictions” on a homeowner’s right to install solar. But “reasonable” lacked adequate definition, leaving homeowners and their associations at odds, and often resulting in homeowners not installing solar at all. The new legislation creates explicit limits on an HOA’s power to restrict solar. Specifically, the new law says that an HOA cannot require a change to a proposed solar installation if the change would result in a loss of 10 percent of the system’s estimated production or an increase of 5 percent in system cost. “This is a game-changer,” said Matt Gooch, a partner at the ReisingerGooch law firm. “The days of an HOA board restricting solar on the front of the house are over. Huge win for solar and for homeowner rights.” Lillian Mezey of Crozet owns a home within the Old Trail HOA, which has board-adopted rules restricting so-
lar on the front of a home. Mezey and her husband began trying to obtain HOA approval for solar in February of 2018, and have asked their HOA board to update the solar rules, so far without success. “We are so gratified to see Governor Northam sign this bill. Like many other homeowners, our home faces south, meaning the best place for solar panels is in the front of our home. Yet, like many other HOAs, ours restricts solar on the front of homes. This legislation opens a path for us to step forward into a conscientious, clean energy future and power our home with sunshine.” Related to the new law change, Albemarle County recently posted its new Climate Action Plan, which calls for more solar arrays on residential properties. Albemarle County Supervisor Ann Mallek observed, “As a farm owner who has a solar photovoltaic array in her yard, I appreciate both the look and the energy value of solar equipment. On a county scale, the ability to put a solar

T
he Rugby area has, for many years, been one of the most sought-after neighborhoods in and around Charlottesville. Even the City wanted to call it her own, and finally succeeded in annexing the area into Charlottesville in 1961. For the ensuing almost 60 years, Rugby has nestled in between the University of Virginia and the downtown area, making the best of both. Geographically, the Rugby region encompasses the area north of the University, south and west of the Route
250 Bypass and east of Barracks Road shopping district. Just listing those borders hints at why this is such a popular neighborhood—easy access to the University, great shopping nearby, and a quick jump on the 250 Bypass to destinations further afield. But there is so much more. Ignore for a minute what surrounds the neighborhood, and you’ll find that Rugby is still appealing for what it offers on its own. Homes of distinction and character with solid structures, mature trees, parks and schools; all combine to create a homey feel that is
difficult to find anywhere else. Add in mostly owner-occupied distinctive single-family homes where owners tend to settle in and become a part of the fabric of the local community for many years, and you have a winning combination.
UVA, Obviously There’s no talking about Rugby without mentioning its proximity to UVA. Walk, scoot, or bike there. That’s much of the attraction for neighborhood residents that work at UVA, but also for alumni or people who want that college town feel, without the
more raucous environment of their undergrad years. It is positioned very nicely between downtown and UVA, both of which are expanding and seemingly moving closer and closer together. Inessa Telefus, REALTOR® with Loring Woodriff Real Estate Associates, is working with a client from Boston who is considering positions at Penn State University and UVA. As he compares the State College, Pennsylvania and Charlottesville live/work environments, the Rugby neighborhood is on his short list. Leaving a more expensive environment like Boston, he is likely to find that Rugby homes are easily within his price range. You can be sure that evaluating his commute time to UVA will also provide a strong incentive to consider Rugby.
Shopping, Restaurants, and Brioche? Head west and you’re at Barracks Road, home to what’s been named one of the best shopping centers in the country. Head south and east and you’ll intersect with Main Street, Preston Avenue and all the unique dining and shopping that downtown has to offer. All of them are reachable by bicycle or foot, or in just minutes by car. But that might not be the only thing
that drives home-seekers to the Rugby area. Telefus reports that she has more than once heard mention of proximity to MarieBette Café and Bakery from potential buyers. While it may not be the biggest driver to the Rugby neighborhood, it’s rewards like this that reinforce the decision to buy. Who wouldn’t want to take a stroll for a Saturday morning brioche feuilletee?? Or any number of other delectable indulgences nearby.
Character and Kid Friendly One of the most frequent descriptors of Rugby is “a neighborhood with
character.” Manors, estates, and classic brick colonials are concentrated in Rugby. Literary history buffs may enjoy knowing that William Faulkner lived on Rugby Road while in residence at the University. Throughout, there is a distinct pride of ownership with beautiful landscaping and sidewalks along many of the tree-lined streets. This is not just a neighborhood for the stuffy upper crust. Yes, prices are on the high side for Charlottesville, but that is to be expected given its location and all the nearby amenities. Families are also attracted to the neighborhood so their children can attend Venable
Lower Elementary and Walker Upper Elementary, with both schools scoring B+ by Niche.com. The kids (and parents) also enjoy the neighborhood parks, especially since Greenleaf Park has the added advantage of water sprinkler features for hot summer days. Rambling McIntire Park, with its ever-improving amenities, is becoming more and more accessible to Rugby residents even though it is across the 250 Bypass. When Telefus tours Rugby with clients she says, “They’re always pleasantly surprised how green and beautiful this neighborhood is, given how close it is to everything. Frequently, buyers will spend a lot of time looking out in the county and then realize that everything they want is right here in Rugby, without the drive!” If they work in Charlottesville, it becomes a quality of life calculation, and the Rugby area frequently comes out ahead.
Worth the Investment Because of Rugby’s nearly universal appeal, there is a lot of pressure on the market, which typically has very little inventory available. Telefus says, “Don’t blink.” Last month as she was preparing to list a property in the neighborhood, the word went out among agents. Even before the home made it to the MLS, there was a showing and an offer made and accepted. Then there was the home that listed for $995,000 and was under contract the next day. These may seem like isolated incidents, but only because the inventory is so low.

All of this demonstrates how important it is for a buyer to have a REALTOR® working on their behalf from their first interest in entering the market. A tight market works against a lone buyer. “Make sure you get a REALTOR® right away so you don’t miss the perfect house because it never made it to listing.” Sloan advises, “It is difficult finding inventory in this neighborhood, and when you do, you’re going to pay for it. But history here has shown that it’s worth the investment.” McVay worked with two families in the Rugby neighborhood to reposition family estates. Both homes were purchased by builders, completely remodeled, and put back on the market at a vastly higher price. “The neighbors were surprised at the builders’ success to get that kind of return on investment. But people coming from the West Coast or Northeast or even Northern Virginia, see prices that locals might feel are too high, and they don’t bat an eye.” While that may make for a difficult entry point into the Rugby market, McVay sees it benefiting the people who decide to stay as well as those who decide to sell. “This market is encouraging for people currently living in Rugby. Strong and steadily increasing home values give owners confidence to invest money into their own homes. They’ll decide to go ahead with that update and remodel the kitchen and bathrooms; or add on to tastefully expand the square footage. Because they know they will enjoy the value while they live in it and reap the rewards when they sell it.” The result is that the real estate value and demand both continue to rise, while pulling the edges of the adjacent neighborhood up with it Telefus notes that some of the edge streets in or just outside of the “official” Rugby neighborhood enjoy most of the benefits, but may not have quite the same aesthetic appeal. Some of these streets may have newer homes that list at a slightly lower price point, giving entrée to a wider range of potential buyers, even though they may still be beyond the reach of first-time homebuyers.
Keeps Getting Better The thing about truly great neighborhoods is that they almost always keep improving over time. Rugby is one of those neighborhoods. From investments that keep pace with the market, to upgrades in infrastructure, this
virtuous cycle is playing out in Rugby. In 1985, Sloan bought a two-bedroom 900 square foot ranch in the Rugby area for $36,000. The house has since changed hands several times and most recently was sold in the mid-$200 thousand range. That may not be an exorbitant increase over 35 years, but it does show the ever-increasing value in the Charlottesville and Rugby area markets over time. Physical improvements in and around Rugby will continue to make it more attractive, and more in demand. For the young and young at heart, a rad new Charlottesville Skateboard Park opened just across the 250 Bypass. Complete with concrete ramps, jumps and boxes, the park has an attendant that can also help with protective equipment. Since its opening, the Park has been a huge draw to boarders and other adventure seekers. Chris Gensic, Parks and Trails Planner with Charlottesville Parks and Recreation, says, “Where you can go by bike from Rugby is about to change in a big way. The City has the money ready to build a multiuse trail entry from Sherwood Road into Western McIntire Park alongside Rugby Avenue. This 12-foot asphalt path will make for a smooth transition from Rugby to the north side of the Bypass and all that McIntire Park has to offer. This should be done by the end of October.” After the 250 Bypass Trail is finished at year’s end, nearly all points within a few miles north and east of Rugby will open up: to Hydraulic Road and 29 North, and to the John W. Warner Parkway Trail to Rio Road. Once the Food Hall at Dairy Market opens this summer, you can add another dozen or so restaurants on Preston Avenue to entice Rugby residents out for a stroll or bike ride. And for potential employees of the two newest Dairy Market tenants, CoStar Group and Dexcom, Rugby may be a very attractive neighborhood in which to put down roots. Rich in its history, promising in its future, Rugby is one of the unique city neighborhoods that gives Charlottesville its small-town appeal. With strong lines of defense to hold off being overrun by the adjacent University and downtown commercial districts, buyers who choose Rugby will reap all the benefits of its location and delight in its historic charm. Cabanas The cabana (from the Spanish word for hut) is a structure with three lightweight “walls,” plus one that is left open. The walls do not need to be permanent; in fact, they can be curtains, drapes or shades employed to block sunlight. ood news! Spring is upon us, and summer is not far behind, making now the ideal time to explore the various ways in which you can enjoy warmer temperatures without having to leave home. Whether you’re yearning to make significant outdoor improvements— or simply looking to add decorative touches to spruce up your current deck or patio décor—there are an abundance of ways in which you can transform your home’s ordinary outdoor space into a warm weather oasis. Here are a few trendy, as well as out-of-the-ordinary, ways to do so.
The Four-Season Porch As its name suggests, the four-season porch is designed to be used throughout the year, regardless of weather conditions. This type of porch is fully enclosed and insulated, and is usually equipped with heating and cooling features—as well as removable window screens—allowing it to be adapted

to any season. The exact design of a four-season porch can vary widely depending on the budget and desires of the homeowner. As four-season porches feature windows that can be closed, it is the ideal place to include a sound system, television, and seating, making it an extension of the home’s interior. Decorative cushions, plants and area rugs can be added to create a cozy atmosphere.
Verandas In architecture, the veranda is most frequently described as an open walled porch surrounded by a railing that is attached to a house. The word ‘veranda’ is a variant of the Hindi word varanda, but is also related to the Spanish word baranda, meaning “railing.” It is thus believed that it entered Hindi via Portuguese explorers who came to India. The veranda is a beloved architectural element in the Southern United States, and is particularly popular in places like New Orleans, Louisiana. In fact, prior to the advent of air conditioning, the veranda was a prevalent
feature in New Orleans’ homes, simply because it was a way to keep cool during the heat of the summer. We suggest adding a few rocking chairs with some brightly colored decorative pillows, a few hanging baskets of cascading ferns, and a porch swing. A veranda is the perfect place to relax with a cold glass of sweet tea or lemonade on a hot summer afternoon!
Pergolas Often confused with arbors, pergolas are a popular feature in Italian gardens. The term pergola is most commonly used for a structure consisting of parallel colonnades which support an open roof of girders, cross rafters, or lattice-work. Often times these girders and cross-rafters are used to train vines and flowering plants. Pergolas can be constructed as an extension of an existing building, but are most commonly built as a standalone feature in a garden, yard, or poolside. They often feature an outdoor dining or lounge area, and are the perfect place to enjoy a cold glass of Pinot
Are you longing to add a pool or hot tub to your yard, but don’t want to spend the money to do so? We have some good news—there are several cost-efficient ways to incorporate a water feature into your outdoor space. Perhaps the most inexpensive and enjoyable water feature is the bird bath. Early bird baths were merely simple depressions made in the ground. The first “modern” bird bath—as we know it—was formally introduced in the 1830’s by the UK garden company, Abraham Pullman and Sons. They were originally made of terracotta or molded concrete. Today, bird baths are constructed from various materials; glass, stone, metal, etc. For nature-lovers, there is nothing more pleasing than watching native birds frolicking in the water. For many, the sound of falling water is both peaceful and relaxing—and there is no better place to relax than in the comfort of your own backyard. The introduction of a water element to your outdoor space need not include a landscape architect. Today, pre-constructed electric outdoor fountains—often with LED lights—can be bought online or in-store, and vary in price from $100 to over $500. Finally, fire-pits have become a popular trend in outdoor décor over the past few years, and understandably so. A fire-pit instantly adds warmth and coziness on cool spring and summer nights. Friends and family can pull up a chair, roast marshmallows and talk until all hours of the evening. Naturally, fire-pits can also be enjoyed in the fall and winter months. It’s almost time to celebrate the wonders of spring and summer in central Virginia, and there’s no better place to do it than in your own backyard. Enjoy!
