President’s Message

Happy Holidays to all our members! As we look back at 2022, the Chapter has many accomplishments to consider, but I find the Chapter’s continued membership growth to top the list. This year, even with a slow response to gatherings due to Covid, CAI-CV has grown by more than 100 members. We now have 1,400 HOA leaders actively involved with the Chapter. This is an outstanding milestone for the board and Membership Committee. Congratulations!

My year of serving as CAI-CV’s president is coming to an end, making way for our new president, Julie Balbini, Esq. (Fiore Racobs & Powers, A PLC) to take over in January. Fortunately, the Chapter’s succession planning efforts have made these transitions seamless for our membership. I know you will enjoy Julie’s leadership next year, and I will continue to serve on the board and the executive committee. REINDEER GAMES AT BOOMERS

Please join us for our end-of-the-year holiday party at Boomers from 12-4PM on Friday, December 9th. Come kick off the holidays with us by participating in the Reindeer Games at Boomers. We are taking over the entire Boomer’s park. Attendees will have full access to three miniature golf courses, motorized go-karts, bumper boats, rock climbing, and the arcade. Management companies and business partners are forming teams, and we have many comp tickets available for managers and HOA board members. See page 28 for more information.

I also want to remind you that on Friday, January 27th, the Chapter will host its annual awards ceremony and celebration at Agua Caliente Resort Casino & Spa in Rancho Mirage. The theme is “Rat Pack”, and the Committee is planning live entertainment – Rat Pack style! See page 29

Congratulations to the Wine Committee for another successful Corks for CLAC networking event on Friday,

November 11th, also at Shields Date Garden. It was a beautiful evening under the stars, with excellent wines from The Wine Journey (thank you Payne Pest Management) and, of course, Shields Café’s outstanding food. The auctions had more than $20,000 worth of merchandise that brought in more than any previous auction. Thank you to all our generous donors and sponsors for your support. In December, we have a combined MOTR & BMW at the CAI-CV office/classroom (in-person only) scheduled for Tuesday, December 6th at 9:00 AM. Greg Gritters, CEO of Vintage Landscape, will provide an in-depth look at landscape maintenance issues. This educational class is free to CAI members.

Our next Educational Lunch Program & Mini Trade Show will be Friday, December 16th at Palm Valley Country Club. This will be our annual Ask the Attorney program for all members. The attorney panel will be Cang N. Le Esq. (Tinnelly Law Group), Steve Roseman (Roseman Law, APC), and Dea Franck, Esq. (Epsten, APC). You don’t want to miss this excit ing program where members receive free legal tips from some of California’s top HOA lawyers.

Building Community Spirit –Adopt a Charity

There is no reason HOAs can’t have a good public image with residents and in the greater community. Many boards forget that they are running a corporation and don’t consider the importance of good public relations (PR). Corporations like Disney, Tesla, Bank of America, and Blue Cross place PR at the top of their priorities. When they don’t, we see them in the “negative” news.

HOAs are also vulnerable to neg ative PR because their interactions with residents are typically limited to communicating about enforcement issues, inflation, and the need to raise assessments. If all com munications are about difficult issues, it is

no wonder HOAs get a bad rap.

HOAs can turn the PR dynamic around quickly by focusing on build ing community spirit. As we enter the holiday season, we encounter many local charities fundraising when people are

feeling the most generous. Encourage your HOA to adopt a local charity to build community spirit. You can instantly begin to balance enforcement communications with announcements about supporting folks (or animals) who are less fortunate.

Try it out. After the board agrees, announce to residents that the HOA has adopted the charity. For this example, let’s say the board adopts Animal Samaritans. Animal Samaritan’s website (animalsamaritans.org) offers many ways to help. Your community could have a pet adoption drive, encourage neighbors to foster animals, volunteer together at the shelter or at adoption

events, invite neighbors to attend fundraisers (Sunday, December 4th at Palm Springs Air Museum), collect pet food and supplies. Most charities will embrace any help you can offer. How Can Homeowners Associations Partner with Charitable Organizations?

While the HOA board should not make charitable con tributions from assessments, they can encourage voluntary donations from owners. They can also encourage homeowner volunteerism. Another easy way to connect to a charitable organization is to organize a community-wide pickup after the annual garage sale. And some charitable organizations offer services that the HOA could hire, such as the services offered by Desert Arc (see page 17).

When considering the type of charity to support, steer away from controversial organizations. Choose a charity that all residents will be comfortable supporting. The last thing you want is negative backlash.

Supporting a charity should have a positive impact for the HOA and residents. Most HOAs, especially those that are gated, are somewhat insulated from the greater community. However, supporting local charitable organizations can help improve the community outside the gates, and thus improve the value of homes within the HOA.

A minimal amount of organizing can help connect your HOA to charity. For example, coordinate a volunteer weekend once per quarter, or coordinate an annual donation of funding or supplies. Solicit your homeowners for ideas and keep them informed of the board’s progress and decision making via your community newsletter.

There are many charitable organizations in the Coachella Valley. Choose one that fits your community. Some consid erations are the Coachella Valley Disaster Support Network, your local fire or police department, The Find Food Bank, Martha’s Village and Kitchen, Guide Dogs of the Desert, Salvation Army, Habitat for Humanity, and local Boys and Girls Clubs. See the article on page 12 about giving back for more ideas.

Desert Water Agency –Skip Overseed Yard Signs

Water conservation in the Coachella Valley has been, and will continue to be, one of Desert Water Agency’s (DWA) cornerstones. Fortunately enough for DWA, we have a passionate community that gets involved and is ready to champion this cause together.

The State of California has asked water agencies to imple ment watering restrictions in an effort to combat the drought. One of the restrictions still in effect is sprinklers cannot be used during daylight. As many of you know, overseeding happens annually in the desert and requires generous daylight watering.

Overseeding has long been used to keep our desert looking lush year round and is an incredibly water-hungry process that requires daylight watering to germinate rye grass seed. This is precisely why DWA is collaborating with many HOAs who are deciding to skip overseeding this year and are “Going for Gold”!

We have received a great response from many HOAs, who have decided to forgo overseeding this year. If your HOA is within the DWA service area and skipped overseeding this year, we would love to hear from you! We have some compli mentary yard signs to help you spread the message and let everyone know that you are doing your part.

On behalf of the Desert Water Agency, we thank all Coachella Valley HOAs that decided to skip overseeding this season. We understand that these decisions take serious consideration, and we value your initiative to lead by example.

Emergency Preparedness Is for Every HOA

Considerations for Emergency Planning

The CAI-CV Homeowner Leader Committee would like to bring awareness to all CAI-CV members, management companies, business partners, and especially to all HOA board leaders, the importance of preparing and planning for disasters and emergencies. Disasters, such as earthquakes, could happen at any time in the Coachella Valley.

According to Webster’s Dictionary, a disaster is any event that overwhelms existing resources to deal with the event. A disaster is relatively unexpected where lives, health and the environment are endangered. Disasters impact infrastruc ture to the extent that emergency service personnel may be overwhelmed.

Background: Historical and geological data indicate that we live in an area which could be subject to a major earthquake. Other emergencies such as highway or railroad accidents, civil disturbances, terrorist activity or possible acts of war, massive rain or wind, widespread power outages, wildfires, hazardous material accidents - all could threaten the safety of

our community. Following a catastrophic disaster, it could be days before government agencies are able to provide house holds and neighborhoods with all the help needed. For this reason, disaster planning should plan for a total disruption of all utilities and community services (water, gas, electric, telephones - land and cellular, sanitation, street blockages, maximum demand for police, fire and rescue, and medical services). Homeowners and communities should be prepared to be self-sustained for a week or more.

Disasters don’t wait. If your HOA has not begun to build a plan for emergency response for your community, now is the time to begin. Hopefully, the HOA board (and homeowners) have focused on emergency preparedness before the disaster occurs. Planning is essential to ensure that the community can respond quickly and recover efficiently after a natural or man-made disaster. When making your plan, base it on having no help from emergency responders for at least seven days or longer.

Make a Plan: Talk to your board and residents about how you will communicate before, during and after a disaster. Test your plan.

Gather Supplies: Gather supplies that will assist residents with access and other issues like turning off gas lines, mending broken pipes, etc.

Help Residents Prepare: Encourage residents to consider the unique needs of each member of their household, includ ing pets. There are many organizations that have educational materials (some listed in this article) that you can pass out to residents. Two issues of importance for families are to ensure they have enough food, water and medication for at least a week, and that they have a plan for reuniting the family should they be separated when the disaster occurs.

Prepare the Common Areas: Preparations can help limit the impact that disasters have on your community. Make sure you have adequate insurance for common area dwellings. Address water runoff issues and keep wells maintained.

Local fire departments may put a CERT class on once or twice a year. CERT Basic Training prepares individuals to help themselves and help others in the event of a catastrophic disaster. 'Tis the Season for Holiday Decorations

It is that time of year to enjoy the bright lights, reindeer, holiday movies, and improved mood of your neighbors. However, increasingly there has been “holiday creep” of decorating well before Thanksgiving and even before Halloween. Moreover, some neighbors delay taking down their decorations until Valentine’s Day. At that point, some may think, “why not leave them up until next December?”

Community associations need to understand what can be done to regulate holiday decorations without becoming a holiday grinch.

Associations can adopt reasonable rules for when members can put up holiday decorations and when the dec orations must be taken down after the holiday. The rules should address not only this time of year, but all year long for celebratory neighbors that decorate for St. Patrick’s Day, Easter, and Halloween. Remember, a board can adopt rules after the proposed rule has been provided to the members to review at least 28 days in advance.

Further, an association can regulate the number and size of holiday decora tions. For example, in a condominium association, the rules may limit the number of strands of lights hung on bal conies or the height of the decorations.

Further, the rules could prohibit holo grams from displaying in the common area or on a neighboring unit.

Associations must be mindful, however, that there are protections in the law for displaying religious items on entry doors and frames. Therefore, associations cannot limit the duration that a cross or menorah is displayed on the entry door. A Christmas wreath might also qualify as a religious item. However, colored lights, reindeer, and snowmen are unlikely to be considered

religious items and could be regulated.

Lastly, what about community asso ciations decorating the common area? Unlike public places, such as court houses and city halls, associations are not governed by the separation of church and state in the First Amendment of the United States Constitution. While community associations can decorate common areas for the holidays, such decorations should include all holidays celebrated during the season.

More Ways to Cut Your Water Use

So much drought news for homeowners pinpoints replacing your lawn with desert-tolerant landscape, but you can also reduce your water bills by creating new indoor habits such as:

IN THE BATHROOM

More than half of all indoor water use flows through the bathroom. Newer faucets, showers and toilets use less water than older models and still deliver the rinse, spray and flush you expect.

If you are replacing a bathroom fixture, look for one that carries the WaterSense label that shows it meets the EPA’s water-saving standards.

• Replace old toilets, which use as much as 6 gallons per flush. Newer models use 1.28 gallons or less.

• Replace old showerheads. Standard heads use 2.5 gallons of water per minutes. WaterSense showerheads use no more than 2 gallons per minutes.

• Replace leaky or inefficient faucets with aerators with WaterSense models. You could save 500 gallons of water per year.

Don’t use the toilet as a garbage can. It wastes water and can clog your pipes. Toilet paper disintegrates. Tissues, wipes and dental floss do not.

IN THE KITCHEN

Stop pre-rinsing dishes. An old kitchen faucet can use 1 to 3 gallons of water a minutes when running at full blast. Energy Star dishwashers use 4 to 6 gallons per cycle.

• Replace your old dishwasher. Energy Star dishwashers are about 15% more efficient.

• Wash only full loads of dishes.

• Soak pots and pans instead of scrubbing them under running water.

IN THE LAUNDRY ROOM

Pick the right soil setting. Heavy-duty setting uses more water. Normal setting works for most loads.

• Pick the appropriate water level setting. Many newer models do this automatically.

• Do only full loads.

• Use cold water to save on energy costs.

Outdoor Landscape Lighting Design

Have you ever gone out for an evening walk around your Homeowners Association and noticed that the landscape lighting is just not up to par? It can be anything from misaligned fixtures not illuminating the objective, fixtures that are not working in certain places or sections, or a series of fixtures that have different color lighting or different lumen output. Here are some of the root causes for landscape lighting issues that can be easily corrected, with a little knowledge, proper care, and the occasional services of a professional electrician.

Start with the lighting system design. Design is a key element to determine both appearance and functionality. A good design will maximize aesthetics and minimize ongoing maintenance. Most boards will want to engage a pro fessional electrician at this point.

We have all seen outdoor lighting systems that use above-grade metallic junction boxes for points of connection. The issue with the above grade junction boxes is that they become subject to physical damage and corrosion. This can range from being struck by landscape

equipment, vandalism, or being dosed by nearby sprinklers and mother nature – or all of the above! When the junction box is compromised, it is only a matter of time until the internal wiring becomes damaged. This could lead to hazardous conditions and costly repairs.

A professional lighting design would probably call for in-grade concrete or high-density polyethylene (HDPE) junc tion boxes that have the box cover flush with the finished surface. While the in-grade junction boxes are still subject to water from sprinklers, they offer far better protection from the other types of damage. If they are installed correctly with a gravel base below and into the box, water damage can be mitigated. Investing in professional design at the start means less risk and fewer repairs in the future.

HOA residents are most concerned about how the lighting looks and whether it is effective to illuminate dark and unsafe areas. The three main considerations are lighting alignment, lumen output (brightness), and Kelvin (color) temperature. All three are extremely important in obtaining the

proper visual effects.

For accent lighting or path of travel lighting, make sure the fixtures are installed at proper distances from what they are intended to illuminate. The goal is to obtain evenly distributed light levels without bright hot spots. Proper installment will also help ensure there is adequate accessible area to maintain the landscaping without subjecting the fixtures to damage from landscaping equipment, or having the lights con sumed or covered up within landscape overgrowth.

Choosing the right Kelvin tempera ture and lumen output will help to create the appealing atmosphere that you are looking to achieve. Using lower levels of Kelvin temperature and lumen output will produce a warmer and softer appearance. Going with higher levels will make a brighter and bolder

statement and is better suited for path of travel lighting for residents and guests.

Surprisingly, the biggest problems with HOA lighting are usually in the areas you can’t see, the underground portion of the lighting system. Typically, the underground portion of your lighting design will call for one of three products; Direct Burial Cable, Galvanized Rigid Conduit (GRC), or Polyvinyl Chloride Conduit (PVC).

GRC provides maximum protec tion from damage caused by roots, digging tools and subterranean animals, but it is much more expen sive and is subject to corrosion. The corrosion factor makes it almost impossible to re-pull wire through if there is a failure in the line. The use of Direct Burial Cable has the benefit of being the most economical form of installation but offers the least amount of protection against future failure from digging tools, invasive roots, and subterranean animals. Polyvinyl Chloride Conduit or PVC conduit is typically the best option available, as it provides a protective, reusable underground raceway, and it is cost-effective when there is a necessary repair.

Investing in a professionally designed lighting system will help the HOA achieve an attractive and safe nighttime environment, and a system that is relatively worry-free, and that will last many years.

TIME-HONORED Rodney Bissell Bissell Design Studios Inc.

Rodney Bissell has been a member of CAI-CV for more than ten years. As the owner of Bissell Design Studios, Inc., Rodney was hired to help with the design and layout of Quorum Magazine (now HOA Living Magazine) in 2011, “to help create the best mag azine and marketing pieces for our chapter and others.” He is a Titanium level Corporate Sponsor and continues to serve on the HOA Living Committee, now in the capacity of Co-Chair.

Bissell Design Studios, which specializes in freelance graphic design and brand consulting, works with the Chapter, as well as numerous CAI members, providing an array of creative services to meet the marketing needs and visions of their clients. The company has been in business since 2004, while Rodney has been in the design industry for over 25 years.

Rodney credits his late uncle, Ron Bissell, as an inspiration to him in his field. Ron Bissell owned his own graphic design business prior to the utilization of computers in the industry – and he had great success. Rodney hopes that he can do the same. Also, an inspiration to Rodney is his father, an interior design professional, who Rodney says “inspires me with how he interacts with his clients.”

A Biola University graduate, Rodney earned a Bachelor of Science Degree, with a minor in Graphic Design and Bible. Now residing in Oceanside with his family, Rodney is always checking the waves, either on his own or with his children when they have the time. Daughter Ashley is 18 and a freshman at Miracosta City College. Son Ethan is a freshman at Coastal High School in Oceanside, where he plays for the football team; Rodney helps out with the team’s videography so they can watch replays of the game the next day. Rodney’s wife, Angela, is currently helping to manage CAI-CV’s membership database and coordinating updates to the CAI-CV Directory. Rodney loves spending time with Angela, window shopping or trying different restaurants in their neighborhood. One of the Bissell’s favorite family trips is to Santa Cruz, where Rodney’s grandmother lived for many years. Rodney says, “There’s so many memories of the boardwalk and surfing and taking the train up to the redwoods, we recommend it for anyone.”

Rodney’s music playlist includes a variety of genres - from country, 80s, 90s, alternative, Christian, hip hop, and dance. His favorite saying is, “It takes a village.” He adds, “My wife and I always like using that because whether it’s a business or a family, there’s always a village of people around us that make a difference in our lives and it’s who we surround ourselves with that make us our best.”

How to Promote Your Charitable Event with Social Media

Charitable events are a great way to get people involved and increase brand awareness. The only problem is getting the word out about them so they are well attended! That's why it's important to promote your event online: it gives you the chance to reach a wider audience and build awareness in your community. Here are some tips on how to do just that:

Create a Facebook Event.

• Create a Facebook Event.

• Create a way for people to donate or purchase tickets (online and in-person).

• Post it on your organization's page and invite people to attend.

• Share the event with friends, family, and co-workers via email, social or text message.

• Encourage your followers to share the event as well.

If you plan to have vendors or cohosts, make sure to add them to the event as co-hosts. This will help boost your event's visibility on Facebook. Have your vendors and cohosts share the event on their Facebook pages and social media as well.

Add a way for people to purchase tickets without leaving Facebook by integrating with a platform like Eventbrite.

Create graphics to promote it.

In order to promote your event, you will need to create graphics. The best way to do this is by using a free image editor like Gimp or Canva. Canva has some great templates for you to start with so you're not trying to design something from scratch.

When creating the graphic, make sure that it includes the following elements:

• Event name, date and location

• A catchy phrase (e.g., “We’re doing it for charity!”)

• A good-quality photo of what the event will be like

Promote your event before and during the event

Only about 16% of your audience will see your Facebook posts according to Huffington Post. This means posting often is extremely important to make sure your event gets seen as much as possible by your audience. Schedule out 3-4 posts

per week to promote your event.

Use video and Facebook Lives to increase your chances of being seen by a wider audience. Video is a much more detailed and visual way of letting people see who is involved in the event and the behind-the-scenes. People who see your video will be more likely to come and participate in-person, as well as share their experience with their friends and family online.

Do a video or Facebook Live video from the venue where you'll hold your event the day before. This is a great way to show off how excited everyone is for what's about to happen! Once again, mention details such as location and time and to share with their friends.

Do a Facebook Live on the day of the event. This will draw in some last-minute attendees but also create a great video you can use for your next event.

There are other social media platforms to promote your charitable event online. Facebook tends to be where people go first for local events, so make sure you start there. TikTok is quickly becoming another popular social media platform for local events. Experiment, post on different platforms and find out where you are getting the most engagement from.

MEET THE NEW BOARD MEMBER Mark Dodge, CMCA, AMS

This article is part of a series featuring CAI-CV board members and commit tee chairs. Today, we profile newly elected board member, Mark Dodge, CMCA, AMS. Mark is the Branch President and CEO of Associa Desert Resort Management, and Equity Management. He is also a Regional Vice President for Associa. Mark will start his three-year board term on January 1st.

Mark hails from Vermont. He received his undergraduate degree in Operations Management from the University of Vermont and received his master’s degree from the Drucker School of Management at Claremont Graduate University. Mark’s business management back ground prior to starting with Associa was largely accounting and finance. He was hired as Associa’s Chief Financial Officer, and was promoted to Chief Executive Officer (CEO) in 2012. While he remains the CEO of the local office, he has been pro moted to a Regional Vice-President with the parent company of Associa. His responsibilities include managing staff and clients across Southern California.

Mark doesn’t take for granted his success and acknowledges that he was in the right place at the right time. He was given an incredible opportunity and seized that opportunity to work very hard and to thrive. He is grateful that he has been able to survive and flourish in our competitive industry, especially since he came from outside the industry.

Asked about his management style, Mark said that he is people driven. He believes if you get the right people on your team, and give them the right amount of leadership, all else will fall into place quite easily. He enjoys seeing employ ees grow and develop. This personnel development can at times, however, be difficult since it means you may have helped mentor employees who then move elsewhere for the career growth they desire. The inevitability of that has led to a handful of individuals working in senior positions at other companies who “grew up” professionally at Associa DRM, and he is proud of them.

Mark said that his greatest strength is his ability to forgive and forget (except when someone takes the last bottle of cold

water from the fridge) and his ability to see through people’s weaknesses and to view them only for the value of their strengths. Mark is motivated by evolution and change. He claims his short attention span works in his favor because it helps defeat stagnation by keeping his mind active and engaged.

It’s not all demanding work for Mark. He has quite the unique family which includes lots of critters! He is married to wife, Jamie. He has three children – Jack, age 23; Sophia, age 21; and Alex, age 18. Mark has eight pets which include five cats - Boney, Bubba, Mila, KT, and Miso; two dogs - Princess and Fancy; and a desert tortoise - Sancho.

Outside of work, Mark’s principal interests are gardening and pets. He is an avid gardener and spends a lot of time in his yard landscaping and growing and caring for a large number of plants. His real passion, however, is animal welfare. He serves as Board Vice-Chair for Animal Samaritans and is very active with all aspects of what they do. His love of animals is clearly proven out by the number of animals in his family! He also serves on the Board of the Coachella Valley Disaster Preparedness Network. Mark believes strongly that disaster preparedness needs perpetual attention.

Mark joined CAI-CV because he believes it is a requirement if you work in this industry and wish to succeed in it. He says our chapter has done a great job over a long period of time creating that culture of membership. He wants to expand that culture and get more people involved at all levels. As a newly elected board member, Mark looks forward to having the chance to support our chapter from the inside of the organization after supporting it from the outside for the past 12 years.

Tightening up Security for Communities with Unmanned Guard Gates

Be more aware of people and surroundings as you enter the community. Are there people or vehi cles lingering around the gate or walls? Do you see people wandering around the neighborhood that don’t live there? Report suspicious people to your security company or man agement company.

a committee or organizing a small group is easy. Go to the national neighborhood watch program online at: https://www. nnw.org. You may also check with your local police department and fire depart ment. They typically have community awareness programs. You may also register your community with National Night Out at https://natw.org to help you build a safer community.

If your community does not have manned security gates, here are some things you can do during the holidays to lower the risk of crime. We all know that the holidays may bring out people (on Santa’s naughty list) looking for oppor tunities. To tighten up security gates, look at adding more controls on access, ask residents to be more aware of their surroundings, make sure to adequately manage gate codes, and create a neigh borhood watch if you don’t already have one.

One of the best ways of tightening up gate security is by ending piggyback ing at the gate. Piggybacking is when a vehicle follows another vehicle so closely that the gate thinks it is one vehicle. In some communities, gates may need to have the timing adjusted to close the gate a bit quicker, or they can install a secondary lift arm. If you see a person sitting in their car next to the gate, they may be hoping at piggingback in. This leads me to the second way to tighten up security.

Managing gates codes is also very important. Most gate entry systems have a variety of options for controlling access. Check to see if your gate system allows for guest codes. Using guest codes during the holidays allows you to control access on a short-term basis for visitors, and this allows resi dents to give out a guest code as opposed to the regular code.

A neighborhood watch program or committee helps combat crime by connecting neighbors to neighbors and provides a way to report suspicious activity. NATIONAL HOA SURVEY RESULTS

Community Associations Remain Popular with American Homeowners

THE RESULTS ARE IN! FOR THE NINTH TIME IN 17 YEARS, AMERICANS LIVING IN HOMEOWNERS ASSOCIATIONS, CONDOMINIUMS, AND HOUSING COOPERATIVES SAY THEY’RE OVERWHELMINGLY SATISFIED IN THEIR COMMUNITIES: 89% of residents rate their overall community association experience as very good or good (67%) or neutral (22%). 87% say members of their elected governing board absolutely or for the most part, strive to serve the best interests of the community as a whole. 74% say the manager provides value and support to residents and the community as a whole. 68% say the rules in the community protect and enhance property values.

The April 2022 survey affirms the findings of almost identical national surveys conducted every other year since 2005. The 2022 survey was conducted by Zogby Analytics for the Foundation for Community Association Research. The findings from the surveys throughout the years are strikingly consistent and rarely vary a standard margin error for national, demographically representative surveys.
