Sukut Construction Performs Lower Elkhorn Basin Interior Drainage Contract for the Sacramento Area Flood Control Agency By Brian Hoover, Senior Editor
T
he Lower Elkhorn Basin Levee Setback (LEBLS) project is part of the Central Valley Flood Protection Plan (CVFPP). It is also the first multi-benefit flood management project developed by the California Department of Water Resources (DWR) in the Yolo Bypass. The LEBLS project will upgrade a critically important component of the aging Sacramento River flood management system by providing additional capacity and resiliency to the Yolo Bypass. The project

will also serve to enhance the regional ecosystem and support sustainable agriculture. LEBLS represents an essential first step toward implementing a system-wide approach to flood management in the Sacramento Valley. The primary feature of this project is the new seven-mile-long setback levee that is intended to increase the flood-carrying capacity of both the Yolo and Sacramento Bypasses. This new levee will also make future improvements to other flood

structures like the Fremont and Sacramento Weirs possible, allowing for more floodwater from the Sacramento and American Rivers to flow into the Yolo Bypass. The LEBLS project cost is approximately $385 million and is the first step in the total Phase 1 project cost of $715 million. The LEBLS project began in July of 2020, and construction is expected to continue for several years. The job will utilize multiple contractors and project partners such as Sukut Construction (Sukut). The Sacramento Area Flood Control Agency (SAFCA) contracted Sukut to perform all of the new interior drainage work associated with the new levee project. Matt Williams has been with Sukut for nine years and serves as the company’s area manager in Northern California. Williams is in charge of operations, including overseeing project managers and project engineers and performing overall business development. “We are building the interior drainage portion of the Lower Elkhorn Basin, which includes the installation of multiple concrete box culverts. However, as we continued to construct approximately seven miles of the earthen channel, which is designed to direct irrigation water to and from agricultural users, the need for more access points across the channel arose, and we are now contracted to build eight cast-in-place box culverts,” says Williams. “The new box culverts vary in length from 100 to CALCON TRAC TOR.CO M
more than 200 feet and are single, double, and triple wide, ranging in size from eight-foot by eight-foot to ten-foot by ten-foot. These boxes serve as access points for local farmers or public traffic on county roads to move freely over the ditches we are constructing.” According to Williams, Sukut’s original contract value for constructing the interior drainage basin and channels was $11.6 million before adding the additional culvert box. “Our contract will include the installation of around 2,000 linear feet of reinforced concrete pipe (RCP) and 4,000 cubic yards of concrete for the box culverts. We will also place nearly 20,000 tons of aggregates, like Class II base, for backfilling the box culverts and for use on surface roads. All of the RCP was slurry-backfilled, a Yolo County standard when working within an existing or future county road right-of-way,” says Williams. Sukut started its work in September 2020
and is scheduled to wrap things up by October 2021. “We began by performing mass excavation of the eight-million-square-foot or nearly 200-acre drainage basin. We utilized 12 Cat 657 scrapers, which were new Tier 4 Final K-Models, or repowered E-Models, to meet project emission requirements,” says Williams. “The drainage basin was excavated down anywhere from two to five feet in depth for a total of around 750,000 cubic yards of earth moved. Total excavation on this job was approximately 1.25 million cubic yards when you factor in the seven miles of channel work,” adds Williams. The spoils were stockpiled on-site for future use on the overall levee project. Williams explains that the newly installed channel leads to a pump station that is being built by another construction firm. The pump station will rise above the new levee. “The basin is there to allow for additional capacity in the event of flooding or when pumps

cannot keep up with demand,” continues Williams. “We are very accomplished at channel work and have our own unique and proven methods. All of the earthwork was accomplished with scrapers, bulldozers, and motor graders.” Williams says that the channel excavation varied from five to 25 feet in width at the bottom, and the tops of the channel ranged from 25 to 75 feet in width. “The channels are smaller where they begin to pick up water and get wider as they get closer to the basin and pump station. This is also the case with the construction of the box culverts,” explains Williams. “The entire earthen basin was drillseeded with ryegrass in 2020, and the local reclamation district will eventually farm the area with rice or another appropriate crop,” Williams adds. According to Williams, one of the more challenging aspects of this project was coordinating between the property owners and ongoing land acquisitions. “This job began prior to all of the land { Continued on page 10 } 8

being acquired within the easement of the project. We will, however, finish on time even after only working around half of the allotted days due to the numerous delays that came with both property acquisitions and the relocation of existing utilities,” says Williams. “There was also the component of self-performing all of the dewatering that was necessary to redirect water while widening the existing channels.” Williams says that, additionally, Sukut performed a small amount of asphalt paving and resurfacing of roads with aggregate. “A lot of credit is due to our amazing earthmoving crew of around 20 team members on the mass excavation in 2020 and approximately 12 throughout 2021. In addition, another 10 to 12-person crew has been working on the site carrying out the concrete work throughout this project,” concludes Williams. “I would like to thank and recognize the efforts of every single crew member on this project. Jim Penland has been our concrete superintendent overseeing the box culvert construction,
while our superintendent, Greg Yarbrough, was responsible for the earthmoving in 2020 and superintendent Roger Gillam in 2021. We have exceptionally talented individuals working here at Sukut, and they need to be commended for continually serving above and beyond the call of duty.” Williams points out that Sukut worked closely and successfully with the local reclamation district and farmers and their associated properties, harvesting, and irrigation schedules. They have also worked alongside many other stakeholders, including the
California Department of Fish and Wildlife, the Central Valley Flood Protection Board, the Sacramento Area Flood Control Agency, the Department of Water Resources, the United States Army Corps of Engineers, the United States Fish and Wildlife Service, the West Sacramento Area Flood Control Agency, and everyone from Yolo County and surrounding agencies. here are many brands of machinery available to every contractor for a seemingly unending list of job applications. For most, the dealer or distributor that sells and services these machines is every bit as important as the piece of equipment itself. Marin Concrete Construction, Inc. has relied on Scott Equipment since its inception in 2006 for both equipment purchases and rentals. Ivan Marin (Marin) got his start in the construction business when he was just a kid, working parttime with his father as a concrete carpenter through high school and college. Marin graduated from University of California Riverside (UCR) in 2004 with a degree in Mechanical Engineering. He clearly remembers being approached by one of his professors in the parking lot directly after his UCR graduation ceremony. “This professor that I had much respect for offered me some advice the day I graduated from UCR, and his simple words helped to solidify my career path decision,” says
Marin. “He said, ‘I think you would do well if you stick with construction.’ It was a short conversation, but also very important to me when I think back on the early years of my career.” While still contemplating his career path, Marin took a job as an engineer in the aerospace industry. During this 3 ½ year period, Marin was also doing concrete sitework on the side. “My father saw that I was starting to take on more and more work, and he advised me to go ahead and get my contractor’s license to avoid costly penalties or even losing jobs,” says Marin. “So, I got my license as a specialty concrete contractor in 2006, but I still felt like I had to learn more to be the best I could be out on my own. I went to work for a few other concrete companies in 2007 as a drawing and quantitative takeoff estimator. By 2010, I felt like I was ready to go full-time into my own business, and along with my wife Laura Marin’s support things just grew from that point forward.” Marin initially started working for small, private developers and eventually won bids on larger

business park projects. “Our crews go in and remove the old and deteriorated asphalt and concrete before grading and installing new pavement and concrete sitework,” continues Marin. “We do most of our work in Southern California from Fresno to San Diego. We stay busy building concrete foundations and doing all types of exterior concrete sitework.” Marin Concrete Construction is currently performing concrete work at the Kaiser Infrastructure Upgrade project in Riverside and recently wrapped up their work at Marin’s alma mater, UCR. The Kaiser Permanente Riverside job is part of a massive infrastructure master plan to replace the entire electrical and mechanical systems with new equipment. The multi-year program is expected to last until 2024, and Marin Concrete Construction is installing concrete pads for the new air handler units located in the 5th level penthouse mechanical rooms. “We are utilizing some of the largest concrete booms in the industry to pour numerous 20-foot by 40-foot pads,” says Marin. “This is not a job with large quantities of concrete, but it is a very challenging project due to many factors. First, there is the fact that we are CALCON TRAC TOR.CO M
working every day in and around an active hospital campus. This is complicated further by the circumstance that we are pumping concrete up five stories in tight and hard-to-reach areas.” According to Marin, his company has completed Phase 1 for the Medical Office Building (MOB) side and has now moved its operations to the actual hospital wing. Marin Concrete Construction recently completed their contract at UCR for Parking Structure 1 (PS1), a new 4-level, 1,079 space parking facility. The project also included a new outside parking area that increased the total space availability to 1,287. “We are just
wrapping this job up with a few change orders,” says Marin. “We performed the demolition of the existing parking lot. We also did all the grading before pouring around 500-yards of concrete for the parking lot expansion,” says Marin. Marin explains that his company does a lot of work for a specific list of eight or nine contractors. He says that they are consistently bidding on projects that these companies invite them to be a part of, which keeps them busy. One of these projects would include the work that they completed at Murrieta Senior Living. “We did around 1,300 yards of concrete for the building and another 1,600

yards for the sitework,” says Marin. “Other recent high-profile projects include our work at the VA (Veterans Benefits Administration) in Los Angeles. We worked as the site and structural concrete subcontractor on this project.” Marin explains that they also recently started a job for Ryan Companies in Cypress that requires the use of several of their construction machines. “We are building a new parking lot for Ryan that includes both asphalt pavement and concrete curb and gutter work,” continues Marin. “Some jobs take longer to get paid on than others, and as a professional concrete construction company, we work those delays into the overall business plan. Some firms choose to walk away from or not even bid on some of these projects. We see it as an opportunity to capitalize and expand our customer base. It all works together 14
for the greater good.” Marin also takes on jobs from other prestigious companies, like McCarthy Building Companies. “We picked up a nice job for McCarthy on the JPL campus project near Pasadena. Our crews are performing the sitework for Building 350, which is a new flight electronics integration facility,” says Marin. “We consider ourselves blessed to have been so busy and are enjoying continual growth within our company. We are not forcing anything, just growing exponentially from one job to the next.” Marin insists that part of his company’s growth and success can be attributed to the excellent vendors they choose to buy equipment and services from. “When the time came to purchase equipment like mini excavators and skid steer loaders, I already

knew who I was going to call,” says Marin. “I met Kevin Scott when I was doing a ton of work with developers. We had been working on several projects with Roberts Concrete Cutting, who was performing a lot of the demolition work for us at the time. He was running New Holland machines, and I remember being impressed with their performance. So when the time came to purchase a skid steer loader, I reached out to Scott Equipment. Kevin Scott listened to what we were looking to achieve with our first purchase and never tried to oversell us on anything. It wasn’t long before we were relying on Kevin and Scott Equipment for all of our machinery needs.” In 2018, Marin Concrete Construction was in the market for a mini excavator and once again turned to Kevin at Scott Equipment. { Continued on page 16 } C A LCO N T R AC TO R .CO M

“Kevin demoed the Kobelco SK 30 mini excavator for us, and we knew that we were on to something. Our new Kobelco is such a great machine,” continues Marin. “We decided to purchase the Kobelco for its outstanding engineering and overall integrity. As a result, we got a great deal on an unbelievable excavator that was just the right size and perfect for what we do every day.” Marin Concrete Construction owns two New Holland L228 skid steer loaders and a brand-new 2021 New Holland C345 compact track loader. This is in addition to their 2018 Kobelco SK 30 mini excavator and 1-to-3-ton roller. They also have several trailers and five Ram tool trucks, individually equipped with more than $75,000 in tools to handle the needs of any jobsite situation. “We are purchasing another unit from Scott Equipment that they are putting together for us as we speak. Many are not aware that Scott Equipment custom manufacturers construction trucks to meet a 16
variety of applications. We are now in the process of purchasing a custom concrete form truck from them and are getting an amazing unit at a much lower price,” says Marin. “These guys know what they are doing. Our custom truck order from Scott Equipment is like new, and designed to our exact specifications. We couldn’t be happier with this truck and the other purchases we have made with Scott Equipment.” Marin points out that he also rents machines from Scott Equipment’s sister company, Western Rentals. “Kevin is always there for us, and he goes beyond what an average salesperson would do. ccording to the Association of Pool & Spa Professionals (APSP), there were approximately 10.4 million residential and 309,000 public swimming pools in the United States as of 2020. That number increases by around 1.5% annually for an industry that reached $1.1 billion in 2020. Installing an inground pool requires much planning and several separate stages and processes. These include procuring a construction permit, planning and designing, excavating, installing plumbing and electrical systems and of course, pouring or shooting the Shotcrete floors and walls. Most pool contractors will tell you that shotcrete is the critical ingredient in building a new pool shell. The

Shotcrete material provides a sturdy concrete structure that interlaces with rebar to create a high-quality, long-lasting pool. Shotcrete provides a higher PSI rating than Gunite and is typically much more durable than traditional poured concrete. Many pool contractors subcontract the shotcrete work on their pools to companies like International Pools and Shotcrete, Inc. out of Chula Vista. International Pools & Shotcrete is owned and operated by brothers Arturo and Eduardo Padilla and was officially established in 2018. Both brothers, however, learned the trade from their father and have been in the business their entire adult life. “I have been doing this work for as long as I can remember,” says Arturo Padilla (Padilla). Our

dad taught us the trade back when we used Gunite, and now we use shotcrete exclusively. Unfortunately, he passed away a year ago, but we will always carry his lessons and legacy with us on every job we perform.” International Pools and Shotcrete performs Shotcrete installations on an average of 12 to 13 pools a week. They work primarily throughout San Diego county with two five-to-six-person, experienced, professional crews. According to Padilla, each pool build will utilize anywhere from 20 to 200 yards of shotcrete, with an average pool calling for around 38 cubic yards. “After everything is formed and all the plumbing is in place, we come in and shoot the shotcrete. The process is such that the shotcrete is sprayed at a high

velocity to reach the desired density level,” says Padilla. “The Shotcrete we use is a wet-mix material that is delivered to each of our jobsites from our supplier, Superior Ready Mix. The material is great for pools due to its amazing bond strength and porousness.” Wet-mix Shotcrete is manufactured using Portland cement mixed with sand gravel, water and other chemical admixtures as required or specified. A compressed air gun is used to shoot the shotcrete onto the pool surface using a feeder hose and nozzle. The material is typically considered water-tight at between 4,000 and 8,000 psi. In addition to pools, shotcrete is also utilized for other construction purposes, including

facing soil nail walls, lining ditches and channels, paving slopes, constructing or repairing warped sections, and several other structural elements. The proper application of shotcrete sounds relatively simple, but in reality, the process requires a highly experienced nozzle operator and a skilled crew. According to Padilla, not all shotcrete or concrete pumps are equal. “We have used Putzmeister pumps exclusively and were always very impressed with its production,” says Padilla. “We when started our company in 2018, we tried other brands and quite frankly were not at all impressed. We went with Putzmeister and now own three units, including our brand-new Putzmeister TK 60.”

The Putzmeister TK 60 HP Tier 4 Final is new for 2021 and has many great standard features. These include a hydraulic remixer/agitator, hopper vibrator and radio remote to control base level, engine speed and output volume. The trailer is tandem axle with surge brakes and a pintle hitch. The Putzmeister TK 60 was designed specifically for the shotcrete contractor and provides plenty of power. At 60 hp and with a 131 hp engine, the TK 60 offers a maximum output of 60 yd3/hr, with 1,450 psi maximum concrete pressure and 1.50” maximum aggregate size. Shotcrete contractors favor the unit because it can push low slump shotcrete mixes long distances with little loss of volume. “We use our Putzmeister Thom-Kat trailer

pumps with 185 CFM air compressors, metal slipline pipe, and 100 to 150-feet of hose,” continues Padilla. “We love our Putzmeister trailer pumps, and our operators appreciate just how fast and smooth they operate compared to the competition. ou know, it seems that once bit by the entrepreneurial construction bug, you are never quite the same. David Cruce has been in the civil general engineering construction business for many years, working for several well-known and respected construction firms along the way. Cruce has a passion for bringing new and improved construction methods and technologies to the customer and jobsite. He started his company, Heavy Road & Rail, Inc., as a side business in 2016 while still working for and with the blessing of his current employer at the time. “I eased into my business back in 2016, before going full-time in 2020. Our name reflected the direction of our company five years back when we were working on emergency contracts for Caltrans and other agencies,” says Cruce. “We are now in the midst of a name change to Heavy Road Industries to better reflect our primary service 22
offerings and current focus. We believe that the way you do a job is every bit as important as the cost of that project. Therefore, we are always looking for new and improved ways to serve our customers more safely and efficiently.” Heavy Road Industries specializes in grading, excavating, site concrete, curb & gutter, along with concrete paving, asphalt paving and soil stabilization solutions. phases of offering RCC (Roller Compacted Concrete) services, which is a real gamechanger for our company and the clients we serve. It is all about safety, production and efficiency, and we are proud and excited to be at the forefront of this technology.” Roller Compacted Concrete (RCC) RCC pavement is a zero-slump concrete that is placed with high-density paving equipment. Once the material is placed, it is compacted using double-drum vibratory rollers. RCC was first developed in the 70s as a solution for stabilizing logging roads. RCC proved to be a heavy-duty pavement solution that could withstand heavy loads, harsh climates and difficult operating conditions. Today, RCC is utilized on freight depots, distribution centers, and other industrial applications where a heavier wear pavement is necessary. There has also been an increase in RCC use as a cost-effective CALCON TRAC TOR.CO M
solution for conventional highway and street paving applications. “We are moving heavily into RCC and working hard to get developers and commercial property owners on board. The lifecycle of RCC can be as long as 50 years, compared to a maximum of 15 to 20 years with other paving solutions. When you combine the superior pavement performance you get from RCC with a cost that is equal to or just slightly more than conventional pavements, it makes you wonder why everyone isn’t moving toward this solution,” says Cruce. “I have been infatuated with and relentlessly pursued the RCC process for the past eight years. It is all about education right now and getting these engineers and developers to see the overwhelming benefits of this superior pavement technology.” According to Cruce, RCC is a concrete product installed with a unique paving machine equipped with double tamping bars and a vibrating screed configured to handle
a high-density mix. A dump truck typically transports the RCC to the hopper of a specialized asphalttype paving machine. The RCC material is then placed in up to 10-inch layers at widths of up to 42 feet. These machines are currently available from only a few manufacturers, like the ABG models from Volvo and specially equipped Vogele pavers from Wirtgen. RCC uses a drier concrete mix that is stiff enough to be compacted with vibratory rollers and does not require forms, dowels or other steel reinforcement. “The RCC solution is perfect for subdivisions, distribution centers, packing houses and other markets and situations where a longer life and more durable surface is required,” continues Cruce. “RCC is also environmentally sustainable and eligible for LEED (Leadership in Energy and Environmental Design) credits. It is available with 3/8ths, 1/2-inch or 3/4-inch aggregate and is ideal for heavy load situations. The list of benefits

is long, and vehicles can drive on the new pavement within the same installation day. What is not to love about RCC? You get the strength and performance of conventional concrete with the simplicity and cost savings of asphalt. RCC also comes with 96 to 98% compaction right out of the paver. Combine all this with longer service life and minimal maintenance, and you see why the value of this product screams for recognition.” E-commerce Distribution Center Construction Cruce points out that much of his workload has been filled specifically with work on E-commerce distribution centers in California. “We have been providing construction services for E-commerce from Camarillo in the south to Sonoma in northern California. We have completed 12 of these jobs over the past year, where we are assisting in the rehabilitation of existing E-commerce facilities. We typically go in and demo the existing interior, along with various civil site work duties,” says Cruce. “This includes things like modifying the parking lot to new specifications that can include grading, paving, and new curb and gutter installations. In addition, we are pouring new loading docks, building retaining walls, and replacing existing concrete with new cut-in trenches.” 24
Heavy Road Industries bids their services to a group of around eight general contractors that are currently performing most of the rehabilitation work for E-commerce in California. “We bid to all eight and have consistently won jobs from three or four of these contractors. We are currently working on E-commerce projects in Bakersfield and San Francisco. For example, we are modifying the parking lot in Bakersfield with new asphalt pavement, concrete islands and new curb and gutter. We are also installing loading docks with new concrete loading dock pavement, along with CMU footings, sidewalks, street gutters, and new concrete approaches. In all, the job will utilize around 3,000 tons of asphalt and 3,500 yards of concrete.”

We recently took delivery of a new Wirtgen SP 64i with dowel bar inserter (DBI). The DBI automatically drives the dowels into the concrete, providing joint reinforcement.” Paving foreman Dustin Miller also comments, “The Wirtgen SP 64i with DBI offers state-of-the-art controls that make operation easy and efficient,” says Miller. “The all-hydraulic transport and self-centering functions make for quick and easy off-sets.” Omar Hernandez is also a paving foreman for Security Paving, and he adds to Miller’s comments. “The fully modular machine design that takes the swing legs from transport to work mode is, in my opinion, what sets this machine apart from the other brands,” says Hernandez. “This is a time and manpower saver and there is no need for extra equipment.” “The entire team at Nixon-Egli has been great to work with during and after the sale.
