TTS Engineering, Inc. Leverages LiuGong Construction Equipment and Their Partnership with Warrior Machinery to Maximize Success and Opportunities Within the Civil General Engineering Construction Industry

im Wilson (Wilson) began working for his father's excavation business straight out of high school before venturing on as an owneroperator in 1996. Tim's Tractor Service was the initial enterprise that eventually became TTS Engineering, Inc. to reflect the company's growing construction service offerings. Now, with more than 32 years in the industry, Wilson has grown TTS Engineering, Inc. to where it now specializes in underground utilities, excavation, grading, demolition, concrete, and a variety of other services for both public and private industry.

TTS Engineering, Inc. operates as a prime contractor and a subcontractor for a long list of other general contractors, developers and agencies throughout Southern California. Wilson explains that around 75 percent of the company's workload is performed as a subcontractor for general contractors like Lusardi Construction out of San Marcos and CSI Construction (Colorado Structures, Inc.), with headquarters in Colorado Springs and California offices in Sacramento and Foothill Ranch. TTS Engineering, Inc. is currently working for both contractors, along with another 30-plus contracts on the books.

The Los Angeles Chargers are working with Continental Development Corporation and Mar Ventures, Inc. to construct a new corporate headquarters and training facility on a 14-acre site in El Segundo. The new complex is expected to be completed by July 2024, and the land it will sit upon was sold to the Los Angeles Chargers by the Raytheon Company. The aerospace giant is also selling

additional acreage from its 142acre campus on El Segundo Boulevard to other developers for the construction of offices and other commercial properties.

The Los Angeles Chargers broke ground on their new facility in May 2022, and the construction management team hired Lusardi Construction to construct a new public access road up to and through the new parking lot on El Segundo Boulevard. Part of Lusardi's contract called for wet utility work, which was subcontracted to TTS Engineering, Inc. (TTS). “We started doing some smaller bypass work in early October to prepare for the installation of the wet utilities,” says TTS owner Tim Wilson. “This is around a $5 million contract for TTS where we are installing 4,000 feet of RCP pipe, 3,000 feet of sewer, 4,000 feet of 16-inch ductile iron water pipe, and 3,500 feet of domestic water line.”

Wilson says the wet utilities are being installed using open trenching at depths of 14 to 18

feet deep. “We have around a dozen TTS crew members onsite supported by our new LiuGong 950E, 115,000-pound excavator, our new Dressta TD8 S-Series dozer, the LiuGong 936, 80,000-pound excavator, and other support equipment,” says Wilson. “We will also support the integrity of communication services that

include fiber optics that have massive penalties attached if they were to go down. This will include the installation of steel beams across trench line with conduit that will house and support the communication lines.”

According to Wilson, the main challenge of this project will be the associated tight working areas

and strict access and security regulations. “Our project manager, Robert Shubert, and superintendent, Mike Labounty, will have their work cut out for them as they work in areas as narrow as 8 feet and under the Metro lines. In addition, every crew member was required to participate in special training regarding construction in and around the Metro,” says Wilson. “We will be here for the wet utility installation for around nine months to a year.”

TTS INSTALLING WET UTILITIES FOR CSI CONSTRUCTION AT CHINO TOWN CENTER AT THE PRESERVE

CSI Construction Company (CSI) is currently under construction on Town Center at the Preserve in Chino, which is set to open in 2023. The 24-acre ground-up

neighborhood center is a part of Lewis Retail Centers and will be anchored by Stater Brothers and include six new shop buildings. The new mixed-use development in western San Bernardino County will feature a mix of retailers, office space, and common areas.

and have installed around 42,000 feet of sewer line, 4,000 feet of HDPE storm drain, 2,500 feet of domestic water line, and 4,000 feet of fire line,” says Wilson. “This is a private job on a 12-acre site in an area once full of dairy farms. This job was well planned out by the civil engineer, from the design phase to construction, and has gone smoothly for our project manager, Robert Schubert, and superintendent, Jason Serano.”

TTS INSTALLS WET AND DRY UTILITIES AT RANCHO BELAGO, PHASE II, IN MORENO VALLEY

Bridge Housing selected Reylenn Construction to build the second phase of apartments on the Rancho Del Sol Golf course in Moreno Valley. Rancho Belago, Phase II, is a 358-unit project with 16 residential buildings and a 7,700-square-foot community clubhouse/leasing center. Reylenn chose TTS to perform the wet and dry utilities that they initially began working on around two years ago. “Delays have been the biggest challenge on this particular project. We initially performed the 5,000 feet of storm drain work and then went into a holding pattern, waiting for city approvals. Then COVID took us off the project for around nine months. We started two years ago and have been back on the job for a couple of months,” says Wilson. “We recently completed more than 4,000 feet of 8-inch sewer line and 3,600 feet of domestic water line. We probably have another nine months of work to install 3,800 feet of 8-inch fire line and 3,600 feet of domestic water line. Then, we will begin the dry utilities portion for Moreno Valley Utilities (MVU) and Charter Communications which will include about 20,000 feet of pipe installation.”

Wilson points to another challenge that involved running 48-inch RCP right by the 18th hole of the golf course. “Installing RCP in and around an active golf course, specifically the 18th hole, was one of our other initial challenges. We needed to maintain comfortable

and consistent access for the golfers on the 18th hole and throughout the golf course,” says Wilson. “We are installing public water lines on Moreno Beach Drive. Our crews had to jack and bore under an existing storm drain culvert to install 12-inch EMWD water line. We completed that in around two weeks and are now installing additional domestic and fire water lines before moving on to the dry utilities. There have been many change orders and what started as a $2.4 million project for TTS is now closer to $6 million. I am serving as the project manager on this job, and Alex Padron is our superintendent. It has been a longrunning but rewarding project, and Rancho Belago, Phase II will be complete in 2024.”

WARRIOR MACHINERY LLC AND LIUGONG CONSTRUCTION EQUIPMENT

Part of being a successful civil general engineering contractor includes properly using and

managing a construction equipment fleet. Travis Nicholson has been with TTS for nearly two years, overseeing much of the company's inside operations. “We have developed a great relationship with Warrior Machinery and their owner, Steve Nadelman. It is a partnership that we are fully committed to due to their unbelievable support far exceeding what we could ever receive from the other distributors and manufacturers,” says Nicholson. “Steve Nadelman has been doing this for a very long time, and he exemplifies the experience and professionalism that you just don't see anymore. Nicholson points to some of the things that led to their fierce loyalty to Warrior Machinery and LiuGong construction equipment. “If one of our LiuGong machines goes down, Warrior is there with a new

replacement piece of equipment the next day. The same goes for any service issues, and timely parts availability has never been an issue,” says Nicholson. “When we purchase a new machine, like our new LiuGong 950E excavator, Warrior is there to train our operators on all aspects of operating our new piece of equipment. We are also working with Warrior to update our fleet with Topcon and Trimble diagnostic and GPS 3D system technology. We are looking at this technology to mitigate the learning curve of our newer operators and the Tier IV Final equipment.”

According to Nicholson, whenever TTS's fleet of LiuGong and Dressta machines were all out on jobsites, they would rent additional units as needed from Warrior Machinery. “Our price point is much more economical with Warrior Machinery and their

LiuGong and Dressta machines. We also get an extended warranty plan that cannot be beat,” says Nicholson. “Every new machine comes with a 3-year, 5,000-hour bumper-to-bumper warranty, and a 7,000-hour pump and powertrain warranty.”

TTS now owns LiuGong excavators and wheel loaders that were initially purchased as far back as 2011. “We are now looking into trading in some of our LiuGong machines with more than 7,000 hours that have served us so well over the years,” says Nicholson.

“Performance and durability are no longer a question or issue. The LiuGong machines have proven themselves through years of some of the most grueling work conditions. It is now time to look at buying new machines, and we will look no further than Warrior Machinery.”

STABILIZATION FOR PHILBIN CONSTRUCTION ON CBX OTN PARKING LOT PROJECT

AMPCO Contracting (AMPCO) is the prime general contractor on the OTN Parking Lot project in Otay Mesa. This Irvine-based construction firm was contracted to build a 19.16-acre, 1,918-stall surface parking lot within a 28.9acre site. The new parking lot is adjacent to and will partner with Cross Border Xpress (CBX). CBX is often referred to as the Tijuana

Cross-border Terminal and the Puerta de las Californias. Specifically located south of Siempre Viva Road between Las Californias Drive and Inbound Street, CBX is a pedestrian bridge exclusively for passengers of the Tijuana International Airport that allows millions of passengers to cross the border between Mexico and the United States.

AMPCO has subcontracted several trades to numerous quality contractors for grading and excavating, electrical, curb and gutter, retaining wall, culvert, paving,

striping, and lime treatment of the subgrade. Philbin Construction, Inc. (Philbin) was chosen as the grading and excavating contractor to perform the mass and fine grading. Part of Philbin’s job was to provide a balanced site resulting in 19,500 cubic yards of cut and 19,500 cubic yards of fill. They also teamed up with Miller Blades to perform the fine grading ahead of the subgrade lime treatment and asphalt paving services.

(PRS), headquartered in Jurupa Valley with locations throughout California and Nevada. “PRS is lime treating highly expansive subgrade soils on about 700,000 square feet of parking lot area. The lime reacts with the clay soil and strengthens it through a chemical reaction,” says Joe Philbin, owner, and president of Philbin Construction. “This lime treatment process is a highly sophisticated and coordinated

effort due to time limits associated with the curing process.” Philbin points to his relationship with Marco Estrada, Director of Business Development, as one of the reasons he always looks forward to working with PRS. “Marco Estrada is a seasoned industry veteran with years of knowledge and experience in treating soils with lime, cement, and other additive solutions. He assists in guiding project geotechnical consultants and contractors with soil stabilization

processes and steers the project team to make every job run as smoothly as possible,” continues Philbin. “Marco and I have performed many projects together over the past 20 years, including jobs where we cement-treated storm channel banks for large-scale

contracts in the California and Nevada deserts. It is great to be working, once again, with Marco and the rest of the PRS team on the OTN Parking Lot Project.”

PRS began the lime treatment process on the OTN Parking Lot Project on November 14 and is projected to be on the job for 21 days. In addition to treating the parking lot area, PRS is also performing cement stabilization for some offsite work, including the widening of Siempre Viva Road and the entrance and exit to the parking lot. Marco Estrada explains the lime treatment process. “During the geotechnical investigation, Kleinfelder, Inc., the geotechnical firm on the project, found the underlying soils expansive, with very low R-values and exhibiting a poor ability to carry load,” says Estrada. “Instead of removing the unsuitable material and replacing it with structural fill or aggregate base, Kleinfelder engineered and recommended lime stabilization of the soil to mitigate the expansion and increase the strength of the soil. Along with the pavement investigation, Kleinfelder also conducted the mix design and performed quality control testing during the lime stabilization process.”

Engineered to be a part of the pavement structural section, soil stabilization processes allow for the use of unsuitable soils that are generally exported, consequently reducing the amount of constructionrelated trucking and the associated impact on the community and environment. On most soil stabilization projects, it is common to realize a reduction in the trucking requirement by a ratio of 40:1 when comparing remove and replace construction methods to soil stabilization processes. In addition to enhancing the sustainable footprint of the project, the reduced truck traffic also significantly improves onsite safety, reduces construction costs and construction schedule. The stabilized subgrade will also provide the added benefit of “winterizing the site” by establishing all-weather access during this winter season construction project.

According to Estrada, the geotechnical engineer recommended 5 ½ percent quicklime at a depth of 18 inches based on the dry unit weight of soil in-place. “The process

begins with the delivery of 1/8” minus quicklime that is transported to the jobsite in pneumatic trucks at approximately 26 tons of quick lime per load,” says Estrada. “The lime is pneumatically transferred into our lime spreader truck equipped with meters and scales to control the application onto the grade at the prescribed rate of application. Once spread on grade, the lime and soil are mixed with a Wirtgen 240i soil stabilization machine. The Wirtgen mixes the lime into the soil while injecting water to hydrate the quicklime.”

Estrada points out that the lime is mixed a minimum of two times on the first day, and allowed to mellow and cure in a loose condition for at least 48 hours per specifications. “Once the mellowing period is complete, we remix the lime treated soil, adding water as necessary to reach uniformity. The next step is compacting the material with our CMI RexPactor 350 open-ring steel compactor to 95% of ASTMD558 per the specifications,” continues Estrada. “Once the material is compacted, Philbin Construction reestablishes a fine grade to meet the specified tolerances. The material is then moist cured for a minimum of five days. After

the curing period, the paving subcontractor, Pave West, Inc., will pave 4 inches of hot mix asphalt directly over the lime stabilized subgrade/base.”

Jon Van Nyhuis is the branch manager for PRS San Diego, and he points to one of his team’s challenges on the OTN Parking Lot Project. “The concrete curbs, light bollards, and planters were already in place when we started the lime stabilization process. The grading crew is using a skip loader and a mini excavator to dig out the material around the tight corners of the concrete structures,” says Van Nuhuis. “We then mix the material with the lime additive and put it back in place before final grading with a blade. We have five PRS team members onsite to perform this work and operate the spreader truck, soil stabilization machine, compactor, and two water trucks.”

Woody Marx, superintendent for PRS, is managing the project onsite. “It has been a pleasure to work with Joe Philbin and his professional crew on this lime stabilization project,” says Marx. “We have worked on several projects with Joe, and he is always very attentive to our needs.

His attention to every detail is appreciated and helps to keep us all on track.”

PRS CEMENT STABILIZES THE ONSITE SOILS ON 2 PHASES OF THE UCSD PEPPER CANYON WEST STUDENT HOUSING PROJECT

1,300 transfer and upper-division undergraduate students at UC San Diego will soon be getting muchneeded additional housing as soon as Fall 2024. Construction of the Pepper Canyon West student housing project is underway and will feature single-occupancy rooms in two 22- and 23-story towers. Clark Construction is the prime contractor on the project, and they subcontracted the grading, excavating, and general earthwork to Sierra Pacific West, Inc. According to Estrada, the contractor's geotechnical consultant, Group Delta Consultants, Inc., out of San Diego, recommended that the soils below the planned building foundation for the two multi-story buildings be treated with cement to increase bearing capacity. The soil cement was recommended to increase strength of the soils under the building areas not founded on formational materials.

With a minimum design strength of 300 psi, the soil cement would provide a more compatible bearing capacity and settlement characteristics to the formational material encountered on the other part of the building foundations.

Jon Van Nyhuis points out that it was necessary for PRS to coordinate their daily operations with that of Sierra Pacific West. “The subgrade material was excavated and stockpiled onsite prior to PRS mobilizing to the jobsite. Sierra Pacific West placed the previously excavated soil material in 12-inch lifts after it was treated with 5 percent cement. Our crew members used our Wirtgen 240i soil stabilizing machine to mix the soil and cement while introducing water into the mixing chamber to hydrate the material. The cement was mixed into the soil a minimum of two times to assure uniformity and then compacted using our CMI RexPactor 350,” says Van Nyhuis. “Upon completion of a soil cement lift, Sierra Pacific West would place another 12-inch lift of onsite soils directly on top of the previously treated material. This process was performed in multiple lifts every day until we reached the top of the soil cement grade.”

Woody Marx was again the superintendent overseeing the soil cement operations for PRS on the UCSD project. “The project was completed in two phases. We started the North Tower on October 4 and, while working in a relatively small building footprint, completed the placement of around 1,200 cubic yards in two days. Due to the configuration of the formational material, the North Tower required 11 feet of fill, so that was 11 lifts mixed with soil cement,” says Marx. “We returned to work on the South Tower on October 21 and finished the 12,300 cubic yards and 21 feet of soil cement fill on November 4. Our goal was to complete 1,000 cubic yards daily, and we ended up being shy of that at a little more than 900 cubic yards each day. However, this was still quite an accomplishment considering the alternating fill placement and soil cement operations with each lift.”

Marx says that his crew of three got the job done using a spreader truck, mixing machine, compactor, and water truck. “We have done a lot of work for Sierra Pacific West, and they are always a pleasure to work with on any jobsite,” continues Marx. “We all worked closely with Sierra Pacific West superintendent, Joe Holder, and

he was there every day, pushing hard and overcoming any and all challenges along the way.”

Branch manager Jon Van Nyhuis recalls a few of the challenges that presented themselves on the UCSD Student Housing Project. “Our cement stabilization crew was working right in the heart of the UCSD campus, near the UC San Diego Blue Line Trolley, art installations, and Epstein Family Amphitheater. Our soil cement stabilization solution helped lower the construction-related truck traffic by around 40 to 1,” says Van Nyhuis. “Coming up with sustainable solutions to alternative remove and replace or import/ export methods helped keep the students, faculty, and general public safer. This was an active campus with a lot going on, including a VA hospital right next door. As an additional safety measure, Sierra Pacific West had a flagger at the entrance and exit to safely guide the students and construction truck traffic.”

Estrada concludes by pointing out that the UCSD student housing job was not the first time soil cement had been used on campus building projects. “Soil cement stabilization has been used on similar applications to improve the

engineering properties of other UCSD building projects,” says Estrada. “Soil stabilization is the recycling of onsite soils, and it is for this reason that these engineered, onsite recycling solutions are regularly implemented to enhance a project’s sustainable footprint. There are so many benefits to utilizing and recycling soil and other materials in place,” says Estrada. “When unsuitable soils are encountered on a project, a stakeholder can move to an engineered approach toward improving the onsite materials within the new structural section for pavement and building foundations alike. As Jon talked about earlier, the initial and most important benefit is the improved job site safety due to the reduction of construction-related traffic. Then there is reduced construction costs and greenhouse gas emission and energy consumption related to truck traffic. procuring materials to supervising multiple jobs daily.

Most of Hardy & Harper's subcontracting work is performed for other general engineering contractors, as well as for builders, developers and public works agencies. According to Dooley, Hardy & Harper's single largest customer is Sukut Construction (Sukut). “I think Hardy & Harper has been working with Sukut for 25 or 30 years, and I have had the pleasure of serving their paving and other construction needs for the past nine years,” says Dooley. “The bulk of the work that we do for Sukut is connected with the work they do for numerous landfills throughout Southern California. This encompasses around 75% of our workload for Sukut. We regularly perform asphalt paving and concrete construction duties on these landfills and various other projects for Sukut.”

OLINDA ALPHA LANDFILL PAVING FOR GREENERY COMPOSTING OPERATION

One of the jobs Hardy & Harper is currently working on for Sukut is the new Valencia Greenery Composting Operation at the Olinda Alpha Landfill for the OC Waste & Recycling facility in Brea. Sukut is constructing a new 230-ton-per-day composting operation on a 15.3-acre landfill area. The new state-compliant green waste composting operation will allow the County and incorporated cities to divert organic waste materials from landfill disposal. “Sukut contracted Hardy & Harper to pave a fire access roadway around the new greenery composting operation. We put down approximately 3,000 tons of asphalt in late November,” says Dooley. “We started with four inches of base pavement, followed by a 2-inch cap, for a total

of six inches. This is the standard procedure and specifications for most of the landfill paving we do for Sukut.”

PRIMA DESHECHA LANDFILL SCALE HOUSE RELOCATION AND NEW ASPHALT PAVEMENT INSTALLATION

Hardy & Harper is also working for Sukut at the Prima Deshecha Landfill in San Juan Capistrano. Sukut was chosen as the CMAR to perform a significant infrastructure upgrade of the entrance facilities and landfill gas flare system, along with other improvements to the approximately 9-acre landfill site. Sukut was contracted by the OC Waste & Recycling to remove and replace the existing fee booth and scale, remove the automated scale, build two new scale fee booths and four new scales. Sukut is also constructing an office building and parking lot, as well as paving

ingress and egress lanes and access roads. Additionally, the contract calls for installing a new septic system and retaining walls. “Sukut hired Hardy & Harper as a subcontractor to pave a new truck entrance for the newly built scale house. We were also contracted to install 6,000 linear feet of new curb and gutter and 10,000 square feet of sidewalks associated with the project,” says Dooley. “In addition we will pour approximately 12,000 tons of hot mix asphalt that will include the paving of the new entrance pavement and smaller access roads. The installation is like the other landfill projects where we will put down 6-inches of asphalt in two lifts. We have been on and off the job since August and should have it all wrapped up by March 2023.”

According to Dooley, landfill paving projects come with many expected challenges. “Some of

these obstacles include paving steep grades of up to 25 to 35 degrees. However, it is the landfill traffic that sometimes presents the biggest challenge. These are open and active landfill operations, and they do not shut down just because there is paving or other construction in progress,” continues Dooley. “To mitigate the traffic and infrastructure issues, we are often given special start and stop times or asked to come up with a logistical solution to the continuous landfill traffic.”

PAVING INTERSECTIONS ON THE PALM SPRINGS MDP PROJECT

According to Dooley, Hardy & Harper serves the subcontracting needs of Sukut in more ways than just on landfill projects. They are also working in Palm Springs for Sukut on the MDP Line 41 Stage 3 and 4 Project for the Riverside County Flood Control and Water Conservation District. Part of the project details includes Sukut constructing approximately 7,600 linear feet of reinforced concrete pipe storm drain ranging in size from 18 to 108 inches. Additionally, Sukut is exporting 220,000 cubic yards of earth to build building 7-acre detention basin. “This is another project for Sukut where we

says Dooley. “We are essentially repaving the roadways disturbed by the installation of the new storm drain channel. We come in and patch and pave these areas for as long as a week at a time in the larger affected areas.”

Hardy & Harper currently maintains three highway-class paving crews and two compact paving crews for the smaller parking lot projects. “Our larger paving crews run with between 8 to 11 crew members. We generally run our Bomag/Cedarapids 10-foot pavers extending out to 20 feet on our larger projects and our Carlson paving machines on the smaller jobs. We rely on the folks at Herrmann Equipment for the sales, service, and parts for these machines,” says Dooley. “Regarding compaction, we generally use Cat CB10 tandem vibratory rollers on the bigger jobs and more compact Cat CB32 smooth drum rollers for the smaller projects. We have grown significantly during these last nine years and will soon have four fullsize paving crews and two Carlsonsize compact crews running on jobs every day.
