City of Martinez opens new aquatic center Vision achieved within budget goals

The new center includes a play pool with a beach entry, spray play equipment and 1-3 ft depth teaching area. The lap pool has eight lanes for swim meets and lap swimming with the ability to create three 30-meter lanes for longer course swimming. The lap pool includes a diving well, ADA lift and easy access by stairs.

New facility a community success – 1000% increase in use. The new Rankin Park aquatic complex replaced three aging, inefficient pools. Arch Pac consolidated multiple uses into two pools, and used energy-efficient materials and equipment to keep operating and maintenance costs low. The result: a versatile, multi-use facility that operates with the same budget as the old complex – but with much higher community use. “Participation has increased 10 times over the old complex,” says Recreation Supervisor Patty Lorick. “The community is very proud of this facility. We’re getting an outstanding return on our investment.”

Conference Is Your One-Stop Shop by Pilar Alcivar McCoy • CPRS President

N

ow that a new year is upon us, it’s time to look ahead to the annual CPRS conference, more formally known as the California & Pacific Southwest Recreation and Park Training Conference. This annual gathering of parks and recreation professionals from California and the Pacific Southwest states is a wonderful opportunity to learn from experts, each other, and exhibitors. Through networking with colleagues and friends, visiting the exhibit hall and attending education sessions, I always get reengaged and energized about the work we do. I can attest that my enthusiasm for my daily work is ‘ratcheted up’ a notch after attending the conference! The promise CPRS makes to its members is to provide career development, networking, resources, and to be the public advocate for California’s park and recreation professionals. The annual conference is definitely YOUR one-stop shop for this! The conference gives you the knowledge to adapt to economic pressures and a rapidly changing workplace through sessions like “How to Build and Maintain Successful Collaborations” and “Emerging Models – If Not Now, When?” You will also have access to resources that improve your ability to communicate the value of parks and recreation to decision makers and the general public during the “Parks Make Life Better!® All Conference Roundtable.” This session will be a time to share strategies that have worked in other agencies so

you don’t have to reinvent the wheel. There are onsite tours to aquatic facilities, parks, and facilities to see firsthand how other agencies are operating.

Vendors ARE Resources

But resources aren’t found only in the educational sessions as oftentimes casual conversations yield a wealth of ideas. Take time and walk through the Exhibit Hall and chat with the vendors. These vendors are underappreciated for what they know about the issues we have to deal with. They are knowledgeable about how agencies process, plan, and evaluate. Even if you don’t have a particular need or upcoming project, it’s good to become familiar with the products and services available to you. One day, that information will come in handy!

Networking IS Learning

Conference is YOUR opportunity to network across agency boundaries and disciplines. Alamitos Bay, a Long Beach “jewel,” is home to Long Beach’s largest marina system, plentiful water sports and beautiful waterfront homes. Mentoring Program Hosted by the CPRS Administrators Section (No fee, no CEUs) This program is designed to offer students and entry-level parks & recreation staff the opportunity to be mentored by a professional in their field of interest. A Poker Pub Crawl is an organized all conference social where conference delegates visit at least five different checkpoints, drawing a playing card at each one. The object is to draw the best 5-card poker hand at the end of the event. No purchase is required at the Poker Pub Crawl venues.

Where do we start?

Check in at Gladstone’s at 7:30 p.m. to receive your official scorecard and first playing card. From there, you’ll

need to stop by at least four more checkpoints to form the best 5-card poker hand possible. The more restaurants you visit the greater likelihood you’ll have at a better hand. You can visit as many of the participating establishments as you like, and in any order.

T

his mass exodus of experience and institutional knowledge will present unforeseen challenges for our field. There needs to be a strong focus on planning for professional leadership and organizational strength for agencies, and that type of planning is called “succession planning.” Part of the challenge is, of course, related to the economic recession in the United States. Many older professionals that may have retired in the last few years have held off retiring, as they saw the economy affect the levels of their retirement savings. As either the economy starts to improve, or these still working but eligible workers just get older, there will be a large increase in the annual number of retirees. In addition, for many agencies, budget woes are impacting the ability to fill positions, with mandated hiring freezes, or reorganizations to help reduce staffing costs. In addition, most universities are seeing a reduced number of undergraduates in their parks and recreation majors, which is

in turn producing fewer qualified professionals at the entry-level. The good news for younger parks and recreation professionals is that there will probably be a wide variety of positions opening up, but are you ready to assume those positions? Senior management of agencies have a choice – do they want to be reactive to these challenges, or pro-active in their planning to have a well-trained and ready work force? Three basic questions to ask when contemplating succession planning are: • How do you develop leaders in your agency? • How do you prepare for succession planning for key leadership positions in your agency? • How do you handle poor performers? The big question many agency leaders ask is, “So, how do we create a Succession Plan and what should it include?” The broad overview of what to address involves: • Leadership identification

• Leadership training • Knowledge transfer and legacy creation • Possible reorganization • Creation and communication of THE PLAN

Recognizing the Diversity of Employees

The first thing to recognize is that every organization has a unique population of employees. There is not a “one size fits all” succession plan that works for every agency. Often retiring employees are in leadership positions or possess institutional knowledge critical to organizational sustainability, but this is not always the case. To create a plan, you need to be aware of the age demographics of the employee workforce, their qualifications, and their plan for their inevitable departure. Agency demographics change depending on agency lifecycle, community profile, and maturity.

Employees are humans (yes, it’s true…), and as such, they are made up of a mix of folks who may be “risk adverse” (they don’t like change and will try to avoid it) or “risk takers” (they don’t mind change and look forward to it). It is important to recognize which employees have which characteristics, and that will help both in the planning and communication stages. It is necessary to develop a culture to support innovation…through recruitment, appraisal, and recognition. One way to help avoid negative impacts of the changes is to involve employees in the process to create alignment with the plan. It helps to remember that really good employees like working for a forward thinking agency.

Fortunately, although gaining experience often takes time in a variety of situations, leadership is a craft for which you can continuously learn and adapt to become better. Some ways to

In many other professions there is a personal responsibility for continuing education – as an investment in long-term personal growth. While it is important for agencies to support their employees in their career growth for both personal and

• Mentoring or Executive Coaching – This can be provided at minimal cost by agencies through mentoring programs or joining groups such as civic organizations or Toastmasters®. Some state professional associations offer free mentor programs for their members. Executive coaching can help too, especially if an individual recognizes that they have specific limitations on some of the necessary strengths that they need to develop. • Job Rotations – Having employees periodically gain experience in other areas helps ready them for more responsibility, and also helps if there are sudden gaps in personnel. Senior leaders need to include periodic delegation of their own responsibilities and duties to those who are ready,

u Succession Planning so that when the time comes for them to move up, they have some of that experience. • Feedback on the job – This can be handled through well-handled performance appraisals, 360 degree appraisals, and “Just in time feedback” in between scheduled appraisals. • There should be an ongoing focus on building on strengths not weaknesses, developing a culture of personal accountability, and supporting continuous habits of reading everything that you can.

Recognizing the Need for Development of Core Competencies for Agency Leaders

Most parks and recreation staff start their careers as programmers in a certain type of activity, or technicians or front line personnel in maintenance or customer service. As they move up the ranks, it is important in any field that staff gain experience in not only

supervision, but also the five major areas of executive competencies. Many university undergraduate parks and recreation programs do not spend significant time on preparation for all of these areas. They generally include: Communication – Leaders must be able to foster good internal and external relationships, create and implement marketing and communication strategies, communicate the agency’s vision and mission, and foster and formalize collaborations and partnership planning. Financial Analysis – Leaders must be able to prepare and manage budgets

for areas of responsibility, conduct cost recovery analysis relative to their agency’s specific mission, and procure and manage traditional and alternative funding mechanisms. There are many newer and effective methodologies and tools such as the “Pyramid Methodology” and the “Services Assessment Matrix” related to funding and identification of core service provision that are not yet taught in undergraduate programs, so can only be learned through continuing education settings or on the job. Human Resources – Beyond basic recruitment, hiring, supervision, and documentation for staff, leaders need to understand and have skills in dealing with personnel issues (those darn humans again…), performance measurement, evaluation, and specialties such as dealing with unions and independent contractors. One key bit of experience needed is understanding and using the concept of “managing up” – that the higher you go in leadership, the more time you spend man-

Succession Planning u aging those folks above you (council, legislators, the public, etc.), rather than supervising those who work for you. Good leaders have to do this very well. Operations - Good leaders have at least a basic overview of all aspects of running an organization and the divisions that report to them, including administration, programming, conservation, and maintenance. This includes an awareness of new trends and best practices used by other agencies and other related disciplines. Planning – In reality, planning should be part of the job descriptions of all employees at all levels, but as leaders emerge, they need to gain the bigger picture and the overall context of the interactions of each and all divisions and areas of the organization. This includes community needs assessment, capital planning, assets and programs management, plans for various aspects of the agency, performance measurement, and evaluation. New tools for planning have emerged with growing technologies in recent

years – most specifically the inclusion of Geographic Information Systems (GIS) for agency inventories, along with the management of needs for resources through the use of the Composite-Values Methodology (CVM) for Level of Service Analysis.

Recognizing That Not Everyone Will “Retire”

Another shift that is happening is that many long-time professionals, once they qualify for retirement or leave their full-time positions at their organization for other reasons, are choosing to continue to work, at least

part-time, as consultants or independent adjunct contracted staff. This is causing some challenges related to continued professional development through parks and recreation associations, as they don’t often have ways to classify these retirees or consultants as “professionals” (since they are no longer employed full-time by agencies), but they still offer years of experience and commitment to the field. It should be recognized that many agencies are shifting to utilizing these contracted experienced staff, as they offer a lower cost (no full-time benefits package) and strong experience in the field, but require different handling than “traditional” full-time or part-time employees. How will your agency handle this shift?

Writing the Succession Plan

So, how does an agency take all of this information and formulate it into “a plan”? Many agencies have pieces of this work addressed in various differ-

u Succession Planning ent ways, but not pulled together into a cohesive written plan. To pull the plan together, each section requires some work, but the basic outline for a five to ten year Succession Plan can be as follows:

process, not only to foster awareness, but to create adherence and buy-in to the plan so it is successful over time.

• Introduction • History of the Agency • Agency Demographics • Upcoming Anticipated Retirements and Changes • Leadership Development Support Opportunities • Recruitment and Training Strategies • Plans for Organizational Change and Adaptation • Strategic Implementation Steps It typically works best if someone (can be an individual, team, or a consultant, depending on staff workloads and capabilities) is assigned the role as the lead person charged with working with staff and Human Resources (if a separate department for your agency)

to gather the information for each of the sections, and then writing it up into a formal document. The process should be announced to all staff to promote involvement at all levels of the organization, broad information gathering, and to encourage a culture of openness. There are some areas that require finesse, sensitivity to personnel issues, and maybe an “objective third party” to garner consensus on the best strategies for future development. Once the plan is outlined, it should be shared with all staff. Adoption of the plan by your governing bodies and communication should be part of the

he Parks Make Life Better!® campaign is on a “roll!” Over 230 agencies in California (and a few out-of-state) are now brand partners. Our campaign objectives are twofold:

• Members utilize the campaign to position their agency and services as vital to the quality of their community • Every experience with the parks and recreation profession conveys elements of the profession’s brand promise: o Access to the serenity and inspiration of nature o Access to spaces and places for play and exercise o Opportunities for directed and organized recreation

o Positive alternatives for youth (to reduce crime and mischief) o Activities to facilitate social connections, human development, therapy, the arts, and lifelong learning In the last two years we have learned more about the process of branding and how agencies are currently branding themselves. One of the most frequent reasons we hear from agencies NOT participating in the campaign is “we have our own logo and campaign so we don’t want to confuse our customers.” In branding there is an approach called “co-branding.” So what is it? Co-branding is a relatively new marketing concept in which brands join together to increase their marketing synergy. The object of co-branding is to strengthen both brands. In co-branding various logos, color schemes, and brand identifiers can be used together.

Recently I spontaneously asked friends for dinner; my yoga class went longer than scheduled so I had to make quick decisions at the grocery store. I needed dessert. I scanned the cake aisle for something quick and good. BAM! this box caught my eye as an example of co-branding: Hershey’s Chocolate and Betty Crocker (I think this is a

match made in heaven!) I immediately picked up the box! At the checkout counter I saw this great example of co-branding of Dr. Pepper and Lip Smackers:

which started back in 1988. There are actually three Shamu planes. Need one more example of cobranding? Look at this example between the Girl Scouts and Diar y Queen which resulted in the Tagalong, Peanut Butter Patties, and Thin Mint Blizzards. The logo and slogan are now trademarked so as a brand partner you must adhere to the color and type font. The logo and slogan may be printed in black and white. The slogan must contain the registered ® mark when used. Your agency has the ability to determine where you wish to place the logo and slogan. No pre-approval is required. 3. Costs savings: participation in this campaign requires one person in the agency maintain CPRS membership. For $155 your agency will receive a trademarked logo and slogan, branding tool kit, a wealth of information about branding, and a network of 230+ agencies working towards the same goal: awareness that parks and recreation is an essential community service. Where else can you get a research based statewide public awareness campaign for so little of an investment?

This campaign is a “unifier” for all agencies providing parks and recreation services regardless of their name or governmental structure! 6. Degree of co-branding now: it is likely your agency is involved in

s park and recreation professionals you are asked to get a lot of things started… planning a new program or special event, deciding which vendor to use, hiring new staff, to name a few and even taking on a whole new responsibility! Some of these you can do ‘with your eyes closed’ and some you have to stop and say to yourself, “what am I going to do first?” CPRS released the Parks Make Life Better!® branding campaign three years ago. Since then 230+ agencies have embraced the campaign by adding the logo to their email signatures, Websites, brochures, letterhead and business cards, staff shirts, door mats and signage. These are all great “starts” for our efforts to position parks and recreation as an essential service through the use of statewide messages and visuals. This article highlights how three agencies – City of Mountain View, Cosumnes Community Services District, and the Town of Windsor – are taking the campaign to the people. Surveying Parents “How do Parks Make your Life Better?” By Kristine Pardini Recreation Coordinator City of Mountain View

T

he City of Mountain View Community Services Department adopted the Parks Make Life Better!® brand in June 2010. Recreation Division staff met to discuss the many creative ways we can roll out the brand to the community and start spreading the word on how Parks Make Life Better!®. One way to begin a community conversation on the brand was to frankly ask our participants and families, “How do Parks Make your Life Better?” Every summer we send program evaluations to parents at the end of each class and camp session to see how their child enjoyed the class or camp and receive any feedback that can help us improve our programs. For the Summer 2010 Class and Camp evaluations we added the question, “How do Parks Make your Life Better?” at the end of each evaluation. At this point, the Recreation Division had rolled out the brand through a press release in June 2010, a proclamation in July 2010 noting July as Parks Make Life Better!® month, education and training to all Recreation Division staff on the brand and the six messages, and staff began wearing Parks Make Life Better!® T-shirts on a weekly basis and at city events. We had just began rolling out the brand, but wanted to hear more from the community what they thought the brand meant to them without much education on the brand or the six messages. The results were surprising and great, lining up with the six messages of the brand: positive spaces, gathering places, play, nature, forever, and exercise. A total of 38 parents responded with great quotes about how Mountain View parks make their life and their family’s life better. After receiving such a great response, we wanted to share these great quotes with our City Council members. Each week, City Council receives a document entitled “City Council Weekly Notes.” After the summer ended, staff drafted up an explanation of the quotes and sent them with the October 14, 2011 weekly notes. Now that we have these great quotes, what should we do with them? We saw this as a great opportunity to share the quotes we received with members of our community through our Activity Guide. Any white space that was available for the Fall 2010 Activity Guide, and future guides, we included a quote that either fit that page or the theme of the Activity Guide. Adding the quotes was a nice touch and also challenged readers to think about how parks make their life better. The question was added again on the Summer 2011 class and camp evaluations and was also added to the Aquatics swim class evaluations. arks and trails, recreation programs and special events make communities enjoyable places to live. In fact, most people research schools and the parks and recreation programs when deciding where to live. As for the employees of the Parks and Recreation Department of the Cosumnes Community Services District (CSD), located in Elk Grove, CA, we truly believe that what we do for the community makes their lives better. So when the California Park & Recreation Society introduced the “Parks Make Life Better!®” brand campaign, we were all in. We began by including the “Parks Make Life Better!®” logo on staff shirts, in activity guides and on banners hung at special events. We also took the brand campaign to the staff and incorporated it in some section trainings and programs. The Aquatics section asked their part-time pool staff to create posters that reflected how parks have made their lives better. District and department management staff was invited to the training and each part-time staff person communicated how parks have impacted their lives by describing their portion of the poster. In our after school program, the “Parks Make Life Better!®” brand is being introduced to the K-6th grade participants through the creation of an exhibit called “Art Everywhere,” which will feature watercolor artwork that will reflect what parks and recreation programs mean to the students. Since the introduction of the “Parks Make Life Better!®” brand, the CSD has included a message from the Parks and Recreation Director in its quarterly activity guide asking residents to share why parks make their lives better. Although a repurposed article has appeared in many guides, not one response has been received. We can assume from jam packed classes and very successful special events that we have made an impact on the community through our parks and recreation programs. However, we still wanted to hear from the community. So we decided to try a competition and added some prizes to attract more responses to the question “How do parks and recreation programs make your life better?” There is something to be said about a true life experience or a shared memory that tells us that we are providing places and activities that are enriching lives. Therefore, we decided to put together a creative and easy writing contest for all ages to enter. The contest simply asks for entrants to submit a short essay, 250 words or less, explaining how Parks Make Life Better for them and/or their family. We love receiving feedback from participants and we believe the contest will help us improve our understanding

This way people see it on a continual basis and we will have them thinking about parks and how past experiences in recreation programs, at special events or in a park has positively impacted their lives. Town of Windsor is Hosting a Photo Contest By Cindy Toms Recreation Program Supervisor Town of Windsor

T

he Town of Windsor is one of many enthusiastic brand partners that wanted to initiate the Parks Make Life Better!® branding campaign in their community by going beyond just putting the logo on staff t-shirts, tailgates of department trucks, office decor or day camp t-shirts. We wanted to get the public involved, learn what it is that they love about us and position ourselves as a provider of an essential service at the same time. We created a photo submission contest that is currently running through February 13, 2012. The submitted photos will then be uploaded to our Town of Windsor Parks and Recreation Facebook page where fans can vote for their favorite photo using the “Like” button. The value of this contest goes beyond just getting the word out to the Town of Windsor, it gets the public involved on two counts. First, they identify personally how Parks Make Life Better!® by photographing something special to them. The messages are then reinforced by the public viewing the photos and learning how Parks Make Life Better!® for their friends and neighbors. In addition, the contest has increased the number of Windsor Parks and Recreation Facebook “fans”. Below is the information for our contest announcement on our Town Website. Articles promoting the photo contest were published in two local newspapers the week of January 23rd, and as of February 2nd we have already received 26 photos.

s we walk in the front door, I reach in my pocket to pull out my phone. My daughter rolls her eyes and mockingly asks “Are you checking in again?” and I answer her “Of course, a few more check-ins and I might be mayor.” Then she holds out her hand and I hand the phone to her because despite her giving me a hard time about checking in, I know she secretly enjoys doing it. “You’ve been here eight times, Jill is in 1st place with 85 points, Stephanie has 78, you’re in third with 71 and Brian is at 56,” she reports. I am a pretty consistent user of Foursquare. I enjoy checking in everywhere I go to see how many places I can become “mayor,” how many badges I can collect and to see where else my friends have been. Foursquare is one of a multitude of LBS applications available to park and recreation professionals to use. LBS stands for “Location Based Service” and it uses geographic information systems, the Internet and smart phone technologies to generate information for a mobile user. It can tell you where you are, where you want to go and even what’s around you. Knowing where you are sounds pretty unimportant unless of course you are lost, then it’s really important. Even men are in need of the second objective (where to go) despite our belief that we can find our way anywhere and we most definitely do not need it for number 1. And the third feature is pretty cool when you are looking for coffee or a really good BBQ restaurant nearby. But how do we apply it to parks and recreation? I think park and recreation professionals can find three very important reasons to understand LBS and the myriad of applications that use it. The first is to market your events, programs, services and facilities. Secondly, I hope to spark your creative juices in creating new programs using LBS. Lastly, it is a place for you to keep tabs on what your customers are saying about you. Many agencies are already using Facebook and Twitter to market their events. But one aspect most agencies are missing is the interaction between the agency and its followers, as well as creating interactions between their followers and prospective followers/customers. Location Based Systems u way it allows people to communicate with each other. The agency needs to learn how to leverage their current followers so that they become marketers for the agency. Many of the LBS applications work in conjunction with Facebook and Twitter so that you can not only share on the application’s platform, but you can share with your friends/followers on Facebook and Twitter. While Foursquare allows me to share with my friends and followers my every check-in, I can pick and choose when I want to share. Rather than inundate my friends with my every check-in, I only share when I am going somewhere out of the ordinary or attending an interesting event that is happening at the location I am checking in to. After all, the reason for sharing things on Facebook and Twitter is to create some discussion among my friends. Just letting everyone know I am at the grocery store is not interesting enough to generate any discussion

among my friends. Not even if I am Ashton Kutcher (okay, maybe that would be interesting to some of his 9+ million followers).

Marketing Possibilities

So how do you use a location-based application like Foursquare to market your facility or program? Starbucks has a nationwide program, that “mayors” get a $1 discount on their order when they check in. California Pizza Kitchen will give you a free dessert on your third check in. A local Japanese restaurant I checked into had an instant coupon of $10 if I spend $10. Starwood Hotels incorporated their loyalty points program with Foursquare check-ins. There are many ways you can run similar programs at your community centers, aquatic facilities or open gyms. Offer a special deal to the “mayor” or a free pass after five check-ins to your open gym, or create a 1st time check-in offer. Even companies without physical

locations are beginning to use Foursquare. The History Channel incorporates historical facts into the tips feature of Foursqure. Each time you check-in at a famous/historical location, The History Channel’s tip pops up. As of January 6, 2012, the History Channel had over 285,000 followers and over 1400 tips. Paula Deen and the rock band The Doors use Foursquare to let fans know where they can find their products or places that have special meaning to them. Coke Australia began adding Coke Machine locations to Foursquare. Like the History Channel you can leave tips about your park/facility or you can ask the question “How does this Park Make Your Life Better!®?”. Besides check-in benefits for checking in, agencies can also create custom badges for users who check-in to a park or facility. Some generic badges that Foursquare created include the Gym Rat badge (for visiting a gym at least 10 times in a month), the Baker’s

Instantly locate nearby places & use the “buzzdmeter” to see the real-time buzz from social networks like Twitter, Foursquare, Yelp & more. Facebook Places – Allows users to post to their Facebook wall where they’ve been, where they currently are or where they are going. Gbanga – This world-wide game gives users “quests” to accomplish. These quests include finding and collecting items or winning virtual territories. You can incorporate an edutainment feature by developing educational quests. Geocaching - Geocaching is a real-world outdoor treasure hunting game. Players try to locate hidden containers, called geocaches, using GPS-enabled devices and then share their experiences online

GeoSocials.com – Find treasures, solve challenges, win points and drop treasures for others to find. Points can be exchanged for virtual and sometimes real-world rewards. Hotlist – A geo-social networking aggregator that enables users to coordinate plans with friends and discover what will be happening at millions of popular venues all over the world. The service aggregates data from across the web in order to show users which places will be trending nearby. Users can take “virtual peeks” into venues in advance to see Facebook profile photos of the expected crowds, details on upcoming events, and which of their Facebook friends plan to attend. Loopt – Allows users to search the area around them for retail stores, restaurants, hotels, etc. and see reviews or tips about these establishments. It allows user to find friends on a map if they are near your present location and users can be alerted to discounts to nearby locations. Agencies can create virtual and real-world rewards. Mytown – MyTown and MyTown2 are LBS games by Booyah!. MyTown is very similar to the board game Monopoly, while MyTown2 is a hybrid of Monopoly and Cityville. Both use the check-in system to earn points. Continued on page 52

u Location Based Systems Dozen badge (checking into five different bakeries), the Jet Setter badge (checking in five different airports), and even the Over-Share badge (10+ check-ins in 12 hours). One option for park and recreation agencies is to create a custom badge for each park or facility, encouraging people to visit as many of your parks and facilities as possible to collect the badges. Or you can create one badge for anyone who visits a minimum number of your parks and facilities. St. Edwards University used the LBS program Whrrl to celebrate its 125th anniversary. During a graduation ceremony, students, parents and faculty were asked to check in and share photos on a designated Whrrl “Society.” Over 180 people participated. Whrrl was recently acquired by Groupon in 2011 and has been shut down. I give you this example though as an idea for a special event. At a concert or movie in the park, ask all participants to please check-in and post photos on their personal accounts and to your

agency’s Facebook page. You can also ask the concert attendees to join the Parks Make Life Better!® Facebook page (www.facebook.com/ParksMakeLifeBetter) and post an entry on how the event is making their life better. Or you can ask them to post the answer to your Facebook or Twitter account.

Eavesdropping

LBS applications are not limited to just the type that allow you to notify the world where you are. They also allow you to notify the world what you think of the place where you are. Applications like BlockChalk, Where and Yelp allow users to leave comments about a location. I suggest park and recreation professionals should pay attention to these for two reasons. First, you drop hints, tips or announcements about your facilities. These tips could help with frequently asked questions or point patrons to little used features of your park or facility. You can also use these features to let your patrons know about park closures or changes to your facilities amenities.

But more importantly you should be checking these applications on a periodic basis to see what your residents or users are saying about your agency and your facilities. No matter how good your customer service is, how top-notch your facilities are or how wonderful your programs are, not every customer is going to have the best possible encounter with you. They are going to talk about you and at times post those opinions on the Internet. You need to be aware of these comments to improve your delivery of products and services. You will also want to respond to any negative comments with an acknowledgement of the problem, an apology and how you are going to respond to correct the situation in the future. If the negative comment is based on misinformation, you can then respond appropriately with correct information.

Location Based Systems u Imagine playing board games like Monopoly or Risk, but your local retail establishments are the properties that are bought and sold or your parks and facilities are the countries to be conquered. I believe these applications may have limited use to park and recreation agencies in generating social buzz about your programs or facilities. But I introduce these applications to you to test your programming creativity. How can you bring these applications to your teen programs, a special event at a regional park, or incorporating all your facilities into the games? For those of you who love playing Mafia Wars on Facebook, there is a game called Mob Empire by CrowdMob that combines aspects of Foursquare and Mafia Wars. Users check-in at a location and perform a virtual criminal activity which gains them experience points. Like the online game, you gain prominence by the number of

times you play the game. Another LBS game, MyTown, is a Monopoly-like game where users check-in to locations to earn points toward “owning” a property. You earn more points as others check-in to locations that you “own.” Users also have the option of upgrading their properties and selling “virtual” items. How can you turn all your parks and facilities into a giant Monopoly game and have a community event? Scvngr.com is very similar to Foursquare in that you check-in to locations and can notify your friends, however it adds a challenge feature to the checkin. Challenges are specific to the location you are at and can include trivia questions, riddles or a simple task. The demonstration on scvngr’s Website showed tasks which included posting a tip about the restaurant or using the foil from the burrito to make an origami animal. By doing the challenges

you also earn loyalty points toward discounts or free items. Park and recreation agencies can create their own challenges for each park or facility. It could be as simple as taking a photo of a park user on playground equipment or at a decorative statue. Agencies can also create games using scvngr. The New England Patriots football team created a game which asked Boston residents to visit local establishments to earn points and help solve a riddle to the location where a “stolen” Super Bowl ring was hidden. You can create a similar scavenger hunt game in your community working with your many sponsors and community partners. Scvngr has a web-based form to guide you through creating challenges, rewards and treks for your locations. You don’t have to master any computer programming skills to add these fun features to your site’s check-ins.

LBS Sample Applications (continued) Merchant Kingdom - Merchant Kingdom starts you off as a simple merchant. Found your first settlements to produce basic goods in places you visit often, and then begin your rise to power. Your iPhone is the caravan you can use to buy commodities from traders, take them with you when you move around in real life, and sell at a profit. Mob Empire – Often described as MafiaWars meets Foursquare. Check-in to real-world locations to viturally own them. You then battle other mob bosses to gain control of popular real-world locations. You can team up with your friends to help defend against attacks. PlanCast – An applications which helps you discover events and share plans with friends. Plancast lets you know about the events your friends plan to attend as well as other cool events coming up in your area. Scvngr – Users earn points for check-ins and completing location-specific challenges. Agencies have the opportunity to build their own challenges, rewards and treks. Shadow Cities – Shadow Cities is a location based multiplayer game for iPhone. Become a Mage and take over your streets and neighborhoods with your team. Explore and conquer your city and other cities all over the world, cast the spells and make magic by drawing runes on the screen and choose your side, level up and battle against others with your team.

Tellmewhere – Check-in and meet up with friends, find the right place quickly, discover your friend’s favorite places, get directions and share your experiences. Unsocial – A location-based networking and smarttagging platform that connects users with business professionals they should meet based on shared information and proximity. It is the ideal tool to use to find and be found at business events, tradeshows and conferences. Where - Provides information and user generated content about restaurant and business reviews. WHERE also includes features that allow people to review locations and keep lists of places they’ve been and places they want to go. In 2010 WHERE launched a Check-in feature. It allows users to announce when they enter a location and then broadcast this information to their friends and followers on Facebook and Twitter. Yelp - Yelp combines local reviews and social networking functionality to create a local online community. Adding social web functionality to user reviews creates a reputation system, whereby site visitors can see which contributing users are the most popular, respected, and prolific, how long each has been a member, and which have interests similar to theirs. Peer feedback mechanisms, and placement of popular reviews on the site and in local market.

u Location Based Systems Another popular gaming program using both LBS and GPS is geocaching. This world-wide phenomenon started in May 2000 in Beavercreek, Oregon, with the hiding of the first “stash.” Geocaching is a real world treasure hunt where people hide containers in public places for others to find. Your local parks are popular hiding places for many of these caches. How can you use LBS applications to recreate other famous board games like Life, Clue, Chutes and Ladders or Candyland? Or how about trying traditional games like Hide and Seek, Marco Polo or Capture the Flag with LBS?

Why LBS?

Many agencies are just scratching the surface of the power of social media in their communication efforts. LBS is just another facet of the same diamond in the rough. But it is a fast-growing segment, especially when combined with the ability to share posts on Facebook and Twitter. Foursquare is now

up to 15 million users and scvngr has over 1 million. Hotlist has over 100 million people in 40,000 cities and geocache.com has over 1.5 million active caches and 5 million geocachers worldwide. With these type of numbers, the ability to get your name, facilities, programs and services out in front of a very large number of people has to be attractive to any marketer. I know of many agencies that scoffed at using Facebook or Twitter in these programs’ infancy. But now many of you are using those platforms on a daily basis. Don’t be a late adopter on these LBS applications. Get in early and establish your agency as a dominant player. And don’t forget to use these new tools to communicate with (not at) your followers. And lastly, find creative ways to incorporate these applications into your programming. Please check pages 50 an 52 for a list of LBS applications that you should be aware of. Santa Monica Names New Community and Cultural Director

By Lookout Staff The Lookout News Karen Ginsberg, who has been second in command of Santa Monica’s Community & Cultural Services -- one of the City’s largest and most visible departments -- assumed the top post. After what City officials called an “internal rigorous recruitment process,” Ginsberg was chosen to replace Barbara Stinchfield,

who for 14 years headed the department that has an operating budget of $47 million and approximately 400 full- and part-time employees. Ginsberg will oversee the construction of two new parks in the heart of the Civic Center, among other major program and infrastructure improvements, officials said. During her tenure, Ginsberg oversaw the expansion of Virginia Avenue Park and the development of Euclid and Airport Parks, which were the

On Nov. 23, Stewart publicly announced his plans to leave Los Alamitos to serve as Bellflower city manager, and on Nov. 28, the City Council met in closed session and voted to offer the job to Angie Avery, the city’s current director of recreation and community services. Avery has been with the city since 2006. New Encinitas Parks and Recreation Director Named By Marlena Medford Encinitas Patch Lisa Rudloff — a parks and recreation professional with more than 20 years of management experience in the field, including serving as the immediate past president of the California Park & Recreation Society — has been named the city of Encinitas’ Parks and Recreation Director. She began her position on November 21. As Director, Rudloff oversees 24 staff members and is responsible for a wide range of communityoriented services, including the Community and Senior Center; year-round recreational programs and events; 18 parks, six miles of beaches and 44 miles of trails; the Sister City program; pet-related services; and the Parks and Recreation, Senior and Youth commissions. The department also manages the design and construction of the new Encinitas Community Park and Moonlight State Beach Master Plan development projects. Parks and recreation has played a significant role in Rudloff’s life. Before it became her profession, it was her passion. She initially got on base with parks and recreation as an ambitious, sports-minded teenager working part-time for the city of Lodi’s parks and rec department, serving as a lifeguard and working at camps and clinics before heading off to the University of Oklahoma on a softball scholarship. After graduating with

a B.A. in Recreation, Rudloff returned to Lodi, where she served as Recreation Supervisor until 2001, when she joined the Sunrise Recreation and Park District. There, she was ultimately appointed District Administrator. In this capacity, she functioned as CEO of the district serving 163,000 people in three communities featuring 32 developed parks and 10 open space sites. past nine years. Prior to Danville, she worked for the Cosumnes Community Services District and the Sacramento County Children’s and Families Commission. She has facilitated the use and maintenance of fields at 16 locations by 11 youth and adult sports leagues. In addition, Lacy was awarded the Town’s 2005 Leader of the Year award and was instrumental in leading the Town’s Information Technology Master Plan. Lacy currently serves as the Vice-President of the CPRS Board of Directors and was previously the CPRS Board’s Secretary/ Treasurer and she held numerous positions with the Supervisors’ Section of CPRS.

Local Agency Recognized for Outstanding Project by the American Sports Builders Association

The Greater Vallejo Recreation and Park District (GVRD) was recently recognized by the American Sports Builders Association for an outstanding project in 2011. Napa Memorial Stadium was presented with the Distinguished Single Field and Green Facility Awards. Dan Foley (GVRD) was presented with the Distinguished Multi-Field Award. The awards were presented at the ASBA Technical Meeting, recently held in Palm Desert, Califor-

Carol Severin Named President of East Bay Regional Park District Board

Carol Severin is the new president of the East Bay Regional Park District Board of Directors for the year 2012. A resident of Castro Valley, Carol is a retired professor of recreation from San Francisco State University. She has been on the Park District board since 1994, representing: Castro

District Celebrates Its 50th Anniversary

Rancho Simi Recreation and Park District celebrated their 50th Anniversary in a big way; a really big way. On August 20, the district hosted four concerts in four locations, all at the same time. In addition to the concerts, each site featured games and family activities, dance lessons, free ice cream, prizes, and fireworks. An estimated 10,000 people showed up to dance, play games, watch fireworks and celebrate their community. Richard Hawley has been a member of IPEMA since 1996, becoming actively involved in committee and board functions six years ago. He currently serves as the Chair in

the IPEMA Membership Committee, a Member in the IPEMA Surfacing Certification Committee, and as Surfacing Director of the 2011 IPEMA Board of Directors. Spotlight u Hulet grew up primarily in New Jersey. There he learned to love the great outdoors. His mother, Helen, would take him and his sister out of Newark on the train. They would get off and go “tramping” in the Ramapo Mountains. These experiences set the stage for Hulet’s life years later. During World War II Hulet was a member of the 435th Squadron, 19th Bomber Group. He navigated his B-17 Flying Fortress on bombing and reconnaissance missions. He came back a highly

decorated hero, receiving the Distinguished Flying Cross, and rose to the rank of Lt. Colonel. After the war Hulet earned his law degree from Rutgers University. He and his family then moved to California where the family settled into Martinez. Hulet joined the Sierra Club where he became enamored with the small but growing “conservation movement.” He became a part of the Park Council that led to the unification of Contra Costa and Alameda counties into the East Bay Regional Park District

(EBRPD). In 1965 Hulet Hornbeck was hired as the Head of Land and Water Acquisition for EBRPD. During his years at the park district he was tenacious at preserving open space in an ever-increasing urban environment. To Hulet every park had to be fought for. He looked ahead, he prepared, and he never stopped. It is estimated Hulet turned more than 50,000 acres into parks and the park district continues to grow, now 110,000 acres, thanks to master plans he helped set forth years ago.

Hulet remained active with the park district 25 years after retiring. He was also active with the CPRS, American Trails, National Trails Council, California Recreational Trails Committee (appt. by Gov. 1987 - 96), California Trails & Greenway Foundation, East Bay Area Trail Council, Contra Costa Parks Committee, California Conservation Council, Sierra Club, American Hiking Society, Heritage Trails Fund, Amigos de Anza, Martinez Land Trust, Save Mt. Diablo, and more.

training and travel for their employees. CPRS has created a Return on Investment (ROI) Tool Kit which will help you present your reasons why conference attendance will be valuable for the agency. If you absolutely cannot get agency support, how about making it a family vacation (there are lots of things to see and do in Long Beach!)? Your family members can participate in some of the planned tours and visit the exhibit hall with you (for a small fee). Now that I am a director, I feel it is important for my staff to attend the conference. In order to stretch my agency training budget, I cover many of my own expenses so other staff can attend. I believe that my personal investment in the conference is a worthwhile expenditure, and an agency’s investment in its staff brings results. We need to re-think that professional development IS also personal development – one that I have to make a financial investment in as well.

I was young(ish) and working part-time, and while I don’t remember much about the sessions I attended or a specific exhibitor, I do remember many of the people I met. In fact, some have remained friends throughout my career. I’ve been fortunate enough to only have missed one or two conferences since then, and each year I look forward to spending time learning, networking and recharging my batteries. Serving as your President this past year has been rewarding. I thank the CPRS District and Section Presidents and Boards for their engagement, passion, and work. I thank the 2011-12 CPRS State Board of Directors for their commitment to this great organization. I leave you in the capable hands of President-elect Darin Loughrey. I hope to see YOU in Long Beach, and if you see me, please say hello!
