My Third Place by Kristi McClure Huckaby • CPRS President

y ver y first “Presidential Message” comes with thoughts and reflections on my involvement throughout my career in CPRS and the amazing benefits I have received both personally and professionally. With this year’s conference in Long Beach, I was reminded of where my professional career began, as a student from California State University Long Beach studying for a BA in Recreation & Leisure Studies, while working for the City of Long Beach as a Recreation Specialist, and serving on the Long Beach local host committee in 1997. At this year’s General Session in Long Beach, I shared with members, that CPRS is my third place in life, the first being my family and second my work. My third place has given me the opportunity to meet remarkable parks and recreation professionals; develop new skills and abilities; create opportunities for the communities I serve; develop talent for my personal and workplace performance and teams I work with. CPRS was first introduced to me in 1995, when I began working for the City of Long Beach as a Recreation Leader. My supervisor, Anna Hudson started our staff meeting by passing out a CPRS membership brochure and a District 10 scholarship application. She informed us of the importance of belonging to CPRS and the many opportunities it affords. Merriam-Webster’s Collegiate Dictionary defines mentor as “someone who teaches or gives help and advice to a less experienced and often younger person.” Anna is the true definition of a mentor. She helped me learn about

the profession and how valuable it was and is to be involved. Following Anna’s advice, I became active on the CPRS District 10 Board as a Student Representative for California State University Long Beach. During my first years of CPRS membership, I received scholarships from both CPRS District 10 and one from the California Association of Park and Recreation Commissioners and Board Members (CAPRCBM). Another opportunity for involvement came when Anna recruited me to join her District 10 Communications Committee (which included members from other agencies), which gave me an opportunity to work with other member agencies for quarterly newsletter articles. For me this was a great opportunity to familiarize myself with local agencies, network, and develop an awareness of challenges and trends as I began to apply for full time positions in the area. I obtained my first full time position with the City of Downey as a Recreation Sports Coordinator. It just so happens that one of the members of the District 10 Communications Committee was a Recreation Supervisor with the City of Downey. I continued my involvement with CPRS District 10 holding elected and appointed positions from 1995 – 2005, from Student Representative to the Presidential series. I feel very fortunate for all the years of involvement with District 10, the guidance of mentors, support of friends, fond memories, positive impact on my career and the aspirations to develop as a parks and recreation professional. continued on page 74

ou want to be the best manager you can be? Be a tyrant!!! That was Jeff Havens’ entertaining message at the CPRS Conference & Expo’s General Session. Who could forget his steps on how to bend others to do your will? Or how about his suggestion of changing from an optimum 5-1 ratio of positive to negative statements to the more desired sandwich approach of 2-1. His example was quite poignant: “You look great today, I hate you and wish we’d never met, I like your shoes.” Attendees were also entertained by our immediate Past President, Tim Barry, as he played the guitar and led everyone in a perfectly revised rendition of “California Dreamin’” by the Mamas and the Papas. Seeing 1,500 people standing and singing in unison was quite a moving moment. Outgoing CPRS Board of Director members were recognized for their service this past two years. General Session attendees were able to see their new 2016-17 CPRS Board of Director members installed.

Congratulations to the 2015 CPRS Awards of Excellence

here is always a bit of electricity in the air at the CPRS Awards Program Banquet and Reception. The collective buzz from the recipients who are being recognized for all their efforts that they have put into a project, facility or program in front of their peers is evident throughout the room. Congratulations are offered, stories are shared, compliments given on choice of dresses, shoes and ties. At this year’s banquet there was even talk about a certain president’s kilt. By the end of the evening, 37 awards were given to individuals in three professional and four agency categories. All represent the Best of the Best!

The Creating Community Award of Excellence recognizes outstanding initiatives by agencies that embrace the core values and mission of the profession and that move their agency towards a stronger position or role in the community. C P RS C o n f e r e n c e & E x p o u Arts & Cultural Services Category City of Santa Fe Springs SFS Art Fest The SFS Art Fest was designed and implemented as a collective approach with local schools, colleges, outside community organizations and local businesses to educate, explore and celebrate the arts in the Santa Fe Springs community. SFS Art Fest encompasses exciting programs and activities to encourage maximum community participation as well as provide lifelong learning and cultural diversity which will strengthen the community and enhance its appreciation of the arts. Community Health & Wellness Category City of Redwood City PE+ Elementary Physical Education Program PE+ was developed as a strategic partnership between the Redwood City Parks, Recreation and Community Ser vices Department, the Sequoia Health Care District, the

Peninsula Community Center, and the Redwood City School District to address the community need to provide comprehensive health and wellness programming in local elementar y schools. This tremendous collaborative effort ensures that participating students would have PE twice a week, with the goal of building healthy and safe school communities and lowering the childhood obesity rate. Environmental Stewardship Category City of Costa Mesa Ranch Afterschool Program The Ranch Afterschool Program’s collaboration with the OC Fair & Event Center, the City of Costa Mesa, and the Newport Mesa School District aids in providing a unique afterschool experience, in which students focus on agricultural concepts like gardening, livestock, and leather working. The students have a hands-on experience caring for animals on the Farm which includes: chickens, sheep, pigs, goats, llamas, cattle, and horses. Agricultural

education helps children learn about healthy food choices and teaches them different ways to access fresh produce. Neighborhood/Community Building Category City of Burlingame Burlingame Family Campout Over the past three years, the Burlingame Family Campout has almost tripled in size with 525 campers registered at this year’s Family Campout. Campers enjoy inflatable bouncehouses, face painting, games, dinner, an outdoor movie, s’mores over a real campfire, and a pancake breakfast before packing up in the morning. This wonderful event brings residents together in an outdoor setting while enjoying a local park in a manner they might not have otherwise. By creating an environment where families can be outdoors within their community, the Burlingame Department hopes to create an atmosphere that further motivates the intrinsic desire to be closer to nature.

u C P RS C o n f e r e n c e & E x p o Serving the Underserved Category City of San Diego Adventures for ALL The City of San Diego Park and Recreation Department offers “Adventures for ALL”, providing individuals, of all ability levels, the opportunity to enjoy local parks and beaches throughout San Diego year round. Thousands of individuals benefit from and experience the freedom and thrill of “Adventures for ALL”, by participating in adaptive land (cycling, rugby, snow skiing, bowling, dancing) and aquatic (kayaking, skiing, tubing, sailing, surfing, jet skiing) activities, alongside their family and friends. These specialized programs open up a new world of activities that otherwise would never be available for many individuals, creating lifelong friendships that are priceless. Youth Development Category East Bay Regional Park District Teen Eco Action The mission of Teen Eco Action is to engage underserved youth in

healthy, active outdoor activities and community service. This program provides environmental education opportunities, exploring the natural and cultural resources and history of the East Bay Area, as well as learning recreation skills. Participation equips youth by providing knowledge about their local community and parks, and resources like transportation and recreation equipment to empower them to pursue outdoor recreation for fun with their families and to consider a career with the parks.

Park & Facility Excellence in Design

Our Excellence in Design Awards acknowledges both park planning & development and facility design. Projects may be either development or significant rehabilitation of outdoor park and recreation spaces and the design and construction or rehabilitation of buildings, structures, and facilities used to support recreation.

Park Planning Awards of Excellence are:

City of San Clemente Courtney’s SandCastle Sensory Garden Courtney Faye Smith was a four year old with a dream—to be able to play with her friends in a park. She has been a wheelchair user her whole life. Her mom campaigned and the San Clemente community rallied behind this little girl. In 2012, Courtney’s SandCastle Playground was opened. It is a fully accessible playground where families can play together in one space. However, the dream wasn’t over. Courtney’s SandCastle Charitable Foundation raised almost $400,000 and the City of San Clemente pitched in the rest of the funds needed to build a sensory garden. The design and layout provides a stimulating journey through the senses, heightening awareness, and bringing positive learning experiences to children and adults of all abilities.

C P RS C o n f e r e n c e & E x p o u City of Clovis Dry Creek Trailhead The City of Clovis transformed a three-acre unimproved lot into an educational community recreation area that protects natural resources and promotes healthy living. The City of Clovis Dry Creek Trailhead incorporates advancements in water management to encourage sustainable practices and protect the environment. The Trailhead encourages alternative transportation to improve the community’s health and reduce air pollution. City of Mission Viejo Pavion Park Bursting with color, this park pulls families in and they don’t want to leave. Universal access lets those of all physical abilities enjoy the wide range of play and educational opportunities that have become a destination for Orange County residents. From the treehouse to the interactive light/sound games and educational maze, this park leaves no opportunity unturned. Benches,

tables, and chairs are mixed into the park fabric allowing caregivers to relax and enjoy the surroundings. San Francisco Recreation & Park Department Cayuga Playground and Clubhouse Renovation Project San Francisco’s Cayuga Playground is a neighborhood park that serves 20,000 residents from the Cayuga Terrace Neighborhood. The park is unique in that it is home to 375 vernacular art pieces, constructed from wooden debris generated on site over the years. The park layout and overgrown landscaped areas made the park feel isolated. These conditions created low park usage and increased criminal activities within the park. With community support, the park was redesigned with special consideration for the unique art pieces and many creative storm water management techniques were used to address flooding issues.

Quad Knopf McNamara Park McNamara Park is a 50+ year old facility that had outdated play structures, a restroom building and picnic shelter in disrepair, and baseball diamonds that were no longer used. The park was planned for multi-generational activities, offering various activities and healthy exercise options including a running track around the soccer fields. Renovation included two new synthetic and one natural turf soccer fields, new restrooms, picnic areas, splash-pad, central promenade and plaza, water-wise landscaping, wrought iron fencing and a gateway designed by local students. San Francisco Recreation & Park Department Boeddeker Park and Playground Renovation Boeddeker Park was a bleak paved park in one of the densest and poorest neighborhoods in San Francisco serving 51,302 residents. The park

Working with the Trust for Public Land and several community based organizations, the park has been transformed into exciting open space that supports activities for residents of varying ages. The park is easy to navigate and tables and seating areas placed throughout the park provide opportunities for communal gatherings. The park has incorporated many sustainable features to address storm water on site, including an infiltration field and vegetated swales. City of Lake Forest Lake Forest Sports Park & Recreation Center The Lake Forest Sports Park and Recreation Center 86.2 acre park combines both passive and active recreation amenities. Active amenities include baseball, softball, soccer, lacrosse and multiuse turf and synthetic fields, as well as a 25,000 foot recreation center with a gymnasium, meeting and activity rooms. Families are able to

enjoy playing on two separate shaded playgrounds, and can quickly upload pictures to social media sights via free public Wi-Fi. A large “Commons” grass area can be used for open play, and is now home to the City’s very popular Summer Concert Series. With nine picnic shelters, park visitors are also able to have a leisurely picnic. Meandering trails through the park connect the facility to Orange County. Harris Design Noyo Headlands Park For over a century, the citizens of Fort Bragg had been kept away from their 4-1/2 mile long coastline. Under private ownership, this dramatic landscape was fenced off. When the mill site was planned for development, ownership of a continuous strip of land along the bluffs was transferred to the City. The result is the Noyo Headlands Park, a 92-acre open space, complete with over 5 miles of the California Coastal Trail. The park provides additional “side” trails, gathering areas, sitting ar-

eas, an informal “great meadow”, offstreet parking, custom artist-designed benches and tables, and an extensive system of interpretive signs welcoming visitors for years to come. BSF Landscape Architects Martial Cottle Park Walter Cottle Lester turned down a fortune by not selling his farmland, instead donating it to create a public park that would tell the story of his family and the history of agriculture in Santa Clara Valley, not to mention, preserve the land and its history in perpetuity. Using one-third of a projected $62 million budget, the project team was able to build a community park that addresses the vision and wishes of its donor as well as dictates numerous federal, state, county and local agencies to create a 260-acre park that provides recreational, educational, agricultural and research opportunities to the public that fulfills that vision.

City of Riverside Ysmael Villegas Community Center Renovation The Ysmael Villegas Community Center Renovation project stands out as one of Riverside’s premier recreation facilities. With the extensive community based planning and partnerships throughout the process, this facility now provides the services and resources that best meet the Community’s needs. The newly renovated Ysmael Villegas Community Center is a more efficient operation with exponentially expanded recreational value adding multiple new programs, services and revenue opportunities. City of Agoura Hills Agoura Hills Recreation and Event Center The Agoura Hills Recreation and Event Center sits at the base of Ladyface Mountain, the city’s iconic land-

mark. This 26,000 square ft. facility hosts daily recreation programs for all ages, city-sponsored special events, and serves as the home for the Department of Community Services. The design and intent of the building is to connect indoor and outdoor spaces and embrace the proximity of the Santa Monica Mountains with 180 degree views of the city. City of Cupertino Environmental Education Center and Blacksmith Shop The Environmental Education Center and reconstructed Blacksmith Shop at McClellan Ranch Preserve are state-of-the-art facilities that will meet the growing needs of community park users, as well as provide City staff the opportunity to expand nature-based programming. The Environmental

Education Center will provide park visitors a seamless transition from classroom to nature, through handson displays, animal exhibits, and a resource library. The reconstructed Blacksmith Shop will give the Cupertino community a look into the city’s rich agricultural history. City of Richmond Richmond Swim Center The Richmond Swim Center, which was constructed in the early 1990s, suffered from moisture damage related to an imbalance in the water temperature and air conditioning system. The $7.6 million renovation included the construction of a retractable skylight, a reconfigured Olympic-sized swimming pool, an outdoor play structure within an enclosed courtyard and picnic areas surrounded by new landscaping. With the addition of an outdoor play structure and picnic area, there is an even greater benefit for the community for family orientated activities, social connections and fun for all users.

City of Burbank “Burbank Parks & Recreation’s 90th Birthday” The City of Burbank Parks and Recreation’s 90th Birthday campaign was created in an effort to inspire the Burbank community to celebrate 90 years of parks and recreation through discovering new ways to “Play More.” Living in the twenty-first century, our lives can be consumed by smart phones, video games, laptops, tablets and countless other electronic devices. As a result, many of us have forgotten how to play! Faced with the challenge to reinvigorate play, the campaign centered around an innovative poster featuring 90 Ways to Play More, honoring the Department’s 90th anniversary and

City of San Luis Obispo “#PIXONPEAKS Campaign” The City of San Luis Obispo is full of hidden hiking gems. For this marketing campaign, seven “Peaks” were designated as the spots at which to take a #PixOnPeaks photo. Parks and Recreation staff chose Instagram as the medium for increasing positive and appropriate uses of the City’s Open Space. Using hashtags, participants post photos of themselves at the seven designated challenge “Peaks”:

inspiring residents to rediscover parks and recreation activities. The campaign concluded with a 90th Birthday Bash whereby residents were invited to celebrate and explore ways to play more. County of San Diego “County of San Diego Parks & Recreation Branding” The County of San Diego Department of Parks and Recreation (DPR) provides venues, services and recreational opportunities across 50,000 acres of parks and open space, campgrounds, community centers, lakes and more than 350 miles of trails. Faced with a declining budget and a tremendous opportunity to share resources with, and expand relevance among local residents, DPR was in need of a new strategic marketing plan. Telling the DPR story in new and innovative ways boosted cost recovery and generated revenue. Today DPR is a thriving entity; well-positioned to fulfill its mission to maintain and enhance the quality of life in the region.

C P RS C o n f e r e n c e & E x p o u City of Encinitas “Parks & Recreation Magazine” The City of Encinitas Parks & Recreation Department set a goal for 2015 to revamp its main brochure and create a print publication to achieve more of a magazine quality that uses beautiful and intriguing imagery and to implement innovative and compelling design to support the department branding. The results included launching an eye catching magazine containing content to interest a broader audience, inspiration for people to open and review, and turn the pages and find something of interest. City of Riverside “Park & Recreation Commission Reports” PRCSD developed an improved method of communication to the Parks and Recreation Commission and the Community by creating a completely new style of reporting. Now, the new reports communicate how Parks Make Life Better!® through graphics, charts, photos, icons, and brief narratives in lieu of the former, tedious narrative reporting. Staff spends less time writing reports, and spends more time performing the mission of our profession through public outreach, programs, services, and events. The new reports have become an effective tool for communicating the good work we do! Livermore Area Recreation & Park District “Robert Livermore Community Center Celebrates its 10th Anniversary” A commemorative/informational YouTube video was created to capture, present, and visually show the last ten years of the Robert Liver-

more Community Center (RLCC) and its positive impact in the community. The video portrays all that the RLCC offers and its value to the residents of Livermore and the surrounding region. Housing a senior center, an aquatics center, a regulation-sized gymnasium, over 100 summer camps, a variety of special interest classes for ages infant to infinity, along with party rooms, community rooms, and a grand ballroom, the RLCC has something for everyone. City of Huntington Beach “Rec Report” The “Rec Report” is a video news segment that was developed to help create a more expansive awareness of the programs, events and services provided by the Community Services Department. Each month our hosts venture out into the community to report on how Parks Make Life Better!® in Huntington Beach. The “Rec Report” is used to bring awareness to the free or inexpensive recreation programs and social services presented by the City. The “Rec Report” has grown into an established method for residents and visitors alike to discover how parks and recreation programs enhance the quality of life in Huntington Beach. Santa Clara County Parks & Recreation Department “Parks for Life Challenge” The Parks for Life Challenge (PFLC) is a free outdoor social media game presented by the Santa Clara County Parks and Recreation Department. The game is designed to help friends and family get outside and engage in healthy activities. Teams of two to three players sign

up through the PFLC website, create a team name and a team flag with the flag builder. Teams then choose to participate in over 300 outdoor adventures like, “Hug a Tree”, “Lay on a Lawn”, and “Take a Hike” listed on the Website. Champions of the Community awards recognize individuals or organizations who have contributed significant effort to influence and improve the quality of their community through parks and recreation. Additionally, the Champion of the Community award recognizes the contributions of those who volunteer and provide support and services in their community that furthers the mission and quality delivery of park and recreation services, programs and facilities in their community.

Al Wohlfarth

It is difficult to measure the ripple effect a drop of water can have on an ocean. For over 30 years, Valley-Wide has had a constant drop of water, and the ripple effect has not only reached the entire community, it is infectious. In his 30 year volunteer history with Valley-Wide Recreation, Al Wohlfarth has been a coach, designed and built sets for our fundraiser events, donated over $30,000 of electrical work to the facilities and is the lead trainer for the baseball/softball umpires. He is present at all Valley-Wide functions and is an active supporter of recreation in the community. Since Al leads by example, the department wanted to make sure everyone knew that excellence in “Creating Community” has a name. So, from this year forth, when Valley-Wide finds an individual with some of Al Wohlfarth’s characteristics, they will be awarded the “Al Wohlfarth Volunteer

In addition, they approved the condition that active military families living on Camp Pendleton could receive resident rates for programs, swim passes, and rentals. Since the scholarship program began, over 1,500 scholarships have been awarded amounting to almost $50,000. Carla Hogan is a remarkable, tireless volunteer. She has positively affected the lives of the Marines and their families living on Camp Pendleton and in San Clemente.

Carla Hogan wanted to do more for the families living just south of San Clemente at Camp Pendleton. With many of the families living closer to San Clemente than the base amenities, she saw a need to encourage Marine families to participate in programs and services offered by San Clemente. An idea was born to start a scholarship program for these families. Carla championed the idea and asked for a contribution of $2,500 from the City with a

Since June of 2014, Chris Guptill and Darin Jesberg, founders of the 9-2-99 Tuolumne River Clean-Up Project, have conducted 15 clean up days, with 945 volunteers participating. They have removed: 161 tons of garbage, 435 shopping carts, and 405 tires along the Tuolumne River. Since their clean-up efforts, there has been a significant increase in the use and visitation of the area. Through their volunteering efforts of the 9-2-99 “movement”, volunteers have become stewards as well as advocates for the Tuolumne River area. They have gained significant volunteer support for their clean-up events. The first volunteer clean- up in 2014 consisted of just 15 volunteers. Currently they average 62 volunteers per clean up event, and have received up to 100 volunteers for events. Operation 9-2-99 has truly made Tuolumne River Regional Park significantly better.

For more than forty years, the Culver City Senior Citizens Association (CCSCA) has made a positive and meaningful impact on the residents of Culver City, working as an outstanding volunteer service partnership with our Parks, Recreation & Community Services (PRCS) Department. CCSCA has had a significant impact on the lives of countless members of the community: thousands of Senior Center members, adults and children with disabilities and CALIFORNIA PARKS & RECREATION • SPRING 2016

C P RS C o n f e r e n c e & E x p o u served patients’ access to parks; and to provide insights to park administrators about priorities and policy change within the health care system. Through the interdisciplinary approach of Park Rx, both doctors have shifted the way park partners view, understand and participate in health equity. Park partners will, increasingly, see themselves as health care service providers, and health partners will see themselves as nature champions, advocating parks as a pathway to health for all patients and communities.

Jerry Griffin

Jerry Griffin is a very dedicated, and very busy man! He has been serving on the Parks and Recreation Commis-

sion in Rohnert Park for over 22 years; has served as a High School Baseball Coach for over 16 years; has served on the Parks, Recreation, Open, Space (PROS) Committee - Charged with creating the City’s Parks and Facilities Master Plan and recommendation to the General Plan Bicycle Advisory Committee; Liaison from the Parks and Recreation Commission Golf Advisory Committee; and as a Liaison from the Parks and Recreation Commission. He has attended many park audits to ensure a safe and enriching park experience. Despite recent health challenges, Jerry rarely misses a meeting or opportunity to score keep for the Rancho Cotate High School Basketball teams, in his spare time. Jerry is

CPRS Fellowship/Hall of Fame Award

The CPRS’ Fellowship/Hall of Fame recognizes the outstanding contributions in both the individual’s career and in their leadership in the profession of parks and recreation. The 2015 CPRS Fellowship/Hall of Fame Award was presented to Idris Al-Oboudi, City of Manhattan Beach. Idris Al-Oboudi has always maintained an open door to members of the community. He is friendly and inclusive. He is not only a good listener but he also knows how to engage with others. When coming in to ask questions, one often leaves with the motivation to jump in and help. Idris understands that recreation is a great way to develop communication within the community. Getting children together in Summer Camps and adults together in other activities serves to create a sense of community and of home. Idris has a very subtle and non-aggressive way about him. Instead of him asking you to do something for the community, you find yourself volunteering on projects because of the good-will he generates and his commitment to his work. It has been observed at city council meetings that the presence of Idris creates a very positive atmosphere in the room where people are motivated to work together towards the common goal of community development Idris personally believes that a good way in which to build community is through communication. In order to have this communication, there needs to be a place for people to meet and to become friends. Friends help friends. It is though the tireless efforts of Idris in the Parks and Recreation Department of Manhattan Beach, that we have a strong and committed community. Those like Idris who work behind the scenes are the unsung heroes of our community. It is fitting and proper to recognize the efforts of this extraordinary man.

It is with great pleasure that the Town of Windsor and CPRS recognize Karen Alves and Michael Powell as Windsor’s “Champions of the Community.” As volunteer co-founders of the annual Charlie Brown Christmas Tree Grove, Karen and Michael have dedicated five years of their holiday season to the transformation of a local Windsor park into a magical winter wonderland for individuals and families to make memories, create community and a sense of place while enjoying the holiday season. The 2014 holiday season marked the fifth annual Charlie Brown Christmas Tree Grove with more than 200 trees and a menorah, all decorated by hundreds of community members. The event expanded over the years to include daily snow fall and magnificent light shows in the trees and park pavilions. It is a wholesome family event that warms the hearts of all those that are touched by the gestures of community service and the season of giving.

Supervisor Ron Roberts

Supervisor Ron Roberts has championed the need to provide park and recreation facilities for the residents of San Diego County. A member of the Board of Supervisors since 1994, Supervisor Roberts represents an area with approximately 630,000 residents. Recognizing that a well-rounded park system is critical to meeting the needs of the public, Supervisor Roberts has

supported the development of multiple types of facilities, including active recreation facilities, historic facilities and regional parks. Over the past 15 years, Supervisor Roberts pursued a vision to create a regional park at the County Administration Center, adjacent to San Diego Harbor. In the spring of 2015, this vision became reality. Open lawns, gardens, playgrounds, art and an 830-foot long fountain replaced asphalt parking lots. Since opening, the park has become a regional destination. Through his pursuit of a vision, Supervisor Roberts has provided a park that is enjoyed by countless numbers of visitors.

Tom Allard

Tom Allard has been an extremely active member of the Manhattan Beach community for 45 years. He is currently the Chair of the Parks and Recreation Commission, liaison to the Senior Advisory Committee, and a volunteer with the City’s Older Adult program. Tom has been the driving force behind numerous intergenerational, collaborative programs with the Older Adult program, local schools, and Chamber of Commerce Young Professionals including a symposium on how the generations working together could make Manhattan Beach a better community; an intergenerational art show and “Game Day”. Tom helped create the “Salute to the Troops” event, honoring military men and women with a community picnic and concert. Tom’s volunteer efforts with Older Adult programs are outstanding each day. Prior to retiring, Tom’s volunteer services included: Little League Coach; Club Soccer Coach; Indian Guides Chief of Nation; Youth Athletics Community Advisory Board; and High School Baseball Booster Club.

Barking Up the Wrong Tree? What to Know about Dog Park Design

Dog ownership in the U.S. has grown significantly over the last several decades and according to the 2015 City Park Facts report by The Trust for Public Land, parks where dogs can roam freely off-leash are the fastest growing segment of urban parks. shows that off-leash dog parks grew 6% in 2014 alone and increased 20% in the last 5 years. The 2015 State of the Industry Report has found that of those cities that currently do not offer dog parks, 32.1% stated that they plan to add a dog park to their facilities within the next three years, a 3% increase from 2014.

f those that currently did not offer dog parks, 26.7% of respondents stated that they plan to add a dog park to their facilities over the next three years. The development of dog parks is reflected in demographic changes as well: Pet ownership in the U.S. has more than tripled since the 70’s when approximately 67 million households had pets, compared to 164 million in 2012, for a 62% increase over 40 years of American households that owned at least one pet. There is an array of studies, reports, proposals, and articles regarding the benefits of dog parks. Benefits of offleash dog parks involve not only the dog owners but the dogs and their communities were the dog parks are located. At the individual level, being outdoors in a dog park offers a diversity of therapeutic, physiological, psychosocial, and psychological benefits. Research has shown that owning a pet is directly linked to fewer visits to the doctor and improved overall health.

Health and Well-Being

It is no surprise that dogs make a difference in the lives of individuals. It has been found that dogs have been linked to reduced occurrences of psychological conditions, including depression, stress, and grief in their human counterparts. Dog parks may provide a safe place for older people or people with disabilities who may not be able to walk their dogs; dog parks provide areas where dogs can exercise and run freely while their owners can socialize. Additionally, there are recreational benefits to pet ownership. It has been found that individuals who own a pet are more likely to participate in activities outdoors; they tend to be more active – therefore healthier than other individuals. Pet ownership helps increase social connectivity among people living in the area even with individuals they do not know well. There is clear evidence suggesting that dog walking could address physical inactivity and help decrease obesity rates as well as decrease risk of cardiovascular diseases. A great example of purposive moderate physical activity.

Social and Community Benefits

Dog parks can be seen as social capital catalysts; these green open spaces bring people “out and about” by promoting walkable neighborhoods and an enhanced sense of community. In addition, communities have seen a positive effect on the visible presence of individuals walking with their dogs and the impetus dogs provide for their owners to walk; this generates an increased feeling of collective safety. To further define the social and community benefits, it was found that a total of 40.5% of pet owners indicated that they had become acquainted with other people in their suburb through their pets. Pet owners were more likely to feel that people in their suburb generally say hello to each other, than to those individuals that do not own a pet.

Design Considerations

To ensure a dog park is meaningful to the community as well as to dogs and their owners, a variety of planning and design considerations should be taken into account. Adequate drainage and selecting the proper surfacing is critical, but thoughtful selection of plantings, landscaping, exercise/agility training equipment, and site amenities will significantly increase usability and comfort. Moreover, choosing the right type of fence, gates, and access will further differentiate the dog park. After the dog park has been designed, a maintenance plan should be established for proper upkeep of the facility, and rules should be put in place to ensure cooperative and acceptable behavior from both dogs and owners.

Location and Size

As is true for other real estate properties, location is key when thinking about these spaces. Dog parks may be more successful if placed in areas that have previously been underutilized in the community or are empty. In some instances, spaces may need to be carved out from existing park space. Locating your dog park within another large space or near a recreation area may increase crossover usage of all facilities. When considering locations, these are several rules of thumb:

• 1-5 acres as smaller parks may experience overcrowding problems, while larger parks may be too big to be well-controlled • Good drainage to prevent muddy conditions that make the area unusable • 5 to 7 foot fence to prevent dogs from jumping over • Double gate system to prevent dogs from escaping when other dogs and their owners are entering or leaving the dog park • Water fountain • Covered containers for disposal of dog water and dog waste removal supplies to promote cleanup • Shade trees to provide protection from summer heat • Central, well-lighted location to ensure safety • Access for people with wheelchairs so that all people can use the dog park • Sitting areas that allows people to relax and observe their dogs • Signs to clearly display rules of the dog park and its boundaries • Parking lot close by to minimize distance pet owner and dog must traverse to get to the dog park • Buffer zone, such as hedges, trees, and land forms, between park and neighbors to minimize noise and maximize aesthetic enjoyment

Drainage and Surfacing

Adequate drainage is extremely important, especially near water fountains and rinse stations. Good drainage will help prevent mud puddles, accumulation of water and urine, and so forth, throughout the park which can stress ground cover. Below is a summary of some surfacing types that may be appropriate for use in dog parks. While the surface is undoubtedly important and correlates with park success, this is often a difficult topic for which to make specific recommendations. It is important to choose an appropriate surface for the location, usage pattern, and resources available for adequate maintenance. 43

Park Design u Decomposed granite (DG) surfacing has fine consistency, is sterile, and it is often used to create paths or in areas of heavy activity (e.g., entryways). It may need to be hosed down to prevent dust. It is important to install on a flat surface, as it will migrate downhill. Proper drainage is a must, otherwise fine particles will clog drains and potentially cause flooding. Decomposed granite will not absorb moisture, and does not retain the smell of urine. Grass surfaces are soft underfoot, are visually appealing, and can adapt to any terrain. It is important to consider an irrigation system where grass is used, and it will require periodic reseeding in heavy traffic areas and in spots damaged by repeated urination. If allowed to grow, it is difficult to identify and pick up dog waste, so regular mowing is critical. Sand is a natural substrate likely found at parks that are situated at waterfronts or on the beach. Holes dug by dogs are not an issue in this surface, unless they are extremely large. Sand affords adequate drainage, and droppings are easily found and removed. However, it may be difficult for park and recreation agencies to maintain and keep clean since this surface may require specialized equipment. Sand is not accessible to people using mobility devices. Lastly, during the summer months, sand may become very hot for dogsâ&#x20AC;&#x2122; feet. Artificial turf, unlike grass, does not need mowing, should not be destroyed by repeated traffic, and does not discolor from urine. To be suitable for a dog park, the turf should be permeable to allow for drainage, and be installed over a base that also drains well. Shorter pile is more desirable so that dog waste can be more easily seen and removed. Turf that does not require infill is also more desirable, so that it can be vacuumed or raked to remove hair and debris, as all of these materials reduce the drainage capacity of the product. Mulch or wood chips is a substrate which is easily maintained and usually inexpensive, especially since park departments may have access to free mulch resources. It needs to

u Dog Park Design be replenished periodically due to decomposition, but does afford adequate drainage. Care should be taken when selecting mulch so that dogs do not get splinters. Playground type mulch, engineered wood fiber, will knit together, and may be used on gentle slopes. Since mulch will absorb urine, and may harbor bacteria and fungus that may be harmful to pets, it is best used in limited areas. Also, since they are similar in color, it may be difficult to detect dog waste on mulch. Rock or gravel may be an adequate surface for the dog park, but precautions should be taken. Since rock absorbs heat in direct sunlight, it may be too hot for the pads on dog feet, and the rough texture may cause abrasions. Gravel and rock are very low maintenance, they do not absorb odor, and dog waste is easily detected and removed from this substrate. Mixed surfaces should also be taken into account as you should work with your available material. Each surface type has its benefits and challenges, mixing surfaces may be an ideal way to ensure that traffic, seating, “potty,” and planting areas are treated appropriately, while adding aesthetic value to the dog park. This also offers dogs the opportunity to have access to different types of footing.

Some off-leash areas may be fenced; however, larger areas are more likely unfenced. Dog parks are becoming more strategic on how they use fencing in terms of park operations. In parks with high use, fencing is usually preferred instead of leaving the area unfenced. Fencing in a straight line (linear shape) is ideal in all dog parks. When selecting fencing, take into account the surroundings. The suggestion is to install either 4-foot high fencing which will contain most dogs, 5-foot high fencing – which will help to contain more dogs, and the most used height of 7-foot which will prevent dogs from escaping especially when installed in large dog areas. This is the height recommended if the dog park is near a residential area or adjacent to busy roads. There are several types of fencing that can be used in this spaces. Some are recommended over others. Here is an overview of a selected sample of highly recommended fence material: • Woven wire – easy to install and inexpensive. A concrete ledge can be poured under the frame to prevent digging.

Consider dressing it with landscape for better visual appeal. • Hedges – attractive, require more “depth” than traditional fences, can also use vines on chain link to reduce land area required. • Pickets – can be alternated front and back of support to create more open space. Engraved pickets can be sold as fundraisers for the dog park. Solid fencing like concrete or corrugated ones are not a good option, as dogs can become nervous or roused if they feel enclosed. Some solutions to this may be to use landscaping to increase privacy screening while not completely obstructing the view. “Windows” or “peep holes” can also be installed in solid fences to provide viewing areas, and can be retrofitted to existing solid fences. Finally, berms or platforms can be installed if the dog park has a solid fence, so the dog can see over the top of the fence, but not be close enough to jump over. One thing to take into account when installing fencing is to avoid 90˚ angles – or the angle may allow dogs to corner other dogs and may promote aggressive behavior. Fencing without a 90˚ angle makes it easier for a dog to escape if necessary. To resolve this issue, a shrub could be added to the corner to prevent the behavior.

All gates should be fitted with a spring for self-closing, particularly for visitors or children who may forget to close the gates. Also, consider using a two-stage entry system: first gate to a small holding pen and then a second gate to the entire dog park. This type of system decreases the likelihood of dogs escaping. Gates could be triple with a swipe entry or a double gate entry for additional security. Swipe entry systems are convenient as they regulate the access to the dog park and can improve park security. Also, for improved access, consider installing the gate with sufficient space for those individuals using mobility devices. In addition, a separate gate for exiting can improve some of the crowding that may occur while others are entering the dog park, reducing stress in both individuals and dogs. Keep water bowls, waste disposal, and benches away from gates to reduce overcrowding at entry and exit points. Lastly, when thinking about small versus large dogs, placing gates away from each other rather than at corners is recommended as it may decrease the amount of barking and aggressive behavior.

Several companies provide programmed keys for individuals that hold a membership for the dog park. These keys can be deprogrammed if not returned upon expiration of the membership. These systems are preferable to allow access to city- or county-wide parks. The annual dues individuals pay for their membership can help raise money for park maintenance, and fund future parks and park systems. preventing loitering, discouraging irresponsible owners, and protecting park equipment.

Dog Park Amenities

Minimal items for your dog park include shade, drinking water, benches and dog waste disposal stations. If you want your patrons to clean up after their dogs, give them bags and tools to do so. Biodegradable bags are your best choice. Don’t forget to provide a place to dispose of the bags. What items can you add to the dog park to take it to the next level? Agility equipment is a great addition. Consider adding items like jump bars, weave posts, crawl tubes/tunnels, jump hoops or ramps. If you are using sod as your surfacing, you may want to consider another option for entry/exit points for all agility equipment. These areas will have issues with lots of wear. If you can include agility-based activities, look for manufacturers that specialize in dog park equipment. Select challenges for dogs of different sizes and abilities, and slip resistant equipment to prevent injuries. The equipment should also be all-weather, UV protected, durable, and resistant to vandalism and urine. These features can help make the park into a “destination” for owners and their dogs, by expanding the recreational experiences. Areas can be designed and tailored for a variety of locations, sizes, and challenge activities. Another patron favorite is a water feature. It could be something as simple as a fire hydrant mister, a small pool, or a large pond. A large pond can include a zero entry area for smaller dogs and a deeper end for diving dogs. Be sure to test water on a regular basis for water-borne parasites. If you have a fairly large dog park, keep dog owners healthy by providing a paved walkway for them to get exercise while their dogs are playing. It is not a good idea to provide play toys in a dog park. Dog parks should be searched at closing to remove any forgotten dog toys which can easily spread disease.

Barking at the Right Tree

More than half of the population in the United States owns a pet. Dogs are seen as companions and even best friends for some; therefore, dog parks are important outlets for humans, as they provide recreational opportunities and bring together dog lovers, individuals of all ages, and individuals of diverse socioeconomic status. You have the opportunity to provide a space in the community that will serve both the dogs and their owners. These spaces are lowmaintenance, do not require extensive spaces, or too many features to bring people and communities together. When planning for a dog park, is important to design these spaces with the basic design considerations in mind, as highlighted in this article. You may start with the basics and add-on to it as the park becomes more frequently visited and popular – and it will experience an increase in visitation. Dogs will be able to release some bottled-up energy, their owners will be able to relax and meet new people in a safe environment. This is a win-win situation for the community and parks alike. Woof! Okay, so you have a dog park and you thought “If we build it, they will come.” Your dog park attendance has been steady, but not quite where you think By John Glaeser Director of Communications California Park & Recreation Society

it should be. What can you do to drive more dogs and their owners to your dog park? What’s that missing element? Your park has the necessary amenities. Maybe it’s a programming element that’s missing.

After all, there isn’t much most pet owners won’t do for their “best friend”. In fact, if there is special event programming that you do for kids, you could probably adapt it to dogs. • Pictures with Santa • “Mom and Me” exercise programs • Fun Runs • Parades • And so much more

Socials

One of the easiest events to plan is a meet and greet social. A simple social can be planned in the evening. You can even provide food and beverages for the owners but be wary about treats for the dogs. Some dogs do not like to share toys or food and may lash out at any dog entering their comfort zone. If you want to provide treats for the dogs, you can distribute them as the dog and owner are leaving the event. After researching the subject on the

internet, I found a variety of these events with some very clever names: • Barks & Brews • Woofs & Wine • Canine Cocktails

Doggie Parades

You can have a parade early on the 4th of July. Dogs and owners can come in costume or maybe create their own wagon “float”. You will want to be done long before the fireworks. Some animals don’t do well being out and about on this night. Easter is another popular day for parades, but by far the biggest time for doggie parades is Halloween. Remember that statement about anything you can do with kids you can do with dogs. This one is tops on the list. Adding costume contests to your Halloween parade is a natural fit. Below is a list of

some categories you can use in your costume contest. You can even split each category into small and large dog groups. After all, some small dogs are just “cuter” than larger dogs. • Scariest • Funniest • Best TV/Movie Character • Best Team (Human/Dog) • Best Pack (Three or more dogs) (editor’s note - why is it that nearly every picture I looked at for a dog in costume, the dog looked misearable?)

Fitness Events

There are many canine-friendly fun runs out there. But what about hosting a small fun run/walk just for dogs? The run can start and finish at the entrance of the dog park. According to Jaymi Heimbuch, it is actually a good idea to exercise your dog before taking them to the dog park. “A dog that has been inside or alone for hours has pent-up energy, and bringing her into an extremely stimulating environment such as a park with other dogs is like holding a match really close to a stick of dynamite and hoping the fuse doesn’t catch fire.” http://www.mnn. com/family/pets/stories/15-things-humansdo-wrong-at-dog-parks

In my research for this article, I also came across two other fitness classes that include canines. • Yoga with Your Dog • Get Fit with Fido Why not host these events at your dog park on a regular schedule?

u Dog Park Programming Schedule a Canine Entertainment Demonstration

There are a variety of canine entertainment groups out there. Each group is probably looking for some sort of publicity and exposure. Why not schedule a different group each month to do a demonstration at your dog park? Below is list of possible options: • K9 Police Dogs • Disaster Rescue Dogs • Herding Dogs • Agility Dogs • Disc Catch • Dog Obedience • Hunting Dogs • Doggie Dash Races

Dog Talent Show = Fido’s Got Talent!

Host a dog talent show at your dog park. The City of Beverly Hills hosts a talent show at their annual Woofstock 90210 event. According to Cindy Brynan, Senior Recreation Supervisor, the dogs are judged on creativity and crowd reaction with the award going to the “most talented trick”. Past participants have performed complicated dancing numbers and barking to a song. To include more participants in the event whose canine’s may not have too much talent, you can add some unusual contests. A search on the internet resulted in these crazy contest ideas:

Pet Rescue/Adoption Events

Most communities have pet rescue and adoption groups. These groups have regular events at local pet stores, vet offices and street fairs. Work with these groups to include your dog park in their event rotations.

Life u Goals of the Program

The Parks for Life Challenge is a FREE game that is hosted by the Santa Clara County Parks and Recreation Department to help friends and families get outside and engage in healthy activities in our over 50,000 acre park system. Teams of two or three players sign up, and then choose to participate in outdoor adventures in any one of our 29 regional parks. Participants document their adventures by posting photos or videos on their social media sites to compete for awesome prizes.

So many people are tied to their electronic devices, not looking around and savoring the beauty around them. This outdoor social media game encourages people to go outdoors and connect with family and friends, while still allowing them to use their electronic devices and connect with others through social media. The Parks for Life Challenge supports both the mission of the profession AND the Parks Make Life Better!® campaign because the game encourages participants to get outdoors, get active in parks and connect with nature through friendly competition with other participants. We had several goals of the Parks for Life Challenge which included: • increasing attendance at park programs • increasing the public’s awareness of and participation in services

Program Development

By using an actual topographical map of one of our Santa Clara County Parks as a background on the Parks for Life Challenge Website and incorporated into the game logo, we are sending a strong message to all participants that by playing the game they are going on an adventure. Adventures lead teams to places where they can explore and have fun. Participants will be exploring rivers, hilltops, valleys and forests, following trails, connecting with the past, picnicking with friends and family, and playing fun games. All of this is graphically featured in the marketing materials and graphics. The fonts and colors used on marketing materials, the game Website and Facebook pages are consistent with the graphic standards for Santa Clara County Parks so as to maintain consistency with agency logos and branding goals. During the game’s development phase it helped that we had some very enthusiastic staff who worked to get the Parks for Life Challenge Website and social media sites live within a very short period. We had a design consultant who created the topographical map for the background, one IT person who created the pages for each part of the Website and kept the colors and fonts consistent with our Santa Clara County Parks branding standards. One intern and one outdoor recreation coordinator created the content for each of the Website pages and social media pages as well as creating over 350 adventures for teams to participate in. A management analyst created the Parks for Life Challenge Facebook and Twitter pages. We also now have Google+ and Instagram pages. Our marketing consultants pushed the game on the Santa Clara County Parks social media pages and through community newspapers and magazines. The media team also created two short Parks for Life Challenge videos that are posted on all of the game’s social media outlets.

u Parks The Game

Game participants have to build a team with their friends, coworkers, neighbors and/or family members, which encourages social connections. The Parks for Life Challenge game is designed to increase awareness and enhance visitor experiences by offering over 300 adventures in the Santa Clara County Parks system. With this marketing goal in mind, teams are going out on adventures to “Hug a Tree”, “Lay on a Lawn”, “Go Fishing, “Go Bird Watching” and “Play Tag” with their team members of friends, neighbors and family. Adventures are also intended to introduce teams to our large and expansive 29 regional park system by having them visit every single park. Since the teams are on adventures in parks, they are encouraged to explore nature in positive and safe spaces, play, and exercise. Teams will earn five points by doing simple things like lay on the lawn or hug a tree. The higher the intensity of the event, the higher the point value. For instance, a five-mile hike could be as much as 15 points. Teams also get extra points by getting other teams to sign up. Through the social media communications of team players, Santa Clara County Parks is in a sense getting “free” marketing! This game has definitely addressed our goals related to increasing public awareness, increased program attendance, and utilization of park services. All park staff, volunteers, and game players are encouraged to submit ideas and nominate new adventures at any time. Game participants are surveyed after each round of adventures and asked to provide feedback, identify favorite adventures and submit ideas for improving the game or adding new elements. Many of these great ideas get incorporated into the next round of adventures. This feature allows the game to grow organically and keeps it fresh for participants who have already completed some of the adventures.

Prizes

Due to generous donations by REI, Sports Basement and Cinelux, we are able to offer some incredible priz-

es. Teams can win camping and hiking equipment. Santa Clara County Parks offered annual venture passes and camping packages to some of the winners. Other prizes include movie theater passes. Part of the top prize package for the winning team is a GoPro Camera. The top 25 teams will win some prize for the entire team. With so many teams entered, we needed to develop some prize options for those teams that either joined the game late or did not have the time to compete with the top teams. We developed weekly Benchmark Special Prizes. Each week we chose certain adventures to be part of the weekly benchmark. Teams that meet certain benchmarks

will be entered into a drawing to win special prizes at the end of the game.

The game is fostering good health and wellness by encouraging teams to exercise in county parks by doing the “Nature’s Gym” adventure where they take a photo of their team members and their flag doing any type of physical exercise. Another example of fostering good health is by encouraging teams to join our other popular “Healthy Trails Challenge”. This challenge encourages visitors to hike, bike, ride, or roll their way through five of the listed 22 park trails in a free guidebook. Teams get points for signing up and points for completing this separate challenge. The game encourages outdoor play for all ages by having teams invite their “elders” to go with them on their adventures. Lastly, another marketing goal in mind is to cultivate memorable experiences that promotes enjoyment of the outdoors. Having teams going on these multiple adventures throughout the game period with their family and friends helps to rekindle relationships! One older team player said, “…I haven’t spent this much time with my daughter in years!” By building a Parks for Life Challenge Facebook and Twitter Page and

regularly promoting the game and communicating with teams about the weekly challenges, teams are often reminded how enjoyable their lives would be by going on fun adventures outdoors. Teams become better educated park stewards and learn about local natural, cultural and historic resources by attending diverse interpretive programs, outdoor recreation classes and events. They become inspired to get outdoors more often and share their knowledge and experiences with more friends and family. The game is meant to have teams playing together, so participants are encouraged to invite their friends and family on all of their adventures. Teams are also encouraged to attend volunteer opportunities, which helps promote park stewardship and community volunteerism.

The Parks for Life Challenge for Spring 2016 began on May 1 and runs through August 15th. Currently we have over 260 teams registered and this number is climbing. A post-game survey of Parks for Life Challenge team members indicated that 86% of the participating teams rated the game as good to excellent. But to us the best indication of the game’s success is the public comments on the Parks for Life Challenge Facebook page which indicated an increased community awareness of park services. Specific comments include: “…It has introduced us to the outstanding county park system that surrounds San Jose and pushed us to get out and play….” “Having a blast seeing new places, getting healthy, and learning about history and science, too!” “Love this challenge! We have found so many great parks we did not know were in our backyard.” NBC Bay Area’s Open Road featured Santa Clara County Parks and used the Parks for Life Challenge game

What we learned

The Parks for Life Challenge was a surprise to us on how successful the game was and how it increased public awareness of our great Santa Clara County Park system. Over the last three games there were over 700 teams (1,838 people) registered. 26,938 total adventures were submitted by these teams. These incredible numbers signify that this game is doing a great job in supporting the goals of the SPRING 2016 • CALIFORNIA PARKS & RECREATION

Ed Ricci

Ed Ricci passed away January 10, 2016. Ed was born in Providence, Rhode Island on June 26, 1940 and, at age 13, moved with his family to Los Angeles, California. After graduating from California State University, Long Beach, he went to work for the City of Carson as its Parks and Recreation Director. In 1979 Ed began his second career as a State Farm Insurance agent. Known by friends as “Fast Eddie,” he had a passion for great cars, outweighed only by his love for family. Ed is survived by his wife of 52 years, Rosalie Ricci; his children, Steve & Lissa Ricci, LeAnna Ricci-Farris.

Kathleen McMorrow Walsh

The city of Oakland lost a treasure on April 7, 2016. Kathleen McMorrow Walsh was a bastion of the true spirit of Oakland. Katie was 94 years young when she passed. She was born on November 24, 1921 in Oakland of parents who emigrated from Ireland. Her father, John McMorrow, was an Oakland policeman. Katie was a product of the Oakland public school system until she attended Holy Names College. Katie met her future husband, Bob, while an Oakland playground supervisor at the Park Boulevard Playground. She went on to a forty-five year career with the Oakland Park and Recreation Department as its Director of Personnel. Katie enjoyed her career with park and recreation and the opportunity to have a positive impact on the youth of Oakland. Additionally, Katie was a fervent fan of the California Golden Bears and the Oakland A’s.

Keith B. Vint

Keith Vint passed away peacefully, on April 9th at his home in Rancho Palos Verdes. He was 81. Keith was born in Freeborn County Minnesota on July 21, 1934 to Dagmar and

Floyd Vint. He was the fifth child of seven: James, LaVaun, Lorene, Darryl, Robert and Sandy. Keith attended one year of college at University of Minnesota before joining the army. He was discharged in December 1954 and met the love of his life, Elsie, 17 days later. He returned to college and graduated from the Minnesota School of Business. In 1970 he started work for Miracle Playground Equipment selling to all the cities throughout southern California for 46 years. He was a member of the Lions, CPRS, Thrivent, SCMAF and served on the Board for Bobby Sox Softball.

Recognition East Bay Park District Hires Deputy General Manager

The East Bay Regional Park District this week named Ana Alvarez, a parks official for the City of San Francisco and a longtime advocate for sustainability and civic engagement, as the District’s first deputy general manager.

Alvarez started work March 1. “We’re thrilled to add someone of Ana’s caliber to our ever-growing District,” said East Bay Regional Park District General Manager Robert Doyle. “Her experience, commitment and expertise – especially in matters related to climate change and professional development - will be a tremendous asset to our District.” As deputy general manager, Alvarez will oversee day-to-day oversight of the four executives responsible for finance, operations, planning, land acquisition, stewardship and development, and human resources. She will also work closely with Doyle to navigate long-term planning, as the Park District continues to expand and be a leader in environmental stewardship. Alvarez has a long history of park leadership. She most recently served as deputy director of parks and open space for the City and County of San Francisco Recreation and Park Department, overseeing an annual operating budget of $80 million and directly supervising 10 management staff with indirect responsibility for 368 full-time employees and 200 seasonal employees. Prior to joining San Francisco in 2009, Ana served as director of the City of Santa Fe Spring’s Community Services Department, director of the City of Oceanside Parks and Recreation Department, manager of the City of Burbank’s Cultural Arts Program, and teen programs supervisor for 73

Spotlight u the City of Santa Barbara. Her accomplishments have received numerous awards from professional organizations, including the California League of Cities, California Park & Recreation Society, California Association of Police Chiefs and the National Association of Housing and Redevelopment. Alvarez holds a doctoral degree in policy, planning and development from the University of Southern California and a master’s degree in public administration from California State University Northridge. Her doctoral dissertation focused on San Francisco’s Park and Open Space Sustainability Plan that establishes climate change adaptation strategies, for which Mayor Ed Lee awarded Alvarez the city’s Green Pioneer Award. She contributes to the development of the next generation of professionals by serving as adjunct faculty for San Francisco State University Department of Recreation, Parks and Tourism. She also served as faculty in the Green School for the National Recreation & Park Association, focusing on climate change planning, water conservation, sustainable landscape design and practices.

Chris Conlin

Chris Conlin has been appointed the Director of Parks and Recreation for the City of Sacramento. He assumed his new position on Friday, February 19. Conlin was recently a Deputy Director in the California Department of Parks and Recreation, a 74

position he was appointed to by the Governor in 2013. He also concurrently served 19 months as the acting Deputy Director of Boating and Waterways. Conlin oversaw a combined annual budget of over $170 million, the operations of approximately 145,000 acres of Park lands, statewide education and safety programs, and a catalog of local assistance grants and loans. Prior to beginning his career with the State, Conlin served on active duty in the United States Marine Corps for 30 years. He retired with the rank of Colonel. Career highlights include leading an infantry company of 200 Marines during the liberation of Kuwait; serving as the commander of a combined Marine and SEAL Special Operations Unit during operations in the Mideast; and leading a 1,500-person Task Force during the liberation of Iraq. He also served as Provisional Governor of Najaf Province in Iraq with a population of 1.3 million people. In addition, his military service includes extensive duties as an educator and trainer. Conlin earned a Bachelor’s degree in Political Science and International Relations from the University of Rochester (New York).

At the 2014 California Park and Recreation Society’s Annual Awards and Recognition Banquet, I was installed as the newly elected Vice President to the CPRS State Board of Directors. This installation marked the beginning of my three year term with the board. I have enjoyed each and every moment as a board member. I feel blessed to be a part of an amazing team of leaders. I was thrilled to be installed as President at this year’s banquet. I had the opportunity to be installed by my professional mentor and close friend of over 20 years, Mike Belknap and my father Mike McClure. Mike Belknap and I met while serving on the District 10 Board together. I owe a lot to my involvement with CPRS both personally and professionally. I am grateful for each and every opportunity and the friendships I have made through my connections with this great organization, which is my third place. Without my involvement I would not be where I am today in my career. Words cannot describe the amazing benefits I have and continue to receive from my involvement throughout the years with CPRS. One of my goals as President, is to work to engage those within our profession, partners and communities who are not yet members and communicate the importance and opportunities that a CPRS membership brings. I am hoping by sharing my story of involvement with CPRS, it encourages you to reflect about your own involvement with CPRS as well as the level of your staff’s involvement. CPRS continues to lead parks and recreation professionals through advocacy, education, networking and resources. As members, it is up to you what level of involvement you chose, but I challenge you to make sure you do not miss out on an opportunity to get involved.
