Essentials of the Parks and Recreation Profession by Kristi McClure Huckaby • CPRS President
O
ne of my greatest professional honors has been to ser ve as your CPRS President! I am extremely grateful for the opportunity to serve in this prestigious role. I have truly enjoyed meeting the many talented and inspiring professionals who bring a wealth of knowledge and expertise to the field of parks and recreation. The professionalism of CPRS members: sharing their knowledge, trends and best practices, ultimately provides to our enire membership. In turn this benefits the communities we serve and improves their quality of life, making parks and recreation an essential service to our communities. One of my goals as President this year was to demonstrate to those within our profession, who are not yet members, the importance and opportunities that a CPRS membership brings. It was extremely rewarding personally to offer a CPRS membership to a new member, as I knew each dollar spent would bring back a higher return in the investment of advocacy, education, networking and resources for that individual. As in the social media world, it is referred to as pay it forward. Can you imagine the possibility and the strength of our membership by paying it forward? Throughout the year, I have had an opportunity to speak at District, Section and Region Trainings. The topic of the training was Succession Planning, Mentoring and Coaching: The Key to Staff Development. Succession planning is essential for our profession, agencies, boards, and the emerging leadership and intelligence of our younger professionals holding
important positions on our District and Section Boards throughout the state. Furthering opportunities for growth are important (as purpose is important to individuals), understanding the organization needs and how your employees’ growth can help meet those needs are essential and rewarding for the individuals. Recently, I was asked to provide 1-2 line quotes about what CPRS means to you and how you have benefitted from it. As members, please take a moment to reflect on your experiences with CPRS. What does it means to you and how have you benefitted from it? At this point, you should be smiling and reflecting on a memorable time through networking or training with CPRS. For me, I wasn’t sure I could capture it in 1-2 lines. As my involvement has become such a big part of who I am, CPRS is my third place in life, the first being my family & friends and second my work.
What does CPRS mean to you and how you benefit from it?

There are over 100 education sessions to choose from that will address difficult conversations and topics to teach you strategies and skills to take your leadership to a new level. Our committee is especially excited about a new education series called “Conversations That Matter” that opens the door to having difficult but necessary conversations which allow organizational growth and advancement. The Com8
mittee was thoughtful and inclusive in its search for parks and recreation professionals to craft the educational sessions and overall program this year. The committee invited and received feedback from Administrators, HR support staff, specific recreation programmers like sports, seniors, aquatics, youth development and special events, customer service staff and commissioners to create a curriculum that speaks to your needs and wants for more information and skill development. This year several intensive sessions will be offered: NAYS Youth Sports Administrators Academy; a Park Development and Operations Symposium: A “Hands-On” Experience; The Mini SuperCal; Riding the Wave into the Future: Best Practices and New Ideas in Aquatics; and
“Wellness 360,” An Interactive Experience on Ways to Implement Your Wellness Program. These intensive sessions will drill down into specific areas of interest so you are able to polish your skills or learn new approaches from experienced and award-winning professionals in the field. Two Conference Rookies on the Upcoming Conference “If you do what you love, you’ll never work a day in your life.” Like many others, I have spent my life trying to figure out what I want to be “when I grow up.” I have always enjoyed volunteering and helping out in the community and am passionate about what I do. I really enjoy where my career has taken me the last few years, working for parks and recreation, and it dawned on me that this was my calling! I am a full time Administrative Specialist at Cosumnes CSD and love the variety of things I get to do and the opportunities that have been brought my way, I am also pursuing my Recreation and Park Management degree at CSU Sacramento. One of my favorite inspirational quotes is “You can never know a lot but you can always do a lot.” So, when I was asked to be on the planning committee for the CPRS conference, I wasn’t sure what to expect but I dove in head first. I have heard about the CPRS conference and all that it has to offer and was curious to see firsthand how everything comes together. I was nervous to be there with others who have more experience at this than me but I was also excited for an opportunity to try something new. I love meeting new people and it sounded like a great chance to network while having some fun at work… what all parks and recreation employees do best. It was really amazing to see all the time and energy that various volunteers contribute to reviewing the potential session entries. I really appreciated the inside glimpse into
seeing what different kinds of programs, activities and special events each agency offers. I learned a lot by talking to others and saw how their different expertise affected what topics they were interested in for conference sessions. Throughout the different meetings, I heard many entertaining stories about past conferences. I am really looking forward to being an attendee at conference. I have my eye on a few of the sessions that I got to review and can’t wait to see all of our planning committee’s results come to life. I am definitely interested in checking out some of my professor’s and colleague’s sessions and I am excited to see friends from different agencies, network and see the latest and greatest innovative things coming to our parks. It is going to be inspiring to see the parks and recreation field in a different perspective and I can’t wait to see how all of our agencies come together to help us all “make lives better.” See you at conference!
Growing up we are constantly exposed to new experiences and the world is a fresh, exciting place that frequently presents us with opportunities to learn. Unfortunately, those opportunities can become fewer and farther between as we age, and that is why I am looking forward to the upcoming CPRS Conference and Expo. This is my first time attending the conference, so I am anxious to get outside of my comfort zone and absorb as much material as possible. Besides experiencing something new, I am particularly interested in seeing this year’s conference come to life because I had the opportunity to volunteer with the CPRS program committee. I reviewed many of the sessions that will be presented at this year’s conference while serving in this capacity, and having come from a background of sports programming, I am hopeful that my input has a positive im-
pact on other attendees involved in youth and adult sports. For me personally, I am most intrigued by the prospect of learning more about park development and maintenance. My current role with the Cosumnes CSD is more administrative than previous positions, and I am fascinated by the processes used to create and allocate public resources such as parks and athletic fields. Because of this, I plan on attending several sessions dealing with these topics in order to catalyze my professional development in this area. Having said all that, I fully expect the people I meet at conference to be as important as the information I receive. The CPRS Conference and Expo is a rare occasion to network with hundreds of like-minded professionals, and the prospect of connecting and learning from the experiences of others is what I’m most excited about. Who knows, perhaps I will meet you there!

An Actorturned-Activist, he throws himself into high-stakes scenarios on TV with no holds barred. He has harvested Buffalo with Native Americans in Pine Ridge, walked miles for clean water in Haiti and worked side by side with individuals from countless corners of the Earth. With humor and humility, Chris presents us with a new way of looking at the world.

hat’s more, we believe that playing outside is a catalyst for healthy communities. Children are our most vulnerable citizens, and when their rights to participate and enjoy public space are assured, everyone benefits. These beliefs are behind all of the work we do. Our background is in UK-based playwork, a professional approach to supporting children’s play, with its roots in the post-WWII adventure playground movement and an absolute focus on valuing play for its own sake. Play is an instinct we all share, and a drive we must pursue. For people of all ages, there are so many barriers to play — fear of public space, fear of strangers, tight schedules and hard responsibilities, even the simple fear of looking ridiculous. The best way we have found to overcome these barriers is to set aside time, space and materials, and to give explicit permission to play. Here, we say, is an opportunity to imagine and explore. Here, we promise, is a chance to take creative risks without judgment. We provide recycled materials that cost nothing, making it easy for us to give this permission and mean it. The pop-up adventure playground model that we developed can help ourselves and our neighbors overcome barriers to play, together. The idea is simple, bringing together people and materials for play in a public space and applying the very basics of playwork practice. Anyone can register for free through our website [https://popupadventureplaygrounds.wordpress. com/welcome/pop-up-adventure] and get support in organizing their own. It began as a little idea, in response to the combination of barriers we saw most often in the US. We wanted to spark new conversations around risk, freedom and connection, and to celebrate play. We held the first pop-up adventure playground in 2007, in New York City’s Central Park. It was part of a much larger festival and thousands of people came to visit the areas run by Disney, LEGO, Sesame Street and others. To one side, tucked beneath the trees, we filled a space with all sorts of scrap — cardboard boxes, a sofa cover, several broken plastic blinds, a mountain of acorns and a wok. We had also brought friends to welcome parents and help out any children who asked. We had brought duct tape and several garbage bags for later.

In that little area, hundreds of people played. They built houses and cut windows to peer through at their neighbors, and when they grew bored with that, they connected the houses together in one long tunnel. Children positioned themselves at different points: one handed out tickets which another took, and an older child poked his head in through a window in the middle “to make sure they’re all doing ok.” Towers rose and fell, tipped over slowly by children giggling hysterically. They cut fabric into superhero capes and saved the bystanders. They dribbled pebbles through long cardboard tubes and discovered that acorns rolled into a wok make a sound like miniature thunder. Over that afternoon, dozens of adults came to shake our hands. Some said it felt familiar, to see children playing in this way. Others said it was like nothing they’d ever seen and did we know when the next event would be? It seemed we were onto something, so we put some information online. Perhaps, we thought, other people are facing these barriers of time, fear, space and money. Maybe they’d like this idea. Now it is seven years later, and there are independent organizers of pop-up adventure playgrounds in seventeen countries around the world, in cities such as Bogota, Los Angeles, Cairo, San José and Hong Kong. We are still doing community organizing around play, but now our “neighborhood” is the internet. Each little ping that comes through our social media tells a similar story. It starts with the epiphany that play is important. Next is sadness, because play is not widely valued and the person feels alone in their new belief. Third comes a fervent search for more information about play, and their reaching out to us and saying “I’m so glad I found you.” This is also my story. As a teenager I knew that play was much more important than people were willing to admit but was dismissed as being childish and immature. After years of searching for like-minded people, I finally discovered playwork and my life has never been the same. Perhaps we were in the right place at the right time, but as our tiny organization logged into our first social media account, it seemed like we were starting a brand new adventure. Most play projects of the time were still focused locally, concentrating on meeting the needs of their immediate community. It was only a matter of days before the first messages began to come through in response to our photos: “How can I do this in my community?” Since that moment, we have been connecting people all over the world to the field of playwork and to each other. Just as a playworker makes themselves available for play, our organization has opened its arms out to everyone, welcoming them to come and hang out. Six years on, we have a growing following on four different social media platforms with a

u Pop-Up weekly reach of 50,000 people. Feedback has been fantastic too: “You guys give me the boost I need every morning to take my kids out playing.” It is no secret that we love play, but we know firsthand how isolating it can be. The limitless possibilities of the internet mean that we are never truly alone in our quest for play so just come and say hello — we are always here. It started with an email from across the globe. A simple request, a shared vision and a common goal — Playful Communities. Playwork is often stumbled upon “by accident,” although people are generally guided there by a combination of thoughts, feelings, and discussions with like-minded people. Bellelli Education, based in San José, Costa Rica reached out to Pop-Up Adventure Play in 2008. They sought some reassurance in their quest and hoped to connect their childcentered philosophy to that of playwork from across the Atlantic. From that initial exchange, something sparked, connected, grew and flourished. Today, driven by that same group of people, both Bellelli and Pop-Up alike, have come a long way in their quest to support children, families, organizations and interested parties in the promotion and development of dedicated time and space that is child-led, goalless and fun. Bellelli, with both long distance and in-person support from our team, has hosted almost 30 pop-up adventure playgrounds (which they call PopAps) within their local communities. Over the years these events have grown in both size and understanding. Pop-up adventure playgrounds create a point of reference, a purpose, a trigger that brings people together in a positive way. They open up lines of communication and provide various levels of opportunity for people to contribute whenever or however they can. Some people organize, some bring resources, some stories and others food, but sometimes people just bring themselves, and that, for some communities is a huge deal. In addition to the almost 30 play events, our team has supported both Bellelli and their local community partnerships with a tailored professional development workshop as part of the 2015 World Tour while also supporting over ten students through the online Playworker Development Course. Play isn’t just “What children do:” it isn’t just “messing about.” It is an energy that is within us all, waiting for a space, an opportunity and the permission to spark the circuit and begin to flow.

The Benefits of Child Directed Play When children play this way, they... • Figure out things for themselves • Learn how to take healthy risks • Find innovative ways to think about the world and how it works, based on their own self-led, intrinsically motivated interests • Practice necessary skills such as overcoming obstacles, creative problem solving (on their own or with other children), communicating their feelings effectively with others, and working with those who may have difference points of view • Experience the joy of self discovery, the thrill of being able to pursue their own creative ideas without the fear of failure that usually arises when there is one, predetermined way to be “right” or to “win” Many children do not have the opportunities they need for child-directed play. You can help to provide more childdirected play opportunities just by keeping these four key P.L.A.Y. Ideas in mind:
the constant valuing of work and productivity above all else. Pop-Up Adventure Play and the pop-up adventure playground model have opened up an opportunity for us to talk about all of this, and to help people start making changes in their local neighborhoods, professional settings, and in their own lives. Over seven years, we have found that this process creates its own unanticipated community, introducing new friends and bringing us around the world to visit them. Each time we share a meal and a story, or steal a moment of awe-inspiring discussion between playful engagements, we see how the shared and human instinct to play connects us across enormous distances and differences. No matter who we are, where we live, what we have done before and what may happen in the future, play is something that can keep us together. To enter most fields of work, you need specialist knowledge, specific jargon and sometimes even fancy equipment. To discuss play, we can simply ask for you to think back to when you were a child, or help you get started playing now. Play reminds us that it’s never too late to experience the fun of creativity, to glue or smash or cut or tape. We all have the ability to send and receive cues for play, to become once again fluent in a language where communication can be as simple as throwing a ball, pulling up a chair to the table, or just sending a little email. We’re ready when you are — come and play.
Permission
To support child-directed play, give children permission by making sure they have downtime every day – time with no adult-directed activities. Some children may need encouragement, “It’s okay. Just play!”
Loose Parts
Loose parts are simple, everyday materials that children can change and use as they please (e.g., cardboard boxes, paper towel tubes, paper bags, crayons, fabric sample, etc.). Just add tape or glue and kids will do the rest!
A Safe Space
Children need a place where they feel safe to play freely and get messy! An old sheet or towel on the floor can help to create a safe space inside where children can play and create with tape, glue, and crayons. Draped across chairs, the sheet makes a place to hide. If possible, you can bring materials outside to a porch or the playground.
You
Children are experts in their own play. One of the ways to support play is to simply watch and listen. When invited, play along! If children ask for help (e.g., cutting a window in a cardboard box), lend a hand! By showing that you support their play without taking over, you offer your children a priceless gift. Adventure Park u Patty’s Place
T
hat could almost be the motto for the Adventure Playground. This half-acre of dirt and quirky chaos hugging the Berkeley Marina on San Francisco Bay is ranked among the most innovative and creative places for kids to play in the U.S. It’s got a semi-orderly, beachside junkyard feel. Nothing fancy or slick. Grab a bucket and brush: Kids can paint on almost anything here, except each other. Grab some wood and nails; it’s hammer time. Parker Swenson, 12, and his 7-yearold cousin, Tyler, have spotted some long tubes of sturdy plastic. “I dare you to go inside one and I’ll push you down the slide.” “Yeah!” Tyler yells. They climb in: The tubes are perfect for barreling down the modest hill here into the dirt below. “Whoa, that was so awesome! I’m going again,” yells Tyler. There are only a handful of these “wild playgrounds” in the country. They embrace the theory that free, unstructured play is vital for children and offer an antidote to the hurried
Ten-year-old Deion Jefferson and 7-year-old Samuel Jefferson push and roll a piece of culvert piping down a hill. lifestyles, digital distractions and overprotective parents that can leave children few opportunities to really cut loose. “It’s really central that kids are able to take their natural and intense play impulses and act on them,” says Dr. Stuart Brown, a psychologist and the founding director of the National Institute for Play. Children need an environment with “the opportunity to engage in open, free play where they’re allowed to selforganize,” he adds. “It’s really a central part of being human and developing into competent adulthood.” Brown says this kind of free-range fun is not just good; it’s essential. Wild play helps shape who we become, he says, and it should be embraced, not feared. Some educators advocate “dangerous play,” which they say helps kids become better problem solvers.
In Europe there are lots of these kinds of free-range public playgrounds. They flourished after World War II. Europeans more readily embraced spaces for children to engage in what developmental psychologists like to call “managed risk.” But in the U.S. today there are barely a half-dozen. There are the Anarchy Zone in Ithaca, N.Y., which is just two years old, and a handful of others including a few in New York City. This one in Berkeley is run by the city’s parks and recreation department. It’s funded largely by docking fees from the adjacent marina. But, in many ways, this is Patty’s place. “I’ve been involved here at the adventure playground since its inception — about 35 years,” says Patty Donald, the playground’s longtime coordinator. Donald has been on a crusade to promote kid-driven, hands-on play. “A lot of people learn by touching and feeling and doing, and they excel that way,” she says. “People drive two, three hours to come here.” Five staff members handle everything from replenishing the zip line’s dirt landing zone to facilitating woodpainting and other play activities. They keep a careful — yet mostly distant — eye on the children and what they’re doing. If kids turn in wood with splinters or with a nail sticking out — called a “Mr. Dangerous” — they can earn paint and tools. “You got it! Yay, Aly!” one staffer yells to a young girl as she makes her way across an old surfboard precariously balanced on a barrel.
The Cellphone Problem
So ... why are there so few of these wild playgrounds in the U.S.? Fear of litigation is certainly an issue. But there are other factors, too, experts say. Among them are safety-obsessed, overprotective parents shepherding hyperscheduled children, and the fact that in America’s cities and suburbs, play itself is in decline. Adventure Park u Donald worries that today’s kids are controlled, coddled — and overscheduled. And some parents, she says, are often too distracted. “I find there are a lot of adults who don’t know how to play with their kids.” Wait a minute, I ask: What do you mean there are parents who don’t know how to play with their kids? I’m imagining awkward, distracted parents, fiddling with their iPhones because they don’t get that they can actually interact with their children. “Probably 75 percent of the parents that come in do that,” Donald says. “The cellphone probably is the biggest problem we have. The parents are standing here, they’re physically here.” But ... they’re not really present, she says.
‘Like A Pillow’
“This is awesome; this is a neat little place,” says Dave Davirro. He and his 11-year-old son, Nicholas, are in from Hawaii visiting relatives in California. He says kids need more places like this. “They’re tearing down swings in my city,” because they’re dangerous,

Davirro says. “We’re way overprotective. I want my child to experience that, you know, there is some danger in everything.” Right now, father and son are checking out the zip line. It’s a huge draw at the Adventure Playground, and the rule is kids go first. Any child over 6 can just let it rip, sliding right into a pile of dirt. “You know, to fall in the dirt like this is just great!” says Davirro. At its apex, the line is about 8 or 9 feet off the ground. There’s no net. I cautiously climb the zip line’s wooden ladder to a waiting area that’s kind of like the crow’s nest of a ship. It overlooks the bay, all blue, calm and sunshine this day. But the kids up here are not taking in the view. All eyes are on me. Six-year-old Rhiannon Edison seems annoyed that an adult is encroaching on the Good Ship Zip Line. “Wait, why are you here?” Edison asks skeptically. I tell them I’m here to do a story on the playground. The kids nod. The adult with the fuzzy microphone can
stay. For now. I ask them what they like about this place, and get a host of answers: “The zip line.” “It’s nice how you can build your own things.” “I like how you can land in the dirt, but the dirt is really soft. It’s so soft that it just feels like a pillow to me.” Enough talk — one of them zips away, down into that soft pile of sand. Now it’s my turn. With all my recording gear, what could possibly go wrong? I ask a little girl, a zip line pro, for advice. “Point your feet towards the dirt so that the sand doesn’t get in your underwear” she says, adding, “and have fun.” The kids give me a bon voyage countdown in unison. Swoosh. The ride is quick, fast and fun. My recording gear gets a little sandy and roughed up, like it used to when I was reporting from the Middle East. Don’t tell the NPR engineering shop, but I just might have to ride that zip line again.

CPRS Teams up to Promote Play with Statewide Training and Action Grant

ne doesn’t need to look far to understand that play and recreation bring communities together in a variety of meaningful ways. Even if you aren’t up on the latest research, a trip to the local park playground reveals families engaged in active behavior, sounds of pure joy, and smiles on all the faces you see. Play projects uniquely build social capital, physically enhance a space, and provide memorable experiences families hold for years to come. Ask an adult about their favorite playground memory, and it will generally revolve around physically conquering a piece of equipment for the first time, being independent with their friends, or a favorite game or activity that they took part in. The research is clear-play has a multitude of critical benefits to build healthier communities. Play is an integral part of children’s growth and development, and essential for healthy physical, social, and intellectual development. Children learn about the world around them through self-created experiences where they are free to express their creativity, individuality, and imagine new worlds. Today, park and recreation leaders are seeking innovative ways to encourage active healthy behavior in parks. People in our profession are on the front line, battling some of the most complicated challenges our country faces, including obesity, sedentary lifestyles, screen time, and social inequities. Through the Parks Make Life Better® campaign, the 525 park and recreation agencies are raising awareness of the benefits of parks and recreation throughout California and the status of parks and recreation as an essential community service. Through a recent partnership with PlayCore, and their GameTime brand, California Park & Recreation Society (CPRS) joined in a common goal to promote health and wellness across communities through research-based best practices and the development of National Demonstration Sites - outdoor environments that greatly enrich and enhance the quality of life where citizens of California live, work, and play. Through the Parks Make Life Better® Statewide Training and Action Grant program, California agencies had the opportunity to attend professional development sessions held throughout the state, learn research-based best practices about the design, implementation, and programming of play spaces, and apply for grant funding to bring their visions to life. As a result, seven park and recreation agencies were awarded Healthy Play Action Grants, sponsored by GameTime, and are moving play forward with model demonstrations to engage their community and inspire others to use play as a catalyst to build healthier and happier communities. Their efforts demonstrate how investing in play results in positive outcomes, grows social capital, and builds stronger communities through the power of play. The program launched at the 2015 CPRS Conference with the goal of sharing initial outcomes at the 2016 CPRS Conference in Long Beach. Data collection and outcomes will continue to be collected over the course of the year, to be shared in 2017. Initially, PlayCore and CPRS joined forces to execute state-wide professional development across communities in an effort to create opportunities for professionals to partner, network, and/or collaborate on health and wellness initiatives, as well as provide continuing education credits, researchbased educational resources, and advocacy/consulting services to help parks and recreation professionals expand their knowledge and turn research into action. The events were held within the five CPRS regions, and locations were selected in order to bring the broadest opportunities to professionals seeking to attend. Working with the region representatives, these events were held free of charge, WINTER 2017 • CALIFORNIA PARKS & RECREATION

open to park and recreation professionals, community health and wellness partners, local non-profits, or other stakeholders that had an interest in health and wellness. Over the course of several months, the CEU approved and research-based education sessions on various topics surrounding play and recreation were held, collectively providing over 450 hours of continuing education to nearly 150 park and recreation professionals across the five regions. The purpose of the training events was to provide quality professional development opportunities surrounding the latest research and best practices to promote community health and wellness through outdoor play and recreation spaces. Education sessions focused on topics such as inclusive play, engaging children with nature, and promoting physical activity for multigenerational users. Attendees also had the opportunity to learn more about the action grant and funding opportunities, while taking away valuable resources and information to help them successfully complete and submit their grant application. GameTime followed this education with an opportunity to provide action grants to high quality community projects that align to research-based design best practices and standards-based programs, in an effort to collect meaningful outcomes and provide a vehicle for the communities to serve as a national model. This funding opportunity was ideal for projects that were partially funded, wished to apply research-based practices, and/or hope to expand fully funded projects. Candidates from across the state submitted applications and essays outlining their community’s health and wellness initiatives and specifically share how they planned to utilize the new play destination to help reach their goals. The grant applications were collaboratively reviewed by a variety of representatives with CPRS, PlayCore, and GameTime. While there were a variety of high quality applications, seven communities were chosen to receive funding, with the deadline of completing their projects by spring of 2016. Among other qualifications, applicants had to provide meaningful data about their community goals,

u Action Grant demographics, provide community input, demonstrate how they would use the space to promote physical activity, and adhere to a timeline geared toward facilitation of research, reporting, and introduction of the winners at the 2016 CPRS conference. Essays included details on the outcomes and data that they would gather in support of the goal for publication of the white papers, in order to collectively communicate the impact that the project had across the state. The communities chosen were the cities of Bell Gardens, El Segundo, Lakewood, Murietta, Santa Rosa, West Covina, and the County of San Diego. These communities rose to the challenge, providing thorough and effective essays that confirmed their goals, and outlined in detail how their National Demonstration Sites would provide meaningful outcomes to the entire community. They are shining examples of how leaders are thoughtfully implementing best practices, focusing on advocacy, collecting data and outcomes, and bringing recreation opportunities to the people they serve. Over the course of the next year, the CPRS Healthy Play Action Grant award recipients will continue to collect data at the completed play and recreation sites and gather additional community outcomes to be published in follow up reports. In addition to this initial report, a companion progress white paper will be published and made available through PlayCore and CPRS at the 2017 CPRS Conference, District Conferences, and other applicable venues in an effort to highlight success stories, discuss challenges and barriers, and offer advocacy and inspiration across the state for making play a priority. Manuel Mollinedo, who brought an awareness of community diversity and helped the city reach
an agreement with local schools to open playgrounds to the public on weekends, has resigned as director of Fresno’s Parks, After-School, Recreation and Community Services Department. Mollinedo, 70, was hired as PARCS director in May 2014, and Friday, December 16 was his last day on the job. He stepped down for family reasons
and is joining his wife in Sonoma County, where the couple have a home, City Manager Bruce Rudd said. In his 2 1/2 years in Fresno, “Manuel was very effective in bringing in a better level of structure,” Rudd said, “because for a number of years we were somewhat fragmented in some of the programs that we were still providing” after significant budget cuts to the department. Mollinedo also worked to make sure that programs at the city’s parks, community centers and pools “better reflect and meet the needs of the diverse community that we serve,” Rudd said. “He recognized that each of our community centers is a little bit different in terms of the neighborhoods they serve.” Rudd added that one of the areas where Mollinedo improved the staff’s diversity was in the ranks of its lifeguards and swimming instructors at the city’s swimming pools in differ-
ent neighborhoods across Fresno. Mollinedo also played a key role in negotiations among the city and the Fresno Unified and Central Unified school districts to reach joint-use agreements that opened school playgrounds for the public’s use for picnics and recreation on weekends to augment the city’s available park space. Under those agreements, two elementary schools in the Central Unified district and 14 elementary, middle and high schools in Fresno Unified have been opened. All but three of the school sites are south of Ashlan Avenue, and in areas that have been identified as underserved by the city’s parks. The schools represent between 350 and 400 acres of green space for weekend residential recreation. But Mollinedo’s signature accomplishment, Rudd said, “was carrying home the new Cultural Arts District Park to the

It cost of about $1.4 million, most of which came from state grants. The park covers more than 33,000 square feet and includes a performance stage and three canopies with colorful motion-detection lighting. A new assistant parks director, Kristina Chamberlin, joined the city staff earlier this month and is expected to provide some stability during an interim period while Rudd conducts a search for Mollinedo’s replacement. “I have one or two people I’d like to talk to about the position; otherwise, we’ll do another national recruitment.” Before coming to Fresno, Mollinedo was the director of zoos in Honolulu, San Francisco and Los Angeles; it was during his tenure as executive director of the San Francisco Zoo that an escaped tiger killed one man and mauled two other people in January 2008. But Rudd said Mollinedo’s experience running the parks department in Los Angeles in the 1990s was what made him an attractive hire for Fresno to help the department recover from the deep budget cuts inflicted in the aftermath of the recession. CRPD Appoints New District Administrator The Cordova Recreation and Park District announces the appointment of Patrick Larkin as its new District Administrator. The CRPD Board of Directors unanimously selected Larkin after an extensive national search and approved his employment agreement at the December 21, 2016 Board
meeting. Larkin officially began his service on Tuesday, January 17, 2017. “We are pleased to have someone with such vast experience in parks and recreation join us at CRPD,” said Board of Directors Chair Terri Leimbach. “We are confident he will work diligently to keep the District moving forward to even greater things in the future.” Larkin comes to the District with a background of more than 16 years in administration, public service and park and recreation, including his most recent position as Recreation Superintendent for the Cosumnes Community Services District (CCSD) in Elk Grove, California. As Recreation Superintendent, Larkin
oversaw 20 full-time and 150 part-time staff. In his more than 11 years with CCSD, Larkin has developed award-winning youth and community programs, managed capital and community improvement projects and fostered critical partnerships and relationships in the community. Previously, Larkin served in leadership roles with the Cities of Palo Alto and Sunnyvale. Larkin has also been recognized as a regional and state leader in parks and recreation, including CPRS. Larkin graduated with a Bachelor’s degree in Communications and a minor in Sociology from Central Connecticut State University.

One of the benefits of CPRS has been to broaden my network… there is not enough space in my article to describe the amazing talent of the professionals who I serve with on the CPRS Board of Directors. At the beginning of the year, the CPRS Board of Directors developed a Board Work Plan aligning with the Ends Polices of the Board. In June 2016, the Board of Directors launched a state-wide review of the bylaws for which Districts and Sections operate under. The purpose of this task force was to ensure alignment with the State by-laws, which is the overarching operating framework; and to educate the District and Section members of the operational framework provided through these by-laws. I am very proud of the hard work and efforts thus far by the Districts, Sections, Board of Directors, and Task Force Chairs Tara Gee, Secretary and Treasurer, and Henry Perezalonso, Vice President. At our December CPRS Board of Directors meeting, we had a number of special guests join us, including Pilar Alcivar McCoy, Legislative Chair and Doug Houston, Legislative Advocate to discuss our advocacy program and talk about how the board can become more proactive as we move into the new session in 2017, especially with a proposed new Park Bond.
