GRAND OPENING
The grand opening was on July 17th, 2021 and is a great addition to the current infrastructure for all residents within Costa Mesa and surrounding areas. The City of Costa Mesa wanted to renovate their existing park and playground south of their new Donald Dungan Library. The directive for Lions Park was to remove and replace the restroom building and preserve the mature trees as well as install a new playground and retain a vintage fighter jet play structure in place. The program for users would be for ages 2 to 5 years and 5- to 12-year-old children including universal access. The aircraft carrier rubberized surfacing pattern in between the structure and jet lent the deck of the aircraft carrier to be utilized as a runway for a zipline feature that allows the users to imagine flying over the deck. Additional program elements are swings and accessible seesaw and round-a-bout for all completing the playground. The mature tree canopies allowed families to have instant shade provided while their children engaged the site.

What a Monumental Year It Has Been!

f you cannot end with the same intensity, vision, and commitment as from when you began, then truthfully you probably never really should have started. I cannot believe that this amazing celebratory year is ending, but I promise to bring the same excitement and dedication that I brought when I swore an oath to you all when becoming president. It’s been a monumental year for this society as we celebrated 75 years of Advancing the Parks & Recreation Profession. The engagement from our Districts and Sections to commemorate the Diamond Jubilee year has been amazing and I am extremely proud of everyone that contributed and celebrated. To cap off the year, you will have an opportunity to drop an inspiring message into a time capsule that will be at the CPRS Conference. Look for the time capsule in the Expo Hall near the CPRS booth to leave a message to be opened during the centennial year. Additionally, this society has really laid a foundation of welcoming members into the brave space of advancing justice, equity, diversity and inclusion (J.E.D.I.). The JEDI Task Force has developed four cabinets consisting of Education, Data, Engagement and Strategy/Policy. The cabinets will generate the tools, resources and opportunities for you to utilize to help further advance your own efforts with JEDI. During the conference I invite you to participate in a Brave Space session to listen, observe and contribute when ready. The State Board of Directors along with the Executive Director are committed to advancing this
work through the lead of the JEDI counselors that continue to develop the cabinets so that you may advance JEDI in your areas of influence. Connecting with other professionals is at the core of why many join CPRS. CPRS crosses agency, city and county boundaries and unites us to advance the great work we do for our communities. Member engagement begins with you being involved and participating by attending CPRS events, contributing to our CPRS Communities discussions, sharing your knowledge and experiences by writing an article or delivering an education session, and choosing to help lead this society at the District, Section and State levels. Getting to know others who talk the talk and walk the walk gives us the outlet to find answers to so many questions. The CPRS website is a great resource to begin those connections and I challenge you all to create, update and enhance your member profile. Please add a picture, tell us about yourself and update your agency contact information so that others may find, know and connect with you. Simon Sinek wrote this great little book titled “Together is Better.” I recommend it to everyone, but particularly to our early professionals that have just entered the field. It is a fun read and is full of inspiration. On page 6 it reads, “Most of us live our lives by accident-we live as it happens. Fulfillment comes when we live our lives on purpose.” My journey with CPRS has provided me that fulfillment and it has assisted and encouraged me to be a continued on page 54

Expo Event of the Year

alifornia’s “EXPO event of the year” for park & recreation professionals is coming to Sacramento March 8-11, 2022. The wide assortment of exhibiting companies gathered here will spark inspiration and excitement within you and your team as you have face-to-face contact with over 500 experts from over 150 companies. his June 23 marks the fiftieth anniversary of Title IX, the federal law requiring gender equity in publiclyfunded educational programs, including K-12 and college athletics. California also has an innovative law requiring gender equity in youth athletics run or hosted by the state’s park and recreation agencies—AB 2404, passed in 2004—mirroring Title IX. While girls and women have come a long way in opportunity and equity in athletics, there is still much progress to be made. Girls of color in low-income areas are particularly lacking in opportunity to play sports in existing programs. Plus, girls generally often get a far smaller share of sports opportunities in school and park and recreation-facilitated programming, as well as “uneven playing fields.” There are countless inspiring reasons to promote gender equity in sports. Research shows that girls who participate in youth athletics experience greater lifelong mental and physical health and educational attainment, as well as higher wages as adults, compared to non-athlete peers. To help girls and young women experience greater equity in athletics, park and recreation professionals from agencies of all sizes and demographics herein share many road-tested tips to help girls get into and stay in the game. National Girls and Women in Sports Day, celebrated on Wednesday, February 2, 2022, and the Title IX anniversary in June, mark two milestones to begin exploring and applying these tips!

Barriers Girls Commonly Face in Youth Sport
Typical barriers identified include a lack of attention and conversation around gender equity in program offerings, staff training and equity-minded resource allocation. It is also noted that girls and young women disproportionately shoulder family, household and caregiving responsibilities, reducing the amount of time some can give to sports, even if they wholeheartedly want to participate. Safety is regularly raised around girls’ access to sport activities – such that a field or gym, for example, may exist in a space where it does not feel safe for girls due to facilities issues, and times of day for practices and games. For this Title IX 50th Anniversary, we present nine keys for achievable changes in little and big steps to instill gender equity into the future!
Start Early
Agencies can recognize early entry points for younger girls to be introduced to sport and build a positive lifelong relationship with athletics activities. Ensuring offerings and advertising from the agency or the third-party running toddler/PreK/youth programming is gender inclusive helps invite families, and thus girls. Flyers picturing girls of all ages engaged in sports, as well racial, socioeconomic and family diversity go a long way to signal that girls can jump into the game at any age and level of experience.
Ask Girls What They Need in Youth Sports
Park Planning
Park and recreation professionals recommend reaching out to girls—and also their parents, guardians, families, coaches and sports organizations—to ask core questions: e.g., do you want more practice/game time and space, what sports do girls want to play, what sport barriers are girls and their teams facing, what would help get girls interested and keep coming back to sports? Such formal or informal viewpoint gathering will help the agency and stakeholders move forward with effective plans to ensure

Support Women Coaches and Staff Role Models
Tapping, training and supporting women coaches as role models, coaches and program leadership is a key part of the gender equity playbook. Many department staffers express the power of having a dynamic set of coaches and staff members to anchor programs, especially women empowered to run programs, coach and inspire girls to play and keep girls coming back. Coaching Corps and its partners have a wide range of resources that can help train great coaches to support girls. Roughly one-quarter of youth coaches are women and even fewer are women of color. Recruiting, retaining and supporting women coaches to serve as “game-changing” role models for girls, and all kids, is critical.
Schools and Agencies Can Work Hand-in-Hand
Park and recreation agencies can do a great deal to coordinate with local schools and other area programs to maximize girls’ access to sports and activity. For example, if an agency is low on facilities space, communicating directly with schools to establish joint use agreements can ensure all youth get that chance to play, such as expanding space for a growing girls’ basketball or volleyball league. Further, recognizing the pipelines in youth sports is essential so that park and recreation offers sports also available as girls enter middle and high school programs. Addressing safety concerns by offering youth sports to girls on their campuses or at close recreation centers can mitigate transportation and safety issues—girls/parents/guardians usually already know and trust those community-centered facilities. Gender Equity u Recognize that Girls Want to Play!
Recognizing that girls want to play in far higher numbers is a central component of working toward gender equity in sports. Misguided attitudes will sometimes arise such that some presume girls are not especially interested in playing sports. Many girls love sports and want to play in much greater numbers! Start dialogue with the assumption girls want to play, will play, and will come back with the right, persistent approaches.
Get the Ball Rolling
Sometimes it can feel daunting to instill long-term changes, but starting, even in small measures, to assess for and further gender equity can have a big impact. Begin by talking about gender equity with the city, town or county leadership, and staff, plus third-party groups (e.g., Little League softball and baseball, AYSO) is critical to work on buy-in and understanding of mutually shared goals such as youth sports being accessible, equitable and enjoyed by all who wish to play. Departments can use the Title IX 50th anniversary or similar gender equity milestones as a starter for conversation to celebrate girls and women in sports, equity and the impetus for charting next steps.
Assess and Equally Allocate Space
Ensure rotation of permits to user groups, including girls’ teams and leagues. In many towns and cities, permits are assigned to the last “historical” users posing challenges for relatively new girls’ teams and leagues to get necessary structured, safe space. A department can ask groups using public facilities about their program participants and rotate use to equalize space and access among all. Getting estimates from leagues and teams on the number of program participants and the overall make-up (e.g., share of girls participating) of the leagues, teams and divisions, as a part of granting permits, as a condition of granting permits, can provide helpful baseline data to determine if all groups are getting equitable usage. Monitoring teams to stay within their areas and times also helps girls’ teams utilize facilities, confident and secure they will be able to fully focus on their play.
Conduct Proactive Outreach
Several agency staff members stressed the importance of outreach and targeted, repeated advertising. Agencies have

successfully installed in local recreation centers bulletin boards where girls’ sports opportunities are announced and explained with vibrant displays and pictures of girls actively playing and interacting in fun athletic league play. Ensuring such information is also available on the web, on social media, in flyers and in multiple languages helps link with a wide community cross-section.
Re-Examine Co-Ed Offerings and Offer All Girls’ Teams, Divisions, and Leagues
Many agencies offer “co-ed” sports opportunities for all ages, yet girls repeatedly note in agency assessments they would prefer all girls’ play. Of course, some girls enjoy coed sport environments and that can be an option. Yet, if surveys, outreach and focus groups reveal that girls (of any age) would opt toward all-girls’ sports, re-examine whether co-ed is working, and balance your offerings of all-girls teams, leagues, divisions and clinics. There are so many wide-ranging ways park and recreation agencies can discuss and work on gender equity in their area and many agencies have already made great strides that others can emulate. Just starting is key and great progress for girls can be charted with sustained, intentional efforts and persistence. Promoting LGBTQ+ Inclusion in Recreation

This staggering number is greatly reduced when individuals on the gender spectrum find one thing: Acceptance. Youth who find acceptance of their sexuality, gender identity and gender expression are half as likely to engage in suicidal ideology and actions. Recreation professionals are in a unique position to create communities of LGBTQ+ acceptance and have a positive impact on many lives. Here are some tools you can incorporate in your agency to do this.
Outreach
One of the easiest ways to establish a welcoming environment for participants on the gender spectrum is through registration forms and class names. In 2017, the State of California passed SB179, legally recognizing three gender options (male, female and non-binary) on State ID’s. Updating your registration forms to include all three option demonstrates that your agency is aware and accepting of individuals on the gender spectrum. For sports that are divided into male/ female teams, you can create flexible enrollment – allowing non-binary participants to register for the team they feel most comfortable playing on. Similarly, consider using the term “Guardian” to replace “Mother/Father” on youth enrollment paperwork. When naming your classes, look for gender-neutral phrases like “Grownup and Me” to replace outdated genderspecifying wording like “Mommy & Me” and “Daddy-Daughter.” Another way to demonstrate acceptance is through social media. 65% of LGBTQ+ youth avoid participation in extracurricular activities (GLSEN National School Climate Survey), and it is our job to let them know we want them to give us a try. Including staff member’s pronouns on printed and digital material will help demonstrate an atmosphere of inclusion to all those who receive business cards and e-mails from your team. Consider
incorporating LGBTQ+ imagery in your promotional photographs and celebrating Pride Month in June as an agency. This can be done with a simple social media message, like the image on the right from Cordova Recreation & Park District. It can also be done with a month-long campaign, like the activities at the Cosumnes CSD where Pride Month is celebrated by a proclamation, staff participation in the Sacramento Pride March, raising the pride flag at the Administration Building, decorating a pride wall at the Wackford Community & Aquatic Complex, and creating a video for social media: https://www.youtube.com/ watch?v=ijyOd5Ppq10&t=5s In 2016, the State of California passed AB1732, requiring all single stall bathrooms to be designated gender neutral. Make sure your agency is up-to-date with the requirement, and consider the impact of equity for your community that adding a single stall option to new-build projects can provide. The blank white triangle on a single stall restroom might not be significant to everyone, but for a person who has experienced taunting and bullying in a public restroom it means they have the opportunity to enjoy a privilege many of us take for
granted – using the restroom without fear of harassment.
Training
Creating a culture of acceptance is essential for the safety of your LGBTQ+ community members. This can only happen when the entire staff understands how to make programs safe, welcoming and inclusive. Trainings can come in many forms, but perhaps

Here are some training ideas on how to do that: • Inform coaches and umpires that, while the appearances of players may vary, all players are welcome to play with the team/league that best matches their gender identity. • Staff who work with youth should be made aware of the increased chance children who are gender nonconforming will face bullying. • Customer service can be enhanced by educating all staff that everyone should be referred to by their correct name and pronouns.
• Educate staff in preschool and school age programs that toys and games are not gender specific. All children should be encouraged to play with dolls and trucks. Of course, more extensive training is also fantastic. Look for educational opportunities that discuss the barriers LGBTQ+ participants face and provide tools to help eliminate those barriers. Training can be provided in person, on-line or through articles like this one. Trainings can be presented as stand-alone focused topics or as integrated into other portions of continued learning and community building for all levels of staff. For example:
• Cosumnes CSD hosted a series of LGBTQ+ inclusion trainings open to all staff. • Mission Oaks Recreation and Park District focused on gender-spectrum inclusion as part of one of their annual safety trainings. • Fair Oaks Recreation and Park District host on-line training as part of a monthly staff meeting.
Hiring and Leadership
While training all staff is beneficial, focused education for Hiring Managers provides additional benefits. Consider training all Hiring Managers and HR staff on a variety of Diversity, Inclusion
Understanding Gender as a Spectrum In the article “Gender Spectrum Inclusion” to the right, you will find reference to the LGBTQ+ community as people on the “gender spectrum.” Knowing the basic concepts of gender as a spectrum can help promote inclusion. The Merriam-Webster Dictionary defines GENDER as “the behavioral, cultural or psychological traits typically associated with one sex.” To understand gender as a spectrum, one can identify four areas of gender: anatomical sex (or sex assigned at birth), attraction, gender identity, and gender expression. Each of these components are illustrated on “The Gender Unicorn” graphic (site: Graphics - TSER (transstudent.org)) Notice that the anatomical sex is symbolized with biological gender, sexuality is connected with physical and emotional attraction, identity is associated with internal thoughts and perspective, and the gender expression is connected to outward appearance. Now consider each of these gender components on a sliding scale, rather than as absolute binary concepts. A person’s anatomical gender refers to the expression of their chromosomes. The most common combinations are XX (female) and XY (males), but other chromosomal combination do exists, as well as a variety of expressions of the sex chromosomes. In fact, about 1 percent of the population is born with bodies that are different from the standard male and female bodies (site: How common is intersex? | Intersex Society of North America (isna.org)) A person’s sexuality describes who a person is attracted to. This includes people who are heterosexual, bisexual, homosexual, asexual, and polyamorous among others. Gender identity refers to the gender a person identifies with internally. The pronouns a person uses often reflect their gender identity (she/her, he/him, they/

them or ze/hir). Some people identify with more than one set of the pronouns, and this can be annotated like this (she/they). Gender expression refers to the way a person appears outwardly. This includes their clothes, hair, posture, mannerisms, voice, movements, and other gender-associated behavior. As we view the people around us, it is clear that gender expression exists in an infinite variety of combinations, and that the way gender intersects with society continues to change. It is important to note that as society evolves, so does language. The topics and terms listed here are not a complete guide to all aspects of the gender spectrum, and one can anticipate continued evolution of ideas and terms as society progresses. For example, since 2016 the Merriam-Webster Dictionary has added several words including “cisgender”, “genderqueer”, and the singular use of the pronoun “they”.

Additionally, provide information and/or training on implicit biases to interviewers prior to each interview. Implicit biases (also called “intrinsic biases”) are subconscious stereotypes that influence the way we make decisions. Members of selection panels who are aware of these bias are more likely to consider the unconscious influence they can have on selecting staff. Trained Hiring Managers can learn to view potential applications through a DEI lens and give everyone a fair chance. When diversity is promoted in hiring and the Park and Recreation Departments start to mirror the culture of the community, acceptance is modeled. This type of training can also be beneficial to Board Members and Commissioners. Leadership with an understanding of implicit bias use their positions of leadership to help shape our agencies to reflect our communities. The City and County of San Francisco publishes a list of Commissioners who have completed the Implicit Bias Training program offered by their HR Department.
Sample Club Inclusion Policies USA Swimming: “A minor transgender athlete member of a swim club should be allowed to participate in accordance with his/her/their gender identity, irrespective of the sex listed on the athlete’s birth certificate or other records and regardless of whether the athlete has undergone any medical procedure.” USA Ultimate: “Players at all levels of competition to play in the gender division in which they are most comfortable, regardless of sex assigned at birth, identification within a gender binary, or any other form of gender identity or expression.”

Inclusive Policies
Many cities and agencies have, or are developing, Diversity, Equity and Inclusion (DEI) plans. Incorporating LGBTQ+ considerations into your agencies DEI programs and/or within other areas of policy and planning can help articulate guidelines and ensure the implementation of proactive inclusive actions. The first step to creating policies that promote acceptance are to check with state and local laws. Review the ones mentioned in this article, but don’t stop there. Next, review your agencies internal polices and look for ways to meet or exceed the protections needed to include everyone on the gender spectrum. Here are some ideas that can be incorporated in your agencies guidelines and policies: • Create club and tournament rules that facilitate participation associated with gender identity or utilize already developed rules from organizations like the ones listed at the bottom of this page. • Specify that participants may register for the sports team that best matches their gender identity. • Include anti-bullying policies in youth programs. Help staff and volunteers recognize negative behaviors and correct them. • Adopt anti-discrimination language in hiring polices to protect gender identity and expression (see box to left).

Cultivate a Community of Acceptance
As Recreation Professionals, we can use our positions in the community to create a culture that is inclusive to all. The extra effort we put into outreach, training, hiring, and policy creation for the LGBTQ+ community can help individuals feel welcome and safe in our programs. Cultivating a culture of acceptance is an on-going mission, and it can sometimes feel overwhelming, but if each of us makes small steps we can implement significant change. By modeling acceptance and understanding within our agencies, we are creating the foundation for the community to grow. The CPRS JEDI Task Force is committed to creating guidance and resources for our professional colleagues. ommunicating with your community is the key to supporting a prosperous park and recreation department. Communication is not only a tool to promote events and programs, it is a best practice for building trust through transparency. Throughout the coronavirus (COVID-19) pandemic, the value of communication was emphasized and affirmed. As we collectively navigated the evolving pandemic situation, park and recreation professionals showed their resiliency by continually rising and responding to their community’s needs to bring value to countless lives. That’s the story we need to tell every day. Park and recreation professionals have always been good at leveraging printed brochures, flyers, radio ads and physical newspapers to market their programs and facilities. And now in the “digital world,” agencies have learned to use social media to continue marketing online. However, the public is now consuming information in far different ways than they did even 10 years ago. Savvy agencies have learned to adapt to these ever-changing media channels: Tik Tok, SnapChat, Twitter, Facebook, etc. After multiple years in the parks and recreation field, I’m now working at JPW Communications, a team built from government, for government, striving to empower and encourage public agencies and governments to rethink communications in a fresh, dynamic and compelling way. The team at JPW are storytellers. We’ve learned five valuable strategies that will empower your agency to tell its story and reinforce the value of parks and recreation.

Methodically planned event and campaign logos can reinforce your message by tying it back to the city’s unified service and value to the community. Is it time to refresh your department’s marketing materials?
2. Proclamations for parks competing media. In some cases, it’s beneficial to build on an existing agency brand, such as developing a specific campaign or event logo that compliments your overarching brand. We call this an umbrella brand. The City of Menifee Community Services Department reimagined their approach for encouraging residents to get out and explore local parks right in their backyard. The REDISCOVER Menifee Parks campaign logo skillfully aligns with the city’s logo and brand guidelines. Whether it’s a young family,

lenge the people in your life to share their park and recreation story too! Did you hear about the City of Ventura’s Park and Recreation Month celebrations? They strategically paired a proclamation from their city council with weekly challenges and giveaways to inspire residents to visit local parks, beaches and open spaces. Residents were encouraged to follow the Ventura Parks and Recreation Facebook page and look for the hashtag #ParksMakeLifeBetter to learn about the weekly challenges. To enter challenges, residents were instructed to email a photo or video to the City of Ventura Parks and Recreation Department. By submitting a photo or video, participants agreed to provide the City of Ventura permission to use the photo or video in future marketing materials on the City’s website, social media or activity guide. That’s a win-win-win-telling their story through a proclamation, community engagement in weekly challenges and acquiring community photographs for future work. How can your department use proclamations and events to engage with your council and community?

Show those who maintain community parks behind the scenes, set up and breakdown for events or any work your team does beyond the typical park and recreation responsibilities. Meet Erin Leigh Rimmereid! She’s a part-time park and trail ranger at Jack’s Pond Park in San Marcos. She was featured on the City of San Marcos social media as part of a Park and Recreation Month campaign. The City shared staff highlights and fun facts through social media, a website news story and a press release. The social media campaign garnered community-wide attention and received an overwhelming number of comments and reactions. Beyond social media, the City recorded an uptick in website visitors to their park and recreation pages. How can your department feature the people behind your parks and programs?

here are rarely any specific conditions prepared for parks, recreation and leisure, so the following information represents a selection from the trend tracker that only feature aspects of the future that may impact the world overall and those that hint at possibilities for the people we serve, the programs we offer and the practices we undertake. The list will start with BIG trends that will likely impact the entire world but are factors that individuals or organizations have little means to control.
The pandemic and the future of health
Did COVID-19 mostly take us by surprise or what? When the World Health Organization declared a pandemic in mid-March of 2020, it was not on our radar that the world as we knew it would be shut-down for so long. The biggest change will be to healthcare itself. Telehealth will remain
a permanent approach and vaccines will now be created in less than a year due to advances in genetics and technology.
Hybrid work and the ‘Great Resignation’
Schools and work were two aspects of life that were greatly changed. Eventually, schools returned to “inperson” but kind of shakily depending upon local rules and restrictions. Work, however, was a different story; as long as you weren’t considered ‘essential’ you could work from home. This has created a number of spill-over effects. Many people have decided that they like working from home and don’t want to return to a physical workplace. Some companies have been surprised by the efficiency of this approach and the potential savings in rents, etc. It is likely that ‘The great resignation” on the part of the American workers will be the one to watch as well.

Crypto, inflation and what’s next for your finances
There were two shifts due to COVID; both with implications for 2022. In November, inflation hit its highest level since 1982 at 6.8%. The inflation of real estate and cars will be closely watched in 2022. Speaking of increasing, cryptocurrencies have been breaking new highs and attracting more interest. Some view the world’s most popular cryptocurrency, Bitcoin, as a hedge against inflation. Politicians, athletes and others started taking their paychecks in Bitcoin in 2021.
Space, travel and the next internet
One of 2022’s most dramatic developments is the new space race. China and Russia are collaborating on a future moon base in 2030. Private space companies SpaceX, Blue Origin and Virgin Galactic all sent

The EV has arrived — and it means business
Electric vehicles (EVs) are ready for the big time in 2022. Tesla Model 3 became the bestselling vehicle in Europe in September. The writing is on the wall for fossil fuel-burning vehicles. The US will discontinue purchases of gas-powered vehicles by 2035, the UK will do so by 2030.
The future
The changes sweeping across the planet will not slow down in 2022, even if the COVID-19 pandemic finally recedes to become endemic. Beyond the five big themes mentioned above, CNET: The Year Ahead series will cover a wide range of topics to help you get your head around what’s coming. One last topic: the metaverse. There will likely be improvement and innovations ahead but the really good news is yet to be done.

The demands for instant gratification and new and more expensive items have given way to second and even third opportunities • Earth Definitions- The growing belief that even small changes or differences can positively impact our planet. • Lonli-less- People across the globe are reporting being lonely. Being lonely puts people at greater risk for depression and cognitive decline. Focus on being a community connector. • Social Express- People hunger for new experiences and connections not necessarily big trips or events but those things that can happen locally. • Altruistic Alliances- The simple act of getting help and giving help can create a solid bond between two people or two organizations. How can you help lead to more positive bonding? • Joyning- Seeking fun and enjoyment by interacting with other people. The digital world has created too many cracks in our social fabric. Community connection again. • Thrills and Skills- People are coming out of their confinement and looking for fun and one of the hidden benefits of fun and the thrills that can come along with them can be purposeful as well.

In Memoria Judith “Judy “ Porter of Oakland, California, passed away on August 18, 2021. Judy was the daughter of Sam and Annette Chu, and grew up and lived in Oakland for most of her life. She attended Lincoln Elementary and graduated from Oakland Technical High School. Judy

earned a degree in Recreation from San Jose State University and then began a lifelong career with Oakland Parks and Recreation,
where she touched the lives of many people. Judy was a passionate leader who believed in the power of play. She started as a part-time recreation aide, became a full-time leader, then center director, and finished her career as a recreation supervisor advocating for community empowerment, cultural arts, and youth development. Judy loved travelling. She travelled both domestically and internationally. As a recreation leader she accompanied senior citizen groups to Mexico and Yosemite, took a bunch of Oakland kids to Japan to give Double Dutch exhibitions, and traveled to Germany with a folk dance group.
She was a fused glass artisan, an enthusiastic cook and baker, a New Games referee and player, a mahjong player, a huge fan of Hawaiian music, and an incalcitrant agent of chaos - going off the map and agenda to explore or learn something new. Paul McCreary Passes Away on December 31, 2021
Paul Matthew McCreary, 51, formerly of San Ramon, passed on December 13, 2021, at his home in Chico, with his family at his side after bravely battling cancer. Son to Thomas and Fran McCreary, born in Livermore, CA. Foothill High School 1988; Chico State University 1992, BS in Recreation and Parks Administration and Business Administration. At CSU, Chico, he met his wife Suzy (McCarthy). The two married in 1994 and had two children, Joy and Matt. He earned his master’s degree from the University of San Francisco in 2008 and a certificate from the UC Berkeley Goldman School of Public Policy in 2012. Paul worked his way through the ranks of Parks and Community Services for the City of Dublin for 20 years, starting as Pool Manager and eventually serving as Parks and Community Services Director from 2011-2016. Paul had a hand in the planning and design of many of Dublin’s excellent parks and facili-

In 2016, Paul took the position of General Manager of the Hayward Area Recreation District until his retirement in September 2020, making significant contributions and impacts that prepared HARD for the future. One of his proudest accomplishments was the passing of Ballot Measure F1 in 2016, resulting in a 250 million dollar bond, an unprecedented achievement for the recreation district. He held particular pride in Mia’s Dream Come True: All Abilities Playground. Paul’s 30 years of experience in recreational services, capital projects, land acquisition, park planning and development, and love for recreation were inspired by his summer experiences as a child at Echo Mountain Ranch camp in the Santa Cruz Mountains where he wrote the camp newsletter and planned camper reunions in the off season. During this last year, Paul was proud to become a board trustee of the California Foundation for Parks and Recreation. Marina joins CPRS after working for the Association of California Healthcare Districts as the Member Services & Education Manager. In this role, she gained experience in planning quality education and membership tools for healthcare districts throughout the state. While this was especially challenging during the ongoing pandemic, it was an incredibly fulfilling experience to bring timely information to frontline workers. She was first professionally introduced to Parks &
Recreation during her tenure at the California Special Districts Association, where she served in both the Advocacy and Professional Development departments. Marina is very excited to reconnect with those districts she had a chance to work with at CSDA as well as to make new connections with the full CPRS membership.

I think this quote from Walt captures perfectly the role people play in making a place special — be it a theme park, the workplace or a community. I have learned that the staff and contractors with the district — from park maintenance to recreation programming, to CC&Rs and architectural review and fire stations — are passionate about their work. The level of dedication, concern, care and pride expressed and demonstrated daily is impressive.
