How One Life Inspired Me by Michelle Lacy • CPRS President
I
t seems like only yesterday, I was struggling to put words to paper for my very first “Presidential Message” and now this is the last in the series. Topics have not been difficult as this year has been defined by the biggest change to our organization in 26 years, the impending retirement of Jane H. Adams. Reflecting on my Presidential year ending at the 2014 Ontario conference, I was reminded that my first conference was in Ontario in 2000. It was at that conference that my professional life was defined and altered forever, as I was introduced to Jane. She has been the face of our organization for 26 years and has influenced our profession in profound ways. Jane has influenced many as they travelled along their career path, including me. While I have a few mentors that have had a positive impact on my career development, I would like to share how Jane has had an impact on my career. Sometimes I wonder how is it that a woman who I saw only a few times a year inspired me to become a better park and recreation professional? As I look back upon my career, I can honestly say that I would not be where I am today without the influence of Jane Adams. Jane was the one who opened my eyes to the impact of my chosen career on our communities and individuals. It was Jane who challenged my thinking on what constituted a “great professional.” She moved me from proficient programmer to advocate and leader. The knowledge, skills and attributes I have gleaned from Jane are too numerous to list in the space provided, but here are her most significant contributions to my professional development.
• Always strive to say YES! One of the most amazing things about Jane as the Executive Director of CPRS is that she answers to not only the Board of Directors, but also meets individual needs of up to 3,000 members. With a small plucky staff and an army of volunteers, Jane always tried to say YES! Living and working in a world where the first answer is usually NO, Jane showed me that we need to say YES and can make things happen if we imploy our resources. • Understand why you do what you do! Each of us have a reason we entered our profession, but Jane taught me to examine my personal motivations for pursuing recreation as a career. In addition, I learned how to dedicate myself to making lives better. • Never stop learning: Jane taught me to never be satisfied with the knowledge you have today. Jane is constantly reading new materials and sharing with others what she has learned. Thanks to Jane I have learned new ideas and concepts. Some of the most impactful relate to branding, motivation, and governance. • Invest in people: If you spend any amount of time with Jane you quickly see that she cares about people. Like so many young professionals, I met Jane in passing at my first conference and she made an immediate impact on my future professional outlook, but what made the lasting impression on me was that after a week of conference craziness while waiting for an 8:30 continued on page 62

The RecFit Clinics are a series of sessions designed to push you a little farther than you would normally push yourself. These are an excellent opportunity for your team to attend together and stretch yourselves. The Flash Talks are Friday afternoon sessions designed to engage and educate with short bursts of creative, engaging, and thought provoking presentations focused on the future. Agencies Should Prepare Now For The Affordable Care Act’s Large Employer Penalties
T
he goal of Affordable Care Act (ACA) is for all individuals to have affordable health coverage. As one means to reach that goal, the ACA will require large employers to offer “substantially all” of their full-time employees (and their dependents) the opportunity to enroll in minimum essential coverage at an affordable rate or face potential tax penalties by the IRS. The ACA defines a large employer as one that employs 50 or more full-time employees, including full-time equivalents. A penalty is triggered when a full-time employee obtains subsidized coverage through Covered California. Under the ACA, a full-time employee is one who averages 30 or more hours of service per week in any given month. The term “hours of service” includes not only hours worked, but also paid time off.
What penalties are applicable to large employers in 2015?

Starting January 1, 2015, the ACA subjects large employers to a monthly penalty under two circumstances: (1) The large employer fails to offer “substantially all” of its full-time employees (and their dependents) the opportunity to enroll in minimum essential coverage, and any full-time employee is certified to the employer as having received a subsidy for coverage through the exchange (“no-coverage penalty”); or, (2) The large employer fails to offer coverage that is “affordable” or provides “minimum value,” and a full time employee is certified to the employer as having received a subsidy for coverage through the exchange (“unaffordable coverage penalty”). To avoid the first penalty, a large employer must offer coverage to “substantially all” of its full-time employees. “Substantially all” means 95% of full-time employees, or five full-time employees for a large employer with under 100 employees. The penalty for not offering coverage to substantially all full-time employees is $2000/year multiplied by the number of full-time employees less 30. To avoid the second penalty, a large employer who is already offering coverage to “substantially all” of its full-time employees, must make sure that the WINTER 2014 • CALIFORNIA PARKS & RECREATION

ACA Penalties u coverage offered is “affordable.” Affordable means that the employee is not required to contribute more than 9.5% of his or her household income toward the premium for the lowest cost self-only plan offered by his or her employer. Employers are not expected to know the household income of all their employees, and instead, can use various safe harbors to determine affordability. The penalty for offering unaffordable coverage is $3000/year multiplied by the number of full-time employees who actually receive subsidized coverage through Covered California. The penalties are forecasted to rise in coming years.
Are there any options to manage penalties?
The ACA provides for an optional Look Back Measurement Method Safe Harbor for an employer to determine whether an employee is full-time for purposes of the “assessable payment” (aka “penalty”). It may also help inform an employer as to whom it should offer medical coverage. Large employers with numerous seasonal employees, variable hour, or temporary employees who average 30 hours of service (or more) per week in any given month will likely benefit from the Look Back Measurement Method Safe Harbor.
What are the potential consequences of adopting this safe harbor?
This safe harbor requires employers to establish a standard measurement period and stability period for ongoing employees. The safe harbor also requires that an employer establish an initial measurement period and stability period for new variable hour employees. An employer measures the hours of service of an employee during a measurement period. If the employee averages 30 or more hours of service per week over the course of the entire measurement period, then that employee will be treated as full-time during the following stability period. Likewise, an employee who averages less than 30 hours of service per week over the course of a measurement period will not be considered full-time 26
during the associated stability period. If an employer does not adopt this safe harbor, the IRS will assess penalties on a monthly basis. Since the measurement period established may be up to 12 months, the adoption of the safe harbor enables an employer to calculate an employee’s average service hours over a longer period, potentially reducing the average. Under the safe harbor, employers may also establish optional administrative periods. The administrative period allows an employer time to identify which employees qualified as full-time during a measurement period, and thus who should be offered coverage during the stability period or who will potentially subject the employer to a penalty during the stability period.
What restrictions exist on the timing and length of periods under the safe harbor?
There are specific legal restrictions, beyond those listed in this article, regarding the timing and length of the periods an employer may establish under this safe harbor. Generally, employers who wish to adopt a 12-month stability period will likely need to start tracking employee hours during 2013. The exact date an employer should start measuring will depend on the length of the administrative period selected and whether the plan is a calendar year or fiscal year plan. Employers generally may start measuring employees’ hours of service using the following guidance: • Employers with fiscal year plans that began in July will need to start measurement periods by July 1, 2013. • Employers with fiscal year plans that begin in October will need to start measurement periods by October 1, 2013. • Employers with calendar year plans will need to start measurement periods by January 1, 2014. These dates assume that the employer will not be adopting an administrative period. If an administrative period is adopted, the measurement periods should start 30 to 60 days earlier.
What action should employers take now?
Large employers should start assessing their current workforce, determine possible penalties they could face, and explore strategies, such as safe harbors, that might minimize those penalties. In addition to the Look Back Measurement Method Safe Harbor, the IRS has also issued proposed regulations regarding various affordability safe harbors. It is not too early to take steps to formally adopt any safe harbors. Those employers who want to use the safe harbor should document their implementation in a resolution, policy, procedure or other guideline. By moving forward with planning and implementation, employers can address various timing and workforce planning issues that may arise in adopting the Look Back Measurement Safe Harbor without the risk of penalties before 2015.

roviding a safe and fun playground for children involves more than correct installation, inspection and maintenance of appropriate equipment, surfacing, shade structures, signs and fencing. To create a playground environment that protects the physical and emotional safety of children, agencies should consider placement of well-trained supervisors to monitor behavior, prevent accidents or injuries when possible, and respond to emergencies.

Training Components
Whether playground supervisors are paid staff members or volunteers, training should be provided prior to the start of their duties and on an ongoing basis. Breaking up training into short modules, including some that can be completed independently, is a good idea to improve retention of the information and assure completion. Online training, webinars and written safety plans are among the various approaches that should be part of a comprehensive training program. Learning about requirements of the position, scheduling, uniforms, and communication procedures is necessary prior to beginning work as a playground supervisor. General information about risk management and the Americans with Disabilities Act should be provided as part of the playground supervisor training along with agency procedures, playground rules, and age guidelines for each playground. Supervisors need to learn effective approaches to supervision, such as being assertive, calm and polite. Knowing about child developmental stages is very helpful, as well as strategies for modifying behavior. A good grasp of approved methods for dealing with behavior problems on the playground is needed for supervisors. They need to know the approved consequences for users who break rules, such as a short timeout, talking to the child, referral to a playground mediator, or loss of privileges for a specified time period. Supervisors should be trained to conduct an inspection of the playground area prior to use. A quick walk through of the playground to identify and remove hazards is one sure way to get off to a good safe start as conditions on a playground can change quickly. Use of a safety checklist is a great way to keep a supervisor on track and document that a thorough check of the playground is completed prior to use. Knowing how to identify hazards and safe methods

Playground Supervision u for removing or addressing those hazards is important for supervisors. Information about how to contact maintenance personnel in case of broken equipment, graffiti, misplaced surfacing, or other hazards needs to be provided to supervisors so problems on the playground can be corrected in a timely manner. Protocol for closing off unsafe areas in the playground if necessary should be discussed in advance. Many injuries happen at the start of a play period. Children rush into the playground with great anticipation and little regard for their safety. Supervisors who are well placed throughout the playground can prevent problems by paying close attention as children enter and encouraging them to slow down. This is also a great time to check for and address potential hazards the children are wearing or carrying into the playground. Children need to remove strings on hoods or clothing, long necklaces or scarves, toys like binoculars that hang around their neck, or other items that could get caught on playground equipment and result in strangulation. One of the most basic considerations for effective supervision is having enough supervisors and placing them effectively. Clear sight lines must be established by supervisors. They need to be well-placed so all areas of the playground are covered. Constant movement in different patterns throughout a specified zone is a good supervision strategy on a playground. If a supervisor stands in one place, or moves in a regular pattern, the opportunity for misbehavior increases. Supervisors should not hold long conversations with others or become distracted from their duties. They need to remain alert and attentive while on duty. Supervisors need to watch for children using playground components in improper ways and stop the behavior. Quick action on the part of a playground supervisor is needed to address unsafe behaviors like a child walking on top of an enclosed slide or on top of a railing, trying to get their bodies through an opening between steps or bars, or bringing a skateboard or bike to the top of a play structure. Bullying or other inappropriate behaviors in the playground area need to be identified and dealt with immediately by supervisors. Emotional health of playground users is as important as their

physical safety. Educating people about acceptable interaction on the playground is part of a playground supervisor’s responsibilities. Keeping an eye out not only on users, but also on other people or animals in the area is another important consideration for playground supervisors. Children need to be protected from misbehaviors of others. A readily available communication device (cell phone, bull horn, whistle, two-way radio) is needed along with an understanding of protocols for dealing with external threats. Procedures for dealing with environmental factors need to be explained to playground supervisors. Extreme heat or cold, rain, snow, lightning and other weather factors can impact user safety. Supervisors need to know how to respond safely to protect playground users in case of inclement or extreme weather. Frozen surfacing materials may not have the required impact attenuation to cushion users in case of a fall, so the agency protocol may be to close the playground in extremely cold weather. Supervisors need to be aware of the policies and alternatives for those play periods.
Training Opportunities
The good news for playground operators and supervisors is that a large number of training opportunities are available free or at a low cost. Playground supervisors in different settings (public, private, school, day-care facilities, churches, and non-profits) can all benefit from information provided by the following organizations. The California Park & Recreation Society (CPRS) has many online resources of benefit to playground supervisors, including a pre-inspection questionnaire, information about playground regulations, and publications with a focus on playground safety (cprs.org). The National Program for Playground Safety (NPPS) provides safety checklists, current research about playground safety, and training. The NPPS provides classes and certifications in playground supervision at a low cost. Courses are offered often and many are available online. Obtain more information at playgroundsafety.org. The Playground Supervisor online course is designed to highlight the responsibilities of supervisors, legal issues, and discussion about how to keep kids safe. Private companies like PlaySafe, LLC (play-safe.com) provides workshops in playground supervision, playground maintenance, and risk management. Agencies can schedule in-house training for playground supervisors in a group to minimize training costs. One advantage to conducting the training on site is that the discussion can incorporate unique aspects of your playground and agency.

We agree with you, the use of the photo on page 23 was inappropriate since the equipment is clearly out-of-compliance. As for the “unsafe” and “inappropriate” use of playground equipment, the photos in the articles were neither meant to condone or condemn the actions of the children in the photos. Articles are submitted to CPRS for consideration of publication. Sometimes the articles arrive with supportive photos and sometimes they do not. When photos are not submitted, CPRS searches its archive to find photos that can run alongside the article. The magazine is then proofed by CPRS staff before publication. Admittedly, there is not a certified playground safety inspector on the staff of CPRS who may have caught the inappropriate photos. Feedback such as yours helps us improve this publication. u Playground Supervision position is filled by volunteers. Clear delineation of the responsibilities of supervisors helps clarify the expectations and is an important part of preparing individuals to be effective in the position. A background check is highly advisable for individuals who will be supervising playgrounds. It is well worth the cost and time involved in background checks to assure the safety of playground users. Some method for identifying the playground supervisor on duty should be provided. This could be a vest in a bright color or another piece of clothing that makes the individual clearly identifiable on the playground. A method of quickly gaining the attention of users to enforce rules and to communicate with others in case of a problem or emergency should be readily available to supervisors. This could include a whistle, cell phone, two-way radio, and other methods of communication. Written procedures, protocols and rules should be used in the training of playground supervisors. These documents need to be revised regularly and contain information needed by supervisors. Limited rules that are clearly worded, posted and written with input by playground users are most effective. Consequences for breaking rules also need to be discussed with playground supervisors, along with explanations about acceptable strategies for rule enforcement. Checklists for inspecting the playground and incident/accident reports should be developed, reviewed with supervisors, and made available. Use of these documents needs to be a regular and expected part of the playground supervisor’s duties. Playground supervisors are responsible for referring information about problems needing follow-up and corrective action to designated individuals. The documents need to be filed in an orderly way and stored in a safe location for an appropriate period of time. There is more to a safe playground than the physical aspects of the play area. Having well-trained supervisors who are proactive and attentive can go a long way in reducing injuries, accidents, and lawsuits. CALIFORNIA PARKS & RECREATION • WINTER 2014

Synthetic Turf Field Replacement: A Case Study

ith synthetic turf fields now firmly ‘in the mainstream’, many agencies have them in their inventory of park facilities. There is a lot to like about them. Maintenance is easier than a conventional turf field, they save a LOT of water, and they’re so durable they’re practically bullet proof. They can be used from dawn till dusk, (neighbors permitting), and where lighting is included, even more! As a result, they quickly become among the most coveted in a agency’s inventory of sportsfields. But what do you do when the fields finally wear out? This article presents a case study. Danville’s Sycamore Valley Park contains over five acres of synthetic turf dedicated primarily to soccer and baseball use but also accommodating softball, lacrosse and other uses. Since installation in 2003 these fields saw upwards of 2300 hours of use per year! Eventually all this use (and years of sunshine) took their toll and in places the turf fibers had been worn almost completely away. The time had come to replace them. The Town had options with respect to how to proceed, including negotiating directly with a vendor but ultimately chose to employ a competitive bid process. Callander Associates was selected to assist the Town in the development of construction documents. Plan preparation began in the end of 2011 and was completed before the end of February, 2012. The team included Geoforensics Inc., a geotechnical engineering firm and Protech, a materials testing laboratory. Key project considerations included:
Turf Disposal
The ‘recycleability’ of synthetic turf did not receive the attention in 2003 that it does today. The expectation was that the used turf would go to a landfill or be re-used in ‘trickle down’ applications, like paddocks, miniature golf courses and the like. Since these first fields were built a lot of investment has gone into identifying the most carbon neutral methods of manufacturing and disposal. The recycled content, and recycle-ability of synthetic turf fields is much higher today and methods have been developed by enterprising contractors that allow infill material to be removed, sorted and re-used. As the design consultant for 34

the Sycamore project our obligation included specifying that all waste materials were disposed of in a legal manner, and establishing a budget for the disposal of this material. Protech testing laboratories evaluated the turf and infill to determine its chemical composition and determine its waste category. This information was then shared with a number of waste disposal facilities to determine if they could accept the material and the cost of disposal per ton. The laboratory analysis, waste category determination and waste disposal requirements were then made a part of the contract requirements. Disposal cost information shared by the waste disposal facilities was factored into the engineers estimate and helped in establishing the overall budget.
Drainage
The prevailing wisdom in synthetic
turf field design is that the fields live or die according to how well their drainage systems function. As drainage and soil stability have an inverse relationship, there is a built in conflict in base prep. The ideal field has been laid in to the precise grades required on the plans, without any overworking of the drainage layer (base rock). Over working the rock to achieve grades can result in a poorly draining field, the bane of the industry. These same considerations come into play in replacing a worn synthetic turf field. Replacing the synthetic turf at a sportsfield is bit akin to replacing the carpet in a home, it just doesn’t make a lot of sense if the base isn’t going to last as long as the new surface on top of it. One of the first steps in turf replacement therefore is an evaluation of the existing drainage. Sources of information including empirical testing (percolation tests conducted by the geotechnical engineer) and anecdotal (reports of drainage problems from first hand observers). Perc. tests conducted at Sycamore demonstrated that the base still had excellent drainage. Subsurface drainage lines were camera’ed to ascertain their condition and found to be intact and in good shape. Only one spot in the field was reported to have slow drainage. This exact spot was subjected to a perc. test and found to have adequate drainage
The Project at a Glance: • Project and Client: Sycamore Valley Park, Town of Danville • Scope of Project: Replacement of 5.2 acres of synthetic turf • P r o j e c t d u r a t i o n ( d e s i g n through construction): December 2011 – August 2012 • Number of Bidders: 6 • Bid Range: $1.0M - $1.3M and it has since been assumed that any standing water seen at this location may have occurred during an extreme storm event (over 10 year event) and may have been partially caused by drainage onto the field from above. With documentation that the base was in good condition the plans called for leaving the base in place, with only minor amounts of material placed as needed to achieve planarity. To close the loop, the plans required that the contractor ‘camera’ up to 500 feet of the drainline after their work was complete to confirm that no pipe had been crushed as a result of construction activities.
Timing of Field Closure
As the premier soccer facility in the Town of Danville, taking the fields offline had to done carefully. An aggressive but achievable schedule consisting of 60 working days + 12 Saturdays was established. The unconventional addition of Saturdays was necessitated by the Town’s requirement that the field be available for the annual Mustang soccer tournament in mid-August. Though they never needed to exercise it, the Town set liquidated damages at $3,500 per day should the timeline not be met.
Site Access
As implied previously, the base of a synthetic turf field is the single most critical component of the field. Careless operations by the contractor can adversely impact the drainage characteristics and planarity. A primary concern at Sycamore Valley Park was 36

Playground Supervision u keeping the rock in the best possible condition throughout the project. Towards this goal unique requirements were imposed, including limiting field access during turf removal to lightweight vehicles with turf tires, and specifying that vehicles were allowed only on sections of the field still covered by the existing synthetic turf. The concept is akin to ‘painting your way out of a room’. Where vehicle travel was concentrated at the field access point steel plates were used to prevent rutting. With an estimated 680 tons of turf and infill material to off-haul, these, and other measures were critical to the preservation of the baserock.
Turf type Selection
As no specific turf manufacturer had been identified as preferred, meetings were held with Town staff to discuss turf criteria and identify key traits. This information was used in prepar-

ing specifications to allow the general contractors to solicit multiple bids for the turf. The project benefitted from a very favorable bid climate. ‘Recession pricing’ was still in effect, the size of the project allowed for some economies of scale to be realized, and the attractiveness of the facility to vendors due to its high visibility are all thought to be contributing factors in a very competitive bid. Pricing for the turf came in at $3.20/SF and $3.10/ SF for the monofilament and slit film infields respectively. It seems unlikely that pricing comparable to this will be seen any time in the near future and it’s not suggested to use these figures for budgeting purposes.
Contractor Qualifications
Due to the novelty of the project type, an amendment had to be made to the bid documents. Namely, the requirement that the contractor have
experience in two other turf replacement projects of equivalent size had to be dropped as none of the bidders possessed this experience at the time. Conventional synthetic turf installation experience requirements were substituted. It is anticipated that the original wording, requiring experience with turf replacement at two equivalent sized facilities would be a reasonable qualification requirement today.
The Completed Facility
Operations are back in full swing at Sycamore Valley Park and the new turf has been well received. Through the combined efforts of the Town, contractor and design consultant the facility was back on line in time to host the 2012 Mustang Soccer tournament and the Town can now look forward to years of uninterrupted use on the new turf!

Accomplishments Hawley to be President of the International Play Equipment Manufacturers Association
CPRS member, Richard Hawley, is the newly elected President of the International Play Equipment Manufacturers Association. Currently Vice President of Sales for PlayCore within the Recreational Surfaces area of the business, Hawley has
been in the Recreational/ Playground Surfacing business for 23 years.
According to Hawley, his involvement in IPEMA stemmed from his desire to become more involved in the industry of children’s playgrounds, and to better understand the policies and procedures necessary to provide safety and accessibility of playground products. Hawley joined IPEMA approximately 15 years ago and has served in various leadership positions within the association prior to his election as President. Hawley has also been an active member of CPRS since 1997. He is a long time participant of the Conference Exhibit Committee and has continuously contributed support and sponsorships for programs and training for CPRS since becoming a member.
SSA Promotes Scott Reeves to Associate Principal
SSA Landscape Architects is proud to announce the promotion of Scott Reeves, RLA, to Associate Principal of the firm. Reeves has been leading project work in the Santa Cruz office for 11 years, where he focused on award winning projects, including parks and

Kelly Doyle Retires
Kelly Doyle has directed the City of Mission Viejo Recreation and Community Services Department since 1990. While serving Mission Viejo, Doyle has overseen the installation of several new parks, including the Curtis, Beebe and Gilleran Park sports complexes. Here are some of the major events Doyle was closely involved in: • Acquisition of the Recreation and Tennis Centers from the Mission Viejo Company. • Renovation of the Montanoso and Sierra Recreation Centers • Host of the Wheelchair Tennis Masters. Along with his other duties, Doyle served as staff liaison to the City’s Marines and Sailors Adoption Committee, which works with the City’s adopted Headquarters Battalion of the 1st Marine Division at Camp Pendleton. Doyle has lived in San Clemente for more than three decades and plans to continue running the San Clemente Beach Trail, spending time at the beach and hiking, traveling, sightseeing, boating and

skiing. He also plans to volunteer where it benefits members of the armed forces.
Doug Long New Director for Ambrose Recreation & Park District
The Ambrose Recreation and Park District Board of Directors approved the hiring of Doug Long as the District’s new General Manager. Mr. Long recently retired from the City of San Carlos where he served as its Parks and Recreation Director for four years. Prior to that he served for four years as the Community Services Director for the Town of San Anselmo. Mr. Long has special district experience as well, which matched the needs and challenges of the Ambrose Recreation & Park District. He worked as the Assistant General Manager for the Greater Vallejo Recreation District for a period of four years. During his career, Mr. Long has been responsible for the supervision of 28 full time employees, has managed an operating budget of $5.2 million and a $6 million project fund, has worked in cooperation
with staff and consultants in the design, development, and funding of a variety of parks, aquatics facilities, sports fields, and gymnasiums, has negotiated lease agreements with vendors and public agencies, has served as project manager for the development of a district-wide comprehensive master plan, and has worked cooperatively with school districts in developing a comprehensive joint-use agreements.
Larry Mazzuca Departs Parks and Recreation Department

partment that had not had a permanent director for a year and a half or a parks superintendent for two, Mazzuca said the situation presented opportunity. While every year was hard, Mazzuca said the new way of doing things enabled the city to add new parks and maintain them along with the others. Mazzuca said retirement will be a big adjustment, as he and his wife have both held two jobs for as long as they could remember. In addition to working for the city, Mazzuca has served on the Vacaville Unified School District Board for nearly 18 years, retiring from that elected position in August.
The man credited with pulling the Napa’s Parks and Recreation Department through some of the leanest times has retired. After seven years as Parks and Recreation services director, Larry Mazzuca leaves behind a legacy as the man who helped reorganize and slim down the department during years of budget cuts, all the while continuing to usher in new public amenities. Mazzuca, 56, came to Napa from San Bruno, where he also headed the parks and recreation department. “I was hired by (City Manager) Mike Parness about a month after he was hired,” Mazzuca said. “I was told by him that my first day would be a very long one because the budget was upside down.” Despite the challenges of being down nine positions, and coming to a de-

Monrovia Community Services Director April Soash Retires
On November 30, 2013, Monrovia Community Services Director April Soash retired from public service. Ms. Soash has served the majority of her career in the City of Monrovia, rising from a Recreation Supervisor in 1981, to Community Services Division Manager in 1990, Assistant Director in 1994 and finally to Director of the Community Services Department in 1996. Throughout her career, Soash has overseen the annual Holiday Parade and Tree Lighting in Library Park, the annual Spring Egg Hunt, Summer

Spotlight u Concerts in the park, Halloween events and Canyon Park’s Haunted Hikes, Summer Extravaganza, literacy and cultural programs at the Library, and the former Monrovia Soap Box Derby. She directed City rentals, contract classes, outdoor education programs, youth sports, shelters for emergencies, and published the quarterly Community Services brochure. Her legacy can be seen in the new Public Library, the Wilderness Preserve, the Mary Wilcox Youth Center, and the Monrovia Skate Park. Soash said, “So much of what I have done in Monrovia involves family. I met my husband here and raised my children here. I have loved the opportunities the City has brought me, and it has been an honor and privilege to serve Monrovia. I am excited to now focus my free time on my family.”
In Memorium Jon Pete Soderberg Passes Away on December 11, 2013 Pete served as Monterey County Park Director and Riverside County Parks and Recreation Deputy Director. He was well known in the Parks and Recreation Community. He spent his career working in Parks and Recreation as a pioneer with new thoughts and process to create selfsustaining park systems. He is most noted for work accomplished in Monterey County. Pete was driven by a desire to improve the experience of the park user. He was instrumental in the effort to organize and facilitate many large scale events at Laguna Seca Raceway and Lake San Antonio for over a decade. His work carries on as a legacy to the California parks and recreation community as well as his family. Pete is survived by his wife Sherry L Soderberg, sons Jon M. Soderberg, Eric L Soderberg, Paul W. Smith, Craig S. Smith and daughter Janice L Soderberg.

Then years later, I was fortunate to watch Jane in action as a member of the State Board of Directors and watched how she made each Board member’s experience unique and special. Parks and recreation is a people business and in order to be successful we need to invest our time, resources, and emotions into the staff, residents, and policy makers we serve. • Always have fun! Jane’s zest for life is contagious and I have fond memories of sharing stories after a long day of meetings and laughing so hard I felt like I had done 100 sit-ups. Whether it was riding our bikes down the Sacramento River Parkway, roasting marshmallows by the fire or playing guitar hero, Jane participates with gusto and has been a constant reminder that I should live by the motto, “Work Hard and Play Harder.” Jane has inspired, challenged, and developed my skills as a professional and for that I will be forever thankful for the 26 years she dedicated to improving the profession. I will forever be the last CPRS President that was fortunate to serve our organization with Jane as its leader and for that I will always be thankful. I’m sure each of you has a story to share about how Jane has impacted your career or our profession and I encourage you to share those stories with Jane as she embarks on her new adventure. Too often we toil away without understanding the impact we make on those around us and I would like Jane to ride into the sunset, knowing the impact that she has made on the 3,000+ members of CPRS.
