1. THE LOCATION OF THE PROJECT: PIACENZA A city surrounded by water but disconnected from it.

A deep research on water quantities lead us to select Piacenza as the territory to develop a project which is related to flood risk and prevention. Piacenza is in fact a dense city located inbetween three different water courses: the main one, the Po river, and the two tributaries, Nure and Trebbia. Moreover, it presents an elaborated system of artificial canals used for irrigation.

Piacenza is surrounded by several water systems. The natural one, comprising of the Po river towards the North, Trebbia on the West and Nure on the East side. Moreover, artificial canals especially affects the territory: in fact they have been constructed in the ‘30s of the last century as a tool to reclaim the land for agriculture purposes. Piacenza acquired also a strategic nodal role of exchange along the Peninsula, as it faces the Po and it’s a sort of bridge between the North and the Middle of Italy. This factor lead to two main consequences: it had been used as a national military headquarter, (the city still presents some significant built traces of its military past), and the construction of a system of infrastructure that didn’t really considered the surrounding context. In fact, even if water, as mentioned before, has a relevant role in the territory, urbanity seems not to relate with it.

The city of Piacenza, even if protected by its walls, has always represented a node between the North and the South of Italy. For this reason, in the 2nd half of the 19th century they constructed the railway: a strong connection between territories but the first element of interruption between the city and the river.

After a big flood happened in 1926, Piacenza became an object of a big operation of bonification, aimed both to reclaim the surroundings and to protect the city from flooding risk. They construct Canale Diversivo Ovest: a way to redirect water into the Po water coming from the fields.


AN INTERRUPTED RELATION OVER TIME

The city expands toward the agricultural fields. A new street ring is built: a new connection between scattered urban developments, a barrier between the nucleus and its productive surroundings.

Highways occupies the little strip between the river and the urban settlement which as a result, interrupts the connection between the city and the Po. On the other side, the city expands until the Canale Diversivo, firslty conceived to be at the outskirts of the city. For this reason, it remains a sort of dividing system, barely visible.



TERRITORIAL SYMBIOSIS The vision of the project

Our vision is an integrated proposal that combines water issues with environmental, recreational, accessibility and educational advantages. Piacenza shall become a clean, attractive and enjoyable place embraced by its dynamic water and environmental resources. A unique system combining natural and urban features.



2. TOWARD THE STRATEGY OF THE PROJECT Strategic analysis and elaboration of a coherent strategy between flood prevention and reconnection

Given the above, we went through a strategic analysis in order to understand the overall strategy of the project. We especially focused on the flooding risk of Piacenza. The city was hit in fact by floods in the recent past and is in need of an efficient strategy for flood protection. With this in mind, we discovered that floodings was particularly frequent along the Trebbia, so that, before proposing measures to protect Piacenza from floods we should consider preventing floods from the start. This is the reason why we propose some interventions about water management also on the Trebbia embankments. Moreover, we also discovered that recent floodings depend on violent storm hitting the city: they in fact cause the overflow of the surrounding irrigation canals. Canale Diversivo, especially, is affected by this phenomenon and consequently puts at risk a relevant area of the city. Moreover, while studying this canal, we became aware of the pollution of its water, probably caused by the discharge of some industries along it.

HIERARCHY OF CANALS The Rio Comune on the right takes its water from Trebbia and it distributes it to other transversal channels. It discharges then into the Direttivo Ovest, the other big canal of the system. Water in this way flows again into the Trebbia.

FROM THE WEST TO THE EAST Due to the flow of Po coming from the West and to the one of Trebbia, coming from Appennine, we can state that the risk of flooding for the city of Piacenza comes mainly from this side of the city.

PUNCTUAL FLOODINGS Due to extreme rain events happened over recent years, canals can flood punctually. The problem particularly affects the Canale Diversivo Ovest.

THE STRATEGY Strategic analysis: water pollution of Canale Diversivo

FLOOD PREVENTION Extention of the Regional Park of Trebbia along the Po waterfront and reconnection between the slow mobility infrastructure and the city. We provide a reconnection between sites along Canale Diversivo through their urban regeneration. In this way it becomes an infrastractural tool for the creation of an inhabitable and dynamic threshold.

RECONNECTION Flood prevention involves an area much bigger than the city itself. Due to the topography of the area, the Trebbia river becomes an important the tributary to focus on. Moreover, today Canale Diversivo is an old infrastructure in need of an intervention, that eventually extends to the purification of its water.

3. DYNAMIC THRESHOLD canale Diversivo as an infrastructure of sociality

Our project develops along Canale Diversivo and shapes it as a green threshold between the city and the surrounding agriculture. A new front for the city and not a backyard, where the course of the water becomes the way to provide a new linear infrastructure of sociality. It especially compries the redefinition of three main sites, characterising each of them. Following the flow of the water: the park of Galleana, the park of Montecucco and the abandoned military site of Pertite.


WATER: FROM THREAT TO RESOURCE Violent storms can cause the overflow of the Diversivo. Our project aims to take it as an opportunity, so that water becomes an element of interaction.

FROM BARRIER TO THRESHOLD Canale Diversivo over time has marked a separation between the city and agriculture. Our project aims to shape it as a threshold between urbanity and agriculture.

DEFINITION OF AN URBAN SYSTEM The canal becomes an element to reconnect two parks and the former military site, developing in this way a continuous system based on the use of water.

The three site are located along the canal, in the South limit of the city. From South to North, the Galleana Park is conceived today as an urban park and it has an interesting historic past: in the 18th century it was the scene of the battle between Austria and France-Spain. Traces of the defense structure are still present in the area. In recent past the area of the park has been fostered to host an expansion tank for retention in case of flooding of the canal. Going ahead, the Montecucco park is characterised by the fact that here all new borns get a tree. It doesn’t present an organic design: several scattered tree clusters seem to replicate the shape of cascinas. Last, the former military site of Pertite presents clusters of buildings, some of them relevant in term of heritage, and a considerable vegetation. In this respect, citizens have already espressed their will to redefine it as an urban forest for the city.

THE URBAN PARK


CONNECTION The urban park is nestled between a ccritical insertion which connects to the city centre, the Regional Park of Trebbia and also has a strong connection to the new Retention and Didactic Park along the canal.

INTEGRATED LANDSCAPE The canal and new integrated ‘Darsena’ allows for a more inhabitable space and also facilitates the connection to the surrounding landscapes through a system of public crops.

RESILIANCE THROUGH TIME The trees within the urban park are planted in accordance to every new born in Piacenza and are curated in a way which transforms the park into an urban forest over time.

The aim of theDarsena intervention on Parco Elevated Montecucco was to provide its better Promenade Agricultural

connection to the main city, in this way Park residential integrating more the isolated area at its South side. We decided to follow the current development of the park, based on the quantity of new borns of the city according to that trees are planted. For this reason the design of the park was quite soft, as a sort of rearrangement of the spaces, while we focused more on the connection with the canal. Here, in fact, facing public orchard on the other side of the canal and as a continuation of the bikelane coming Darsena Docksfrom Galleana, there’s the Darsena. It becomes a gathering point, mainly served by the presence of a building, providing both a flood zone place to stay, trhough stairs, and services. Agriculture becomes part of the park, so that it results more integrated to its agricultural surroundings.

THE DARSENA

The Darsena strengthens the relation between the park , the existing public orchards and the canal. A structure especially defines its borders and separate it from the existing huge building at its back. It is both a service space and a gathering point. A long porch in fact is defined by voids and full volumes, containing functions. The voids mark the passage from the bottom part of the Darsena to the upper one, permitted by stairs, eventually used also as sitting points. This structure is also a buffer between the square at the entrance of the park and the agricultural fields. Here especially it could be used as a market of local products.

We envisioned the military site of Pertite to become an urban didactic park, gathering children, young researchers and the community in general. In order to provide the connection to the urban slow mobility system, the width of Trails the street reducesDarsena and the pavimentation Elevated changes. In the site, the existing buildings are reused and, depending on their function, their roof is respectively cut in different ways to provide different types of lighting and several place to stay. On the side of Via Forest Emilia, instead, the entrance at the corner is marked by the presence of a market and of a sort of slow-mobility station, especially thought for pilgrims coming from Via Francigena. 3. CONCLUSIONS

Dynamic threshold gives Piacenza the opportunity to rediscover its relation both with its agricultural and military past, with the lenses of contemporaneity. Canale Diversivo, an importnat infrastructure of the past nowadays completely forgotten, acquires again a role in the city, a social one, fostering a system of sociality that becomes a new waterfront from the city. The fragmentation given by the expansion of the urban settlement over time is glued by this system of ductile voids that are especially defined by flows of people.We imagine Piacenza to become more attractive not just for it inhabitants but also for slow- tourists, passing along via Francigena. A welcoming city, able to integrate as a whole all its parts.

The linear bikel ane and the Urban park are the first accomplished parts of the project. In this way, the network between the different areas is provided and the park becomes the junction between the social infrastructure of the canal and the existing bike lane. Moreover, the front of the military site facing Via Francigena is activated with some services for pilgrims, while the space before entering the site from the canal provides some services for people. Thus Via Primo Maggio is narrowed. Given the urgency to purify and retain water of the canal, also the project of the retention park begins immediately and it’s finally completed in 2025. In the meanwhile, the Military site continues its way to full activation: the fields in its Southern part are used for didactic purposes by schools and the main entrance from the canal is opened so that it’s now also possible to reach the new Hostel at the North of the site. In September 2028 the Military site is finally completed with the activation of all its clusters.
