Executive Summary: Mortgage Rates hit a 2018 peak of 4.9% this week (per FreddieMac), and rates have increased 99 basis points (almost one percent) in the last 12 months. Some Homebuyers have now been "payment priced" out of the market as incomes have not increased nearly as fast as mortgage rates. Many Homebuyers are motivated to complete home purchases before mortgage rates rise any further, but others feel they have "missed the boat" and have pulled back. Reflecting the sale of 10 homes between $2.15 and $7.5 million all in one month: the average sales price increased 11.8% and Price per square foot increased 5.9% compared to last month. There was a 13.6% drop in sales compared to last month, and year-over-year sales were down 16.7%. The average marketing time increased to 42 days which is the highest seen in over a year. Homes are taking longer to sell in Huntington Beach, but they are selling provided the price is reasonable and the property is prepared for the market. The overall market has changed from a hot seller's market a year ago, to a balanced market today. A review of the September 2018 Residential Market shows: Homes Sold: In September 2018, the entire Huntington Beach market saw a total of 140 houses, townhomes, and condos sold‌ 86 detached properties sold and 54 attached homes sold. Average Days on Market until Under Contract: 42 days. Price per Square Foot: The August 2018 Average Price per Square Foot ($PSF) for the entire market was $536 (Detached homes $455 and Attached homes $567). Average Price: The average price of detached homes sold in September 2018 was $1,271,917 an increase of 30.6% compared to September 2017 (10 homes from $2.15 to $7.5 million sold last month‌ it was a banner month for the upper end of the market). For attached homes the average price was $626,106 a decrease of 7.9% from the same period last year.

Insight/Trend: Overall, conditions for buying & selling real estate remain good. Sellers: The real estate market in Huntington Beach has transitioned to a balanced market. Higher prices and mortgage rates have eroded affordability and decreased the buyer pool for your home. We have passed "peak cycle" for sales volume since higher mortgage rates are expected in the future (driving sales volume down). Now is likely the best market we will see for selling your home in the next 24 months. It is advisable to hire an excellent Realtor, price the home reasonably, and prepare it for the market! Buyers: Mortgage Rates have increased about one percent in the last 12 months, but they are likely to increase further. You will save thousands over the life of the loan by locking in a lower mortgage rate. Inventory has increased, there are more homes to choose from now.

YES on Prop 5 is a “No Brainer” for homeowners… and everyone! If you are a homeowner, especially a homeowner who has lived in their home for many years, the upcoming election offers you the opportunity to retain your property tax assessment if you move (provided you are age 55+ or meet one of the other requirements). Under the present law (Prop 60 & 90 which were passed years ago), it is possible to move your property tax assessment to only 10 of the 58 California counties, you can only do it once, and if you close within 12 months after selling your old home the maximum purchase price of the new home can only be 105% of the home you sold. As one can imagine, under these circumstances, many people are unable to move their property taxes to the home they would like to buy… so they just “don’t sell”. Often these homes that are “not sold” are much larger than a homeowner age 55 needs, and they are ill-suited to the homeowner who would like less maintenance, fewer levels, smaller lot, and to be closer to family living in other parts of the state. Even if you are not a homeowner yet, Prop 5 will help to free up inventory of homes which are desirable for younger homeowners. An unintended consequence of Proposition 13 (which limited the increase in property taxes to 2% per year) is that long term homeowners are economically “locked-in” to their current home. Prop 5 will allow these homeowners to move to where they want to be… if the next house they buy is priced higher than what they sell, then the difference will be added to their property tax assessment. Home prices have gone up exponentially during the years that long-term homeowners held their property, so the buyer of the old home will pay property taxes which are Much Higher than the long-term homeowners assessed value. As a result, property tax revenue on the old home will increase as much as 10X. Local government, schools, and the state will all share in the added revenue.

So, young and old all benefit from Prop 5… •If you are a long-term homeowner, be sure to Vote Yes. •If you are not yet a homeowner and want more homes to choose from, Vote Yes. •If you want to see more tax revenue going to local government and schools, Vote Yes. •If you are a homeowner but not yet age 55 (someday you will be), Vote Yes. Seriously, who does not want to see more local government and school revenue, more homes available for the buyers who want to own them most, and to have homeowner mobility at age 55 (unimpaired by property tax concerns).

Yes on Prop 5 is truly a “No Brainer”. I hope you take time to Vote on election day or send in your absentee ballot. Caveat: The “financial impact” analysis written by some analysts indicates there will be a loss in revenue. The problem with this analysis is that these analysts do not understand the mathematics of moving for age 55+ homeowners… they do not understand that most people will simply “not sell” if Prop 5 does not pass… they will either “stay” or “rent out” the home. And, when there is a 5X, 10X, or even greater increase in property taxes on many of the homes sold, these would more than off-set the people who would have sold anyway. Think about what you would do if moving resulted in a 5x or 10X increase in your property taxes… and you were about to start living on a fixed income. You would be forced to “stay”… correct? Vote Yes on Prop 5 on election day.
