There are still a number of concerns surrounding Quinsam Coal Mine’s expansion proposal despite the mine’s efforts to address key environmental issues, the city’s environmental coordinator says. Quinsam Coal’s plan to extend the life of the coal mine another four or five years has been a controversial topic at City Hall for nearly two years. The expansion would have workers digging into an area called 7-South which would yield a higher sulfur-content coal and potentially acid generating waste. The Vancouver Island Mine Development Review Committee, organized by the B.C. Ministry of Energy and Mines was concerned about the mine’s management plans for storage of the waste products and requested Quinsam Coal modify its application. One of the key deficiencies in Quinsam Coal’s 2009 expansion application was its proposal to store the potentially acid-generating coarse coal rejects (PAG-CCR), or waste product, in two open pits through backfilling and flooding to prevent oxidation. “The review identified one of

The Maritime Heritage Centre’s 6th Annual Discovery Passage Boat Rodeo takes place this Sunday at the Robert Ostler Foreshore Park. The fun starts at 11 a.m. and runs until 4 p.m., with a wide variety of events and displays that will interest everyone in the family and, as always, it’s totally free to attend. Watch as two-person teams of intrepid boat builders attempt to construct a boat in under four hours from materials costing no more than $90, then paddling it in a race around a set course, changing positions in the boat at the halfway mark, and trying not to sink into the Passage. This year, at least six teams have signed on to test their skills in the Build Bail and Paddle and this is shaping up to be a great spectator event! The Blind Rowboat Races are great fun too – two people in the boat, the rower is blindfolded, the other person gives directions to the rower to (hopefully) navigate the course. Sounds easy, but it never seems to work out that way. If you think you’re up to it, you can sign up before the event and give it a try. Kayakers are sure to enjoy the demonstrations of traditional Greenland kayaking techniques by Maine

Lighthouse advocate frustrated by delays KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A petition to save four area lighthouses could have been circulating by now if Strathcona Regional District directors had been more informed, says the district’s vicechair. Jim Abram, the vicechair and a former lightkeeper who has been fighting to save lightstations for several years, is disappointed his latest bid has temporarily stalled largely because of a staff report. Abram received an e-mail from for mer senator, and lightkeeper advocate, Pat Carney asking him to bring forward letters detailing legislation that allows regional districts to sponsor lighthouses. Abram made a motion at last Wednesday’s Committee of the Whole meeting to have the board prepare a petition, which requires 25 signatures, to protect Cape Mudge (Quadra Island), Chatham Point, and Nootka Point lightstations, as well as one beacon – an inactive lighthouse at Lookout Island near Kyuquot. “Much discussion a ro s e, wh i ch w a s not surprising, but the report that came from staff didn’t tell us anything,”Abram

said. “It didn’t give us any information and because of that some of the other directors didn’t want to proceed until it goes back to staff for a full report that should have come to us the first time.” The Strathcona Re gional District’s four lighthouses could potentially receive protection from any future demolition or sale if the regional district board decides to nominate them for heritage designation under the federal government’s Heritage Lighthouse Protection Act. In order to be nominated, a petition signed by 25 residents of Canada 18 years of age or older, must be submitted to Parks Canada by May 2012. So far only three of the 30 historic lighthouses in B.C. have been nominated for protection under the heritage act but Abram wants to add four more to that list. “It’s a very simple procedure. There’s no obligation to administer, there’s no obligation to fund anything,” Abram said. Abram said he believes had the staff report read differently, a petition could have been secured already. Instead, nothing will be decided now until Sept. 7 when the Committee of the Whole is scheduled to meet again.

the current application involves the development of underground storage sites to accommodate the majority of PAG waste and this substantially reduces some of the technical challenges,” said

Terri Martin, biologist and the city’s environment co-ordinator, in a report to council. Although Quinsam Coal has made substantial efforts to address those and other environmental concerns,

several areas within the expansion proposal were identified as outstanding concerns at the June 28 Vancouver Island Mine Development Review Committee, said Martin. “Water chemistry

and cumulative effects in the receiving environment remain key issues,” Martin said. “There is considerable discussion and sometimes disagreement amongst the specialists as to the degree of

Canadian Water Network in 2008/2009 found sediment samples taken from nearby Long Lake, which feeds the Quinsam River, had sulfate levels 30 times higher than provincial guidelines. Cullen also said he found arsenic levels in Long Lake are elevated and different from nearby unaffected lakes. He points to mining operations such as surface runoff, the Long Lake seep, and seepage from waste settling ponds located above Long Lake as the culprit. T h e Va n c o u v e r Island Mine Development Review Committee agrees with Cullen that arsenic in lake sediments are still a concern but Martin said the committee believes “the degree to which the arsenic in the lake sediment is attributable to the mine is unknown.” She also noted the mine is working on plans to deal with the Long Lake seep. Another key consideration revolves around environmental management and remediation following closure of the mine. If the mine expands, it’s possible the level of financial security taken under the Mines Act may rise. Quinsam Coal’s current financial security is $1.57 million, said Martin but that amount is under review to align with today’s values and to match up with the type of waste water treatment system that may be required. Clean-up at the Mount Washington mine site has exceeded $3 million while the Britannia Mine has cost taxpayers in excess of $60 million. Quinsam Coal’s expansion application has just completed a 60-day review and comment period, triggered by the Island’s Mine Review Committee, that included a public open house. The Ministry of Mines and Energy is still seeking comments concerning the proposed expansion that would allow the mine to stay open. Quinsam Coal currently employs 140 workers and produces roughly 500,000 tonnes of product per year and does about $10.5 million in business with local suppliers of goods and services. It is one of two underground coal mines in Canada.

A re-zoning development has raised the ire of several S. McLean area residents who fear alterations could change the atmosphere of the neighbourhood and de-value their properties. Campbell Riverite Barry Forberg wants to re-zone his property at 367 S McLean Street to allow a secondary suite in his single-family home. But his neighbours worry it’s more complicated than that. “The suite is not an ‘in-law suite’ as I initially thought, but a complete re-make of the lower level of the house, complete with private parking, private entrance and completely independent laundry and household services,” said neighbour Ron Dworski in a letter to the city. “In my opinion, it was more akin to a

duplex rather than a suite.” Dworski attended a neighbourhood meeting June 25 in Forberg’s garage where he voiced his opposition to the re-zoning, along with every other neighbour that was in attendance. A total of 25 letters from area residents opposing the re-zoning were also received by the city. “Mr. and Mrs. Forberg are wonderful, considerate neighbours and there have been no concerns or complaints,” Dworski said. “However, unrestricted access at any time of the day or night, by someone other than the landowner has the potential for excessive noise.” Despite protest from Forberg’ neighbours, city staff support the re-zoning. “The Official Community Plan encourages a variety of housing forms to support

neighbourhood diversity and healthy communities,” said city planner Ian Buck and Ross Blackwell, land use manager, in a joint report to city council. “Staff feel the introduction of a secondary suite at this location will assist in providing this housing variety within an area of predominantly single family homes.” Forberg applied for a re-zoning permit after starting renovations on his home some time ago. He had applied for a building permit to upgrade the unsafe foundation of his home. “During that process the applicant started to undertake renovations to the lower floor of the house at which time the building inspector advised a separate permit would be required,” Buck and Blackwell said in their report. “Prior to undertaking the per mit applica-

tion the applicant is requesting re-zoning to permit a secondary suite.” If the re-zoning goes t h r o u g h , Fo r b e r g would convert his basement into the secondary suite. But neighbours are concer ned by what Forberg told them at the neighbourhood meeting. “Mr. Forberg has stated publicly that he intends to rent out both sections of his house, effectively making this a duplex rental and not a home with a secondary suite as the wording of the re-zoning application implies,” said Roland and Coreen Hack in their letter to the city. “Furthermore, Mr. and Mrs. Forberg plan to move to Alberta and will be unavailable should any problems arise. The prospect of a neglected rental unit with an absentee landlord has the potential to negatively affect our

neighbourhood, our quality of life, and the value of our homes.” Tom and Darlene Franklin, who live behind the Forberg residence, are also concerned about the noise that a second family would generate. “We highly value the peace and quiet of the existing neighbourhood,” said the Franklins in their letter. “I know no one in the neighbourhood supports Barry’s proposal for re-zoning.” “I would hope city council would support the wishes of the neighbours and not side with one resident who desires to change the environment of the neighbours and neighbourhood for his own personal gain.” The issue was on the table for city council to discuss and possibly refer to a public hearing at Tuesday night’s city council meeting after the Mirror went to press.

Eventually means about six months in Buttle Lake, three months in Lower Campbell and three to fourteen days in John Hart Lake. While forestry, logging, mining are regulated by government agencies, responsible recreation practices are up to you, the recreational user. The Watershed Management Plan divides the Campbell River watershed into three protection zones and assesses the risks of all human and natural activity in each zone. Recreational activities allowed in each zone are governed by the distance of the water from your glass. John Hart Lake, designated a Community Watershed in 2001, is in Risk Zone A. Swimming, pets and motorized boats are not allowed in the lake. Motorized vehicles are not allowed in the surrounding watershed and dumping garbage, a widespread activity, is punishable by a fine. McIvor Lake is in Zone B: Swimming and boating are allowed, though no overnight camping. Pets are not allowed in the lake (City Bylaw 2498, punishable by up to $2000 for each offence). Motor boats must be well-tuned and garbage and human waste appropriately disposed of on land. Lower Campbell Lake is also in Zone B, but camping is allowed. In all cases, dumping yard and household waste is detrimental to water quality and illegal. Upper Campbell and Buttle Lake are in Zone C – further away, but responsible recreation is still important. The Campbell River Women’s Centre will be packing up school supplies to give to families who need help this year in the 11th annual Women’s Centre School Supply Drive. But while the Women’s Centre has more supplies to give this year, project coordinator Marnie McLachlan said she has noticed a greater need in Campbell River over the last three years. “I think with the mill shutting down and some of the other business set-backs that we’ve had in town the need is really growing, and so we’re see-

ing a lot more working poor showing up,” said McLachlan. MacLachlan estimates that about 100 women came to the Women’s Centre per month when she first started there about seven years ago, but said that now the number is up to about 500 women per month, and the majority of the women she sees are struggling with poverty issues. With about $6,600 in donations from various local service clubs and businesses, including $2,757 from the Campbell River Walmart Supercentre and $1500 from Coastal Community Credit Union, McLachlan expects to

A victory for democracy More than 1.6 million B.C. voters took the time and effort, in the middle of the summer, to express their views on the HST. This is an excellent testimonial to the willingness of people to have a say We say: The on a highly-controversial issue, and public took to help rebuild stronger democracy in B.C. The BC Liberal government, control of the under former premier Gordon CampHST vote bell, made a critical strategic error in adopting the HST two months after an election, in which the subject was barely discussed. The government did so with no public consultation, and in fact

the decision was basically dumped on the Liberal caucus after cabinet adopted it. This was largely on the strength of a $1.6 billion transition payment from the federal government to align the provincial and federal sales tax systems. But the public didn’t just sit back and take it. They fought back, using every tool in their arsenal. The most potent one, as it turned out, was the ability to petition for a province-wide initiative vote. This legislation, passed by the NDP under Mike Harcourt, had never been successfully used because of its high threshold — requiring 10 per cent support in each provincial riding. But through the efforts of Bill Vander Zalm,

Chris Delaney and Bill Tieleman, and the hundreds of grassroots people on the ground in each riding, the initiative was successful. This stunning fact doomed Campbell as premier, and he eventually saw the writing on the wall and resigned. His successor Christy Clark at first favoured another vote on the HST in the legislature, but that wasn’t democratic and she eventually realized that. So a mail referendum was adopted, largely to reduce costs. This very important decision on sales tax policy was taken out of the hands of politicians because, frankly, they got too arrogant. The public took control of this issue. It is a massive victory for democracy.

Good point: MRI Filed for publication with the Mirror Mr. Don Hubbard, Chair VIHA Board and All VIHA Board members Re: Mobile MRI machine to serve the North Island We are pleased to see that VIHA has had second thoughts about scrapping the urgently needed mobile MRI machine which was to serve the North Island. It is a vital piece of equipment required for our area to serve all the other areas of the North Island by rotating between three locations. It was a very good decision to conduct a review to implement the MRI service but a very bad decision to scrap the idea with some questionable figures reported, that appear to be incorrect, given as a reason to scrap the idea. It is heartening that VIHA has realized the significant importance of an MRI machine for the North Island and is taking an important second look after listening to so many concerned citizens. This project certainly looks affordable and would be of enormous assistance to the patients and physicians of the North Island. It is a hardship for many patients to travel to Nanaimo or Victoria for MRI tests. It would enhance our health care services greatly, reduce wait lists for people requiring an urgent diagnosis and would attract radiologists also urgently needed. Hopefully there will be national standards set for wait times for people to get MRIs as there are currently for hip and knee surgeries. We really need to bring this mobile MRI machine service to fruition, the sooner the better. Lois Jarvis Campbell River

Playing Monopoly with BC Hydro debt

It’s a basic strategy for the board game Monopoly. If you land on one of the utilities, buy it and reap the steady revenues. Real-world investors follow the same rule. BC Hydro’s debt may be enormous, but it’s one of the safest investments around. The crown jewel of B.C. utilities is such a money machine that it can allow extravagant practices and still deliver some of the cheapest, cleanest, most stable energy in North America. Some of those extravagances were described in a new report on BC Hydro by three senior bureaucrats. Headline items included a 41-per-cent increase in staff in just four years,

lavish management bonuses and union overtime pay, and a communications department almost as big as the B.C. government’s own. You won’t find this kind of luxury in private companies that have to compete in today’s ruthless marketplace. And you won’t learn much about it from listening to B.C.’s political debate, dominated as usual by the NDP’s union-approved talking points. According to those, the only serious problem here is the intrusion of private power producers onto the turf of this government monopoly cash cow. BC Hydro is only now getting a taste of the business discipline that has been applied to other areas of

the provincial government. A case in point is the utility’s 650 staff engineers, part of what the reviewers termed a “gold standard” corporate culture. Why does BC Hydro have six times as many engineers as the Transportation Ministry, which manages about the same amount of complex construction? According to Energy Minister Rich Coleman, the Transportation Ministry used to work the same way. Staff engineers would design a new bridge down to the specifications of the last bolt that holds the handrail. Then this design would be put out to tender, with the winning bidder micromanaged at every step.

The remaining Transportation Ministry engineers now speak wistfully of this bygone golden age. Today they are expected to set cost and performance specifications and let the private sector design and build the bridge to meet those targets. Innovations are thus encouraged, not prevented, and their former colleagues do just fine in the private sector. A brisk pruning – the report recommends reducing total staff from 6,000 to 4,800 – gives Premier Christy Clark what she asked for. An expected 32-per-cent rate increase over three years will be limited to only 16 per cent. And it leaves BC Hydro’s huge capital works program more or less Continued on A11

The Strathcona Regional District is interested in connecting the Greenways Loop with trails south of the city limits. Regional District staff say an opportunity may exist to tie together the Jubilee Connector portion of the Greenways Loop, a walking trail that circles the city, to trails south of Jubilee Parkway. The Jubilee Connector Trail was officially opened Friday (see pictues on Page A3). “It is evident that

a continuous northsouth trail system, extending south of Jubilee Parkway into Electoral Area D (Oyster River area) would be of significance to both communities in terms of recreational benefits as well as providing a possible bicycle commuter corridor,” said Brian Reardon, chief administrative officer for the Regional District. The connection could possibly be along what is known as the Waterline Trail, which runs along private property. One of the Regional District’s biggest chal-

lenges in developing a trail connector is the private ownership status of much of the lands that would be needed to align the trails, said Beth Rees, parks and planning manager for the Regional District. “The trail would be largely dependent on if and when people decide to develop their own property,” she said. Some of the land is also part of the Agricultural Land Reserve and would require provincial government approval for use of the land, while another chunk is part

of the City of Campbell River’s planning jurisdiction. “This definitely won’t happen overnight and it depends on a number of factors,” Rees said. The financial implications are also a big consideration. To go out and purchase all the land that would be needed for the development could potentially be a large burden to the Regional District, depending on how the funding would break down. “Possible options to fund the cost of land acquisition and trail development include

monies provided through the community parks service, grant monies, donations and other partnerships,” Rees said. “Right now I can clearly say there is no project on the books, it’s a futuristic plan. The Regional District is saying that ‘yes there appears to be potential to look at connecting the trails when a suitable opportunity arises.’” Alignment of the Greenways Loop and Oyster River trails will be considered during the Regional District’s 2012 budget discussions.

that BC Hydro’s overtime costs are higher than other electrical utilities, and 84 per cent of that is paid to unionized electricians. The top five overtime earners doubled their base salary with overtime pay between $113,000 and $130,000 last year alone.

With a smart grid, at least they won’t be collecting so much overtime to drive around searching for downed wires. And I suppose it would be nice to have all overtime paid at double-time, and 17 to 20 “flex days” that can be taken off or traded

for cash. But other public sector workers don’t get that. T h e g ove r n m e n t milks this cow too. It overcharges BC Hydro for water use, for one thing. What this overhaul may also lead to is an end to former premier Gordon Campbell’s

Predeceased by her loving mother, Annabelle Schelle in 2007, Barbara is survived by her loving and devoted husband, John; her son Robert and daughter-in-law Kim; her father, Lloyd Sr.; four beautiful grandchildren, Joshua, Kalysha, Anji and Brooke. She leaves, also, her siblings, Lloyd (Barbie), Marina (Blaine Hamilton), Marius (Maud), Selena (Harold Gates), David (Michele), Mark (Jette), Elissa (Rick Zemlak); 18 nieces and nephews, 8 great-nieces and nephews, numerous aunts, uncles and cousins. A Celebration of Barbara’s life was held at 11:00 am on Monday, August 15th in the chapel of First Memorial Funeral Services, 27555 31 Ave., in Aldergrove, B.C. Three musical amigos putting on show Three award winning students will present An Afternoon of Classical Music Benefit Concert to support the Rotary Adventures in Music prog ram and Campbell River Friends of Music. T h e p e r f o r m e r s, Kevin Ngo, Derrick Stanyer and Tyson Doknjas, are university students. Ngo and Doknjas became friends in 1997 at Ecole des Deux Mondes and continued through French Immersion graduating from CARIHI in June 2006. The two met Stanyer, who was raised in Langley, at the University of Victoria. The three students are dedicated to achieving high standards and have won awards on their respective instruments. Ngo studied piano locally with Frances Keen, Kay Wilson and Cindy Taylor, theory with Sandy Havelaar as well as piano with Linda Stobbe in Victoria. Currently studying with May Ling Kwok in Victoria, Ngo won a 2009 Johann Strauss Foundation Scholarship for Advanced Study in Austria, the 2009 Madeline Till Scholarship and a Victoria Music Festival 2010 Adjudicator’s Award. Ngo is also the 2009 recipient

of the Rotary International Paul Harris Fellowship Award for furtherance of better understanding and friendly relations among peoples of the world. Ngo completed his Bachleor of Music degree in 2010. Doknjas was a member of St. Patrick’s Church Choir, String Beans Orchestra and was lead guitarist for a CARIHI student band. His violin teachers have included Mary Hill (Royston), Marlin Wolfe (Maestro of the Vancouver Island Symphony, Nanaimo), Paul Kantor (Aspen, Colorado), Kathryn Ranger (Victoria) and Sharon Stanis (Victoria) whom he cur-

rently studies with. He has also studied classical guitar with Helga Hagen and piano with Kay Wilson, both of Campbell River. Doknjas is currently studying with Gwen Thompson. He is a member of the Greater Victoria Youth Orchestra and Victoria’s Galiano String Ensemble as well as the University of Victoria Orchestra. Ngo and Doknjas are bringing their friend Derek Stanyer of Langley to perform in the concert. Stanyer is cur rently studying with Stéphane Lemelin at the University

of Ottawa and has also studied piano with Bruce Vogt at University of Victoria. He began to play piano at the age of 8 with his mother as teacher. Doknjas enjoyed learning to play piano a great deal and was enrolled with Barbara Zielinski at the age of 10. Stanyer is a two-time winner for the Senior Piano category of both the Langley and South Surrey Music Festivals for 2005 and 2006. Stanyer was also selected to represent Langley in the Provincial Festival of Performing Arts

Track star bounces back from injury C a m p b e l l R ive r n a t ive S t e p h a n i e Trenholm returned to the Western Canada Games in Kamloops this year after missing out on last year’s competition due to injury. “Stephanie had a great meet. I was there to watch her and give advice if needed,” said dad Dale Trenholm. In the 1,500 metre, Trenholm finished her first lap in 69 seconds. Her team mate led the next lap and three quarters. She realized with one lap to go the splits were too slow to get her personal best so she kicked it into another gear with one lap to go and finished the race with a 66 second last lap, a personal best time of 4:27.86, a new Western Canada Games record and Gold medal to top it off. With this time she is now ranked 23 in Canada. On Sunday Trenholm battled the 800 preliminaries heats. With two heats, the top three from each heat and the next fastest times would make it to the final. “Stephanie didn’t make it easy on us or

good that day,” Dale said. “Monday was the hottest day there also. A blistering 35 degrees by the time she raced at 2:45. It was a hot one. But she was properly hydrated and doing all the right things to be ready. Steph had a perfect 200 by settling into a good spot just behind the second runner. This went on for 550m where the two runners that were in front and the one behind started their move. Steph was a bit late in reacting to the charge and lost some valuable feet, but recovered nicely by pulling them in the next 150m. With 20 metres to go she passed the third place girl from Saskatchewan finishing the race with a new personal best time of 2:09.35, just .17 of a second behind the second place girl from Alberta and half a second behind the first place girl from Manitoba. All three girls beat the old Western Canada Games 800m time - it was an excellent race to watch.”

Gilles Cyr set a new track record in the Bomber car class, setting a new track record of 17.479. Alex Mouner also set a new track record in the Island Mini Stocks

division, setting a new time of 17.048. The 20-lap feature for the Bomber cars saw Charlie Ackerman take over the lead on lap three and he never looked back from there. Mike Dionne finished second, with third going to Jeff Monks, which marked his best finish of the year. Alex Mouner won the only Mini Stock main event of the season. All 22 Hor net cars raced in one 35 lap feature.

Daryl Cahill led the first 28 laps and looked to have it all wrapped up, but Brandon Phillips caught up to him on the backstretch and made the pass, taking the lead and the eventual win, winning his first main event of the season. Dave Emmerson carried his winning ways into the 20-lap Dwarf main. Rob Ryan led the first 18 laps of the Modified main event, with the lead eventually going

to Tim Openshaw who passed Ryan in turn one. Openshaw would eventually win the main event, but he did not report to tech after the race, and by Speedway rules, that results in a disqualification. Pat Brown would then be the winner, giving Ryan second. Next weekend marks the third annual bikini contest. Next weekend is also the last Crash to Pass boat race of the year.

James Matsuda is riding on behalf of several people – including his late father – who have succumbed to or are battling cancer. Doctors removed one of Griffyn’s adrenal glands as a newborn. By seven months, the youngster was already on his fourth round of chemotherapy. “I’ve wanted to do the tour for a few years,” said Trevor, a father of two daughters. “I’ve been here seven years now. This year it became personal with Griffyn.” Matsuda, an auxiliary officer for three years, is the produce supervisor at Thrifty Foods in Courtenay. He works alongside fellow auxiliary RCMP member

Matsuda and his wife Belinda, who was active in Gaiga’s fundraising efforts, have both lost a father to cancer. Matsuda’s brother-in-law and another Thrifty co-worker are also stricken with a form of the disease. “It’s one of these things that’s affected so many people,” said Matsuda, 45, a native of Ashcroft who moved to Courtenay in 1986. “It’s hard. So

many people out there.” The father of four teenagers is inspired by the tour’s mandate to raise money for pediatric cancer research and programs such as Camp Goodtimes for children with a history of cancer. “You see grownups going through it, but now you see kids trying to go through it; it’s just not fair,” Matsuda said. “It’s a hard thing. But it’s a good cause, and that’s why we’re doing it.” “It’s an honour to do,” Trevor added. “It’s been a challenge balancing work.”

Their journey started with weekly training sessions in March that increased to three times a week over the past four months. Along with other North Island team members, Trevor and Matsuda completed a tough climb to the top of Mount Washington. Trevor, who had done a “bit of mountain biking” before signing on with the tour, recalls the average time was an hourand-a-half from the chain-up area to the top. “Most of us, we haven’t really been on a road bike, so it’s a new experience,” Matsuda said.

ON TOUR: This year’s Tour de Rock begins in Port Alice on Saturday, Sept. 24 and ends Friday, Oct. 7 in Victoria. Tour de Rock raises funds and awareness for pediatric cancer research and programs.
