A mediator has been called into handle contract negotiations between the city and its workers. These workers have been without a contract since the end of 2009, and during the past week they voted 88.3 per cent in favour of strike action. “We have now been to the negotiating table 10 times, twice with a mediator, but the City is still insisting on concessions,” said CUPE 401 Campbell River Unit president Blaine Gurrie in a news release. The mediator has asked both sides not to discuss details of the concessions before the meeting, but Gurrie briefly mentioned changes to hours of work, and changes to recall language for hiring back employees after being laid-off as issues. City of Campbell River general manager of corporate services Laura Ciarniello said that she doesn’t see job action happening, and called a strike vote “normal.” “A strike vote is a normal part of the collective bargaining process,” said Ciarniello. “So it’s not unusual that the union would go to their members to get a mandate to make sure they’re going in the right direction and that they have the support of their members.” Continued on A3

A group of Campbellton business owners and residents say the oldest part of town is constantly ignored by the city and are trying to attract some atten-
tion. Campbellton First officially formed last week when the group held its first membership meeting at the Eagles Hall last Wednesday. Ted Arbour, who co-owns Econo Ezy Box Storage in Camp-
bellton, said organizers weren’t sure what to expect when they called the meeting. “We didn’t know if we’d have four or five people show up, but about 60 people showed up,” said Arbour, a director on the newly formed Campbellton First Board.
“We were really pleased with the turnout.” The group hopes to influence city council and those running for a seat on council to make decisions that will benefit and improve Campbellton. Continued on A3

Dump fee may rise The cost to dump garbage may be going up. The Comox Strathcona Solid Waste Management Board is considering increasing tipping fees at both the Campbell River and Cumberland landfills. The bylaw, which details the scale charges, is currently at the third reading stage and may be adopted at the regional solid waste board’s next meeting, Nov. 3. “The minimum charges for local residential loads less than 60 kilo g rams will remain at four dollars,” said Tom Boatman, the region’s solid waste manager. “However, the price per metric tonne will increase from $65/tonne to $80/ tonne. This increase should allow for a balanced 2012 operating budget, as well as allocate reserved funds for future capital proj-
ects.” In addition, the new categories offer diversion incentives to help preserve landfill capacity for the future and are consistent with other waste management centres on the Island. If the board does decide to go ahead with the change, tipping fees would increase effective Jan. 1, 2012. Tipping fees not only go towards operations at Campbell River and Cumberland waste centres but also the operations of the Tahsis and Zeballos landfills, plus the Gold River transfer station and landfill. In addition to these facilities, the multi-bin recycling depot system, the compost education centres in Courtenay and Campbell River, and waste reduction education and road maintenance grants are funded through the
tipping fees collected at the two waste management centres. The Comox Strathcona Waste Management service manages over 100,000 tonnes of waste and recycled material and oversees a number of diversion and education programs.
Strike: Meeting with mediator Continued from A1 However, Gurrie said he doesn’t like using the ter m “nor mal” when talking about a strike vote because it “diminishes the frustration of the members.” He also said that in the 38 bargaining agreements he has been involved in, only four strike votes were called, and that the vote means a strike is possible.
“Obviously it’s a possibility or we wouldn’t be doing it,” Gurrie added in an interview. “It’s certainly not probable yet, and it’s not our desire to see picket lines go up in Campbell River.” The city and CUPE will meet again with a mediator on Sept. 22 and 23 to try to hammer out a deal. Talks had been kept to a minimum until
recently while CUPE gave the city time to deal with the Catalyst Paper situation. Both sides said they are hopeful an agreement will be reached. “We’re hopeful still,” said Gurrie. “Nobody takes a strike vote lightly, but we’re hopeful that the labour board, when they bring the mediator in, can help guide us to a settlement.”

Campbellton: Group forms to represent area in talks with city Continued from A1 “Campbellton is so badly neglected by the city, i.e. potholes,” Arbour said. “When compared to Willow Point – what an extreme difference.” Arbour points out that on the south end of the city there is a large Campbell River city sign with beautiful flowers surrounding it, while at the north end there’s not much. The group is also concerned about safety along the roadways.
“Open ditches are a concern,” Arbour said. “There’s very little curbs, very little sidewalks are also a concern.” With the formation of Campbellton First, area businesses and residents hope to represent Campbellton in discussions with the city. Arbour is quick to point out the group is not a Business Improvement Area (BIA) association and is not a social group. And Campbellton First has already made some big strides.
Last week, a board was formed and membership fees collected – $10 for residents and $20 for businesses. “The meeting went pretty well,” Arbour said. “We told people that if they have complaints the best thing to do is to phone the city themselves, but if the problem persists to report it to the board.” Arbour said the board’s first meeting will take place Thursday night at Canaccord when it will hammer out its list of priorities.

More people may now qualify for legal aid since the Legal Services Society (LSS) has accounted for a cost of living increase. Effective Sept. 1, LSS improved its financial eligibility guidelines for legal representation and advice services with a 2.4 per cent cost of living increase. “People can continue to be eligible for legal aid,” said LSS executive director Mark Benton. “We don’t want to refuse people
for legal aid… simply because inflation has cut into the value of the amount of money they make.” E x e c u t ive d i r e c tor for Island J.A.D.E Society Sian Thomson said that the cost of living increase is not enough. She pointed out that Legal Aid was “essentially obliterated” in 2003 when poverty law matters, life welfare appeals, tenancy issues, and human rights complaints were not covered anymore, and said that the increase only helps those who were
already covered. “Other than the provision of some ‘self help’ services to those who have access to them, are literate, and sophisticated enough to represent themselves if there are no advocates in their communities, a 2.4 per cent increase does nothing for them, it only helps those who have issues already covered,” said Thomson. Benton noted legal aid is “restrictive,” but said that the increase is valuable. “It’s impor tant, because these days as
legal aid has become increasingly restrictive and we’re actually doing something that makes sure that people aren’t arbitrarily cut off legal aid,” said Benton. LSS is also providing additional funding to 24 social service organizations throughout the province that will offer free legal information in their communities, but no new ones in Campbell River. Campbell River does have one legal aid office, Doug Marion, Barrister & Solicitor.

Man sentenced for killing in jealous rage ALISTAIR TAYLOR CAMPBELL RIVER MIRROR
A remorseful Roger Lapensee was sentenced to five years in jail Monday for killing a man in a jealous rage last year. “I am sincerely sorry for what happened,” Lapensee, his voice choking with emotion, told the court. “If there was anything in this world I could do to change it I would.” T he 48-year-old Campbell River man was charged with second degree murder after an altercation on Aug. 18, 2010. Lapensee flew into a rage when his common law wife returned from a ride on a motorcycle owned by William (Billy) Beaudin, Crown counsel Bruce Goddard told the court. Lapensee told police he thought he saw Beaudin kissing his wife as he helped her remove her helmet. Lapensee approached the pair and be g an hitting Beaudin. Lapensee had a small pocket knife and stabbed Beaudin several times with it, the court was told. Beaudin fell to the ground and Lapensee walked away. He went to the apartment of the

building manager and told him there had been an altercation and that he had stabbed a man who had been “necking with his common law wife,” Goddard said. Police were called and Lapensee “kept saying ‘I stabbed him. I don’t know how much I hurt him,’” Goddard told the court. Lapensee was originally charged with assault with a weapon but Beaudin later died in hospital. When Lapensee was informed of Beaudin’s death, he “appeared shocked,” Goddard said. Lapensee pleaded guilty to manslaughter and on Monday a victim’s impact statement from Beaudin’s parents was presented to the court as were character letters of reference on behalf of Lapensee. Lapensee had two previous convictions for theft but they were over twenty years ago and so old that Lapensee’s record

was considered virtually clean. “On that particular day, a tragedy occured. Several lives were unalterably changed,” Goddard said of the knife attack. T h e C r ow n a n d defence put forward a joint submission agreeing that a fiveyear jail ter m was appropriate. Lapensee’s level of remorse as demonstrated by his early admission immediately after the stabbing and his guilty plea put a five year sentence out of a possible eight year term in line with previous case law presented in the joint submission. Judge Brian Klaver accepted Lapensee’s remorse was genuine but had harsh words for the carrying of weapons, including knives. The judge said he has had to deal with heartbreaking cases where the presence of weapons resulted in tragedy.
“Some cases never leave my memory,” the judge said, “and this is probably going to be another one.” Despite Lapensee’s remorse, the issue for society in this case is the fact that something sent Lapensee into a rage and caused him to take another person’s life. “I can’t help but wonder is there another something out there that is going to send you into a rage?” Judge Klaver said. The nature of a fiveyear sentence allows Lapensee and society time to figure out whether that is the case and what can be done about it, according to Judge Klaver. As for the use of weapons, Judge Klaver said, “There’s a reason why in Canada people are not allowed to carry guns or knives.” “ S o m a ny t i m e s they end up killing the wrong people, If I had my way, nobody in Canada would carry any knife of any size,” the judge said. Lapensee was sentenced to five years in jail, must provide a DNA sample and will be restricted from the use of fire arms for ten years.

Cool September nights prompt lawns to get ready for winter. Roots dig deeper and the top growth slows down. Here is some advice from a certified irrigation specialist on how to help your lawn’s winter

preparations. Are you thinking it’s time to lower your lawn mower blade now that summer is over? Don’t! If you chop off the leafy section of the plant, you will chop off the winter food supply. Longer grass blades store carbohydrates for the winter and support longer roots. They also protect the crown (the section that will produce new shoots and roots next spring) from winter cold. Leave your lawn mower blade at 3” or higher. You can lime now or in the spring. Ease back on watering to support the plant in its quest for deeper roots. Take advantage of the increasing moisture in the soil, thanks to the cool nights; less water will be lost from the lawn through evaporation and transpiration. Don’t forget to “blow-out” and winterize your sprinkler system before turning it off. If you have been fertilizing your grass, now is the time to add a fertilizer with high potassium content. This will thicken the cell wall in roots and shoots to increase cold tolerance. Don’t smoke and drive While conducting a roadside check stop at 11:50 p.m. on Tues. Sept 6, police checked a female driver and officers noticed a strong odor of marijuana. An immediate roadside prohibition was completed and the vehicle was towed.
Drunk youths downtown RCMP were called out because of a report of bottles being smashed on Shopper’s Row at 1:42 a.m. on Wed. Sept. 7. They found a group of intoxicated youths on arrival. Two youths were charged with being intoxicated in public, and two were charged with being a minor in possession of liquor.
Counterfeit money Police went to London Drugs at 6:47 p.m. on Thurs. Sept. 8 after
POLICE BEAT staff found two counterfeit $5 bills in the float. The fake money was seized.
Thief caught A man stole two bottles of cider from the Campbell River Lodge Liquor store at 6:56 p.m. on Thurs. Sept. 8. He was located and arrested for theft by responding members. He has been remanded into custody until Sept. 19 as he is considered a prolific offender.

Drunken disturbance Police responded to disturbance call at a residence on Croatian Rd. at 12:13 a.m. on Thurs. Sept. 8. There they found an intoxicated man refusing to leave the residence. He was arrested and brought to cells until he was sober.
Torched vehicle at school A 2009 Jeep Liberty was fully engulfed in flames in the parking lot of Phoenix Middle School at 5:02 a.m. on Sat. Sept. 10. Campbell River Fire attended. Police found nothing left of the vehicle interior, and all the windows were blown out. The vehicle had been stolen earlier that day.

Vehicle rear ended when stopped Police responded to a two vehicle collision on the Island Highway at Larwood Rd. at 6:03 p.m. on Sun. Sept. 11. A vehicle with a driver and three children inside had stopped to allow a pedestrian across the road, when they were rearended. Multiple people were taken to hospital with minor injuries, but both vehicles were severely damaged. The driver of the vehicle that rearended the stopped vehicle was charged with Following Too Closely under the Motor Vehicle Act.
Skateboarder hit A female driver hit a male skateboarder when he went through a stop sign while riding his skateboard at 6:25 p.m. on Sun. Sept. 11. He was taken to hospital, but was later released with only minor cuts to his face and arms. No charges were laid.

Using the theme of PARTNERSHIP, the City of Campbell River together with the Wei Wai Kum, We Wai Kai and Homalco Nations are developing a â&#x20AC;&#x153;Partnership and Governance Strategyâ&#x20AC;? which outlines a new approach for working together. The process has increased understanding of the rich cultural diversity in our community and the uniqueness. It has reinforced the need for the City and local First Nations to work together in partnership for the long term health and sustainability of the region. Attempted theft of generator by criminal known to police

City Hall’s awardwinning green roof is saving the city thousands of dollars a year in energy costs. The roof provides energy savings in part because of its vegetative layer that protects the waterproof membrane from UV damage, temperature variations, and physical damage, says Amber Zirnhelt, the city’s sustainability manager. “Overall energ y consumption at City Hall is on a downward trend, resulting in approximately 25 per cent reduction and savings of almost $15,000 per year at today’s electricity rates based on analysis of data from
2007 to 2011,” Zirnhelt said in a report to council. Both numbers exceed original savings estimates. “Prior to installation of the green roof, staff conservatively forecast a 12.5 per cent reduction in the energy required to heat and cool the building, resulting in approximately $2,100 in cost savings per year,” Zirnhelt said. “Energy savings are the result of increased insulation provided by the g row i n g m e d i u m (soil) and vegetation layer on the roof.” Zirnhelt notes that since the green roof was installed, the city has transitioned to using more efficient lights and turning

lights off when not being used but neither of those actions alone would have provided the level of energy savings the city is seeing. Zirnhelt said the

best way to measure the energy savings attributable to the green roof is to look at the months between November and March, when there is the highest demand for heating. “When the average
winter consumption before and after the green roof installation is compared, the results indicate an energy savings of approximately 15 per cent or 53,000 kilowatts per hour, which translates to $4,240 per season at today’s electricity rates,” Zirnhelt said. The city’s green roof was completed in 2009 and Campbell River became the first municipality in B.C. to install such a roof on an existing civic building. Last year, the roof won the National FCM Sustainable Community Awards in the Building Category, from among 40 municipalities, and received Honourable

City Hall’s roof consists of a combined upper roof and landscaped courtyard area. The upper roof is modeled after rocky bluffs in the coastal range. The courtyard area is designed to look like a Japanese style garden in recognition of Campbell River’s sister city of Ishikari, Japan. The area is used by city staff as a gathering place. City council reviewed Zirnhelt’s report outlining City Hall’s energy savings at Tuesday night’s meeting after the Mirror went to press.

A head is not a weapon With the start of football and soccer seasons, and the hockey season imminent, there is renewed attention to concussions. Sidney Crosby, arguably the best player in the National Hockey We say: Time to League, has still not fully recovered get serious about from a concussion sustained in January. He’s likely to miss the concussions in beginning of this season after already missing the last half of last youth sports season plus the playoffs. He’s just the latest, and most prominent, hockey player to be sidelined by concussion. Marc Savard of the Boston Bruins will miss all of the coming season
because of post-concussion syndrome. Players like Eric and Brett Lindros, Paul Kariya, Adam Deadmarsh and Pat Lafontaine have all had their careers cut short because of blows to the head. While pro athletes get the attention, it’s unknown how extensive the problem of concussions is in the amateur, community and weekend warrior ranks. It’s quite apparent the days of dismissing a blow to an athlete’s head as “getting their bell rung,” waving smelling salts under their nose and sending them out for their next shift are over. Trainers, team doctors and sports leagues are now inclined to err on the side of caution when it comes to head injuries. Last year Football BC enacted a new concussion policy
that requires volunteer coaches to stay current with resource material the organization distributes about concussions and they must remove from play any player suspected to have sustained a head injury until they have written clearance from a doctor. While that helps prevent aggravating existing head injuries, it does little to prevent them in the first place. For that coaches and players need to be trained not to use the head as a weapon or a target, and equipment manufacturers have to develop pads and helmets that protect athletes, not turn them into human missiles. – Black Press
Good point: Leadership Regarding Leadership for Campbell River Committee /When Passion is Not Enough. I was at first disbelieving, then I was after a time, amused and then in the end I became disturbed and cynical when thinking about this group of, well, I guess you could call them concerned citizens, who have appointed themselves the power behind the Leadership For Campbell River Committee. In life, I have learned that everything is a metaphor for something and this group is like the Roman Senate searching for it’s very own Cincinnatus...(Google it and learn)...to come riding in on a white stallion to give us all direction and purpose in our lives and save us from ourselves and the mediocrity of the democratic system. Cincinnatus became, in the end, a dictator. I’m picturing this lot, as they were making up the list of requisites for a successful candidate, eyeing each other up and down and reaching an unspoken consensus that none of them, could actually meet any or all of the seven characteristics in the profile either...how sad is that? In his narrative, “We’re not backing a soul,” says Stamp, the head pro filer. “Completely non-partisan,” says he, and oh yes “we’ll be presenting this to the Rotary Clubs.” He didn’t say they would be visiting any Labour Council organizations so I guess anyone caught left leaning need not hope to apply. To quote Stamp, “We are hoping that somebody having a coffee will say, ‘I wouldn’t mind doing that.’” Continued on A13
Private power producers plead their case

B.C.’s private power producers held a news conference here in the capital last week, to plead with the B.C. government not to back down from its target of self-sufficiency in clean energy by 2016. The review panel looking at BC Hydro rates recommended that one way the utility might save money would be to change the definition of self-sufficiency. Currently that means having enough domestic clean electricity supply even in low water years. The B.C. Clean Energy Association was supported by University of Victoria climate scientist Andrew Weaver, who wants B.C. to continue to develop its unique clean energy
resources. That will reduce BC Hydro’s reliance on the open electricity market, and help to reduce demand for further coal and natural gas generation. Weaver says people still skeptical about climate change should check out the current state of Arctic sea ice. It has retreated drastically again this summer and may reach an even smaller size than it did in 2007, which was the biggest melt since satellite records became available in 1979. The five greatest ice retreats have been in the past five years. The U.S. National Snow and Ice Data Centre reported Sept. 6 that both the Northwest Passage through Canada’s Arctic and the sea route north of Russia
“appear to be open.” Another supporter is Judith Sayers, a former chief from Nuu-Chah-Nulth territory on Vancouver Island, who now teaches aboriginal law at the University of Victoria. She talked about how a small hydro power project near Port Alberni allowed her people to learn business, with a light footprint on land recovering from a century of industrial logging. And she said that more than half of the First Nations in B.C. now have some interest in a power project. Association president Paul Kariya explained how critics, notably the NDP’s John Horgan, manipulate rate figures to create an impression that
independent power is hugely overpriced. One out of three proposals never makes it to production. B.C.’s second wind farm, the Dokie project near Chetwynd, went broke, then was taken over and completed by Plutonic Power Corp and General Electric. Here’s an indication of how quickly the clean energy field is evolving: This year Plutonic merged with Magma Energy Corp., which has geothermal assets in Iceland and Nevada. get along without them when we chose those people who became our key citizens? You have to hand it to them folks, they got chutzpa (that’s unmitigated effrontery). Reality check people – if you don’t like being mocked, stop behaving stupidly. The fact that you have the unmitigated gaul to publicly propose this is really beyond credibility.

Decide what you want out of the tank; a small tank with just a few fish or a larger tank that you can set up with “layers” of fish and a few “centrepiece” fish? Do you want a fully planted tank or one that’s easier with artificial plants? Once you decide on the Sarah Kirk size and intended type, then you need a level place for Owner it to go. When you get into any tank, buying the stand with the tank is a great base for the tank, BUT you still need it to be level. We have Fluval and Marina tanks and kits from 5 gallons up to 100 gallons in stock, many with matching stands! First step in setting up is to wash your gravel with cool water and add it to the tank, fill the tank with water, plug in your heater, and decorate using wood, ornaments, fake or real plants etc. On the day of setup you want to remove all the chlorine from the water using Nutrafin Aquaplus, which not only removes chlorine and chloramines, but it neutralizes heavy metals. Then you start the tank “cycling” using Nutrafin Cycle. This adds a BIG boost of good bacteria to the tank so that it can process fish waste once fish are added. This is a 3 day process. After your 3d dose of Cycle, you can add your first fishes! It is important to go slow, not to add ALL the fish at the same time. Cycling your tank with Nutrafin CYCLE properly makes “New Tank Syndrome” less likely. Next month; Proper Tank Maintenance.

An AED is an Automated External Defibrillator which is a compact, self contained machine designed to assist in resuscitating a person in cardiac arrest. An AED analyzes the heart and determines if there is a normal or abnormal heart rhythm. If the AED determines that there is an abnormal hearth rhythm, the AED uses electrical energy from a battery pack to interrupt Jennifer Comeau the abnormal heart rhythm and allow a normal heart rhythm to resume. An AED, when applied within one to two minutes of collapse from cardiac arrest can improve the chances of survival up to 90% and for every minute that an AED is delayed, the chances of survival decrease by 10%. First of all, chewing is a very normal and natural thing for any puppy or dog to do. Unfortunately they often chew the wrong thing like the couch or shoes because the owner hasn’t trained their puppy what he can chew and aren’t supervising the puppy properly. Use a kennel or a gated off area to restrict the puppy roaming around and finding something to chew on when Cathy Merrithew you can’t be watching him. Invest in at least 2 (or more) KONG toys, they’re hollow so they can be stuffed with the puppy’s meals or treats, give one to your puppy when you go out, he’ll work at getting the food out of it and tire himself out….I also love the Buster Cube - a treat dispensing toy that’ll entertain your puppy for hours and hours. If you find him chewing the wrong thing, redirect to what you want him to chew, and make sure not to leave anything where he can reach it…. I’d also suggest upping the exercise your puppy is getting, a “Tired Puppy is a Good Puppy!” Most puppies or adult dogs don’t get enough physical and/or mental exercise, and that’s why they find things to keep themselves busy. If they can’t chew, they might decide to bark or dig instead…..Try hiding treats out in the yard and sending him to go find them, anything to let him use his nose for hunting will certainly wear him out plus he’ll have fun doing it! A walk where he can sniff and investigate will tire him out more than chasing a ball or Frisbee…

The laws regarding prescription medications are very similar for animals and humans. For a veterinarian to prescribe a medication they need, at the very least, Dr. Kevin Penner a valid “client/patient/doctor Veterinarian relationship.” The bare minimum to establish and maintain this relationship is an annual physical exam. Every medication has potential side effects and a veterinarian, just like a doctor, has to weigh the benefit of a medication against the potential side effects. One of the most helpful tools in making that decision is a physical exam. For these reasons we won’t dispense prescription medications until we’ve examined an animal for their current condition. The space ba bar is used for one thing and one thing only – to separate two words. In MS Word, Publisher, and every other text publishing/creation program, the there is the ability to format text, which includes centering. Also, you can use the tab button on your computer to create indents and most pro programs these days give you the option of creating tables to make tabl tables for your data, lists and recipes. The reason I stress using these options as opposed to using the space bar is tthat when you take a document in to a service bureau for printing, tthe formatting stays truer to what you had intended. This will ens ensure that your prints, copies, etc. will look like what you had in mind rather than have words all over the space.

Sheila Marlene Dermody April 23rd, 1949â&#x20AC;&#x201C; September 9th, 2011 Sheila Marlene Dermody - beloved Wife, Mother, Grandma, Daughter, Sister, Aunt and Friend â&#x20AC;&#x201C; passed away peacefully surrounded by loved ones at Campbell River Hospital on September 9th, 2011. Sheila courageously battled cancer for 7 years and never lost hope. She inspired everyone with her determination, strength and love. She will be lovingly remembered by her husband Garry, her children, Pat (Laura), Chris, Jamie (Sue), Amy (Dean); grandchildren, Meghan, Layne, Ashley, Kaylie, Daniel and Desmond; father Wilson (Eleanor), sister Sharon (Gord), brother Mardy (Martha), brother in-law Gaye (Vicky), family and friends. Sheila was predeceased by her mother Sally, and two stepfathers Lefty and Bill. Sheilaâ&#x20AC;&#x2122;s caring and loving nature has touched all who knew her. Harry â&#x20AC;&#x153;Edgarâ&#x20AC;? Gadd Born September 13, 1931 in Estevan, Sask. passed away on September 10, 2011 at the age of 79 at the Campbell River and District General Hospital. He leaves his wife of 17 years Diane Cayer, and his son Leon Gadd as well as a loving family of step-children and many other relatives who will greatly mourn his loss. Edgar was a Campbell River ďŹ xture. He once owned the â&#x20AC;&#x153;GaddAbout Charters #1â&#x20AC;? and loved to ďŹ sh and be on the water. He adored his dog â&#x20AC;&#x153;Skipperâ&#x20AC;? and was a long-time member of the Fraternal Order of Eagles, local #3097 where he could often be found playing crib (and skunking a good many of them!) He looked forward to his morning coffee with buddies and will be remembered as a kind and caring man who loved people. He would give the shirt off of his back to anyone who needed it. Edgarâ&#x20AC;&#x2122;s wishes are that donations be made to the Heart and Stroke Foundation, Campbell River, PO Box 741, Campbell River, BC, V9W 6J3. Evelyn Burley 1933- 2011
Mom and Grandma passed away peacefully in her sleep the morning of September 5th, 2011. She was predeceased by her husband Vern in 1993, her parents, George and Alice and younger brother Ron RIchardson. She is survived by her daughterâ&#x20AC;&#x2122;s family Leslie and Rob, Hunter and Erin Davidson, her sonâ&#x20AC;&#x2122;s family Scott and Sylvia. Kevin (Paige) and Jason Burley. Mom is also survived by her sister, Loreen Eck her husband Carl, their ďŹ ve girls and their grandkids and great grandkids, as well as her brotherâ&#x20AC;&#x2122;s family of three kids and his grandkids. Many Burley relatives as well. Mom was born in Port Alberni where she went to school, and worked at Woodwardâ&#x20AC;&#x2122;s. She met and married Vern Burley in 1955. They moved to Campbell River in 1962. Who knew that many New Yearâ&#x20AC;&#x2122;s dinners, summer camping trips to Loveland Lake and trips to Alberta would follow? Mom worked at Tyee Pharmacy on the Plaza for years. Mom also volunteered over the years for the Campbellton School PTA, as a Girl Guide leader and commissioner, the Diabetic Assoc., and the Condo Assoc. Momâ&#x20AC;&#x2122;s hobbies were reading, spoiling her grandchildren and traveling. After Dad passed, Mom went traveling. She ventured to England, down through the US, took many cruises and even made it to Kenya on safari. Her favourite was going to Australia to ďŹ nd a branch of our family. She had so much fun, Mom went three times to stay with our cousin Barb and her family. Momâ&#x20AC;&#x2122;s service is Sept. 17th, 2011 at 1pm at St. Peterâ&#x20AC;&#x2122;s Anglican Church, Reception to follow at the Eagleâ&#x20AC;&#x2122;s Hall. Please bring your memories to share with us. Thanks to Doctors Veerapen, Wilcox and Depew and the staff of New Horizons for taking great care of Mom. hat was once a flat, gravelly, dead zone is well on the way back to its natural state. Connected to the Campbell River Estuary, the area that was once an old sawmill site looks very different than it did just a year ago. Now, instead of a lifeless gravel area, there’s a creek running through the middle to meet up with Baikie Slough, and new plants are being protected by plastic orange fencing. “You can see it’s working,” said project manager Jim Van Tine. “You can certainly notice a difference in the vegetation because before it was a flat lot.” The two acre site, which is located between Robinson Rd. and E and B Helicopters, belonged to Ocean Blue Cedar Products, but was bought by the Nature Conservancy of Canada in 2007 after the mill closed. In Aug. 2010 heavy machinery work began by moving gravel and soil to recreate the creek and make islands. Back when the sawmill was in operation, the creek had been diverted and ran through a culvert for the length of the property before pouring out into the slough. Van Tine worked to ‘daylight’ the creek by moving it out of the long culvert and back to its original location, which goes through a small culvert under the highway on its way from Campbell River, and then comes through the middle of the property on its way to meet the slough. Then, in the fall he and his crew planted native plants along the riparian zone, which runs along the tideline of the slough.
And in February, a crew of about 45 volunteers came out to plant natural marsh grass in the tidal area of the slough. The marsh grasses are what’s protected by the fences because the Canadian geese “eat them like candy,” according to Van Tine. “So now we’ve got numerous bushes and plants, and we’ve got a marsh growing, and we’ve got a creek flowing,” said Van Tine. Although the marsh grasses are just short clumps right now, Van Tine said that within three years it will be fully developed, and in the peak growing season it will be chest high. According to Van Tine, the marshes act like compost when they decompose, meaning that small bugs feed on the rotting material, then big bugs feed on them, and then fish feed on the bigger bugs, and then birds feed on the fish, and so it goes. “The primary object here is fish but when we do a fish project a lot of other things benefit too,” explained Van Tine. “Without these marshes the estuary would be far, far less productive.” Although Van Tine said it’s basically impossible to tell how many more fish will be in Campbell River thanks to the rebuilt area, small coho salmon can be seen swimming in a pool area of the creek. Van Tine said the project should take about three to five years to be fully established, and points out that these kinds of projects take time. “It takes patience,” said Van Tine. “Look here and you can see these little trees,” he added as he pointed to small trees running along the creek. “They’re four or five feet high and they’re all kind of spindly, but in 20 years you’ll be able to sit underneath them.”

The Campbell River Daybreak Rotary Club had announced Monday that the finish line would be moved to an area at the end of Maple Street, on Campbell River Indian Band land. However, on such short

he Campbell River Festival of Films will launch its Fall 2011 season on Sept. 27. In partnership with the Tidemark Theatre and the Toronto International Film Circuit, the Film Festival will now present its unique program of films on Tuesdays, Sept. 27, Oct. 11, Oct. 25, Nov. 8 and Nov. 22 at 7 p.m. Doors will open at 6:30 p.m. The Fall 2011 season’s passes are on sale at The Travel Place (286-0681), 948 Island Highway. The
passes will sell for $45 and entitle the holder to five films plus a series of draws at each screening. Individual tickets may be purchased at the door for $12 each. The directors of the festival hope that by moving to the larger Tidemark venue, more people will be able to enjoy the unique films and enjoy the wonderful ambiance of the Tidemark as well. Patrons can gather in the lobby after the movie for a glass of wine and an opportunity to discuss the
movie of the night with friends and other movie-goers. The festival is a successful partnership that was established 13 years ago with the Toronto International Film Festival film circuit. The partnership allows the Campbell River group to book films and shorts directly from Toronto that would not normally make their way to Campbell River movie theatres. The season begins with The First Grader on Sept. 27 followed
by Eco-Pirate: The Story Of Paul Watson on Oct. 11. On Oct. 25 it will be The WhistleBlower. Festival organizers are awaiting confirmation of Oranges And Sunshine on Nov. 8. The season finale will be on Nov. 22 and they are hoping to get one of the films currently premiering at the Toronto Film Festival and that title will be announced when the season is underway. The organizers want everyone to know that all the proceeds go directly back to our
community. Each year, bursaries and camera equipment are given out to local students and schools. In previous years, the Festival has also put on bonus screenings that have helped to raise thousands of dollars to support various worthwhile programs in Campbell River. Eagles soar in last weekend’s opener The Pee Wee Campbell River Eagles hosted the Harewood Dawgs from Nanaimo in what turned out to be a great season opener last Sunday. The Eagles won the right to start with the ball and came out blazing. Lead by starting quarterback Liam Matilpi they moved the ball down field with some very well executed plays. The first score of the day came on a beautiful run up the middle by starting running back Kristian Drake. The touch down was set up by a very well run reverse by starting tightend Kelly Shannon. A missed convert put the score at 6-0 Eagles. However, on the pursuing kickoff, the Dawgs returned the
ball 70 yards for a score. They made the convert to bring the score to 7-6. The Eagles offence once again took the field and looked very good moving the ball down field. Drake scored his second touchdown of the day on a 35 yardd sweep to the outside. Once again the Eagles failed on the convert attempt to bring the score to 12-7 for the Eagles. Not to be outdone, the Harewood Dawgs offence took the field and quickly scored on a sweep to the right. They missed the convert to make the score 13-12 for the Dawgs. A group of 12 motorcycles took to the Saratoga Speedway track last weekend.
Last races for Modifieds, Bombers Two track Champions where crowned on Saturday night. Kevin Noble won the I.M.C.A Modified championship by 88 points and Justin Beaulieu and Mike Dionne won the Bomber championship by 73 points. The Hornet cars were also on the schedule on Saturday. All 18 cars entered the 30 lap main event. Jason Fraser held the lead for the first 20 laps until his brother Gord Fraser took over the lead and he never looked back from there. The I.M.C.A. Modifieds were running their last race of the season on Saturday. Kevin Noble came into the night the points leader and continued to grow his lead through-out the night. Noble won
the dash and the heat race and held a 118 point lead going into the main event. The 30 lap main saw Dano Bryant hold the lead for the first 18 laps until Greg Sagmoen took over the lead. Openshaw moved his way into second and soon found himself on the inside of Sagmoen and took the lead on lap 27 and he never looked back from there, winning the final main event of the 2011 season for the I.M.C.A Modifieds. Even
though Noble ended up two laps down, he still managed to win the Points championship. The Bomber cars also made their last appearance of the season on Saturday. Coming into the night, Charlie Ackerman held a 10 point lead over Gilles Cyr, but Cyr soon found himself back in the lead. Going into the main, Cyr held a 57 point lead over Ackerman, and a 62 point lead over Mike Dionne. The 50 lap
event saw Ackerman take the lead on lap nine and spread his lead by 10 car lengths over Gaudreault. On lap 25, Cyr had to go into the pits due to a flat tire, putting him six laps down and out of contention for the championship. Gaudreault and Dionne soon caught up to Ackerman, with Dionne getting the last advantage, taking the lead on lap 43 and never looked back from there. Gaudreault finished second, with third
going to Ackerman. After all was said and done, Dionne and Justin Beaulieu won the championship by 73 points over Ackerman, and 85 points over third place Cyr. Extra laps… Next weekend marks the last race of the 2011 racing season at Saratoga Speedway. The Hornet cars, Crash to pass cars and the Roadrunners will all by having the double points championship night next weekend.

Earthquake felt in River City A ma gnitude 6.4 earthquake struck just off the West Coast of Vancouver Island on Fri. Sept. 9. Officials from the Provincial Emergency Program (PEP) confirmed that it happened
at about 12:40 p.m. and was located about 80 kilometres south of Port Alice. The earthquake was felt from Campbell River to the Fraser Valley, with some buildings felt swaying
slightly in Campbell River. PEP officials said that there was no danger of a tsunami as the tremor was too small. However, some aftershocks were felt in the following days.

Susan Black is cleaning up Campbell River. Clean Living is an initiative that Black started this past April in an effort to clean up litter from Campbell River’s streets. After she complained to the city about garbage lined streets and was told that it just didn’t have the manpower to clean them up, she got a group of volunteers together once a month to pickup garbage, and moved around each month cleaning dif ferent areas of the city. But Black said this method was becoming too cumbersome, and decided to adopt a section of Dogwood St. to clean every month because she said it is so dirty. “It’s only 350 metres, but oh, it’s a treasure trove of garbage, and coffee cups, and chips, and everything,” said Black. The adopted section is between 2nd and 4th Avenues along Dogwood Street. Black and her team of volunteers will meet in the parking lot of the Madison Apartments at 345 Dogwood St. at 4 p.m. on Thurs. Sept. 29, then hit the street for an hour of trash picking. The city of Campbell River donated trash pickers, work gloves, and garbage bags for the volunteers to use. B l a c k m ove d t o Campbell River in Aug. 2010 after six years of traveling to places like Bolivia, Nepal, India, and China. She said she expected clean streets when she returned to Canada. “When I came back here I had an expectation of pristine,” said Black. “I thought (Canada) was, until I moved to Campbell River.” Black said she hopes that other concerned residents will adopt trash filled areas of the city, as she has noticed garbage in other places around town. Garbage “takes away from the beauty of the city, and people come here because it is beautiful,” said Black. “When you toss garbage away, it gives the impression that you don’t care.” For more information contact Black at 250-286-4838.
