City budget: tax hikes, service cuts or both KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

What a relief effort 99.7 The River radio personality Dave Reynolds is all smiles after Campbell Riverites came through with enough donations to fill two River Relief Trucks and a third that was sent to Gold River. Reynolds had been living in the trailer since the beginning of December. His supporters proudly proclaimed on Friday that the relief truck had reached $1 millions in food donations in the three years it has been operating.

City errors attributed to staff turnover KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A high turnover of city staff is contributing to mistakes that

have been singled out by city council, according to the city manager. “It is my view that the high turnover of staff over the last

term is contributing to many of the staff ‘errors’ council has noted,” Andy Laidlaw said in a report to council. The most recent notable error

was in a report from Ron Neufeld, the city’s manager of operations, when he reported that the city had enough funding available to Continued on A3

The city is facing a shortage of more than $500,000 in next year’s budget and that figure could be on the rise. The 2012 budget largely hinges on Catalyst. Andy Laidlaw, city manager, said Catalyst has requested a reclassification of its former Elk Falls mill property from the major industry tax class to the business/other tax class. “If the BC Assessment Authority does reclassify the site there will be further reduction in city revenues for 2012,” said Laidlaw in a report to council. At the end of budget deliberations in March 2011, city staff projected a 2012 budget deficit of $1.85 million but the outlook has improved. As of Dec. 1 the deficit now stands at $550,000 based on continuing service levels as is, but it does not include any possible reduction in the amount of taxation from Catalyst. “Current budget projections are based on continuing the 2011 service levels adopted by council,” Laidlaw said. “Management has been instructed to budget with a zero per cent increase in all costs other than those which have been contractually negotiated.” Laidlaw said less than anticipated increases in the RCMP conContinued on A3

Budget: Reserve fund no longer an option Continued from A1 tract and inflationary costs for fuel, Hydro and supplies helps the city’s financial position, as well as decisions council made in the spring when hammering out this year’s budget. “Council anticipated the 2012 budget being difficult and budgeted $442,500 in 2011 towards the 2012 projected deficit,” Laidlaw said. “We are in an improved financial status as a result.” During 2011 budget planning, council also chose to put a three per cent residential tax increase towards the 2012 deficit as well as a business/other tax increase of .5 per cent. Laidlaw said that while council reduced some services and administrative costs during budget planning, it may also need

to consider “significant service reductions” if council intends to not increase taxes. “If council’s priority is to reduce future tax increases, then significant changes to the status quo will be required,” Laidlaw said. “Alternatively, if council’s desire is to maintain continuity of current service levels, to retain its capacity to respond to communitydriven service requests and to increase economic development initiatives, then that will by definition, require increased taxation.” He warns that past practises, such as drawing from reserve funds, are no longer an option. “Council has utilized many of its existing reserves, reducing them to a point where this strategy will be less effective,” Laid-

law said. “Short-term expediency is not good for long-ter m fiscal prudence, without a strategy. Some reserves are depleted and utility funds are not sustainable. In 2012, council will have to make further difficult choices between significant service cuts, raising taxes, or a combination of both in order to maintain a balanced budget. Local gover nments across the province are being asked to respond to many community needs not traditionally provided. Provincial cuts in grants or service delivery have also been downloaded to local taxpayers (gaming grants). Revenue reductions with the mill closure continue to require a gradual shift to residential or business taxation.” Laidlaw said the

most significant question for council going into next year’s budget planning will be whether it wants to reduce services or increase taxes. In Laidlaw’s report, which was before council on Tuesday night, he detailed all the city service areas that need funding despite a struggling economy. One of the biggest priorities is water and sewer as the infrastructure is aging and requires necessary upgrades. Laidlaw said as it stands now the “water rate structure is inadequate to sustain these utilities and utility rate increases will be required to maintain current levels of service in to the future.” Council will work out next year’s budget in late winter or early spring.

install two crosswalk lights, when in fact it only had enough for one. Neufeld explained the lights cost more to install than he was led to believe at the time he prepared the report. Neufeld owned up to the oversight, telling council “my apologies, that’s my error.” Laidlaw said some of the “errors” stem from the fact the city employs a number of new employees that are trying to survive in a high stress environment. “We have staff in new positions trying to

manage in an environment of high service demands, declining resources, increasing perfor mance expectations, and a critical public. If council wishes to provide some stability to staffing in this organization it will be necessary to review a management retention strategy.” Laidlaw, who himself is new to the city, took over the position of city manager early this year after relocating from Nanaimo. Laidlaw said he believes the city will be in a more stable position if it focuses on training people from within to

fill new positions that become available. “I would suggest that given the rapid shift and changes in management staffing over the last three years that succession planing is a critical issue for council,” Laidlaw said. “Stable and longserving staff provide the continuity of business practices. The training required to new hires who, when entering municipalities for the first time, have steep learning curves. “Both financial and time resources need to be applied to develop t h e s e i n d iv i d u a l s

allowing them to take on more challenging and responsible positions.” Laidlaw said it’s expected there will be a shortage of capable municipal senior managers within seven years, as the baby boomers be gin to retire. He said the best way to address the issue is to train existing employees. “Growing in-house resources will be the

best options available to councils,” Laidlaw said to council. “Failure to address the issue will lead to your best people leaving and a rerun of all the resultant financial and organizational inefficiencies and costs that you have experienced over the last three years.” Laidlaw said the current staffing structure is comparable to other similar sized communities, as reported in former city manager

George Paul’s review of city staff in July. “Our current structure stands up well to external benchmarking,” Laidlaw said. But “I understand council wishes to have a leaner, less bureaucratic and cheaper staff organization.” He said however, that in order to keep and hire new staff, council should consider the impacts of making staffing cuts. “The best and bright-

The new city council has been busy making changes before even conducting its first meeting. Prior to council’s inaugural meeting last week, the mayor and councillors met informally and agreed on some minor alterations. “Our first small changes include shorter, more focussed council meetings, with public hearings not attached to regular chamber sessions,” Mayor Walter Jakeway announced last week. “This will allow your elected representatives more time to be out in the community.” Meetings will also follow a once every two week schedule, start an hour earlier, at 6:30 p.m. and will not go any later than 8:30 p.m.

THEY SAID IT: “It is my

goal to streamline the process in which council makes decisions.”

– Mayor Walter Jakeway

“This is about improving community discussion,” Jakeway said. “Shorter meetings, every two weeks, are already in place at several other larger Island cities and the results are better decisions, wiser outcomes and more available, less-fatigued councillors.” Jakeway also appointed councillors to specific portfolios based on councillors’ input and interests. Andy Adams is assigned to finance; Ron Kerr to culture and heritage, First

Nations, and tourism; Ryan Mennie to public safety (crime reduction), school board/ city liaison, and youth; while Claire Moglove takes on the portfolio of economic development. Larry Samson is assigned to community planning, recreation/parks, and environment and Coun. Mary Storry is tasked with the public works/ transportation, and the seniors portfolios. Po r t fo l i o ap p o i n t ments were expected to become official at T u e s d ay ’s c o u n c i l meeting after the Mirror went to press. “It is my goal to streamline the process in which council makes decisions,” said Jakeway in a report to council. “To this end I welcome feedback and look forward to working together with you as a team during the upcoming term.”

Jakeway wants to hold off on appointing councillors to the city’s various advisory committees until the new year when council plans to review its advisory committee structure. Council considered a recommendation in January to form a committee that would review the structure, mandate and effectiveness of the committees, task forces and commissions. Council chose to deal with the recommendation after the November election. It was on Tuesday night’s agenda. “If we are going to consider making changes to our committee structure, it would be appropriate to have them completed prior to March 31, 2012, which is the date in which existing committee members’ appointments expire.”

Stop repeating yourself! Explain that you are on a “Hearing Help Martin & Jana Jurek Quest” one that involves your Hearing Instrument Practitioners loved one by allowing him or her the opportunity to realize the significance of their hearing loss. Do not stop helping though. All you do is preface what you repeat by saying each time, “Hearing Help!” or some other identifier. In a short amount of time, your loved ones will realize how often you say this. In turn, they will come to realize how often they depend on you. (This suggestion is only for a loved one who resists the idea of getting any help). Stop raising your voice. Stop being the messenger by carrying the communication load for the family. Do not engage in conversation from another room. Create a telephone need. This means for you to stop being the interpreter on the telephone.

Last month we went over setting up your salt water tank, this month; basic maintenance and fish. When adding your first fish we always suggest an easy hardy fish; most often we recommend a clownfish. Adding fish is slow..... Sarah Kirk add a fish, wait a week, add a fish Owner wait...and so on. If you add a bunch of fish all at the same time, you may be in for a disaster as the tank isn’t really ready for a huge bioload and will need time to adjust as it goes. Once you’ve got a couple of fish in the tank and you’ve got yourself on a schedule for water changes, then we add the first of MANY corals you’ll be adding if you plan to create a reef tank. If you are planning a “fish only” tank then you won’t be adding corals. Remember patience is a virtue when creating a reef!

Is there an affordable way to protect our estate?

I am taking antidepressants and I want to get off of them. Can you help me? Depression and anxiety have many contributing factors. It is not just a matter of correcting neurotransmitter functions with prescription drugs. Dr. Ingrid Pincott ND The first thing I do for you is Naturopathic Physician optimize sleep then I optimize blood sugars and evaluate hormone levels. I correct deficiencies. I use homeopathic remedies to stabilize moods and energy. I treat chronic inflammation and gut dysbiosis that can affect moods and energy. Then once you are more stable in all of these areas then I monitor you closely as you gradually wean off the antidepressants. This approach is usually much more successful than just stopping them on your own.

Not a good idea at all. In fact, that’s the worst time to welcome a puppy to your family. It’s a crazy busy noisy hectic time, which doesn’t allow the puppy to fit in and get on a schedule. Housetraining will be a nightmare, with visitors and family coming Cathy Merrithew and going. Puppy will most likely be chewing and destroying anything within his reach, the children will lose interest quickly – especially once they feel the sharp teeth that come with the puppy. They’ll find computer games and other toys more appealing. If you insist on adding a puppy during the holidays, ask the breeder to hold onto the puppy until the excitement of Christmas is over. Instead of the puppy being the present that morning, wrap up a leash and collar, toys, food and a good book on positive training. A cute photo of the puppy in a nice frame is always fun.Wait until your whole family can commit to properly raising a puppy.

The most common dental problem that we see in dogs and cats is periodontal disease, which is also referred to as gingivitis. This is a condition where bacteria get into the little pocket (gingiva) between the teeth and the gums and wear away at the attachment of of the Dr. Kevin Penner teeth. When tartar builds up in the Veterinarian gingiva the bacteria can use the tartar to hide out from normal cleaning activities such as chewing or brushing of the teeth. The only way to remove this tartar is to scrape it away during a professional dental cleaning. As the tissue in the gingiva is quite sensitive, it is impossible to effectively and safely clean it without an animal being under general anesthetic. With an awake animal, this best we can do is get the crowns of the teeth nice and clean. This means cleaning the part of the tooth that we can actually see.The cavities that we as people get are very rare in dogs and cats. This is why cleaning the crowns without cleaning the gingiva has little health benefit and is really more of a cosmetic procedure.

If I had a dollar for every time I heard this, I’d have over eight bucks. Actually I’d have a lot more. Randy Beaulieu, Owner Most people’s experience with compact fluorescents has been from picking them off a shelf at a department store. So they really don’t know what they’re buying. Fact is, the things we didn’t like about fluorescent lighting in the past don’t apply anymore. There’s no flicker, no hum, they come on instantly, and they’re available in colours ranging from the same as regular light bulbs to natural daylight. So before you decide you don’t like compact fluorescent light bulbs, let us show you what there is to like.

Legacy or Planned Giving is a very special, carefully planned donation. It balances your family commitments and financial needs with your charitable goals. There are many ways to leave a gift to the Hospital Foundation; a gift in your will, a gift of life insurance, gifts from retirement assets, stocks and Stacey Marsh securities and gifts of property. Many people are surprised to learn that there are tax-efficient ways to make charitable gifts in addition to or in lieu of provisions in a will and because everyone’s needs vary, your financial advisor can help you decide which option (s) will work best for you. It is a good feeling to provide meaningful support to charitable causes that you care about and Legacy Giving can offer a piece of mind that your wishes are carried on.

Happy Holidays to all my wonderful clients. With many of you getting ready to head out on winter holiday’s I thought a couple tips on traveling with children might be good. When travelling with small children, take along a package of outlet covers. Most hotel rooms neglect to provide these little shock savers, and there are Christina Peterson, often outlets placed tantalizingly Flight Centre Associate at child height. For rooms equipped with stoves/ ovens, remember to bring knob covers, or simply remove the knobs while not in use. Airplane Advice: Pack some finger foods, like fruit, pretzels and cereal for your children to enjoy during the flight. These items might help them adjust to in-cabin pressure changes. For younger children, try using bottles, “sippy cups” or pacifiers to help ease inner ear pressure. For older children, chewing gum can serve the same purpose. Happy Travels

Campbell River teen will receive a medal of valour Friday for a brave rescue in the spring. Riley Holling, 15, was camping with his family at Quinsam Campground on April 23. His friend’s family came to visit and the kids were hanging out on fallen trees near the river when his friend’s younger brother Jared Roemer, who is seven- or eightyears-old, fell in.

“We were all climbing on the logs, but then Jared slipped and fell into the river,” said Holling. “I was down on a branch that was farther downstream, (he was) coming towards me and as he passed me I tried to grab him, but I missed, so then I jumped in after him and pulled him out.” Holling said he didn’t really think before he jumped in the frigid water and didn’t even feel cold until he was out. “It wasn’t cold at the time cause of

Holling’s mother Danielle Holling said she is proud of her son’s actions on that day, but she is always proud of him. “We’re proud of him but we’re proud of the things that he does everyday too,” explained Danielle. “He’s really a kind and thoughtful boy.”

Our View

Knowledge first; then open mouth And so the process begins. The cynical amongst us might call it indoctrination but it’s more likely a case of seeing the real picture once you’re on the inside. Part of new Mayor Walter We say: We hope Jakeway’s inaugural speech during basing policy on last week’s council swearing-in ceremony touched on the Campbell rumour will be River and District General Hospital. Jakeway said the hospital is an issue abandoned near and dear to his heart. Ensuring Campbell River has competent hospital services is a personal priority for the mayor. Which is good, we certainly want our mayor to be on top of the issue as

was previous mayor Charlie Cornfield. You’ll remember Cornfield and other members of the previous council had to emphatically assert that the plan to replace the Campbell River hospital with a new facility was in no danger of being scrapped, that it was still on course for completion as promised. Many during the election campaign were, for some unexpressed reason, skeptical – including our new mayor. A wild rumour was circulating that the hospital was going to be dropped in favour of the original plan of a single regional hospital, likely located in the Comox Valley. Nobody had any evidence of a plan to scrap the new Campbell River hospital. Our new mayor confessed

to being “suspicious” of the deafening silence from Vancouver Island Health Authority during the election campaign. Now the mayor is merely frustrated with the speed – or more accurately, the lack of speed – with which improvement announcements have been coming. The answers, of course, are all on VIHA’s website. But it proved to be politically popular to be skeptical. And then there’s that deal to convert Elk Falls Mill into a garbage incinerator that we all know has been made. Unless we’re all proven wrong at some point in the near future, we hope our mayor is showing signs of waiting to see the lay of the land first before voicing unfounded speculation.

Good point: Kettles The Campbell River Salvation Army announced that with two weeks left in their annual Christmas kettle fundraising campaign, the campaign is running behind and the success of the kettles are critical to offering year-round services. “Compared to last year at this point we are running behind,” said Community Ministries Director Kevin Mack. “Our goal is set at $150,000 and we have raised just over $40,000, but with two weeks left in the campaign we are appealing to the generosity of the community and are still hopeful we will reach our goal.” The funds raised through the Christmas kettle campaign not only help at Christmas, but help fund a number of The Salvation Army’s programs throughout the year such as their Emergency Disaster Services program, which was recently called into action on Nov. 27 when a mudslide closed a section highway 19 north of Campbell River stranding just over a hundred families who couldn’t get back home. Throughout the year the Salvation Army Emergency Disaster Response team supports the local ESS team responding to an average of four to five significant emergencies such as evacuations, structure fires and floods offering support to those affected. The team also stands ready to help neighboring communities throughout the Island and beyond. Kettles can be found adorning the entrances of 10 local business and donations are gladly accepted at the main office at: 291 McLean Street Monday-Friday between 9 a.m.- 4 p.m. Donate on-line at: www.oceancrest.ca

Corrections: the justice system’s weak third leg

Tom Fletcher B.C. Views

Attorney General Shirley Bond is coming off another busy week, announcing new sheriff and clerk training for B.C.’s constipated court system. Then Bond joined Premier Christy Clark to introduce B.C. to another kind of sheriff, the former Los Angeles district attorney best known for busting up one of the biggest nests of crooked cops in U.S. history. Richard Rosenthal went on to clean house as independent monitor of police forces in Portland and Denver, and now he takes on B.C.’s troubled police patchwork, which has been losing the public’s confidence along with the courts. Bond’s other ministry, Public Safety

and Solicitor General, announced its senior officials had selected the next commanding officer for the RCMP in B.C. It is unprecedented for a province to do that, but as B.C. gets ready to sign a new 20-year contract with the federal force, Bond and Clark are trying to demonstrate that they, not Ottawa, are now wearing the pants in this relationship. We’ll see. As the police and court legs of B.C.’s justice system were being strengthened, Auditor General John Doyle released his latest report on the shaky third leg, corrections. In a masterpiece of understatement, Doyle’s office headlined its news release “Opportunities for improvement in community corrections.”

You have likely heard about the overflowing B.C. jail system, where even segregation inmates are now being doubled up, as the long wait continues for a new jail in the Okanagan. But as Doyle’s report sets out, nine out of 10 convicted adult offenders aren’t in custody. They’re on house arrest or probation, many with courtordered conditions to report their whereabouts, stay away from their victims, stay sober and complete various rehabilitation programs. Many are violent. There are currently 24,000 of them, an all-time high and an increase of 28 per cent in the past six years. As with the jail population, a larger

proportion have mental illness as well as addiction. And Doyle found that only about a third of them actually complete the programs they are supposed to take to prevent re-offending. Corrections branch officials say their program for male spousal abusers has a success rate of up to 50 per cent. That’s a pretty good result for an awful crime, the second-largest category of offenders after impaired driving. But that success rate only applies to offenders who actually complete the program. Doyle found several cases where convicted abusers breached their orders to stay away from a spouse, and Continued on A11

Laser hits pilot A pilot with Air Canada reported being hit with a laser while en route to Campbell River at 8:10 p.m. Dec. 7. The pilot said that while he was inbound and flying at approximately 2,000 feet he observed a green laser light coming from the ground and being directed at the aircraft.

He was about 10 miles southeast of Campbell River at the time, according to RCMP Sgt. Craig Massey. And while Massey said the light didn’t strike the pilot in the eyes, the incident is significant. “It appeared to him to be directed towards the aircraft, and of course that always causes some

concern,” said Massey, adding that police are unsure if the laser beam was intentional. “We know that a short time later that same pilot flew back across that area and there was no similar sighting so if there was somebody doing it intentionally it doesn’t seem to have been a prolonged episode, but the actual intent of it is unclear.” Anyone with information on this offence is asked to contact the RCMP.

Appointment missed, police called Campbell River RCMP attended a residence on Shoreline Drive at 7:50 a.m. on Tues., Dec. 6. to check on a tenant who had missed a medical appointment. An officer went to the residence and received no response. Neighbour enquiries further indicated that the occupant may have suffered some form of medical

issue. The officer entered and found the 50-year-old tenant in serious medical distress. An ambulance transported the man to hospital. RCMP Sgt. Massey said police were told the man’s condition has stabilized. He did not know how long the man was in distress for before police showed up. “He was in very serious medical distress when the officers got there,” said Massey.

Hamper Fund still in need of donations RENÉE ANDOR CAMPBELL RIVER MIRROR

The Knights of Columbus still need Campbell Riverites’

help to get those Christmas hampers out to people in need. Donations of food, money and toys are still needed for the

annual Community Christmas Hamper Fund, and the hamper fund committee’s Kevin Geary said this year has been “slow.”

“We end up having to buy about 80 per cent (to) 70 per cent of our stuff and the rest of it we hope to get in donations. It’s been slow,”

said Geary, adding that donations have picked up a little bit lately and he’s hoping to see some more donations come in. “We’ve still got a

Anti drinking-driving message is in the bag KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Campbell River students hope their message to not drink and drive gets through to each and every person that purchases alcohol this holiday season. Students from elementary, middle and high schools in School District 72 have decorated BC Liquor Store paper bags with Christmas art and one very important message – Think of the Kids Don’t Drink and Drive. T he reminder is scrawled on a sticker which is pasted across the bottom of the bags,

which will come with every purchase made at a local BC Liquor Store. “It’s a reminder that you don’t want to drink and drive,” said Terry Philp, who teaches the Timberline Leadership class, which has headed the initiative for 15 years. “We figure if we save one person from drinking and driving then we were successful.” Philp said students decorated about 3,000 bags this year and more than 70 teachers had their students take part. The bags were distributed to the schools at the end of November and then returned to

the Timberline Leadership class on Dec. 9. Philp said the bags will be turned over to the liquor stores by the end of this week, just in time for the holiday season. Philp said the idea for the bags came from a conference put on by ICBC 15 years ago and since then she has seen firsthand how the message on the bags can really hit home. The driver was not wearing his seatbelt but his passenger was. Both parties were transported to Campbell River Hospital for non-life threatening injuries.

The Timberline Leadership class hopes a message on brown paper bags, that will be distributed with purchases made at local BC Liquor stores, will remind people to not drink and drive over the holidays.

Managing 4x10 Your Money INVESTORS

Debt: the unwanted gift The gemstone earrings are beautiful. And who wouldn’t want the latest tablet PC? It’s always great to give gifts. But paying for them come January? Well, that can be another – and very stressful -- matter entirely. Canadians are racking up more credit debt than ever before* so it’s easy to understand that you can get in over your head, especially at this time of year, and derail your long-term ¿nancial wellbeing. Instead, why not give yourself the gift that keeps on giving – ¿nancial stability – by using these strategies to control debt and make better use of your money. Wrap up your cards A high credit card limit or line of credit can lure you into buying more than you can afford. If you spend more than you can pay off each month, you’ll pay interest on the balance, often at very high rates of 20 per cent or more. So those earrings or that tablet PC will end up costing you a lot more and you’ll likely be paying for them for a long time. Keep your credit cards in your pocket unless you intend to pay off the balance each month. If that’s the case, try to use a credit card that offers reward points.

really want to buy them. Resist! Don’t feel compelled to buy expensive gifts. Remember, it really is the thought that counts. A better alternative: Each month, put a small amount into a savings account dedicated to Christmas presents and buy those earrings for cash next year. And speaking of cash Purchase gifts out of your cash Àow. If your cash Àow is tight, look for cost-effective ways of restructuring your debt to free up more dollars on a regular basis . And speaking of more dollars Think beyond the season, look to your future – and establish a realistic strategy for saving toward your important life goals. Here’s a start: • Reduce ‘bad debt’ (such as credit cards) and consider debt consolidation and/ or a monthly debt reduction plan. • Launch an emergency reserve perhaps in a Tax-Free

Savings Account (TFSA). • Protect your income and family with life, critical illness, and disability insurance. • Fund your children’s education with Registered Education Savings Plans (RESPs). • Add funds to your retirement by investing in a Registered Retirement Savings Plan (RRSP). Pay off some of your debt or add to your savings with the tax refunds that result. Debt control and ¿nancial health are worthy goals. Your professional advisor can give you the gift of good advice to help you reach them – in every season. *A Driving Force No More: Have Canadian Consumers Reached Their Limits? – report by CGA-Canada at cga-canada.org This column, written and published by Investors Group Financial Services Inc. “Mr. Reedel deserves the sentence he is going to get,” Judge Peter Doherty said in court on Monday. Doherty gave 26-yearold Campbell River man William Reedel the maximum penalty the Crown asked for in relation to thefts and a boat chase on and near Quadra and Cortes Islands in midNovember. He received a stay of proceedings for dangerous operation of a vessel or towed object and mischief to property. However, he was sentenced to 18 months in jail, two years probation and a DNA order for theft of a motor vehicle, two counts break and enter to commit an indictable offence and theft over $5000, which he pleaded guilty to at an earlier date. “I don’t know what else to do,” Doherty told court as he sentenced Reedel. “You sir, are on the wrong path in life.” Doherty mentioned Reedel’s past criminal record, which includes a robbery, and warned Reedel that if he com-

According to Fitzsimmons, they were followed by a police helicopter and boat, and a coast guard boat was called in. During a boat chase that lasted until late morning the weather picked up, Fitzsimmons told court. “The weather conditions were described as rough with rain and wind,” said Fitzsimmons. “Six to eight foot swells (were) rocking the boat.” The coast guard boat circled the stolen boat but had to take evasive measures after the stolen boat was used to try to ram it. Finally, when the stolen boat docked

in Heriot Bay, after many police orders to do so, one of the men ran and Reedel stayed on the boat, Fitzsimmons told court. The man who ran was arrested on the dock. Meanwhile, police entered the boat with a police dog and Reedel was bit in the leg. Fitzsimmons told court Reedel was aggressive towards police for the duration of their dealings with him. “He continued to be aggressive, kicking and spitting at police,” said Fitzsimmons, adding that his demeanour va r i e d f r o m ve r y aggressive to almost asleep. He was taken to Campbell River Hospital for treatment of the leg wound and had to wear a spitting mask for another seven hours as he was aggressive towards hospital workers. Defence attor ney James Hormoth said he did not have much to add. “This is essentially a joint submission,” he told court. Jonathan Enns is the co-accused. He is scheduled to appear in court today.

James returns for another gut-busting rant With five television comedy specials under his belt and The Ron James Show into its third successful season on CBC-TV Fridays at 8 p.m., Canada’s busiest and best-selling comedian takes to the road with a new “gut-bustingly, knee-slappingly funny” 90-minute rant,

Ron James ... Live! He will appear at the Tidemark Theatre on April 26. From Mac-savvy 20-something tattooed techno-geeks to the mid-life angst of whiny, aging Baby Boomers, James weaves a verbal tapestry of trademark laughs that audiences

and media alike have endorsed from coast to coast. Whether it’s our national blood sport of contemporary politics, or family stories from the 1960s, where dreams of making the NHL are squandered on Pee Wee league hand-me-down hockey skates with buckles

on them a leprechaun would wear, or a frightening forest encounter with a nostril-drooling bull moose that gets him babbling in a “Cro-Magnon tongue he never knew he was fluent in,” Ron James ... Live! has something for everyone! Reserved seating

Looking for art at the eleventh hour W

hat happens when four unsuspecting artists are asked to organize a really great show in three days at the height of the Christmas shopping insanity? Well, there’s a lot of hand-wringing, teeth-gnashing and crashing about, and perhaps a few choice expletives once or twice. But in the end, it all comes together in a big, colourful, interesting and fun explosion of creativity in the warm and comfortable venue of the Tidemark Theatre lobby. The show is aptly titled “The Eleventh Hour” and is dominated by the powerful presence of many large pieces, offset by a few exquisite small canvases and has a variety of style and subject matter

CR HOSPICE

FULL PROCESS

Beautiful voices and candlelight will set the mood as The United Church of Canada in Campbell River celebrates the arrival of the Christ Child. All are invited to join our congregation for one, two or all three of our special Christmas services. The United Church Choir will present its annual Christmas Cantata during regular morning worship at 10 a.m. on Sunday Dec 18. Lead Me Back to Bethlehem: Rediscovering the Joy, Peace, and Love of Christmas is a new work by Pepper Choplin. Choplin has used familiar tunes that aren’t usually connected with Christmas to help tell the story, such as Scarborough Fair and Aura Lee. In the conductor Cindy Taylor’s own words, “Hopefully, these familiar tunes will draw the listener into the events and different moods of the story.” Taylor is a wellknown Campbell River pianist and music teacher. Accompanying the choir on piano is Linda Cannon. There will be two Christmas Eve ser-

vices on the evening of Saturday Dec. 24. The family-oriented service is at 7 p.m. and a quieter service at 10 p.m. Both are led by the United Church minister, Wayne Hughes. The early service will be a joyous musical and visual feast for all ages with candlelighting, selections by the church choir and Christmas carols for everyone to sing. The mood will change at the 10 p.m. service, a quiet late-evening vigil where Holy Communion will be shared as part of a peaceful, reflective celebration of the joy of Christ’s arrival. There will be no regular Sunday service on Christmas Day. Elaine Julian and Brenda Geddert, members of the United Church congregation and church Council, will lead the regular Sunday worship service at 10 a.m. on Jan. 1 which will feature carol singing and New Years reflections. Call the Church Office at 286-0431 for more information. The church is at the corner of Pinecrest and South Birch, just down the hill from Strathcona Gardens.

Hume, Sandra Dayle May 13, 1948 ~ December 3, 2011 Sandra Dayle Hume (Nee Tilsley) passed away peacefully in Red Deer Regional Hospital surrounded by her loving family. Dayle was born to Glen and Audrey Tilsley in Port Alberni, BC and attended Beaver Creek School and A.W. Neil. She met her “Sweetie” Jack Boles Hume in 1968 and they were married on January 24, 1970. Two children were to follow, Clinton and Cassandra, whom she loved and adored. After moving around a bit they settled in Campbell River, BC to raise their family and then followed their grown children to Rocky Mountain House, Alberta. Growing up on the West Coast Dayle loved fish but only recently discovered that she also loved fishing and often out fished everyone around. Dayle also had her “wild” side which included a love of Harley Davison Motorcycles, rock and roll music, and Ford Mustangs. While she never got to own her own motorcycle, she loved to motor around on her scooter and was finally able to purchase her own 1991 mustang convertible and ride with her “sweetie” top down and music blaring. Dayle loved animals in general but really loved cats. Her favorite were Siamese cats and she spent the last few years fostering them for the Rocky ROAR Society. Family though was the most important to Dayle and she loved to spend time with them at family dinners, camping and fishing at Open Creek Dam and Phyllis Lake. She also “adopted” many as h her many letters and her family and loved to stay in touch with them through handmade cards. She thought constantly of others and will be missed by so many. e; children Dayle will be dearly missed by her husband Jack Hume; iblings Jack Clinton (Leslie) Hume and Cassandra (Kevin) Hume; siblings er, Kevin (Geneva), Bonnie, Brian (Sylvia), Greg (Lindy), Heather, ted family. and Glenda; as well as many nieces, nephews and adopted A Service of Remembrance for Dayle will be held at thee Kingdom cember 17, Hall, Rocky Mountain House, Alberta on Saturday, December ountain 2011 at 2:00 P.M. DEATHS

DEATHS

Born October 26, 1920 to James and Emily Wood in Vancouver, BC, passed away peacefully at the Campbell River and District General Hospital on December 6, 2011. Predeceased by his parents, infant granddaughters Amy Noelle Wood and Emily Rebecca Wood, his loving wife Doreen (2008) and sister Jean Allan (2009).

Irene Anna (Andrews) McMann April 7, 1925 – December 7, 2011

Dad became a pen pal with Mom through a stamp magazine; she lived in British Guyana, South America and came to Canada and they were married in Vancouver December 1949. The moved to Namu where Dad was the wireless operator and also ran the local post office. An assistant postmaster position came available in Campbell River so they moved in 1953 and he worked until his retirement in 1982.

Irene took the last step away from this world on Wednesday, December, 7th. She was born in Powell River and lived her early life there and in Great Central Lake. At five she moved to Courtenay and spent her youth there. In 1952 she married Glen McMann and moved to ERT, Camp 8 where they lived as a family with children Joyce, Ellen and Michael until they moved to Campbell River in 1968. Irene’s roots were deep in the west coast, as her grandparents, Anna and Alfred Joyce, had settled on the southern tip of Quadra in the late 1800s. She never tired of sitting at her kitchen table gazing out at the water and Quadra. She was a strong, quirky, proud woman who always had the coffee on for friends and family popping by. She was the matriarch of a family of children and grandchildren and the weakening of that role was mourned as she moved into Yucalta Lodge in December 2002. Her body was strong, but her mind weakened. She leaves behind dear friends and family; Joyce (Jeremy) Ellen, Michael (Linda) and grandchildren Lauren, Timothy, Ryan and Emily. Sincere thanks to the staff of Yucalta, Homestead South, who always expressed an enjoyment of who she was even as that diminished. Thank you to Dr. Mc Fadden for her care. A small memorial tea will be held at Yucalta on Sunday, December 18th at 2 pm. Everyone is welcome. Please, no flowers.

He and Mom enjoyed the many trips they took with the Happy Wanderers to Reno, Nashville, Spain and Hawaii. He was an avid reader, stamp collector, enjoyed watching the Vancouver Canuck games, but his passion was listening to music especially classical and opera. He started playing the violin at age 11 and was a member of the Vancouver Orchestra.

He is survived by sons David (Patti), Paul Wood of Maple Ridge, daughter Susan Lorentz (Alvis) and grandchildren Allison Wood Panter (Jay), Allan Wood, Steven Lorentz (Amber) of Edmonton, Derek Lorentz and Aiden Snyder. Also, great grandchildren Kolby Wood, Ethan and Zoe Lorentz. He will be missed by many who enjoyed Dad’s great sense of humour and his jokes. Special thanks to Dennis Lukey for your visits with Dad, he so enjoyed getting the NHL pool sheets each season. Our family would like to express their special thanks to Dr. Robert Ramsay, the third floor nursing staff, especially Sarah, during his brief hospital stay. We appreciate your kindness and caring. A Celebration of Life will be held at Sutton’s Funeral Home, 502 South Dogwood Street, Campbell River, BC on Tuesday, January 3, 2012 at 2:00pm. A reception of cake and refreshments will follow the Service. Cremation entrusted to Mission Hill Crematorium. Flowers are gratefully accepted or donations in memory of Charles may be made to the Heart or Kidney foundations.

Deked out Todd Campbell of the Peewee A Tyees slides away from the Oceanside Generals opponent. The Campbell River Tyees hosted the Generals Saturday afternoon in an exhibition match. The peewees resume league action this weekend with a game in Saanich on Saturday and are in Fuller Lake Sunday to take on the Cowichan Valley Capitals.

Timberline Wolves season opener a burn barner Fans were treated to an exciting season opener on Tuesday with the Campbell River Timberline Wolves basketball team home to the Courtney Highland Raiders. Both teams appeared a little off early in the game and may have been missing some

players. The Wolves were missing David Young, last weekend’s hero at the Carihi tournament, and two other players. Both teams started with a short bench of only seven. The Wolves managed to get an early lead with some individual work on offence, but struggled

against a dependable tough zone defence of the Raiders. The Raiders’ offence was also struggling, but picked it up late in the game. Overall for this time in the season it was a good physical battle, with some tremendous athletic ability shown by players on both

teams. The game, as it has many times before between these two teams, came down to the last few seconds. The Raiders had come back to take the lead in the fourth and with less than a minute on the clock had a well-earned three point lead. Wyatt Bryce, the

Wolves’ guard, drained what appeared to be a three with just over 20 seconds on the clock. The three pointer was corrected to a two, putting the game out of reach for the Wolves with only seconds left on the clock and down by one point. The

Raiders, with a 45-44 win, showed why they are considered a top AA team on the Island. The teams will see each other in league play again at Highlands, on January 10. Both teams will battle for the top spot in the North Island division during January and

early February. Games in both Campbell River and Courtenay between the four North Island schools occur every Tuesday evening with one game in both communities, at Timberline or Carihi in Campbell River and, at Highlands or Mark Isfeld in Courtenay.

Campbell River hosts Men’s Island Playdowns The Campbell River Curling Club will be hosting the Men’s Island curling playdowns this weekend, December 17 – 19. Ten of the top teams on the Island will compete to try and become one of the two teams that will qualify for the 2012 Canadian Direct Insurance Men’s Provincial. There will be a total of nine draws

over the weekend. Draw times will be 9 a.m., 2 p.m. And 7 p.m. Friday, Saturday and Sunday. The format is a triple knockout with four teams making it to the playoff. Sunday morning the action heats up with three games on the ice: “A” Event winner vs. “B” Event winner with the first qualifier being awarded the winner of that game.

The loser will have one more chance to qualify again Sunday evening at 7 p.m. against the winner of the “C” Event. The other two games at 9 a.m. will have the “C” Event semi-finals happening with the winners playing again at 2 p.m. Four teams will be travelling from Victoria skipped by Wes Craig, Neil Dangerfield, Jody

Epp, and Jay Tuson. One team from Duncan will be competing skipped by Jason Montgomery. Steve Waatainen will be bringing his team from Nanaimo. From Parksville, Gord Twanow will be bringing his team to the competition and a team from Qualicum Beach will be skipped by Carey Sulz. The Comox Valley

Curling Club will have a team skipped by Wayne Harris and Campbell River will have one team in the competition skipped by Ron Schmidt. The two teams that do qualify will head straight to the Canadian Direct Insurance Provincial playdown which is being hosted in Parksville, Feb. 6 – 12, 2012. The winner of the Provincial will

represent British Columbia at the Tim Horton’s Brier in Saskatoon, Saskatchewan, March 3 – 12, 2012. There will be some great curling right here in town this weekend so try to get down to the curling club to take some of it in. There is great viewing both upstairs and downstairs, and the concession will be

open all weekend downstairs and the lounge will be open upstairs. For more information, call Susan at the local curling club, (250) 287-4200. To follow the action live online, with up to date live scoring, go to www. playdowns.com and click on British Columbia and then click on Men’s Island playdown.

Memorable Olympic experience for Bantam Tyees It may have come a year late but the Number 1 Auto Body Bantam A Tyees had an Olympic experience recently they will not soon forget. With no league game scheduled last weekend the Tyees embarked on a mini-

tour of the Lower Mainland, playing a trio of exhibition games against some stiff competition. The highlight of the trip was a 1-0 victory over the Tier 1 Richmond Blues in a game played at the spectacular Olympic Oval Complex in

Richmond. The $178 million facility was the venue for the 2010 Olympic speed skating events. It has since been converted to a multiuse sports centre that includes two ice rinks, up to eight hardwood courts, a gymnasium, a 200-

3X7

metre track, and a high performance training complex for elite athletes. Tyee goaltender Nick Kirchner recorded the shutout for Campbell River and was all smiles after the game. “I haven’t had a shutout since second

year peewee so it was a long time coming,” he said. “It feels great.” Cole Rennie scored the lone goal of the contest with just over six minutes remaining in the third period, shoveling in a rebound after a

scramble in front. There was one other highlight of note from the Oval. The players agreed it is the only time they have had to take a glass elevator from their dressing room to the rink. The Tyees then travelled to the Sun

God Arena and came from behind to beat the Tier 1 North Delta Sun Devils 3-2. Captain Gavin Rauser tipped in a Joe Gage point shot midway through the third period to tie the score and then set up Grady McInnes for the game winner with seven minutes to go. The only loss of the trip was a 4-3 defeat at the hands of the Semiahmoo Ravens. Rauser notched a short-handed marker while Kurtis Scriba and Sage Lim added singles. It was a costly weekend, however, as the Tyees lost high scoring forward Travis Goodwin, who suffered a fractured tibia after sliding into the boards awkwardly in the game against Richmond. The team learned just last week that defenceman and assistant captain Bryce Eppler must undergo knee surgery and will miss the remainder of the season. The Tyees play a pair of important league games this weekend. The high-flying Victoria Racquet Club Kings will be in town for a game Saturday afternoon. The opening faceoff is set for 3:15 p.m. at Rod Brind’Amour Arena. On Sunday the Tyees travel to Port Alberni for a meeting with the Bulldogs.

Christmas Lego Day!

The Ural Bike group of Campbell River lit up their bikes and followed Santa on his ride to deliver food. Inspired by the work being done by Dave Reynolds’ River Relief Truck, the group stapled posters to bags supplied by Save-onFoods and delivered them door to door in their neighbourhood. Residents came through with a donation of over 500 pounds in nonperishable goods. The bags were delivered to the Relief Truck. Urals are a Russian-built classic sidecar motorcycle. Top picture from left are: Susan Black, Frank Black, Dave Reynolds, Locky Meston, Dianna Meston, Jeff Cox and Shelly Cox.
