Doctors at Campbell River hospital are being asked to support a new hospital without assurance that it will fulfil the needs of the community, says North Island MLA Claire Trevena. Hospital staff were recently sent a letter from the Vancouver Island Health Authority (VIHA) asking for its support of the business case which will be reviewed by the provincial government. The business case, a technical document asking the province for capital funding for two new hospitals – one in Campbell River and one in the Comox Valley, outlines the size of both new hospitals and services that will be available at each site. Hospital: VIHA says it is simply seeking support Continued from A1 are being pressured into making a decision by Howard Waldner, VIHA’s CEO. “Mr. Waldner at first told the doctors that they couldn’t see the business plan they we re s u p p o s e d t o approve, and then told them they could see one copy but not share it with anyone for their opinions,” Trevena said. “These strongarm tactics are enough to make people believe that VIHA is trying to get the doctors to sign off on a hospital plan irrespective of whether the hospital meets the needs of the local community. Then, if residents object, VIHA can
lay blame at the feet of the doctors. “This is political maneuvering when what Campbell River residents want is effective health care.” But Waldner says all VIHA is looking for is a letter of support that it can submit to the province with its business case. “We asked the physician community in the Comox Valley and Campbell River to simply provide us with a letter of support,” said Waldner, who provided the Campbell River doctors with a draft letter to give them an idea of what they would be signing and agreeing to. “I understand the

docs in Campbell River seem to be confused by that. We’re simply asking them to confirm VIHA’s plan to build two new North Island hospitals. We got a letter back from the physician group in the Comox Valley saying they support the initiative. So I’m a bit confused and perplexed.” Waldner said the doctors are not required to sign a letter of support but figures it would be in the doctors’ best interest. “Personally, if I was thinking of funding a capital project and the folks up there didn’t support it I might think twice about it,” Waldner said. “The folks in Comox thought it made sense, they want a new hospital.” Waldner said the letter that was sent to the Campbell River doctors was asking for staff support and nothing else. “We’re asking for
capital funding for two new hospitals and we want the doctors’ support, this has not got anything to do with what services will be provided (at the hospital). In fact there will be an expansion of beds at both hospitals,” Waldner said. According to VIHA’s concept paper, the new Campbell River hospital is expected to have 90-95 beds, an increase of 30-35 beds, and “all currently provided services will continue at the new hospital.” It is expected to be built at the site of the current hospital on 2nd Avenue. The cost of building the two new hospitals is estimated at $550 million. Trevena said she is concer ned VIHA is forcing Campbell River doctors to accept a hospital that won’t meet the community’s needs. “I can appreciate the time and effort it takes
to prepare for a new hospital,” Trevena said. “What I cannot accept is artificial, politically motivated timelines and political game-playing.” Waldner said he’s been up front with hospital staff and has shared everything there is to know. “We certainly met with the physicians and told the physicians the number of beds, the number of departments and assured them the current level of service will be maintained,” Waldner said. Meanwhile, Campbell River hospital staff met last Friday morning and were expected to meet again Tuesday evening, after the Mirror went to press, to discuss whether it will sign off on the business case. New disposal fee schedule in effect
January 1, 2012 A $20 fee will be charged on unsecured loads at the Comox Valley and Campbell River waste management centres effective January 1, 2012. Motor vehicles or trailers carrying loads must have them firmly bound, sufficiently covered or otherwise secured or loaded, so that no portion of the load may become dislodged or fall from the vehicle or trailer. The "in area" minimum charge for municipal solid waste loads weighing not more than 60 kilograms will remain unchanged at $4. “In area” means loads or a portion thereof, of solid waste that originates from inside the administrative boundaries of Comox Valley and Strathcona Regional Districts. The roll-over accident happened Dec. 14 at 6:45 p.m. on Highway 28 near Elk River Main Line. Of the 14 riders, including the driver, 12 people were taken to hospital. On Tues-
day two passengers were still recovering in Campbell River Hospital: Pat Jeffery with rib and lung injuries; and Dennis Fawcett with rib and spinal injuries. Bill Garton, president CAW Union Local 3019, is also satisfied that road conditions were the sole factor in the accident. “The bus was good, the driving was good, the tires were good, but the roads hadn’t been attended to and had about four to six
inches of really wet slush on them at the time,” he said. Ironically, NVI Mining safety employee Rick Kretzschmar had conducted a safety meeting earlier in the day. Garton says: “Actually it was about the safety equipment that we have carried on the buses. We have a certain amount of safety equipment that we demand the buses carry in case there’s any kind of accident.” Wilson’s Office Man-
ager Wendy Hawes has also come to the defence of the unidentified driver. “He has been driving bus on that road for three years and for many years before that as a trucker,” she said. “He did everything he could within his range of expertise.” Transport Canada Communications Officer Wes Freeman told the Mirror, “We will have a role (in the investigations), but it is too early to say what that will be.”
A Victoria coroner’s jury examining the tragic 2010 death of Campbell River teenager Hayden Kozeletski has called for suicide awareness training for high school counsellors and risk assessments for emergency patients showing suicidal symptoms. The jury made a total of 23 recommendations to several agencies after hearing five days of evidence arising from the teenager’s suicide a year ago. Sixteen-year-old Hayden hanged herself on a beach in Cadboro Bay after walking away from the Ledger House Youth Psychiatric Centre. Coroner’s counsel John Orr says the inquest became “a fairly extensive review of the whole system.” Kozeletski disappeared from Ledger House on Dec. 19, 2010, after returning from a weekend visit to her Campbell River home. Her father, Phil, found her dead about two hours later near the beach on the grounds of the Queen Alexandra Centre for Children’s Health where Ledger House is located. The jury learned that the final months of Kozeletski’s life were filled with depression, anxiety and panic attacks, and that the troubled teen made repeated visits to the emergency ward. Hayden’s mom, Barb Kozeletski, told the inquest she felt overwhelmed and angry when she tried to get medical help for her daughter. She said Hayden changed from an amazing child into an anxious, panicked teenager. The inquest heard that Hayden became increasingly depressed in the fall of last year and made repeated visits to the emergency ward at Campbell River Hospital. In late October, Hayden was admitted to Ledger House and was to be discharged Dec. 17, but the plan was postponed because of the despair she was feeling. Kozeletski testified that she was told abruptly by Ledger House staff at a meeting on Dec. 16 that Hayden did not want to go home.
She testified that she felt patronized and left the meeting in tears. Kozeletski found her daughter, crying in the bathtub. She recalled Hayden saying: “I’d be better off dead. I just wreck everything.” “And I said to her, ‘Every day that you breathe is a good day. If this is what you need, this is what we need to do.’” Kozeletski took her daughter home that night. Still in distress Hayden went to the hospital where she was given medication, Ativan, and plans were made to send her back to Ledger House. Kozeletski said the atmosphere at Ledger House was cold when she and Phil took Hayden back. As they left, Hayden slid down the wall and looked up at her parents in defeat. “We kissed her goodbye and told her we’d see her in a couple of days,” Kozeletski testified. Hayden disappeared just after 5 p.m. and staff searched the building and the grounds for her. The coroner’s jury listened to the non-emergency call placed by Megan Hadley, the nurse in charge of the youth psychiatric facility at Queen Alexandra Centre for Children’s Health, to Saanich police at 5:36 p.m. that night. The call was classified as routine and placed in a holding queue to be dispatched when an officer became available. The call was still holding more than 90 minutes later when Hayden’s dad found his daughter dead on the beach. He and Barb had been driving through Ladysmith when they received a call from Hadley that Hayden had disappeared. They arrived at Ledger House before police did. Saanich police admitted this was “clearly a case of miscommunication.” The police would have responded immediately to Ledger House on Dec. 19 if they’d been told a suiContinued on A6

City staff then hope to send the plan to a public hearing on Feb. 1 or 2 and finally, prepare the plan for third reading and adoption on Feb. 7. “These dates will provide some flexibility to allow for consideration of adoption on Feb. 24, 2012 should the need arise,” Buck said. The city began work on the community plan in May 2010. Since then, the city has held several open houses and community input sessions. “Considerable effort has been spent on public consultation over the last 18 months,” Buck said. “A draft plan was completed for public and stakeholder review in Sept. 2011. Feedback on this draft has been received and staff are currently working on revisions.”

Habitat for Humanity wants the city to reimburse the organization for some of the costs of a build more than two years ago. Deb Roth, the executive director for Habitat for Humanity Vancouver Island North, said typically after homes are built in a community, the municipality helps pay some of the bill. Roth told council Tuesday night she hopes the city can help offset some of the costs Habitat for Humanity incurred when it built a duplex on Maple Road in the spring of 2009. “Including the DCC’s (Development Cost Charges), we paid $17,718.32 to the City of Campbell River,” Roth said in a letter to council. “I realize there isn’t much you can do to spare us the DCC’s,
usually ask for that in the beginning or was this a surprise.”

How did it come about that you’re asking for money back?” Roth said it was just a matter of routine. “Our previous experience with builds in the Comox Valley was that we partnered with the city and as we paid the bills they came back to us and said they could probably help with giving some of it back,” Roth said. Mayor Walter Jakeway said Habitat for
Humanity is near and dear to his heart and committed to finding a way to help the nonprofit out. “I’m personally going to try to make it happen, I have a soft spot for Habitat for Humanity,” Jakeway said. “I’ll commit that over the next month I’m going to try to find a way. The work that Habitat does is huge.” Two local families have benefited from the one and only build in Campbell River. Each family owns a side of the duplex and pays property taxes. Roughly 400 people volunteered their time and materials for the build. Habitat is eager to build more homes in the community. “Habitat for Humanity Vancouver Island North would like to extend an invitation for the City of Campbell River to partner with
us once again to build safe, decent, affordable homes,” said Jenna Nichol, chair of the Campbell River site selection committee, in September. “It is our hope that the City of Campbell River would consider providing an appropriate piece of property for us to continue to build affordable housing in this community.” Habitat for Humanity is dedicated to the elimination of poverty by building homes in partnership with families in need. The purpose of the society is to provide simple, decent, affordable housing to those who would not qualify for or be able to afford a conventional mortgage. Habitat for Humanity selects families for homes based on the adequacy of a family’s current home and a family’s income.

And, the Ministry of Health has been advised that a standardized suicide risk assessment be conducted for all patients who arrive at an emergency ward showing signs of being suicidal. Coroner’s counsel Orr said the Coroner’s Service will follow up with all of the named agencies to determine what steps will be taken in response to inquest findings. Barb and Phil Kozeletski could not be reached for comment.
Brewster Lake Road to close BC Hydro will be replacing a section of public safety fencing along the top of John Hart Dam, and to safely complete the work, has requested and received a permit from the City of Campbell River to close Brewster Lake Road on January 3 and 4. The timing will be 8 a.m. to 4 p.m. on both days. The safety fencing protects the public from unsafe areas near the John Hart Reservoir and the operating hydroelectric facilities.

When the Mirror’s parent company, campaign Black Press, launched Pennies for Presents in its Island papers, the Mirror decided from the start that we didn’t want to duplicate the
effort already being made in the community by the Knights of Columbus. The solution was simple, however, we decided to contribute the pennies towards buying presents for the Knights’ hampers. We are often asked to target presents for certain age group because donations to the hampers are often less in those ages. We’re proud to support the hamper fund each year and we’re proud of our readers who never cease to find jars of coins in their houses, drawers and closets and drop them off to the Mirror office. Many business also support us by collecting coins
or helping us out with the purchase of the presents. The Mirror staff thank you all for your support and would like you to know that your contributions go directly toward making Christmas special for needy families in Campbell River. Cheers also to the Knights of Columbus for the good work they do each year bringing Christmas joy to families in need in the Campbell River area. The hours of volunteer work collecting, boxing and delivering the Christmas hampers is greatly appreciated and worthy of community support each Christmas season.
Good point: Toilet art We are all aware that the local press needs to be provocative at times. Such was the story about $16,000 to paint our much needed public outdoor toilets. I’m not accusing our press of dishonesty but of intent to provoke readership and a local response, both good things. I, too, am caught in their subterfuge and therefore offer my suggestion to follow our tradition and long held civic aim of promoting art in our public spaces. It’s simple really. Let’s invite the Arts Council to find interested individuals among their membership. It could be promoted as a contest in much the same way that banners are selected to hang on light posts. Remember these buildings are public art space. Should it be that the contest holds no appeal for the elder members of the arts community, I’m certain that our teenage artists can produce something interesting and artistic. I would be very surprised if one or more secondary art teachers and their students would not eagerly accept the challenge. I see this as an annual contest with some obvious themes already suggested in historic and other local signage. I like the sepia and silhouette tones found in the early photos of Campbell River. Others may find inspiration from the Communities in Bloom, Words on the Water, Shoreline Arts or some other local event . I recently sat down with Premier Christy Clark for a year-end interview to talk about her eventful first year back in politics. Here are excerpts from that discussion: TF: People in general are a bit cynical about the treaty process. You could say that about Sophie Pierre [former Ktunaxa chief and chair of the independent B.C. Treaty Commission]. In her report this year she talked about the mounting debt from 20 years of negotiations and basically gave an ultimatum to fix it or shut it down. Do you see the commission continuing as it is, or do you see some changes ahead? PCC: We’re not planning any significant changes to it. We are start-
ing to see, just now, the fruits of all the work from the ministry and from the government and from the treaty commission. And that’s all starting to move pretty quickly. The Taku River Tlinglit economic agreement [mining development and protected areas in the Atlin area], there are a number of these agreements that are starting to flow out, and it’s been a long, slow, frustrating process. So now is the wrong time to walk away from the process, because there’s been 20 years of work invested in this, and we’re finally starting to see the fruits of it. TF: A related subject is the proposed Enbridge Northern Gateway oil pipeline. There’s a lot of aborigi-
nal opposition to that. The federal Natural Resources Minister, Joe Oliver, not too long ago called this a “nation building project.” It certainly fits with your jobs strategy. Do you support the concept of the pipeline? PCC: First of all, we are foursquare behind the concept and soon to be reality of the liquefied natural gas pipelines, which would take B.C. gas and get it to the port at Kitimat. There is pretty much unanimous First Nations support along the way, community support, through the environmental approval process, it’s all working. The Enbridge proposal is far from that. Being able to get triple the price for Canadian oil would be a big bene-
fit for Canada overall. But the project is one where we have to examine both the costs and benefits. That’s why it’s in the environmental approval process. This is the first of its kind, so I think we have to get a good look at it, and once we have the facts before us, we can have a debate about whether it should go ahead. TF: The carbon tax. Do you think it’s working, and will we see changes in the years to come? PCC: I think that it’s probably affecting people’s and businesses’ decisions about their reliance on carbon as a source of energy. I don’t want to overstate that, though. Irene Marjorie Mahalek December 19, 1921 – December 15, 2011 Irene Marjorie Mahalek passed away on December 15, 2011 in Campbell River. Irene was born on December 19, 1921 in Teulon, Manitoba. Irene is predeceased by her husband of 59 years, Caesar, five brothers; Glen, Ralph, Lorne, Ed and Lance. Irene is survived by her sons; Wayne and Randy (Sandi) of Campbell River, grandchildren; Rick, Trevor, Alisha (Jonathan), Tanya, Brian, Triston and Eryn and great grandchild Nathaniel, brothers; Barry (Shirley) McMahon, Bill (Bea) McMahon of Teulon, Manitoba, sisters; Georgie Lalonde of Abbotsford, B.C., George (Grace) Mahalek of Abbotsford, B.C. Irene was involved in the O.A.P. of Black Creek and the Black Creek Legion. Mom went home to be with the love of her life Caesar for Christmas 4 days shy of her 90th birthday. On December 7, 2011 Ms. Jean Clark passed away peacefully at Royal Inland Hospital, Kamloops, BC at the age of 86 years. She is survived by her loving family: two daughters Debbie (Michael) Kowbel of Kamloops and Lori (Trent) Keim of Prince George, BC, son John “Ron” Clark of Saskatoon, SK and four grandchildren Krista Clark and Brennan Clark of Campbell River, BC, Taron Keim of Prince George and Gavin Clark of Saskatoon and great granddaughter Clarissa. She is also survived by her sister Laura Coventry of Nelson, BC Jean was predeceased by her father John Livingstone, mother Ellen, sister Betty and brother Bill. Mom grew up in Nelson and worked in Trail during the war. It was there that she met our father Robert Clark. Together, they lived in a number of places in BC: Galiano, Salt Spring, Victoria, Delta and then Abbotsford. In 1969, they moved to Smithers where mom was employed at the Bulkley Valley District Hospital. Due to health issues mom took disability and soon after moved to Prince George to be closer to Lori and her family. In 1992 she moved to Prince Albert, SK where Debbie and her husband Michael resided. Her son Ron was in Saskatoon at this time as well. In 2000, she moved to Kamloops with Debbie and Michael and resided at Desert Gardens until the time of her passing. We would like to thank all mom’s friends at Desert Gardens for their love and support over the last few years. You all made a difference in her life and she really appreciated it. Love and thanks to Lucy from 6th Avenue Beauty for making mom even more beautiful every Thursday for almost 12 years. Also, thanks to Justin at Schoening Funeral Service for his kind help throughout this time. No formal service by request. MACKAY ROBERT BENNETT (BOB) July 14, 1931 – December 6, 2011 Bob passed away peacefully at Ty Watson House at the age of 80 following a lengthy illness. Predeceased by his wife Edna in 1996, he is survived by a brother Cyril (Bette) MacKay of Prince George and sister Alvena (Herb) Simpson of Quebec; his children, Steven (Dianna) and Philip (Fran) of Kimberley, Robbie (Shannon) of Parksville, Christie Hill and Myrna (Jamie) Clark of Port Alberni. Bob leaves behind 10 grandchildren and 8 great-grandchildren. Also left to mourn are Edna’s children and their families; Don (Sherry) Dow, Debbie (Terry) Smith, Carol Matheson and Lori Anderson. Born and raised in Kimberley, B.C. Bob spent his working life at the Cominco fertilizer plant and Sullivan mine until he retired. Bob was a former member of the Kimberley Pipe Band and was proud of his Celtic heritage and music. He and Edna enjoyed camping and fishing at Koocanusa and Larchwood Lakes. In 2007, he moved to Port Alberni. Special thanks to West Coast General Hospital and Ty Watson House for their exceptional care and support. No service by request. HANDYSIDE Robert John
It is with profound shock to announce the passing of a beloved father, grandfather and friend, Robert John Handyside. Whether you knew him as Camo Bob, Papa Bob, Two Dogs or Norm, Bob’s larger than life personality was sure to leave an imprint on your heart. Bob was born in Victoria, BC to Marjorie and Herbert Handyside on Feb 22, 1950, and his honest and hardworking nature allowed him to pursue a reputable career as a carpenter for nearly 40 years. As Bob’s enterprise expanded so did his dreams and soon his building ventures stretched from land to sea. His lifelong project of transforming a three bedroom family cabin into a prestigious 50 bed salmon fishing resort still remains today. Bob’s final project, still incomplete, was a retirement getaway in hunting heaven Alberta where he hoped to spend time enjoying his family and sharing his passion for life. Apart from his work Bob always took time to enjoy the outdoors where he spent countless hours hunting the fields and fishing the west coast. It is here where Bob discovered his true flavor for field trials and learned to raise the loves of his life his retrievers, Morgan and Steamer. Apart from his animals Bob had a soft spot for his family and cherished spending countless hours surrounded by his beautiful grandbabies. Bob truly had a care free and enthusiastic lust for life and never allowed any obstacle to get in the way. His perseverance never seemed to fail even when everything that could go wrong, went horribly and drastically sideways. There was an unexplainable charm to his sense of humor and his one of a kind personality will forever be missed and remembered. Bob was 8 days shy of celebrating 20 years of sobriety, Congratulations Bob! Bob is predeceased by his parents, and his siblings, Ronald and Shirley Handyside. He leaves behind his adored children, Nichole (Brian) and granddaughter Kaeli, his son Cory (Cindy) and grand children, Taysia and Nathan, his surrogate daughter Amanda (Jon), and granddaughters Savannah and Mikhaila. A celebration of Bob’s life will be held Saturday Jan 28, 2012, 2 pm to 4pm at Courtenay Fish and Game Clubhouse, 3780 Colake Road, Courtenay. In lieu of flowers of donations please forward to Nootka Water Shed Society or Ducks Unlimited where Bob was a very proud supporter.

Beulah (Paddy) M. Wasylciew May 22, 1935 – December 14, 2011
Paddy passed away peacefully with her family by her side, in Campbell River, on December 14, 2011 at the age of 76. She was predeceased by her husband Steve in 1999. Paddy is survived by her loving family, daughters Debby (Mike) Brown, Darcy (Doug) Heslop, sons Don and Ron (Sandy) Wasylciew. Also by grandchildren Kyle and Dylan Brown, Jennifer and Lindsey Heslop and Jeff and Kari (great grand daughter Kaya) Wasylciew. She also leaves behind her sisters, Gladys, Bess, Muriel and Carolyn (Gary); brother Lionel (Marjorie) and was predeceased by her sister Beatrice in June 2011 and her brother Jack in 2010. Paddy also leaves behind close nephew Ken Benyk from Campbell River and numerous nieces and nephews. The family will say goodbye in a private memorial service. Paddy will be sadly missed by all who knew her. Her memory will live on in everyone who loved her. Flowers politely declined. If you so wish, donations in her memory may be made to the Campbell River Hospital Foundation, the Heart and Stroke Foundation or the Canadian Cancer Society. Special thanks to Dr. Brian Carswell and the nursing staff (3rd floor) at the Campbell River Hospital. TMGP is seeking two qualified individuals to join our current team of Operations Technicians who are responsible for the operation of the East Toba and Montrose facilities. An emphasis will be placed on hiring a qualified local resident and/or a First Nations partner. The ideal candidate will have the following experience and qualifications: • Previous experience in a hydroelectric generating station and/or performing operations and maintenance in a large industrial plant, specifically: ◊ Operating experience of High Voltage Transmission systems ◊ Operating experience of Process Control systems • First Aid Level 1 or higher (or willingness to obtain); • A valid B.C. Driver’s License; • Physically fit with full colour vision; • Trades qualification as an Electrician is required; • Proven ability to lead others in challenging environments. The driver of a white truck was in a hurry to get somewhere early Sunday morning. Somewhere ended up being in the RCMP’s bad books. RCMP Staff Sergeant Troy Beauregard said the truck driver and his “very intoxicated” passenger were stopped at 2:23 a.m. travelling at high speed on Ironwood Street. The driver refused to provide a breath sample to police and is now facing charges of refusing to provide

Council will spend more than it budgeted to replace the roof at three city facilities. The city is expected to replace the main roof at the downtown Fire Hall, the lower roof of the Dogwood Operations Centre and the roof of the Dogwood Operations
Centre equipment shed. Council awarded the project to Nelson Roofing and Sheet Metal Ltd., based out of the Comox Valley, at a value of $330,628. That amount is more than council budgeted for this past spring. “The cost...for the roof replacement project is in excess of the approved budget value of $300,000,
funded through the Future Capital Reserve,” said Clinton Crook, the city’s assistant purchasing agent. “Staff is recommending that the (extra) be funded through facilities department operating funds by deferring other work planned for 2011 to future years. Bantam Tyees blitz Alberni Bulldogs The Number 1 Auto Body Bantam ‘A’ Tyees fired a season high 71 shots on goal and pounded the Port Alberni Bulldogs 9-1 Sunday afternoon at Weyerhaeuser Arena in Port Alberni. The game was scoreless after the first period but Campbell River blew it open with six unanswered goals in the second. First year centre Josh Coblenz led the way, scoring once and adding four assists. Cole Rennie and Gavin Rauser each tallied twice, while singles went to Sage Lim, Grady McInnes, Devyn Grant, and Nick KleinBeekman. Goaltender Ryan Smith had a solid game in net for the Tyees, losing his shutout bid midway through the third. “I really liked the way our leaders played today,” said Head Coach Peter Martin. “When Gavin (Rauser), Grady (McInnes), and Joe (Gage) are out there playing unselfishly, taking short shifts, finishing their checks, and shooting the puck, the rest follow suit.” Martin was forced to do some line juggling due to a recent spate of injuries. Centre Austin Simper found
some chemistry between Rauser and McInnes, while Coblenz, Rennie, and Lim gave the Bulldog’s defence fits the entire game, combining for eleven points. “We moved Devyn (Grant) up from defence to play with Kurtis Scriba and Tyson Goebel,” said Martin. “They did a great job of forechecking and gave us a physical presence that we don’t always have.” Martin gave the unsung hero award to defenceman Andy Stevens. But, they earned it, they played a strong game.” First place Racquet Club remains on top of the Vancouver Island Tier 1 standings while Campbell River remains in the middle of the pack with a 4-4 record.
