Firefighters rescue kitty from wall MIA HEITLAND CAMPBELL RIVER MIRROR

Firemen were brought in to perform a unique confined space extraction at the Campbell River SPCA where a feral kitten used up at least one of its nine lives stuck inside a wall. Unlike the traditional cat-stuckin-a-tree rescue, firefighters used a heat-sensing camera and a sledgehammer to rescue this cat Dec. 22, which had fallen about seven feet into a cinder block wall. The kitten, which arrived at the local SPCA office on Tuesday, Dec. 20, had been trapped in the wall for 48 hours before fire crews were called in. The animal was brought in along with another kitten, after a farm owner on Read Island captured the feral animals. When SPCA staff tried to remove one of the animals from the plastic tote they arrived in, the wild animal spooked and jumped onto a windowsill. From there, it fell through a gap in the cinder block wall. After two days of failed attempts to lure the animal out with food, help was called in, said SPCA animal care worker Steph-

anie Arkwright. With the help of an infrared camera, firefighters determined where in the wall the kitten was located. Captain Ken Dawson and firefighter Chris Vandendries then hammered away at the wall above the kitten’s hiding spot. Even once the hole in the wall revealed a black ball of fur, the determined cat sought to burrow further from its rescuers. Wearing safety goggles and fire fighting gloves, Vandendries was finally able to pull the cat out and place it safely into a crate.

Adoption program makes a difference Campbell River SPCA manager Kathleen Embree reported that a new SPCA policy to allow adoption right up until Christmas, promoted through a provincial campaign called “Home for the Holidays” has seen many successful adoptions from the local animal shelter. At a time when shelters are often full, the local SPCA is grateful to have some breathing room, Embree said. Across the province more than 4,000 animals were awaiting adoption at SPCA branches.

culture. The city issued a request for proposals on Friday Nov. 25 asking for artistic submissions to turn the washrooms outside the Art Gallery and Visitor Centre into a work of public art. Three submissions were received by the Dec. 13 deadline, and the evaluation panel determined that none of them adequately met the transformative goals of the project. The evaluation panel included art and design specialists and a city representative. The city is considering visually enhancing the washrooms with top of John Hart Dam, and to safely complete the work, has requested and received a permit from the City of Campbell River to close Brewster Lake Road on Jan. 3-4 from 8 a.m. to 4 p.m. The fencing protects the public from unsafe areas near the John Hart Reservoir and the operating hydroelectric facilities. The fencing also helps to protect the water supply for Campbell River. Access to Elk Falls off Highway 28 will remain open. The road will be closed along the section of the dam near the Spillway Dam.

Black Creek resident Samantha Garstang believes a wolf attack is responsible for serious injuries suffered by her dog Nako.

Nako, she is “very confident” it was a wild animal. “The wounds are consistent with a wild animal attack that was trying to take down the dog,” she said. “He was pretty torn apart.” McKenny also pointed out that Black Creek conservation officer Gordon Gudbranson said the wounds looked like they were caused by wolves specifically. McKenny said hospital staff hope Nako will

be home for Christmas. “It’s a long recovery but we’re confident that he will pull through,” she added. Garstang said the hospital capped the Nako’s care costs at $3,000 for his immediate surgery and care costs, and she said another possible surgery could cost about $1,000 more. Garstang has set up a website with updates on Nako’s progress and an option

Black Creek dog believed to be survivor of wolf attack A pack of wolves could be the cause of a Black Creek dog’s severe injuries, including a ripped-off tail, according to the dog’s owner Samantha Garstang. Garstang let her eight-month-old border collie-Jack Russell cross Nako out for a bathroom break on the eveing of Dec. 15 and to her surprise he came back dripping blood 20 minutes later. “His tail was removed, and he had extensive punctures and lacerations to his back legs and belly. His knee capsule was punctured and a ligament blown. His front knee was also bitten badly,” wrote Garstang in an e-mail. “Nako really had to fight for his life and somehow he made it home to us.” Garstang rushed Nako to Van Isle Veterinary Hospital, where he underwent three hours of surgery and was still being monitored by hospital staff as of Monday afternoon. Van Isle veterinarian Dr. Laura McKenny treated Nako on Thursday, and while she said she can’t be sure exactly what attacked

Flurry of snowy owls generates excitement

ird watching has become a very popular pastime all over Vancouver Island. There are many societies and groups that meet on a weekly basis and yearly at Christmas for a bird count. Many post reports on the different sightings together with a “rare bird alert.” There was much excitement in December after several snowy owls were seen from Campbell River to Victoria and Sechelt to the lower mainland. Mountainaire Avian Rescue Society (MARS) received an early Christmas gift as one of these magnificent owls which was rescued and brought to our center for rehabilitation. There are different theories as to why these birds will migrate, I researched further and it appears that this year the rodent population in the Arctic failed and many owls left in search of another food source. Another reason that triggers a migration occurs when a “baby boom” takes place and the young males are forced out to find their own territory. Snowy owls are found across Northern Canada and Alaska, and northern Europe living in arctic tundra. Snowy owls are one of the largest

prey between dawn and dusk; they have a high food requirement and use the “sit and wait” method of hunting from a low vantage point swooping down when prey is spotted. These owls are opportunistic feeders but lemmings are their favourite, they also dine on snowshoe hares, ptarmigans, small mammals and other birds. Snowy owls only “hoot” during the breeding season. Their other vocalization is a weird grating bark that is higher pitched in the female. Breeding in the arctic, snowy owls are not cavity nesters in fact the female scrapes a hollow in the ground and sit directly on the melting snow. They

are very particular about their reproduction and some years if there is insufficient food they will not mate. Snowy owls are very territorial and the male will patrol his area until the young are hatched. Predators include arctic terns and jaegers, foxes, wolves or other mammals that will eat the eggs and the young. Habitat loss and climate change pose the biggest threat to these owls as their breeding sites disappear and their prey is forced further south. The owl which we rescued at MARS was emaciated and had to be treated very slowly, starting off with fluids which had to be administered by tube. Gradually puréed food was introduced and he gained strength and responded very quickly. Within a few days he was eating whole food which was increased daily. A snowy owl can consume up to 1,600 lemmings in one year. This owl is very stressed in captivity and we keep human contact to the minimum during his rehabilitation. It is hoped that the owl will be ready for release once we have flight tested him in a larger aviary. MARS continues to care for eagles, the latest a sad case is a result of territorial fighting, these large raptors are high maintenance and we would appreciate any donations to help us cover their basic care (many thanks to those who have already been generous). Doctors reject hospital model KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Campbell River doctors have written a letter to the Ministry of Health denouncing the model proposed by the Vancouver Island H e a l t h Au t h o r i t y (VIHA) in the new hospital project. The physicians wrote a letter to the ministry and the health authority in support of a new hospital in Campbell River but rejected the governance structure of one hospital on two sites, with the medical staff at both hospitals working as a single, cohesive unit. “The physicians of the Campbell River medical staff wish to publicly express our support for the building of a new hospital in Campbell River, a capital project which is desperately needed and long overdue,” said Dr. Roy Minaar, medical staff president, who wrote the letter on behalf of the entire medical staff. “We also recognize the financial cost benefit to the pro-

vincial gover nment and to all taxpayers of linking the construction of the Campbell River facility and the new hospital in the Comox Valley.” The letter also stated the doctors will not tolerate an erosion of medical services at the Campbell River hospital. “Both communities are facing increasing demand for complete hospital services,” reads the letter. “The new hospitals must allow for sustainable medical services within each city and must provide for future development of specific local services as required.” Doctors worry that with the one hospital, two site model that

VIHA is proposing, Campbell River will lose out. “One problem... was the one hospital model on two sites,” said Minaar at a medical staff meeting last week. “I don’t really know what that means, it’s open to interpretation. “But I believe acute care services will all go to one site and it won’t be Campbell River.” Minaar said there has already been an erosion of services at Campbell River hospital, particularly in the laboratory. “Microbiology has been under continuous assault,” Minaar said. “There is no way you can misconstrue the attempts of erosion in the laboratory services. “If it wasn’t for physicians making themselves vulnerable to victimization the laboratory would be closed.” The doctors also accused VIHA of failing to properly communicate its plans for a new hospital.

“The planning process to date has been fraught with poor engagement of the medical staff by VIHA,” said the letter. “There has been very poor communication, transparency and inclusiveness by VIHA in this process since its inception.” Minaar said VIHA expects the doctors to approve a project without any information. “VIHA has asked the physicians to buy into supporting a model with no real informa-

tion as to what that model was,” he said. “We didn’t know any of the details of the business case.” The business case will be presented by VIHA to the provincial government asking the province for capital funding to support the project. The project, which involves a new Campbell River hospital on the site of the current hospital, and a new hospital in the Comox Valley, is estimated at $550 million.

A year of political upheavals A new year is almost here, and it’s an appropriate time to take a look at the political happenings of 2011 and how they are likely to shape 2012. We say: Federal On the federal scene, Canada finally has a majority government conservatives after almost seven years of stagnant, B.C. minority governments. While the Conservatives have a comfortable Liberals tired majority, the government thus far hasn’t embarked on many bold initiatives. It is governing in challenging times, with the

world economy precarious, and its caution is understandable. In provincial politics, what a difference a year makes. The governing Liberals, NDP and Conservatives all have new leaders, but the government is in trouble at year end. While new premier Christy Clark has provided a fresh face, she has done little to distinguish herself from her unpopular predecessor. The Liberals are clearly a tired party. The HST took one premier down and is likely to take another, and her government, as well.

The NDP, on the other hand, could have ended the year as deeply divided as it was in January. Instead, the party is ahead in the polls and new leader Adrian Dix appears to be on a roll. It looks like a government in waiting, although that will be up to the voters in May, 2013. Things could still change. Good point: Hospital Open letter to the Right Honourable Premier - Christy Clark, Honourable BC Minister of Health - Michael de Jong, Comox Valley MLA Don McRae, VIHA and the people of the Comox Valley, Campbell River and Northern Vancouver Island. Re: New North Island Hospital We all want quality health care close enough that we can access high quality emergency services quickly and not so urgent medical care, geriatrics, specialized tests, surgery and long term treatments within a reasonable distance. But we, the people of Northern Vancouver Island, have a problem – we are spread out over a rather large area. So, when VIHA started to realize that our growth demanded increased health care services they did the smart thing and hired an outside independent consultant group to study the problem and make a recommendation based on current and future population growth, transportation infrastructure, services needed and financial cost. They came back with a recommendation for a large regional hospital located on the new Inland Island Highway between Campbell River and the Comox Valley. It made the best sense for supplying the best access to complete emergency and specialized services to the widest catchment area at the lowest cost. That decision and that reasoning is valid today and supported by the opinions of local doctors, emergency care physicians and first responders of whom the writer is aware and who have and continue to Continued on A7

Here are excerpts from my yearend interview with B.C. NDP leader Adrian Dix: TF: There was a lot of cheering at your convention Dec. 10 when federal NDP leader Nycole Turmel said that B.C. shouldn’t have to pay Ottawa back the $1.6 billion HST transition payment. That hasn’t been your position. Isn’t this a mixed message for the public? AD: No. In the federal election campaign, the NDP advocated for that position, and they said that if they were elected, and of course it was the late Jack Layton who put forward the argument that B.C. would not have to return the money, would we have voted at that time to get rid

of the HST. Obviously, while the NDP did extremely well in that election, we didn’t win. Mr. Harper won. He says we have to pay the $1.6 billion back and the Liberal Party of B.C., Ms. Clark and Mr. Campbell’s party, signed a very bad deal for B.C. that we’re stuck with. TF: You replaced Carole James this year. At the root of that situation was a complaint about a policy vacuum in the B.C. NDP. I put it to you that that vacuum still exists … AD: [laughs] I guess I can’t count on your support. TF: I’m making a list here. Increase corporate taxes to 2008 levels. Bring back a corporate capital tax and use that to fund student grants. Have I

missed anything? AD: In January and February, many people criticized those proposals, especially the one returning corporate taxes to 2008 levels. And then the government adopted, briefly, those proposals in May. So I’m delighted that I’m moving the political debate in a positive direction. I defy you to name any opposition leader in any jurisdiction in Canada who has been as specific on taxation as I have 18 months before an election. You’re going to see our detailed program in advance of the election. At the NDP convention I spoke at length about the key issues of our time, about the things that I’m

campaigning for right now, including improving skills training in our province, addressing issues of inequality, addressing the fact that raw log exports are out of control in the province. I get criticized on some days for being too specific and too policyoriented, so I’m delighted to hear your criticism that I’m not specific enough. TF: The B.C. Liberals leapt on your recent statement about potentially increasing income taxes for high earners. This sounds like [federal NDP leadership candidate] Brian Topp’s suggestion of a new top tax bracket. Is Continued on A7

we would rather that we all get less overall when it comes to specialized and emergency services provided we have a hospital in our own neighbourhood with disregard that the increased cost will be shared by not only the local community but by every tax payer in the province.) And the result was VIHA caved to these special interest group’s demands. In doing so they clearly showed a lack of leadership and fiscal folly – they ignored the experts and elected to build two hospitals – with reduced services and at a greater cost. To make matters worse, their

decision regarding the Comox Valley hospital location, which they refused to justify with any sound reasoning, smacked of political and corporate favouritism and is/was so wrong for so many reasons. Thankfully, that location was killed by the Feds because it was within the restricted airspace of CFB Comox. Somebody, clearly, did not do their homework in their rush to satisfy powerful and politically connected developers who seemed giddy and were unabashedly promoting their properties within days of the announcement as having a hospital

within walking distance and that one should buy now as the values were going up and admittedly that this was something they had been working to achieve for a long time. (Made me feel sick at the blatant abuse of the process with public funds and I sure wish the developer would explain how and to whom they worked on to get this within their development.) Which brings us to where we are at today. VIHA has been very quiet since they got so publicly embarrassed at the squashing of the Crown Isle site in Courtenay by

the Feds. Campbell River’s special interest group has been hearing the groundswell of discontentment among Comox Valley residences who are in favour of a single North Island hospital site and those voices in Campbell River are ramping up their rhetoric to have a two hospital model maintained. So where do we go from here? Are we back to the bickering amongst a loud but vocal minority who place their own self interests above what is best for the majority? I hope not. B. Funk Cumberland

Board chair elected The Board of Directors of the Strathcona Regional District elected its Chair and Vice Chair for 2012on Dec. 15. Returning as Chair for another one-year term is Director Craig Anderson, Mayor of Gold River. This will be Director Anderson’s fifth term as Chair of the Strathcona

She was born Violet Murphy on Oct. 24, 1917 in Viking, AB., and was a resident of Campbell River since 1946. Vi married George Nissen in Edmonton, AB. on Aug. 9, 1944. Vi leaves to mourn, her husband George, sister Kay Nickerson and numerous nieces and nephews. Vi and George owned and operated the Campbell River Florist for many years. The family wishes to thank Dr. Ness and the staff of Yuculta Lodge for their loving care of Vi. A memorial tea to be held at Yuculta Lodge on Sunday Jan 8th at 2:00 p.m.. Consumers of farmed salmon can dine with “confidence” despite headline-grabbing deadly ocean virus testimony given at the Cohen Commission examining the decline of Fraser River sockeye. Testimony, which wrapped up last week, has raised fresh questions about the potential threat of the Infectious Salmon Anaemia (ISA) virus that has ravaged farmed salmon elsewhere in the world. In the wake of this testimony Campbell River-based BC Salmon Farmers

Association Executive Director Mary Ellen Walling said simply: “We have a record of confidence.” Walling, who attended the commission hearings, said: “The gap in the testimony we have heard is around the lack of knowledge we have on viruses in the Pacific Ocean that may affect wild salmon. “There are millions and millions of viruses in the sea. They are the most prevalent life forms in the ocean. But, virus does not always equal disease. “Because we’ve done so much work on farmed fish monitoring we have a record

However, DFO researcher Kristi Miller told the inquiry that the ISA virus, or something very similar, may

have been present in wild BC salmon for 25 years. The CFIA has promised systematic salmon sampling to test for ISA in BC waters starting next year. Craig Orr, executive director of the Watershed Watch Salmon Society, said he believes ISA is present in BC on the basis of the initial tests, although he said it’s unclear what threat, if any, this poses to wild salmon. “The bigger question is what government is doing to protect our interests as opposed to protecting very narrow interests like salmon farming,” Orr said. Asked if the hearing

They want to have delicious meal. They want to eat something that is healthy. Keen Halleran scholarship awarded A young man from Campbell River has been awarded the 2011 Keen Halleran Memorial Scholarship. Matthew Blackburn is the second recipient of the scholarship, given to a student studying music at the post-secondary level. The Keen Halleran Scholarship was first established in May 2003 as the Halleran Scholarship by Frances Keen (1955-2006) in recognition of her high school band/choir and piano teachers, Noreen and Mickey Halleran of Quesnel, B.C. Unfortunately, Keen passed away before she could finish her project. When the project was completed Keen’s name was added to the scholarship in recognition of her work as an elementary choir and band teacher, as a community choir director and as an advocate of music education in the community. Blackbur n, the son of Dale and Oda Blackburn, grew up in Campbell River where he studied piano with Shelley Roberts and a dva n c e d t h e o r y with Sandy Havelaar. Blackbur n received an Associate of the Victoria Conservatory of Music in 2007, then continued his studies at the University of

RC M P I n s p e c t o r Lyle Gelinas said he is pleased with the crime analyst’s contribution to Campbell River’s detachment. “Our crime analyst is a very beneficial addition to the detachment support base,” wrote Gelinas in the RCMP quarterly report to city council last week. “The efforts of the crime analyst, by researching and organizing infor mation then passing it on to the members to investigate, has prompted some offenders to relocate from Campbell

River, while others have gone to jail.” Hired in May, the crime analyst works to track and organize information on prolific offenders and crime hot spots in the city among other things. The report included examples of priority offender weekly bulletins the analyst creates to give police a snapshot of things like bail conditions for individuals to help police monitor these people more easily. Crime: Welcome addition to the detachment through his contacts up and down the Island and on the mainland,� said Gelinas. “He tracks our priority offenders who may be travelling, or offenders that come from somewhere else that are travelling criminals.� The analyst also creates crime maps which show the type and location of crimes in Campbell River to provide police with a “quick visual� of crimes committed.
