Man charged with assaulting officer RENÉE ANDOR CAMPBELL RIVER MIRROR
An abandoned 911 call landed a local man in court for charges of assaulting a peace officer. Brian Ey appeared in court Wednesday on two charges of willfully resisting or obstructing a peace officer and two charges of assaulting a peace officer. Campbell River RCMP’s Const. Roff Polsky appeared in court as a Crown witness. He told court that he and Const. Keeley Deley went out to a trailer at 3782 Stokes Pl. shortly after 6 p.m. on Nov. 8 2010, after a 911 dispatcher received an abandoned 911 call. Polsky said that when the officers pulled up there was a large window and he saw a man who looked “agitated” inside. He later pointed out Ey in court

when asked if he saw the man in question in the room. They went to the entrance of the trailer and the door was ajar, Polsky told court. “I heard yelling from inside the trailer,” Polsky said. He added that Ey became “enraged” when he saw the police officers. “I can say that that was one of the angriest people I’ve ever met. “I felt that he was about to attack me.” Polsky told court that he tried to arrest Ey and a struggle ensued. Another man was in the trailer, but did not get involved. “He was writhing and doing anything to get away from us,” Polsky told court. “The struggle that we had with this male was so intense.” Polsky said the incident happened fast, but he estimated it Continued on A6

Fill the bag for the Food Bank RENÉE ANDOR CAMPBELL RIVER MIRROR
Quality Foods doesn’t care where the groceries come from, as long as they go to the Campbell River Food Bank. For the seventh year, Quality Foods is sending out empty grocery bags in Black Press newspapers, (look for one in this edition of the Mirror), in the hopes that people will fill them up then drop them off at a Quality Foods store. Quality Foods will then drop the bags off at local food banks. Campbell River Quality Foods store manager Cyriel DeBruyne said people don’t have to buy the groceries
at Quality Foods to fill the bags. “They get the bag in the newspaper, and then they can either come here and buy groceries to put in or they can take groceries from home to put in it,” explained DeBruyne, adding that it’s important to donate to the foodbank year-round, but especially at this time of year. “Everybody wants to be able to enjoy Christmas time, but especially when it’s a colder time its harder on the people who are homeless and people who need to have food for themselves and their family.” Campbell River Food Bank administrator

diapers right now, so doesn’t need them. He also mentioned that the Willow Point Lions Club donates baby food, so this item is also well stocked at the Food Bank. The bags of food can be dropped off in a bin in the store front of Quality Foods anytime between 8 a.m. and 9 p.m. seven days a week until Christmas. Or people can drop bags off at the Food Bank themselves instead if preferred. Quality Foods also has a buy-a-bag program where people can
George Minosky said these donations are “really beneficial” to the foodbank. “It’s a heck of deal for the foodbank because when they come in, boy, it’s really something,” said Minosky. According to Minosky, items that are always in demand at the foodbank are: mac and cheese, Mr. Noodles, canned vegetables like corn and beans and canned tuna. While the Food Bank is happy to receive anything non-perishable, Minosky said it has a large stockpile of baby

Abram worries that individual decisions could hurt regional board KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Jim Abram is concerned the City of Campbell River could go ahead with a waste-to-energy facility at the former Elk Falls mill site without having to run it by a regional board. “I lived at the Cape Mudge Lighthouse for 18 years and I tested what came out of the Elk Falls pulp mill for the owner,” Abram said. “What came out of that stack was horrendous, so yes I’m concerned and it affects my constituents (QuadraDiscovery Islands).” At a Comox Strathcona Solid Waste Management Board Meeting (which includes councillors from both the Comox Valley and Campbell River, as well as regional directors) a motion was deferred by the board which upset Abram. The motion called for the Comox Strathcona Solid Waste Management Plan, which is in the process of being updated, to be amended to incorporate language where any new waste management facility must first go through an authorization process by the waste management board of directors. However, that motion was changed by outgoing Mayor Charlie Cornfield, to refer the matter to Regional District staff for further consideration at the 2012 strategic planning session. Abram, who
represents Area C (Quadra and Discovery Islands), said he wants to see all waste management projects brought back to the broader table before going ahead. “It’s a regional plan, so it should have a regional voice no matter what it is,” Abram said. “It’s the concept of regional planning versus individual planning. If you sit at a regional table, you should make a regional decision.” Abram said the consultant, AECOM, which wrote the draft solid waste management plan, said the original motion is something that other regional district’s have included in their plans. “Yet our board was not willing to put that wording into the solid waste management plan,” Abram said. “Instead a discussion ensued that said ‘we don’t have enough information, maybe we should refer it back to staff.’ The whole time the consultant from AECOM was shaking his head, visibly. “He was obviously concerned we were not including this in our policy and it made me feel certain that it should be in the plan.” Abram is also concerned there are no further strategic planning sessions scheduled. “We don’t know when that Strategic Planning Session is going to be and what happens between now
and then,” Abram said. “Any proposal could come in and there’s no policy to guide us back to the board table to discuss it. It made no sense to refer the matter to an undetermined meeting sometime in 2012. I had no appetite for it. It was not just a deferrable motion, it was a motion to stop from happening what made total sense in that moment.” Abram said he is concerned about a “window of limbo” because of what he’s heard about the Elk Falls mill site. In a newsletter Nov. 7 to his constituents on Quadra Island, Abram wrote that “Campbell River has high hopes for a facility at the Elk Falls mill site for a ‘mass burn’ site...that means no sorting, just dumping raw garbage into an incinerator and lighting it up.” Abram said when he wrote the piece there were “rumours out there at that time that there were discussions between a company and Catalyst (which owns the mill) to develop a waste-toenergy facility at the Elk Falls mill site.” He said that’s not new information. “That issue was on the table for some time, it wasn’t something that was breaking news that I put out to my constituents in Area C, it was just another red flag that something might be going on at the Elk Falls site,” Abram said. But outgoing

councillor Roy Grant denies anything was going on. “Our city council has not discussed a mass burn site at the Elk Falls mill site, either in public city council meetings or in-camera (behind closed doors),” Grant said. “There are no secrets.” Outgoing councillor Ziggy Stewart said Abram’s newsletter was made up of “false statements” while Grant said the newsletter was “slanderous misinformation” and “intentional fearmongering.” Abram disagrees. “The information I put in my newsletter of course is not false, for anybody to suggest such a thing is just nonsense,” Abram said. “The information I put in the newsletter is the information I had at the time.” Both Grant and Stewart said the newsletter affected the mayoral
campaign, leading residents to believe Grant and Stewart supported a mass burn site. Abram said his newsletter had nothing to do with the election. “That it had anything to do with the election is ludicrous,” Abram said. “First of all, I never even considered the election. When I write my report during election time, I’m not campaigning. I keep my report as clean as could be. “These allegations from Mr. Grant and Mr. Stewart are completely unfounded. They did their best to try and publicly embarrass me,” Abram said. “I already at the (Nov. 24 Regional District) meeting apologized to each and every one of them for any inconvenience my report may have caused them.”

Another officer who was off duty and catching a ride in Deley’s car came to assist them, but Ey was hand cuffed by Polsky and Deley, Polsky told court. Defense attorney Angie Penhall suggested that when the officers first showed up the television was on loud and the two men were simply talking, not yelling. Polsky told court he heard yelling, but described it as seeing Ey’s mouth moving and his arm moving upwards in an agitated manner. During Penhall’s cross examination, Polsky told court the off duty officer kneed Ey in the groin after he was hand cuffed and still resisting. It’s still an “agreement in principle” that requires cabinet approval, but B.C. has reached a new 20-year deal for RCMP services on the day a deadline was set by Ottawa. Public Safety Minister Shirley Bond said Wednesday the federal government has agreed to B.C.’s key demand, a contract management committee where B.C. and other provinces can have their say about new RCMP programs or costs. “The Union of B.C. Municipalities made it very clear that they no longer wanted to have costs passed on to them without the ability to have a say in what those costs are,” Bond said. Ey’s charter rights were violated when he was kept in cells for too long after his arrest. She also said the defense had a case whether or not it was found that Ey’s charter rights were violated. However, Polsky told court that his involvement in the matter ended when Ey was taken to cells so he did not know how long Ey was in cells for. He said Deley had followed the case further. Deley could not be in court because she is on medical leave, and Judge Thomas Dohm adjourned the trial because he said more witnesses or information on how long Ey remained in cells is necessary for the trial to continue and to determine if Ey’s charter rights were violated. Ey did not take the stand on Wednesday.

She is full of energy and needs to be kept active and stimulated. Ivory does know basic commands, she walks well on a leash and really does love people interaction. A family that enjoys outdoor activities or someone who wants a new jogging partner would be ideal for her. Ivory has a lot of potential. Ivory should not be left alone outside unattended as she has been known to be a bit of an escape artist! Ivory will be a great candidate for training classes, and would be best suited to go to a home with older children that have good doggy etiquette. In the right home Ivory will be a wonderful girl! Planning for Life Changes Nobody wakes up in the morning and decides today would be a great day to plan their final arrangements. Mind you, no one plans on not waking up one day… and yet it happens… to all of us. One day, we just won’t be here. That doesn’t mean we can’t continue to be a responsible (albeit absentee), member of Sandy Poelvoorde society. Owner, Boyd’s Funeral Services It’s true. Did you know? Funding of final expenses through your pre-planned arrangements can allow you to leave funds immediately available for your executor or executrix to cover legal fees, travel expenses or other unforeseen miscellaneous costs. Planned giving can allow you to set aside a small or large lump sum amount for your children, grandchildren, favourite charity, lodge, church or club… it is a wonderful way to donate and allows you the flexibility of determining how you would like to designate your legacy. Like your pre-planned funeral arrangements, these funds are your tax free gift to anyone of your choosing. In fact, if your plan is insured, any funds you designate under a planned gift may be fully covered, even if you were to pass away before your personal plan was fully funded. By pre-planning your final arrangements you are ensuring that the stress and financial pressure of making funeral arrangements is removed from your grieving family. Planned giving allows funds to be released immediately to whomever you have designated as a beneficiary. No waiting for probate, no restricted access. Your planned gift can instantly be released directly through your funeral provider. (As an example, if our funeral home were to receive insured funeral funds, we issue a cheque directly to the person or charity listed as the beneficiary of a planned gift.) It’s that simple. There are many options for planned giving including trust funds, wills, and life insurance, however funeral insurance is one of the easiest and most flexible ways to contribute, regardless of age or health concerns. Whether your gift is designated to one family member or several, a hospice organization, or research grant, consider planned giving in your funeral plans, let the world know you were here, and consider leaving a legacy for the future.

Labour Board sides with teachers RENÉE ANDOR CAMPBELL RIVER MIRROR
Teachers will not have to write report cards or reimburse their employer any of their salaries and benefits, said the BC Labour Relations Board (LRB). On Tuesday, the LRB dismissed an application from the B.C. Public School Employer’s Association (BCSPEA)
submitted on Oct. 26. BCPSEA requested report cards be changed to an essential service, and that the B.C. Teachers’ Federation (BCTF) reimburse 15 per cent of monthly wages since teachers stopped doing administrative tasks as part of job action at the start of the school year. Campbell River District Teachers’ Association President
Neil Thompson said he is pleased. “I was very excited,” said Thompson. “It’s hard to think that report cards would be essential in the context of essential service so I was hoping that they would realize that.” However, BCPSEA maintains that it would like report cards issued, and is “disappointed” with the decision. “We are very disappointed with the decision,” said BCPSEA Vice-Chair Alan Chell in an
e-mail. “We want to see report cards issued because we believe parents and students expect and value formal report cards in our public education system.” Chell said that the pay reimbursement request was made in an effort to put pressure on BCTF. Thompson says teachers are doing their jobs by being in classrooms teaching and are keeping lines of communication open with students
and parents. He’s thrilled with the LRB’s decision, not only because teachers won’t have to give money back but because it comes down to principle as well. “The board, in their ruling, talked about the fact that teachers aren’t doing 85 per cent of their work, they’re doing 100 per cent of their work and teaching their regular hours in the classroom, and so I’m very happy that they recognized that.”

Why December 6? December 6 is Canada’s National Day of Remembrance and Action on Violence Against Women. In 1989, when 14 women were shot to death in Montreal by a man deliberately targeting women on a busy campus, Canadians reacted with shock, sorrow and outrage. A strong lobby formed to bring guns under control in Canada, work that continues to this day. December 6 is the day we remember the women who died and re-commit to taking action on violence against women and girls – because Canada is not yet a safe country for women.

City adds crossing lights
Drive Smart BC 45 Deaths that Didn’t Occur I’m no stranger to death by automobile. It was never a pleasure to investigate fatalities and for me there was no satisfaction in the successful prosecution of the impaired driver that caused them. Many more people than the direct victims were hurt and I knew that the only way I could really contribute was to hunt down the impaired driver and stop them. Today’s press release in relation to the first year of the Immediate Roadside Prohibition (IRP) program refers to 45 deaths that didn’t happen on BC’s highways during that time. However, turn it around and look at the 71 that did if we accept the average of the past five years. We’ve still got a long way to go. I maintain a collision counter on my DriveSmartBC web site that ticks upward each day based on the totals for the last year’s collision statistics published by ICBC. Today it shows 115 alcohol related collision deaths and 2511 alcohol related collision injuries. We are very fortunate that the totals may now be overstating the problem. So, to those that subscribe to the philosophy that drinking means not driving and driving means not drinking and to the officers that are continuing the hunt, you have my respect and encouragement. For those of you who haven’t learned yet, I hope you don’t hurt anyone before you realize that wisdom. It shouldn’t be possible for police to catch 15,401 “fail” drivers during year, but experience tells me it is still a small part of the real total. The author is a retired constable with many years of traffic enforcement experience. To comment or learn more, please visit www.drivesmartbc.ca. Cst. Tim Schewe (Rtd.), DriveSmartBC

New pedestrian crossing lights for Pier Street are on the way. Council directed city staff at a meeting on Nov. 8 to install solar-powered pedestrian crossing lights at two Highway 19A crosswalks. One at the fishing pier and one near Robert Ostler Park (next to Quay West Restaurant) and Ridgerider. Ron Neufeld, the city’s manager of operations, told council last week he expects the lights to go in soon. “I expect the install to be completed within a couple of weeks but it simply depends on delivery of the products,” Neufeld said. “Parts have been ordered and our contractor is in place to complete the install when all parts are in hand.” The lights will be similar to ones already in place on Dogwood Street at the Pinecrest and Robron crosswalks. Neufeld said each light will cost $16,000 which will come out of the city’s gaming reserve. Council had already approved $23,372 in funding during
March’s financial deliberations for what city staff described as ‘Pier Street Traffic Control.’ However that amount is not enough to cover both Pier Street crosswalks. Andy Adams, who made the original motion to fund the two crossing lights, said if there was not enough funding for both, then he would like to see the crosswalk closer to Robert Ostler dealt with first. “The number of near misses I’ve seen near Ridgerider, of people trying to cross to Robert Ostler Park, is too many for my liking,” Adams said at the Nov. 8 meeting. Neufeld confirmed last week that the Ridgerider crosswalk is the only crossing being dealt with at the moment. Mayor Charlie Cornfield said he thought the funding council had approved back in March was for the crosswalk and entrance to the fishing pier and Maritime Heritage Centre parking lot. “I’m a little bit disappointed, I thought the entrance to the pier parking lot was going to be improved,” Cornfield said at last week’s council meeting.

Our View
Liberals need to be clear on DUI laws The B.C. Supreme Court ruling this week that found the toughest of B.C.’s new impaired-driving penalties infringe on the constitutional right We say: Let’s have to a fair trial cannot be surprising to many. a zero-tolerance When the provincial government law; dispense created the law that, in effect, gave police the power to be officer, jury confusion and judge, more than a few people cried foul. At issue is the law that permits police to impose 90-day driving bans, impound vehicles for 30 days and levy significant fines that can climb into the thousands. Those penalties are issued to drivers who have a
blood-alcohol content of 0.08 or higher. The problem with this tough new penalty, Justice Jon Sigurdson found, is that it offers drivers no recourse to go to court and challenge the charges. Sigurdson’s finding is dead-on and follows in much criticism when the B.C. Liberals introduced the new penalties that have indeed infringed on Charter rights. While Sigurdson found permissible the tougher penalties connected to blood-alcohol content in the “warn” range of 0.05 and 0.08, the confusion and fear the new penalties invoked in British Columbians cry out for the B.C. Liberals to cut to the chase and make a bold decision. It is either legal to drink or drive or it isn’t. Forcing the public to engage in a dangerous and
potentially costly guessing game while out having dinner is ridiculous. If the B.C. Liberals are adamant that drinking and driving do not mix in any quantity, then let’s have a zero-tolerance law and dispense with the confusion now associated with what can only be interpreted as conflicting messages on drinking and driving. If that is not the B.C. Liberals’ intent, if they believe there is room for some amount of alcohol in the bloodstream of drivers, then let’s have rigid enforcement of the 0.08 law and stop criminalizing those whose only crime is not drunk driving, but having been caught in the Twilight Zone of 0.05 to 0.08. – Black Press
Good point: Energy Reading the recent article “Waste-to-energy controversy impacted the mayoral race – candidates” it seems that Ziggy Stewart has missed two fundamental facts concerning democracy. Firstly, it is incumbent upon the candidates to make their case to the voters who then choose through election who they want to represent them and secondly, there can only be one winner. For Mr. Stewart to claim that Jim Abram’s comments surrounding a proposed mass waste incinerator “caused irreversible damage to mine and councillor Grant’s mayoralty campaign,” is ludicrous. The only people that caused the inevitable ‘damage’ to either campaign was the other candidate. Roy and Ziggy were never going to walk arm and arm into City Hall whether they planned to warm their feet on a new incinerator or not. There’s one Mayor and he or she sits in a chair not on a sofa. Stewarts comments are highly insulting to the voters of Campbell River and Mayor-elect Walter Jakeway whom they choose fairly because of the positions he clearly stated on subjects that the majority of voters supported. Personally, I think where there’s smoke there’s fire and he doth protest far too much. Philip Stone Quadra Island

The Best Fun In Writing This Column is hearing from readers who have successfully prepared easy meals based on my sharing preparation and cooking experiences. One reader, Maureen, called in with a suggestion on freezing sliced lemons. She wisely said to be sure and freeze the slices first on a flat sheet. Then pop them in bags for storage. That way they won’t end up in a frozen lump. Nan, another reader who came here from Europe many years ago, was excited to see the article in which I referred to the wonders of the sorrel
leaf. This amazing plant is not well known in Canada which is regrettable as it can be a year round addition to fresh salads as well as winter soups. Nan remembers this soup from her childhood days as a delicious dish even on warm summer evenings because of its refreshing “pucker” effect. My sorrel bush is now in its third year. It is about 30” high and provides me with fresh salad leaves all summer long. Even in the winter I regularly pick bundles of leaves off the plant for salad as well as potato-sorrel soup.
The ingredients include chopped potatoes, onions, beef or chicken stock, your favourite herbs and shredded sorrel ( or cabbage). Stir in milk or cream after the soup has simmered for half an hour or more. The specific amounts are purposely not included because I want you to experience the joy of making a pot of soup with whatever you have on hand. Try tossing in some left over veggies from yesterday’s dinner. Kale or spinach is a great replacement for sorrel. If you don’t want the kids to balk at the sight of green veg-
etables then cream the soup in a blender and maybe add a couple of tablespoons full of tomato paste. Tell the little darlings it’s tomato soup. If your soup has a bit of an edgy taste try adding a teaspoon of honey. I learned this trick from my Cowichan Valley sister, Shelagh, who is a chef. It can bail you out of many tricky situations when something doesn’t taste quite right. A touch of sweet can save your bacon! Note:If you are curious about sorrel the seeds are now available through the West Coast Seed Co.

Presenting Selection Limited Edition Series 2011 Craft your own masterpiece! January Red » Washington Meritage
January White » South African Sauvignon Blanc-Semillon
The Region: The Red Mountain AVA is Washington’s smallest, at approximately 3,600 acres. Grape growing conditions are almost textbook perfect: slope, exposure, weather conditions, good air drainage, large day/night temperature swings, gravelly soil with high calcium carbonate content and high pH and the nearby Yakima River to moderate temperature extremes—there could hardly be more positive flavour influences to grapes grown here. The Wine: A blend of Cabernet Sauvignon, Cabernet Franc and Petite Verdot, this wine features great extract, deep colour and intense aromatics of dark berry fruit, cassis, peppery spice, cedar and smoke. The seductive nose of this wine foreshadows magnificent texture and flavour, including dark berries, liquorice, vanilla and warm brown spices that glide across the palate. The texture and mouthful of the wine offers up silky tannins and a velvety smooth structure. The Food: Marinated & Grilled Flank Steak with Blue Café De Paris Butter. Ageing: The complexity and structure of this wine will require three to six months to unwind, and it will continue improving for several years. Due to the ripe tannins it will also benefit from decanting before serving. Sweetness Code: 0 (dry)
The Region: Known as ‘Valley of Wine and Roses’, South Africa’s Robertson Valley has a very hot climate with minimal rainfall—less than a foot per year. Luckily the calcareous red clay loam and clay Karoo soils have excellent water holding capacity, and the gentle slopes and varied microclimates allow for precision planting to maximise grape quality. The Wine: Sauvignon Blanc has wild, herbaceous flavours and tart, grapefruit-like character, which shows strongly in the young wine, while Sémillon has flavours of honeydew melon and sweet honey that take a bit longer to come out. Together the two grapes make a lush, balanced wine with great up-front fruit and a satisfying, rich finish. The Food: Pan Roasted Digby Bay Scallop, Jewel Yam Purée, White Truffle Oil & Salsa Verdé. Ageing: The citrus notes of the Sauvignon Blanc make this wine tempting to drink right away and after three months the Sémillon will rise up to give a mellower white wine. It will improve for at least a year, giving deeper flavours of melon and honey as it goes.
February Red » California Petite Sirah/Zinfandel - (Limited Edition 2005)
The Region: From the green damp north to the arid south, Spain is the country with the most land under vine in the world. Mancha is Europe's largest denominated wine region and its hot, dry growing conditions yield intensely flavoured red grapes. The Wine: Tempranillo are deep blue-black berries, high in colour and extract, with delicate aromas. Cabernet Sauvignon's small berries yield high tannins and intense structure, while Monastrell acids grip, earthiness and ripe red fruit. lush, tannic and complex with intense black fruit flavours of black cherry, raspberry, black currant and notes of plums and tobacco, the wine takes gracefully to oak, adding layers of vanilla, cedar and rich coffee nuances. The Food: Mediterranean White Bean Salad, Marinated with Garlic, Extra Virgin Olive Oil, Parmigiano-Reggiano & Fine Herbs. Ageing: With soft acidity and lush tannins, this wine is enjoyed after only three to six months, but the black fruits, cherry and plum notes will take six months to show well, and the vanilla/coffee nuances will show best after one year. Sweetness Code: 0 (dry)
The Region: Nestled in the foothills of the Sierra Nevada Mountains, Amador County is sometimes called ‘California’s Piedmont’. With vineyards running from 250 to 2900 feet in elevation, and summer temperatures ranging from 80 to over 100 degrees F, the excellent growing conditions have encouraged diversified plantings. The Wine: Grippingly tannic, bold and deeply coloured Petite Sirah complements the jamminess of Zinfandel, taming the abundant blueberries and blackberries with a hint of dark cherry and vanilla. Full-bodied with a lingering palate and peppery spice, this is a wine of unprecedented power and length. The Food: Apple Cider Brined Thick-Cut BBQ Pork Chops. Ageing: This is a wine that shows best with ageing. After one year the blackberries will come out, and at two years will tame the tannin’s grip, showing the black pepper and rich dark fruits. April Red » Spanish Matador Trio Red
March White » German Traminer Spätlese The Region: Germany's most famous growing region, the Mosel Valley, with its mineral-laden soils, produces some of the world's finest off-dry wines. The sheer mountains and rugged slopes make the most of the northerm sunshine, but they also mean that vineyard work must be done by hand, and yields are very low. This results in carefully crafted, very intensely flavoured wines. The Wine: Traminer is the parent of the more familiar Gewürztraminer and Spätlese is a German wine term meaning 'late harvest', indicating a wine made from fully mature grapes that are picked at least 7 days after normal harvest, so they are riper and have higher sugar levels. This is a gently golden-coloured wine, unmistakable in its heady, aromatic intensity, with a pungent fragrance of lychee, tropical fruit and rose petals. Its flavours are ample, lusciously fruity and spicy. The food: Peach and Blueberry Cobbler Ageing: The intense fruit character will be apparent immedilately in this rich wine making it a tempting sipper right away, but the deeper floral characters of rose petal and lychee will become much more apparent after six months to a year. Sweetness Code: 1 (off-dry)

Garbage options, more landfills or waste-to-energy KRISTEN DOUGLAS
CAMPBELL RIVER MIRROR
A Waste-to-energy facility is one of four options the region’s solid waste management board has for dealing with garbage. Waste-to-energy is the process of burning garbage into gaseous, solid and liquid products for the subsequent release of heat energy. The heat is then used to generate electricity. The Comox Strathcona Solid Waste Management Board (which is made up of Campbell River and Comox Valley councillors, as well as regional directors) is currently in the process of updating the Solid Waste Management Plan for both the Campbell River and Comox Valley areas. The new plan will guide the board in dealing with the Campbell River landfill, which will reach capacity within the next year, and the Cumberland landfill which is estimated to be full in three to four years. Consulting fir m AECOM presented the board with a draft solid waste plan in October and from that came four recommendations: one expanded regional landfill in the Comox Valley; one regional expanded landfill in Campbell River; two regional landfills, one
in the Comox Valley and the other in Campbell River; and wasteto-energy with location to be determined. “In the draft solid waste management plan, using the Catalyst paper mill’s Elk Falls location for a ‘mass burn’ incinerator or a landfill is not part of the recommended waste disposal options being considered by the re gional solid waste board,” said a press release from Comox Strathcona Waste Management. “However, as indicated in the regional district’s sustainability strategy, waste-toenergy technologies are being assessed as possible alternatives to landfilling waste in the future.” AECOM presented a waste-to-energy assessment to the board which includes an environmental and cost comparison of wasteto-energy technologies versus expanding existing landfills for disposal of waste over the next 30, 40 and 50 years. As part of the report, AECOM issued requests for information in July 2011. A total of 11 waste-to-energy vendors responded and it was determined that a large-scale waste-toenergy facility would be less expensive than either a small-scale facility in the Comox
Valley or a largescale facility in Gold River. However, the report also found that although there was no significant difference in environmental risks or greenhouse impacts between the waste-toenergy and landfill options, there was a cost difference. Debra Oakman, chief administrative officer, said in a report to the board that there is “a very significant cost difference between disposal options.” Oakman said costs are estimated to be $45 per tonne greater for garbage disposal using waste-to-energy than using a landfill. “The comparison equates to a cost difference of $2.6 million per year which, over a 30-year waste-to-energy facility life, totals $78.3 million in additional costs for the waste-toenergy option.” O a k m a n s a i d at the present time, the AECOM study shows waste-to-energy is not a cost-competitive option for waste disposal, but it’s not completely off the table yet. “ Wa s t e - t o - e n e r g y technologies disposal options are included in the updated Regional Solid Waste Management Plan, and will remain a board option along with other technologies in the future,” Oakman said. “However, the AECOM report points out that as different disposal technologies emerge, costs may come down, making waste-to-energy options for residual waste disposal more cost competitive.” T he Solid Waste Management Plan will move to the public consultation phase in early 2012, with public meetings expected to be held throughout the Comox Valley and Strathcona Regional Districts. Dates, times and locations of public meetings are still to be determined.

The Downtown Business Improvement Association (BIA) wants to fill empty storefronts to keep the downtown core looking alive and well. “The Downtown BIA is taking an interest in empty storefronts that cause a visual eyesore,” says Erika Anderson of Coho Books and president of the downtown BIA. She says the plan is to work with a number of groups, including Rivercorp, the Chamber of Commerce, City of Campbell River, and the Art Gallery to come up with proposals that can be presented to landlords with suggestions of how to spruce up their vacant buildings. Anderson says the empty buildings have come up quite often at BIA meetings and have been discussed by BIA members as well as other business owners and community members. “I wanted to take some action on it,

so I called a meeting (in November) to brainstorm ideas together,” Anderson says. She says there is nothing concrete yet but the BIA plans to put ideas into practice in the New Year. “We’re trying to come up with ideas,” Anderson says. “It’s aimed at empty storefronts. There’s quite a lot of vacanies right now – some are real eye sores and it makes it look not as vibrant downtown. It’s dead space.” Anderson says there are many options for how to deal with the bare windows. “One possibility is to display artwork but there are quite a few things being done in other places,” Anderson says. Ken Blackburn, executive director of the Campbell River Arts Council, has already been using an empty space downtown as an artist’s studio. Anderson says more empty buildings could be used to display artwork but further details will be worked out in January.

Natural beaches fair well in storms The City of Campbell River’s foreshore restoration work appears to have weathered the season’s first storm better than other areas of the shoreline. “Last week’s violent weather put the rehabilitated shorelines to the test, and video footage and onsite inspection indicate these areas withstood the powerful waves better than both un-restored areas of the seawalk and areas reinforced with rip rap,” says Ross Milnthorp, the city’s general manager of parks, recreation and culture.
wave energy because the waves break offshore and lose their power running up the g radual slope. Reduced wave energy is less likely to deposit logs and other debris on the shore. Erosion and beach scouring are also significantly reduced – in stark contrast to the steep rip rap that tends to intensify wave energy right at the shoreline. “ N at u re b r i n g s gravel, logs and driftwood north with winter storms, and this last storm has clearly demonstrated that we can use this material
In three videos taken during the Nov. 24 storm, logs and driftwood roll up and down a restored beach slope at Ellis Park and 550 South Island Hwy. During the same storm, waves eroded the shore at a number of other locations along the seawalk, and undermined the large stone (rip rap) armouring at Robert V Ostler Park. C a m p b e l l R ive r shoreline restoration creates a more gradual beach slope and nourishes beaches with protective logs and driftwood. This slows erosion and reduces

Campbell River Living Fiftieth Parallel: acoustic music with an edge ALISTAIR TAYLOR CAMPBELL RIVER MIRROR
T
Phillip Marchand is half of the duo Fiftieth Parallel which is holding a CD release concert at Serious Coffee on Dec. 10 at 7 p.m.
he chances of hearing Fiftieth Parallel perform live are pretty good. It’s not just because the acoustic guitar duo is creating a stir in the local music scene. It’s because you could run into the pair on a beach or in the woods somewhere near town, guitars in hand composing songs. “We wrote a lot of our songs outside,” says Jonathan Hinds, 18. Hind and his musical partner Phillip Marchand, 18, often follow their muse to the outdoors, whether it’s a beach near Tofino or on a trail in the Beaver Lodge Lands. The pair of Camp-
bell River guitar players frequently get out of their practice studio and gain some inspiration from the fresh air. “One of my favourite songs we wrote on the beach in Tofino,” Marchand says. The portable style of music making suits the two young musicians. They have been making a name for themselves in the Campbell RiverComox Valley area recently with their dynamic original compositions on acoustic guitars. The pair have their roots in heavy metal but abandoned electric music for the subtleties of the acoustic guitar. “There’s a lot of stuff on the electric (guitar) but I guess, for us, there’s almost more on the acoustic,”
he says. The acoustic guitar has “crazy harmonics,” he says but, significantly for a former drummer like Hind, “you also have the whole body of the guitar and you have a little drum kit,” he says as he slaps a rhythmic riff on the body of his guitar. Fiftieth Parallel’s music is more than just jangly guitar strings. There’s harmonics, lightning-fast riffs and thumping and slapping of the guitar body. Marchand demonstrates that as he attacks the strings with his right hand, he can generate a bass-drum note with the heel of his hand as it comes down on the top of the guitar by the bridge. Acoustic guitar does not mean less energy, Continued on A22

Acoustic duo: Vibe important component Continued from A21 though. “I would say for an acoustic (band), we have more of an edge than you would expect,” Marchand says. “The energy is still there, that drive is still there.” And truth be told, it’s not completely acoustic either. The sound begins with an acoustic guitar (known in the business as an acousticelectric) with a pickup (or microphone). The pickup sound is processed through effects pedals more commonly used with electric guitars. But the electronics are just another tool and the duo can pick up their acoustics and get out of the studio when the mood grabs them. The outdoors inspires the two because different locations create a different mood or vibe and vibe is very important to the way Marchand and Hinds create music. “It’s more about the feel than what we are playing,” Marchand says. “The dynamic is a big thing, building
CD RELEASE CONCERT Fiftieth Parallel has just completed a 13-track CD album of original music entitled Weapon of the Future and will be holding a CD-release concert at Serious Coffee on Dec. 10 at 7 p.m. Tickets for the twohour concert are on sale at Serious Coffee for $10 and the new album will be available for sale for $15. it up and bringing it down.” The two talk a lot about the feel of a song and when you see them perform, their music making is definitely an all-encompassing thing. The duo came together thanks to the now-departed Sound Advice music store which held a School of Rock in 2009. After the demise of the group they formed – playing the likes of Metallica and Judas Priest – Marchand and Hinds formed Fiftieth Parallel. The name, of course, comes from
Campbell River’s location on the 50th Parallel. Marchand began playing around with the acoustic style in early 2010 and after awhile, approached Hinds and said “you gotta try this stuff.” The two sat down to play and within 10-15 minutes they were creating their own sounds. The sound has caught on and has secured the duo a significant number of gigs over the last year including opening for Shane Philip and Delhi 2 Dublin and performances at The Big Time Out and Rhythm On The Rock, amongst others. They describe their music as a combination of the likes of Australian acoustic guitarists John Butler and Kim Churchill with the hypnotic sounds of Pink Floyd and Tool. The new album is dedicated to Justin Webb who passed away from a rare form of brain cancer in September. PLEASE POST ON SAFETY BOARDS AND IN LUNCH ROOMS
Winter Driving Awareness
Don’t Be A Statistic… Drive Smart!
PLEASE TAKE THE TIME TO READ THIS VALUABLE INFORMATION ABOUT HIGHWAY DRIVING AND HOW YOU’RE AFFECTED BY WINTER CONDITIONS… The First Snowfall Every year the first major snowfall of the year catches the driving public by surprise, even though we all know it’s coming sooner or later. The impact is even more severe when it hits during the day at high traffic times. It seems to take a scare or even an accident for drivers to realize that you have to adjust your driving habits quickly when the first snow fall hits. Not only do you have to adjust your own driving habits, you have to be aware of others on the road who may or may not be totally tuned in to winter driving. Emcon Services, the R.C.M.P, Highway Patrol, Ministry of Transportation, I.C.B.C., B.C. Trucking Association and many others work closely throughout the year to make our highways safer. Be a part of the solution, not the problem… drive smart!
24 Hour Highway Maintenance… We’re ready for Mother Nature! For 24/7 dispatcher, contact 1-866-353-3136. The management and crews at Emcon Services have the equipment and sanding stockpiles ready as well as a 24-hour maintenance plan in place. Money has been invested in sodium chloride producing equipment and staff has been trained to best utilize it to keep our highways cleared, anti-iced, sanded, and as safe as possible. We need your help…snow plowing, sanding,, salting equipment, and crews can’t be everywhere at once even though we’d like to be. Be patient. We’ll get there. When it’s not safe, plowing priorities are based on the traffic volumes of the roads. High volume roads such as the Inland Island Highway, Highway 19A, and commuter roads receive priority. Secondary roads such as bus routes and connector roads are next. Subdivisions, cul-de-sacs, and dead-end roads are the lowest priority.
SPEED KILLS! Slow down when highway conditions dictate. Posted limits are meant for normal driving conditions. Sensible consideration has to be given to snow accumulation, visibility and black ice warnings when you’re driving on the highway. Many accidents and deaths can be avoided if drivers use common sense and slow their speed down to suit the winter driving conditions… be safe, drive smart!
Snowtires, Chains or All-Season? The Motor Vehicles Act requires that all vehicles “use winter tires or carry chains.” Winter tires can be identified only by this logo. All-Season tires do not have the same traction or stopping abilities as true winter tires. If you insist on using All-season tires, be prepared by carrying a set of properly fitted cable chains for your vehicle and practice putting them on before you need them!
Sport Utility Vehicles & 4x4s Still Have To Stop Like Everyone Else Sport utilities and 4x4’s are great vehicles and you do have much better traction when accelerating. The warning is simple, don’t be lulled into a false sense of security. Road conditions and visibility may make it necessary to stop quickly… SUV’s and 4x4’s can’t stop any faster than a regular two wheel drive vehicle on snowy and icy roads be safe, drive smart!
Justin Burgers Operations Manager Emcon Services
One of the number one complaints that we receive in winter is about broken windshields and the size of our winter abrasive. The specification for winter abrasive was developed by the Ministry of Transportation many years ago and has not changed. The size and graduation has been thoroughly designed and tested to ensure it provides the maximum traction to protect the traveling motorist from slippery conditions. We apply abrasive both pro-actively to prevent slippery conditions, and also in response to changing conditions. Our goal in applying winter abrasive is to protect the motorist and often we cannot disengage the sander, as we don’t want to risk leaving a slippery spot. To avoid the risk of winter abrasive damaging your vehicle, please remember to stay well back from maintenance vehicles. When approaching a maintenance vehicle, please try to pull over to the right to let it pass safely.
Sgt. Mark Whitworth RCMP North Island Traffic Services Every crash resulting in injury is tragic and adding to this is the fact that most, if not all crashes are avoidable. Winter driving conditions and the failure of drivers to slow down, not just to the speed limit, but well below when conditions dictate, is the main cause of many serious and fatal crashes. Failing to wear your seatbelt, if you are involved in a crash leads to a considerably greater risk of injury or death. Drivers need to ensure their vehicle has good winter tires rated for the conditions seen on the north island and prepare for emergencies by carrying adequate clothing and supplies and notifying others of their travel plans. Remember, no matter what excuse you use to justify your need to speed or drive in a dangerous manner, the few minutes you may save is never worth the potentially devastating and unplanned tragic consequences. Slow down and be patient.
Bob O’Brien
Area Operations Manager Ministry of Transportation Winter weather conditions certainly can add to the stress of driving during this time of year. A few guidelines for safe winter driving include: -Winterizing your vehicle - Driving with headlights on - Allowing plenty of room to start and stop when driving on snow or ice - Maintaining a safe distance between your vehicle and others - Allowing for additional time to arrive at your destination - Keeping some emergency items in your car at all times - Remembering that conditions can change quickly For additional winter safe driving information refer to the Ministry of Transportation web site at: www.th.gov.bc.ca, then click on “Driver – Travel Information” or for the latest reported road conditions click on “Road Reports”.

Hamper help needed The depot for the Community Christmas Hamper Fund ,organized each year by the Knights of Columbus, is now open. The depot is located in the Tyee Plaza at 1325 Shoppers Row, right next to the building occupied by the former SuperValu Store. Beginning yesterday, it is open from 9 a.m. to 5 p.m. to accept donations of money, food and toys for this year’s hampers. This is the only location where donations
may be made for the hampers. T h e ap p l i c at i o n forms for the hampers are available at the Campbell River Employment & Income Assistance Office 833A 14th Ave. The deadline for completion of an application is Tuesday. The date for delivery of the hampers is Sat., Dec. 17, which is a full week before Christmas. On that day volunteers from the community will be welcomed to help in the

assembly and then in the delivery of the hampers. While it is demoralizing to go without at any time of the year, it seems particularly cruel to be lacking at Christmas, especially for the children. The purpose of the Hamper Fund is to ensure that the less fortunate members of our community will share in the same spirit of joy of the season as everyone else. As the title of the fund suggests, its purpose is very seasonspecific. Thus, there is a very short window of opportunity to donate
money, food and toys for the people of Campbell River that need them. In the time between now and the middle of December Campbell Riverites’donations in support of the fund is essential to ensure its success. M e a n w h i l e, t h e Mirror’s Pennies for Presents deadline is Dec. 16. The money collected from this campaign is used to buy presents to be included in the Knights’ Christmas Hampers. Gene Wayne Harder
December 24, 1953 – November 30, 2011
It is with sadness that we announce the untimely death of Gene Wayne Harder (57 years) after losing his battle with cancer. Gene leaves behind his wife of 24 years Janine (nee Casavant), sons Guy (Marie), Max (Kelsey) and grandson Aidan. Gene is survived by two sisters, Sharon (Merv) Kabernick, Alvina (Maurice) Culter and two brothers Tony (Susan) and Gary (Carol) Harder of Campbell River along with other caring family members and treasured friends. Gene spent the last few years volunteering for the BC Cancer Agency, driving the van to Victoria, the Habitat for Humanity projects, working in Sante Fe, New Mexico, the Salvation Army by providing a hamper for a needy family each year, supporting the Haiti disaster through the Tents for Haiti Campaign, serving at the community Christmas dinner and supporting the BC Children’s Hospital. He also gave generously to other charities, his time and ďŹ nancial support. We wish to thank Drs Wiens and Winter for their compassionate care and support, along with Home Care Nursing. A special thank you goes to some very close friends for their unconditional support through this journey and beyond. In lieu of owers, donations may be made to your favourite charity. A graveside service will be held on Monday, December 5, 2011 at 11:00 am at the Courtenay Cemetery followed by a celebration of life at the lower hall of the Catholic Church. Father Marek attending. Surf Scoters spend the winter in Pacific Northwest waters.
Surf Scoters (pronounced skoh-ter), are the most plentiful, and are large at 51 centimetres in size. They boast a bulbous bill coloured red, yellow and white (adult male), and are long with a white patch on the back of the head. At first sight, the male bill looks almost comical in size and appearance. Although fewer in number, the Whitewinged Scoter (56 centimetres) is interesting to spot, as the male
features a red bill with black knob, and large white under-eye patch. Least common among our visiting scoters is the smaller Black Scoter (48 centimetres). The male sports a large yellowish-orange knob at the base of his bill. Weather permitting, head to the shore and see an amazing array of ducks, loons, grebes, cor morants, swans, geese, and shorebirds that make our Island shores their winter home.

The Browns Bay Packing Atom A Tyees have done it again. The Tyees are now 5-0 after defeating Kerry Park 3-1 on Saturday. Both teams played a very tough game, and it wasn’t until the second period that Campbell River’s Noah Fladager scored the first Tyee goal. Five minutes later, Fladager scored goal number two for the Tyees, assisted by River Fahey. The third and final goal for the Tyees came from Fahey four minutes into the third period, giving the boys their fifth straight win. Game stars for Saturday go to forward Fladager and defenceman Bryce Narhi. On Sunday the Tyees faced off against the Tier one Naniamo clippers in an exhibition game on home ice. If the Clippers thought t h e y c o u l d e a s i ly defeat the Tyees, they would soon realized a win would be anything but. In what was one of the best played games of the season, the Atom A Tyees defeated Naniamo 6-4. Fahey had a great game, scoring five goals in total, three of which were unassisted. Fladager and Dakota Sinclair assisted on Fahey’s other two goals. Fladager provided Sinclair with the pass he needed to score another goal for the Tyees, and the fate of the Naniamo Clippers was sealed. Game stars for Sunday go to forward Fahey and defenceman Logan Chapdelaine. The Tyees face off against the Oceanside Generals on Saturday in Parksville.
