Conservative MP John Duncan will return to Ottawa after winning what he calls his “most memorable election.” Duncan, who was in a tight battle with NDP candidate RonnaRae Leonard on election night Monday, said his most recent campaign was one of his hardestfought political battles. “This will be my most memorable election,” said Duncan. “My first was obviously very large and I worked very hard for it but this election is just as memorable and I worked just as hard.” Duncan was elected MP for the sixth time in the past seven elections for Vancouver Island North, a riding that historically has been a tight contest between the Conservatives and the NDP. “This riding is always close,” said Leonard, who was running for the first time in a federal election. “The see-saw battle is almost

a tradition here. I knew it would be a tight race.” Duncan prevailed with 27,184 votes compared to 25,385 votes for Leonard. “I felt good going in,” said Duncan. “I thought we were going to win, but I was hoping the ballots would be counted a lot more quickly. It seems they’re always counted so slowly in this riding and I’m not sure why. It’s a geographically diverse region and I guess things like that can interfere.” Duncan believes he was reelected because of his familiarity with the riding. “I think I knew the riding very well and I think I understood the issues and I have a track record of delivering results,” he said. “I was a known quantity and I think the NDP candidate, certainly outside the Comox Valley, was an unknown quantity.” Leonard, a Courtenay city councillor, only became a candidate in Continued on A3

Because we have half of the B.C. coastline in this riding, there’s always marine issues and fisheries issues and we have an environmental review process going on at Raven Coal Mine (near Fanny Bay).” Duncan said he wants to work with the forest sector, which he says is on the rebound, and make some investments in the riding. He also said he has been mandated by

Prime Minister Stephen Harper to work on a B.C. solution to the halibut allocation issue. “It’s something I said I would do and I will be dedicating significant time and priority to that issue,” said Duncan. He added that finally securing a majority government, after two previous terms, shows that Canadians have confidence in Harper’s leadership. “I believe history will look at Prime Minister Stephen Harper with a kind eye,” said Duncan. “I believe the next four years will be a prosperous time for Canadians once we have a full recovery from the recession.”

Water main and service breaks were three and a half times greater than the city bargained for last year and wasted precious drinking water. The city has 290 kilometres of water main and sets a target of no more than 28 main or service breaks per year. Last year, the city went largely over that goal, experiencing 15 main breaks and 81 service breaks, according to the 2010 annual water report that evaluates the city’s progress. The city cannot accurately measure the amount of leakage in the distribution

A premature failure in the city’s infrastructure is the culprit. “Ongoing increases in the number of service and main breaks indicated that aging infrastructure requires replacement,” said Jenny Brun, city water supervisor, in a report to council. The water report states that the number of service breaks has been increasing for the past five years due to corrosion on aging copper service lines. The cost of replacing the aging water

infrastructure was not being recovered under last year’s rate/ user fee which was only sufficient to fund o p e r a t i o n s, m a i n tenance and treatment expenditures. Last month, council voted to increase its water rates. This year metered water customers will be charged $.40 per cubic metre, a difference of $.4 from 2010 and unmetered customers will play an annual flat fee of $156, a $12 increase over last year. “Although 2010 revenues were below required amounts, the actual operating costs came in under budget and were significantly lower than other similar sized communi-

ties,” said Brunn. Maintenance costs were under budget by $44,353 and in comparison to other similar sized communities, was 30 per cent lower than the average operation costs. In 2010, it cost the city an average of 59 cents to treat and deliver each cubic metre of water, which is above the current billed rate of 36 cents per cubic metre. Residential water consumption per capita was up last year, at 496 litres per person per day from 2009’s figure of 444 litres per person per day, although the water report notes 2009’s water ban is likely to have made last year’s figures artificially low.

Plane crashes into Sayward mountain, pilot found dead The investigation continues after a small plane crashed into Mount H’Kusam, last Wednesday, killing the pilot. Pilot Victor Andy Barbo, 56, a resident of the U.S., was found

PAUL RUDAN Two guns stolen from a Campbell River store last year were recovered in Courtenay last week during the arrest of a man. According to RCMP Const. Nicole Hall, a sharp-eyed officer spotted a suspicious vehicle parked in the 800 block of McPhee Ave. in Courtenay on April 26, around 9 p.m. Further investigation of the vehicle and driver resulted in the seizure of two loaded 9 mm handguns, a Baretta and a Glock. According to Hall, the guns were stolen from

During the early morning theft at Granlund’s, the culprits are believed to have used a stolen van which was backed up through the front glass window. Once inside, the culprits stole several weapons, fled and then ditched the van on Merecroft Road. Microbiology decision due Monday Feasibility of centralization of lab testing subject of three-monthold review KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The fate of lab services at Campbell River Hospital will likely be decided next Monday, nearly three months after a review into the feasibility of centralizing lab testing for bacterial infections was conducted. Vancouver Island H e a l t h Au t h o r i t y (VIHA) requested three microbiologists look into the consequences and advantages of removing microbiol-

ogy lab services, which help diagnose infections such as meningitis, out of both the Campbell River and Nanaimo hospitals. The review was conducted the second week of February, with doctors visiting medical staff at Campbell River hospital Feb. 11. At the time, VIHA said it expected the results of that review to come back within a few weeks but the timeline quickly changed to a couple of months. Val Wilson, spokesp e r s o n fo r V I H A , stressed the process was not delayed. “We anticipate receiving a written report from the reviewers soon,” said Wilson. But Dr. Aref Tabarsi, director of lab services at Campbell River hospital, said on May 9 the reviewers, VIHA executives and senior

Tabarsi said he is concerned it has taken so long to hear back but realizes it is out of VIHA’s hands as to when the reviewers will come back with their report. “I personally don’t want to be too optimistic but I would be very, very surprised if the reviewers recommend centralization to Victoria, based

on the conversations our medical staff had with the reviewers when they were here,” said Tabarsi. “Going by what they shared with us, I think it (centralization) would be unlikely but I can’t be sure.” Tabarsi said there is a good possibility not all three reviewers will be of the same opinion, making VIHA’s decision even harder. “The reviewers will set the tone and what they say will carry quite a bit of weight but it doesn’t mean that it will be final,” said Tabarsi. “The worst case scenario is all three reviewers will say centralization is not harmful to the patient and we in Campbell River would have a hard time fighting that, especially since we picked one of them. It would put us

After medical staff in Campbell River and Nanaimo argued that removing local lab services would impact patients, VIHA ordered a review. Record snow pack to inundate reservoir Near record snow pack conditions have forced BC Hydro to obtain per mission to operate John Hart Generating Station at full capacity all summer long. Hydro had received a variance from the Comptroller of Water Rights in February to exceed its licence until April but that date was recently extended to try and prevent reservoir impacts and discharging high levels of water down the Campbell River during the peak summer recreation fishery. “Little has changed since February and in fact the forecast has increased slightly with the near-record snow pack conditions,” said Stephen Watson, BC Hydro spokesperson. “The Upper Wolf River weather station is showing a snow melt to water equivalent of about 2,270 millime-

tres. “This is about 165 per cent above normal and the second largest on record. An average snow pack year is about 1,350 mm water equivalent.” BC Hydro considers the annual snow pack, along with about 50 years of inflow data, to forecast potential inflows into the Campbell River watershed. The Water Supply Forecast indicates the April to September runoff volume to be about 125 per cent of normal with a variance of about 15 per cent should it turn dry or wet. That forecast will be updated by BC Hydro around May 9 to reflect the latest basin snow conditions but it is expected to stay well above normal. The snow pack historically peaks at this time of year, and then begins to slowly melt

The Upper Campbell Reservoir/Buttle Lake is currently at 214.15 metres and drafting. It has been steadily declining since February when it was near full at 219.5 m. With the high water abundance forecast, Upper Campbell Reservoir/Buttle Lake and Lower Campbell Reservoir should hit reservoir recreation target levels for July and August, said Watson. “The challenge for BC Hydro is under some water inflow modelling scenarios,” he said. “The Upper Campbell Reservoir could exceed 220 m by several metres and inundate recreation sites and

incur shoreline erosion. River recreation, and particularly fishing, peaks in August to September with the pink salmon run. BC Hydro plans to operate John Hart at full capacity – at 118 Mega Watts given its age and operating thresholds from its original 126 MW capacity – or about 120 cubic metres per second (m3/s).” That operating level may take place up to July 4 when BC Hydro’s planned annual maintenance of the generating units will begin. With one of the three pipelines from the John Hart Reservoir always off-line, discharge levels will be reduced to about 80 m3/s, which is the level where the river is fully covered with water and fishing access is still challenging. River flows will slowly decline at the end of July but poten-

tially stay at around 50 m3/s through midSeptember. The water licence river flow targets in August are around 30-40m3/s. Given the water supply forecast, BC Hydro has not operated the Salmon and Quinsam Diversions that can divert water into the Lower Campbell Reservoir, said Watson. “The spring and summer temperatures, rate of the snow melt, and rainfall amounts are large unknowns,” said Watson. “For the fifth consecutive year this a far from average water supply year and BC Hydro will modify its operations as these challenging conditions develop over the next few months. “BC Hydro will continue to inform the community of any significant operational changes as it balances all water use interests.”

History-making election Now that the federal Conservatives have regained a majority government, it seems inconceivable that they had but two seats not quite one generation ago. Now that Michael Ignatieff is gone as Liberal leader, who would want the job? The once-mighty Liberals, who governed Canada for practically the entire 20th century, have hit such a low they will surely get any remaining humility necessary to correct an arrogance bred by too much success.

As surely as our political system needed a rightof-centre national party, which turned out to be the Harperized Tories, we need a centrist party to reflect moderate Canadian values. The Liberals will have to reinvent themselves without the aid of an ally like the Tories found in Reform. One positive development is the downfall of the Bloc Quebecois. The election of the first Green candidate in North America was the topping in a history-making event. Finally, congratulations to veteran political warrior John Duncan, who overcame heart surgery and the latest determined NDP challenger to repeat in our riding. – Black Press

Good point: Sea lice Re: “Support move to closed containment,” Brian Gunn, April 29, 2011 When Brian Gunn talks about the weight of evidence in the sea lice and salmon farming debate, he quite noticeably has to ignore quite a bit of key research that doesn’’t support his hypothesis. While he is correct that there is proof of interaction between sea lice, wild salmon and farmed salmon, the conclusion that well-managed farms do not kill wild fish is also a result of extensive research. Those papers include studies where, for example, lice were directly introduced to fish to see what level of harm they caused. From that we learned that only very small Pink salmon may be at risk from sea lice – and our farm management practices have been developed to address this specific concern. Mr. Gunn also doesn’’t mention two published studies that show that sea lice numbers have no correlation to wild salmon returns. One of those was a highly publicized piece released by the University of California Davis in December last year authored by Gary Marty, Sonja Saksida and Terrence Quinn. The other though, received much less attention despite its author: In October of 2010, Alexandra Morton, Rick Routledge, Amy McConnell and Martin Krokosek published a revised study addressing errors found in their original calculation which said sea lice would decimate pink salmon in the Broughton. With the recalibrated model, even their study shows no difference in returns relating to sea lice levels. In their Continued on A11

Justin Webb communicates in tears. That’s because he can’t talk, walk or even move. A spider web-like tumour has spread across his brain and has virtually cut off his motor functions. He can’t even swallow because the radiation treatments have a created a sunburn-like effect through his throat. He’s just 20 years old. He should have just completed his first year of school at the University of Northern B.C. He should be looking for a summer job, enjoying BBQs with friends, and hugging his girlfriend. Instead, Justin Webb is confined to a bed at Royal Jubilee Hospital in

Victoria where he undergoes daily radiation treatments to be followed by chemotherapy. A bag filled with a thick white liquid provides his daily nutrition. Several other bags of fluids and medication also hang by his bedside and are pumped into him through tubes. The room is filled with cards and well wishes from his family and many friends. His mom and dad, Diane and Art, are there too. “The tears are a good sign. That’s his way of talking right now,” says Art. Another good sign was last week’s MRI which shows the radiation has halted the tumour’s progress. Also encouraging for this young

man was the huge show of support for him on Saturday afternoon at Timberline Secondary School. For three hours, a few hundred people came through the cafeteria to support a benefit for Justin. They listened to live music, entered bids on the silent auction, had their photos taken and participated in a Minute to Win It contest. And, in the end, they had raised more than $12,000 to support Justin. But more important than the money was the outpouring of emotional support for Justin. He was hooked up to Skype and was able to spend a few hours watching the live bands and the many friends who took the time to express words

of encouragement. “He’s watching wide-eyed. He hasn’t even slept today,” says Art, who stayed in Victoria while Diane and daughter Michelle, along with her children, travelled back to Campbell River to be a part of the fundraiser. The entire family sends their thanks and appreciation for the outpouring of support for Justin. A more complete thank-you will appear in a future Heros and Zeros column. Suggestions included dropping the HST by a point (estimated cost $850 million) and offering more exemptions, on things like gym memberships or bike helmets. I liveblogged the event on Twitter, including a brief debate with former NDP MLA David Schreck about the fairness of these town halls. Schreck said there should be equal

time for a critic of the HST, otherwise it’s just government propaganda. Judging by the NDP’s latest line of questioning, town hall participants aren’t missing much. Their big point in the legislature was that if the HST is rejected, lowincome people would still get the GST credit. Yes, and the sun will continue to rise, but poor people will still lose a significant redistribution of income. You’ ll hear a lot about the HST in the next few weeks, with government and business advertising the merits of keeping it, and Bill Vander Zalm’s FightHST organization spending $250,000 of public money to continue its campaign of fear and ignorance. You could do worse than participating in one of these telephone town halls.

Town halls: Twitter for normal people These days the media never shut up about Facebook and Twitter and “viral videos.” In this year’s political madhouse, no candidate can be caught without a social media presence. So it surprises me that the breakout technology for public engagement turns out to be huge conference calls on the old landline telephone. “Tele-town halls” were first deployed here by B.C. Liberal leadership candidate George Abbott. He got such big participation that Kevin Falcon’s deep-pocketed campaign quickly followed suit. Premier Christy Clark is doing one Wednesday evening for her Vancouver byelection run. Falcon, the reluctant finance minister, is using the same method to ask for options on the harmonized sales tax. The public profile of these “taboo” diseases, however, continues to be low. There are more than 200,000 Canadians suffering from IBD. It is a painful and unpredictable disorder. There is no known cause or cure and the number of cases continues to grow. This year, M&M Meat Shops Charity BBQ Day is being supported by Amanda Holmes, daughter of Canada’s Most Trusted Contractor Mike Holmes. Amanda was diagnosed with Crohn’s as a teenager. “My dad is an expert at home renovation and construction.” says Amanda. “But when I was diagnosed with Crohn’s disease even he didn’t have the tools to fix me. 1 lb. (450 g) fusilli 2 tbsp. (30 ml) olive oil 2 cloves garlic – minced 1 tbsp. (15 ml) butter 1 tbsp. (15 ml) fresh basil – chopped ¼ (1.25 ml) tsp. dried thyme 2 c. (500 ml) fresh tomatoes – chopped 1 lb. (450 g) shrimp ¼ c. (62 ml) dry white wine ¼ tsp. (1.25 ml) pepper ¾ c. (175 ml) feta cheese – crumbled 16 Greek olives 2 tsp. (10 ml) snipped chives – for garnish Cook the pasta in boiling water to which you’ve added a pinch of salt and 1 tbsp. (15 ml) olive oil. While the pasta is cooking, make the sauce. Heat the olive oil in a large skillet and add the garlic and saute for 1 min. Next, add the butter, basil and thyme and cook a further 1 min. Add to the pan, the chopped tomatoes and cook for 2 min. Next add the shrimp, wine and pepper and cook for 1 min. then add the feta cheese and olives. Drain pasta and put in a large serving dish. Top with the sauce and sprinkle with the chives. Serves 4

One man remains in custody after a truck was used during two business break-ins Sunday morning. According to RCMP, officers responded at 5:50 a.m. to an attempted break-in at General Paint located at Discovery Harbour Mall. The culprits had tied a rope to the front doors and then attempted to pull them off using the truck. However, the attempt failed and they fled the scene before officers arrived. However, the vehicle had struck a concrete pillar in front of the entrance and physical evidence was left at the scene, according to Sgt. Craig Massey. Then, at 6:20 a.m., the same truck

was allegedly used to break into the Willows Beer and Wine Store on Rockland Road. This time the truck was able to back through the front entry and a quantity of liquor was stolen. Shortly later, a truck was stopped by police and two suspects arrested. Lorne Seitz, 46, of Campbell River is charged with two counts of break and enter, taking a vehicle without consent, and failing to comply with a court order. Roderick Jurriet is charged with two counts of breach of probation. He was released from custody and is due back in court on May 9. Seitz remains in custody after he was denied bail on Monday by Judge Brian Saunderson. His next court appearance, by video, is also on

Man pees on pump Police are looking for a man who urinated on a gas pump. The incident occurred shortly after 2 a.m., on April 26, at an unidentified gas station in the city. The suspect and another male then fled in a white Toyota SUV. However, one of the suspects dropped his pay cheque on the ground near the pumps. Police continue to look for the culprit.

Stolen truck found A stolen truck may have been used to commit other property crime, police say. The red 1996

Dodge pickup was stolen from the parking lot beside Discovery Pier on April 26. Later that day, the truck was found in the parking lot besides JJ’s Pub. “It is believed that this vehicle was stolen to commit other property crimes,” said RCMP Sgt. Craig Massey. On April 24, police responded to two thefts in the 100 block of McPhedran Rd. The initial report pertained to the theft of a 9.9 hp Honda outboard motor. The motor was found the following day and was returned to the owner. The second matter involved the theft of a Yamaha Kodiak quad. The quad had been rolled away from the residence, but was found a short distance away in a wooded area. Both incidents are under investigation.

Your chance for revenge is coming up on Thursday, May 12, 10 a.m. to 4 p.m. as Campbell River Crime Stoppers puts on its Third Annual Jail and Bail. This year, the event will be held on the Spirit Square front and centre for all to see. “Detainees” will be picked up, frisked and handcuffed by real RCMP officers, in real police cars and taken before our not-so-real judge, who will set their bail amount. We’ll keep them in our “cells” until they have enough money pledged from phoning friends, family members and colleagues. Once the required bail has been collected, a member of the Vintage Car Club of Canada will give them a ride back to work in a Model T, or a Model A, Packard, Lafayette or other classic car from the 1920’s through the 1950’s. Laura & Verne also enjoyed their retirement years together travelling in their ďŹ fth wheel trailer especially winters in Yuma, Arizona. A memorial tea for Laura will be held on Saturday, May 21, 2011 @ the Eagles Hall from 10 am to noon. In lieu of owers, the family requests donations are made to the Campbell River Hospital Foundation in Laura’s memory. Parking fees have been lifted from 41 provincial parks around B.C., and the provincial government will make up the $650,000 annual revenue in the environment ministry budget. Premier Christy Clark and Environment Minister Terry Lake made the announcement Tuesday at Mt. Seymour Provincial Park in North Vancouver, to mark the 100th HOMES WANTED

anniversary of the B.C. parks system. The parking fees have been unpopular since they were introduced in the first term of the B.C. Liberal government. The environment ministry says they brought in about $1 million a year, of which $350,000 went to general revenue with the rest going to fund park upkeep. Fine arts concert to benefit Japan There’s more to providing relief than just fulfilling physical needs by raising money for emergency supplies. Members of the local Japanese community are raising funds for tsunami victim relief but they also want to do something extra. “We want to cheer them up,” said Miyuki Matsuzawa, one of the organizers of “A Fine Arts Benefit Concert

for Japan” which will be held at the Campbell River Baptist Church at 2 p.m. on Saturday. In addition to the money raised, concert organizers hope to create a DVD of the concert to send to friends and relatives in the region of Japan stricken by the tsunami in March. Through the DVD, they hope to lift people’s spirits in the devastated region of the country. The effort

to recover from the devastation continues and the Japanese community of Campbell River and the Comox Valley has organized four fundraising events over the last few weeks to help alleviate the situation. “They are suffering over there,” Matsuzawa said. For Saturday, an afternoon of music has been organized involving talented young

Campbell River musicians and dancers. The region’s Japanese community still has strong ties to their homeland and felt they needed to do something to help not just physically but on an emotional level as well. “We still have a connection,” Matsuzawa said. All donations raised at the event on Saturday will go directly to the Canadian Red Cross.

The Campbell River Arts Council is offering a unique opportunity for writers to attend a series of workshops with one of Canada’s finest young poets Matt Rader. Rader is offering the Arts Council a series based on the overall theme of Writing Life. He says: “How do we write about our lives and how are our lives different when we write? How do we encounter other lives in our writing and introduce our lives to others? How does a poet know how her lines should be arranged or a fiction writer decide to tell his story as series of flashbacks? What are the advantages and disadvantages of planning the shape of your writing before you write? Bears bite Jr. Ravens in opener After falling behind 3-0 in the first period, the Junior Ravens lacrosse team battled back in club’s home opener of the season. But it wasn’t quite enough as the Ravens fell 7-5 to the Westshore Bears on Sunday afternoon at the Rod Brind’Amour Arena. The Bears dominated the opening 20 minutes as the young Ravens – the team has 10 rookies – seemed a bit apprehensive. The score could have been worse, but Ravens’ goalie Logan Down made a number of quality saves. However, with the opening period jitters out of the way, the Ravens’ offence got in gear. Hayden Smith scored at 1:11 into the second period while Eddy Lawson tallied the second at the 2:50 mark. Five minutes later, Tyson Fair tied the score. But then Westshore answered with two more markers to take a 5-3 lead heading into the final frame. The third period started with a goal from the Bears, but the Ravens quickly came back with Continued on Page 35

Carihi edges top seed Carihi Senior Girls won their second tournament of the season with a well-earned 2-0 victory over North Island Senior Secondary School this past weekend. The greatest success story of the Sixth Annual Interspor t Tournament this year was perhaps not the actual win but the number of Carihi teams involved. The school was able to put in three teams, their Senior team, Junior team and Recreation team. In all, more than 50 girls were involved in the tournament. The Senior Tyees met their strongest competition in the opening game. They enjoyed an excellent encounter with Brooks of Powell River. The game provided a taste of their re-match in the league on Tuesday. Currently, Brooks stand atop of the local school league and remain undefeated in league play. The Tyees went on to win this Cup game 1-0 in the dying minutes after Ayla Akehurst pounced upon a loose ball from the Brooks keeper after a strong cross from Claire Pomeroy. The win was just about deserved as the Tyees had dominated possession in the second half and had missed numerous chances in the first 35 minutes. The first half saw some of the best passing this season from Carihi thanks to the unselfish work of Jamie Tillapaugh, Haley Craddock and Akehurst in midfield supplying opportunities for forwards Pomeroy, Razza and Morgan Breeze. The second game of the day saw the Tyees defeat Highland of Comox 6-0. It seemed the victory over Brooks had provided a welcome confidence boost and the Tyees passed the ball with purpose and intent throughout the game. Defenders Taylor Marsh, Jocelyn Cormier, Kelly Wunderlich and Talise Lindenbach had strong games. Day two saw the Senior girls defeat Shawnigan Lake 2-0 in the morning. This victory put the girls into the final against North Island Senior Secondary. NISS also went into

the final on the back of three straight victories, defeating Carihi Recreation team 6-0, Carihi Juniors 2-0 and Mark Isfeld 4-2. The championship game saw the Tyees retain the Intersport trophy thanks to a 2-1 win on goals from Wunderlich and Pomeroy. The Carihi Senior MVP went to Wunderlich, The Carihi Junior award went to Jenna Manners and the Carihi Recreation team MVP went to Jamie

Playoffs This coming Thursday and Friday, Carihi hosts the Junior Girls North Island Championship. The Junior Tyees play their first game at 11:30 a.m. The top four will proceed to the Island Championship hosted by Mark Isfeld on May 12-13.
