She relayed her suspicions to her foster daughter Joyce Lachance, who lived in Port Coquitlam, “She said ‘I know a guy by the name of Willie. He has pigs and he has a chipper on his farm. I can take you there blindfolded.’”

They drove that night to the Pickton far m, where a sign warned “Pit bull with AIDS” and Lachance was too scared to leave the car. Perched atop the fence, Frey was just a stone’s throw from the remains of her missing daughter – although confirmation wouldn’t come for another five years, when searchers found Marnie’s right jaw bone and four teeth on the farm.

“We were right all along – she was on the farm.” Frey said she told her suspicions to Vancouver Police Dept. Const. Lori Shenher, who gave her “heck” for climbing the fence but promised to investigate. Several more women would die on the farm before the RCMP searched it for illegal guns in February of 2002 and then arrested Pickton for murder. Continued on Page A3

A hearing to determine essential services in the event CUPE city workers go on strike is complete but the union and the city are no closer to a deal, says CUPE vice-president. The three-day hearing which included CUPE representatives, City of Campbell River managers, and the BC Labour Relations Board, wrapped up Monday. “We met to establish what would be an essential service – for example, RCMP and drinking water,” Laurence Amy, Vice-President of CUPE 401 says. If CUPE does decide

to strike, under the essential services deal, workers would still be required to provide agreed-upon services. RCMP support staff such as prison guards and records clerks would likely still be on the job, Amy says. The Vice Chair of the Labour Board will gather all the information from the hearing and make a final decision on what services CUPE would still be responsible for if the union goes on strike. CUPE workers have been without a contract since 2009 and have met regularly with the city and mediator Debbie Cameron since September. Despite ongoing

talks, Amy says the union and the city are still between $135-and$150,000 apart on a four-year deal. “It hasn’t gotten any closer,” Amy says. CUPE is asking for inflation-type wage increases and stable working hours. Amy says he was surprised to see the city send 20 managers to sit in on last Thursday’s meeting between the two sides. CUPE sent one employee, one national representative and five witnesses who did not attend the entire meeting. “They sat there all day, doing nothing,” says Amy. Mediated talks between the two sides

resumed Tuesday, with no further talks scheduled. Amy hinted last week that if things did not go well at that meeting, CUPE may file for 72-hour strike notice. Union members voted 88.3 per cent in favour of strike action more than one month ago. Meanwhile, more than 80 CUPE workers spent their lunch hour on Monday holding an information line and walking the streets near the Do gwood Operations Centre, holding signs and waving flags to show solidarity. Several passing motorists honk their horns in support of the workers.

Chamber demands clarity from VIHA The Campbell River and District Chamber of Commerce is demanding better communications and c o - o p e r at i o n f ro m the Vancouver Island H e a l t h Au t h o r i t y (VIHA) regarding planning for the new Campbell River hospital. “A lack of transparency and commitment and ineffective communications on behalf of VIHA has led to misunderstandings and has under mined trust,” said Colleen Evans,

Chamber Executive Director. The Chamber has written a letter to VIHA reiterating that the Chamber has consistently informed the health authority of the need for effective and transparent communication to ensure the community is wellinformed on a timely basis of the progress and plans for the new hospital. “For our efforts we have endured lack of clarity from VIHA

while the Comox Valley Regional District Hospital has received clear details of acute care services, size, and number of operation theatres, amenities and facilities for its new facility,” said Gary Thulin, Chamber President. VIHA’s communications imbalance is distressing because the new hospitals were proposed and presented as parallel projects in terms of timing for construc-

tion. However, many of the details lacking in the Campbell River/ Strathcona Regional District Hospital project have already been clarified with respect to the Comox Valley Regional District Hospital project, the Chamber states in its letter. The inquiry is probing why police failed to catch Pickton much sooner and what can be done to prevent similar tragedies happening again. “If a civilian – an old person like me living in Campbell River – can figure out there’s a farm, how come the police can’t figure out there’s a farm?” Frey demanded. A Vancouver Police Union lawyer disputed some of Frey’s claims under cross-examination, saying Shenher has no record that Frey reported visiting the Pickton farm.

The lawyer asked whether she could be mistaken about reporting it to Shenher or perhaps that her trip to the Pickton farm did not happen in 1998. “I think there’s a big cover up here,” Frey responded. “I know what I did. I know I went on the farm.” Frey told the inquiry she believes police failed to take the cases of missing women seriously, adding she felt “lost, empty, like I was garbage” after being turned away by police who suggested Marnie had merely taken a vacation. She also testified authorities improperly cremated her daughter’s remains, leaving her an urn containing “chunks.” Frey was the first of several relatives of murdered women expected to testify this week.

Cawley is also upset with the city because she knew nothing about the land being zoned for heavy industrial use in 1998. She simply noticed a sign on the property saying heavy industrial after it was done. “I don’t remember anything going on to that nature (a public hearing), if there was signs posted or things in the paper, I don’t remember seeing anything,” said Cawley. Her neighbour Koreen Matheson has lived in the area since 1988, and says she too remembers nothing about a public hear-

City land use manager Ross Blackwell said a public meeting would have had to be posted in local newspapers letting residents know, but that sometimes people don’t see the postings so don’t know about the public hearings until it’s too late. While he said he sympathizes with the residents in the area, he said there’s nothing the city can do from a regulatory perspective. “At the end of the day, in a case like this one where there’s a per mitted zone in place with a range of permitted uses, provided that the activity is occurring there in a way that doesn’t contravene any of our regulations bylaws, it’s fine with the city, not to say it doesn’t realize that noise for adjacent residents could be a concern for them,” explained Blackwell, who confirmed that heavy industrial zoning has no restrictions on noise.

Richard Harry elected Homalco chief on the weekend Chief Richard Harry has been re-elected by the Homalco First Nation. Harry garnered 125 votes while his challenger Andy Paul Sr. had 69 votes. Mary-Ann Enevoldsen received the most votes among councillors with 99 while Darren Blaney was a close second, elected with 91 votes. Bill Blaney was elected to council with 78 votes and Alison Trenholm was re-elected with 75 votes.

A total of 198 ballots were cast in Saturday’s election. There were four spoiled ballots for chief and two for councillors. Winter demand line shows all indoor use - including toilets and showerheads. Summer demand increases with all outdoor uses, but 80 - 90% of the increase is due to lawn and garden irrigation. Peak periods between 4 to 7 a.m. and 7 to 11 p.m. are primarily due to sprinkler use on lawns and gardens. The sprinkling ban in 2009 reduced summer peak demand from over 1200 litres per second to 400 litres per second. Lawn preparation in spring will reduce the need to over water during hot weather: Aerate, lime and increase shade by planting shrubs and trees. Raise the lawn mower blade to 3 inch, water 1 inch or less per week to encourage deeper, healthier roots. Use timers to move your watering away from peak periods. Naturescape, xeriscape, use microirrigation or drip irrigation.

Occupation awakening The protesters occupying financial districts around the world are expressing a growing frustration that governments and their financial policies are losing touch with the people they’re supposed to serve. The protests have since spread to countries where years of corruption or short-sighted policy have put economies in peril, costing people their livelihoods, darkening the prospects for future generations. It might be easy to dismiss such concerns in Canada, where the economy and unemployment levels have been fairly stable since the last recession. The thousands of protesters who filled Robson Square in Vancouver and Bay Street in Toronto on Saturday petered down to a few hundred on Monday. But our politicians should pay attention. The gulf between the haves and have-nots is growing.

Everywhere. For most working people, wages have stagnated over the past five years while the cost of living continues to soar. In Metro Vancouver, a litre of gas costs 25 cents more than it did in October 2010. That 22 per cent increase eventually trickles into everything we consume. The middle class is the foundation of economic and political stability around the world. While most of that middle class may not be downtown sleeping in tents this week, their own fears and frustrations are being awakened by the occupiers. – Black Press

Good point: Fish farms I think that the published letters from the opponents to salmon farming miss two points, though I share their concerns for the health of the wild fish. The first point is that if we are to be able to feed the burgeoning human population it is essential that we must farm fish as we do cattle, hogs, sheep and chickens. This morning I saw an item in the news that the human population will reach seven billion by the end of this month, and a large part of that population is close to starvation. The second point I see is that the problem is not salmon farming per se, but the open pen system in use, which means that the wild salmon are effectively exposed to all the effluent and pathogens from the farmed fish. With the exception of the huge cattle ranches, our domestic livestock are generally segregated from their wild counterparts. Perhaps the advent of Mad Cow disease in the buffalo herds of the Wood Buffalo National Park might have been due to contact with infected ranch cattle. If that were the case, it would point out the danger of raising farmed livestock, including fish, in the same area as their wild counterparts. I look forward to reading of the success of the closedpen fish farms, and hope that it leads to all farmed fish being raised in isolation from the wild fish. Doug Millar Campbell River

It’s been a long road towards ‘community living’

My first glimpse of B.C.’s care system for developmentally disabled people was as a teen in the early 1970s. My grandfather brought me to his workplace, Tranquille “school.” The Kamloops institution that began life as a tuberculosis sanitorium in 1907 was by then converted to warehouse a different group of society’s outcasts. Tranquille would hit the headlines a decade later, when Human Resources Minister Grace McCarthy announced that she was enacting a plan, years in the making, to close such places. Tranquille, with 323 inmate-patients and 675 staff, would be first. The B.C. Government Employees’ Union began an occupation of Tranquille buildings the next day, expelling managers. The sit-in lasted three

weeks, joined by Tranquille’s 120 psychiatric nurses, before staff agreed to work on the system that would replace it a year later. Some patients did go back to their families, with support services. And today B.C. has a network of 700 group homes, essentially smaller institutions. Their province-wide union contract was just renewed under the B.C. government’s “net zero” wage mandate, with an additional $18 million to enroll employees in dozens of contracted agencies to a pension plan for municipal employees. Lobbying and court action have forced expansion of provincial services to those diagnosed with autism and fetal alcohol conditions. People with Down syndrome and other dis-

abilities now live much longer, to the point where some develop dementia as well. Stephanie Cadieux, the latest minister of what is now called Social Development, has asked for a multiministry examination of the adult care agency, Community Living B.C. As CLBC’s budget rises past $710 million, there are services from the health and children and families ministries going to disabled people as well. The political focus has been on CLBC’s closure of 65 group homes with only 200 residents, and its push for adult adoptions rather than institutions with shift workers. This is true “community living” that should be established where

practical, with appropriate inspections. Cadieux says CLBC’s internal service quality advocate has a high success rate resolving family complaints. A toll-free line has been set up to direct service issues to a new client support group. On Friday Cadieux announced that a bonus program for CLBC management has been terminated. “In a people-first organization like CLBC, an incentive plan based on targets and measures is, quite simply, not appropriate,” said a statement from the ministry. No targets or measures. As Premier Christy Clark was recently reminded on health care, even talk of defined cost control is too politically risky.

In his mind, the effectiveness of such individuals diminishes over time as their ability to see objectively, narrows. The result is disengaged constituents who become alienated by leadership that no longer represents them, or the majority of residents, on a wide range of very important issues. It is a sen-

timent that has been echoed repeatedly to me over the past few weeks leading up to the submission of nominations for the Regional Director of Electoral Area C of the Strathcona Regional District. It is one of the reasons why I chose to run for office.” O’Connor says his campaign for Regional Director is supported, but certainly not controlled by, local First Nations. “I am very proud of the relationships I have with these communities and the many friends that have pledged support for my campaign. I am however, not a ‘band’ candidate and do not speak for the First Nations I provide services to – this is the responsibility of the elected chief and council. My support extends well beyond the First Nations population to include many Island residents with varying

It is the very foundation of any good relationship and is one of the many reasons why I am delighted to call Quadra Island home. When I first arrived more than 30 years ago, Quadra Island was a thriving community that offered residents a myriad of opportunities that supported the diversity of lifestyles, economics and recreational activities associated with a multi-generational population. “We have to come together and reevaluate our community goals and objectives to ensure we have a com-

mon vision that will sustain the longevity of our cherished rural lifestyle. “In the coming weeks I hope to have the opportunity to meet you and talk about the lands and waters of Area C and how we can improve local gover nment with a focus on the development of infrastructure and the securing of new funding sources. Campbell wants to get in the game Sterling Campbell announced his candidacy for Campbell River city council. After taking early retirement Sterling and Judy moved to Campbell River as a vanguard of “boomers” looking for a less harsh climate to retire in. Shortly after relocating here, Sterling j o i n e d t h e a c t ive retiree group dedicated to attracting retirees to Campbell River. When the project concluded, Sterling was invited to other B.C. communities to share our story. “Other communities are building on our success,” he said “we should be in the game, not on the sidelines.” As a member of the Campbell River Common seniors group, Sterling believes that the time has come for council to petition the federal gover nment seniors program for funds to keep the program viable. Whether putting a new roof on the Walter Morgan shed or joining the Rotary Beach

In the long run this will allow agingin-place and freedom to live in whatever area of Campbell River one so chooses. Aging-inplace can happen, and will be a highly achievable improvement for our City. The third will be to support Coun. Andy Adams and others with their views on fiscal management styles used by City Financial Managers. The fourth will be to determine if indeed our city has become top heavy with managers. If this is correct, it must be determined which managers are redundant or inefficient and make staffing adjustments accordingly. “Let’s work together, you and I, towards an improved and efficient Campbell River: a Campbell River which embraces and welcomes business ingenuity, initiatives and growth.” In 2005, Le Pas first ran for city council: an unknown who garnered the vote of 887 Campbell Riverites. Incumbent remains excited and passionate about serving Warren Harle began his 33-year teaching career as a grade 6 teacher in Alaska. Nine years later, he immigrated to Prince Ruper t, where he served for six years as a principal and director of instruction. The move was a career and life changing decision. That’s where I also became a foster parent of 28 children that spanned 15 years. He then moved to Campb e l l River a n d served as a principal at Southgate, Carihi a n d Warren S a y - Harle ward schools and has been a resident of Campbell River for 35 years. Following retirement, Harle became the owner of an ocean kayaking enterprise, and he commercially salmon fished with his two oldest sons. Before long, his first of 14 grandchildren entered kindergarten and rekindled his need to again be involved in the shaping of our schools; thus, his first term as a trustee. Stage veteran directs female Odd Couple

ivercity Players is off to a riproaring start with its 2011/2012 season for two reasons: First of all, Ruth Nichol, long time star of the Vancouver stage, is going to direct the first play. Secondly, the play they have chosen, The Female Odd Couple, is a comedy written by Neil Simon, the most commercially successful playwright in theatre history. Nichol was very impressed with the actors who turned out for auditions. “I could have cast the play twice over,” she enthused. “There is so much talent in Campbell River.” Nichol herself received compliments about her own talent from some serious theatre critics: “Ruth Nichol is one of the funniest women on the Canadian stage” said Richard Ouzounian of The Toronto Star. “Ruth Nichol is to be admired for her resourceful, versatile, comic flair” wrote Jamie Portman of the

Nearly everyone remembers the hit TV series The Odd Couple with Jack Lemmon and Walter Matthau, about a prissy, neat freak and a sloppy, disorderly, poker playing messer who shared the same apartment. It was based on Simon’s Broadway stage play and it also became a successful film. It was such a success, in fact, that in 1985 Simon revised it and did a female version of it called The

Female Odd Couple. Trivial Pursuit takes the place of poker games, but the questions and answers add hugely to the entertainment. This also was a Broadway success with Sally Struthers and Rita Moreno in the lead roles. Nichol has also done the play on the professional stage. “It is a fantastically funny script and I am looking forward to doing it with such a talented cast,” she

says. Nichol is now semiretired and living in Campbell River. The Odd Couple (Female Version) will run at the Tidemark Theatre Nov. 16-20 with matinees at 2 p.m. on Saturday, Nov. 19 and Sunday, Nov. 20. City calls for election workers Election officials are needed to assist with the 2011 municipal election set for Sat., Nov. 19, 2011. “We need officials to assist at each polling station,” says Chief Election Officer, Peter Wipper. Workers will help with voter registration and handing out ballots and overseeing the voting station. Workers are needed for advance polls on Nov. 9 and 16 and on election day Nov. 19. Peewees clip Eagles The Booster Juice Peewee B Tyees returned to Port Hardy for a rematch with the Tri-Port Eagles over the weekend. The game was very spirited and picked up where the previous weekend’s matchup had ended with very physical play being brought to the Tyees by the hometown Eagles. The Tyees maintained their focus and played very disciplined hockey, sticking to the gameplan laid out by head coach Bob Holt, which kept the team from getting drawn into any penalty trouble early on. Leading the way was goaltender Dominick Bellefleur making several key saves with back up from solid defensive players Steven Sauer,

Troy Macdonald and Brady Kratzmann. This defensive play gave the Tyees the early momentum, resulting in the Tyees dominating the shots on goal and forcing the Eagle’s netminder to come up with a number of big saves. Eventually the Tyees solved the goaltending mystery when Jacob Hartley potted the game’s first goal after stealing the puck off of an Eagle defenceman deep in their end. The Tyees then got another unassisted goal from Daniel Gilson building a 2-0 lead early into the second period. Less than a minute later, Tri-Port stormed back and brought themselves within one. The Tyees responded with quick shifts and some heads up passing opening up the ice for

The game remained close until the 10 minute mark of the third period when Jacob Hartley scored his second, a shorthanded goal, while the Tyees were killing off an Eagles two-man advantage by taking a beautiful breakout pass from Brayden Davidsen, splitting the Eagles defence and sniping one past the Eagles’ netminder. The Tyees would add one more and come home with a convincing 5-2 win. Local runners shine at Miracle Beach The River Runners Running club hosted the Miracle Beach 10K and 5K races on Sunday October 16. 153 runners participated along with 44 children

in the Kids Fun Run. The 10K race was won by local runner Mark Cryderman in 33:25. He was followed by Campbell Riverâ&#x20AC;&#x2122;s Ernie Lucas in 35:46.

Driver flees after vehicle accident over embankment A Pontiac van went off a 30 foot embankment near the intersection of Quinsam and Nursery Roads at 11:10 p.m. this past Friday. Police, fire and ambulance responded, and extracted two passengers from the vehicle. They were taken to Campbell River hospital where they were treated for minor injuries. Investigators learned that the driver had fled the scene on foot and are still looking for him. “It’s still outstanding and they know who the driver is,” said RCMP Sgt. Craig Massey. “He’s just, I think, avoiding us at this point.” Massey said it’s unknown whether alcohol was a factor in the accident.
