A look back at the 60s, 70s, & 80s
While we’ve been smoking weed for more than a thousand years, there was a short period of time in history that saw cannabis jump from the unknown and into the mainstream. From the 1960s to the 1980s, weed went from a prohibited substance to a symbol of counterculture, paving the way for the more accepting attitudes of today. These attitudes transcended borders—there wasn’t just a shift in the U.S. and Canada, but around the world. We’re looking back at these three milestone decades in weed culture, from the new and open views of the 1960s to the social pushback of the 1980s.
The 1960s
The 1960s was a decade of change and social transformation, fueled by major movements like the push for civil rights and opposition to the Vietnam War. Conservative norms were challenged, and new countercultures began to take root. Across the world, cannabis evolved with this social change.
New attitudes towards cannabis
In the early 1960s, cannabis was largely viewed negatively. The U.S. government had campaigned against the plant since the 1930s, portraying it as something dangerous that could lead to crime and moral decay. Through the 60s, these perceptions began to shift—especially in younger generations, as influential figures emerged and championed its use, and it was seen as a way to break from traditional values.
Globally, attitudes towards cannabis were shaped by a mixture of colonial legacies and local traditions. In many parts of Asia and Africa, cannabis had been used for
centuries in traditional practices. However, Western colonial powers had imposed strict prohibitions, branding it as a dangerous narcotic.
A new underground & a new mainstream
While weed use was still heavily stigmatized, it boomed in the underground scene in cities like New York and San Francisco, which became gathering points for artists, musicians, and activists. Famous psychedelic bands often alluded to weed in their lyrics, pushing it into the public eye.
Two events stand out as defining moments for 1960s weed culture. The Summer of Love in 1967 in San Francisco and Woodstock in 1969 in Bethel, New York drew tens of thousands of people, with attendees openly smoking weed as a gesture of solidarity.
Weed also thrived outside of the U.S. In Amsterdam, businesses discreetly offered cannabis, laying the groundwork for the city’s future coffeeshops.
In Jamaica, the Rastafarian movement intertwined cannabis with their cultural identity. In places like India and Morocco, established and ancient traditions of cannabis continued to flourish, but often still in clandestine settings—especially with the UN’s 1961 treaty, the Single Convention on Narcotic Drugs, which classified cannabis with hard drugs.
The 1970s
The 1970s witnessed the mainstreaming and globalization of weed. As the counterculture ideals of the 1960s spread, cannabis began to gain a foothold in new circles—despite ongoing legal challenges!
Going mainstream
The 1970s saw a more nuanced public attitude towards cannabis. While still illegal, there was a growing acceptance of its use, particularly among the middle class. The decade also witnessed the emergence of a pro-cannabis political movement. Organizations like the National
Organization for the Reform of Marijuana Laws (NORML), founded in Washington DC in 1970, advocated for decriminalization and fought against harsh penalties for possession.
In the Netherlands, more tolerant legal policies in the 70s allowed for regulated cannabis use in designated spaces: giving us the famous Dutch coffeeshops!
A cultural milestone
The underground scene began to branch out, with the creation of weed clubs, publications, and even public protest smoke-ins . In 1974, a new platform appeared for cannabis enthusiasts around the world to share information and stories: High Times magazine. Today, High Times is bigger than ever, hosting multiple cannabis cups every year.
The film industry hopped onboard: stoner humour not only started to appear on the big screen, but was also immensely popular. These films helped demystify cannabis, which many people had only previously
known through anti-drug campaigns. From Jamaica, reggae music and its deeprooted connections to cannabis gained even more international recognition.
The 1980s
With the 1980s came a crackdown on cannabis, influenced not only by the Reagan administration’s War on Drugs, but similar initiatives around the world. Despite this, cannabis culture kept on rolling!
Legal challenges
Under President Ronald Reagan, the U.S. government adopted a zero-tolerance policy towards drug use. The Anti-Drug Abuse Act of 1986 introduced mandatory minimum sentences for drug offenses, including cannabis possession. This aggressive stance lead to a resurgence of anti-cannabis attitudes.
This influence spread across the world, and many countries adopted similar anti-cannabis policies—but some countries were mostly unaffected! In the Netherlands and Spain, more liberal views
towards weed overcame the global stigma by focusing on harm reduction rather than punishment. This helped create a model for future legalization efforts everywhere.
A new cannabis culture
In the 1980s, music was a huge platform for weed culture. Hip-hop began to dominate, especially in New York City, with many of the most popular artists referencing cannabis and its role in their communities in their lyrics. Throughout the 80s, several standout comedy movies showed the lighter sides of weed, leading to the wave of stoner comedies that took the 90s and early 2000s by storm.
A legacy that stands today
Thanks to the effort of movers and shakers throughout the most formative years of weed, we’re reaping the benefits now. The countercultural roots of the 1960s, the mainstreaming efforts of the 1970s, and the defiant spirit of the 1980s gave us the legalization we might take for granted now—so let’s give them all a big thank you.

Most weed features one or both of the two wellknown major cannabinoids: THC and CBD.
