BC Coroner announces Zinser inquest The BC Coroners Service has announced a public inquest will be held into the death of Justin Larry James Zinser. The inquest will take place from Aug. 27 through 30, 2013, at the Williams Lake Court Services building in Williams Lake, and is a formal process that allows for public presentation of evidence

relating to a death. Mr. Zinser, aged 23, died on Sep. 24, 2011, after being shot by an RCMP officer at Nimpo Lake in the Chilcotin area of BC. Presiding coroner, Donita Kuzma, and a jury will hear evidence from subpoenaed witnesses to determine the facts surrounding this death. While the jury may not, by law, make

any findings of legal responsibility, it will have the opportunity to make recommendations aimed at preventing deaths under similar circumstances in the future. A public inquest into the death of Blaine Conrad Sargent is scheduled to take place from May 6 through 10 of this year as well in Williams

David DeRose will be returning to the district after working in the same position for Gold Trail School District since August 2010. SD 27 Superintendent Mark Thiessen said DeRose has also previously worked as Vice Principal of 100 Mile House Junior High, Principal of Likely, Tatla Lake and Naghtaneqed Schools as well as principal of the Lower Nicola Indian Band School in Merritt, B.C. “We look forward to Dave being a valuable addition to the First Nations Department in School District 27,” stated Thiessen.

Negotiations resume Angie Mindus Cariboo Advisor The City and its employees' Union went back to the bargaining table this week after talks broke down last week. In fact, the relationship was so strained it prompted the mayor to issue a verbal talkingto to City employees through a media release. Mayor Kerry Cook said the strike has clearly inconvenienced citizens, leading to the shutdown of all programs at the Cariboo Memorial Complex during the upcoming Spring Break. She further admonished employees and Union reps for personally “attacking management” in local media. “The Mayor and Council regret that the Union has chosen to undertake a campaign of personal insults and misinformation, attacking City management, our negotiators and the Council,” Cook stated last Thursday. “Management and our negotiating committee have the full

Fire protection is considered an essential service, however administrative duties are affected at the fire hall and police department.

New legislation promotes area-based licences The Liberal government announced Forest Act amendments last week they say will help improve forest stewardship and support community resiliency in mountain pine beetle impacted areas. The legislation fulfills recommendations made by the Special Committee on Timber Supply in their August 2012 report. The legislation proposes a new section 34.1 be added to the Forest Act that will create the ability to convert volume-based forest licences to areabased tree farm licences at the minister’s invitation. Invitations will be publicly advertised, and applicants must make their application for an area-based licence available for public review and comment for at

least 60 days and indicate how they have incorporated public feedback before submitting to the minister. The minister may reject an application if the best interests of the public are not met. This summer, the ministry will consult with the public on the evaluation criteria and use the results to refine policy before the first application for a conversion to an area-based tenure occurs. The government says supporting area-based tenures has a number of benefits, such as creating an incentive for licence holders to make enhanced silviculture and infrastructure investments that will improve the mid-term timber supply. As with other forms of forest licences on Crown land,

public consultations on forest stewardship plans and timber supply reviews are required on any new area-based tenures. Another important legislative amendment will create a supplemental forest licence, which ensures wood fibre can be obtained for bioenergy, pellet producers and secondary manufacturers by providing greater fibre security for licence holders. The legislation will also create the ability to establish sustainable maximum harvest limits on the amount of low-grade timber credited to a non-sawlog facility. The government says this will ensure access to lowquality timber but prevent overharvesting. A number of related and consequential amend-

ments are also included in the legislation, such as creating regulationmaking powers.

Director by Becky Strickland, the cast of 12 and crew of more than 15 have been pouring their hearts and souls into the production four days a week since auditions finished back in November. “They do it for the love of theatre and entertaining,” Strickland said of the local cast and crew, many of whom are either new to the stage or the theatre company. “That's the kind of dedication I'm working with.”

The calibre of music is so high … (but) there are a lot of talented singers in this town, and I'm lucky to have worked with some of the best.” Little Women is a literary classic set in the 1860s and tells the tale of a family of four sisters whose father is away serving in the civil war. Strickland said Little Women is a story she grew up with and believes theatre-goers

Cariboo Cadets welcome visiting corps. 3064 Army Cadets from Williams Lake are gearing up to host 30 cadets and three officers from 3034 Army Cadet Corps in Browns Flats, New Brunswick from March 1st to March 5th. The weekend is part of an inter-corps exchange program available in the Canadian Cadet Movement where cadets get to visit different parts of the country and experience local culture. The Williams Lake Army Cadet corps travelled to Botwood, Newfoundland in February 2012; and now it is their turn to play host. The cadets and staff arriving from New Brunswick will receive a whirlwind tour of local attractions and sites including the Eagleview Equestrian Centre, Western Museum, Discovery Center, Scout Island, and culture experiences with local First Nations groups. TRU North Camp Cook Graduation! Congratulations to the graduates of the TRU North Camp Cook Program. The Graduation took place at the Cariboo Bethel Church in Williams Lake. The students cooked a spectacular 3 course lunch for friends and family who had come to support them. There were 9 successful graduates all taught by the amazing Chef Laura Tremblay. Barbara Evans, Lorna Frank, Mary Hink, Patrick Kenny, Sandra Rosette, Flora Stump, Brian Vining, Rhonda Walker and Alexander Watt all graduated proudly. The ceremony started off with a traditional aboriginal song and dance performed by William Mansell. Dr. Ray Sanders Executive Director of Community U & the Williams Lake campus handed out certificates and words of recognition to the graduates. The Camp Cook Program was entirely funded by the Ministry of Advanced Education as a part of the BC Jobs plan and was tuition free for students. Students were required to complete Foodsafe level 1, First Aid level 1, and their WHMIS certificate prior to beginning in the kitchen. The ten week course is designed to teach students the skills to cook in a camp or restaurant setting at an entry level. Students had to design menus, prepare orders and be cautious of their time management skills. All students practiced set up, inventory and budgeting. They were taught to cook healthy meals that included a balance of protein, starch and vegetables. Chef Laura pushed her students to try new things and work towards developing a person style of cuisine.

Horse meatballs A food scandal has hit Europe this week that’s pretty tough to swallow. Quantities of horsemeat have been found in beef-labelled products throughout Europe, with Ikea’s

meatballs being the latest food to be identified as having been made with horsemeat. Oddly enough, the scandal has Canadians increasing their consumption of the meat with restaurants in

Quebec reporting a bump in demand. Countries in Europe have long dished up horsemeat, however horse-loving Canadians see the animals more as companions in the field rather than on the

plate. Yes, the whole scandal reminds us yet again why we need to keep our food sources close. I mean really, what’s next, cat cutlets? Coyote kabobs?

Another useless government body It is hard to believe that in this day and age, particularly considering the country’s delicate economic state, that we allow the Senate to exist. Even by Canadian standards, our complacency on the matter is quite shocking. The latest goround with our senators involves creative expense claims -- to the point where finally, after weeks of denial and “how dare you suggest such a thing” comments to the media, former journalist himself, appointed Conservative Senator Mike Duffy was forced to admit last week that he may have “made some mistakes” on his expense claims. Seeing Duffy reverse his stance and admit his wrongdoing on TV was painful to watch,

but will likely have the desired effect he was looking for -- to put all of the accusations behind him, and deflect that harsh media spotlight off of all the other cronies, oops we mean senators, and their expense claims. Let’s face it, at the end of the day they just don’t want to give up such a great gig. Other Conservative senators caught up in the controversy include Senator Pamela Wallin from Saskatchewan and Senator David Patterson from Nunavut. And, let’s not forget Independent Senator Patrick Brazeau, who is currently under investigation for criminal charges and still getting paid. So what exactly is the Senate, you may wonder?

Well, the Canadian Senate is the second Chamber of the Canadian Parliament, but is essentially powerless and irrelevant. Senators are appointed by the prime minister and serve until they reach the age of 75. Senators must approve all legislation before it becomes law, however since they are not elected by the people -- they pretty much would never dare to reverse or change decisions of the democratic House of Commons. Considering the Canadian government has been dishing out many harsh spending cuts over the last few years, it is a very bitter pill to swallow when one sees this kind of waste in our system. There are currently 105 Senators on the

government payroll, whose base annual salary as of 2010 was a reported $132,300 – that's $13,891,500 in base salaries alone, not to mention support staff, living and travel expenses and, I'll bet, a handsome pension. Vancouver residents lost their fight last week to keep the Kit's Coast Guard station, to save the feds about $750,000 – it just doesn't seem right. The Senate does no service at all to this country except bleed it dry. The senate’s only role, as we see it, is to provide special rewards to political allies of the prime minister. It is high time Canadians get mad and say enough is enough to this ridiculous waste of taxpayer’s hard earned money. Out with the Senate.

Hockey practice sure isn't what it used to be We traveled to Kamloops recently where we had the occasion to take our grandson to hockey practice. The last time I did that was forty years ago with my son. My how things have changed! I remember getting up a 5 AM with my boy, (the only chance to get ice time), and sitting in a steel cold arena, hands shaking, holding a cup of bitter black coffee, freezing my butt off. All the while trying to block out the screaming mothers; “Get that puck! Hit him!!” Now you sit there under heat bars,

sipping your moca toffee, double double cappuccino with your arse on comfortable plastic molded seats. These days some of the fathers in the changing room have nose rings and there are

a lot more single moms and dads. Putting on our grandson’s skates (which cost $350), took all my strength and when finished, he complained that his dad did them a lot tighter. I am sure the cost of outfitting your kid for hockey these days is enough for a down payment on a new car. Hockey sticks can cost $150 or more and they need more than one. And the amount of protective gear was simply overwhelming. I had a hard time getting his hockey sweater on over it all. In my day, (here we

go), the kids often wore hand-me-downs proffered up by Catholic aid agencies like St. Vincent de Paul. Now they have separate recycle bins, when we just threw everything in a large tin garbage pail. And what’s with the coloured pucks? Some even glow in the dark. Gatorade is a big thing, poured into specially designed plastic squeeze containers, when our kids had to suck water from a tap. The kids now have power skating classes with old NHL players teaching kids passing, shooting and stick

handling. The line up reflects great political correctness, with kids of every race and even girls. It's hard to believe, a mixed gender hockey team? Unheard of back then. Had I suggested such a thing, I would have been laughed out of the arena. Yet some things remain the same. Kids are still over-skating the puck, failing to pass and missing the net by a wide margin. And all the old sensibilities of sportsmanship and companionship on a team still prevail, while the camaraderie in the dressing room

between fathers, sons and coaches, is real and heartwarming. To be true, the young people today have a greater chance to play hockey and greater opportunities to make the big leagues. Hockey being our Canadian passion and pastime, I’ve always been attracted to the grace and skill and sheer beauty of the game although I only played hockey once. Back when I was a 30 something, some of the locals dragged me into a game on the lake ice. I got the puck first off and headed for the goal

only to be blind-sided by two big farm boys as defencemen, who slammed into me from both sides. When I regained consciousness and realized that the blood on the ice was mine, I quit the game forthwith. Finally, nothing has changed when it comes to the risks at a hockey game either. Carmen was almost hit in the face by a puck that came at her at warp speed. Fortunately it missed her by inches. And a good thing too, I’d have a lot of explaining to do around a wife with a black eye.

Now it's up to you, Mr. Dix Bob Simpson MLA Cariboo North I’d like to say that there are some interesting things in the provincial budget tabled in the Legislature this week, but I can’t bring myself to get too excited, because this budget will never be passed into law. That’s the problem with pre-election budgets: we can’t know if they’re real or not because they don’t get debated, and governments know they won’t be held accountable to them. Basically, they must be treated as a political promise from a party that wants your vote in a couple of months. That’s why I’ve joined

with Independent MLAs Vicki Huntington and John van Dongen to call for the fixed election date to be changed to the fall, starting with the next election in 2017. We’d still go to the polls this spring, but moving the fixed election date to the fall for future contests will allow budgets to be fully debated and implemented, depoliticizing the election year budget process and bringing financial certainty to businesses and ministries in election years. I introduced a Private Member’s Bill this week to change future election dates. So far, the NDP, Green Party and BC Conservatives have supported our call to

change the election date to the fall, and I hope the Liberals will support this legislation as well. Former Liberal Premier Gordon Campbell and other Liberal MLAs have previously endorsed moving the fixed election date. I do have to give the government some credit for their budget, because it admits that tax increases are necessary if we have any hope of balancing the books while continuing to provide robust public services. Realistically, however, even with these concessions there is no way the budget presented this week would hold up and balance our finances by the end of 2014. Now that the government

has put their throne speech, budget, and election platform forward, the focus must turn to the man who wants to be premier after the May election: Opposition Leader Adrian Dix. After a week of telling the media that the Liberal Party has lost the moral right to govern and ought to be voted out of office, the NDP now have no excuses — they must provide an alternative vision and budget for BC as soon as possible so voters can make an informed choice on May 14th. City strikes and Provincial budgets What’s going on in Williams Lake? I go away for awhile and upon landing at the airport I see the City Workers on strike and find out there is some potentially nasty stuff going around relations of labour here in the lakecity. The International Union Operating Engineers, local 882, are handing out pamphlets saying the Council is trying to solve its financial problems by being greedy. They appear to be attacking Council in a personal manner and I don’t like that kind of kind of harangue in negotiations as it does not lead to many good paths, down the road. ing me that both sides should settle this ugly dispute soon as it certainly is disruptive to citizens using city services. Also many folk are concerned the ill will between the Union and the City may continue once a contract is signed. That does not make for a good work-

place. Councillor Ivan Bonnell has been on both sides of the fence, as a Union member and as Mayor of Williams Lake. I suspect he should have some strong positive suggestions to Council and perhaps to the Union. It’s plain and simple folks...sit down and talk. And be serious, although some good natured humour at the bargaining table is a plus. ... The budget came down in BC the day after I returned back to Williams Lake and upon quickly reading the newspapers stories

regarding the budget, I was happy for a balanced budget. I was glad to see they were smart to sell off so much property and other assets that for the most part were just sitting there collecting dust and no taxes. How many parking lots does the Province of BC really need? Perhaps the Government should streamline the big cost budget of health. There are millions of dollar that could be cut in most regions of this Province. I would like to see the Province of BC continually work towards balancing a budget..no matter what political stripe they may wear.

Kier celebrates two big milestones

It’s easy to see there’s something very special going on at the business of T.J. Kier Accounting and Income Tax. And in fact there is, with the family-run business celebrating its 40th anniversary in downtown Williams Lake March 5, and owners Pat and Tory also marking 50 years of marriage May 18. “People marvel at it,” says Tory of his longtime marriage and business partnership with wife Pat. “But it’s worked pretty well so far, I guess we’ll hang in another 50 years or so.” Tory was born and raised on the Island, and worked as an accountant for BC Forests Products and also for himself in Vancouver before the family decided to take a road trip, and visit family friends Pat and Dan Gunderson who owned a ranch at Blackcreek. The family moved to 100 Mile House in 1972, then found their way to Williams Lake a year later in 1973 where they settled down with

the long running success of their business and, really, the entire family unit. “She’s the one who makes this organization go. She’s been my partner all along. I couldn’t do it without her,” says Tory. “We’re very blessed with the wonderful family we have,” says Pat. As many know, Kier keeps himself physically fit, and is an avid cyclist planning to compete in the BC Senior’s Games this summer in Kamloops. Tory also loves his work and his days at the office, and has no plans of retiring any time soon. “We just enjoy what we do. It’s good fun.” Tory and Pat’s son Travis has worked with his parents for 22 years

and is a huge part of their business. Johanne LeBrun has worked along side Tory, Pat and Travis for 15 years and has also greatly contributed to the success of the business. “Travis and Johanne keep us young,” says Pat. Their daughter Deline thrilled her parents by recently returning home to work with her husband after 20 years living on the Island. “It’s a real blessing to have her come back,” says her father. “Now that she’s back we’re never going to let her go.” During the 20 years Deline was away, she came back every April to help with income tax season. Deline, who was trained by her mom and dad in accounting

when she was a teen, says she loves the relaxed atmosphere at the office and, after working along side them once again, says she understand why they don’t want to retire. “I used to worry (about them working) but now I’ve grown to see why they don’t retire – they are where they want to be.” Tory says it's a real thrill to work with clients they’ve had for 40 years, and also to be working with their children and grandchildren now. “We’ve gone full circle in 40 years.” Customers and friends are invited to celebrate TJ Kier Accounting’s 40th anniversary by stopping in anytime March 5 at the office for cake and coffee.

Fuller gives Stamps game one victory Sean Glanville Cariboo Advisor Tyler Fuller scored at 3:53 of overtime as the Williams Lake Stampeders took game one of their best-ofthree Central Interior Hockey League championship series 3-2 over the Smithers Steelheads. The strike action from the City of Williams Lake forced the game to be moved to the Quesnel Arena where a decent neutral site crowd of 275 attended the game. Smithers took an early lead at 5:02 of the first period on a goal from Ian Smith. The Stamps’ equalized late in the period when Nathan Zurak tallied on the power-play at the 17:54 mark from Mike Young and Brent McIsaac. In the second period the Stamps’ added another power-play marker. McIsaac found the back of the net to put Williams Lake ahead 2-1 at the 10:03 marking with Jassi Sangha and David Gore drawing the assists. Smithers tied the game on the powerplay just 38 seconds into the third period on Smith’s second goal of the game to knot it at

February has come and gone, how quickly I must say! The weather out here in Horsefly has been amazing, warm temperatures and not to much snow, I think we can all see the end coming soon, as in March we will have the first day of Spring (yippie!). February the month of Valentines was great. We had three dinners out here, Dan and Kelly from the Cornerhouse Cafe had about 20 guest enjoying dinner with them. Myself and Beth Marsh put on a fabulous dinner at the community hall for 63 guest. I had a great time with the help of my good friend Bob Johnson, doing all the decorating. it was truly amazing to me to see so many people say, wow! That it looked so great! Four courses later that night and lots of hard work, we got mostly all packed up by midnight. Thankyou to all our guests that joined us from Horsefly and Williams Lake you always amaze me with your support! The Anvil Pub had a great dinner as well with about 20 couples showing up. I think you all know by now that there is a new lady at the Anvil Pub, Crystal Barter or I should say Crystal Nicol. Crystal was born in 100 Mile House and was raised all around the Cariboo area, her mother is Denise Barter and her dad is Roy Barter. Crystal’s dad is one of the fellas that does hay rides

Crystal nicol new manager of the Anvil Pub. around the area with his big Belgian draft horses. Crystal has told me other than cooking her other biggest passion is horses, and she has had these passions since she was a little girl! Crystal married Mike Nicol in July 2008, Mike has been in the Horsefly area his whole life. They met each other when Crystal was doing some calving down Beaver Valley at the Litchfield’s Ranch. Mike and his brother Gavin are the owners at the Anvil Pub and I believe that they purchased it in 2003. Crystal and Mike have two children a daughter Hannah and a son Louis. Crystal has worked in the pub before, and I guess that passion for cooking has brought her back to running it today! She has six staff members right now and they are doing some great stuff around the pub!

Rice a staple in Thai cooking Rice plays a big role in the lives of Asian folk and if you have ever been in Thailand or eaten their food, you know it is a daily staple. Some of the things about rice in Thailand I learned at a cooking school on Koh Chang. Of course rice farming creates thousand of jobs for Thai people and the use of rice has a great influence on many aspects of Thai culture. As an example, it is considered rude in Thailand to not finish eating the rice on your plate, because of the labour required to produce this food. Thailand is the home of fragrant, long grain

jasmine rice and according to Thai population the best of that rice is grown in the northeast regions of that country. My wonderful instructor whose name is Ya, told me there are over 400 varieties of rice in Thailand. She said most Thai people eat white rice and sticky rice is also in demand.

Sticky rice is prepared using by soaking white rice in water overnight or at the least, three to four hours. It is drained and washed thoroughly, then placed in a steamer for about 20 minutes. It is easy to cook as Fried Rice with Vegetables and Cashew nuts. 1 tbsp chopped garlic 1 ½ cups of cooked rice 1/4 to ½ cup fried cashew nuts 1 egg Any mixture of chopped carrot, tomatoes, mushroom, baby corn, cabbage, broccoli, or asparagus. Seasoning: 2-3 tsp sugar, 2-3 tsp light
