Brown said Price lives past Yank's Peak, an area well-known for its snowmobiling, and that was where he was believed to have last been.

Brown said foul play is

not suspected and Price’s truck and snowmobile have been located.

Williams Lake Search and Rescue continued their search for Price yesterday in the Keithly Creek area, while

members of the Williams Lake Detachment are continuing with the investigation into his whereabouts.

If anyone has any information about Price, please contact local police.

Hospital Master Plan moves forward Angie Mindus Cariboo Advisor VIPs from Interior Health personally delivered some good news last week which gave the Cariboo Chilcotin Regional Hospital District (CCRHD) members renewed hope for a new hospital in Williams Lake.

“We’re closer tonight than we were this morning,” said CRD director and CCRHD board chair John Massier.

“We haven’t seen any movement on this since we submitted the Master Plan (three years ago).”

The CCRHD has been working hard to make the estimated $150 Million upgrade to Cariboo Memorial Hospital a reality for years, even footing 100 per cent of the $200,000 bill for the master plan in 2009 when they saw Interior Health wouldn’t share the cost.

That gamble seemed to pay off last Thursday evening at the Cariboo Regional District’s boardroom where the CRD hosted a public meeting with Interior Health.

Chief executive officer Dr. Robert Halpenny announced he will be asking his Board of Directors at their next meeting to move the project into the second phase; from Master Site Plan to the Functional Site Plan in the capital process which will see real, on-the-ground site

assessment, a detailed operational description and conceptual layout design.

In his presentation, Halpenny said Interior Health has just completed their goal of funding tertiary hospitals like Kelowna General Hospital where an estimated $1 Billion has been spent in recent years providing a state-of-the-art full cardiac care service, including openheart surgery.

Though Halpenny made no firm promises for Cariboo Memorial, he did say that funding was complete for tertiary centres and it was time to for Interior Health to turn its attention on other hospitals, such as Williams Lake’s.

But it wasn’t all good news.

“Doing what we’ve done before isn’t going to work in the future,” Halpenny told the board and about 13 citizens, mostly seniors, who were on hand for the meeting.

“Either we get much better at what we’re doing or (we have to centralize more services) - We have to be more efficient.”

According to Halpenny’s presentation, those efficiencies are going to come in the way of innovative services, such as Cariboo Memorial’s Dr. Dan Brosseuk who Halpenny says is leading the way in his work in day-care laparoscopic appendectomies.

Other big changes coming to health care include increased emphasis on tele-

health, and a closer partnership with First Nations, who are signing their own health agreements with the federal government.

Concerns brought up at the meeting by the public included a lack of local services leading to patients shouldering their own costs to be treated away from home (such as Kamloops) and a lack of care beds for seniors.

“We have a great need here ... this is just peanuts. I think the seniors in this town deserve better,” said Ollie Martens.

“I would like to see people have, 20 beds is not enough.”

Massier also brought up concerns of health care for citizens in the Chilcotin as well as the lack of funding for mental health.

DEGAGE: Not hired

City has a change of heart and continues search for CAO Angie Mindus Cariboo Advisor The latest news out of City hall has many residents raising their eyebrows.

In a surprising turn of events, the City announced Feb. 28 that they wouldn't be hiring the Chief Administrative Officer they had previously chosen for the job after all.

“Mayor Kerry Cook and Council have decided that Don DeGagne will not be appointed as CAO for the City of Williams Lake on March 1,” stated the news release.

“We have great respect for the many years of experience, accomplishments and skills that Mr. DeGagne has to offer, however, Council has decided that this was

not the best fit for our particular needs at this time,” the mayor stated.

Apparently shocked by the news himself,

DeGage, who was said to have relocated for the job, has apparently retain legal counsel.

This dispute is just the latest in a string

of conflicts the City has been at the centre at recently, beginning in December when the Mayor and Council reneged on a deal to

provide fire protection to members of the CRD fringe areas. That issue is currently in the courts and mediation.

The fire protection fiasco, which could cost the City $700,000 in lost tax revenue should the CRD resi-

dents find an alternative, was followed up quickly by the City strike where emotions between City management and union employees ran high for weeks, resulting in the closure of Cariboo Memorial Complex.

Last week was capped off with the news about DeGage.

In its news release, the City said it will be continuing their search for a new CAO. Last month they said they chose DeGage out of 90 applicants.

City employees are back on the job, with this crew doing muchneeded work filling pot holes on the road to Scout Island yesterday.

The employee's Union and City reached a tentative agreement last week putting an end to a two-week strike.

Council increases travel expenses City Council gave themselves and staff an increase in travel expenses during an in-camera meeting last week.

The City says it updated its Travel Expense & Council Compensation Policy to reflect an increase the maximum amounts allowed for meals for Council, management, and all staff when traveling in performance of their duties.

“Implemented in 2005, the policy sets the maximum total for meal allowances and incidentals at $60 per day. During the 2012 budget discussions, Council allowed those with travel expenses to claim the 12% HST portion of the total, increasing the amount to $67.20 per day. The latest update, which resulted from a request from the Union representing City staff, increases the total maximum for meal allowances and incidentals to $80: $15 for breakfast, $20 for lunch, $35 for dinner, and $10 for incidentals.”

The City stated that the decision is a Council policy, and does not come under the collective agreement with unionized employees.

“This increase to meal allowances is below the provincial average among similar-sized municipalities,” says Mayor Kerry Cook.

A City survey of 23 B.C municipalities found the average per diem rate to be $85, up from $75 in 2011.

CRD Chair Awarded Queen Elizabeth II Diamond Jubilee Medal In honour of the contributions he has made to the Cariboo Chilcotin, CRD Chair Al Richmond was presented with a Queen Elizabeth II Diamond Jubilee Medal during a special presentation March 1st by Quesnel Mayor and CRD Director Mary Sjostrom.

“I am honoured, and humbled to be presented with the Queen Elizabeth II Diamond Jubilee Medal,” said Richmond. “It is a privilege to serve the

residents of Electoral Area G and the Regional District; it is a role I take very seriously and am dedicated to making sure the voice of our residents is heard by senior levels of government.”

Richmond was first elected to the Cariboo Regional District (CRD) in 1993. He has served for six consecutive three-year terms, representing Electoral Area “G” in the south Cariboo. In 2011 he was re-elected to the CRD Board and

is currently enjoying his fourth term as the CRD Chair. Before becoming Chair, he served as the Cariboo Chilcotin Regional Hospital District Chair from 1999 to January 2009, prior to which he served three years as Vice-Chair.

In 2012, Chair Richmond was elected as the UBCM Third Vice-President during the UBCM convention. He was first elected to the UBCM Executive in 2008 as the Electoral Area rep-

100 Year Anniversary of Alexis Creek Red Cross The Cariboo Chilcotin Regional Hospital District discussed the 100th Anniversary of the

Alexis Creek Red Cross outpost hospital, which will be taking place in 2014. The Alexis Creek hospital was opened in 1914 and was built by community members on land donated by the local rancher. It was run by doctors until 1949 when the Canadian Red Cross took over its management.

Felker Homestead on CRD Heritage Register The Regional District Board of Directors approved the addition of the Felker Homestead on the CRD’s Heritage Register. The CRD will notify the Minister responsible for Heritage Conservation, so that the property can be added to the provincial heritage registry.

Survey Says The notes from the CRD’s 2013 budget consultation meetings have now been compiled. This year, the CRD is testing a pilot project which included three sub-regional consultation meetings in January/February and moved the traditional Town Hall meetings to September and October. This new process will engage residents at the beginning of the budgeting process in the fall in all 12 electoral areas and four municipalities within the region.

Residents are also given an opportunity for further input after the provisional budgets are adopted and before the final budget is adopted at the end of March.

Pressure cooker politics Pressure continues to mount against Premier Christie Clark as the province barrels toward a spring election.

Clark and her besieged Liberal colleagues landed themselves in hot water last week, after a document surfaced in the media outlining a less-than-flattering political campaign strategy to target ethnic voters.

In the document, released by the New Democrats, the premier’s Deputy Chief of Staff detailed a “Multicultural Strategy” which outlined “quick wins” for the Liberals, suggesting that the government make apologies in Legislature for historical wrongs to win votes, for example.

One could also infer from the document that the party currently in power was willing to use the clout of the government, and possibly government resources, to back the

campaign strategy.

The Chief of Staff resigned, Liberals were falling all over themselves to apologize to offended voters and Clark held an emergency meeting Sunday to deal with the public relations crisis.

Voters really must keep a few things in mind though. Yes, the Liberals were strategizing to win votes and that particular strategy was cheap and offensive -- however that’s politics.

The New Democrats are also playing a game with voters by their very involvement with the scandal.

How long do you think the NDP strategists had that leaked document?

Weeks, maybe months before they released it, timing it just so.

My guess is that there were some liberal staff on the inside who feared their party wasn’t going to win

the election and offered the document to the NDP in exchange for some serious job security down the road. That’s just a hunch.

What many voters might not realize is that they’re getting played every day. Every political party has savvy public relations people whose sole job is to spin information.

Look at every product consumed on the market.

Many aren’t good for us, and many we don’t even need but somewhere there are spin doctors sitting at a table discussing how and what they’re going to make us think.

What the Liberals did was despicable, yes, but is it any more despicable than what any other politic party does at election time?

Probably not.

Has it increased her chances of losing the election?

Probably.

Seniors vital to community This issue of The Cariboo Advisor marks the second edition of our new publication, SMART 55 Plus. The title stands for “Seniors Maintaining Active Retirement Today” and we are excited to be working for an important segment of our population who might otherwise get a little left out.

One thing that is obvious to us since researching the endless array of important and interesting topics that relate to seniors, is just how vibrant our seniors are in the area and how critical they are to our community.

They are our leaders, our role models, our mentors, our living history. Some volunteer as much time as a

full time job to causes they are passionate about, while others also continue to be important members of our work force.

We are thrilled to be focusing our efforts on this publication and really hope it inspires the community to look to our seniors as the vital resource that they are.

If that’s grown-up, then let’s stay young I’m SOOO glad the Oscars are over! It was tough finding genuine news that weekend.

Not to mention that CNN considered a person who stumbled newsworthy. Is falling down in public really news? When I tripped over the doorjamb and splattered myself onto a video store floor recently it wasn’t news anywhere, but then I’m hardly Jennifer Lawrence!

The movie most recently watched in my home was about a dog named Jock.

‘Jock’ is a delightful,

Living out Loud with Rita Corbett true story that I first encountered while sitting in uniform in a South African elementary school. It’s a charming tale, though I sometimes wonder

about the little disclaimer that appears at the end of such movies. It reads something like this: “No animals were harmed in the making of this motion picture.” Well, hooray for the animals!

What really haunts me is wondering if the same could be said for people who watch.

“No one was harmed . . ?” Perhaps we should require the same disclaimer for children’s movies, or even adult selections. I do love critters but aren’t we as important as the animals?

Somewhere along the line we have forgotten the amazing retention of our hard drives, i.e. brains. To illustrate, about 20 years ago I visited a teacher’s home, entering just as the image on the TV was shut off. The teacher, a formulator of my child’s mind, was watching a movie entitled, “The Seven Deadly Sins.”

(This column isn’t about those . . .)

Some comments on that movie follow: 1) “Great cinematography, gorgeous twentysomethings, plausible

and scary revenge twists, with a good kick of retribution . . .” and 2) “You should definitely be 13 to watch it if not a little bit older . . .”

Of course, I know the teacher may have been researching ethics or something. But in spite of the years that have passed, that one-second exposure, that vile image, still pops up at times.

This week will find me renting movies to illustrate a point with a local youth group.

Perhaps I shall borrow the cases and leave the

movies, though they can be equally degrading. My brief walk through the movie store revealed a scarcity of true, positive, inspiring celluloid.

And I am certainly not yet old enough to benefit from the burden of tripe and trash that is labeled for adults only. If that is ‘grown up’, let’s remain children forever!

With any luck the only damage I sustain will come from my inelegant entrance.

It’s a sad commentary on today’s entertainment that we need a

disc-protector for the most valuable storage device of all - the mind. And ‘fallen’ movies would still be news if they were rare enough.

Let’s hand out some Oscars of our own for movies that, to quote a friend, “provoke thought without being provoking.” Movies that explore without exploiting and grace us without disgrace. Because, unlike knees, a mind can’t be fixed with a bandaid.

Mayor meets with mall owners Mayor Kerry Cook It is great news that the city has reached a tentative agreement with our local union.

Picket lines are down and it will be wonderful to see business at the city return to normal. I want to say a special thank you to our community for their patience during this difficult time.

I had an opportunity to meet face to face with the owner of the mall, who was up from the coast, and our Mall Manager this week to discuss future plans for Boitano Mall.

This was a very timely and exciting meeting with more information to follow!

I also had the pleasure to join the graduation class of the first BCAMTA program (BC Aboriginal Mine Training Association)

in Williams Lake.

There were 38 graduates representing Soda Creek, WL Indian Band, Ulkatcho and Kluskus communities.

The TRU gym was packed with support from families, Chiefs, and elders. This is a partnership between our Mining and First Nation Communities and BCAMTA providing educational opportunities for First Nation students to enter into mining careers. There are over 200 students on the waiting list with next class starting up in March.

In a touching moment during their performance Sunday, the Cariboo Men's Choir has the crowd singing along to "Hallelujah" during The Parade of Choirs at the Cariboo Bethel Church. The Hough Memorial Cancer Society fundraiser saw four choirs perform to raise money for cancer detection equipment at Cariboo Memorial Hospital.

Parade of Choirs Angie Mindus Cariboo Advisor The Parade of Choirs filled the seats and raised more than $1,800 for the Hough Memorial Cancer Society Sunday afternoon.

All told four choirs performed at the event; the Cariboo Men's Choir, Quintet Plus, Cariboo Senior's Choir and Eclectica of 100 Mile House, which is an annual fundraiser held at the Cariboo Bethel Church.

McIntosh said every dollar raised stays in the community to purchase cancer detecting equipment at Cariboo Memorial Hospital and saves patients from having to go out-of-town for services.

“It's a good total.

Anything the public can do to help is great, and it benefits everyone. It doesn't matter if you're young or old you'll eventually have to make a trip to the hospital and it's important to have the equipment,” said McIntosh.

With funds raised

since 1972 Hough Memorial has been involved in purchasing almost $2M in cancer detecting equipment for Cariboo Memorial Hospital.

McIntosh said pairing up with the choirs is always something he looks forward to.

“We really enjoy being involved with the choirs. They put in a lot of time – and really are all volunteers themselves,” McIntosh said.

“It's wonderful to see all the talent we've got in Williams Lake.”

Police briefs February 23 At 10:49 a.m. police responded to reported vandalism at the apartments located at 605 Carson Drive. Someone had spray painted all over the front sign to the apartments and side brick wall. The graffiti stated 712 on it.

No suspects have been identified at this time.

At 2:54 p.m. police responded to a report of a theft from a vehicle. The owner of the vehicle had stopped in the parking lot at the corner of Oliver St and 4th Ave S, to attend at a business in the area, leaving the vehicle unlocked while in the parking lot. A black and grey purse with personal contents was stolen from the vehicle.

No suspects have been identified.

At 5:31 p.m. the occupant of a residence on MacKenzie Avenue called to report that an intoxicated male had broken into his house and appeared to be confused. The suspect had jumped on the hood of a vehicle to gain access to the premises. He was described as First Nations, short hair, large teeth and mouth, black hoodie, jeans, and approximately 21-30 yrs old.

Just prior to this complaint coming in the Williams Lake RCMP also received an earlier call of a male matching the description causing problems at a residence on 2nd Ave N. Police located and arrested the perpetrator and the matter is still under investigation pending court action.

Partners respond to criticism of Community Forest Application Partners in the Williams Lake Community Forest Application clarified their position last week, following complaints by members of rural communities east of Williams Lake affected by the proposal.

According to Ken Day of the UBC Alex Fraser Research Forest, the Williams Lake Indian Band and the City of Williams Lake received a direct invitation to apply for a Community Forest Agreement from Steve Thomson, Minister of Forests, Lands and Natural Resource Operations.

In response, the Band and the City decided to identify candidate community forest areas from within the traditional territory of the Williams Lake Indian Band.

“The forests being proposed in the pending application are the Ne sextsine (Flat Rock) and Peskwenkwinem

(Potato Mountain) blocks. Both are within the Band’s traditional territory and well suited to community forestry. In addition, and perhaps even more importantly, both blocks are of great spiritual and cultural importance to our Band members,” states Chief Ann Louie, adding she welcomed partnering with the City of Williams Lake.

“While we recognize that others may have different opinions, we request that our right to decide with whom we partner be respected. We do not presume to tell others who they must partner with in order to graze their cattle, harvest trees or run their businesses within our traditional territory, so we ask that the same courtesy and consideration be extended to us.”

Day said three openhouse meetings were held, including a very

well attended meeting at the Big Lake Hall in November, 2011.

At these meetings the partners took public input on the goals and values of management for the selected areas, and more information was gathered from individuals after those meetings. He said that input has

been incorporated into the application and the forest management plan being prepared for submission to the Ministry.

In addition, he said several meetings were held with representatives of the communities of Big Lake, Horsefly and Miocene to gather input and

address their concerns.

From the City’s and Band’s perspective, they say the crux of the issue is that Big Lake, Horsefly and Miocene would like to individually or collectively be invited to apply for a Community Forest Agreement. The City and Band have said that if one or more

of those communities do get an invitation to apply, the partners are willing to sit down and figure how best to situate more community forests on the land base even if that means relocating parts of the Williams Lake Community Forest.

The application includes commitments

to distribute funds through a granting program, and to create a Community Council.

Opportunities for input from the public into the management of the community forest will remain open after the application is submitted; the community forest will continue to seek input.

MANCHUR: Competes in marathon

Athlete overcomes disease through diet Sean Glanville Cariboo Advisor Williams Lake’s Sheldon Manchur recently took home first place in the New Balance Palm Springs Half Marathon held on February 10.

Manchur finished the 21.5 km race in a time was 1:16:49, a pace of just over 3:30 per kilometer.

“The race went very well, I found myself taking the lead very early on, in the first mile. From there I stayed out front and gradually pulled further ahead,” said Manchur. “At the end I was obviously very tired, and quite please with the win.”

Manchur has come full circle in his physical health considering just a decade ago he questioned whether he would ever be able to take part in sports again. The extremely active 18-year-old who starred on the soccer field and hockey rink was suddenly struck down with Still’s Disease (similar to Rheumatoid Arthritis).

The disease caused his joints to become very sore and forced him to withdraw from his studies at Okanagan College in Kelowna in 2003 and return home where he spent most of his days bedridden.

This helped me in my battle with Still’s disease,” said Manchur.

Manchur is relatively new to competitive running and only began training last January on a regular basis. His first competitive race was the same Palm Springs Marathon last year which he finished ninth in a time of 1:20:07, 3:18 slower than his winning time this year. He then followed that up with the Vancouver marathon last May and the local Kidsport Half Marathon in June. His next goal is to conquer the Boston Marathon coming up in midApril.

“In Vancouver I finished with a time of 2:53:37. Then in June I won the local Kidsport Half Marathon with a time of 1:19:01,”

said Manchur.

“I now have the Boston Marathon to look forward to mid-April.

Boston is one of the major marathons around the world with close to 30,000 people competing.”

Manchur credits a drastic change in his diet for his running success. He took medication to combat Still’s Disease for seven years and was able to live a normal life. However, in late 2010 he decided to attempt to see if a healthier diet could alleviate his symptoms without medication.

“Being on medication for the rest of my life never appealed to me and I made a radical shift in my diet and cut out all foods that weren't natural and whole,” said Manchur.

“This meant no more processed foods, sugars, dairy, salt, and basically anything that you wouldn't find our

ancestors eating thousands of years ago.”

This left him eating strictly fruits, vegetables, nuts, and seeds and required plenty of discipline.

“At first it was very difficult, but became quite easy once I witnessed the results.

Immediately I was able to push back taking my medication from every day to every other day, to once a week, to once every two weeks, and so on,” said Manchur.

“Within two months I was symptom and medication free, taking my last medication on January 1, 2011.”

Over the past two years Manchur has been able to re-introduce some foods to his diet through trial and error but continues to eat almost entirely a whole food plant based diet. “I feel great, energy levels are high, I sleep deep and I wake totally alert,” adds Manchur.

Manchur trains five to six days a week mostly running on a treadmill in the mornings before work, averaging 7-10 miles.

“Once daylight presents itself early in the morning those runs will be done outside,” said Manchur.

“On the weekends I go outside and try to get in 12-20 miles each day.”

Roller has been an employee of the School District No. 27 (Cariboo-Chilcotin) for 32 years, with the last six years in the role of secretary treasurer.

“I have accepted the secretary treasurer position in School District No. 67 (Okanagan Skaha) in Penticton. I have lived in the CaribooChilcotin all my life and my whole working life has been with SD27. It is going to be very difficult to leave here,” Roller stated.

OTTAWA March 1, 2013 – The Federal Panel reviewing the proposed New Prosperity GoldCopper Mine Project invites the public to comment on the additional information filed by the proponent, Taseko Mines Limited.

The additional information was pro-

vided in response to questions the Panel sent to the proponent on November 26 and December 10, 2012.

The questions were issued following the Panel’s review of the Environmental Impact Statement (EIS), submitted by the proponent on September 26, 2012, and the Panel’s

review of the comments received during the public comment period.

The Panel is providing a 15-day public comment period to give Aboriginal groups, the public, governments and other participants an opportunity to submit their views in writing to the Panel on the

Thousands support B.C.'s mom petition for children's emergency mental health

VICTORIA, BC More than 23,000 people have signed a petition on Change. org demanding better emergency mental health services for children at hospitals across British Columbia.

The petition was started by Kelly and Owen Bradley, Victoria parents of six whose 11 year old daughter suffers from bipolar disorder.

Last month Kelly's daughter was sent home from Victoria General Hospital's emergency department three times despite being in violent mental distress.

“We felt so helpless, watching our daughter's extreme mental distress, and not being able to get her the emergency care she needs," said Kelly Bradley. "But

since starting our petition we've been overwhelmed by messages from other families experiencing the same problems. It's clear this is serious gap in B.C.'s health care system, and with the support of 23,000 people I hope the Minister of Health will take notice and get our kids the emergency care they need."

The Bradley family's petition calls on B.C. Health Minister Margaret MacDiarmid to ensure the province’s hospitals start providing in-patient emergency mental health services for children in crisis.

Not only are tens of thousands signing on, over 3000 have left comments of support, including hundreds of doctors, nurses, and

social workers, as well as people living with mental illness who have come forward with similar stories.

Many are hopeful that the issue of mental health services for children will receive some attention during the upcoming B.C. provincial election.

“The situation that Kelly Bradley and her daughter experienced should not happen,” said Jonny Morris, Director of Public Policy at the Canadian Mental Health Association’s B.C. Division, which is behind Vote Mental Health 4 All, a campaign to make mental health and addictions a priority during and after the election.

“We need to ensure that appropriate and

timely care from the health care system is part of the campaign

conversation.

This issue is central to our efforts.”

Barbecued veggies help fight off cabin fever During the winter months, daylight hours are shortened considerably although the days are now getting longer. With the shortage of sun light, an increase of cloudy days and you have the right recipe for Cabin Fever.

It happens to me about this time of the year, each year. By the end of March if there is still snow around and it’s cool...I start really getting anxious. A trip to the coast where I can see green grass and flowers usually helps me get out of the winter funk for a while and by that time it really is spring in the Cariboo.

is great to cook vegetables outdoors, however to me, it seems like they taste better in the winter. You can grill a lot of different veggies on the barbecue and when they start to caramelize that’s when they taste their very best...I guess it’s the sweetness...roasted garlic, as an example

becomes very sweet when it is roasted. The temp outside is warm enough to barbecue.

If you have never had a tomato roasted on the barbecue...try it soon.

Put chicken breasts on one side of the barbecue before you start the veggies...cook to your choosing, add some rice on the side burner about the same time to start the breasts and voila...You have a colorful and tasty barbecue meal in the winter in less than 30 minutes. Besides having a nice dinner the outdoor barbecue might just help chase away some of those winter blues.

He’s hoping to win back his wife, despite the fact that she’s put a restraining order on him.

Still given to odd rants and inappropriate comments, Pat meets Tiffany (Jennifer Lawrence), a young widow who had a breakdown following the death of her husband. She offers to help him win back his wife if he’ll enter a dance competition with her.

Buckling under the weight of his conscience after years of parting desperate believers with their money, Cotton and his crew plan to film a confessionary documentary of this, his last exorcism. But upon arriving at the already blood drenched family farm, it is soon clear that nothing could have prepared him for the true evil he encounters there.
