Effective at noon on Monday, April 15, open burning will be prohibited across the entire Cariboo Fire Centre to help prevent person-caused wildfires and to protect the public. Since March 31, Cariboo Fire Centre crews have responded to six wildfire incidents. All of these fires were caused by people and were therefore preventable. Anyone conducting Category 2 or 3 fires must extinguish any such fires by noon on April 15. This prohibition will remain in place until Sept. 30, 2013 or until the public is informed otherwise. The Williams Lake Indian Band (WLIB) and Gibraltar Mines Ltd. announced last week that they have concluded a Participation and Cooperation agreement with respect to Taseko’s Gibraltar copper-molybdenum mine. According to a joint release issued by the two, the agreement addresses a variety of issues, ranging from environmental management, employment and contracting, to economic benefits flowing from the operation of Gibraltar Mine. The agreement is intended to establish a cooperative and mutually respectful working relationship which will allow both parties to meet their respective obligations and protect their rights, values and interests. “We are extremely pleased to conclude this agreement with Gibraltar Mines Ltd.,” states WLIB Chief, Ann Louie. “Gibraltar Mine has been in existence since the seventies, and we know that it’s not going anywhere. Now we have clarity as to how we can work together to deal with future activity at the mine. Williams Lake Indian Band’s approach, where possible, is to work with industry to build relationships and partnerships. We’re hopeful that this will be the beginning of a lengthy and cooperative relationship with Gibraltar Mine. We commend

Gibraltar, and its parent company Taseko, for working with us to conclude this agreement.” Russell Hallbauer, President and CEO of Taseko, commented, “We are pleased with the working relationship that has been developed with the WLIB over the past year. The agreement reflects a commitment to work together for mutual benefit. Gibraltar is the second largest open pit copper mine in Canada and the largest employer in the Cariboo region. A number of local and provincial politicians and other dignitaries are expected to be in attendance for the ceremony. Implementation of the agreement will begin immediately, and will be administered through an Implementation Committee consisting of representatives of both WLIB and Gibraltar Mines Ltd.

Ag critic advocates for land use plan/inventory work Robyn Chambers Cariboo Advisor Weeks before the writ is officially dropped marking the start of the provincial election, NDP agriculture critic Lana Popham was in the Cariboo promoting her party’s agriculture policy and speaking to stakeholders. Popham, MLA for Saanich South and the agriculture critic for the last four years, says the ministry has been “neglected” under the Liberals’ tenure. “I feel very strongly that the agriculture ministry is quite disconnected from the stakeholders it represents,” she said in an interview Saturday. Land use is a primary concern. “I think there’s a want from the community that the priorities and the people able to

Draft Species at Risk plan online If you have some spare time, you should check out B.C.’s new draft species-at-risk plan, released last month. The B.C. Cattlemen’s Association is urging its members to have a look at and possibly comment on the plan for managing Species at Risk. The BC Cattlemen’s Association says it will be reviewing the plan itself and providing comments. Individual ranchers are encouraged to also post their comments online. BCCA says their main concerns are around Species at Risk include: requirements and impacts to private landowners; access to private lands; and com-

pensation for loss of use or restrictive management requirements. The government is inviting comment on the draft plan “Protecting Vulnerable Species: A Draft Five-Year Plan for Species at Risk in British Columbia” online and by mail until April 12, 2013. Comments will be reviewed and summarized on the website on a weekly basis in a frequently asked questions (FAQ) format. According to the government, feedback provided will be considered in making revisions to the draft plan and informing further development of British Columbia’s species-atrisk program. The draft plan is the

result of work of the Species at Risk Task Force. The task force’s report was released in July 2011 and contained 16 recommendations, ranging from technical advice (e.g., take an ecosystem approach), to making changes to the regulatory framework and launching a wider public consultation process. All the recommendations of the task force were said to be considered when preparing the draft species-at-risk plan. According to the government, the draft plan aligns with government’s shift to a more coordinated approach to managing B.C.’s natural resources and focuses on

five key areas for success. These include: Improving species conservation through management at the ecosystem and landscape scale. Providing the best available information to support identification, management and recovery of species at risk. Encouraging British Columbians to embrace stewardship of species at risk across all lands and waters. Applying protection for species at risk consistently across all sectors. Margaret Thatcher dies at 87 Britain's former prime minister Margaret Thatcher died Monday after suffering a stroke, at the age of 87. Thatcher was the first woman to become UK prime minister and the only leader in Britain

to win three consecutive terms in the 20th century. A controversial woman, she was also, however, forced out of office by her own party a year into her final term. Thatcher was credited with reshaping a

troubled Britain from its foundation during her time in office, but she was also deeply hated, and escaped a hotel bombing intended for her. And there has been no rest since her death,

with possible protests being organized for her funeral next week. The Queen and Prince Charles have said they will attend Thatcher's funeral, as will our prime minister Stephen Harper.

You are only as old as you think you are You know you are getting old, when you wake up every morning already looking forward to your afternoon nap. When the music you grew up with, is now labelled classic. When you change your font to Arial because Helvetica looks aged. You know you are getting old when you don’t recognize any of the faces in the supermarket tabloids anymore. Although frankly, I’m fed up with the all this Brad and Joline stuff. Why can’t they leave these people alone? Every time they go anywhere there is a pack of paparazzi following them. Who cares anyway? (Apparently millions do). Well I say to them; “Get a life! Stop trying to live someone else’s.” Okay I’m a grumpy old man but I certainly have plenty to be grumpy about. My memory is shot, I have

no patience, no stamina and I have no … well let’s not get into that. Carmen complains I spend more time in the bathroom than it takes her to run through her make-up routine. And given my prostate problem, I can’t be further than 50 yards from a toilet. (On second thought, make that 10.) The other day, someone gave me a flower essence for my memory, but of course I forgot to take it. Can’t smell it anyway. And everything is stiffening up, except you know what. My face is starting

to resemble a road map. Now they say that your face is map of your life journey. Well if that’s the case, I must have gone on one helluva trip. At least I’m not part of the Botox generation, I can live with a lined face, just as long as it crinkles up in a smile often enough. Let’s face it, I’m slowing down. Can’t climb the stairs two at a time anymore. Played hockey with my son-inlaws and grandson and had to sit down every few minutes to get my breath. Lost my glasses, lost my spares and am losing my eyesight. I have to put on the electric blanket before I go to bed and hope to remember to turn it off when I do so I don’t fry myself. There are now more candles on my birthday cake than I can count. I saw an apt bumper sticker the other day, “I was

always taught to respect my elders. Now I don’t have anyone to respect!” There are some advantages mind you. It’s sort of nice that people open doors for you, call you sir and you get 10 per cent off. And being an elder, you can come up with words of wisdom. (Usually centered around being cautious and aware each moment of where you are and how you got there.) There are a lot of things I just don’t give a damn about any more either. If things don’t measure up to my taste or level of behaviour, who says they have to? I just let people do what they want, it’s a free will universe after all. Just as long as they realize there exists the universal law of karma. You reap what you sow. For sure. (If not in this lifetime, the next.) Sooner or later it all catches up to you. Now I have a partner to second guess my

behaviour and back up my memory, although I frequently lose her too. Carmen says I’ll meet you in the drug store, so I go there, but she is nowhere in sight. She can disappear faster than anyone I know. After wandering around for fifteen minutes I feel like shouting out “CARMEN!” However I have solved that problem by saying I’ll be at the magazine rack. I can stand there reading for days and completely forget where I am. While the other day I spent over half an hour looking for friends on the street. I ran into a guy I know and told him such. He said he’d been looking for friends for years. Well that sure trumped me. I remember, when the iceman came to our house with a big block of ice and an ice pick to make it fit in the refrigerator box. (Here we go again.)

We kids chased after his truck to get ice chips to suck on. The bread delivery man came by with a horse and wagon whereupon he would slide out trays filled with buns and pies and cakes, just to dazzle us with his wares. I remember when the phone on the wall had to be hand cranked, and because we were on a party line you had to have individual rings, ours was one long two shorts, or was it two long and one short? Maybe three longs. Now you can talk to someone in Beijing, China face to face on Skype. Jonathan Swift wrote: “Every man desires to live long, but no man wishes to be old.” What do they call it? Long in the tooth, over the hill, too old to cut it, past yer prime. Well who says so? “I don’t think anything is going to make

me feel old.” said Canadian poet PK. Page died earlier this year at the age of 93. At the time of her death, she was among the contenders for this year’s Griffin Poetry Prize. As for me, it’s not because I’m getting old, since I sure don’t feel old. In fact, sometimes I feel like I’m only sixteen. (I sure wish my body would keep up.) By Donna-marie Cyr The Cariboo Kennel Club held a CKC sanctioned conformation and obedience match on Sunday at the Williams Lake Sportsmen’s Clubhouse. In conformation the judge, Darlene Borrows, compared each dog to its breed standard as to how the dog should look and move. The best in match was won by a rough collie owned by Carol Heimbecker and best puppy was an 8 month old English Springer Spaniel owned by Karina Howell. Best altered in match was Francesca Sanna’s norbottenspets. The High in Match for obedience was from Quesnel and was Linda Kikkert and her Australian Shepherd, “Kobe,” who competed in Novice B. Novice is the first level of obedience and the judge required them to heel on and off leash, stand for examination, recall and long sits and downs. Numerous dogs competed in the next level, Open, which adds fetching a dumbbell over a high jump, jumping a broad jump and long sits and downs with handlers out of the room. All in all it was a fun day for people from 100 Mile to Prince George to share with their friends, both four and two legged.

The event, which runs through to April 24, gives students the opportunity to perform for an audience and adjudicators. “It really motivates students to achieve more in their practicing,” says Michelle Erlandson, with the society. The festival features band and instrumental, speech arts, piano and vocal and choral. Dallas Judd-Rekunyk, 11, is new to the competition. She says she’s been spending “a lot of time practicing” and will perform in the piano and vocal categories. “I’m feeling a little bit anxious,” she says. “I

How can you prevent a backover accident?

Young children, cyclists and pedestrians are especially vulnerable to injury when vehicles are backing

up -- either in or out of parking spaces or a driveway. In July of 2011,

78-year-old Yolanda Casal was thrown into the air and killed after she was hit by an SUV that was backing up

on the streets of New York City. Her daughter was also struck and suffered broken ribs. In the same year, Judy Neiman was backing out of her parking space in Washington State when she struck her 9-year-old daughter Sydnee, who did not survive her injuries. Neiman has since lobbied lawmakers to establish laws requiring mandatory backup cameras on vehicles. Backover is the term applied to hitting a person or object while a vehicle is in reverse. Thanks to the prevalence of sport utility vehicles and minivans, backover accidents have increased. Figures from the U.S. National Highway Traffic Safety Administration say backovers kill on average 292 people in the United States every year. Although Canadians suspect that backovers are just as much a problem for them, Transport Canada does not have any recent information regarding statistics or policies on backovers. The most notable information available is a Transport Canada research paper that states at least 900 Canadians were struck

and injured by reversing vehicles every year between 1992 and 2001. There are many people who believe that back-up cameras on vehicles can save hundreds of people, particularly young children, from backover accidents. An SUV that has rear windows nearly 5 feet off the ground does not enable drivers to clearly see a person or object directly behind the vehicle. Most children under the age of 10 (the segment of the population most likely to be injured in a backover) are much shorter than that height.
