Malaysia Baharu For the past 37 years, the government of Malaysia has supported the landscape architecture profession. One person who stands tall among all is our beloved YAB Tun Dr Mahathir Mohamad.
Salam Malaysia Baharu to all our readers, as we welcome the new leadership of our nation under the beloved YAB Tun Dr Mahathir Mohamad, as Malaysia’s 7th Prime Minister. Over the years since Tun’s leadership as the 4th Prime Minister, from 1981-2003, he has been very close to our hearts at ILAM, as he set a benchmark for the landscape profession and its development, in Malaysia. Among the projects which elevated the role of landscape architects and the profession as a whole include Putrajaya - Garden City, Intelligent City; KLIA – Airport in the Forest, Forest in the Airport; KLCC Park, and many more. Not to be forgotten was the establishment of the world’s first National Landscape Department (JLN), under the then Ministry of Housing and Local Government, on 1 January, 1996. The establishment of JLN was to set a comprehensive landscape development direction for the nation and act as the agency to overlook national landscape planning and development. YAB Tun Dr Mahathir Mohamad also received several recognitions from ILAM, such as ILAM Honorary Membership on 29 August 1996. Subsequently, Tun Mahathir was awarded with the IFLA APR ILAM Award of Distinction for Landscape Architecture in Kuching, Sarawak and delivered a Prime Keynote Speech on “Malaysia: A Greener Tomorrow”, during the IFLA2014 Asia Pacific Congress in April of that year. In this issue, we also highlight the importance of the Landscape Architects Act, which will be essential to govern the profession and to ensure quality landscape development and the wellbeing of the citizens of Malaysia. We are also proud to celebrate one decade of the Malaysia Landscape Architecture Awards MLAA and the grandeur of the award ceremony can be found in this issue.

For the past 37 years, the government of Malaysia has supported the landscape architecture profession. One person who stands tall among all is our beloved YAB Tun Dr Mahathir Mohamad, who has had a great deal to do with what we see today in comprehensive landscape planning for the nation. It was Tun who supported the opportunity for local landscape architects to play a vital role in the country’s mega developments, such as Putrajaya, KLCC and KLIA. We at ILAM hope, with the new leadership of YAB Tun Dr Mahathir Mohamad as Malaysia’s 7th Prime Minister, our country will transform into a greener, sustainable and more conducive living environment for all.

2000
Tun was the mastermind behind the establishment of the world’s first National Landscape Department (JLN), under the then Ministry of Housing and Local Government on 1 January, 1996. The establishment of JLN provided a comprehensive landscape development direction for the nation and acted as the agency to overlook national landscape planning and development. In the same year, YAB Tun Dr Mahathir Mohamad also received recognitions from ILAM, as an Honorary Member on 29 August, 1996.
In the spirit of Malaysia Boleh, and to save the environment for future generations, a nationwide event, called the “Millennium Tree Planting”, was mooted. Organised by the National Landscape Department, Ministry of Housing and Local Government, Kuala Lumpur City Hall, and municipal councils in all states, and the Tree Planting Group, the event took place on October 15, 2000, to celebrate World Habitat Day 2000.

NATIONAL LANDSCAPE DAY 03.03 Organised by the National Landscape Department, ILAM joined the National Tree Planting Campaign held at Taman Medan Idaman Kuala Lumpur. During the occasion, YAB Tun Dr Mahathir Mohamad mooted the idea of a day for tree planting. Later, he agreed to name it, National Landscape Day.
MILLENIUM TREE PLANTING PROGRAMME
This historic event was initiated by the then Prime Minister, YAB Tun Dr Mahathir Mohamad at Taman Bukit Jalil, Kuala Lumpur. Participants from all levels of community, namely, government and private agencies, non-government organisations, educational institutions, security bodies and volunteer clubs were stationed throughout 152 locations in the country. 110,461 trees were planted in one minute at the same time, creating not just a Malaysia record, but also the World Record which still stands as of today.

The most historical moment for ILAM was the special recognition award: “ILAM-IFLA Award of Distinction for Landscape Architecture” presented by the then ILAM President, LAr. Mohd Fadrillah Mohd Taib, to Tun Dr. Mahathir Mohamad, and witnessed by the IFLA World President, Désirée Martínez, in Kuching, Sarawak, during the IFLA Asia Pacific Congress 2014. Following the award ceremony, Tun delivered a Prime Keynote on the theme: “Malaysia - A Greener Tomorrow”.
A special courtesy call was held at the Perdana Leadership Foundation to meet YAB Tun Dr. Mahathir Mohamad, to discuss a several matters in regards to the development of landscape architecture in Malaysia and how landscape architects can play a vital role in improving the quality of life for our future generations.

The Need for Landscape Laws and Regulations
The journey to be a Landscape Architect Landscape architecture is a field that deals with planning, design and management of the natural and built environment. This includes natural areas, urban spaces, outdoor green spaces, recreational areas and gardens. To qualify as a landscape architect, one has to go through 4 to 5 years of a unique and rigorous training to obtain skills to critically analyze and creatively solve planning and design problems. In addition, the person must also have a good understanding of horticulture, construction, project management, human social behaviour and natural systems.
Beyond Garden Spaces Landscape architecture development in Malaysia has progressed since the early 1980’s. With the formation of the National Landscape Department in 1996, and the National Landscape Policy in 2009, Malaysia is on the right track to be at par or better with developed countries such the USA, Australia and Japan. Landscape architectural planning and design exercises have become more complex such that it is not only about garden and planting design but also large parks, waterfronts, urban streetscapes, natural resources planning, and green infrastructure facilities such as storm water management, green walls, and green roofs. As a discipline, landscape architecture is advancing rapidly with landscape architects playing prominent roles, such as lead consultant, in multi-disciplinary projects.

Beyond A Single Discipline A landscape architects’ scope of work has crossed a threshold, as it now encompasses multiple practice areas such as public health, safety, economic development and the environment.As a result of modernisation and the expansion of landscape architecture practices,landscape architects must possess intensive technical competencies and experiences. Nevertheless, even though landscape architects do have a professional responsibility and accountability similar to allied professions such as engineers and architects, laws and regulations pertaining to landscape architects’ scope of works and practice are visibly absent, which may affect the quality of service and consequently jeopardise people or users’ safety and health.
In the Absence of Regulation and Law Due to the absence of a legal framework for the landscape architecture practice, over the past 20 years, the Institute of Landscape Architects Malaysia (ILAM) has been working together with the National Landscape Department to request the Malaysian Government to enact a Landscape Architects Act.
This would ensure the public received the best services from landscape architects, as those in charge would be held accountable for services rendered. In addition, ILAM also supports the formulation of the Landscape Development Act to ensure public spaces will be properly allocated and developed with a certain uniformity, specification, and standard.
With these two acts, ILAM believes that the landscaped areas can serve their true function and add value that will benefit the community and improve wellbeing. Without these acts, Malaysia’s ability to project an image of a country that cares about its environment, and consequently its people, may be compromised.

Matang Mangrove Forest Park
The CPD series opened in 2018 with a visit to heritage sites in Perak, which have been part of the unique, local, historical and natural heritage, since the colonial era. The two-day visit was attended by 50 participants who traveled by both bus and walked, to explore the heritage town of Taiping. Hosted by Majlis Perbandaran Taiping (MPT), the participants also explored the natural side of Taiping by taking a jeep ride to Bukit Larut (Maxwell Hill) and sampled the variety of coffees at the traditional roaster, Antong Coffee Mill. The afternoon visit was to Kuala Sepetang (Port Weld), which is another historical town, by the river. The visit started with a boat ride to see the Eagles, visit the fish farm and to view the sunset at nearby Kuala Sepetang village. The highlight of this part of the visit were the fireflies, which can be seen along the riverine, right after sunset. The second day’s highlights were a visit to a traditional charcoal factory, and learning about sustainable mangrove management systems at the Matang Mangrove Forest Park, hosted by the Forestry Department of Perak.
World Urban Forum 9 Activation Programmes Craft demonstration
Date: 9-11 February 2018 Venue: Medan Pasar Kuala Lumpur
The Ninth Session of the World Urban Forum is a world assembly on urban issues, organised by the United Nations. With Kuala Lumpur as the host in this edition, various groups, such as DBKL, ThinkCity and ILAM, collaborated to organise activities and a showcase at the Urban Village, at Medan Pasar, Kuala Lumpur. Among the activities in which ILAM was involved were the various activation programmes engaging the public such as traditional games, handicraft, and environmental art painting. Other highlights at Medan Pasar were the Micro Houses by ThinkCity and DBKL, and various talks and exhibits at Ruang, 2 Hang Kasturi.

Malaysia Landscape Architecture Awards 2018 Gala Night Date: 21 April 2018 Venue: Majestic Hotel, Kuala Lumpur of Landscape Architecture Industry Excellence 2007-2017
Celebrating a decade of Landscape Architecture Excellence This year’s Malaysia Landscape Architecture Awards (MLAA) was a toast to a decade of Landscape Architecture excellence in Malaysia. Over 730 guests witnessed landscape architecture work, projects and professionals receive recognition and accolades for their innovative and outstanding achievements, during the 10th edition of MLAA, presented by the Institute of Landscape Architects Malaysia (ILAM) at the Majestic Hotel grand ballroom. More than 67 awards were presented that night which was punctuated with performances by young rising talent, Alif Nasir. The event was officiated by guest of honour, YBhg. Dato’ Seri Haji Mohammad bin Mantek, Secretary General of Ministry of Urban Wellbeing, Housing and Local Government, Malaysia, alongside ILAM’s President, Assoc. Prof. LAr. Dr. Osman Mohd Tahir.

A Night to Honour Industry Excellence The annual MLAA, along with ILAM’s Gala Night is a night to celebrate the creative excellence of the vibrant and innovative Landscape Architecture industry. Initiated in conjunction with Malaysia playing host to the IFLA World Congress in 2007, MLAA has become established over the years to be a reputable and prestigious industry event. The awards acknowledge the contributions of Landscape Architects, Consultancy Firms, Developers, Researchers, Students, Contractors, Suppliers, Government Agencies, the Media and individuals at home and abroad, in their efforts to shape the country’s landscape. This year, MLAA saw a steady increase in submissions, with 165 entries from within Malaysia, as well as projects from Singapore. The submissions vied for awards across 8 categories. All Excellence Award winners also competed for the most prestigious award - Project of the Year – which was finally presented to PTA Design for the project – Afiniti Medini, at Iskandar Puteri.
ILAM to host IFLA2020 World Landscape Architecture Summit In conjunction with the awards ceremony, ILAM proudly announced that Malaysia will host the International Federation of Landscape Architects (IFLA) World Congress 2020, to be held concurrently with the World Landscape Architecture Summit. The event will play a key role in gathering ideas from the global players in formulating the New Landscape Architecture Agenda 2030. The MLAA Award is endorsed by the International Federation of Landscape Architects (IFLA) and the 10th Edition of MLAA Gala Night was sponsored by Gamuda Land (Platinum), SP Setia Berhad Group (Silver) and UEM Sunrise Berhad with Cahaya Jauhar Sdn Bhd (Bronze). The MLAA Awards are also part of a wide array of activities organised by ILAM in conjunction with the World Landscape Architecture Month celebrations in April, which aim to introduce the profession to a larger audience and create greater visibility about the growing role of Landscape Architects in general. SPARK 2018 Landscape Architecture International Dialogue
Date: 24-25 October 2018 Venue: Kuala Lumpur Tourism Bureau For the second time, ILAM organised the international design and idea-based dialogue – SPARK 2018 – in conjunction with KUL Design Month, in October 2018. More than 200 participants joined the two-day event, which featured a Panel Session, Feature Talks, Hands on activities, as well as a hipster walk, all with this year’s theme: Designing City, Inspiring Living. Among the highlights was the Keynote Speaker, Kotchakorn Voraakhom, a TED Fellow and Managing Director of Landprocess, Thailand, who shared ‘Chulalongkorn University Centennial Park: Creating A Flood-Proof Park by Building It To Flood’. Other speakers not to be missed were Nani Kahar, Frederick Walker, Inch Lim, Simom Morrison, Uta Dietrich, Prof. LAr. Dr. Mustafa Kamal Mohd Shariff, Sofia Castello, LAr. Teng Pe Yang and Tang Mun Kian. Participants were exposed to the fascinating traditional knowledge of Ni Siap: A Natural Dye from Mangroves. They also produced and used the dye to decorate pieces of white fabric. This session was conducted by Miss Ong Ke Shin, from Water Watch Penang. SPARK 2018 was curated by ILAM Youth Chapter (IYC) and managed by ILAM Centre of Excellence (ICE). We were privileged to receive generous support from our sponsors, including Mapei Malaysia, Hauraton, Basheer Graphic Books, Lecio and Eurodeck, who contributed to make this event a success.

Butterworth Outer Ring Road Urban Public Spaces Below Highway Design Idea Competition Date: 5 November 2018 – 25 January 2019 Venue: Butterworth, Penang This ‘Urban Public Spaces Below Highway’ is an initiative under the Butterworth Baharu programme to increase the amount of public spaces in the vicinity of the Penang Sentral harbour. This project aims to activate under-utilised spaces, especially those located under the Butterworth Outer Ring Road. Local residents are currently disconnected from a valuable public asset as the structure obstructs safe and direct connectivity to the shore. With this permanent alteration which prioritises vehicular demand, there is now a need to address the loss of community spaces by developing new possibilities. By establishing attractive and functional open spaces for community gatherings and healthy recreational use, the project aims to maximise the potential of these inefficiently used spaces and to improve live-ability in Butterworth. ThinkCity, in collaboration with the Institute of Landscape Architects Malaysia (ILAM), and in partnership with Majlis Perbandaran Seberang Perai (MPSP), is calling upon Malaysians from all walks of life to contribute fresh and exciting ideas for creating new public spaces for the Butterworth community. This competition is also supported by MIP, PAM and MRCB (Penang Sentral) and managed by ILAM Youth Chapter (IYC). On 7 December 2018, an official site briefing and also press conference was organised, which attracted more than 250 participants, and various members of the media fraternity. During the session, both ILAM and ThinkCity delivered speeches, followed by a briefing by ThinkCity, and a Q&A Session. The competition is still open for registration from now till 25 January 2019. Themed, “Future Tense”, this edition of IFLA delves into the issues that we face and seeks regional solutions to the sub-themes such as Finite Resources, Homogenous Culture & Diverse Population, Transient Living and Natural Disasters. Penang Convention & Exhibition Bureau (PCEB) IFLA2020 will be held in George Town, Penang from 13-15 August 2020. Following which, the steering committee has started a series of engagements with Malaysia’s Federal Government Agencies and Ministries, as well as the Penang State Government and its local agencies. The meetings in mid-August 2018 started with the Penang Convention & Exhibition Bureau, Think City, Majlis Perbandaran Seberang Perai (MPSP), Majlis Bandaraya Pulau Pinang (MBPP), Penang Green Council, The Habitat Penang. The highlight was the courtesy call to the Penang Chief Minister’s office and the Minister of Federal Territories Malaysia.

A special talk focused on green technology in landscape architecture was organised by ILAM Centre of Excellence in collaboration with Green to Go Urbanscape Sdn. Bhd. About 100 participants attended the talk with the topic landscape effectiveness in thermal effect reduction, greenwall, green roof and stormwater management solutions.
MLAA10 Jury Session
Date: 23-24 January 2018 Venue: ILAM at ALAMi Shah Alam This MLAA is our 10th edition of the award programme in which we have received a total of 165 submissions in 8 categories with an exceptionally high standard across the board. 9 Jurors divided into 3 groups took 2 days to complete the judging process and the result was endorsed by the ILAM council.
Greenovation Public Exhibition and Voting Date: 12-14 January 2018 Venue: The Circle Publika
A three-day exhibition at Publika intended to showcase local design ideas for the top 10 shortlisted Benches and Gazebo design for Taman Tugu Kuala Lumpur. During the exhibition, the public were invited to cast their vote on site, via the ballot box, or LIKE via online voting. More than 1000 votes were cast during the exhibition and more than 30,000 likes received on Facebook.
The Heritage Charm of Taiping & Kuala Sepetang
Date: 27-28 January 2018 Venue: Taiping, Bkt. Larut & K. Sepetang. Attended by 50 participants who traveled by both bus, and walked, to explore the heritage town of Taiping. Hosted by Majlis Perbandaran Taiping (MPT), they also explored Bukit Larut (Maxwell Hill) and Kuala Sepetang’s natural wonders and mangrove management system.

Wang Xiujun, the Secretary General of Asian Landscape Architecture Society, sought to work closely with ILAM in terms of knowledge exchange via a study visit to China and further collaboration in landscape publications.
StarProperty.my Awards is held annually to commend top developers in Malaysia for their significant contributions in delivering sustainable, innovative and quality property products for the public. This year a total of 21 award categories were introduced. ILAM was represented by President, Assoc Prof. LAr. Dr.Osman Mohd Tahir, as a member of the jury.

World Urban Forum (WUF9) Activation Programmes
World Urban Forum (WUF9) Parallel Session
ThinkCity, in-collaboration with KL City Hall (DBKL), developed a communal living concept. Based on a micro-house approach, the project was displayed in the Urban Village, during the World Urban Forum, WUF9. Working with two local design firms, prototype microhouses were erected and are on public display. The showcase was officially launched on 8 February 2018 and was attended by ILAM members.
ThinkCity, in collaboration with ILAM, organised activities and a showcase at the Urban Village, Medan Pasar, Kuala Lumpur, in conjunction with the 9th session of the World Urban Forum. Among the activities in which ILAM was involved were the various activation programmes engaging the public such as traditional games, handicraft, and environmental art painting.
In conjunction with the World Urban Forum, ILAM was also involved in several parallel sessions, with counterparts from China. The forums were organised by the Asian Landscape Architecture Society and Sustainable Urban Community (SUC) China.

Date: 10 March 2018 Venue: RHR Hotel, UNITEN A month after the KAIAL Professional Courses which were attended by 85 participants, the annual ILAM Professional Examination was held at RHR Hotel, UNITEN, to certify the next batch of professional Landscape Architects. This year, there was a breakthrough of numbers with 133 candidates sitting for professional examinations.

DBKL Shade Trees Management Workshop

Date: 30 June 2018 Venue: Hilton KL Sentral Once again, the ILAM Annual General Meeting was held in June this year, and was attended by 249 members. This year marks the end of the ILAM Council Members’ 2016/2018 term, and so a
fresh election was held to determine the new council members for the new session 2018/2020. Assoc Prof. LAr. Dr. Suhardi Maulan was elected as the ILAM President, while Assoc Prof. Dr. LAr. Nor Atiah Ismail was voted in as Vice President.

IFLA2020 Promotional Video in the Making
Sabah Chapter First Chapter Meeting & Raya Gathering
The ILAM Youth Chapter, lead by LAr Khairul Amin, gathered a number of young landscape architects to produce a promotional video for the purpose of publicity. Initiated for IFLA2018 World Congress in Singapore, the team then spent 3 days shooting on locations throughout Kuala Lumpur.
ILAM Sabah Chapter, lead by the new chairman, LAr. Eric Ee, hosted the first Chapter Meeting to discuss their activities and new organisation. The new dynamic team also hosted a Raya Open House for chapter members.

IFLA2018 World Congress Singapore
Date: 18-20 July 2018 Venue: Marina Bay Sands, Singapore Held from 18-20 July 2018 at Marina Bay Sands, the congress concluded successfully with 1,552 attendees. The congress culminated in one of the biggest technical tours organised in Singapore for landscape architects. A total of 252 visitors went through a learning journey

across Singapore’s heartlands, through mix-residential projects, public parks and other architectural marvels, visiting at least 50 award-winning sites. BIM Seminar and Dinner
Date: 27 July 2018 Venue: Sheraton Hotel, Petaling Jaya The Malaysia Professional Centre (BIM) organised a half day seminar about the Impact of the Industrial Revolution 4.0 on the four sectors of Medical and Healthcare, Construction, Agriculture and Social Health. Later in the evening, ILAM Council Members attended the dinner hosted by BIM at the same venue.

Royal Floria Putrajaya Judging Process
Royal Floria International Dialogue 2018
The 10th edition of Royal Floria Putrajaya returned with the theme ‘the 10 Wonders of Floria’ featuring the flowers that crowned the past 10 editions of Floria. This year, under the lead of ILAM Centre of Excellence (ICE), the company conducted the jury session for the showcase gardens in various categories. Approximately 15 landscape architects were involved in the jury session.
The 2-day Dialogue is a platform for floriculture, horticulture and landscape industry professionals to meet and share ideas in a casual dialogue session. Around 100 participants attended this two-day event, organised in conjunction with Royal Floria Putrajaya 2018, which included panel sessions, site excursions, keynote session and others.

Ministry of Housing and Local Government organised a 3-day meeting to refine the existing Need Statement for architectural works, to be used as a guide specifically for housing projects.

Taman Tugu Eco Day
The Young People’s Lab, a 1-day workshop, focused on young professionals from the built environment spectrum. The programme engages youths to bring their collective energy, creativity and vision to the table to analyse, discuss and generate ideas and solutions for selected urban enclaves.
A day of fun with nature, organised by Taman Tugu Kuala Lumpur, opened to the public with talks, performances, documentary screenings. The winners of the Greenovation Design Competition were also announced during the event.

Date: 8-9 October 2018 Venue: Seberang Perai, Penang Seberang Perai Municipal Council (MPSP) proudly organised the 2nd Seberang Perai International Conference on Ecotourism and Conservation Effort (SPICEC 2018) with the theme ‘Promoting Local Economic Development (LED) Through Ecotourism’. While the SPICEC 2016 Resolution focused on conservation and awareness, this year SPICEC will look at the economic impact of ecotourism on the local community.
ILAM Southern Chapter CSR Programme Green Harvest Festival

ILAM Southern Chapter, in collaboration with SK Medini, Nusajaya, organised a CSR programme, Green Harvest Festival @ Edible Park Nusajaya. About 18 Southern Chapter members were involved in this programme, which included a forest walk and activities such as homemade composting, brain games, SGDs Bingo and many more.
ILAM Sabah Chapter participated in a technical workshop on Landscape Standard & Guidelines, organised by Bahagian Landskap Jabatan Perancang Bandar & Wilayah Negeri Sabah. The technical workshop aimed to prepare the Sabah Landscape Development Planning Standard (10% open space) and several other landscape guidelines.

Among the highlights was the Keynote speaker, Kotchakorn Voraakhom, a TED Fellow and Managing Director of Landprocess, Thailand, who shared ‘Chulalongkorn University Centennial Park: Creating A Flood-Proof Park by Building It To Flood’. SPARK 2018 was curated by ILAM Youth Chapter (IYC) and managed by ILAM Centre of Excellence (ICE).

A special courtesy call was conducted by ILAM to the Minister of Federal Territories, YB Tuan Haji Khalid Abd Samad, to provide an update to the Ministry on the landscape industry in Malaysia and to seek support from the ministry on the Landscape Architect Act, and the organisation of IFLA2020 World Landscape Architects Summit.
With a total of 18 organisations joining this year’s KUL Design Month 2018, the event has grown from strength to strength. To celebrate and conclude this year’s event, Kuala Lumpur City Hall invited all the organising partners under one roof to celebrate with music and food. ILAM is grateful to be a part of KUL Design for the second year.

ILAM Southern Chapter CSR Programme Series Tree Planting by Landscape Architects Date: 09 December 2018 Venue: Sekolah Islam Hidayah, JB
ILAM Southern Chapter, in collaboration with UTM and Majlis Bandaraya Johor Bahru (MBJB), organised a tree-planting activity at the school compound, as part of a CSR activity. About 20 mature trees were planted by 5 landscape architects, along with the help of general workers and school officers.
On 7 December 2018, an official site briefing and also press conference was organised, which attracted more than 250 participants, and various members of the media fraternity.
