I am pleased to share Carmel Clay Parks & Recreation’s 2012 Annual Report. As the highlights suggest, it truly was a remarkable year for both the community and its park system! On the same day Carmel was ranked the best place to live by Money Magazine, we dedicated the East Woods in Central Park to commemorate our 20th anniversary. We made waves throughout the region with Indiana’s first FlowRider®, our new simulated surf ride at The Waterpark. Both Extended School Enrichment and the Monon Community Center remained self-sufficient while collectively serving over half a million program participants and visitors. The parks and services offered by Carmel Clay Parks & Recreation not only contributed to the quality of life enjoyed by our residents, they were an underlying factor for the national attention garnered by our community. While much was accomplished last year, more improvements are in store for 2013. After years of anticipation, construction will begin on Carmel’s first dog park in Central Park. Cabanas will be constructed in The Waterpark, available for day rentals by families and small groups. The overflow parking lot adjacent to The Waterpark will be enlarged and paved to better accommodate summer visitors. Construction plans for a playground and additional shelters in Central Park’s West Meadow will be finalized with development beginning in 2014. An update to the West Park Master Plan will be initiated, and the Parks and Recreation Comprehensive Master Plan, which will guide the management and development of the park system through 2018, will be finalized. We look forward to working with community leaders, residents, and partners to create an environmentally, socially, and economically sustainable park system. Money Magazine ranked Carmel as the Best Place to Live in America, with the quality of park and recreation opportunities playing a notable role. In addition to featuring Central Park on the magazine cover, both the Monon Community Center and Monon Greenway are referenced as contributing factors for the top billing. A resident even cites The Waterpark as a reason his family moved to Carmel.

SERVING THE COMMUNITY Quality parks, greenways, and opportunities for recreation and wellness contribute significantly to our community’s quality of life. Carmel Clay Parks & Recreation is dedicated to providing enriching, enjoyable escapes through recreation, fitness, and nature.

EXTENDED SCHOOL ENRICHMENT Established in 2006 through a partnership with Carmel Clay Schools, ESE provides before and after school care to approximately 1,200 students each day within the school district’s 11 elementary schools. Our ESE program also offers a variety of traditional and specialty summer camps, providing opportunities for summertime fun, learning, and exploration. By the numbers… 4,554: Summer camp enrollment (up 3% from 2011) 2,171: Before & after school enrollment for 2011-12 school year (5th consecutive year with increased enrollment) 11: Before and after school locations, each site maintaining the Darkness to Light Partner in Prevention distinction, signifying our ongoing commitment to protect children from sexual abuse

MARKETING & COMMUNITY EVENTS Historically park systems have functioned on a “build it and they will come” mentality. With a $10 million operating budget and expectations for high self-sufficiency, Carmel Clay Parks & Recreation recognizes success can only be achieved through effective marketing and promotions. Our successful community events and growing volunteer program also help build and support our brand within the community. MONON COMMUNITY CENTER With amenities and program offerings unsurpassed anywhere in the state, the Monon Community Center is the community’s one-stop source for recreation, fitness, and family fun. This award winning facility features The Waterpark, indoor aquatics, a fitness center, 3-court gymnasium, program and meeting rooms, and so much more. By the numbers… 591,296: Total membership and pass attendance 48,548: Registered participants in recreation programs 9,369: Monthly and annual memberships (up 7% from 2011) 2,490: Types of classes offered

PARKS & GREENWAYS

A nationally recognized park system of parks, nature preserves, and greenways supports activities such as picnicking, playing on playgrounds, splashing at spray parks, walking or biking on trails, playing sports, fishing, and enjoying the outdoors. By the numbers… 502: Acres of parkland owned or managed by the Park Board 21.7: Miles of developed trails within the park system 12: Number of parks (all but one has developed amenities) 4: Number of greenway trails, including the Monon Greenway, which is designated a “Hall of Fame Trail” by the Rails-to-Trails Conservancy

Developing Existing Resources Carmel and Clay Township are nationally recognized for their park system and high quality of life. Carmel Clay Parks & Recreation will continue to build upon our existing parks, facilities, and services to enhance the livability of the community.

Central Park East Woods Dedicated on August 20th, capping off our 20th anniversary of the park system, the East Woods provides a natural escape for residents within the city’s urban core. Along with upgrades to the east entry drive into Central Park, new amenities include a picnic grove and 2.1 miles of scenic trails with interpretive signage, allowing visitors to explore and learn about native forests, wetlands, the Carmel Creek waterway, the old Interurban Railway, and other local history.

FlowRider® at The Waterpark Surf’s up in Carmel! (And we’re not talking about that other Carmel-by-the-Sea.) This summer we premiered the first FlowRider® in Indiana - a simulated surf attraction that was the talk of the town. The FlowRider® received Best of Carmel honors from Indianapolis Monthly. It also helped garner a special population award from the Indiana Park & Recreation Association for our Adapative FlowRider® program, which teaches people with disabilities how to body board and surf on the FlowRider®.

Landscape Enhancements at The Waterpark While the “surf” received all of the attention, there were also several “turf” improvements within The Waterpark to enhance the overall experience. Key modifications included a new focal planter inside the main entrance, expanded grassy areas, and other subtle landscape refinements that added to the natural beauty of the facility. Further improvements are planned for 2013, including cabanas available for rent by families and small groups.

Lawrence W. Inlow Park Disc Golf Course The park system’s first of two disc golf courses opened this summer in Inlow Park to rave reviews. The 9-hole beginner’s course is great for kids, families, or putt/approach practice for more experienced players. An 18-hole championship level course will be developed in Hazel Landing Park and is anticipated to open for public play in 2013.

Creating a Sustainable Future Not only does the park system positively contribute to our quality of life, it should serve as our legacy and gift to future generations. Carmel Clay Parks & Recreation is committed to the long-term sustainability of our community’s park system.

Central Park North Campus Master Plan A series of public forums and stakeholder meetings were held to guide the future development of approximately 25 acres of Central Park located along 116th Street. The master plan provides for a logical extension of the East Woods and includes Carmel’s first dog park, an expanded network of trails, opportunities for woodland recreation, and more. Upon adoption of the master plan in early-2013, initial development of the dog park and a new meadow is expected to begin before the end of 2013.

Monon Community Center Interior Refresh Plan Since its opening in 2007, the Monon Community Center has hosted millions of visitors, causing tremendous wear and tear on the facility. To ensure the MCC’s appearance remains true to its original design intent, an interior refresh plan was developed by the original architects. Implementation of the plan will take approximately three years, beginning in mid-2013 with upgrades to the fitness locker rooms. Future improvements will address worn flooring throughout the building and provide finishes within the east building appropriate for increased program use.

Parks & Recreation Comprehensive Master Plan As required by the Indiana Department of Natural Resources, a new five-year comprehensive master plan is currently being developed. This plan will incorporate extensive input gathered through community-wide surveys, focus groups of users and non-users, and public forums. Upon completion in 2013, the comprehensive master plan will guide the development and management of the park and recreation system through 2018.

Financial Assistance Carmel Clay Parks & Recreation is dedicated to ensuring all Carmel Clay residents are able to enjoy our programs and services. In 2012, the Department awarded $424,362 in fee waivers and scholarships to individuals and families challenged by economic factors. By the numbers… • $301,468: Unfunded fee waivers awarded by ESE for before and after school participants • $92,894: Unfunded fee waivers awarded by MCC for memberships and program registrations • $30,000: St. Vincent Youth Scholarships awarded for summer camps and MCC youth memberships through a generous partnership with St. Vincent Carmel Hospital • 656: Individuals receiving financial assistance

A BENCHMARK FOR EXCELLENCE Carmel Clay Parks & Recreation began a two-year process to become nationally accredited through the Commission for Accreditation of Park and Recreation Agencies (CAPRA). Accreditation requires compliance with 144 different standards, validated by a CAPRA visitation team. To learn from best-practice agencies and help guide us through the accreditation process, Assistant Director Michael Klitzing became a certified CAPRA visitor. Most recently he served on the visitation team reviewing the Chicago Park District, the nation’s largest municipal park system, which received accreditation in October 2012.

Carmel/Clay Board of Parks and Recreation The Park Board was originally established in August 1991 through an Interlocal Cooperation Agreement between the City of Carmel and Clay Township. A distinct, political subdivision under Indiana law, the Park Board serves as the policy-setting body and fiduciary guardian for Carmel Clay Parks & Recreation. The Park Board consists of nine members appointed by the Mayor (4), Township Trustee (4), and Carmel Clay School Board (1). 2012 Board Members James L.
