BOARD OF DIRECTORS Castle Rock reaches a milestone mark Wow, it’s so hard for me to believe that when I began my career as the President of the Chamber Castle Rock’s population was 17,000 and now fourteen years later we have reached a population of 50,000. I am told this isn’t an official determination, but an estimate by Town staff. So when do we drop off the title of Town? It would seem to me that the Town designation is no longer appropriate. Reaching the 50,000 population mark represents a significant milestone in the growth and evolution of our community.

and is estimated to now have reached 50,000 residents. Castle Rock’s projected DIRECTORS eventual buildout in the future is estimated at around 100,000.
As I understand it Castle Rock’s designation as a Town was established in our communities’ Charter and can only be changed by voter approval of a Charter amendment. A 50,000 population makes Castle Rock the 17th largest incorporated municipality in Colorado. Interestingly, Castle Rock is the largest town in Colorado, with all other larger municipalities calling themselves cities. Hitting this 50,000 population number has taken us to a threshold that may enhance certain economic development opportunities where there are companies that typically only consider communities exceeding the 50,000 population level as acceptable locations for new business development. So look out Castle Rock, who knows what opportunities we may see very soon. The Young Entrepreneurs Academy, or YEA!, is an innovative program that guides students through the process of starting their own real business.

Information technology was the topic for February’s Business Boot Camp session. First, participants learned the value of inventorying and protecting all of their hardware, software and social media technology tools. Instructor Mike Tafoya, President & CEO of Estrada Strategies-DTC, led a very valuable discussion of best practices in this area. More than half of the class time was devoted to websites and social media marketing. For websites, “getting found” by Google and other search engines is critical and the class learned about how to do this through content management and other techniques. When marketing through social media (e.g., Facebook, LinkedIn, Twitter and others), the class discussed the differences between these venues and the norms and best practices for each. Also, class members learned which media are most valuable for certain types of businesses. Michael Likens, a Boot Camp mentor and the Founder of gopixel design studios in Castle Rock, provided extremely helpful input and guidance during this session. The final Business Boot Camp class in March will be devoted to human resources issues—building and maintaining the strongest possible team. Networking and homemade chili warms the soul at February’s business after hoursGuests at last month’s Business After Hours held at Legacy Hospice (412 Jerry Street) had more than road construction on Jerry Street to deal with. A snowstorm surprised the town, with more than 8 inches of snow by 9am. But in typical Colorado fashion, the weather quickly changed and turned out to be an enjoyable day. Crowds flocked to the Business After Hours in hopes of trying some of the delicious homemade chili others have been raving about. Guests enjoyed five varieties of homemade chili, breads, and all the toppings imaginable at their Ribbon Cutting/Business After Hours celebration. No. 1: Loudoun County, Va. Median household income: $119,540 With a median household income that is a full $16,000 higher than our second-place finisher, Loudoun County has trounced the competition on its way to becoming the richest county in America. Candidate list set for April Town Council election The slate of candidates for April’s Town Council election has been set. The candidates are: District 1 (the western half of The Meadows) Paul Donahue (incumbent) District 2 (Diamond Ridge, Sapphire Pointe and Metzler Ranch) Chris Horton Brian Logan (incumbent) Mark P. Heath District 4 (Castle North, Castle Highlands, parts of Red Hawk and Craig & Gould’s Addition) Langford Jordan Chip Wilson (incumbent) District 6 (Plum Creek and Crystal Valley Ranch) Clark Hammelman The Councilmembers elected will serve four-year terms and will be paid a monthly stipend of $650. There are no Townwide issues on the ballot, so voters who do not live in one of the districts electing a Council member will not receive a ballot. N. Meadows Extension open house to explore railroad crossing options The North Meadows Extension to U.S. Highway 85 and Interstate 25 – the Town’s No. 1 road construction priority – is moving forward. Construction is expected to begin next year. As the Town finalizes the design of the new road, one decision that must be made is whether it will cross over or under the BNSF Railway tracks northwest of Castle View High School. An underpass likely would take more time to construct. It also would be more costly and complicated than an overpass due to due to railroad construction requirements, as well as drainage and utility issues. An overpass, meanwhile, could cause visual impacts associated with a 25- to 30-foot-tall bridge. These issues are why the two options are being reassessed. Detailed information regarding both the overpass and underpass options will be presented at a public open house from 5 to 7 p.m. Wednesday, March 7, in the commons area at Castle View High School, 5254 N. Meadows Drive. A short, introductory presentation will be provided at 5:45 p.m. Questions will be handled at individual stations throughout the full time frame, however, and it is not necessary to attend the presentation. General updates on the project also will be available at the meeting. The North Meadows Extension is the final project in the Town’s Transportation Action Plan – a $30 million bond issue that more than 75 percent of Castle Rock voters approved in 2005. The other two TAP projects – the Southwest and Southeast Arterial Connection Roads – were completed in 2009. The North Meadows Drive interchange on U.S. 85 will be at Castlegate Drive, and the new I-25 interchange about 1 mile north of the Founders/Meadows Parkway interchange. Initially, the interchange at U.S. 85 will include only the north ramps – a southbound off-ramp and northbound on-ramp. The south ramps will be constructed in the future. The estimated cost to build the initial two lanes of the roadway – including the cost of the land needed (known as right of way) – is about $50 million. $20 million in TAP bonds will be issued. The remainder will be funded through the Town’s Transportation Fund and through contributions from Douglas County and the Colorado Department of Transportation. The project is needed to provide a second northern access for The Meadows; to relieve traffic congestion along Founders/Meadows Parkway at the U.S. 85 and I-25 intersections; and to improve the operations and safety of I-25, the ramps of which are over capacity and become backed up.
Construction of the initial two lanes of the new road is expected to be completed in 2015. Two additional lanes will be added in the future, when traffic conditions warrant. That phase is expected to cost about $10 million and will be funded in part by Castle Rock Development Co., The Meadows’ developer. The Leadership Douglas County class met in February with the focus on education and libraries in Douglas County. The day began with a presentation by the DCSD Superintendent. Dr Fagen provided an overview of the school district, including a synopsis of the current educational system and how it supports an industrial society. Working with leading economists, American education is attempting to forecast the direction of our future society, away from an industrial nation, towards a more "digital" Nation and global interaction. She showed us how our newest generation, the "Digital Natives" have different learning patterns and are much more able to multi-task. The educational focus moves away from just rout memorization and creates an environment for all students to achieve academic success. The overall emphasis on Douglas County's education system is to adapt teaching techniques to each student's learning needs. The School Options Panel highlighted educational opportunities and programs that are available to the DCSD students, including charter schools, alternative high schools, private schools and home school options.
Having access to different types of learning environments helps to ensure that no student gets left behind. Dr Heflebower spoke of the current trends in education across the nation, focusing on the core elements which make a school district successful. Matt McKeever highlighted how Arapahoe Community College is connected to the Douglas County community, what they mean to the community and where Douglas County fits into higher education in Colorado. Jamie LaRue provided a timeline of the Douglas County Libraries, touching upon operations and trends in libraries. In 1990, the Douglas County Library system was the worst system in Colorado. Since 2006, and every year since, they have been rated the number one public library in the nation and they are also among the busiest in the nation. “The Leadership Douglas County sessions relate to each other in unexpected ways, building upon the knowledge gained in previous sessions to form a new and enhanced view of Douglas County’s strengths and growth areas. Sheriff Monthly MessageMessage-The AMBER Alert™ Program is a voluntary partnership between law-enforcement agencies, broadcasters, transportation agencies, and the wireless industry, to activate an urgent bulletin in the most serious child-abduction cases. The goal of an AMBER Alert is to instantly galvanize the entire community to assist in the search for and the safe recovery of the child. And, of course, the safe return of a missing child is the highest priority of law enforcement. On average, 797,500 children are reported missing in the U.S. each year — but less than 2 percent are considered "stereotypical" abductions, according to a 2002 U.S. Justice Department study. Stereotypical abductions are classified as abductions during which the child does not know or is of "slight acquaintance" with the abductor. Make sure your child knows when it is appropriate to talk to strangers. Children often get confused on this point because, even though they are told not to speak with people they do not know, parents often encourage very young children to engage in conversation in order to teach socially-appropriate greetings and politeness. To avoid this confusion, explain to the child that it is OK to respond to simple greetings such as a "Hello" and "How are you?" But explain to the stranger that the child has been told not to say more if he doesn't know the person to whom he is speaking. This way, your child will have a clear definition of when to speak, and the stranger will not be offended for lack of further responses. Since January 2010, my office has been committed to the development of a Child Abduction Response Team (CART). CART is a multi-agency team that consists of members from the Sheriff’s Office, District Attorney’s Office, Colorado Bureau of Investigations, Department of Human Services, and Douglas County Schools to name a few. CART committee members have identified resources needed, written policies, conducted several table top scenarios, and trained Sheriff’s Office personnel on the initial response and investigation of a child abduction. Douglas County Sheriff’s Office CART recently conducted a small scale field exercise. Due to the success of the exercise, Douglas County is now actively working towards becoming the first CART agency in Colorado to be certified through Amber Alert and Fox Valley Technical College.
Information was gathered from actors located in the surrounding businesses and evidence was collected from two separate crime scenes. Within three hours, the information lead responders to the “suspect” and a safe recovery of the child. Crime lab personnel, Colorado Bureau of Investigations, Victim’s Assistance, and Search and Rescue all responded. Lone Tree Police Department, Castle Rock Police Department, and Parker Police Department also participated in the exercise by sending personnel from their agencies to observe and evaluate the response. This was a tremendous training opportunity for our deputies and much was learned as a result of this innovative exercise. The Douglas County Sheriffs Office would like to thank Safeway, The City of Castle Pines, the Castle Pines Chamber of Commerce, Allstate, Animal Care Centers, Big O Tires, Cost Cutters, Discount Tire, First Bank, La Dolce Vita, Las Fajitas, Prudential Portrait Realty, Salon 188, The UPS Store, and the community for their support and partnership with this training exercise. Arapahoe Community College receives $20,000 grant from The Denver Foundation LITTLETON, Colo. (Feb. 1, 2012) – Arapahoe Community College has received a $20,000 grant from The Denver Foundation, as announced today by Courtney Loehfelm, Executive Director of the ACC Foundation. The grant from The Denver Foundation is designated to be used for childcare stipends for low-income student parents who have children enrolled in the ACC Child Development Center. “Arapahoe Community College is very thankful for this grant, and we extend our most sincere gratitude to The Denver Foundation and its Board of Trustees for their consideration and generosity,” said Loehfelm. “As the enrollment at ACC continues to grow, so does the need for additional childcare. This grant will help keep childcare expenses at a minimum for our student parents as they focus on pursuing their education.”
Mock Child Abduction Training Exercise. On February 1, 2012, the Douglas County Sheriffs Office received a simulated 911 call into the Douglas Regional Dispatch Center of a child that went missing from the Safeway located at 560 Castle Pines Parkway. Patrol deputies and detectives responded to Safeway to take a report and canvass the area for any potential “witnesses”.
