Pam Ridler , CCE President/CEO Castle Rock Chamber

Recently the state’s economists presented their quarterly forecasts. In the short term, the good news is – the Governor’s Office (OSPB) raised their General Fund forecast for this year by $239 million for FY 2012-13, and the Legislative Council similarly raised their forecast for this year by $83.7 million which means the short-term budget figures look strong. The Governor’s budget priorities for FY 201314, Henry Sobanet, Director of OSPB, says:

The governor’s office “believes it will be able to fund K-12 Enrollment and Inflation in FY 2013-14”.

On Medicaid, they will likely need to request an additional $100 million – though there is a slight flattening of caseload growth.

Sobanet also stated, “when you look at the General Fund revenue growth, this is a one-time in nature, primarily due to capital gains as well as oil and gas activity.” These revenues streams can not be counted on in the future at the same level.

In terms of the overall state of the economy, both forecasts were very depressing. Though much of Colorado continues to outperform the rest of the country, the level of national and international uncertainty continues. Both forecasts predict a slowdown in economic growth.

Whither the Entrepreneurs? We hear it all the time that small business is how we will see growth and be the savor that turns our economy around in the foreseeable future. The Castle Rock Economic Partnership (Town, Chamber, Castle Rock EDC, DDA & DBA) continue our partnership and collaborate to make significant projects and initiatives that will move Castle Rock’s economy forward. But according to research done by Tim Kane of the Hudson Institute, entrepreneurship in America is on the decline. Among some of his findings: •

The number of new establishments a year peaked in 2006 with 667,000 that number dropped to 505,000 in 2010. (continues on page 14)

How Does Your Business Thrive?

Time: 11:30 am to 1 pm Cherokee Ranch & Cas tle 6113 Daniels Pa rk Road Regis ter a t www.CastleRock.org The Castle Rock Chamber of Commerce welcomes Julie Schrock, a local business woman who has experience and training in a variety of fields, none of which are traditional qualifications for writing her first book. What Julie Schr oc k

qualifies her to write Missing Max: Finding Hope After My Marine Son’s Death are her experiences as the mother of a Marine son deployed to, and killed in, Afghanistan. On that topic, she is a subject matter expert. Missing Max is a compelling story of Julie’s journey of the extraordinary events surrounding the death of her Marine son, a working dog handler in Afghanistan. You will share her despair, fears, tears and finally, her hope as she moves through the days, weeks and months following word of Max's injury, and then his death. Her story will encourage listeners to live a life that is focused on making their lost loved-one proud. She has first hand experience with moving through the grieving process and, through her faith and the love of family and friends, beginning the healing process and going forward with her life. Julie will challenge you to examine your thoughts on the afterlife, as well as your faith. Her experience has had a profound effect on her ability to move forward. Julie's hope in telling Max's story is that it will provide strength, hope, courage and faith to those who need it. And she hopes that Max, and all fallen soldiers, will never be forgotten. Come and listen to how Julie moved through this episode in her life and where her experience is taking her now.

Continue from CEO Focus on page 2. •

The number of jobs created by establishments less than one year old has decreased from 4.1 million in 1994 to 2.5 million in 2010.

Between the 1980s and 1990s, there were 11 startup jobs per 1,000 people.

The average rate for entrepreneurial job creation under the last three presidents was 11.3, 11.2, and 10.8, respectively. However, during the past four years the average rate dropped to 7.8.

Kane offers several possible explanations: •

An unfavorable climate for entrepreneurship exists due to high taxes and uncertainty.

The passage of the Affordable Care Act created a complex and uncertain regulatory environment for employers.

The IRS crackdown on employers’ use of independent contractors is forcing startups to pay for benefits they can’t afford.

The increase in mandated occupational licensing by local governments is hurting opportunities for poor and middle class Americans that want to create startups.

You can find his report at: http://www.hudson.org/files/publications/Kane-TheCollapseofStartupsinJobCreation0912web.pdf Not to focus on the negative as stated above, this is the reason that Public/ Private organizations like CREP must continue to work together and find ways that we can locally achieve a better local economy. Sunday, November 4th at 11am, Yogi goes into hibernation! First, though, Yogi needs to gather up what he will need for winter. You can help by bringing him food! Anything Yogi doesn’t eat, he will be giving to the Douglas County Task Force to help families in need. This year, Yogi would really like canned goods containing lots of protein. These include baked beans, canned fish and meat, chili with meat, peanut butter and hearty soups. Of course, Yogi is smarter than your average bear, so he won't eat expired food or food that has already been opened. You can drop off donations for Yogi’s hibernation at the campground (Exit 174 on I-25 just south of Castle Rock) anytime between now and November 4th. You can also join them on November 4th at 11 am to say good night as Yogi goes into his cabin for a long winte r’s nap! 17
