A MESSAGE FROM THE FRENCH AMBASSADOR
H.E. CHRISTOPHE LECOURTIER Ambassador of France to Australia
The issue of sustainability is undoubtedly one of the key issues for the world we live in. Defining and delivering a sustainable future is such a complex and important task that all stakeholders must collaborate. France has put the environment and the need for a more sustainable model at the center of its global agenda and French diplomacy has aimed to build a global consensus on these issues. Thanks to this diplomatic effort, to unprecedented political and civil society mobilisation and to a positive alignment of stars between the world’s largest emitters, an historical Agreement was reached in Paris in 2015. This agreement contains all the right ingredients for a robust new global climate regime and powerful defined rules for collective action. The agreement entered into force on 4 November 2016, just 3 days before COP22 – as the French Presidency had hoped. The Paris conference successfully sent the message that the COP21 agenda is not a top-down constraint inflicted on businesses by governments, but the basis of new economic dynamics that are accelerated and irreversible - and that also bear business opportunities for willing companies. Indeed, climate action is not just as passing craze. The ‘Action agenda’ contains more than 11,000 concrete commitments already. They take the form of international alliances, coalitions or individual engagements by cities, regions, businesses, investors, NGOs, in more than 180 countries, in all areas.
Today the dynamics of reducing emissions, enhancing competitiveness, and creating sustainable jobs, are converging. Many companies understand that now is the time to invest to gain a decisive comparative advantage in the low-carbon economy of the future. Energy transition is not only an issue for countries, but also for each company, especially industrial ones. France intends to remain an exemplary leader in this field. In July 2015 it became the first country in the world to introduce mandatory climate change-related reporting obligations for institutional investors. France is also accelerating its energy transition, precisely defined in a new law passed in August 2015. Similarly, the French business world is very proactive, with the banking sector a world leader on the Green bonds market. French companies are also well-known for their leadership in innovation in clean energy and infrastructure projects, including for example the building of large renewable energy projects in Australia. From the point of view of “Team France Australia”, there is of course huge potential for Franco-Australian green business partnerships to develop appropriate solutions to reach Australia’s energy transition goal.

FRANCE IS ACTIVELY ADDRESSING THE SUSTAINABILITY CHALLENGE
More than a century after France and Australia’s soldiers fought side by side in the Great War, our bilateral relationship is stronger than ever. Following the first State visit of a French President to Australia in 2014, a continuous stream of high-level visits in both directions has supported efforts to strengthen our bilateral ties. In March 2017, our foreign affairs Ministers signed a Strategic Partnership document that sets a clear objective of strengthened ties at all levels: country to country, people to people, and business to business. Indeed, our economic and trade relations have benefitted from this positive momentum. The creation of the National Business Forum in 2015 was an important facet in this regard, as it demonstrated a shared will to innovate, and provided networking opportunities for French and Australian companies, as well as research and innovation institutions. French companies’ ability to provide Australia with trusted innovative products and technologies was highlighted by Australia’s decision in April 2016 to choose DCNS to develop its next generation of submarines. This program represents a long-term bilateral commitment to cooperate on highly sensitive and complex technologies and will be a cornerstone of the relationship between France and Australia. However, our economic and trade relationship is deeper and more vast than just this single sector. Many more French and Australian companies work, invest and innovate together in various fields such as energy, transport, water, environment and construction, among others, allowing enhanced cooperation across a wide array of economic activities. The business forum will allow many of them to present their current activities and future projects.
A dominant theme of many partnerships is a commitment to sustainable development. Thus, the focus on sustainability for the 2017 Schneider Electric Innovation Hub Business Forum will allow French and Australian companies to present the way they intend to contribute in an innovative way to sustainable development in Australia. As it stands, 600 French companies already employ 60,000 people in this country and manage some key energy, transport and water networks. French companies rely on a long tradition of creativity and innovation, both within companies and in their relationships with some of the world’s most innovative research institutions. The French innovation ecosystem is particularly focused on strengthening the links between researchers’ discoveries and business opportunities. This is one of the main factors supporting French creativity. As an important part of the Creative France agenda in Australia, this forum is a great opportunity to present this model and to demonstrate how it can benefit a more resilient and sustainable Australian economy.

SENATOR THE HON. ARTHUR SINODINOS AO Minister for Industry, Innovation & Science
Arthur Sinodinos was sworn in as Minister for Industry, Innovation and Science in the Turnbull Government on 24 January 2017. The Minister comes to the portfolio with the goal of developing an innovation ecosystem that drives productivity and creates the jobs of the future. One of the Minister’s key focuses in this space is to encourage a culture of collaboration – between industry, researchers and academia – in order to develop brilliant Australian ideas into commercial realities. From September 2015 to January 2017, Minister Sinodinos served as Cabinet Secretary in the Turnbull Government. In his role, Minister Sinodinos was a Cabinet-level minister assisting the Prime Minister in ensuring the proper process and functioning of the Government.

UNIVERSITIES AND SUSTAINABLE TRANSITION: ENERGY, BUSINESS, POLICY AND GROWTH

Rapid urbanisation around the world is leading to increasing pressure on cities to provide mobility, energy, water and waste services. In order to provide a robust platform for the growth of cities such infrastructure needs to be designed, constructed and operated in ways that deliver a strong integration of economic, social and environmental outcomes. In many ways South Australia is leading the way through programs like Carbon Neutral Adelaide led by Lord Mayor Martin Haese, and Target Zero, the State-wide commitment for Net-Zero Emissions by 2050 led by Premier Jay Weatherill MP. At a time when the South Australian government at all levels is focusing effort on finding sustainable approaches to deliver multiple outcomes across economic and social considerations, the role of Universities as an nexus for businesses, entrepreneurs, researchers and emerging leaders, is crucial. Finding tangible solutions to renewable energy, sustainable business and economic growth requires dialogue with experts of many fields. Home to leading researchers in economic sustainability and energy technology, and with access to the world’s leading thinkers and entrepreneurs, the University of Adelaide is playing a key role in sustainable transition.
The University of Adelaide was the first official partner in Carbon Neutral Adelaide and a Founding Board Member of ClimateKIC Australia. The University has also appointed a Sustainable Development Fellow, Dr Charlie Hargroves; launched its Campus Sustainability Plan; sending a delegation to the UNFCCC COP22 led by Dr Manuel Solis; and fostering leading energy research through the Centre for Energy Technology led by Professor Gus Nathan. The University is also preparing its graduates to play a key role in this transition. The Adelaide Sustainability Association is a university club with over 750 members from diverse disciplines. Representing the University by delivering initiatives for the University’s key sustainability partners, the group has been fundamental in bringing Climate-KIC’s Climaton to South Australia, and contributing to the discussion on internal and external sustainability strategies. Through these initiatives and more, the University of Adelaide is demonstrating global citizenship and an appetite to positively influence the community, and steer it towards an innovative and sustainable future.

SOUTH AUSTRALIA - AT THE FOREFRONT OF THE LOW CARBON ENERGY TRANSITION
South Australia’s energy mix has undergone considerable change over the past 15 years. From the early 2000’s, when gas and coal dominated the source of generation, through to today, where more than 40 per cent of our supply is from renewables, we have led the nation in capitalising on the opportunities that come with decarbonisation of the state’s economy. Our renewable energy output is comprised of wind (82%), rooftop PV solar (18%). In 2015-16 electricity in South Australia was generated from natural gas (36%), wind (35%), coal (21%) and rooftop photovoltaics systems (7.5%). There is now no coal fired generation in South Australia after the last plant at Port Augusta was closed by its private sector owners in May 2016. South Australia is globally-recognised for our world-first climate change legislation, introduced in 2007. And we have an ambitious target for our State to achieve zero net carbon emissions by 2050, along with a target of $AU10 billion in investment in low carbon generation by 2025 – of which we have achieved more than $7 billion. We have been able to attract this significant investment because we have the best wind and solar resources in Australia and because we welcome investment that creates jobs.
Our French Engagement Strategy – established following the announcement of DCNS as the partner for Australia’s $50 billion Future Submarine Program – offers the perfect platform for French companies to invest in the next stage of South Australia’s Energy Transition. The South Australian Government has a comprehensive plan to deliver reliable, affordable and clean power for South Australians. The $550 million plan will ensure more of the State’s power is sourced, generated and controlled in South Australia, while increasing security, boosting competition and putting downward pressure on prices. The South Australian Government is: • Building Australia’s largest battery • Creating a $150 million Renewable Technology Fund • Building a government-owned 250MW gas-fired power plant to provide emergency back-up power and system stability • Introducing new Ministerial powers to direct the market to operate in the interests of South Australians • Incentivising increased gas production • Introducing an Energy Security Target • Using the Government’s purchasing power to increase competition in the market. Alongside the energy security this plan will deliver, South Australia is well placed to capture much of the economic spinoffs to arise from further renewable energy development, given the interest shown by proponents to develop projects in our State. We will continue to support such developments, and are using our renewable technology fund, Energy Security Target and the

procurement of the Government’s own electricity load to incentivise innovation in renewable energy technology and storage. Areas being examined by the private sector for investment include large-scale renewable generation systems coupled with battery storage, industrial-scale rooftop solar, other forms of storage such as thermal, behind-the-meter battery storage and pumped hydro, and production of ‘green’ hydrogen via electrolysis of water using renewable electricity. Clearly, we have made excellent progress on first-generation renewable energy technologies such as wind power and rooftop solar. The challenge we now face is how we support emerging generation technologies, and find the right balance to support a low emissions future, grid stability and affordability to consumers. Ultimately, the French Engagement Strategy will have hugely positive economic, social and cultural outcomes for South Australia. The State has a unique opportunity to develop deep ties with France by increasing opportunities arising from the Future Submarine Program; France also has the opportunity to benefit from these strengthened ties. This is an ideal time to be tapping in to the significant opportunities that exist for French companies to assist South Australia in continuing to lead in the area of renewable and emerging energy technologies. We look forward to partnering with French industry leaders to explore how different technologies can assist with securing our State’s energy needs.

Australia is a large country richly endowed with wide open space that offers a broad range of opportunities for renewable energy generation, including wind, solar, hydro and tidal energy. In recent years however, while there have been some notable projects successfully developed and commissioned, a combination of factors have slowed the transition to renewable energy, including regulatory and policy uncertainty, low cost fossil fuel generated power, complications stemming from renewable energy intermittency and falling demand for electricity due to the introduction of energy saving lighting and other technologies and the slowdown and the off-shoring of energy consumptive industry.

In Australia, they are currently delivering solar farms across regional NSW and QLD through EPC contracts (Engineering, Procurement and Construction) and O&M contracts (Operate and Maintain), including a number under ARENA’s funding program. Their Australian projects follow extensive international experience including the 132 MWp Pollo Solar Farm, the largest photovoltaic farm in South-East Asia. In France, two econeighbourhoods, Fort D’Issy and Ginko both incorporate bioclimatic design, with renewable energies and rational water use, to deliver high energy efficiencies. SUSTAINABLE NUCLEAR DEVELOPMENTS IN AUSTRALIA
Since the late 1950s, ANSTO has successfully operated three research reactors in Australia: HIFAR (1958-2007), Moata (1961-1995) and OPAL (2006-present). ANSTO has always been committed to the safe, secure and sustainable management of used fuel. After HIFAR used fuel reprocessing in AREVA La Hague plant in France, a vitrified residues return took place late 2015. The AREVA TN-81 cask, containing 20 Intermediate Level Waste (ILW) canisters is now stored in ANSTO Lucas Heights’ premises. It is expected that Australia will have an operational national radioactive waste management facility for the long-term storage of all ILW produced at ANSTO in the coming decade. In recent years, ANSTO has been working to finalise a management strategy for OPAL used fuel. OPAL fuel consists of low enriched uranium clad in aluminium, which had been supplied by an AREVA-group subsidiary (CERCA). ANSTO has investigated various options for the management of OPAL used fuel. After the success of their collaboration for HIFAR used fuel management, ANSTO entered mid-2016 in an integrated OPAL used fuel management solution with AREVA including transport, reprocessing and waste return. The ANSTO-AREVA plan will enable the OPAL reactor to continue operating with a very high utilisation and maintain its reputation as one of the best research reactors in the world.
TRANSPORTATION AND RECYCLING USED NUCLEAR FUEL New AREVA is the international reference for used fuel treatment and recycling thanks to the performance of its La Hague and MELOX plants in France, operating at a very advanced industrial scale, the largest in the world. Its ability to recycle recoverable materials and to package radioactive waste in a safe and stable manner helps the reduction of the volume of final waste and its toxicity. Furthermore, New AREVA’s TN International subsidiary provides state-of-the-art transportation and storage services for used fuel and radioactive waste. DECOMMISSIONING AND SERVICES As a nuclear operator, New AREVA has leading-edge expertise in the life cycle of nuclear equipment and facilities. Its 50 years of experience make it a reference provider of support services for nuclear facility operation (site logistics, specialized maintenance and radiological safety), radioactive waste management, end-oflife facility decommissioning and dismantling. ANSTO and AREVA are now also exploring collaboration areas in waste management and in dismantling, enhancing their partnership for decades to come.

SESSION 8: THE FUTURE OF THE TRANSPORT INDUSTRY The transport industry is going through the biggest period of upheaval since the 1990s: Car manufacturing is ending in Australia and technology is transforming the way people and goods move around our cities. Much of this technological change is disruptive to the old ways of doing things and not easy to accommodate within traditional rules and regulations. The most successful governments are recognising this and seeking to support the emerging providers, not hinder them. New South Wales is leading the way on this.
In most cases this will mean public transport providing the back bone of passenger services in peak hours, the car providing anywhere to anywhere connectivity and freight moving on trucks, trains, planes and ships. But much else will change. Our vehicles will drive themselves and be greener than ever. New models of ownership and operation will emerge bringing with it new players offering innovations such as Mobility as a Service, on-demand public transport and new levels of flexibility.
The future is uncertain but we know that our core business will not change. The need for value for money will never leave us and people will still demand mobility that is fast, frequent and safe and will still demand goods delivered quickly and on time.

SESSION 9: FOCUS ON RECYCLING & REPURPOSING The future of resource recovery – and the realisation of zero waste to landfill - lies well beyond recycling as we understand it today. In Australia, we currently recycle or compost just over half of the waste we generate. In the US, it’s 34%. Even world leaders, like Germany, are still sending 35%. of their waste to landfill. Only innovation and the active engagement of business and industry can close this gap. Much of today’s waste is too complex to be recycled using conventional processes that require separation into single materials. When we send waste to landfill we are squandering the vast wealth of elements, oxides and materials embedded within it – that our industries otherwise source from finite virgin resources. UNSW Centre for Sustainable Materials Research and Technology is revolutionising recycling science to enable us to ‘mine’ the world’s landfills to produce cost-effective new, green (Grenew®) products, materials and resources. Like turning waste plastics into value-added filaments for 3D printers using their unique micro-factory model and transforming printed circuit boards into metal alloys (copper, tin) using their new thermal micronizing technology[i].
