RESULTS AND IMPACT MANAGEMENT SYSTEM (RIMS) WHO REPORTS
RIMS IS A SYSTEMATIC METHODOLOGY FEATURING A MENU OF INDICATORS TO MEASURE AND REPORT ON THE PERFORMANCE OF IFAD-PROMOTED PROJECTS. ITS MAIN ATTRIBUTES ARE FLEXIBILITY IN RESULTS MONITORING AND A STRAIGHTFORWARD APPROACH TO IMPACT EVALUATION.

Second level results
Provides a coherent system of concepts, definitions and indicators for measuring results and impacts.
Mandate The Executive Board has determined PREVAL will accompany and document the RIMS implementation process in LAC. (IFAD. Executive Board. 8th Period of Sessions. Rome, 21-22 April, 2004)
Measure financial and physical progress, mostly quantitative (numbers and percentages, e.g.number of irrigation schemes rehabilitated) and are generally planned and implemented on an annual basis.
The indicators list will evolve and improve over time, and may be modified.

How will PREVAL operate? In coordination with the entire IFAD community: RIMS-Rome Group; Operations Managers under IFAD's LAC Division; Governments, Projects, Regional Programs, Cooperating Institutions and Consultants.
Measure improved functionality and / or behavioural change, are more qualitative and normally take longer to realise. This level corresponds to either the output or objective level of the projet logframe.
Third level results
To build national and regional capacities: technical assistance, training and tool kit dissemination.
Measure the combinet effects of the 1st and 2nd level results, are quantitative (e.g. households reporting increased assets) and measured at specific points during projet life.
First level indicators reported starting on the second year.
Baseline study
Dissemination and documentation: annual balance of application and compilation of "Best Practices".

Mid Term Review
A snapshot of poverty at the project's start
The completion report compares the project's final outcomes and the baseline study results, and demonstrates the project's impact on accomplishing MDOs.
This report will include an interim impact evaluation for comparison with the baseline assessment. First and second level indicators reported.
