DEAR FRIENDS All told, we touched the lives of more than 40,000 people last year! And thanks to our continued focus on service quality and program outcomes, we were reaccredited by COA (the Council on Accreditation). As we look ahead, we see many challenges. As a community, we will need to find answers to difficult questions:

B

ecause of generous donor support and strong community partnerships, 2011 was filled with accomplishments and opportunities. We hope you will share our pride in this year’s successes. Our Nurse-Family Partnership, a home-based nurse visiting program for low-income, first-time pregnant women, continued to expand to meet community needs. We worked closely with the Delaware Division of Public Health and other partners to build a continuum of evidence-based home visiting services throughout the State of Delaware, with the support of private, state, and federal resources. This continuum will be well-positioned to positively impact a wide range of child health issues, including infant mortality and child abuse and neglect. The Eastside Community Schools program kept growing as we worked towards the establishment of a community health center, expanded mentoring opportunities, and more. Private funders, non-profit partners, and community volunteers have been instrumental in our work on Wilmington’s Eastside. We are looking forward to the opportunity to bring the Community Schools model to new districts and schools over the coming years. As one of the parents we serve at ECS recently reminded us, “It takes a village!”

We have all heard about the alarming increase in childhood obesity. Recent data shows that nearly 40% of Delaware youth ages 2 to 17 are overweight or obese. Since 1976, Children & Families First’s ARC program has provided reproductive health education and services to teens. In 2011, we had the opportunity to add registered dieticians to the ARC clinic staff to help teens develop good habits and stay healthy as they move towards adulthood. Last April, we held our Blue Bow event to mark the beginning of Child Abuse Prevention Month. Senator Tom Carper, Attorney General Beau Biden, and Governor Jack Markell joined faith leaders at Hanover Presbyterian Church to shine a spotlight on the message that each of us has a responsibility to do all we can to protect our most vulnerable citizens. In 2011, we had the opportunity to offer life skills training to youth aging out of foster care as well as help younger children in foster care come to terms with their future through Child Preparation services. In addition, our SHINE program piloted the evidence-based Girls Circle model for 4th and 5th graders at Milton Elementary School to encourage the development of strength, courage, confidence, honesty, and communication skills.

• What is the role of government? • How many can we afford to serve? • What are individuals entitled to receive? • How do we balance human service needs with other competing priorities? But we are confident that with knowledge of our environment and with clear goals in mind, we will find our path – we are a talented group of committed volunteers and staff, with an incredible network of supporters like you. We live in a state that has opportunities, where people know each other and want to make this a better place to live and work. Together we can do anything. Children and Families First, it’s not just our name, it’s our promise.

in 2011, CFF touched the lives of 41,468 individuals. The overwhelming majority (95%) of our stakeholders– clients, staff, donors and partners– would recommend CFF to others.

HEALTHY BABIES

OURMISSION Children & Families First helps families develop solutions to meet challenges and embrace opportunities.

OURVISION Communities where children are nurtured and safe, individuals are valued, and families are strong.

Healthy babies become healthy children. We connect pregnant women with health care and social services to make sure that their babies are born healthy and stay healthy. The Nurse FamilyPartnership (NFP) is an evidencebased program using nurse home visitors to provide comprehensive services to low-income women pregnant for the first time. The nurse follows the family through the child’s second birthday. NFP has a range of positive outcomes, including decreased child abuse and neglect. The Resource Mothers program (soon to be known as CFF/Healthy Families America) works to decrease infant mortality by connecting at-risk pregnant women statewide with prenatal medical care and social services. Staff help prepare women for delivery and parenthood, and offer ongoing support and mentoring. Once the baby is born, the staff ensures that the family is connected to well-baby care.

EARLY CHILDHOOD

The early years of a child’s life form the foundation of his or her future. Delaware Stars is the state’s quality-rating system for child care, working to improve early care and education. The Child and Adult Care Food Program assures that children in licensed child care receive nutritionally balanced meals.

SUPPORTING TEENS

The teen years can be difficult – young adults must navigate the uncharted waters of relationships, sexuality and more. For some teens, the challenges can be even more complex – mental health issues, truancy or even juvenile justice involvement. Youth ages 12 to 20 may participate in ARC (Adolescent Resource Center), either through educational sessions that meet during the school day or at our afterschool medical clinics. The goal is to help teens decrease risk-taking and promote healthy choices. Our Functional Family Therapy program is an evidence-based family counseling intervention for youth between the ages of 10 and 18 and their families who are struggling with behavioral problems and family conflict. Youth with mental health or behavioral issues benefit from our Seaford House Residential & Day Treatment program. In 2011, we began a pilot of the evidence-based Girls Circle model with 4th and 5th graders at Milton Elementary School. FAMILY RESOURCES

Strong families are the foundation of strong communities. Children & Families First is the lead partner in the Eastside Community Schools project, a public-private partnership targeting three Wilmington elementary schools with high rates of poverty and poor academic performance. ECS is working to ensure that children arrive at school healthy and ready to learn; families and community members are fully engaged as respected partners in the success of the children; and that the basic needs of children, their families, and neighbors are met. Our Resource Helpline provides a variety of free referral services to link parents and caregivers to the information they need to access child care, elder services, respite care options, and much more. In Sussex County, the Promoting Safe & Stable Families program connects families to essential services such as medical care, housing, employment and food.

THE WORKPLACE

Work plays a significant role in many of our lives. Children & Families First helps people find meaningful employment in Kent and Sussex Counties through our Rise Up Welfare-to-Work program. We also work with employers around the nation to provide backup dependent care coverage through the Just in Time Care® program so that last-minute dependent care emergencies don’t have to mean missed work days.

POSITIVE PARENTING

Being a parent is one of the world’s most important jobs, but also one of the toughest. Children & Families First offers assistance to parents and children to build skills and improve family communication. The Strengthening Families Program, a research-based family skills training series, and Delaware Cares, state-certified classes for divorcing parents, are designed to address the needs of vulnerable families and teach them positive, effective ways to interact. We provide Foster Care and Adoption services to help ensure the safety and well-being of vulnerable children. Children and youth of all ages who have experienced abuse, trauma or neglect are placed with loving, trained families who

OLDER ADULTS

Americans are living longer, more productive lives. Nearly one in eight Americans is age 65 or older. Grand Time Off provides respite for grandparents or relatives who are raising other family members’ children. Caregivers are helped to find and pay for short-term, occasional child care needs. The Delaware Kinship Navigator provides a free onestop-shop information and referral service for grandparents and other relatives who are currently raising related children. The ElderBuddy Program (which ended 12/31/11) matched trained volunteers with elders in need of companionship.

EARLY CHILDHOOD

Delaware Stars continued to improve child care quality, with 42% of enrolled centers moving up one or more star levels. The Child & Adult Care Food Program made it possible for child care centers and family child care homes to serve 1,296,880 healthy meals, an increase of 4% from 2010 92% of parents with children in the SHINE program reported improvements in their child’s communication skills.

SUPPORTING TEENS ARC Education helped 20,698 young adults increase their knowledge about puberty, contraception, and responsible decisionmaking, a 40% increase from 2010.

Guests sampled culinary delights from student chefs representing Delcastle Technical High School, Delaware Technical & Community College, Howard High School of Technology, and St. Georges Vo-Tech High School, while shopping for goods made by local artists.
