Mise en cohérence des documents cadres L’agenda 21 constitue le socle fort sur lequel s’appuie notre projet de territoire. Pour qu’il soit parfaitement en adéquation avec les besoins des citoyens, il est essentiel que l’ensemble des schémas départementaux (routiers, touristiques ou portuaires, etc.) et des documents « territoriaux » – parmi lesquels

les Plans Locaux d’Urbanisme, les Schémas Intercommunaux d’Aménagement ou encore les Schémas de Cohérence Territoriale – coïncident avec ce projet de territoire. Dans cette logique, la mise en place d’un « observatoire de l’offre territoriale » paraît particulièrement judicieuse. Il permettrait en effet de prévoir et d’assurer

la cohabitation des projets d’infrastructure, d’urbanisation et d’habitat, tout en posant comme priorité la préservation de notre agriculture et de l’environnement.

Infos pratiques Infrastructures et bâtiments Le Département met en place un Plan Pluriannuel d’Investissement, en phase avec le projet de territoire. Il s’agit d’établir des programmes dont les critères prioritaires seront clairement établis, notamment en ce qui concerne les phases d’études, les acquisitions et les travaux. A compter de 2011, ces aménagements seront régulièrement évalués, grâce à des bilans précis, prenant par exemple systématiquement en compte l’empreinte écologique globale.

Transports et mobilité Il importe de tout mettre en œuvre pour valoriser les déplacements favorisant les économies d’énergie, à commencer par le co-voiturage, l’éco-conduite et les déplacements doux (près de 250 km de voies en sites propres sont déjà réalisées). Le conseil général, en liaison avec les partenaires locaux, va également continuer à améliorer l’offre de transports scolaires. D’ici 2012, Manéo Proximité de 2e génération doit encore mieux épouser les besoins du territoire. Nous nous attacherons enfin à faire évoluer, dans les meilleures conditions, la liaison maritime vers les îles AngloNormandes.

Sécurité sanitaire Le rapprochement des trois laboratoires départementaux constitue un objectif important. C’est dès maintenant qu’il convient de préparer ensemble les structures de veille et d’action sanitaire à la hauteur des exigences modernes.

Aide aux habitants Une incitation à la conduite de travaux de mise en performance énergétique et à l’utilisation d’éco-matériaux doit encourager les habitants à engager des travaux, en phase avec la préoccupation environnementale du conseil général, et favoriser le développement économique local.
