Welcome to the May-June issue of Champa Meuanglao as we continue to celebrate Visit Laos Year 2024. Now we are in the peak of Lao summer and waiting for the refreshing respite of rain.

The first Lao-Thai Friendship Bridge was built in Vientiane 30 years ago. Thanks to Australian support, this marvel of engineering was the first bridge to span the Mekong and open up Laos to greater travel and trade opportunities.

Safety of workers is paramount and there is always a need for continuous improvement. To this end, IndusTek has created an Occupational Safety and Health Environment Training Center in Vientiane.

The first Lao-Thai Friendship Bridge

As a traveler, you may have seen the transformation of countries in Southeast Asia over years or decades. Large or small, over time these changes can create seismic shifts that influence a country’s development and economic growth.

The Lao-Thai Friendship Bridge is one of those changes. Laos’ journey to becoming land-linked was fast-tracked 30 years ago by the opening of the first ‘Friendship Bridge’. The Lao-Thai Friendship Bridge established a road and rail link over the Mekong River, connecting Laos’ capital Vientiane with Thailand’s Nong Khai province. Funded by Australia, this was a major infrastructure project for the time, and a crucial step for Laos, as a then land-locked country that relied on land transport.

The bridge provided immediate economic benefits for Laos and Thailand, increasing trade between the two countries by 34 percent within its first year of operation. Today, Thailand makes up more than 10 percent of foreign investment in Laos and around 2 million vehicles cross the bridge annually.

the Mekong. It contributes significantly to tourism in Laos. During this year, ‘Visit Laos Year 2024’, hundreds of thousands of tourists will cross the bridge from neighboring countries to enjoy Lao food, its natural beauty and experience Laos’ unique culture.

Laos and Thailand continue to build on the success of the bridge including the announcement of the sixth Lao-Thai Friendship Bridge. This will strengthen cross-border trade and tourism between Na Tan district of northeastern Ubon Ratchathani province in Thailand with Laos’ La Khone Pheng town.

Greater regional connectivity is a goal for Laos and a goal for ASEAN. Laos sits at the geographical center of Southeast Asia and is pivotal for linking infrastructure in the region.

The bridge not only marked the start of Laos’ land connectivity with Thailand, but kicked off a new era in Lao development, and regional and international cooperation. Laos is highlighting

the importance of regional connectedness in its role as ASEAN Chair this year with the theme ‘Enhancing Connectivity and Resilience’.

As partners in the region, Australia supports the delivery of Laos’ national agenda for transport and infrastructure improvement. Australia’s Partnership for Infrastructure (P4I) program partners with Laos and other countries in Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. In Laos, P4I is supporting the upgrade of cross-border facilities along the Lao PDR’s National Road No.2.

As we mark the 30 year anniversary, the bridge has stood the test of time for driving signifi cant impact. It opened Laos to regional trade connectivity and built a legacy of continued growth. It also represents a genuine collaboration and a milestone in the ongoing friendship between Laos, Thailand, and Australia.

Exploring Luang Prabang by electric vehicle

More and more, travelers are looking for ways to leave a smaller footprint as they explore the world. In Luang Prabang, the tour company Discover Laos Today has made that choice a little easier, offering a range of guided tours in electric vehicles.

On my first morning in town, I was picked up at Discover Laos Today’s sister MyBanLao Hotel in one of their vintage e-cars. The look may be retro, like a supersized Model-T that can seat up to 7 guests – six with a guide and driver – with its black and burgundy finish and fauxbrass fixtures, but the eco-friendly technology is strictly 21st century.

As we trundled off (in silence! Remember, this is an EV), I realized that I wasn’t just doing good for the environment. This ride is a headturner, and nowhere was this more apparent than when we drove onto the dusty flatbed ferry that crisscrosses the Mekong, more accustomed to carrying motorbikes and pick-up trucks rather than faux antiques.

As we crossed the river to Chomphet, my guide Bounleua cheerfully told me that a few of these ferries capsized before the operators learned how to balance the weight of the cars and goods properly. Fortunately, they figured out how to do that years ago.

We did a leisurely tour of the Ban Chan Pottery Village, seeing everything from roof tiles to fine ceramics being made. I briefly thought about whether a terra cotta barbecue would fit in my suitcase, before settling on some pretty, and easily transportable, rice bowls.

Then it was back in the car to Ban Xieng Maen, a village with roads so narrow that the e-car couldn’t enter. We visited local shops selling rice and other staples, and toured the grounds of the temple of Wat Xieng Maen Saiyasettharam. Entrance inside the temple is reserved for very special occasions (or very generous donations, according to the sign outside).

But our real destinations were the temples at the far end of the village. Wat Chomphet is worth the 123-step climb, not so much for the crumbling temple and stupas, but for the amazing view over the Mekong. This has got to be the best, uninterrupted vantage point to look back at Mount Phousi looming over the city. We climbed back down and visited Wat Long Khoun, a beautifully restored royal and spiritual retreat, where kings-to-be would withdraw to meditate before being elevated to the rank of monarch. We climbed back down to the riverbank and hailed a long-tail boat back to the Luang Prabang side, where our faithful e-car was waiting.

The next day, we headed off in a different direction to explore the crafts village of Ban Xangkhong. Our first stop was P70, where the chatty informative owner Nid told me about how she started this center to teach visitors pottery and candle making. Clay once found on the site of the current airport was scarce so she had to dig around to find a new source that met the standards of her elderly pottery teacher. I was fascinated by the story, but less impressed by my own efforts that resulted in a squat mortar and oddly proportioned pestle. The next time I visit, I want to try Nid’s Lao cooking classes at the same location.

Just a short trip down the road we stopped at the Mae Onn Living Museum. The silk-weaving looms out front were quiet that day but the beautiful collections are definitely worth the time. Don’t miss the elegant wedding jacket on display upstairs. There is also a nicely curated shop that sells fabric and finished articles.

From there it was just a few steps to Than Manipoun, where I spread natural fibers in water and decorated the surface with leaves and petals, including lavender blue butterfly pea flowers that I picked myself from a nearby garden. After lifting the frame from the water, the handmade paper is sun-dried and ready for use. I couldn’t wait for the drying process so I bought some ready-made paper gifts including a face cast in papier-mâché and some beautiful paper gift boxes. And with that, we got back into our silent e-car and glided to the hotel.

MyBanLao Hotel also uses retro-look e-vehicles with crimson red upholstery for airport pick-ups and shuttling guests around town, from both the main hotel and the nearby private two-bedroom villa whose features like a private pool, a jacuzzi, and a full working kitchen make it a perfect choice for families.

If you want to self-drive, Discover Laos Today also offers a range of e-bikes, e-scooters, and electric cars that are available for rent in Luang Prabang, Vientiane, and Vang Vieng. They rent by the day and can be recharged overnight for more sightseeing the following day.

The north of Laos is forest-covered, fertile, and home to an incredible variety of ingredients, both farmed and foraged. Little wonder then that it is an area known for some of the country’s best food. Here are five ‘must try’ northern dishes.

KHAO SOI - NORTHERN-STYLE NOODLE SOUP WITH PORK, TOMATO, AND FERMENTED SOYBEAN SAUCE

If you are familiar with the dish of the same name found in Chiang Mai, northern Thailand, which is a rich, curried, coconut milk soup with chicken and egg noodles, this dish will surprise you as it bears no similarity.

Lao khao soi is the country’s most famous noodle soup. It is found in the northern provinces, where it is sold in the breakfast sections of fresh markets and open-fronted shophouses. Fresh rice noodles, made in sheets, then folded and cut into strips with scissors, are served in a light bone broth, topped with a thick sauce known as naa khao soi made with maak thoua nao (aged, fermented soybeans), pork, and tomatoes. The best way to describe this deeply savory, meaty, and salty concoction is “ragout with attitude”.

JEO BONG LUANG PRABANG - GRILLED CHILI PASTE

Jeo are an extensive and varied family of dips, pastes, and relishes created to enliven rice. The most famous is jeo bong Luang Prabang. This classic northern Laos chili paste is a thick and sticky jeo guaranteed to spice up your life. In its namesake town, you will find it on practically every Lao restaurant menu and in the fresh markets, bagged up for visitors to take home. The addition of thin slices of cooked buffalo skin, which have a very chewy texture, is traditional but is also available without. Jeo bong is usually served in a small dipping sauce bowl. It is spread sparingly on fried khai phen (river weed) and sin savan (sun-dried beef or pork) and used as a dip for sticky rice.

KHAI PHEN - FRIED RIVER WEED

Khai is a type of algae that grows on rocks in northern Laos' shallow rivers and streams. The collection and processing of the river weed into dried sheets, known as khai phen, is an important part of the local economy in rural areas. It’s also delicious and highly nutritious. Using a technique similar to traditional paper making, the weed is washed, beaten, chopped, and made into thin sheets on bamboo frames. It is seasoned with garlic, tomato, tamarind water, and sesame seeds and left to dry in the sun. In 2018, Doi Ka Noi restaurant in Vientiane nominated and succeeded in getting khai phen registered for the Ark of Taste, an international catalogue of endangered heritage foods which is maintained by the Slow Food Foundation for Biodiversity.

For culinary use, the sheets are cut into 10cm squares and folded in half, so that the sesame seeds and other seasoning are facing inwards. Holding the weed with tongs, it is flash-fried for just a second on each side in oil at around 180°C/350°F. Once cooked it must be eaten soon as it will lose its crispness. In the north, it is often served with jeo bong, but is equally delicious with jeo mak len, a spicy grilled tomato and chili relish.

AW LAM – NORTHERN-STYLE MEAT AND VEGETABLE STEW

Thick and hearty, aw (thick soup) dishes originate in the mountainous north of Laos. The most widely known is aw lam, a classic dish often credited with its origins in Luang Prabang. Traditionally, aw dishes were cooked in lam mai phai, a freshly cut piece of large-diameter bamboo. To cook in this way, ingredients are put into the tube, which is then loosely sealed with a plug of rolled-up banana leaf, then placed in front of a fire to cook. Although it is often made in this way in the villages or by hunters in the forest, you rarely find this method used in any restaurants.

An aw lam can be made with beef or pork. It also includes different types of aubergine, yardlong beans, dill, and lemon basil. The distinctive flavor of the dish, however, comes from the use of pepperwood vine or mai sakhaan Pieces of this sturdy evergreen vine are trimmed of the bark, which is discarded, then cut into 2-3 cm lengths and added to provide peppery heat and notes of aniseed. The wood itself is not eaten but can be chewed for a pleasant numbing sensation similar to Sichuan pepper.

Those of you who are familiar with Lao or Thai food will know the word oua, to stuff, in relation to sausages, most famously, sai oua, a pork and herb sausage, versions of which can be found in both countries. The process in the Lao kitchen, however, is not limited to intestines for sausages. Frogs, lemongrass, flowers, chili, and much more, can be fi lled with meat or fi sh with the addition of herbs and spices, and often glass noodles, so that the mixture isn’t too dense. A favorite in the north of Laos is stuffed lemongrass. Typically, this dish uses chicken as the forcemeat, but pork is more succulent and bigger in flavor because of its higher fat content. Stems of lemongrass are slashed so that they can be concertinaed and filled with the meat and herb mixture. They are then dipped in an egg wash and fried. In a momentous stride towards enhancing workplace safety standards and fostering a culture of health preservation, IndusTek Co., Ltd. proudly unveiled the Occupational Safety and Health Environment (OSHE) Training Center in Vientiane, Laos. With an investment exceeding US$2 million, this state-of-the-art facility is a testament to IndusTek's unwavering commitment to safeguarding the well-being of workers across Laos.

The grand inauguration ceremony, held on 22 March 2024, witnessed a distinguished gathering of esteemed dignitaries including the Minister of Labour and Social Welfare, Mme. Baykham Khattiya; the Vice Mayor of

Vientiane, Mr. Phouvong Vongkhamsao; Deputy Minister of Health, Dr. Sanong Thongsana; President of the Lao Red Cross, Professor Dr Phouthone Meuangpak; Deputy Minister of Planning and Investment, Dr. Sathabandith Insixiengmay; Deputy Minister of Industry and Commerce, Dr. Manothong Vongxay; and several other high-ranking government officials and business luminaries. Located in Nakhouay Kang village, Xaysettha district, the center represents the first of its kind in Laos, a groundbreaking initiative spearheaded by IndusTek's president, Mr. Phonesavanh Xaypanya.

"At the heart of our endeavor lies a profound aspiration to cultivate a safety-centric ethos and

uplift the quality of life for all, especially our invaluable workforce," remarked Phonesavanh during the ceremony.

The vision for this center was fueled by a collaboration between Phonesavanh and renowned health and safety professional Dr. Jeffrey S. Birkner, CIH, who volunteered to lend his expertise to this noble cause. With over 40 years of experience dedicated to protecting workers from occupational hazards, Dr. Birkner emphasized the critical significance of such initiatives in mitigating industrial health risks.

"Laos now has a sanctuary where the seeds of a safety culture can flourish," expressed Dr. Birkner passionately. "Moreover, this initiative will catalyze economic growth by instilling confidence in prospective investors and attracting more businesses to this country."

The OSHE Training Center offers an extensive curriculum meticulously designed to meet international safety standards. Courses cover a range of topics including construction safety, occupational safety, health and environment training, as well as preventative measures for those working with machinery, electricity, chemical hazards, and in various environments such as heights and confined

spaces. Additionally, training is provided for rescue operations, heavy load lifting cranes, forklifts, scaffolding, and other general safety procedures. IndusTek also plans to introduce advanced safety training courses such as emergency response, underwater and flood rescue procedures, forest fire prevention, and more.

"The establishment of this center is pivotal not only in fortifying our safety infrastructure but also in harmonizing our regulations with global benchmarks," affirmed Phonesavanh.

Visible for miles around Phousi Hill in the center of Luang Prabang is a distinctive and obvious point for getting your bearings when you first arrive in town. Wherever you go it’s impossible to miss its white and golden tip atop the lush green jungle-covered hill like a beacon to help you navigate the small streets and lanes. When the French arrived in the late nineteenth century they used the summit with its magnificent views as a lookout point and to survey the area. The view is sublime and as wide and as far as the eye can see. This makes it the best place to take photographs and look down on the UNESCO heritage town. Phousi Hill is not just about the top though, there are many things to see on the way up, so take your time and explore.

That Chomsi, built in 1804 by King Anourouth is a golden pagoda decorated with 7-tiered parasols that crown the 150-meter-high summit. The pagoda is set on a white-painted base with ample space for people to enjoy the view and a few benches to sit, ponder, and catch your breath. Next to the stupa is Wat Chomsi, a small and simple temple with a Buddha altar. During important religious festivals such as Pi Mai (New Year) or Awk Pansaa (the end of Buddhist lent) important ceremonies are conducted on the hill reinforcing its religious and spiritual significance.

Don’t forget that the whole of Phousi Hill is sacred. Rules and regulations, as well as superstition, govern its slopes. Please dress and behave accordingly. Sunset is normally the most popular time of the day for taking in the view. Locals like to jog up and down its steps and exercise or take selfies sitting on a handy rock with a backdrop of the town and hills in the distance. Sunrise is not as busy and is recommended for a more tranquil experience.

There are many ways to reach the top. Perhaps you would like to explore every path. The simplest and most direct route is opposite the Royal Palace. Used by kings in the past, its 328 steps look daunting but as long as you take your time, after all, nothing is rushed in Laos, it’s quite easy, even for the less fit. Sometimes ladies sell small birds to be released on the summit for luck and other religious trinkets emphasizing Phousi’s place in the heart of locals and its devotion among the townsfolk.

For a geographically opposed experience, there are stairs on the Nam Khan River on the other side of the hill. Flanked by white walls topped with naga serpents, a zig-zagging series of steps passes through a trove of sacred sites from Buddhist lore about halfway up including golden statues of Buddha reclining, snake hooded Buddha on a golden plinth, and Mae Thorani washing her hair above a pond.

Another route worth exploring leads up from Wat Siphoutthabat where you can climb a short series of stairs to a small pavilion with a great view of the Nam Khan and the golden Wat Pa Phon Phao on a hill across town. This is a great shortcut and when you reach this pavilion you are already halfway up the mountain!

Behind the excellent Traditional Arts and Ethnology Centre is another low-key route. Cutting past villages, a pond at the foot of the slopes, and meandering through a shady grove up a gradual slope of the hill, it’s not the quickest route but it’s certainly a picturesque and peaceful way to avoid so many stairs and enjoy nature.

GETTING THERE

Lao Airlines has frequent flights from Vientiane, Chiang Mai, Hanoi, and Bangkok to Luang Prabang.

From the summit, vistas include the Mekong winding through steep green hills, the Mekong ferry slowly chugging crossing the river to Chomphet, and the numerous curved red temple roofs dotted around the town. You can also watch planes taking off and landing at the airport, get a bird’s eye view of the elegant golden spires of the Royal Palace between the trees, and watch the traffic cross the Old French Bridge with its distinctive red iron frame. There is a small entrance fee and you must buy a ticket on the way up. Plan on spending lots of time. The hill is big and has lots of nooks and crannies to explore, you can rub shoulders with locals, walk beside monks, meet other travelers, and make lasting memories on Luang Prabang’s most famous hill.

As dawn breaks, Nakasang village awakens to the bustle of boats, laden with cargo and dreams, traversing the sapphire-blue waters of the Mekong. Don Det and Don Khone ooze rustic charm, where weathered wooden houses stand in silent homage to a simpler time, while a newly paved road now connects the important sites of these two islands. Amidst this idyllic backdrop, the echoes of history resound, recounting the futile endeavors of French explorers, thwarted by the untamed might of the 4000 Islands' cascades.

Yet, beyond the confines of tourist maps lie untold adventures, from the thunderous majesty of Khone Phapheng Falls to the serenity of forgotten trails that bear witness to the passage of time. Here, amidst the whispers of palms and the calm rhythm of the river, one discovers the essence of the 4000 Islands—a realm where nature and history converge, inviting intrepid souls to unravel its mysteries and savor its fleeting beauty before this last vestige of the Mekong in Laos bids adieu as it flows on into Cambodia.
