Only two more months of 2020! I know this has been a long year for many of you, and I'm sure you have been under a tremendous amount of stress both at work and at home. I want to remind everyone that we have many options in place to help anyone who feels overwhelmed or needs guidance on how to navigate through the mental health system. Representatives of our Member Services Team are always standing by for your call and are well trained to assist you in whatever you may need. As always, I appreciate the service you provide to our City, and the manner in which you provide it. -TD
This JUST in! Firehouse Subs has awarded CFD with a grant for a Lucas 3 device. In the coming months we will take delivery of one Lucas 3 with hopes of purchasing a second. We will work on a deployment model to get these units in service and help provide perfect CPR as often as possible! 1
EMS DIVISION
Free Standing Emergency Departments (FSED) We are now able to transport to three FSEDs but please complete your assigned FR1 training before doing so. You will need to learn the format to follow prior to using this option.
Operation "No Chart Left Behind" What if I forget to post my ePCR chart? Great question! It is critical that all completed charts get posted. To ensure “no chart is left behind”’, captains will receive a report if a transport ePCR wasn’t posted. These reports will be automated every 24 hours and the officer in charge of the EMS call will receive the report if the ePCR was never posted. For example, E288 runs an EMS call with M281 if the ePCR was never posted the captain of E288 will receive the report. In addition, we have our BC/FIT team’s monitoring for missing charts as well. If you happen to forget to post a chart, you will get a call to let you know it needs to be posted.
Banner Ocotillo Medical Center (BOMC) BOMC will be ready for EMS traffic and opening November 3rd. BOMC has hired their pre-hospital coordinator and his name is Kyle Luginbyhl. Kyle served in the US Army and was with Artesia Fire Department in New Mexico for seven years before beginning a flight medic career which ultimately led him to Chandler.
Coming up... 4th Quarter Training!
Your training for this quarter will be ACLS/CPR re-certification through ASHI. A copy of the newest ACLS study guide has been sent to each station (station copy only) for you to study. For our ALS members, your individual tests have been loaded onto FR1 and NEED TO BE DONE BY OCTOBER 31st. For BLS members you will have a few items to review on FR1 but the focus will be your hands on when you come to training. WebEx training portion of 4th Quarter (See Fire Master Calendar) October 16 – C shift October 19 – B shift October 23 – A shift Practical days will be scenario/hands-on based with a focus on our new CAREMSG protocols. 2

Every CFD vehicle should have 2 fuel cards (Firebird & Synergy) that stay in the vehicle. Individuals are assigned a Fuel PIN which is required when fueling. Email Chandler fleet staff if you need your PIN. Fueling information can be found on Chanweb Fleet Division Page.

Near Miss
The following is a near miss as reported by Captain Scott Jensen from Ladder 289. This incident spurred some regional discussion and inspection of the drive areas at the Chandler Mall. There are some speculations that this may be the result of poor trimming habits. Regardless of the cause, this is something that we want to make sure everyone is more aware of. "On 8/20/20, L289 was added to a 962 with E283 at Chandler Mall. On our arrival, we were assigned a minor patient that had been involved in a front end collision with a large palm tree in front of the now vacant Nordstroms’s store. Prior to our arrival, E283 had treated and transported one immediate patient and began assessing another minor patient. The vehicle involved in the MVA was a 3/4 ton truck that had center punched a 30-40’ palm tree. Moderate damage was noted to the front of the vehicle with no intrusion in patient compartment. The vehicle was secured in park and the ignition was in the off position. The palm tree appeared intact with no outward signs of instability. Several CPD officers, in addition to mall security, were also on scene conducting their investigation simultaneously.
L289 moved their patient to the back of a CPD car, just north of the scene, to calm the patient and find a cooler place to complete an assessment while E283 conducted their patient assessment in the sidewalk area. East of the scene. At the conclusion of the assessments, E283's patient was transported and L289’s patient was a refusal. While completing the PCR, I was standing just to the East of the scene. Suddenly, the CPD scene investigation tech began to yell repeatedly, “Look out”. At that point I saw the top portion of the involved palm tree had snapped off and was falling to the ground. It landed just in front off the vehicle with the palm fronds landing in the driveway. CPD officers were in the cab and near the drivers side of the vehicle and were not impacted by the fall. A mall security guard was standing in the driveway and came in contact with some of the palm fronds as they landed. He was able to walk way from the area and stated that he was not injured."

Near Miss Continued... "From this point, the immediate area was cleared and secured with scene tape. A Battalion Chief was added to the call and the security guard was taken to an additional on scene Medic unit for evaluation/documentation. The security guard was an on scene refusal. From CAD times, I am estimating that it was just over 1 hour from the impact involving the palm tree to the crown portion falling. Again there were no obvious signs of instability or impending failure of the tree during initial size up and weather did not seem to be a contributing factor. From the pictures attached you will notice this is a large and heavy portion of tree that had the potential to cause serious injury. We were fortunate to be clear of the fall area and that no one was injured. I think this serves as a reminder to continue to evaluate scene safety throughout the incident and maintain a high degree of suspicion for the potential failure of involved hazards."

Chandler Fire has wrapped up the Internship and offers were extended to nine recruits. They are part of a 14 week regional fire academy along with Scottsdale, AFMA, and Tolleson, utilizing the new phases of our Public Safety Training Center, that started on October 19th. The recruits of this academy will graduate on January 29th.
3RD QUARTER TRAINING
Third Quarter Fire Training went very well. We appreciate the diligence in learning and being receptive to new skills, displayed by all crews who came down for the sessions. CFD crews exceeded at the tasks presented and we found a few takeaways.
Ensure you have additional lighting on your PPE, such as the flashlight from your apparatus. We saw individuals who lost power to helmet lights and were left without a light source.
Members should always be training with their PPE to remind them what specific additional tools that they carry in their turnouts, and in which pocket it is located.

Having to observe COVID precautions during training was a new benchmark for us, but as always, our crews followed instructions and navigated it flawlessly.
With the addition of a new ladder company to our department and the instance of members working on these units increasing, fourth quarter re training will be driven around ladder company functions with regard to residential ventilation and deploying larger ground ladders. We will be having crews utilize our ground level props for residential ventilation cuts. 6
