Celebrating Women’s History Month
By Niki TapiaIn 2024, as we delve into National Women’s History Month, there’s a powerful theme resonating across the nation: “Women Who Advocate for Equity, Diversity and Inclusion.” It’s a rallying cry honoring the incredible women who stand up against bias and discrimination, shaping a fairer, more inclusive future for all of us.
These women aren’t just names on a page; they’re everyday heroes, your neighbor, your colleague, your friend. They’re the ones who challenge the status quo, who refuse to accept inequality as the norm. They’re the ones fighting tirelessly in boardrooms, classrooms, and communities, pushing for change and breaking down barriers that hold us back.
Their work goes beyond hashtags and slogans. It’s about rolling up sleeves, getting into the trenches, and making a real difference. They’re mentors, activists, educators, and advocates, dedicated to amplifying voices that often go unheard and ensuring that everyone has a seat at the table.
But this theme isn’t just about celebrating these remarkable women; it’s also a call to action for all of us. It’s a reminder to examine our own biases, to challenge ourselves to do better, to be more inclusive and empathetic in our own lives.
So, as we honor “Women Who Advocate for Equity, Diversity and Inclusion,” let’s not just applaud from the sidelines. Let’s join the fight. Let’s stand alongside these women, shoulder to shoulder, as we work towards a future where everyone is valued, respected, and empowered to thrive, regardless of who they are or where they come from.
Because ultimately, this isn’t just their story; it’s our story too. And together, we can make it one of progress, hope, and lasting change.

Public Policy Corner
Federal Update (March 2024)
In the early hours of Tuesday, February 13th, the Senate took significant steps toward addressing our most urgent foreign policy concerns, which directly impact our domestic well-being, by approving a $95 billion emergency defense fund. Moreover, it provides resources to deter Chinese aggression in the Indo-Pacific region and bolster U.S. defenses against Iranian-backed Houthi attacks on commercial shipping in the Red Sea— funds vital for maintaining low inflation and stable consumer prices.
United States Senator Kyrsten Sinema spearheaded a comprehensive border security bill, aiming to address pressing issues at the southern border such as drug interdiction, illegal immigration, asylum requirements, and migrant processing efficiency. Marketed as a “Bipartisan Border Security Package,” Sinema collaborated with senators from both parties to draft the legislation. Despite her bipartisan efforts, the bill currently faces opposition from some Republican counterparts and so far, has failed to garner sufficient support for advancement in the Senate.
The stringent standards set by Speaker Johnson’s House underscore the significance of 169 Republicans joining Democrats in passing the “Tax Relief for American Families and Workers Act.” Aligned with its advocacy initiatives, the Chandler Chamber, together with coalition partners, endorsed this legislation and participated in an advocacy campaign alongside the Arizona Small Business Alliance. This legislation is meticulously designed to deliver essential relief to working families and small businesses while bolstering America’s competitiveness.
The key provision of the bill allows businesses to immediately (continued)
(continued) deduct their research and development expenses from their taxes, rather than spreading them out over time. This incentivizes companies to invest more in developing new products and enhancing existing ones. This not only fosters the creation of high-quality jobs in our area but also drives technological advancement, which ultimately bolsters the local economy. Moreover, this bill is complemented by a tax package aimed at expanding the child tax credit, potentially lifting an estimated 400,000 children out of poverty. With backing from Senate Majority Leader Chuck Schumer, the passage of this legislation stands to be a significant victory for America’s businesses and communities.
Spurring Innovation in the Airpark Area
By: Mayor Kevin HartkeThe Chandler Airpark represents our third largest employment area and a fastgrowing corridor of nearly 14,000 jobs.
When the Airpark Area Plan was adopted in 2021, we created an Innovation District land use designation for flexible industrial, creative office and business park developments. Our intent was to attract businesses that support research and development, technical, creative and other technology-forward businesses. Fast-forward a few years and we are experiencing the fruits of those planning decisions.
In July 2022, Insight Enterprises, a Fortune 500 tech company, relocated its corporate headquarters to the Airpark Area. The 200,000-square-foot innovation hub fosters collaboration and mobility through technology to serve their 1,400 Arizona-based employees.
Edwards Vacuum opened a manufacturing facility in April 2023 to meet demand for vacuum and abatement services in the semiconductor industry. The 200,000 square foot facility created approximately 500 new jobs and room to grow with demand.
EMD Electronics opened its Airpark Area site in October 2023 that doubled its U.S. manufacturing capacity to produce semiconductor equipment and services. The 75,000-square-foot building supports manufacturing, training and services onboarding. Staffing levels have grown to greater than 100 employees.
Last month, Wedgewood broke ground on its new 90,000 square-foot veterinary pharmacy in the Airpark Area. It is the nation’s leading provider of high-quality compounded medications for animals and the parent company of a new veterinary online pharmacy platform, Blue Rabbit. Their new facility will open in early 2025 and is expected to house 250 jobs by 2027.
And because all work and no play hinder innovation and discovery, Andretti Indoor Karting and Games has opened a new 95,000-square-foot entertainment and event center in the Airpark Area, featuring three-level gokart racing, two-level Laser Tag arena and a variety of virtual reality and gaming experiences.
The Chandler Airpark has long been a hub of activity, and today, it is a thriving area where innovators converge to collaborate, inspire and drive progress. The Airpark Area illustrates that planning is not a symbolic gesture. It lays the groundwork for development that spurs economic vitality and community prosperity. These outcomes are tangible demonstrations of our dedication to building a future that serves Chandler’s interests for generations to come.
Arizona Commerce Authority Overview
The Arizona Commerce Authority (ACA) is under scrutiny from Attorney General Kris Mayes and some Republican members of the Arizona State Legislature. A recent audit of the ACA found that the agency lacked sufficient documentation and misuse of taxpayer dollars for CEO forums to attract businesses to Arizona for relocation or expansion.
The Arizona Commerce Authority, along with other state agencies, undergo a periodic sunset review. This process allows the Legislature to extend the life of the agency for a set timeframe. As a result of the sunset review process, there are two contradictive bills. House Bill 2417 continues the Arizona Commerce Authority for an additional four years, and Senate Bill 1044 repeals the Arizona Commerce Authority entirely.
Sandra Watson, President/CEO of the Arizona Commerce Authority, went before the House Appropriations Committee in support of House Bill 2417 to answer obligatory questions about the agency and its future. The ACA confirmed that, going forward, the agency will comply with documentation requirements and divert taxpayer dollars to other essential services. The House Appropriations Committee voted to advance House Bill 2417.
The Chandler Chamber of Commerce continues to actively support House Bill 2417 and the extension of the Arizona Commerce Authority. As an important leader in our effort to strengthen regional economic development and Arizona’s global competitiveness, it is critical that the Legislature take action to pass House Bill 2417. However, if lawmakers do not move to extend the agency, it will automatically expire at the end of June.

Meet AZ Attorney General Kris Mayes: Featured Speaker at “Women Who Govern” Event
Kris Mayes is one of Arizona’s strongest consumer advocates and an attorney who has distinguished herself as a fighter for the people in a lifetime of public service. Born and raised on a tree farm in Prescott, Kris Mayes attended Arizona public schools with her brother and sister. Her mom was a teacher and her dad worked as a pharmacist.
Kris served in a senior role with the Napolitano Administration in the early 2000’s before being appointed to the Arizona Corporation Commission. She went on to win two statewide elections and served as a Commissioner from 2003 - 2010 and was the Commission Chair from 2009 - 2010.
During her time on the Arizona Corporation Commission, her leadership helped create tens of thousands of high-paying jobs, saved Arizona consumers billions of dollars, and required utilities to produce more clean and efficient energy — including solar and wind. She also worked to preserve Arizona’s water resources.
She is honored to serve as Arizona’s 27th Attorney General, becoming the first mom and second woman ever to be elected to the office.

SRP Launches “Better Together” Business Summit to Support Small
and Diverse Suppliers
Salt River Project (SRP), Arizona Public Service (APS), Southwest Gas (SW Gas), and Tucson Electric Power (TEP) successfully hosted the “Better Together” Business Summit & Expo. The event provided Arizona’s small, local, and diverse suppliers with the resources and information to conduct business with utilities and other large corporations.
More than 350 attendees were present at the free event held on January 30, 2024, including small, local, diverse business owners, large suppliers, leaders from the utility sector, and other large corporations from Arizona.
The event featured insightful presentations and workshops on innovation, strategic growth, and how to collaborate with large utilities and corporations effectively. Subjects covered included navigating procurement, securing financial capital, innovation in a growing economy, and other topics. Participants also had the opportunity to establish valuable connections with other attendees and decision-makers from Arizona’s utilities and other large companies.
Lorena Gonzalez, a diverse business owner of Bullway Barricades, LLC and manager of two of SRP’s current diverse suppliers, Gonzalez Construction and Gonzalez Asphalt praised the summit: “Collaborating with SRP has been a game-changer for our business, propelling us to new heights of success. The ‘Better Together’ Business Summit not only provided invaluable networking opportunities but also equipped us with the tools and knowledge to thrive in a competitive landscape. Without hesitation, I encourage other small and diverse suppliers to seize the opportunity and participate in future summits-it’s a transformative experience that can truly revolutionize your business.”
Utility companies are constantly innovating to meet the demands of a rapidly growing state. By collaborating with small, diverse suppliers, utilities gain access to unique perspectives, solutions, and products, which enhances the quality of their services. However, small suppliers also face distinct challenges, and the “Better Together” Business Summit was designed to help them overcome these obstacles.
The event also featured a fireside chat where utility company executives addressed overcoming supply chain challenges through the help of small and diverse suppliers, fostering innovation in uncertain times, and redefining businesses to reflect the communities they serve. Additionally, Shivani Dubey, Deputy Director of the Arizona District Office of the Small Business Administration (SBA), gave a keynote on current opportunities and industry trends.
“Better Together” demonstrates the collective commitment of SRP, APS, TEP and SWG to support the development and success of small and diverse businesses in the region.
“We are excited about the positive response from the business community. All these businesses possess tremendous growth potential, and events like ‘Better Together’ allow us to connect directly with them, who can be great allies in the future,” said Erika Castro, Supplier Diversity Program Manager at SRP.
SRP is committed to a diverse supply chain for the benefit of its customers, shareholders, employees and communities. In FY23, SRP spent $254, million with over 700 small/local and diverse suppliers.
