Foreword Welcome to the fourth edition of the Chemicals Management Software Guide. Three years ago we launched the first edition of this annual guide in response to an increasing number of questions from our members about the types of software available to support chemicals management and control work. The digitalisation of many business operations is now increasingly seen as a strategic imperative and not merely a ‘nice-to-have’. While the implementation of a new software system can be costly, time-consuming and not without its challenges for organisations, added pressure from customers and suppliers is helping to drive investment by companies. As regulatory teams face an ever more complex regulatory landscape, we have been observing a shift to new technologies being more readily embraced over the last few years. Regulatory pressures and workload are key drivers for compliance teams and their demand for software tools. Continuing to meet shifting regulations while delivering new and changing product lines means that software must be customisable and tailored to suit the users’ needs. As we publish this latest edition of the guide, Chemical Watch editorial staff are providing coverage of the EU chemicals strategy for sustainability – a significant development that will add to the demand for software tools that can track chemicals through complicated supply chains, as well as tools that collate, curate and continuously update information on precisely which chemicals are banned in which products in which countries. Year-on-year we have seen a growing number of companies turning to external software services to support the diverse work of our members – from tracking regulatory compliance across product lines to dashboards that enable suppliers to submit information up and down their supply chains. The work does not end once a product has been purchased. Software providers help their customers collect the data they need from the outset, to deploy the software within existing workflows, and finally, to connect the information to the parts of their business that need it. This guide addresses the needs of our members by sharing: • our annual software survey results – since 2016 we have reported on the software our members are using, what they need it for and what plans they have for future investment;

How are companies using software in their chemicals management activities? Findings from this year’s Chemical Watch software survey reveal how companies are deploying IT to help with regulatory compliance, chemical safety assessment, hazard communication, product stewardship and more. Kate Lowe, Commissioning Editor at Chemical Watch, provides the analysis. For the past four years Chemical Watch has surveyed organisations involved in all aspects of chemicals management in order to better understand how they use software to support their work, to uncover new trends in the application of IT, and to identify the key functional needs that are driving investment in digital solutions. Software has a vital role to play in regulatory compliance, chemical safety assessment, hazard communication and product stewardship – and this year’s survey findings confirm that role is set to grow as the demands on product safety professionals become ever more complex. This year, 160 companies took part in our software survey, with participants ranging from chemicals producers and downstream chemicals users (36% and 39% respectively), to service providers, industry consultants and regulatory bodies, among others. The sample includes responses from enterprise scale organisations with more than 5,000 employees (29%), largescale operators with between 250 and 5,000 employees (23%), medium sized organisations with between 50 and 250 employees (21%), small-scale operators with 11 to 50 employees (14%), and micro organisations with under ten employees (13%) [Figure 1]. Highlights from this year’s survey findings include: • the number of downstream businesses that report using software to support their chemical management requirements is growing;

• across all sectors, the number of respondents reporting that they use a single system to meet their needs is increasing; • regulatory compliance activities remain the top priority for IT solutions among respondents;

in-house, solutions purchased from an external supplier as a bespoke or offthe shelf package, and/or outsourced managed IT services.

With most of our respondents coming from either large or enterprise scale organisations, it is perhaps no surprise to find that the majority (64%) of organisations surveyed this year by Chemical Watch report that they have used a software system to support their chemicals management programme in the past three years. This includes software that has been developed

...the most striking finding on this issue from this year’s survey, has been the growth in the number of downstream businesses that report using software to support their chemical management requirements” Again, the strongest users of software in the past three years have been the largest organisations, with 74% of enterprise and large scale organisations reporting that they have used a software system in support of their chemicals management programme.

reflected in respondents’ answers to the question of whether they are considering implementing software in the next 12 months. Downstream companies took the lead with around 53% saying they were considering investing in software in the next year – up from 46% last year [Figure 2]. Meanwhile, 43% of chemicals companies say they too are looking to instal software in the next 12 months. A further 47% of businesses, including service providers, reported that they are also looking to invest in new solutions.

However the most striking finding on this issue from this year’s survey, has been the growth in the number of downstream businesses that report using software to support their chemical management requirements. Some 68% of downstream respondents said they have been using software in the past three years to help with chemicals management tasks – up from 50% in 2019. Of these, mediumscale businesses reported the highest levels of software use at 91%.

When asked how probable it is that they would switch to a completely new system or platform, 62% of chemical companies said this was likely if there was an opportunity to make cost savings with a new system, or to improve existing functionalities or workflow. For downstream users, an opportunity to improve existing functionalities or workflow would make it likely that they would switch to a new system.

A second clear trend from this year’s survey concerns the number of software applications that respondents currently use to support their chemicals management and control programme. Across all sectors, the number reporting that they use a single system to meet their needs has increased in the past 12 months – up from 33% to 42% for downstream users, from 25% to 35% for chemicals companies, and from 32% to 47% for other businesses including service providers [Figure 3]. This finding could perhaps reflect a move towards greater systems integration, or possibly that more businesses are buying solutions which can tackle multiple chemicals management tasks. While the most popular way to integrate new software with existing business software remains to carry out the work in-house, the number of respondents this year indicating that they call on consultants to carry out this task has risen from 11% to 18%. Those carrying out the work in-house, meanwhile, have fallen from 54% to 41%.

Priority functions In keeping with previous years’ results, regulatory compliance activities remain the number one priority for IT solutions among respondents. Ninety seven percent of companies taking part in this year’s survey said regulatory compliance is their ‘most important’ or ‘important’ need, while 87% cite hazard communication as ‘most important’ or ‘important’. This is followed by product stewardship at 81% and chemical safety assessment at 76% [Figure 4].

While the results were largely the same across downstream chemical users and chemicals suppliers, the former cite ‘chemical safety assessment’ as their second most important priority, while for the latter, hazard communication takes second place after regulatory compliance.

The survey breaks these categories down further and looks at the detailed functions that fall under each. In the case of regulatory compliance, a notable finding from this year’s research is the growing importance of change management (substance substitution, new product lines etc) which was cited by 92% of respondents as either ‘very important’ or ‘important’ – up from 84% last year. The next priority software function for respondents in this category is data management (regulatory lists, substance data etc), cited by 55% as ‘very important’, and reporting, cited by 54% as ‘very important’ [Figure 5].

Looking at the area of chemical safety assessment, respondents cited hazard assessment as the most important software function (44%), closely followed by exposure assessment (43%) and risk assessment (41%). For the area of hazard communication, respondents most frequently cited supply chain communication as ‘very important’, while in the area of product stewardship, product lifecycle management was most frequently cited as ‘very important’ by respondents to this year’s survey.

Regulatory compliance and product stewardship initiatives were cited by 24% of respondents each as a ‘very important’ factor, while corporate social responsibility, return on investment, and integration with third party data were each cited by 20% of respondents as very important. Of course, investment in software solutions can only help meet the business needs driving that investment if the organisation has the necessary data to support implementation – and here our survey shows that organisations continue to struggle. Around 68% of all survey respondents said they have gaps in their data. While for downstream users, this appears to be a growing challenge, with 70% confirming they have data gaps in this year’s survey – up from 62% last year. Chemical companies, too, report an increase, from 65% to 70%.

When asked which functions (other than their own) use chemicals management data, respondents placed R&D and health and safety at the top (39% and 36% respectively) [Figure 7]. A second tier of functions including product design, manufacturing/quality assurance, sustainability, toxicology, occupational hygiene and procurement were cited by 27% through to 20% respectively. However, work still needs to be done to get this data into the hands of a number of important corporate functions with the potential to influence chemicals management within the organisation. Those functions include governance, advocacy, legal, marketing and corporate social responsibility, and, most crucially, the board.

How is chemicals management software adapting to meet professionals’ changing needs? From aggregating data to creating safety data sheets, there are software solutions for almost every chemicals management challenge. Elaine Burridge reports on the latest product developments for the sector and the business needs they aim to address. The complexity of global chemicals regulations, combined with a huge number of software packages, can make choosing the right solution difficult. As always, new and upcoming rules are the primary drivers of demand from customers, but two particular regulatory obligations stand out this year – notably, Europe’s substances of concern in products (Scip) database (covered in detail on page 21 of this Software Guide) and the new EU poison centre notifications. Both of these are challenging companies in areas such as aggregating data and compiling notifications. Of course, there are also ongoing requests for assistance with more longstanding regulations such as EU REACH,

Software providers are seeing a variety of trends from their customers. Perhaps the biggest one is an increasing focus on combining and integrating many different platforms and data sources into one system.

Integration trend According to Sanna Perkiö, founder and president of Finland-based service provider Ecobio, “more and more, customers are looking for one platform for a broad range of operations and locations in chemical management, fulfilling the requirements of several states and areas such as the EU and the federal USA”. She says the option of international corporations is to organise chemical control globally or locally, which means country-specific features, but notes that ”few suppliers can provide a solution that covers both goals perfectly”.

K-REACH, restriction of hazardous substances (RoHS), California’s Prop 65, the Globally Harmonized System (GHS) of classification and labelling of chemicals and the US’s TSCA. In addition, there are new industry and productspecific rules, such as the end-of-life vehicles (ELV) Directive and changes to the automotive industry’s international material data system (IMDS) with regard to deactivating Recommendation 019 (REC 019) standardised datasheets. Other increasing areas of demand include the European Green Deal, which the European Commission adopted in December 2019 and which contains the circular economy action plan, further new and revised regulations such as the waste framework Directive (WFD), which includes the Scip reporting requirement, and changes to the EU battery Directive.

Service design, too, is an ongoing trend, says Ms Perkiö, adding that a playful and narrative design, smooth and intuitive use along with mobile use, are examples for design thinking that come from consumer applications. Artificial intelligence (AI) is also an excellent opportunity for any software but here, Ms Perkiö says, the software provider must have enough data in their system and it must be ”available and useful”. While software solutions already provide automated procedures, AI can offer chemical risk forecasts, cost forecasts, and aids for monitoring and decision making. Maaike Bilau, senior product stewardship consultant with design and consultancy group Arcadis, believes that during the next 12–18 months, software companies

will increasingly try to use AI to better predict changes in regulations, based on trending developments. For example, AI can use key words and screen articles in scientific literature to pick up on the substances likely to be restricted. Ms Bilau says customers will need help with AI, in areas such as data mining and making connections. Netherlands-based Chemycal is an example of one such organisation that can identify and predict trends and upcoming regulatory changes. Chemycal uses machine learning technologies to monitor key information sources such as governments, agencies, corporations, NGOs, research institutes, scientific journals, standardisation bodies, among many others.

Material disclosure Greensoft Technology’s president, Larry Yen, says software providers are moving into working with full material declaration (FMD) data wherever possible. Rather than just being a tool to submit and collect compliance certificates, programmes are expanding to collect FMD data and analyse and report on the details of each product and component. Recent releases by the US-based firm include a Hosted GreenData Manager version, which GreenSoft hosts securely online for customers so they do not have to manage the software’s technical installation. Greensoft has also released add-on integration modules for the Scip database and a component disclosure module, which allows firms to set up a company-wide FMD database to meet reporting requirements for Scip and IMDS.

Mr Yen explains that the component disclosure module allows companies to provide customers with real-time and downloadable compliance data, which will automatically update when the substance data in materials change. One area of concern among companies relates to privacy, or confidential business information (CBI), especially when it comes to submitting proprietary information to central online databases such as Scip. GreenSoft has developed an intelligent unique article ID assignment and management system in its software to keep companies’ trade secrets private. The GreenData Manager Scip software generates a displayable name for articles that allows companies to supply the required component information, article location and bill of materials (BOM ) hierarchy without exposing sensitive data, Mr Yen explains. Manuela Dukeshire, executive with DRSoftware in Canada, believes there are two areas of focus on CBI – namely, protecting database data and knowing/ understanding specialised legislative requirements. As companies become increasingly worried about having information accessible to external sources, Mys Dukeshire says there is a move to webbased systems based on companies’ own IT infrastructure so they can integrate their own safety measures. The information held in software is safest in the hands of the company that owns that data, she says, adding that cloud computing and servers can be very beneficial to ensure that data is distributed company-wide. In addition, she says there needs to be a way to present substance listing data on safety data sheets (SDSs) which ensures legal requirements are covered without giving more information than necessary. Strong software is fully capable of such a balance, she adds.

Poison centre notification The EU’s new harmonised system for poison centre notification (PCN) is an area where DR-Software has seen the biggest developments in recent months. The company launched a new integrated module in August 2019 that automates the ”highly complicated” PCN process – the first notification deadline (for consumer use) is 1 January 2021. Ms Dukeshire describes the amendment to the classification, labelling and packaging (CLP) regulations, which

Denmark’s Chymeia offers software for creating SDSs, as well as forms for workplace instructions, and released a redesigned product last year. Launched after five years in development, Chymeia partner and business developer, Lars Bugge, says the cloud-based ALMEGO product is much more user-friendly than its predecessor, as well as being very flexible.

She adds: “The legal requirements are extensive and detailed and the act of notification encompasses so many nuances, it is very important to software users that their programme provides an end-to-end solution.” Echa’s central PCN notification portal went live in April and DR-Software has provided an option to automate bulk notifications from its ChemGes interface. SDS harmonisation is another area of focus for the software provider, which offers various modules based on language (for country-specific SDSs), as well as others for custom programming, allowing data exchanges with other software and ERP systems, and one for labels. In March, regulators from the US and Canada laid out plans to coordinate their GHS standards, with the goal to have one label and one SDS in both countries. The EU also amended in June the information required under REACH and CLP regulations for SDSs, and Japan

Mr Bugge says the company wanted to build a system with a high degree of logic and automation to make difficult tasks easier and use IT in a smart way. For example, by using smart rules phrasing, control, look-up and advanced calculations to produce SDSs, the manual input needed is reduced. He notes it is not AI, but a step in that direction. Mr Bugge adds that a revamped pricing model based on usage, rather than paying for a licence, has attracted smaller companies to invest in the software. Chymeia continues to work on enhancing its workplace software and Mr Bugge anticipates that an updated model will be in place and worked into its ALMEGO brand within the next two years. He says that the company will focus on customers in Denmark and specific countries/legislation in Europe.

Cross-functional collaboration Gensuite is another provider of software for environmental health and safety (EHS) applications, including SDS, product stewardship and responsible sourcing. Donavan Hornsby, Gensuite’s vice president and strategy executive, says the company has had a big focus on cross-

functional collaboration/workflows and data digitisation, particularly in relation to Echa’s Scip notification requirements, developing an extension to their broader product steward solution for aggregating incoming supplier data, and either reporting manually or doing a system-tosystem transfer to Echa’s Iuclid system. Other areas of Gensuite’s work have centred on product and supply chain sustainability, in particular what companies are doing with regard to using recycled and sustainable content in their products. “Over the past two years, some of our more pioneering work is digging into the supply chain to help organisations understand supplier risk, material composition and supplier sustainability programme efforts. That will grow and we will likely start evolving what we are doing there,” says Mr Hornsby. Another customer need that Gensuite highlights is an enhanced ability to respond to requests for information from customers, which Mr Hornsby says has probably outstripped demands on the regulatory side. Verisk 3E’s Alan Johnson, director of portfolio management and strategic alliances, says he is seeing two major trends in relation to software. Firstly, an explosion in the global population and the rise of a middle class in Asia, especially China, means that more money is being spent on products and services than ever before. Additionally, companies are creating products faster and getting better at globalisation. “The need for data products and services is growing, as is a need for us to do more with that data,” says Mr Johnson. Speed is another requirement. As companies strive to get products to market faster, he says any upcoming regulatory changes have to be built into their data systems. Verisk 3E says its regulatory research and monitoring tools, and systems-integrated product safety and compliance content, can provide instant access to chemical data,

as well as decision support throughout the product lifecycle and across the enterprise. Last year, Verisk 3E launched its 3E Notify for Poison Centres cloud-based engine, which integrates with customers’ SAP EHS or S/4HANA (SAP’s ERP for large enterprises) platforms, as well as its own 3E Generate SDS and label authoring platform. Verisk 3E also provides services including acting as an EU legal entity for voluntary submissions on behalf of manufacturers outside the EU. Having purchased SAP’s Content as a Service (CaaS) business and entered into a long-term strategic development agreement in February 2019, Verisk 3E is working closely with SAP in developing and delivering next-generation solutions with instant access to regulatory data to ensure global product safety, marketability and compliance. During the past 12 months, iPointsystems has extended both the functionalities of existing products and added new ones to iPoint Suite. These include iPoint Product Sustainability, iPoint Approval, iPoint MSC Connector, iPoint SCIP Connector, CarbonBlock and SustainBlock. CEO of iPoint-systems, Joerg Walden, says the newly released products enable customers to incorporate regulatory compliance and sustainability indicators in the early design phase. Taking iPoint Sustainability as an example, this product allows engineers to use and analyse lifecycle information, comparing materials or parts on their carbon footprint or other environmental impacts during design, ultimately contributing to more sustainable products.

Blockchain-based solutions Both CarbonBlock and SustainBlock are blockchain-based solutions connected to data exchange platform iPoint SustainHub. With CarbonBlock, companies can communicate real data

on the CO2 emissions of components along the supply chain in a standardised format. SustainBlock enables companies to track the provenance of certain raw materials sourced from conflict-affected or high-risk areas, for example minerals such as tin, tungsten, tantalum and gold. Mr Walden says iPoint-systems is further exploring and enhancing blockchainbased solutions as customers continue to seek traceability and transparency from their suppliers. He believes nextgeneration products will carry an ”ecosystem-in-the-cloud theme”, backed by technologies such as blockchain, adding that an ecosystem approach has proven to be successfully deployed in the automotive industry with IMDS. Cloud software company, Veeva Systems, sees a major trend in increasing awareness and demands regarding sustainability, transparency and global regulatory compliance. Knowledge about the origin and composition of raw materials is crucial to ensure any finished products can meet the regulatory and sustainability demands of the future, says Veeva Systems’ director strategy regulatory, Shawn Steuer. He adds that clients are seeking unifying, connecting and easy-to-use tools in order to get closer to global compliance of all raw materials, formulations and products. Veeva RegulatoryOne is such a tool. It helps manage regulatory compliance, gain real-time insights and make informed decisions. Transparency is a precondition for sustainability, Mr Steuer concludes. There is a definite trend among customers to integrate and simplify their systems, but the reality is that it is very hard, possibly nigh impossible, for one piece of one software to provide a single solution for everyone and everything. There is, however, a growing acceptance of cloud-based systems and a preference for working with just one software provider that can consolidate systems – in essence, a one-stop shop.

Chemicals management is starting to make its mark in corporate sustainability reporting. How can software help? Incorporating chemicals management information into an organisation’s sustainability reporting activities is not easy. Vanessa Zainzinger looks at how software used in chemicals management can help with the task of handling the data required. Sustainability has never been more important for a company’s reputation, its resilience and its bottom line. As public awareness and concern over the climate emergency has grown to new heights, society is increasing its expectations of the role businesses should play in today’s volatile environment. And the investment community’s widespread adoption of environmental, social and governance (ESG) reporting as a mandatory risk assessment tool has turned sustainability reporting from an optional undertaking to an essential part of corporate success. Historically, firms have focused their sustainability reports on impacts relating to climate change, water use and biodiversity loss. More recently, however, chemicals management has begun to play a vital role in corporate sustainability programmes. This is not least due to more sustainability benchmarks – such as the Dow Jones Sustainability Index, the Chemical Footprint project and various ecolabels – addressing chemicals management. Most corporate sustainability reporting performed via the Carbon Disclosure Project (CDP), Global Reporting Initiative (GRI), or ESG reporting standards incorporates some degree of chemical management information. And chemical use directly impacts multiple UN Sustainable Development Goals (SDGs) related to human health, climate change, aquatic health and ecosystem preservation. But incorporating chemicals management information into an organisation’s sustainability reporting activities is no mean feat, says Julian Moffatt, director

of environmental solutions at Chicagoheadquartered software provider, VelocityEHS. There is a “vast quantity of data that needs to be collected and analysed to make intelligent decisions and support sustainability reporting objectives,” says Mr Moffatt. Even small-to medium-sized organisations can have tens of thousands of distinct products circulating throughout their facilities as part of their normal course of business. “Simply tracking these products can be daunting enough, but when you factor in the need to cross-reference ingredients against a litany of chemical safety standards and regulatory lists, the challenge can become overwhelming. This is further compounded by the need to track chemical releases and emissions.” The scope of this challenge, he says, makes it “extremely difficult, if not downright impossible, to achieve without software”.

Finding the right systems Software tools can make the data challenge seem surmountable from several angles. For one, they can be used to quantify greenhouse gas emissions and ecosystem impacts resulting from chemical use and the release of culprits such as ozone-depleting substances and chemicals that are toxic to aquatic and terrestrial ecosystems. They can also automate critical inventory tracking and cross-referencing against a vast chemical product library. Some

VelocityEHS tools directly support the completion of key reports required under environmental regulations, such as the US EPA’s Toxic Release Inventory (TRI) and Tier II Emergency and Hazardous Chemical Inventory reports, as well as Greenhouse Gas (GHG) reporting, according to Mr Moffatt. Initially, however, chemical management [Ron] from a sustainability perspective is for many an unfamiliar and [Ron] a new challenge that firms are not sure how to approach, says Ron Huijsman, co-founder of sustainability management systems consultancy, Huco. As a result, companies differ greatly in their approaches to integrating chemicals management into sustainability reporting programmes, and the way they use software to do it. “Using spreadsheets and disjointed tools and systems is still more the rule than the exception,” says Mr Huijsman. “Companies will, for instance, use different systems for federal and state reporting (in the US), or for chemical compliance and for sustainability reporting, even if one is an element of the other.” Even large companies can struggle with finding the right system to keep on top of the plethora of reporting initiatives, sustainable development goals and carbon disclosure projects that affect their sustainability and chemical reporting duties, Huco found when benchmarking oil and gas companies on their climate change reports. “Some larger companies that are well established and think they have this

under control don’t even realise when things go wrong because their reporting systems are very inefficient,” Mr Huijsman says. “Companies may need to focus on chemicals management and hazard communication, climate change and water usage all at the same time. If you look at all the sustainability topics that could be relevant to you, then the question is: would you like to manage these different topics in a dispersed system, or an integrated one?” The larger the organisation, the more likely they are to have overlapping, or even competing, software applications in place, Mr Huijsman found, and speculates that this is a strategy to avoid gambling on one solution. Smaller companies are more likely to use integrated systems, often via a service provider rather than in-house.

Ikea’s approach Others are making a point of weaving a chemicals management system as tightly as possible into their sustainability web. Furniture giant Ikea used to require suppliers to complete paper-format material declaration forms against its comprehensive list of restricted substances, before switching to software when this was no longer tenable. Now, the company uses the regulatory compliance tool BOMcheck as a database to monitor and report on chemicals of concern in its supply chain; a means to collect materials and compliance declarations and automatically submit dossiers; and a collaboration platform to provide regulatory training and chemicals guidance to its suppliers. BOMcheck was deliberately priced cheaply and designed for intuitive use in order to allow it to cascade down the whole supply chain, even to the smallest players, says Dr Aidan Turnbull, senior director at Sphera and BOMcheck. “Many suppliers do not have chemicals experts in their companies,” he says. So, when companies or software solutions send a list of chemical names and ask the supplier to disclose a substance is present in its parts, they may struggle to investigate. “Instead, it is important to explain what types of materials and parts could

contain these substances and what applications the substances are used for,” Dr Turnbull says. “Rather than ask about hexabromocyclododecane, for instance, explain that it is a flame retardant which is used in three types of polystyrene and backings for industrial textiles.” Frank Arcadi, Sphera vice president of product stewardship, adds: “It’s not just about providing software. Chemicals management is new to many companies and they need a roadmap to guide them.” Substances in the BOMcheck full materials declaration tool are colour-coded to show chemicals that are regulated around the world today and those at risk of becoming so in the next few years. Tools like these are a sign of the times. Beyond Ikea, corporates are increasingly relying on chemicals management software to pre-screen substances and make better, sustainable choices. Says Dr Turnbull: “Companies are moving away from a reactive right-to-know approach and towards using software to proactively approve chemicals before they come to site.”

Future-proofing sustainability reporting The need for a proactive approach to chemicals management and sustainability reporting is becoming impossible to ignore, says Sushma Kittali-Weidner from Germany-headquartered software provider iPoint. “The need for sustainability strategies is already driving some companies to unifying their processes for product compliance, material compliance and data management,” she says. “When you converge this data you get a holistic picture of what, for instance, contains formaldehyde. Then you can take it to a strategic level.” Echa’s Scip database for information on substances of concern in articles or complex objects was the key driver behind Ikea’s decision to introduce a holistic software approach. Soon, it will force many others down the same road, Ms Kittali-Weidner predicts. And those who have treated their chemicals management as a second thought in the sustainability

reporting programme will find themselves lagging behind. “A lot of our customers who used to be more reactive (to chemicals management) are now forced to act on Scip reporting,” she says. For now, Scip’s focus, which was established under the waste framework Directive (WFD), is on helping recyclers. But people are starting to recognise the larger goal of the database: to provide transparency to consumers, Ms KittaliWeider says. “The leaders in the field are recognising that full disclosure is coming. Those who are still taking a reactive approach to regulatory needs will be playing catchup soon because they simply don’t have the data to put together a transparent sustainability strategy.” Sustainability reporting – and the role that chemicals management plays in it – looks certain to rise in importance. Scip is touted for expansion to cover other European regulations. The EU Green Deal is one of many initiatives pushing corporates to come out of the pandemic with a greener approach. The circular economy action plan even puts a focus on digital solutions, like blockchain. VelocityEHS’s Mr Moffatt says the investment community will continue to be the most important driver for comprehensive sustainability reporting over the next few years because this directly impacts organisations’ prospects for future growth. “Software will ultimately be relied upon to manage these programmes by close to 100% of medium-to-large organisations due to the inherent complexity of manual chemicals management processes, and due to the growing importance of accurate sustainability metrics,” he predicts. Put all this together and there is a perfect storm, says Sphera’s Mr Arcadi: “We’ve seen spikes in the sustainability movement come and go but this time this is here to stay.”

How can software help companies comply with the obligations required under Echa’s substances of concern in products (Scip) database? Software suppliers are offering a variety of approaches to help their clients with Scip notification, from solutions that allow users to submit SVHC information manually with some support, to third-party services and dedicated and managed software systems, reports Elaine Burridge. The newly established substances of concern in products (Scip) database, which has come out of the revised waste framework Directive (WFD) and is managed by Echa, requires companies supplying or importing articles that contain a substance of very high concern (SVHC) above a concentration of 0.1%, to submit information by 5 January 2021. It’s a tight, and some say impossible to reach, deadline given the complexity and huge volume of data involved. The detailed information requirements for the Scip database, and the format required, were made available in autumn 2019. Echa released a prototype of the database on 17 February so companies could get familiar with it and test how to submit their notifications. Software providers have also been scrambling to develop solutions to help firms meet the deadline. Currently, software companies are offering a variety of approaches, from solutions that allow users to submit SVHC information manually with some support, to third-party services and dedicated and managed software systems. For notification, companies need to use Echa’s Iuclid files – either Iuclid Cloud or offline using Iuclid 6 for servers and desktops. Echa also offers a system-tosystem (S2S) service so that companies can create a notification dossier from their own automated systems.

Complexity A notification for a complex product can involve a very complicated dossier. So, while certain data points are readily available from existing compliance information (for example, under REACH) such as article name, numerical identifiers and SVHC content, other information is needed, like the article category, production region, concentration range, unique identifiers and number of units. James Calder, vice president, compliance & regulatory programmes at Assent Compliance, believes that because of the fast-approaching deadline, industry will not have time to develop their own technology solutions so will be very dependent on third parties. He points out that most companies’ IT systems do not have the data in one place and/or do not have the ability to map data at the article level, especially in complex products.

He says he is already seeing a variety of circumstances where one part containing an SVHC may cause a business to submit over 1,000 Scip dossiers when that part is used in many different product lines. In contrast, a company may only be required to submit one dossier for a product that contains more than 1,000 article datasets. European technology and engineering trade association, Orgalim, estimates that small and medium enterprises (SMEs) may have to submit up to 25,000 notifications in the first year, while large firms could see up to 200,000 notifications. It notes that, depending on the level of complexity and number of components, an article could have up to ten levels of declaration.

Multiple variants Orgalim takes the example of a “configurable” complex product type from

a European valve manufacturer in the butterfly valve range. The valve comprises three products – a valve, actuator and box – each of which can contain from ten up to several dozen articles. In addition, each product can have multiple different variants and each variation sold will need a separate Scip product notification. Scip notifications need to be structured down to the lowest level, so assuming that SVHCs are contained at this level, for example inside the rubber seal in the valve, or the sensors or PCB of the control box, this would represent 12,800 notifications for the year 2019 for the valve manufacturer, according to Orgalim. “One of the most critical information requirements is the need to identify product compositional trees/hierarchies for complex products. It is a source of continuous struggle and education,” says Gensuite vice president and strategy executive, Donavan Hornsby. Another challenge centres on legal entities. For a company with several legal entities in different countries, each one must set up with Echa. An S2S process is key here, says BOMcheck senior director, Dr Aidan Turnbull, as Echa must check whether it approves the entity’s IT software and whether the company is a registered business trading at its given address. He says Echa has approved BOMcheck’s verification process, which it can do on behalf of its clients. This process entails BOMcheck verifying the supplier’s data universal numbering system (DUNS) – a unique numeric identifier – as well as the identity and email address of its authorised individual. Given all the challenges presented by Scip notifications, what should companies be considering when seeking appropriate software?

Do I have to download my own Iuclid files to obtain the Scip numbers for my product notifications? Will the software provider manage company registrations with Echa? Launched on 27 May, BOMcheck version 6.0 captures the information needed for Scip reporting and includes S2S integration to the Scip submission portal. BOMcheck’s software allows a company to submit data on behalf of another, which can be useful for those firms within a corporate group where the parent company wishes to submit data on behalf of its subsidiaries, or where there are voluntary arrangements between companies. The system also enables companies to reuse notifications made by their suppliers. Should a supplier update or change a part or its data, then BOMcheck can automatically update and resubmit the company’s product data to Scip. This also applies when new substances are added to the REACH candidate list of substances of very high concern, which Echa updates twice a year. Dr Turnbull says using a web-based system enables BOMcheck to keep its costs low. He also says the company’s industry steering group, which includes industrial manufacturer Siemens, medical diagnostic devices company GE Healthcare, electrical products group Philips and lighting company Osram, pushes the company to keep its software up to date. One of the biggest challenges is getting all the data together from various sources, which iPoint says is where its

sofware’s key strength of integrating and automating data collection, analysis and reporting pays off. Sushma Kittali-Weidner, head of US operations at iPoint, believes identifying the different sources of data will give insights into integration points, while identifying the volume of data will provide insights into a potential need for automation or semi automation. “Understanding these insights helps identify the requirements landscape for the software product being considered,” she explains. If organisations choose to manage their Scip data themselves, then software products should make the processes of integrating, collecting, validating and uploading as easy and as automated as possible, as well as providing an overview of the status and completeness of the data, Ms Kittali-Weidner says.

Turnkey services Alternatively, a company may choose turnkey services, where the third-party provider offers a system of record and is responsible for analysing, updating and uploading the dossiers. ipoint offers both S2S software – known as Scip Connector - and turnkey services. Gensuite, meanwhile, is addressing three key components to help clients with their Scip obligations. These are extending its supplier portal and supplier data-collection templates to include the elements necessary for Scip reporting; data-analysis and roll-up tools to bring together supplier data and internally sourced information; and an S2S interface that will allow for automated, streamlined submission of information to the agency. REACH candidate list. Opesus says aligning REACH SVHC regulatory content to Echa’s substance identification is “a critical step to enabling efficient and accurate reporting to the Scip database”.

Opesus says its EPN software is already used by chemical companies to comply with Echa’s requirements for harmonised poison centre (PCN) notifications, which use the same reporting and submission framework as Scip. Consequently, opesus extended the software to support Scip notifications, which it says was helped and accelerated by its development experience on S2S integration options and process automation for Echa’s PCN format.

Gathering data to meet Scip database requirements is a difficult and detailoriented process requiring significant engagement down the supply chain.

How is artificial intelligence supporting the chemical risk assessment process? Research teams are applying AI to assist with systematic reviews, enable use of non-animal data and to identify properties of concern. Andrew Turley reports. In 2018, the European Commission’s Joint Research Centre (JRC) organised an expert workshop to explore how, and to what extent, applying artificial intelligence (AI) could support the quantitative and qualitative aspects of chemical risk assessment. The experts concluded there was scope for AI to bring benefits across a range of areas – including the process of systematic review. In fact, systematic review was identified as one of the areas that could benefit most from the application of AI because it is very good at finding patterns in the large unstructured datasets that are often the key source of knowledge for systematic review. Systematic review is a process for identifying, assessing and summarising evidence from different sources to answer a specific question, such as: does this chemical represent an unacceptable risk? The methods used in the process must be explicit, scientific and clearly defined before the work begins. Since the fundamental features of the process were developed in the 1990s, scientists have realised the positive impacts it can have on their activities and embraced it. Meanwhile, some policy makers have committed regulators to require use of systematic review when conducting risk evaluations. One of the regulatory agencies most committed is the US EPA.

Systematic review under TSCA TSCA requires the EPA, when conducting risk evaluations, to “describe the weight of the scientific evidence for the identified hazard and exposure”. It also requires the administrator to make certain decisions

based on the “weight of the scientific evidence”. In its final rule on risk evaluation procedures under TSCA, published in 2017, the agency tied the phrase firmly to systematic review: “Weight of the scientific evidence means a systematic review method, applied in a manner suited to the nature of the evidence or decision, that uses a preestablished protocol to comprehensively, objectively, transparently and consistently identify and evaluate each stream of evidence, including strengths, limitations and relevance of each study, and to integrate evidence as necessary and appropriate based upon strengths, limitations and relevance.”

a systematic review. A study published in 2018 estimated that environmental science systematic reviews take on average 164 full time equivalent person days. While no comparable study has been carried out for chemical risk assessment, anecdotal reports suggest a period of 12 to 18 months from inception to publication. Volume of evidence is a key factor. The literature search conducted for the draft risk evaluation of asbestos found over 24,000 potentially relevant data sources just for the assessment of human health hazard.

Furthermore, the agency said integrating systematic review into TSCA risk evaluations was “critical” to meet the statutory requirements and it would use the process throughout those evaluations.

TSCA set clear deadlines for risk evaluations of high priority substances, which the EPA failed to meet in the case of the first ten. To increase its efficiency, and thereby avoid repeating the transgression with the next tranche of evaluations, the agency has turned to software based on AI for the systematic review part of each evaluation.

There are three steps in that process, in which the least relevant items from the results of the literature search are winnowed out: • application of inclusion-exclusion criteria; • title-abstract screening; and • full text screening.

AI or machine learning?

the screening criteria and a series of questions. For the second 20 substances, the agency used software application SWIFT-Active Screener for all “title–abstract” screening, bar a small number of cases where the pool of alliteration was “relatively small”. The software uses active learning, a type of machine learning that incorporates user screening results to estimate the number of relevant, or ‘on topic’ articles, remaining in the unscreened reference pool. Studies predicted to be on topic are fed forward for [full text] screening, and the software indicates when the user can stop screening, for a given predictive inclusion level.

AI can be considered a characteristic of a computer – or similar machine – that enables it to ‘think’ like a human, making ‘smart’ decisions, based on experience. However, the term is widely misused and misunderstood, resulting in a nebulous concept that defies any kind of universal definition and can only be pinned down for particular contexts. In particular, the term is often used as a synonym for machine learning, which is generally considered a type of AI or an application of it. Specifically, machine learning is a characteristic of an algorithm that enables it to change in response to the data that the handling system inputs. A computer using machine learning algorithms could be said to have AI. However, not all computers with AI use machine learning. Active learning is a type of machine learning where the algorithm can interactively query an information source to label new data points. That information source might be a human user or something passive, such as a database.

For the first ten substances, human screeners conducted the title-abstract screening using software for recording and managing their decisions. For each reference in the batch, the software presented the title and abstract, alongside

Dr Fay said use of the application led to “substantial savings” in terms of time, cost and effort compared with manual screening.

Evaluation To be sure the technology is identifying all the relevant literature and not missing something critical, the agency is conducting an ongoing evaluation of the screening process, limited to environmental hazard literature. The results for the second 20 high priority substances are being compared with results of manual screening of the same material for inclusion in an established database. Preliminary results show that no references were missed, providing confidence that the use of SWIFT-Active Screener is “appropriate” said Dr Fay. Additionally, a study published in May found that, for 26 “diverse” systematic review datasets that were previously manually screened, the application on average identified 95% of the relevant articles after screening only 40% of the total reference list. The study team included scientists at technology company Sciome, which facilitates access to the application, the National Toxicology Program (NTP) and the EPA.

Non-animal data The EPA has also turned to machine learning to enable use of non-animal data via a defined approach (DA) – a fixed procedure for integrating and interpreting data from sets of validated non-animal tests, primarily in vitro assays and computer modelling. In April, the agency published a hazard characterisation of six isothiazolinones for a review of the registration of those substances under the Federal Insecticide, Fungicide, and Rodenticide Act (Fifra). In that assessment, it used a DA partly based on a type of machine learning algorithm known as an “artificial neural network” to determine the skin sensitising potential of the substances. An artificial neural network is specifically designed to mimic the neural networks in the brain. Each network comprises two or more layers of interconnected artificial neurons which send and receive signals via the connections, known edges, which mimic the brain’s synapses. A network always has an input layer, which receives external data, and an output layer, which produces the final result. It may also have layers in between performing additional computations, taking it into the realm of “deep learning”. In the isothiazolinones hazard characterisation, the EPA said that it had used the project as a case study to consider the regulatory relevance of an artificial neural network DA developed by Japanese cosmetics company Shiseido and called ANN-EC3. Ultimately, the EPA used the results of the ANN-EC3 DA to extrapolate dermal risk for the currently registered isothiazolinones as part of the review. It justified this approach by saying that the available nonanimal test methods for skin sensitisation “provide information that is more reliable, reproducible and human-relevant” than the equivalent animal methods.

the OECD would not be involved in that development. “This is work that would happen before the draft Defined Approach reaches the OECD.” He also says that he can see a role for AI in identifying promising test methods that can be developed into test guidelines.

Validation

“This use of the in vitro and in chemico assays and the artificial neural networkbased DA are the first use of such information in regulatory risk assessment,” it added. Skin sensitisation is the endpoint for which the adoption by the regulatory community of this kind of application of machine learning has progressed furthest. However, the EPA’s partner in the isothiazolinones project – the National Toxicology Program’s Interagency Center for the Evaluation of Alternative Toxicological Methods (Niceatm) – is working on the application of machine learning for other endpoints, primarily endocrine disruption and acute oral systemic toxicity.

Computational crowdsourcing Dr Kleinstreuer describes the Niceatm approach to this work as “computational crowdsourcing” via projects with collaborators around the world. “We have a great group of chem-informaticians and computational scientists in the Niceatm group,” she says. “But, you know, we recognise that we’re certainly not ‘the only show in town’. There are many different groups around the world that are really excellent in the area of applying machine learning to things like predicting chemical toxicity, and they have their own particular preferences in the different types of algorithms they use and the different types of molecular descriptors or chemical features they focus on.”

Niceatm does the ‘grunt work’ of collecting and curating data, which is then split into training and evaluation sets. The training set is shared with collaborators in academia, industry and regulatory agencies, who feed it into their models. Once those models have adapted to the training sets, they are sent to Niceatm, which uses the evaluation set to assess performance qualitatively and quantitatively.

Meanwhile back in the EU, the Commission’s JRC is investigating the use of AI for identifying chemical properties of concern, the substances with those properties and their modes of action. Applied to the scientific literature, the technology might, for example, identify chemicals with thyroid disrupting properties and extract the evidence for reference. “This has an immediate practical application in our work on the validation of in vitro methods,” says Clemens Wittwehr at the JRC. “But it could eventually also be used by researchers and decision makers for their own purposes,” he adds.

In the final stage, the project builds one or more ‘consensus’ models, incorporating all of the individual submissions.It is a system that compensates for the weaknesses of any one model, Dr Kleinstreuer says.

The organisation is also evaluating how suitable the validation principles of the European Centre for the Validation of Alternative Methods (Ecvam) are for AI technology.

Whether regulators in other countries will follow the lead of the US EPA and adopt this application of machine learning will depend on the extent to which they trust the algorithms.

Mr Wittwehr says that the JRC will aim to bridge the regulatory and scientific domains in relation to AI.

Bob Diderich, head of the OECD’s environmental health and safety division, which runs the organisation’s test guidelines programme, has said previously that AI presents a validation challenge. When AI is involved in computational methods, “there is no longer a transparent algorithm”, because it changes as it learns, he told an event in Helsinki last year. He says now that he can “see a role” for AI in the development of DAs, helping to combine several test methods to increase their predictive power. But he is clear that
