Govan Mbeki Municipality Strategic Session at Badplaas Govan Mbeki Municipality will be holding a Strategic Planning session at Badplaas from 10 to 12 April. The Bulletin is in possession of a copy of the official letter inviting participants to this Badplaas session. The Municipality is currently in a very poor financial position and can ill afford to travel to resorts such as Badplaas Forever resort. In the 2018/2019 Mid-year Budget and Financial performance assessment report the following is written: “The municipality’s debtors book had a total balance of R1,470,013,000 as at end of December 2018. Collection still remains a challenge as indicated by the huge amounts of old outstanding debtors. The total creditors balance amounted to R1,471,275,000 as at end of December 2018, and the noncollection of debtors above makes it difficult for the municipality to pay debts when they become due, with major creditors being Eskom and Rand Water.”
The implications are highlighted in the agenda item A005/01/2019 as follows: “As a result of the financial performance it is necessary for the municipality to adjust the approved 2018/2019 budget. It will be a challenge to adjust the budget upwards due to the municipality’s financial position and thus the budget will be adjusted downwards, which will impact service delivery.” And “With the municipality’s current financial position, it might not be possible to meet all contractual obligations, which may result in litigation against the municipality.” As well as: “The filling of vacancies should be re-prioritized as the institution might not able to pay the salaries as they become due.” The council also resolved as follows: “That the approved 2018/2019 Budget BE ADJUSTED downwards and funds be shifted between votes to fund prioritized projects and to pay creditors.” (not complete resolution)
DA Cllr ZA Mkwebane wanted to know “Where does the money come from? They should stay here in GMM and spend the money on service delivery.” A total of 52 officials and political leadership are expected to attend the session. On a previous occasion when this was objected to by the opposition parties, the (then) mayor justified the visit to Badplaas by saying “we want to support our neighbouring towns”. Some of the personnel included are a service delivery clerk and the secretaries to the Mayor and Municipal Manager. It is unclear who will be paying for this session as the budget does not allow for expenditures of this kind. The Bulletin contacted the Municipality’s spokesperson and received the following response: The Govan Mbeki Municipality will
be holding a three-day strategic and planning session this week in Badplaas. The purpose of the session plan is to conduct an organisational and business review of the municipality with the aim of enhancing service delivery to community. It is important for the municipality to plan while, at the same time, reporting on progress and implementation of the resolutions that were taken during the previous strategic planning sessions. “We will use this opportunity to come up with a comprehensive action plan that will improve the lives of the people out there.” Said Mr Benzi Soko (Chief of Staff) in the response from the Marketing and Communications Department, “We need to know exactly where we stand, determine where we want to go and how we will get there.”

snippets Suspects sought for alleged role in drug syndicate The Hawks are seeking the assistance of the public in locating Emanuel Ifeyalyi Onyekanna (27) and Chukwuemeka Kingsley Ezenwa (34), with alleged links to an ongoing drug dealing investigation. A warrant of arrest was issued against Onyekanna and Ezenwa known by aliases ‘50 cent’ and ‘Alex’ respectively in August 2016, after Hawks investigations had linked them to an alleged drug syndicate that operated in South Africa and neighbouring countries. Anyone with information about Onyekanna and Ezenwa’s whereabouts is urged to contact Investigating Officer, Warrant Officer Jacob Ras on 0824620760. Government activities for the week 08 – 14 April The Minister of Public Works, Mr Thulas Nxesi, will on Tuesday, 9 April, host a Career Expo at Thomas Nhlabathi High School, Secunda in Mpumalanga at 09h30. The purpose of the Expo is to expose and provide career guidance opportunities to grade 11 and 12 pupils to enable them to make informed career choices when they complete their matric and subsequently enrol for their tertiary education. Suspect arrested for gold bearing processing A 44 year old suspect was arrested by members of the Hawks’ Serious Organised Crime Investigation Unit during the intelligence driven
operation conducted at Barbeton on Friday, 05 April. Members of the Hawks followed up on information about a suspect who was reportedly processing gold bearing materials in his house at Barbeton. The resultant search uncovered gold and gold processing equipment and other exhibits which were seized. The suspect is expected to appear before the Barberton Magistrate’s Court Monday, 8 April, to face charges related to illegal possession and processing of gold. Principal up for administering corporal punishment A 25 year old man attached to the Lydenburg Islamic Centre was arrested by members of the South African Police Service on 4 April. The man, a Principal of the Centre, was arrested following incidents of corporal punishment administered to children who are learners at the Centre. It is reported that on 1 April, a 10 year old learner from the Centre was taken to hospital by the Centre Management, where they told nurses that they suspected the boy to be suffering from an allergy as his eyes were blood red. Hospital staff became suspicious when the Centre Management did not want the boy to respond to questions posed to him. Instead they responded on his behalf. When it was decided that the boy should be admitted, the Principal insisted that he wanted to stay with him, but was denied as that was reportedly against hospital policy. During treatment and other processes, hospital staff noticed severe injuries on his bums and when asked what happened he told the nurses that he was beaten by the Principal with a hosepipe. The child had to undergo serious operations as a result of his injuries. The victim, who hails from Cape Town and came to the Centre to learn the Quran, explained that the Principal used to beat them when they failed his tests. At one stage he was beaten to such an extent that he started to wet his bed when asleep. Statements from other learners and staff members confirmed the harsh punishment the learners are suffering at the Centre, with five other victims having come to the fore. The suspect will appear at the Mashishing Magistrate’s Court on 8 April facing five counts of assault with intent to cause grievous bodily harm. Police Management in the province urged Educators to stop administering corporal punishment to learners as it is against the law. Duo arrested for housebreaking Two men arrested for housebreaking and theft by Bethal police. First suspect, Kopano Rashaha aged 25 years, was arrested by Detective Xolani Khuzwayo after he responded to the call from an official at HABPS Security concerning possible housebreaking. Khuzwayo responded swiftly to a call and when he arrived at the scene he found the suspect in the house at Du Plooy Street where the suspect had gained entry by forcing open a window. On a separate incident, a 34 year old Linda Xulu was also arrested for housebreaking and theft that occurred at Simon Street. It is alleged that the suspect forced opened the window and stole a laptop. Before he could leave the house with the stolen laptop, a tenant saw him and called for help. The neighbours then gave chase to the suspect and managed to apprehend him. They then called the police and handed
12 April 2019 the suspect over with the recovered laptop. Both suspects will appear at Bethal Magistrate’s Court facing charges of housebreaking and theft. Poacher killed by elephant, others under arrest A fresh skull found in the Kruger National Park (KNP) is believed to be that of a man reportedly killed by an elephant while poaching with his companions. The police received information that some men had gone poaching in the KNP on 1 April, when suddenly an elephant attacked and killed one of them. His accomplices claimed to have carried his body to the road so that passers-by could find the body in the morning. They then vanished from the Park. Once outside, they reportedly informed a relative of the dead man about their ordeal and police were alerted regarding the incident. A search operation was launched by police and Rangers in the mentioned area, whereupon the human skull and pieces of clothing were found. Subsequent to that, police launched a joint intelligence driven operation in search of the dead poacher’s accomplices, resulting in the arrest of three men aged between 26 and 35, within KaMhlushwa and Komatipoort precincts. During the operation, two .375 hunting rifles and ammunition were seized. The suspects appeared Friday, 5 April, at the Komatipoort Magistrate’s Court facing charges of possession of firearms and ammunition without a licence, conspiracy to poach as well as trespassing. On their appearance, the court remanded them in custody and they will reappear at the same court on 12 April, pending bail application. An inquest was opened in connection with the dead suspect.

AmaGorilla targets illegal drug trade

The group started with the raids on 29 March, when they found approximately 50 kg of drugs and a cooking laboratory. The Bulletin reported on the drug raids in Evander in last week’s edition: ‘This afternoon, 29 March, members of GMM Community Forum from 5 EMbalenhle “AmaGorilla” that were fed up with the drug activities in Evander, decided to take matters into their own hands and marched to alleged drug dealers’ houses. The forum members raided the alleged drug dealers’ houses and uncovered a large amount of contraband. The contraband was handed over to the SAPS.’ The police released the following

The forum decided, this time, to not hand the drugs over to the police, but rather to burn the drugs in front of the police station. The reason why they decided to burn the drugs was because the alleged drug dealers were released and the drugs allegedly disappeared from the police station. After the raids on Thursday, 46 members were arrested and had to appear in court on Monday, 8 April. Continued on page 7

Gert Vlok Nel bulder op jou motorradio: “moenie vir my hier vergeet nie / in hierdie aaklige, aaklige land nie / hierdie land waar hul nog hekse verbrand nie”. Jy kyk na die skare bedelaars by die robot, en jy dink jy verstaan die lied. Blindes wat deur ander gelei word, mense met krukke wat hop van motor tot motor, vrouens met pap babatjies op hulle rug vasgebind, mense met afwesige oë en plakkate om hulle nek wat sê: “No food, no job, children to feed. Please help. God bless.” Jy betrap jouself dat ‘n siniese, veroordelende gees in jou gedagtes kom. Jou mening is onherroeplik gevorm oor mense wat sê hulle is nie in staat om te werk nie. Jy is, sagkens gestel, skepties. Maar later by die huis, eensklaps, word jou persepsies totaal omgekeer. Jy lees die plasing van iemand wat jy nie persoonlik ken nie, maar bevriend mee is op facebook. Sy het ‘n suksesvolle loopbaan gehad, hoogs intelligent, uitstekende sin vir humor. Sy skryf: “As ek nou WÉÉR hoor iemand sê dat ‘n persoon ‘dit darem lekker gemaklik het’ deur nie te werk nie, en dat die persoon ‘net op ander mense se swaarverdiende geld’ leef deur ‘n staatstoelaag te kry, gaan ek ‘n groot tantrum gooi! Hoe de ongeluk lewe enige mens ‘lekker gemaklik’ op R1700 per maand? Kom wys my! Wat is ‘lekker gemaklik’ daaraan om deur twee dokters ondersoek te word en te hoop hulle vind jou ‘gestrem genoeg’ om ‘n toelaag te kry? Wat is ‘lekker gemaklik’ daaraan om van vier uur tot agt uur die oggend met jou gestremdheid in ‘n ellelange ry, op ‘n vuil sypaadjie, te staan in die middel van die koue stad? Net om later in ‘n saal tussen hordes mense te probeer uitvind wat nou gaan gebeur? Om alles te probeer om seker maak dat jy darem teen drie-uur die middag gehelp sal word. Want as jy nie dan gehelp word nie, kry jy ‘n
nuwe datum vir drie maande later. Drie maande van ontbeer, van wakker lê, van vernedering om reëlings te tref dat jy nie jou basiese verpligtinge, soos krag en water, kan betaal nie. Gelukkig het jy nie ‘n mediese fonds om te betaal nie. Jy is ‘n staatspasiënt. Waar jy dieselfde prosesse deurgaan. Om vir vier ure te staan en dan te hoor die werkers staak... Wat is ‘lekker gemaklik’ daaraan om elke elf maande weer te ‘hoop’ jy is ‘genoeg gestremd’ om vir die volgende elf maande ‘n toelaag te kry? En weer deur die hele toetie te gaan? Hoe kan enige iemand dink dat ‘n mens liefs só ‘n lewe sal wil lei as om te werk? Om aan te hou ‘ploeter’... omdat hulle ‘swak besluite’ geneem het om op te hou werk? Hoe kan enige iemand dink dat ‘n mens liefs als verloor, eerder as om te werk? So bly is hulle is darem nou gestremd, te siek om te werk? Waarom drop die pennie nie dat die oorgrote meerderheid ontsaglik gefrustreerd is met hul gestremdheid nie? As dit nie almal is nie. Wie de hel wil gestremd wees? Hoekom weet mense nie dat so persoon smag na sy vermoë om soos in die verlede te kan werk nie? Want hy was uitstekend in sy werk. Hy het hom desm*ers gewerk en was lief vir sy werk. En dat hy liefs sy vaste inkomste, en die onafhanklikheid wat daarmee saamgaan, sou wou terughê. Waarom sal enige iemand eendag opstaan en besluit: ek is nou te lui om suksesvol te wees. Ek wil liefs ‘lekker gemaklik’ op R1700 en almoese van ander hardwerkende mense leef. Dit is regtig wat sommige mense dink. Wat ‘n ‘damn cheek’ om sommer te aanvaar dat dié gestremde nog nooit self hard gewerk het nie! Dat jy dit daarom nodig sien en aanvaar dis jou reg is om vir so ‘n persoon ‘n preek af te steek oor ‘verantwoordelikheid’, ‘trots’, ‘help jouself’... asof die persoon nie reeds sy g@t af gewerk het vir dekades voor hy gestremd geraak het nie. Sy verlede se suksesse is net nie genoeg bewys dat dié persoon regtig nie deur ander mense versorg wil word nie. Dat dit nie saak maak dat sy selftrots by die dag afgebreek word deur die lewe self. Wat nog te sê deur mense wat dink hulle het absoluut al die wysheid in pag. Trap maar nog so ‘n bietjie
op sy reeds stukkende selfbeeld. Hy het dit mos nodig, die lui nikswerd. Wil jy nie help nie? Moet dan nie help nie! Maar moet nie vir ‘n millisekonde dink jy het ‘n greintjie kennis of die reg om iets oor dié onderwerp te sê nie. Was jou hande in onskuld en laat die ‘lui mense wat te lekker leef’ in vrede. Dit mag dalk net die klein, klein bietjie waardigheid wat so ‘n persoon nog oor het vir ‘n rukkie langer heel hou...” Hierdie plasing ruk my. “Ek is werkloos weens omstandighede”, beteken skielik vir my iets heel anders. Gestremdheid is ‘n baie wye term. Die persoon wat ‘n massiewe beroerte gehad het, wat sukkel om te loop, die persoon met spierdistrofie, die terminaal siek persoon,
afgetakel deur chemoterapie, die persoon wat worstel met maniese depressie, die swaksiende, hardhorende, die persoon met Alzheimers, die een met ingeperkte hartfunksie. Nie een van hulle plaas op ‘n Sondag ‘n prentjie op facebook van ‘n gatvol gesig wat sê: “Dis Maandag, ek moet al weer werk nie.” Inteendeel. Hulle wese roep uit: “Maak my asseblief sterk, sodat ek kan werk!” Sodat ek net weer iemand kan wees. Nie die vernederde, verstote wese wat op die periferie van die samelewing se suksesnormsiklus beland het nie. Van nou af help ek, so beperk as wat my vermoë is. Laerskool Goedehoop’s De Goedekrant visits Paarl Coldset
On Tuesday, 2 April, on a cold morning the De Goedekrant editorial team and the Bulletin set out on a big adventure to Paarl Coldset in Johannesburg. With exciting chatter from the children, Joseph started the bus and the exciting road trip got underway. On the way there, Mr Aart Reedijk from the Bulletin, asked the children if they knew which senses a human being has. Arms and hands shot up to give the answer: smell, sight, hearing, taste and touch. Mr Reedijk explained that there
are big machines at Paarl Coldset and the only sense they were not allowed to use was touch. Mrs Juanita Fourie, Public Relations Officer at Laerskool Goedehoop, kept the children’s minds running throughout the whole drive. She gave them ideas on questions to ask and also what to look out for. She also reminded the children to pay close attention as there was a big chance that one of their stories would be published.
Sasol hands over school uniform and merit awards at Dipaleseng Municipality Mpumalanga, Secunda – On Friday, 5 April, Sasol handed over school uniforms and Grade 7-11 learner awards at Mlamlankunzi Primary school in Grootvlei, Dipaleseng Municipality. Through its Employee Volunteer Programme, Sasol’s employees rallied to assist learners from poor households with school uniforms. Learners received tunics, skirts, shirts, jerseys, socks and shoes. Sasol is also giving awards to sixteen grade 7-11 learners from Dipaleseng, who excelled in their 2018 academic year. These are annual awards that the company initiated to encourage and recognise excellent performance of learners. Through the Grade 7-11 Learners awards programme, Sasol encourages learners to enrol in science, technology, engineering and mathematics (STEM). Together with the Provincial Department of Education, Gert Sibande Regional Department of Education and the Standerton SubRegion, Sasol recognises learners who outperform in their subjects. To qualify, all learners completing Grade 7-11 must be at a secondary school within Govan Mbeki, Lekwa and Dipaleseng Municipalities and must achieve more than 80% in Physical Science, Technology Innovation, Engineering, Mathematics, Life Sciences, Geography, Accounting and Agriculture. The top learner receives a
R1000 loaded shopping voucher. “Sasol values its partnerships and communities around its operations. As one of South Africa’s largest investors in education, we believe that recognising academic excellence is an important catalyst in encouraging learners to do their best,” said Mashudu Ndou, Senior Manager Sasol Social Investment and Ikusasa in Secunda.

Arriving at Paarl Coldset everyone was even more excited! The tour was started in the boardroom with an introduction, a safety briefing and video before the tour of the 5-storey building started. They explained to children what coldest printing was: Coldset offset printing is a process by which the ink dries gradually through evaporation and absorption into the paper. Coldset printing is most commonly used on uncoated paper stocks like newsprint. (www. weboffsetprint.com/coldset-vsheatset-offset-printing.html) First stop on the tour was the CTP (Computer to Plate) Room. This is where the newspapers, magazines etc. send their finished product. The newspaper, magazines etc. will then phone and ask whether their product was received and an answer: “The paper is already on the plates” will be given. As soon as the children walked into this room, they all commented on how it smells like a new book. This is a planographic printing method. This means that the printing and the non-printing areas are on the same plane and the substrate is pressed into contact with the whole surface. Planographic printing means printing from a flat surface, as opposed to a raised surface. The tour continued into the paper room where rolls and rolls of paper in different sizes stood approximately 3 storeys high! The children couldn’t believe their eyes at the size of it all!
The tour continued and each room was bigger, better and had a more interesting process than before. The tour ended in the distribution centre. This is where the inserts, for example Game pamphlets etc., will be inserted into the newspapers by machines. If the machines cannot place the inserts, there is a line-up at a conveyor belt. After the tour, the children had information overload and hungry stomachs. As soon as they reached the bus, they opened their lunchboxes and dug in. Eskom’s winter plan to minimise loadshedding requires South Africans to use electricity efficiently
Monday, 8 April - With colder weather conditions expected across the country and the demand of electricity projected to increase, the power system is forecasted to be tight for this week. The winter plan indicates a higher demand, with three days being extremely tight, with a high risk of loadshedding. South Africans can make a huge difference by rallying towards
the common cause of using electricity efficiently, having the collective potential of reducing demand by up to 500 MW and saving the equivalent of 1 unit at a power station. Last week, Eskom indicated that it now has a better understanding of root causes of breakdowns following work done by its technical review team and has a reliable maintenance plan for its plant, with maintenance being prioritised over this period. Phakamani Hadebe, the Group Chief Executive of Eskom says, “We have done an extensive winter plan and review of our power system and identified the problems. While the plan gives us confidence that we may go through winter with no or limited loadshedding, we are mindful of the potential of risks on a very tight power system which may result in shifts on the power system and which could result in loadshedding. We

have mapped out scenarios that show that we will implement loadshedding in cases where unplanned breakdowns increase to more than 9 500 MW, delays in returning units from planned maintenance or in cases of unanticipated disruptive events.” According to the winter plan for last week, three days were significantly tight with high risk of loadshedding. Eskom was successful in keeping the lights on as a result of improved performance of commercial units which resulted in unplanned breakdown of around 8500 MW. Non-commercial units between Medupi and Kusile also contributed about 1 200 MW. “The first few days in April have given reassurance of the integrity of our plan as we managed to avoid loadshedding on three days where it was forecasted due to good performance of our plant. We managed to go through periods of high demand in the evening peak without using a lot of diesel,” noted Hadebe. Over the next two months, Eskom expects additional power from generation units that were out for
planned maintenance which is currently at about 6 000 MW and will ramp down to about 2 000 MW towards highest demand period in May. Two units that were on long-term outages at Kriel and Matla (1 050 MW) will also be returned to service. Kusile 3 is also expected to synchronise to the grid for the first time towards the end of April. Imports from Cahora Bassa are expected to be back at full load. We promise to keep our customers informed about the state of our power system on a continuous basis. We also appeal to South Africans to continue using electricity sparingly as we count on getting up to 500 MW savings from demand management. It was encouraging to see that South Africans’ response to switch off their lights during Earth Hour on 30 March 2019 yielded savings of 554 MW so we have shown that it can be done. Eskom will implement its “Use electricity smartly” campaign this week. The aim of the campaign is to help reduce electricity usage so that we can rally together to reduce the need for loadshedding.
Partnering to grow electric vehicles in South Africa Monday, 8 April: In the past weeks Eskom and the major players in the electric vehicle (EV) market in South Africa met to discuss how to unlock the EV potential locally – given the massive growth in this sector globally. Indications are that the drive to reduce fuel-powered cars is growing exponentially: – The UK has announced that 60% of all cars and small vans need to be electric vehicles by 2032 and completely carbon free by 2035. - Volvo Cars has announced that every Volvo it launches from 2019 will have an electric or hybrid motor, marking the historic end of cars that only have an internal combustion engine (ICE). - EVs and hybrid EVs will account for an estimated 30% of all vehicle sales by 2025. Locally we have seen about 1 000 EVs being sold in South Africa since 2015 – the pace being much slower than Europe and China. Some of the factors limiting the growth of this market are: - Price of EVs due to 45% import taxes and duties on EVs - Range that you can travel with an EV on one battery charge - Access to electricity to charging facilities Eskom is actively involved in the EV sector as the primary electricity supplier for vehicle charging. Eskom’s main objective is to craft special tariffs for EV owners to charge their vehicles at off-peak times, thereby helping to flatten the demand patterns outside peak periods and ensure affordable power for EV owners. Those concerned about Eskom’s ability to supply the necessary electricity need not worry – even a massive growth in EVs will not have a major impact on the overall demand during any normal day. Other than that, Eskom is also well advanced in its research on photovoltaic and battery storage options to power EVs in the future. Stakeholders involved are Eskom, car manufacturers, NGOs such as uYilo, EVRT Africa and GridCars, various major metros such as Cape Town and Johannesburg and then Government departments such as Trade & Industry, Transport and Environmental Affairs. The goal is ultimately to come up with a country solution regarding electric
transport. It is a fact that South Africa has major investments and income streams related to fuel-powered cars. However, international experience is showing that EV manufacturing, charging stations and battery manufacturing are creating new job opportunities and new markets – often linked to the retraining of people who were working in the fuel car industries. The writing is on the wall – electric vehicles will be the transport medium of the future and we as South Africa need to be part of the movement, or risk massive losses if we are not geared for this new wave of technology.
Resignation of Eskom spokesperson
Photo: Khulu Phasiwe Friday, 05 April: Eskom’s national spokesperson, Khulu Phasiwe, has resigned and will leave the company at the end of this month, 30 April 2019. Khulu started his career at Eskom over 10 years ago as a senior communications advisor in the Media Desk department and later acted as a deputy spokesperson for some time before he was appointed national spokesperson in 2014. Eskom Group Chief Executive Phakamani Hadebe said: “I’d like to take this opportunity to thank Khulu. He has served the company with the heart of a servant. We wish him all the best with his future plans.”

AmaGorilla targets illegal drug trade Continued from page 3 At the court on Friday morning, 5 April, the AmaGorilla forum was outside the Evander Magistrate’s Court protesting and its members told the Bulletin that the family members of the arrested forum members were not allowed to see their families, nor was any reason given as to why not. Monday morning,
8 April, the AmaGorilla forum members came together in front of the court again. This time they were met by a wall of police men and women standing in front of the Evander Magistrate’s Court. The forum members were very calm in their protesting and only sang and danced. When the Bulletin’s Ané Prinsloo arrived and spoke to one of the members, he
openly spoke about what had happened: “…the police is corrupt and out to kill me!” He added that the drug dealers were out on the street again and the drugs were missing. He implicated one of the highranking police officers as being in the pocket of the drug dealers and said that the police did not have any evidence and that is why they were out to
kill him. The court case was postponed until Monday, 15 April. The accused members were remanded in custody and accused number 1 complained about police brutality and also about his kids being home alone. The police and social workers were instructed to ensure the wellbeing and safety of the kids. – Ané Prinsloo

Malema se roekelose skietvoorval landwyd nagedoen Nadat Julius Malema verlede jaar by die EFF se vyfjaarfeesvieringe ’n voorwerp afgevuur het wat soos ’n aanvalsgeweer lyk, het AfriForum se waarskuwing op dowe ore geval dat hierdie roekelose optrede ’n gevaarlike presedent kan skep indien die SAPD en nasionale vervolgingsgesag (NVG) nie dringend teen hom optree nie. Die tendens om vuurwapens in die lug af te vuur, het posgevat – ongeag ander burgers se veiligheid. Die eienaar van ’n sekuriteitsmaatskappy – met bande met die plaaslike munisipaliteit in Dundee, KwaZulu-Natal – en sy medepligtiges het in middel Maart 2019 verskeie skote afgevuur met voorwerpe wat soos vuurwapens lyk. Hierdie voorval het in ’n residensiële gebied plaasgevind. In nóg ’n voorval op 20 Maart 2019 in Emzinoni naby Bethal, Mpumalanga, het ’n persoon in ’n MK-veteraneuniform ’n voorwerp afgevuur wat soos ’n handwapen lyk. Hy was agter op ’n trok wat aan die Govan Mbekimunisipaliteit behoort. Dit het ten aanskoue van verskeie lede van die Mpumalanga-verkeerspolisie gebeur – boonop óók in ’n openbare gebied – en sonder dat die veiligheid van die burgerlikes in die onmiddellike omgewing in ag geneem is. Verskeie mense het ook op 27 Maart 2019 in Bedfordview – in die teenwoordigheid van die Johannesburgse Metropolisie – verskeie skote met ’n aantal vuurwapens in die lug afgevuur. Die
owerheid het bevestig dat dit tans besig is om bewysstukke in te samel om die aangeleentheid te ondersoek. AfriForum moniteer dié ondersoek. AfriForum het kort ná die EFF se feesvieringe strafregtelike klagtes teen Malema aanhangig gemaak. Die dossier dien tans voor die NVG om te verseker dat die dossier volledig en verhoorgereed is. AfriForum ontvang gereeld terugvoer in dié verband. AfriForum het ook aksie geneem na aanleiding van die ander gevalle. Die sekuriteitsmaatskappy-eienaar is by die Reguleringsgesag vir die Privaat Sekuriteitsbedryf (PSiRA) verkla en AfriForum hou die verloop van die ondersoek met ’n valkoog dop. Die beweerde MK-veteraan se optrede in Emzinoni is na die direkteur-generaal van, gemeenskapsveiligheid, sekuriteit en skakeling van die Mpumalanga Provinsiale Regering verwys. Sowel die laasgemelde as die Emzinonipolisiekantoor het beweer dat hulle geen kennis van die aangeleentheid dra nie, en AfriForum het alle inligting aan hulle verskaf. Daar is onderneem om aandag aan die saak te gee en ondersoek in te stel. AfriForum sal gereeld opvolg om seker te maak dat dié onderneming gestand gedoen word. “Malema het ’n uiters onrusbarende voorbeeld deur sy roekelose optrede gestel. Sy aksies, wat nou landwyd nagedoen word, bedreig openbare veiligheid en ondermyn huidige wapenwetgewing,” sê Marnus Kamfer, AfriForum se regs-en-risikobestuurder vir gemeenskapsveiligheid.
“Die feit dat politici, wat boonop verkiesingskandidate is en in die parlement dien, hierdie swak voorbeeld stel en ’n vlaag van soortgelyke handelinge tot gevolg het, dui op die erns van die saak. AfriForum hanteer dit met die dringende aandag wat dit verdien,” sê Ian Cameron, AfriForum se hoof van gemeenskapsveiligheid. AfriForum sal enige ander soortgelyke gevalle wat mag opduik onmiddellik hanteer om die huidige tendens in die kiem te smoor.
Another SPCA closes its doors The National Council of SPCAs (NSPCA) confirmed the closure of another SPCA due to lack of community support. In March 2019, the NSPCA held a Special General Meeting to determine the future of the Kriel SPCA. The meeting was poorly attended and the decision was made to close the SPCA due to the lack of support by the Kriel community. “We had hoped that members of the community would come forward
to not only support the Society, but to take ownership of the Kriel SPCA and serve on the management committee. Unfortunately, not a single member of the community came forward which left us with no option but to deregister the Kriel SPCA” explained Jaco Pieterse, manager of the NSPCA’s Society Liaison Unit. The SPCAs around the country depend on their local communities to survive. Not only from a financial
perspective, but in a management role as well. Without this kind of support, SPCAs simply will not survive. “The SPCA plays a vital role in all communities, from the protection of animals, to the protection of society as a whole. Without the SPCAs, our country would be in a worse state than it already is – we implore the communities around the country to support their local SPCAs to ensure their survival” said Jaco Pieterse.

Mugg & Bean introduces new owners On Thursday evening, 4 April, Mugg & Bean in Secunda Mall had a reopening function to introduce the new owners and some other exciting news. The theme of the night was: Deliciously Generous Evening. Upon arrival, guests were welcomed by the new owners, Hendrie and Michelle Swanepoel, Michelle Nell, Secunda Mall Manager and Danelle van der Watt, Marketing Manager at Secunda Mall and there was an array of interesting drinks to choose from. The guestlist was filled with the who’s who of Secunda and everyone was dressed to a tee! The Mugg & Bean was made up beautifully with tables pushed together to form an L shape and black table cloths with red toile and red roses. This beautiful setup was done by Fresh Ideas. Once everyone was seated the
welcoming and opening was done by Michelle Nell. Michelle spoke about what an honour it was to welcome Hendrie and Michelle to the mall family and revealed that the Mugg & Bean would soon have a new menu to be enjoyed by all. Hendrie and Michelle were introduced by Michelle Nell and as soon as he started talking, his warm and welcoming presence commanded the attention of the room without fail. He told his audience about his past and what led up to the decision to buy the Mugg & Bean. Hendrie and Michelle both have a history in the hotel industry. They both studied at the International Hotel School in Johannesburg and had worked in America and the United Kingdom. After 17 years abroad and three beautiful children later, they decided to return back home,
make use of all their knowledge and experiences in the customer service industry and make a difference where they can. After all the pleasantries were out of the way, it was time to eat! A tomato and basil soup served with Ciabatta croutons as a starter made everyone crave for more. The main dish: chicken schnitzel with cheese sauce, Hasselback potatoes and roasted cocktail tomatoes and onions was stunningly presented and made everyone’s mouths water. The dessert was what everyone was waiting for… a chocolate brownie with fresh cream and brandy tuile (pronounced tweel). The brownie and cream was definitely a favourite. Maluti Double 90 not for novices
The Proconics Team A group of cyclists from Secunda will be participating in a tough but beautiful race through the Maltuti Mountains at Clarens on Saturday, 13 April. The Proconics Secunda team put in a last group session on Saturday, 6 April. Starting from Sasol Junxion filling station, they braved the cold and possible rain before ending at Proconincs. They are riding as the Proconics team and everyone wore their Proconics jerseys for the practice run. Here is what Liandri van Niekerk wrote on the Maluti Double 90 website: A unique South African cycle race, the Maluti Double 90 team time-trial, celebrates its fourth year with two new sponsors. The popular national retail chain Cycle Lab is the new naming sponsor and the event will be powered by wellness and nutrition brand Biogen. These two powerhouse brands in the cycling and fitness sectors will now be partnering with the Pedal Power Association
(PPA) to put on what has become an increasingly popular road race with a unique format: a 180 km team timetrial open to both pros and amateur cyclists that starts in the picturesque Free State town of Clarens and takes in the scenic Golden Gate national park. “We are excited to be able to support the Maluti Double 90 in particular and road cycling in general,” says Andrew McLean, founder and director of Cycle Lab. “Events like these require teamwork, long-term commitment to prepare for and a good dose of toughness and teamwork to complete successfully. These are all traits that South African cyclists enjoy and we feel that with our involvement, we can help grow the event and add value to participants.” Echoing those sentiments is Brandon Fairweather, Biogen General Manager: “Biogen is proud to be joining forces again with our good friends at Cycle Lab to fuel the 2019 edition of the
renowned Maluti Double90 in Clarens. This exciting team trial format presents a fun, yet competitive weekend away, and as a sports and wellness brand we look forward to supporting riders with high-quality nutrition on route!” CEO of the PPA, Robert Vogel welcomes two new partners to an event that has helped the organisation extend its national footprint. “I am very excited about partnering with Cycle Lab and Biogen and firmly establish the Maluti Double 90 as one of the classic events on the cycling calendar. For PPA, the event, the 4th edition in 2019, is also an opportunity to engage with cyclists outside of the Western Cape and I look forward to establishing a long-term partnership with both sponsors.” The Maluti Double 90 is open to Female, Male and Mixed teams and will take place on Saturday 13 April 2019. Entry is limited to 120 teams who will start at 30-second intervals and have up to nine hours
to complete the event. The start and finish are at the President Square in Clarens. From the start, riders head to Bethlehem on the R26, before turning right onto the undulating R714 towards Warden and Eenzaamheid. Thereafter it’s a right turn onto the R57 towards Kestell before the last stretch on the R712 that includes a tough, hilly section through the iconic Golden Gate national park. “Given both the distance and the undulating terrain, this is not a race for novice cyclists,” says PPA CEO, Robert Vogel. “The last 40 km include some steep and tough hills, so you have to make sure you’ve put in some training. If you have enough miles in your legs though, you are going to love it. The team time trial format puts a different spin on things and it gives amateur cyclists the unique experience of racing as a team. With the time of the 6th rider across the finish line taken as the official team time, it does make race-day strategy a key factor!”
