Driving under the influence!
he Govan Mbeki Municipal area has been inundated with accident reports for several years now. It is not only weekends that see accidents happen, but also weekdays. Pay weekends are especially dangerous on the roads. The Bulletin has been reporting on most of the accidents in and around GMM. Reporters from The Bulletin endeavour to visit every accident scene that we report on. The following observations were made on the scenes. Most of the accidents that happen at night is mostly because a large amount of liquor is involved. While this cannot prove that drivers are guilty of driving under the influence of alcohol, it is alarming that so many accidents scenes are littered with bottles in various stages of consumption. Two specific incidents took the internet by storm recently, one international and one local. In a video that went viral, the driver of a Toyota Carolla can be seen calling for Piet, the alleged driver of the vehicle. The man calling for Piet was later identified as Sydney Graham by other publications, even the Sunday paper, Rapport, placed the story. The Bulletin received a call regarding an accident in Horwood Street, Secunda, just after midnight Sunday night the 1st of September. Upon arrival, it was clear that this was no ordinary accident. Sydney was walking around asking for Piet, much to the delight of everyone around! The Toyota that Sydney was travelling in was a total wreck. The Toyota overturned and collided with a pole on the side of the road. The impact of the collision with the pole completely flattened the roof of the Toyota.
Rapport wrote in their article that Sydney confessed that Piet is actually himself. “My friends call me Piet when I am naughty,” Rapport quoted, “I think that it was Ricky Louw (Richelieu) that made me call Piet at the scene.” Rapport also quoted “Ek het baie stres met my gesin. Daarom het ek te veel gedrink.” It translates to: “I have a lot of stress. That is why I drank too much.” The Bulletin will place all the videos on Facebook to enlighten our readers with all the “entertainment” at the scene. The second incident involved a traffic officer that was arrested on Sunday for allegedly driving under the influence of alcohol. A call came through on the Zello 911 assist 24/7 group requesting help with a driver that was allegedly severely intoxicated. Afriforum, as well as the Zello 911 assist 24/7 team, responded and found the alleged drunken officer still behind the steering wheel of his vehicle. The SAPS were called and a doctor of the National Traffic Police gathered the necessary evidence. Driving under the influence is not taken lightly by the authorities. In November 2018, the RTMC proposed to the Department of Justice that driving under the influence (DUI), speeding and reckless or negligent driving be reclassified in terms of the Criminal Procedure Act. It also wants arrested drivers to spend at least seven days behind bars before they can be considered for bail. Wheels24 reported the following on 5 December, 2018: “The 2017/18 SAPS annual crime statistics reveal major concerns for motorists in South Africa. SAPS report 86 160 cases of motorists driving under the influence of drugs and alcohol, an increase of 14.8%
(2015/16).” As well as, “Carte Blanche said: “Motorists who drink and get behind the wheel are fuelling South Africa’s staggering road death toll. Last year over 86 000 cases were reported. But a lack of law enforcement coupled with lenient sentences in the rare event of being apprehended has meant that less than 11% of drunk drivers are held accountable.” The N17 has the dubious record of being part of one of the 20 most dangerous roads in South Africa, maybe it’s time to start adding the R546 to that group too. Several people were arrested over the past weekend for driving under the influence. What is the limit? Your blood may not have an alcohol content of more than 0.05g per 100ml. This means that even after what you may think is a “small drink”, you could be over the limit. If you have more than 350ml of beer OR if you have more than a single tot of brandy or other spirit, you may already be over the limit. Remember that these levels of alcohol will remain in your system for up to EIGHT hours after consumption! Do not take chances - rather stay where you are until you have sobered up or arrange for alternative transport home from wherever you plan to drink and make such plans to ensure that you are not left stranded. What will happen if you are caught over the limit? Members of the South African Police Service, the various Metropolitan Police Departments and other lawenforcement agencies are more frequently conducting road blocks and manning other checkpoints to
discourage people from drinking and driving. If you are stopped at such a roadblock and if it is determined that you have consumed more than the legal limit of alcohol that you may legally consume while driving, you will be arrested and charged with Driving Under the Influence of Liquor. You will be held in custody until you are able to post bail, in certain instances bail may be denied, depending on prior convictions against you, as well as the circumstances surrounding your arrest, you face a minimum fine of R2 000 or a two-year prison sentence or both. You may also lose your driver’s licence or have it suspended. And, of course, you will have a criminal record! From Friday night to Sunday night, 23 people were arrested in GMM for driving under the influence. It is time to stop drinking and driving!

eMbalenhle extension 17 community members woke up in the middle of the night of Sunday, 8 August, when a shack was burning. Fortunately, at the time of the incident there was no one inside the shack as the shack was rented out to a person who was at work doing night shift at the time. Community members blamed electricity power cuts that had been going on since early May this year, saying that the owner might have left some electric appliances unattended. When the fire department from GMM arrived, it was too late as nothing could be salvaged from the shack. “We find it very strange that we still experience power cuts in eMbalenhle and it’s ridiculous” said one of the angry neighbours. We kindly urge all members of the community to treat all electric appliances as live and dangerous at all times and to make sure that appliances are switched off and unplugged when not in use. The problem started early this year, leaving more than 11 houses burnt

snippets Man stabbed to death in Aghanistan, Kinross A young man was stabbed to death on Sunday morning in Afghanistan, Kinross. The assailants left in a white VW Polo and assaulted another person. He was taken to hospital. The community spotted the getaway car and vandalised the vehicle. Quick police work assured that the suspects were caught. 6 Suspects were arrested on charges of murder as well as attempted murder. Several other members of the community were also arrested on charges ranging from public violence to defeating the ends of justice. Bystanders claimed that two gangs were involved namely the Mamaland and Prokosia gangs, but this remained unconfirmed at the time of writing this article. The community demanded the release of the arrested community members and started to barricade some of the roads, but quick action by the police put an end to this. Gang violence is rampant in all the townships in Govan Mbeki Municipality. eMbalenhle has reported gang activities a while ago with people claiming that the gangs would target random people assaulting them and occasionally killing them. The recent riots in eMzinoni also started as a result of gang activity. The residents demanded that they deal with the gang members and accused the police of being lenient on gang members. The eMzinoni police station was attacked during those riots.
down in and around eMbalenhle. In one instance a father died with all his children at extension 19 in a horrific shack fire. It doesn’t look as if it will get better anytime soon as the planned power cuts continue and no one knows when it will stop. At the time of printing this story, no one from the Govan Mbeki Municipality has responded to the thorny issue of power cuts in eMbalenhle. - Sandile Mkhwanazi
Police Minister, General Bheki Cele, reaffirms government’s stance that there will be no army deployed to areas affected by violence in Gauteng Police Minister, General Bheki Cele, is confident police are capable of restoring law and order back into areas affected by violent looting and vandalism in Johannesburg central. Minister Cele on Tuesday afternoon, 3 September, met with Izinduna representing communities residing in hostels around the Johannesburg area. All stakeholders, including provincial structures of the Gauteng legislature and SAPS management, agreed to host an Imbizo with residents of the hostel and other stakeholders. The planned Imbizo with all affected parties will work towards finding a lasting solution and restoring calm in the area. According to police investigations many suspects arrested for criminal acts reside in the Johannesburg central hostels. General Cele has condemned the death of five people who have lost their lives since the start of the violence on Sunday. Responding to questions of whether the South African Police Service is equipped to curb the violence, General Cele said: “Anyone who thinks we as the SAPS don’t have intelligence on the ground, better think again. The Minister added “There are several instances that criminal acts were stopped before they started and officers were acting on information from crime intelligence.” Cele also made it clear the deployment of additional forces such as the South African National Defence Force is not on the cards. “I really don’t believe that it’s only foreign owned shops and are being targeted. It’s clear it’s pure criminal elements that are taking advantage of a volatile situation. As the South African Police Service our job is clear, we are
on the ground to deal with lawlessness and all its manifestations.” - Cele concluded. Izinduna who met with Minister Cele have assured the Gauteng SAPS management that hostel dwellers have been urged to refrain from acts of violence leading up to the Imbizo planned for Sunday.
Communities and outsiders should peacefully coexist and not attack one another, MEC Shabalala said Mpumalanga MEC for Community Safety, Security and Liaison, Ms Gabisile Shabalala, has appealed to communities not to attack foreign nationals in the province. The MEC said communities should also not damage properties belonging to other people whether they are South Africans or not. She explained; “We must live together as brothers and sisters. Where we see any wrongdoing, we should report it to the police and refrain from taking the law into our own hands. Law enforcement and the criminal justice system will deal with crime suspects accordingly regardless of who is involved.” She also added that communities should not be misled by those with evil intentions to commit crime or harm other people. “We need peace and stability in order to attract investments which will grow the economy and also create jobs,” Shabalala said. She also warned those who may instigate violence saying that the police will not hesitate to reign in such individuals. She has also appealed to communities to raise their concerns amicably and within the ambit of the law at all times. The MEC urged communities to report any persons fuelling violence or committing crime to the police. She however, warned foreign nationals to always ensure that they are in the country legally. The MEC also explained that the law will be applied to everyone regardless of their nationality in instances where crimes are committed.

Enough sewerage thank you! The Environmental, Health and Justice Network Forum from eMbalenhle laid charges against the Govan Mbeki Municipality on Monday. “Here in Emba we are facing a big problem of sewerage,” said Keghla Mhlangu, spokesperson of the Forum, “The sewerage is spilling into our streams.” He continued by contributing a number of diseases to the sewerage spillages in eMbalenhle. “Diseases such as E. coli and diarrhoea,” he said. Escherichia coli (E. coli) bacteria normally live in the intestines of healthy people and animals. Most varieties of E. coli are harmless or cause relatively brief diarrhoea. But a few particularly nasty strains, such as E. coli O157:H7, can cause severe abdominal cramps, bloody diarrhoea and vomiting. Keghla stated that the municipality is violating the community’s constitutional rights and in particular section 24 of the Constitution. Section 24 (b) states that “everyone has the right to have the environment protected for the benefit of present and future generations, through reasonable legislative and other measures.” The sewerage problems in eMbalenhle have been ongoing for a number of years. Not only in eMbalenhle, but the whole of Govan Mbeki Municipality is affected by the sewerage spillages. One just has to drive on the N17 in Bethal to be met
with the stench of sewerage. The bridge just past the Leandra Tollgate (JHB side) has been a landmark due to the stench of sewerage spillages for several years. The Lebohang sewerage upgrade has still not produced a working sewerage plant, even though an amount of R12, 8m has been spent on the project. The initial budget was for R10m. The project could not be finished in the allotted timeframe and an additional R2,8m was budgeted for by the council. In eMbalenhle the sewerage continues to spill into the streams. The Bulletin has been told that the sewerage plant is only functioning in a limited capacity and most of the pump stations have been vandalised and are therefore not working. The pumps cannot be replaced because the fencing is not secure. Residents of all the towns have to deal with sewerage spillages on a daily basis, more so in the townships. Daily life would see trenches being dug to help direct the flow of sewerage. The stench would be overwhelming in certain areas. The sewerage drains into our river systems that feed into the Vaal dam,

this in turn is our source of drinking water. “We hope that the Police will do a thorough investigation,” concluded Keghla.

Ek wonder of Louw ooit weer nadat die gedig geskryf is, weer daar was?
Kentsirkel is nou anders.

African Swine Fever outbreaks
Highly contagious and high mortality rate, this is how one can describe African Swine Fever. It can also be described as devastating to the farmers, financially as well as to their stock. The Bulletin reported on the outbreak in eMbalenhle in last week’s publication. Efforts to obtain a statement from the Department of Agriculture, Forestry and Fisheries proved problematic. It took calls to the Minister’s office to obtain the correct details of the Media Liaison Officer (MLO). The MLO was extremely helpful in providing two statements. The Minister of Agriculture, Land Reform and Rural Development, Ms Thoko Didiza, MP, has met with MECs from three provinces that were affected by African Swine Fever in Pretoria on 23 August. The Minister’s meeting was aimed at getting a briefing on the status of the African Swine Fever outbreak in Gauteng, Mpumalanga and North West provinces. The meeting, attended by senior managers from the affected departments and the national department, looked at various ways of dealing with the outbreak and finding a permanent solution. “We have to look at various options such as institutional arrangements working with the Agricultural Research Council (ARC) and also reflect on the issue of animal commonages in the affected areas,” said Minister Didiza. The Minister and MECs have set up a task team to urgently look into ways to cab the spread of the diseases to other provinces. South Africa has been experiencing African Swine Fever outbreaks in domestic pigs in the
previous free area from 2012 by means of the domestic cycle of ASF. Since April 2019, South Africa has experienced outbreaks of ASF in the North West, Mpumalanga, Gauteng and Free State provinces. The affected areas are Daveyton in Gauteng, Delmas and Siyabuswa in Mpumalanga and Marikana in the North West. There have been interventions to contain the spread of ASF, such as active surveillance and awareness carried out in the immediate vicinity and passive surveillance is still ongoing. The Minister has urged pig farmers to make sure that infected animals are isolated and destroyed under the supervision of or by an officer or authorised person. Minister Didiza also urged officials to make sure that the spread of the ASF is quickly managed. “We will be engaging with Ministers of Finance and Cooperative Governance and Traditional Affairs to ask for their assistance to quickly respond to this challenge,” said Minister Didiza. South Africa has reported seventeen (17) outbreaks of African Swine Fever (ASF) outside of the ASF controlled area since the beginning of April 2019 in the North West, Mpumalanga, Gauteng and Free State Provinces. The main indication of the disease is that large numbers of pigs are found dead. Other signs include that pigs may also stop eating, are listless and show breathing difficulties; display redness on the skin, especially the ears and abdomen and may even have bleeding from the nose and rectum. Biosecurity is the only way to prevent ASF affecting your pigs: - Only buy pigs from confirmed healthy
My Cuppa My Story hosted by CANSA Cosmos
“Time is shortening. But every day that I challenge this cancer and survive is a victory for me.” – Ingrid Bergman On Saturday, 7 September, Cansa Cosmos had their My Cuppa My Story. The hall was filled with ladies and a few men to celebrate and support friends and family who have cancer, who have been touched by cancer, those who have survived cancer and those who have lost someone through cancer. The messages that were passed
along were heart-warming and gave those strength that needed to hear something positive. The morning was enjoyed by all the ladies (and few men) and was ended with the most delicious cakes, not only did the cakes make your mouth water but tasted better! A big thank you to all the hostesses and their friends and families enjoying this wonderful initiative with them. It truly was an amazing event! – Ané Prinsloo
herds: auctions are a mixture of multiple pigs of unknown origin and therefore a high risk – avoid visiting and buying from auctions - Confine pigs so that they cannot come into contact with other pigs and possible infected material (kitchen waste and carcases) - Avoid feeding swill (left overs or kitchen waste); if this is not possible, ensure that the food is cooked thoroughly to inactivate the virus (the virus can remain infectious in meat for months); the added benefit to this is that you will be destroying other diseases with the cooking such as measles, Foot-andmouth disease, pseudorabies, etc. - Avoid allowing people/vehicles/ equipment onto your farm as they may have been in contact with other pigs or infectious material. Be vigilant and report any pig deaths to the nearest State Veterinary Office. The current outbreak of ASF in pigs in South Africa does not pose any threat to human health and the consumption of pork and pork products is safe. The ASF took its toll on the pig population in eMbalenhle with carcasses laying everywhere. Some of the farmers started to dispose of the carcasses in the river system increasing the possibility of contaminating other areas downstream. Some farmers told The Bulletin that no help had been given by the Department. They have asked and were told that the state vet will return the following week. No quarantine nor any preventative measures were put in place according to some of the farmers. While Lekwa has also reported a case of ASF, pig farmers can only be vigilant and hope the disease does not spread!

Unbarricaded excavations in eMbalenhle 2014 which prescribes in detail the responsibility of the contractor in relation with excavation. This nonadherence to the Regulations can result in a child or person ending up falling into these holes when walking around eMbalenhle. The contractor dug these holes to plant the poles for Eskom’s supply of electricity. What is even more dangerous is that with the continuous power cuts eMbalenhle suffers from and the streets lights that are dysfunctional, it makes it difficult and dangerous to walk in eMbalenhle safely without adding the danger of these holes. Community members are urged to take extra caution when walking around eMbalenhle and to keep an eye out to not trip and fall into these holes. The eMbalenhle community spoke to The Bulletin and said that they hoped and prayed that this would be the last time they would ever experience power cuts in the winter. For safety reasons, as per the Construction Regulations, it is required that these holes must be barricaded, as it is very dangerous for small children who live and play in these areas. - Sandile Mkhwanazi

Janelle House visits Sasol game reserve
Thirteen children of Janelle House, situated in Evander, were given an experience of a lifetime when they visited Sasol’s game reserve in Secunda. It was an overwhelming encounter for the children who have only seen wild animals in photos, but never form close proximately, as being presented in Sasol’s game sanctuary. Emile Blaauw was the teacher and tour guide and he transferred and used his field, animal and bird knowledge to make the visit extra special for the children. Different antelope species and birds were identified at length by Emile, one of the several outstanding communications with the children, was the education into the
different antelope droppings, which Emile collected, through touching and smelling of the droppings by the children. The highlight of the excursion was the close by observation of the Rhinoceroses. This meeting with the Rhinos was used to educate the poaching and killing of these magnificent animals to the children. SADFA wishes to extend their gratitude in the first place to the Sasol environment department for the opportunity to educate our youth to the saving of our wildlife heritage. Thank you, Daan Loock and Emile Blaauw for your arrangements and teaching. – Aart Reedijk

Kristopher Ryan Centre Casual Day Kristopher Ryan Centre held their Casual Day on Friday with a sing-along and dance and all were treated with delicious Boerewors rolls. This center is situated in Secunda focuses on being a safe and stimulating area for adults with intellectual challenges. Mrs. Sharen Wickens told the Bulletin that Sasol donated a substantial quantity of “Casual Day” tickets to the center to sell towards the centers funding. “The centrum receives R4 in return from Sasol for every ticket sold and as the centrum serves quite many students currently, we are grateful for this donation to assist us with giving these students the best care possible,” said Sharen. The center has a bakery with two bakers who bake biscuits, which generate needed revenue. There is a huge requirement for plastic and or paper shopping bags at the bakery, as one of the bakeries cost is the container for packing client’s purchases. – Aart Reedijk
“Two Comma Four” Information Last week we published particulars and facts regarding the Military Veterans Day soon to be held at Lake Umuzi. An intrinsically component of this day is, to all veterans, the notorious “Two Comma Four” exercise. The fitness test is not exclusive to the SANDF but forms an important function of many defence forces around the world. Herewith are some particular words that are associated with this day and the exercise. · Two comma Four: 2 400 meters running with full kit and rifle within 12 minutes. · Kettie Skiet: Shooting with a handheld Catapult to a target. · Training Grenade: Same size and weight to the real grenade for training. · Varkpan: Stainless steel tray with
divisions for dishing up food. · Full Kit: Riffle, complete webbing, Steel helmet with insert. The “two comma four” to be held at Lake Umuzi on 24 September, will have some necessary modification to the historical exercise that was part and parcel of the fitness testing of soldiers. The today participant seldom runs the “two comma four” as prescribed, as in many cases it will be a veteran and therefore do possess a riffle and or webbing. His or her physical condition is such that the 2 400m is undertaken by walking the distance with family, friends and the like. The Bulletin will publish more information with regards to this event and the taking part of your teams in the “Kettie Skiet and Training Grenade Throwing” competition. – Aart Reedijk

Tens of thousands rally to end modern-day slavery around the world On October 19, tens of thousands of people will gather all over the world for A21’s 6th annual fundraising and awareness event, Walk For Freedom. Walks will take place in over 450 cities across 50 countries raising awareness for the millions enslaved across the globe. Walk For Freedom is operated by a global anti-human trafficking organisation, A21. The event is a global response to human trafficking —reaching millions with the important message: that slavery still exists. By fundraising and rallying thousands of people around the cause, the
hope is that awareness would spread and lead to the rescue and restoration of human beings who are being exploited. Participants will be walking in singlefile lines all over the world — in local towns, through busy intersections and city centres, on dirt tracks in crowded villages, along bridges, tunnels and water banks. Hundreds of local walks will be marching for a global end to modern-day slavery. Millions enslaved. $150 billion industry. 1% ever rescued. “There is so much power in gathering together, in showing up in force and saying, “There are more of us against slavery than for it.”” — Christine Caine, A21 Co-Founder.

Laerskool Krielpark makes big noise In the small town of Kriel, Laerskool Krielpark is making big noise. Why you may ask? This primary school is one of the few primary schools that offer extracurricular activities that are out of this world! The school started four years ago by introducing angling as a school sport. This took off and children and parents jumped at the chance to enjoy the sport together. Even though the children compete on their own, the school encourages the parents of these young anglers to make a day of it next to the water. A team comprises six children and Laerskool Krielpark entered more than one team. They are also very proud of five of their anglers who will be competing in Nationals in December. After seeing the success and interest in angling, the school decided that it would be a good idea to introduce another, not so popular, sport to the children: Archery. This might sound a little Robin Hood-like and unsafe, but rest assured these children are trained properly and safety is of paramount importance! The children can start archery in Gr. 4. The school purchased 12 bows, arrows and targets and made sure there are some bows for the few lefthanded children as well. The school performed tremendously well the first year they competed and from then on there was no stopping them. The competitions are held indoors, but the archers of Laerskool Krielpark brave the hot and sunny days and the windy days only the Highveld produces. Their coaches are certified and will accompany the children to Nationals this month. This school has no stop to them. Their next mission is to introduce Dance as a sport. Dance as a school sport is
regulated by the Olympics Committee of South Africa. “Laerskool Krielpark believes in
developing children holistically. We believe in including everyone,” said headmaster, Mr Max Nel.

Fish River Canyon canoeing marathon It’s that time of the year, spring is here and the Fish River Canoe Marathon is around the corner! The Fish canoe race started in 1982 and has since grown to be one of the biggest canoeing races in the country and also one of the most popular in the world. On Friday, 27 September, the day will kick off early with paddlers having to run 50m to their canoes. This is Karoo valley, so ensure that you are wearing
the proper shoes to avoid any thorns that could delay your run. The first of the obstacles will be Colletts weir. Once you have cleared this obstacle, it will take you into the narrow, fast waters of the river. In this section there are willow trees and just like the Whomping Willow in the Harry Potter series, watch out for the branches! There are also fences that keep livestock from straying to contend with.
The next few stages are just as challenging for the paddlers: there is a low-level bridge, a grade 3+ rapid (biggest one of the race) and weirs that will ensure only the best paddle and not swim. The route’s end is clearly marked by following the green arrow where the end will be in sight. Day two (Saturday, 28 September) promises more excitement for the brave paddlers, even though this route is shorter (about 25% shorter) than the previous day’s route. The four weirs on this leg are what makes it unique. This route is calmer and allows the paddlers to enjoy the fantastic Karoo landscape. It has some long pools, reeds and sandstone banks. The first challenge for the paddlers would be Baroda bridge, which was built in 2016 and is also the most challenging part of the day. After clearing the bridge, the paddlers will have to face the three famous weirs: Gauging weir, Marlow Chute and Cradock weir. Cradock weir is the largest of the three. It is V-shaped and has a double sloped face (straight down and 45 degrees down). There are safety precautions in place for this weir and lifeguards at the ready to ensure your safety!
Sasol Juventus FC from eMbalenhle continued to shine at Piet Retief on 24 August. On the picture is the coaches and one of the players. They won themselves soccer kits, a cup and gold medals.
LEGAL NOTICE
The Bidvest Junior Wits team will be visiting Lake Umuzi on Saturday, 14 September, to celebrate the Lake Umuzi Soccer Challenge that was played at Markspark in Johannesburg on 7 September.
From there the end is nigh … only 5km to go! Watch out for the rapids and holes, also keep an eye out for a stray golf ball when you pass Cradock Golf Course! This is definitely not a race to be missed if you are an avid paddler. There will be ambulances, lifeguards and other emergency personnel along the way, should there be a need for them. Even if you are not a paddler, make a weekend of it and go and enjoy it with your friends or your family. – Ané Prinsloo Source: http://fishmarathon. org.za/

Aviation Junction Flying School verwelkom Morning Star Flying School
- Melissa Cilliers
