Incredible robbery in Secunda Mall Incredible Connection was robbed on Sunday morning 12 August. Two males entered the shop as customers. They both went to different shop assistants enquiring about cellphones. While the shop assistant explained about cellphones, one of the suspects held her hand and pulled her to the Supervisor’s office. The shop assistants then realised that the two men were together and were armed with firearms. They entered the supervisor’s office where the suspects demanded the keys to unlock the area where the cellphones are kept. Another three suspects also entered the store at this stage. One of the shop assistants was instructed to place cellphones into a black bag. Approximately 30 cellphones, laptops to the estimated value of two hundred thousand rand (R200 000) were taken. No one was injured. One customer, that asked to stay anonymous, entered the store and was approached by one of the suspects and held at the elbow. He realised that the suspect was armed. “This is a robbery,” the suspect said, “please move to the back.” The customer refused and pushed towards the door. More of the suspects came and a scuffle ensued during which the customer managed to wriggle himself out of his jacket and shirt in an attempt to escape. The customer managed to escape
through the door and ran into Trappers next door, shirtless sounding the alarm. Trappers’ personnel saw two suspects outside with firearms and ran to the back of the shop, too scared to even close the door. They managed to help the shirtless customer with a shirt while waiting for the police. One shop assistant managed to press the panic button but the suspects already made their way through one of the service passages leading to the back of the mall. They had the bag with them that had to be pulled by the weight of the stolen goods. According to information that the police received, they used two getaway vehicles, a White Toyota Double Cab and Silver Toyota Corolla Roman Alarms, being contracted to Secunda Mall to provide an
armed response in need, responded within two minutes. Roman secured the scene and made sure that it was safe before conducting a search of the immediate area to ensure that there were no more robbers. More security firms arrived as well as members of the local CPF and neighbourhood watch. Langamed was also on the scene to assist should there have been any injuries and withdrew to a house call. Other emergency services also arrived
on the scene a little later. The Bulletin received several calls during the robbery from Mall goers enquiring about the activity in the mall. The Bulletin could not respond immediately as info was not available yet and had to visit the scene. Upon arrival, it became clear that the situation was under control and business was back to normal. Mall management responded quickly and efficiently to the situation.

Crime snippets Neighbours not happy with noise Social media platforms such as Secunda 911 and Secunda Utilities service group have been inundated with calls for help regarding excessive noise by neighbours etc. The following incident will be very interesting to GMM residents. A Soshanguve tavern owner has been sentenced to two years in prison for contravening Gauteng noise control regulations. Phillip Mafata, 44, was found guilty of 26 charges relating to noise pollution after he appeared in the
Tshwane Municipal Court, sitting in the Soshanguve Magistrate’s Court, on August 3. City of Tshwane spokesperson Lindela Mashigo said the City’s municipal health services section took the case to court after a neighbour, Kenneth Sithebe, laid a complaint. Sithebe said the noise at the tavern caused “anguish in the neighbourhood” because music would be played into the early hours of the morning. ‘No respect for rule of law, neighbours’ The City quoted Sithebe saying: “The torture he inflicted on my family and me, causing us four years of sleepless nights, will hopefully come to an end. I am happy with the judgment. I hope it will send a strong message to those who operate their businesses at the expense of others, causing them serious psychological harm.” Mafata was previously fined R12 000 for contravening noise control regulations after he pleaded guilty to the charges. Half of the fine was suspended for three years on condition that he would not be found guilty of a similar offence within that period. Handing down his judgment, Magistrate JC Kruger said the community expected justice from the courts and that a prison sentence was a fitting punishment for Mafata. “The accused did not listen to the advice from environmental health
practitioners even after they served him with notices and [explained] the consequences of his actions. History has proven that Mafata has no respect for the rule of law and his neighbours,” Kruger was quoted as saying. Gauteng Noise Control Regulations of 1999 stipulates that noise generated by a device or activity on a property may not be audible beyond the boundaries of such a property. The Govan Mbeki Municipality do not currently have a By-Law addressing the issues of noise pollution.
Motorists arrested for driving under the influence of alcohol Bethal: Over the weekend, police from Bethal SAPS arrested four motorists for driving motor vehicles while under the influence of alcohol. This happened while police from the Crime prevention unit were conducting the stop and searches in the vicinity of Bethal. During the patrol duties, police spotted vehicles on the road in separate occasions and suspected the drivers to be driving under the influence of alcohol and when they approached the drivers it happened that they were drunk. The arrest of the motorists came after the police attended several motor vehicle accidents and during some of the accidents it was discovered that the drivers were under the influence. “By arresting motorists who drive under the influence of alcohol will reduce the number of accidents in the area and the police are doing an excellent work in preventing fatal accidents by arresting such drivers who are caught driving while under the influence of liquor, “ said Captain Samson Khumalo, Vispol Commander
17 August 2018 at Bethal SAPS. Driving under the influence is a serious offence and punishable by law. Drivers need to take safety precautionary measures before driving to protect their lives and those of the pedestrians.

Marsh of sewage Sewage is once again in the forefront in Evander, albeit not an isolated incident. The Bulletin received a call from one of the Evander residents complaining about the stench of the sewage, especially in the early hours of the day. The sight that greeted the Bulletin was one of a lush green area formed
by sewage. The pungent stench is overwhelming. It was discovered that the sewage is leaking into the small stream feeding the marsh area from a pipe hidden in the reeds. It would appear that the pipe stems from the pump station. The Bulletin investigated the pump
station only to find that there is a lot of problems, first of which is the ease of access into the fenced off area. There are pieces missing from the palisade fencing and very easy to enter the area. The transformers do not have locked doors and access was extremely easy. The Bulletin did not enter but opening
Game slaughtered next to road The Bulletin received several complaints about animals being slaughtered next to the road in Kinross. The animals slaughtered is blesbuck and it appears to be from neighbouring farms. The blesbok or blesbuck (Damaliscus pygargus phillipsi) is an antelope endemic to South Africa. It has a distinctive white face and forehead which inspired the name, because bles is the Afrikaans word for a blaze such
as one might see on the forehead of a horse. The Bulletin immediately contacted the health inspectors to investigate. Health inspector Dunn responded to the scene. He was met with hostility as the people thought that he wanted to confiscate the meat. He explained that the preparing of the food is not the issue but it cannot be slaughtered there. It should be skinned and prepared in clean hygienic circumstances. The owner of the
blesbuck then agreed to slaughter it elsewhere. The blesbuck is sold to the people by a local farmer so that they can use the meat. There is a little tuck shop erected next to the road that sells mostly traditional food to passers-by. The problem arose again on Sunday. The Bulletin was unable to contact the Health inspector on Sunday to alert him of the residents concerns.
the doors was easy as there was no lock on the doors. 6600V and 500V are fed to the two transformers. Entering the pump station was just as easy as the gate and doors were also not securely locked. There was only one motor installed in the pump station. The other electrical motor was located near the door. The concern is that there is no reservoir to store sewage that flows to this station and the sewage needs to be pumped continuously to the water treatment plant. The catchment area of Evander flows towards the Vaal River. There was a program on national television about the state of the Vaal River. Spillages such as these contribute directly to the contamination of the Vaal River and ultimately our drinking water. The cost of purification by Rand Water is increasing continuously and it is the consumer that has to bear the brunt of the cost of contamination. It is time that GMM start to attend to the sewage problem before it is too late.

Jy vra jouself af: Is my lewensmusiek ooit gehoor?
Topol in Fiddler on the roof sing: “ Each one of us is scratching out a simple tune / without making too much noise.”
Daardie handdruk, of drukkie, sê soms meer as duisend woorde. Soms skreeu iemand se hele wese uit: “Sien my tog raak, hoor my, vat my hand!”. Onuitgesproke versugtinge, goed weggesteek. En toe hierdie lig vir my opgaan, onthou ek vele voorbeelde. Mense wat jy raakloop, wat vir jou sê: “jy het een dag vir my gesê...en dit het vir my so baie beteken.” Gister het ek ‘n bejaarde egpaar
besoek wie se kleindogter in ‘n motorongeluk oorlede is die vorige nag. Deel van my pligte as tydelike aflospredikant. Dit was my lankterug aflospligte.

CoGTA’s municipal repairs lack sustainable solutions The Organisation Undoing Tax Abuse (OUTA) welcomes Dr Zweli Mkhize’s plan to deploy teams of engineers and town planners in dysfunctional municipalities. However, we are concerned that the plans do not go to the core of the problems so will not be sustainable. “The local communities, including ratepayers’ associations and local businesses, have been calling for this intervention for a very long time, but their cries fell on deaf ears. There is no doubt that communities are yearning for qualified engineers and town planners to address infrastructural issues relating to water, sewage, electrical sub-stations, maintenance workshops and similar matters. However, these are the symptoms of deeper systemic issues within local government and political meddling that have failed the communities in these dysfunctional municipalities,” says Dr Makhosi Khoza, Executive Director at OUTA on Local Governance matters. “We liken these actions to putting a plaster across a gaping wound,” adds Khoza, explaining that the collapse of these municipalities has been due to a number of issues. These include: • Lack of leadership and appointments
that are not suitable to drive efficient and stringent administration of municipalities. • Poor oversight and lack of transparency that discourages ratepayers, local businesses and other communities from being involved in the solutions. In fact, most municipal managers and political leadership display an attitude of not caring about the complaints of the ratepayers, who are key to financial viability and sustainability of municipalities. • No consequences for the officials who are found wanting or even caught redhanded in corrupt activities. • No accountability by provincial and national CoGTA authorities, who by law have a crucial oversight responsibility. OUTA is also extremely concerned by Minister Mkhize’s comment that they have a blacklist of officials who were instrumental in the maladministration of municipalities. “The reality is that having a list is one thing, but doing something about it is another,” says Khoza. OUTA calls on the Minister to make that list public. We want to see who has been included so that as civil society we might exercise our oversight function. “We have examples of Minister Mkhize’s knowledge of these very same people responsible for municipal
maladministration, yet he himself has been part of the redeployment of these failed officials to new positions in provincial government departments and some now even hold executive positions in provincial government. Therefore, simply moving a problem to another area within government is tantamount to recycling, feeding and multiplying failure,” says Khoza. “We have also seen MECs involved in fraudulent activities within provincial and local government, yet not only are they not charged with corruption or dereliction of duty but they remain employed.” OUTA believes it is time for less talk and an end to knee-jerk reaction to the problems encountered at local municipality level and a move towards more meaningful engagement with ratepayers and other stakeholders, including civil society organisations such as OUTA. “Active community intervention is urgently required,” says Khoza. OUTA is a proudly South African civil action organisation, that is purely crowd funded. Our work is supported by ordinary citizens who are passionate about holding government accountable and ensuring our taxes are used to the benefit of all South Africans.

the fire by Langamed. It was thought that the fire might have injured or killed some grass cutters operating in the area. The initial alarm and concern came from Mr Jaco Horn of GTR. The grass cutters were cutting grass when the fire approached at high speed, threatening to engulf the cutters. They

disappeared from view and Jaco feared for the worst thinking that at least three people might have succumbed to the fire. This, fortunately, proved not to be the case and it would appear that they escaped the fire. The GMM fire department also responded and fought to bring the fire under control. The fire threatened to spread to Sasol’s game areas but fortunately, the wind direction and efforts of the firefighters ensured that those animals were not threatened.

Dawn March The Democratic Alliance Woman’s network celebrated Women’s Month by marching on Saturday in Emzinoni. The theme of the march was “Fighting against sexual exploitation for jobs”. The march was led by Deputy Provincial Leader: Trudie GroveMorgan, Deputy Provincial Chairperson: Thembha Mlotshwa, and DAWN Chairperson: Annerie Weber as well as Member of Parliament Angel Kanyile. Several DA GMM councillors also attended. The Democratic Alliance (DA) has committed itself to help women who are victims of sexual exploitation in the workplace. DAWN Chairperson Annerie Weber says the issue of unemployment has created new opportunities for men to exploit women. Annerie says women should be employed for their skills and competence. “It is inhumane to use the desperation of unemployed women for your own gain. It leaves women devastated and degraded, stripping them of their dignity. Women deserve fair access to jobs based on skills and competence,
not being exposed to doing a sexual favour in trade for a job to a sick perverse perpetrator,’ says Annerie. Annerie adds that the party will protect women who speak up against their perpetrators. “DAWN will not sit back while women are exploited by perverted officials who abuse their positions of power and take advantage of the women’s desperation for employment. We as DAWN want every woman to know that you are not alone. In the DA you have an ally you can count on if you choose to speak up and expose your perpetrator.” Annerie was also adamant that “carpet interviews” as it is commonly known should be criminalised. There are incidences were women were exploited for seven years and never received a job. There is also an increase in the violence also associated with sexual exploitation of women, especially in Mpumalanga. “Men should know that this type of behaviour is unacceptable and that there should be a punishment for it,” says Annerie. “We want women to be able to speak up and not be afraid.”

Genoeg visse is gevang.

Sasol Digi Mag Crowned Champions
Sasol Digi Mag was crowned Mpumalanga champions for the third year in a row when they beat Middelburg 22-16 in the Mpumalanga final. The game was not as spectacular as usual. The off period that Sasol Digi Mag had proved to be a disruptive period rather than positive. Middelburg did their homework and the fact that they played last weekend worked in their favour. The scoreboard tells the tale of hard work to win the game. This does not mean that Sasol Digi Mag did not entertain. Despite some problem areas, Sasol showed that they are worthy Mpumalanga winners and that they should compete in the Gold Cup. Sasol Digi Mag is definitely one of the best clubs in the country. The game started and Sasol scored first with a converted penalty. Middelburg replied a little later with their own converted penalty. This was the trend for most of the game. Both sides played an attacking game and for most the defences held firm. Sasol’s backline passed the ball quickly but often it was off the mark. Several times the ball did not find the intended player and the backline had to turn around to recover the ball. The handling also did not measure up
to Sasol’s normal standard. But when the ball was handled correctly and passed accurately, the home team were a force to reckon with. It seemed that Sasol was on the verge to break the dam wall, so to say, but every time Middelburg clawed their way back into the game. The ball was always passed very quickly around the scrums and mauls and the attacking game around that area was quite good. Middelburg charged it with vigour and is very lucky to escape without receiving a yellow card or two. The discipline on Sasol’s side was strained to the point where they received two yellow cards. The crowds definitely did not approve of the referee’s decision in sending the players off. Sasol also had to bear the brunt when it came to dishing out penalties as they were often punished. There were a few scrums that went against Sasol but the scrums were good and solid. Middelburg proved to be good opponents in the scrums. The main negative issue was the lineouts. The ball was not on the spot and a lot of own lineouts were lost to the ball not finding its mark. Own lineouts should always be won and
a few of your opponent balls stolen. Sasol’s players were doing an excellent job in obtaining the ball in the loose scrums and tackles. They did receive a number of penalties in this area that didn’t always make sense but the best ref normally sits on the side. As the game came to a close, relief was on everyone’s face, even on those of Middelburg. The season has ended on a high note for Sasol and unfortunately, Middelburg was sent home as the losing team. But both teams can hold their head up high as the crowd enjoyed the game.
Sasol’s Second team played against Whiteriver earlier in the afternoon. It was a more entertaining game with a lot of running rugby played. Sasol seconds eventually beat Whiteriver 45-17. The game, however, was not a totally one-sided affair. Whiteriver came to play rugby and played a good game. Sasol seconds were also crowned winners of their league. Thank you to all the teams that played on Saturday. Congratulations to Sasol on their wins and being crowned Mpumalanga winners.
