Kinross stands together On Thursday evening, 11 October, the community of Kinross were misled by being told that the Kinross Tax Payers Association meeting was cancelled and the hall was booked for a prayer group. Dismay and despondency filled the Sasol Club in Thistle Grove as shoulders were hanging but not for long… One of the residents, who had booked the hall, saved the day! The first hall was too small and residents were moved to the main hall. The main hall filled up very quickly as residents of the Kinross area came together to stand up for their basic needs like water and electricity. Residents had the opportunity to raise their concerns and to decide together what to do next regarding the lack of water, electricity and other services not being delivered. A great number of suggestions were made by residents and it was decided to elect a committee. This committee will serve as representatives for the community

and be the voice of the public to the municipality. It was decided by all residents to take their garbage and drop it off at the municipal building in Kinross on Saturday, 13 October. There was a big turn out and the garbage piled up.

The committee was elected on a voluntary basis. The committee consists of 10 members who will now take the community’s concerns into consideration and legally organise the demands of the residents from Thistle Grove, Afghanistan, Kinross and

surrounding areas. Once all areas in Kinross have been heard, the committee will meet and decide on the best course of action for all residents and accordingly inform the community of decisions taken. – Ané Prinsloo

The new commitee: Donovan Frederick - Vice Chairman, Viki Paliam - Secretary, Faisel Karim - Chairman, Buti Matekane - Vice Secretary, Phyllis Arends, Khanyisa Mtshazi, Willem Cloete, Appanna Srivenkatas - Treasurer, Themba Mkhize and Siyabonga Mntawende.

Residents of Tsalanang flats are fed up A meeting on 4 October 2018 between the Department of Human Settlement (DoHS), The main contractor (Prince of Tides), Govan Mbeki Municipality and the Tenants Task Team turned out to be a meeting that upset the tenants even more. The main contractor wants to return to site but the Tenants Task Team refuses to allow them back unless it is to rectify the old problems. During the meeting a number of the issues that plagued the project were discussed but progress had been made. During a recent council meeting Counsillor Douglas Mahlangu said that the sewer lines have been damaged and cannot be rectified as they all run underneath the buildings. The Bulletin has been informed that no building should be built on sewer lines. Here are a few excerpts from the meeting that was held at the site office of Prince of Tides in eMbalenhle: PMU (Project Management Unit from GMM) Seco failed to produce a report as requested, due to access to site (They were chased away by the tenants) NHBRC (National Home Builders Registration Council) technical noted with concern the report from Prince of Tides; it did not touch/talk to structural integrity of the units, as built drawings for the sewer and the issue of condensation. Response by the Tenants Task Team At no stage the contractor was prohibited to do work, the challenge came when the contractor wanted to proceed with the new work. As we don’t have confidence in the contractor because we (Tenants) have concerns about his work. To mentioned the least e.g. temporary electrical cable, blockages on sewer etc. The sewer was properly functioning until the contractor started tempering with it. They indicated that the foundation is too shallow and it was different from the one they have Googled Highlighted issues of corruption within the DoHS and GMHC

The DoHS asked if the task team members will allow work to resume on site since the contractor is still contracted to the department. Mbali alluded that the contractor is capable of attending to the defects while at the same time continue with the new phase and also Indicated that the current list of defects is not final Response by the NHBRC Re-iterated that the foundation built is as per the approved design Indicated his dissatisfaction towards failure by the departmental PMU and Home Builder’s Engineer to submit the requested technical report. He cautioned the Task Team that a foundation design cannot be Googled Response by Tenants Task Team The Task Team cannot grant the contractor access to site until they receive the structural report confirming that the units are safe to occupy. Prince of Tides also stated The issue of blocked sewer is the result of the system being old and dilapidated. It is not from the new system; the new units are connected to the new system and there are no blockages on new units. We cannot disconnect the old sewer as there are still tenants staying in old units as a result the problem will continue until the old line is no longer live. The contractor re-iterated its commitment to attend to all identified defects should the task team allow him to gain access to site. The final issue was that the Task Team refused to grant the contractor access to resume work on site. Mr Mziwakhe Ntshalintshali said, “The tenants no longer have trust in the main contractor namely, The Prince of Tides and The Govan Mbeki Municipality due to numerous unfulfilled promises. After the conspicuous shoddy workmanship on the new flats by the contractor and its sub-contractors, the task team at the request of the tenants, approaches the NHBRC to ascertain if the newly constructed buildings met the required standard of the NHBRC, as there are visible defects that even the contractor acknowledged. The Bulletin visited the flats and reported a number of times about the appalling conditions the residents have to live in. The Bulletin also reported on the strong-arm tactics which the main contractor resorted to (as told by the residents) to have the residents evacuate their flats. Water pipes were cut, sewer lines blocked, roofs were removed and even stones thrown into buildings while people are inside. Cllr Ethel Nkosi promised new windows to the residents but that never materialised. ” The structure of the foundation is a thorny issue and is the cornerstone from which most of the discrepancies originates, yet it seems the NHBRC

is ready to accept the verbal version of one of its engineers who claim that all the foundations meets the requirement’s desired without the submission of any documentary averment to his claim.” said Ntshalintshali, “On the other hand the NHBRC has never conducted any physical tests except to rely on a hearsay.” “The list of grievances is endless, but if I focus on the contractor, who now portrays itself as a victim it has not honored its side of the bargain in more ways than one, the actual fact is that the contractor is the architect of all the chaos we see. It should be held accountable for the volatile situation that exists.” Continued Ntshalintshali, “The crux of the matter is that the municipality promised people stands and RDP houses on a site next to the Graceland gambling resort. A similar promise was again made during a council meeting on the 31st of July 2018 on a site in extension 20, but up to so far nothing has materialised. Let the municipality give clarity as to what will happen to the lease agreements they have once Tsalanang changes to CRU where the only agreement will be that of rental.” The problems with Tsalanang Flats are far bigger that what appears here in this article. Questions need to be asked about the relationship between GMM Housing Company and GMM. The involvement, and to what extent, of MMC Cllr Ethel Nkosi within GMM Housing Company has to be investigated. On 31 January 2016 the Sunday Independent wrote about R10m that disappeared from the Department of Human Settlements that was earmarked for housing in Mpumalanga. Departemental Spokesperson Freddy Ngobe declined in 2016 to explain the circumstances of the suspension of officials but an independent investigation by a Sunday Times correspondent revealed the three officials (suspended) had been implicated in the illegal transfer of R18m to the Govan Mbeki Housing Company (GMHC). When the department became aware of the transfer R10m had already disappeared. This issue needs to be investigated again. GMHC already proved that they are incapable of maintaining municipal properties when the municipality had to sell municipal houses at a R10m loss due to the lack of maintenance. “The Tsalanang Flats project is slowly but surely unravelling into a big mess and might just prove to be the achilles heel of some of the ANC councillors” said DA Councillor Mariaan Chamberlain. The Bulletin will publish the minutes and full response on our webpage.

Afriforum erect Stop signs at Flicker Robot Afriforum erected STOP signs on the traffic lights at the entrance to Secunda on Saturday. “We decided to put safety first” said Jan du Plessis, Chairman of Afriforum (Secunda) “Driving schools teach learners that a dysfunctional traffic light should be treated as a STOP but we don’t do it.” Afriforum received numerous requests for help. “GMM has no interest in rectifying the situation,” says Jan, “Safety is not a priority for GMM” Jan further said that “our traffic department as well as our law enforcers only exist on their payslips. When there are accidents no one of the traffic department from GMM will show up. But it is not only the municipal traffic department. The provincial traffic officers also shine in their absence.” “Not only is the traffic department not responding, other areas are also disappointing the residents and they include potholes in the streets, streetlights that are not working, sewer system that is continually overflowing and water leaks are a daily occurrence,” says Jan, “To fix the problems sometimes takes months!” “The regular problem is the one of power supply. Transformers and substations break down on a regular basis. Maintenance is not done and that impacts on the cost of emergency repairs. Even the municipal vehicles and equipment are used until it breaks down before proper repairs are done!” said Jan.

Hierdie kwessie lok wyd uiteenlopende reaksies

uit. Verskeie standpunte is ter sprake. Aanhoudende pyn is ‘n vretende, vernietigende ervaring. Dit verwoes alle lewensgenot en toekomsverwagting. Pyn beroof jou. / Ag, my God! Dit het vandag teruggekom. / Vlymskerp. / Aanhoudend. / Ek is moeg.”

Filling of funded vacant posts is critical to Health Department’s recovery The DA Mpumalanga’s Premier Candidate Jane Sithole MPL said in a recent press release that “ The people of Mpumalanga continue to feel the effects of former Premier, DD Mabuza’s 2016 decision to abolish 12 836 vacant posts in the Department of Health.” “It is clear that there is a need for more staff at healthcare facilities,” Jane continued, “MEC Manzini should respond to the DA’s questions by telling the people of Mpumalanga how long she intends denying qualified healthcare professionals fair access to jobs when there is a need for more staff.”

The Health Department’s annual report for the 2017/18 financial year shows that the province has an alarmingly high doctor-to-patient ratio which is one of the leading causes behind the department’s inability to effectively cater to the health care needs of this province. According to the annual report, Mpumalanga has; 1 080 Medical Doctors, resulting in a ratio of 1 Doctor for 3 518 patients; 78 Medical Specialists, resulting in a ratio of 1 Specialist for 48 720 patients; A combined total of 486 Pharmacist and Pharmacist’s assistants, resulting

SADFA Project Kolgans Project Kolgans is one of many projects that are undertaken by the South African Defence Force Association. The SADFA specifically serves all war veterans that fulfilled their military duty in the Union of South Africa Defence Force and the defence force pre 1994. SADFA recently amended their constitution to correspondingly include members of the SANDF subject to statutorily guidelines. Members of Sector 1 Cosmos met at the Kruik Café on Saturday for their monthly breakfast known as the Kolgans project. The chairperson Henry Buÿs presented a Certificate of friendship to Encee van Huyssteen, the editor of the Bulletin Newspaper, as a small token of gratitude for their participation and support, before and during the “two comma four” event

that was held on September 24 at Lake Umuzi. The next event for project Kolgans will be on November 10 from 08H00 at the Kruik Café in Secunda.

in a ratio of 1 Pharmacist/Pharmacist’s assistant 7 819 patients; 5 464 Professional nurses, resulting in a ratio of 1 Nurse for 695 patients. “These figures are further proof that the provincial health care department is indeed in a critical state and that healthcare professionals are seriously overworked with no plan by the department to improve their working conditions.” Said Jane, “There is no reason why Health MEC, Sasekani Manzini, would continue to allow the healthcare professionals to work under such conditions when there are 2 095 funded vacant posts within the Health Department. Filling these posts would not only relieve health care professionals, but it would also improve the conditions at healthcare facilities that patients have to endure.” The World Health Organisation advocates for a ratio of 1 doctor to every 1000 people. Recently, Minister of Health, Dr Aaron Motsoaledi stated that the DA-run Western Cape has the highest doctor-to-patient ratio in the country, at 1 doctor for every 553 people in the province, it is more than six times the ratio in Mpumalanga. “The funded vacant posts in the Health Department must be filled urgently to ensure that healthcare professionals and the 3.8 million people who depend on the state for healthcare are treated with the dignity they deserve.” Jane said, “It’s time for a change

in Mpumalanga that prioritises the accelerated delivery of health services and puts the people first.” The Bulletin has on a number of occasions reported on the state of our hospitals. None of these reports were positive except for one report regarding the emergency personnel and unit. Increasing healthcare workers will lessen the burden of everyone in the healthcare sector. Even more so the levels of stress that patients have to endure.

Borskanker is behandelbaar.”

VACANCIES VAKATURES

Sasol handed over certificates to Non Profit Organisations (NPO) for Capacity Building Programme completion On Friday, 12 October, Sasol hosted a certificate handover ceremony to Non Profit Organisations that have completed a three phase Capacity Building Programme. The handover was held at Sasol Secunda Club. Sasol over the years has been building trust-based relationships especially, in uplifting communities close to its operations. These relationships enabled Sasol to partner with various community structures and organisations to drive interventions that benefit communities especially around its operations. During 2016 Sasol in partnership with the Govan Mbeki Municipality community and the Department of Social Development saw an opportunity to develop and capacitate Non Profit Organisations (NPO) for their effective delivery of their mandates. The intervention has to date delivered 46 capacitated community based organisations within the area, in various fields, such as: NPOs in the Early Childhood Development Centres (ECD) field These NPOs capacity was strengthened over three phases that include: • Phase 1 Foundation Phase: comprising analysis of the NPO’s, board orientation/governance training, submission of PBO applications to SARS Tax Exemption Unit. • Phase 2 Integrated Business Planning: comprising Business plans and Project planning, Marketing and Financial planning and resource mobilisation. • Phase 3 Managing, Monitoring

and Controlling: covering Financial Management, Document Record Keeping and Report writing. The definition of victory of this programme is that 17 Early Childhood Development Centres are now registered with the National Directorate of NPO’s and the Department of Social Development due to complying and qualifies them to receive subsidies. Youth Centres The Youth Centres in Govan Mbeki have proven to be beneficial to the community's youth, as they are now capable to operate and raise funds independently of their government subsidy. NPO’s compliance status achievement It is a requirement for all NPO’s operating in Govan Mbeki to be registered with the Department of Social Development (DoSD) subdistrict office in Evander. Initially the DoSD had a long list of NPO’s that were not compliant and as a result 10 Community Based Organisations were taken through the programme. The 10 organisations identified with 3 delegates each have completed the program. They are now compliant with the NGO Code of Good Practice and are certified by the Local Government SETA. Al the ten organisations will receive the certificates for completion. “Sasol believes in empowering of societies, especially those around our operations. Handing over these certificates symbolises the ongoing progress of sustainable development communities,” said Maureen Mboshane Vice President: Corporate Affairs, Sasol Secunda Operations.

Die kinders vandag weet so min soos ‘n aap van godsdiens as dit kom by Afrikaanse idiome. Alles is “cool” ou of “awesome”!

is as dit by trots kom: “mixed” taal. – Ané Prinsloo Bron vir idiome: http://www. mieliestronk.com/idiomeboekad. html

Rain did not hamper final Waypoint Night Run As darkness fell and the sky started to cry, the last Waypoint night run kicked off. With drops of rain drizzling down, one would think that the rain would keep the runners away and in bed at home with a cup of warm hot chocolate. True to themselves, come rain or shine, light or dark the runners, young and old, came in droves for the 10 km race and the fun run. Before the race started, it was officially opened with a prayer to keep all the runners safe on the wet road and in the dark because of the lack of streetlights on some parts of the course. At 19:00 sharp the siren sounded and the 10 km race started. The 10 km race runners followed the pace car around the course and carefully navigated their way around the water puddles and streams in the road. After the 10 km runners, it was the fun runners’ turn to enjoy their race.

Children and adults of all ages were bursting with excitement to set off from the starting line and enjoy their race. They had to wait five minutes before they could start to give the 10 km runners a head start. Ready… Set… Boooooooop the siren sounded! Out of the blocks they sprang and into the fun race and they
