Calm settles over Lebohang as storm clouds gather

Registration chaos in Leandra The year 2019 will be recognised as a turning point in the history of South Africa, or not! Never before has the ANC been under such pressure as this past year. Plagued by service delivery protests, the president (Jacob Zuma) that was ousted, scandalous revelations in the Bosassa Commission of Enquiry and of course the closing of voting stations by Samakuhle Taxi Association (Samta). Tensions ran high during the last registration weekend that took place the past weekend. Samta decided to take their plea for intervention further and closed nearly all of the thirteen voting stations in the Leandra area. Samta has been trying to get answers from GMM, but to no avail. The court issued an

order enabling Samta to operate between Leandra and Secunda in 2018. Taxi drivers from Samta have not been able to operate on that route despite the court order. There are claims that GMM is instigating the friction between Samakuhle Taxi Association (Samta) and Vukanini Taxi Association (Vukta). Other claims by Samta members include that the Secunda police is protecting Vukta when Samta is near. Samta decided to escalate their protests and the next opportunity was the closing of the voting stations in the Leandra area. The Bulletin was told by our sources that only one person managed to register on Saturday before the station was closed again. MEC Pat Ngomane

announced on Sunday afternoon that Zamta will transport people from Leandra to Secunda, but the return route is empty. It is also confirmed that there was no permit issued to transport people back from Secunda to Leandra by taxis. It was already reported on Friday in provincial news circles that the two opposing taxi operators have reached an agreement. The same news also did the rounds on Sunday that agreements have been reached. The Bulletin spoke to AJ Mahlangu of Samakuhle Taxi Association on Sunday and he denied any agreements at that stage. The Bulletin visited the taxi rank on both days and found the owners and operators peaceful but adamant that their problem should be resolved.

The IEC held special Municipal Party Liaison Committee (MPLC) meetings on Saturday and Sunday to discuss the closed Voting Stations. DA Councillors suggested that targeted registrations be done in Leandra to try and make up for the lost time during the registration weekend. Their next meeting will be on Wednesday, 30 January. The voting stations opened on Sunday but only for a limited time as the voter turnout was very low. Voters were scared to register with all the police presence and decided to stay away. IEC officials were also scared to man the voting stations even with the security measures in place because of the taxi association (Samta) closing down the stations.Encee van Huyssteen

Crime snippets Accused sentenced to ten years imprisonment term for fraud in Mpumalanga. 50-year-old Sam Themba Mbokane was found guilty and sentenced to 10 years imprisonment for theft, fraud and assault on the police by the Middelburg Regional Court on the 22 January 2019. The accused, who is a repeat offender, was first arrested in 2009 by members of Serious Commercial Investigation Unit Mpumalanga for four court cases resolving around theft of bank cards, attempting to withdraw money from the account holders’ bank accounts. The accused was also sentenced for assault on police by throwing them with beer valued to R3300.00. The accused was convicted and sentenced to 23 years imprisonment between the year 2009 and 2015. After serving his verdict, he was rearrested for another matter of fraud, theft and assault on the police on the 2 September 2015 by the same investigating officer who successfully opposed bail against the accused and remained in custody until he was sentenced on Tuesday, 22 January 2019. The Provincial Head of

Mpumalanga Directorate for Priority Crime Investigation Major General Mokoena is delighted about the effort and commitment of the investigating officer. Major General Mokoena further said that: “I appreciated the Prosecuting Authority for the successful ending of our cases. I believe that this good working relationship will continue until crime is uprooted by its roots.” Said Major General Mokoena”. Beware of bogus Traffic Learnerships adverts in Mpumalanga. Community Safety, Security and Liaison MEC Pat Ngomane advises young people who aspire to be traffic officers to be wary of bogus advertisements on Traffic Learnership. This comes after the department received numerous enquiries about an advertisement that is circulating believed to have been issued by the department. “Although the Traffic College had an intake this year, unfortunately the department did not have any enrolments and we have not issued any advertisement,” says the MEC. MEC Ngomane says these are unscrupulous individuals who want to take advantage of the vulnerabilities of unemployed people and deliberately mislead them. He further calls on job seekers in general to be vigilant and not allow themselves to be exploited by mischievous people who want to make quick money out of their miseries. “Furthermore, communities should not be tempted to pay money for job opportunities because government jobs, learnerships or internships are not for sale. Members of the public are encouraged to report such individuals to the police,” adds the MEC. MEC Ngomane further explained government jobs were never for sale and he has thus appealed to members of the public to report any persons who attempt to sell them forms or jobs to the nearest police stations or even report them anonymously through the SAPS toll free hotline. Mpumalanga cops charged with corruption, receive bail. Two Mpumalanga police officers have been released on bail of R2000 each by the Nelspruit Magistrate court on Wednesday, 23 January, after being arrested on charges of corruption. It is alleged the two, Constable Wonderboy Maseko (37) and Constable Ephraim Nkosi (36), demanded a R200 000 bribe from a Swati businessman in Nelspruit on Friday, 18 January. The victim was on his way to buy parts for one of his trucks when he was stopped by the two police officers. They claimed he was carrying toxic substances and should pay a bribe or they would

confiscate his vehicle and arrest him. He gave them a portion of the amount with an understanding that the rest will be paid on Tuesday at Jeep Reef. Following his encounter, he reported the matter to the Swaziland Police who in turn relayed the information to the SAPS Crime Intelligence. The two, one of whom were on leave, made their way to the meeting point as agreed and they were then arrested in a joint operation between the Hawks’ Serious Corruption Investigation and Crime Intelligence on Tuesday and charged with corruption, defeating the ends of justice, robbery and theft under false pretences. Their case has been postponed to 20 March pending further investigations. Suspected illegal miner remanded in custody for possession of firearms. A 30-year-old man was remanded in custody by the Secunda Magistrate’s Court today, 28 January 2019, for possession of firearms and ammunition without a licence. Jufe Sepere’s appearance comes after he was arrested by members of the South African Police Service at Secunda in the morning on Friday, 26 January 2019 at about 05:30. Information at police disposal revealed that the Sepere, who is suspected to be involved in the infamous illegal mining practice that is rife in the area, was arrested by two members who were on their way to work when they spotted two men walking next to the road, carrying a big blue bag. The officers stopped in order to search them when one immediately fled upon seeing the dedicated men in blue approaching while the other (Sepere) was stunned. They searched the bag and found two R4 rifles with serial numbers filed off, two magazines, 57 rounds of ammunition and a couple of tins of fish, believed to be part of their staple diet when underground doing illegal mining. He was then arrested, hence his court appearance today. Sepere was remanded in custody and will appear again in the same court on 04 February 2019. Police are currently looking for the other man who ran away and are hereby making an appeal to the community for information that may lead to his capture as well as others involved in the illicit practice of zamazamas, as the practice of illegal mining is referred to in the country. Anyone with information may contact Capt Victor Dibakoane at 079 2680 040 or SAPS Crime Stop number, 08600 10111.

Pedestrian Bridge railings stolen The safety railings of the pedestrian bridge crossing over the Trichardt/ Evander road were loosened and at least one section stolen on Sunday, 27 January. Residents in the area said that they saw a white VW Golf on the bridge a number of times. Sunday afternoon Mr Hennie Grobler noticed a white male and white female loading a section of the guard railing into a white VW Golf. Hennie sounded the alarm and the couple sped away in their Golf. The Bulletin visited the bridge and was appalled at the

danger that the couple placed other people in. The bridge is frequently used by a number of people including children. There were a number of sections laying on the bridge that had already been dismantled and were ready to be loaded. The area affected is the northern side (Ext 22 side) of the bridge. The bridge construction includes earth ramps before the actual bridge begins. This has the effect of lifting the elevation of the bridge as to allow for traffic to pass beneath the bridge. The problem with the missing

rails is that the height at that particular section is already high and anybody that would fall off the bridge could be seriously hurt. Members of the CPF as well as residents visited the scene and placed some chevron barrier tape between the missing sections on the sides in an attempt to warn pedestrians using the bridge about the danger. The theft was brought to the SAPS’ attention and they are investigating the incident. - Encee van Huyssteen Photos by: Joseph Higgins

Schnetler street lamp post saga continues Two lamp posts in Schnetler Street (Trichardt) have been a thorn in the proverbial flesh for residents in this street. The Bulletin reported in the 11 January edition about the repairs that had been done to the lamp posts. The saga continues however, as the lamp posts are tilting again. During the repairs of the lamp posts the sewer line was damaged. Sewage is now a constant problem that everyone is facing on a daily basis. No repairs had been made and all pleas fell on deaf ears. DA Ward Councillor Ciska Jordaan has been facing a barrage of requests by residents. Ciska decided to escalate the problem to higher authority. Angel Kanyile, DA MP, visited the site with Ciska and was appalled by the smell and shockingly poor workmanship. “I will definitely pass this on to my colleagues that sit on the portfolio for COGTA,” said Angel, “It is unacceptable to live like this.” The sewer water is also weakening the base of the poles. The sewer and lack of proper foundation for the poles will lead to the tilting of the poles for a second time, increasing the risk of electrocution as the cables could be touching a resident’s house roof.

Sekerlik is daar baie redes waarom predikante en pastore so deurloop onder grappe. Is hierdie ‘n “lekker“ dominee of pastoor?

Vele karakters in die rolprent was werklike mense in gemeentes. Tienie Benade so ironiese figuur maak.

Dirkie gaan”, omdat hy wat Tienie is, so outyds is.

WE SET THE TREND OTHERS FOLLOW

WWJD?

Zondo Commission and SANEF reach common ground The Association of Independent Publishers (AIP) welcomes the common ground reached by the Zondo Commission of Inquiry into state capture and South African Editors Forum (SANEF). The media was slammed by Deputy Chief Justice Raymond Zondo for going ahead and publishing information that was yet to be heard at the inquiry as part of former Bosasa COO Angelo Agrizzi’s testimony. The

commission vowed to take action against publications that will publish evidence before it is heard at the inquiry. AIP urges its members to verify any information that could be used as part of the witness testimony with the commission before publishing to avoid any legal battles. We are confident reporters and publishers will respect this commitment and also urges for fair treatment towards all newsmakers from the commission.

Friday saw history made as residents of Bethal Rand and Bethal North marched to the Bethal Civic Centre to protest against the water shortages in Bethal North and Bethal Rand. Bethal residents have been bearing the brunt of the inability of the GMM administration to handle their financial affairs in a credible manner. The result of their inability is that the Rand Water account is in arrears with millions of Rands. Rand Water took a decision to restrict waterflow to Bethal and while Bethal Rand and Bethal North did not receive water the southern area did. When the southern reservoir (next to Grasslands) ran dry water was still pumped to a section of Emzinoni. Residents took to the street and marched to the Bethal Civic Centre to voice their disapproval of the water restrictions. The marchers gathered at the Bethal Police Station and started at 14H00. The procession grew in size as people joined in solidarity with the marchers. The water supply returned to normal for a short while last week but residents started to report that they have had no water shortly thereafter. The protestors ended their march at the Bethal Civic Centre where they

handed a memorandum to the MMC Finance, Cllr NN Zulu, as representative of the Mayor, Cllr Thandiwe Y Ngxonono. She was assisted by MMC Corporate Services, Cllr BB Ndaba and several GMM officials. The Mayor was given seven days to respond. If she does not respond, the residents vowed to close the town completely. Here is the full memorandum: With this Memorandum, Bethal Community wishes to voice its lack of confidence in the management structures of Govan Mbeki Municipality. It seems that poor service delivery by GMM to Bethal residents became the norm and there is no indication whatsoever that GMM wishes to put the necessary actions in place to turn this poor state of administration around. As concerned residents of Bethal, Govan Mbeki Municipality is expected to disclose the following information to the residents: 1. Can GMM honour its payment obligation to Rand Water as expected on 25 January and 31 January? 2. What contingency plans by GMM will be in place to ensure that Bethal Extensions 3 and 8, Bethal Rand and the Small Holdings will not receive a total water-cut again, as was the case in

December 2018 and January 2019? 3. Will GMM be able to honour its payment towards Eskom coming end of January 2019? If not, what contingency plans will be in place so that Bethal residents are impacted minimally by power disruptions? 4. What plans are in place to repair the residential roads that are in a very poor state? 5. What plans are in place to provide street lights in residential areas? 6. What plans are in place to provide a reliable refuge removal system for residential areas as well as business areas? 7. What plans are in place to clean-up the areas affected by the uncontrolled dumping of sewage to the Bethal environment and what will be done to ensure that the outlets of these sewage sources are closed? 8. In general, how does GMM foresee to put in order the poor state of its financial circumstances? GMM’s response with regard to the contents of this Memorandum is expected via a formal media statement within 7 days of receiving this Memorandum. We, as Bethal residents, feel that GMM is accountable for the provision of a quality service to us, the customer.

Vanjaar se Battle of the Giants was deur Pieter Streicher gewen oor ‘n afstand van 80 km.

Solomon to the rescue On Tuesday, 22 January, our journalist, Ané Prinsloo found herself in a pickle. Her vehicle’s front left wheel had deflated and she struggled to change the wheel. With all the struggling she asked for help at Europcar, Lake Umuzi and lo and behold a good samaritan came to her rescue. Solomon assisted her and told her she does not need to worry and can go back to the office to finish her duties. After a while Solomon came to the Bulletin’s office with Ané’s keys in hand only saying that he had changed the tyre. One of Solomon’s colleagues informed Ané that Solomon changed they tyre with the spare tyre and took the deflated tyre to get fixed and changed the tyre back again. Ngiyabonga kakhulu Solomon!

had the privilege to know him and work with him. Phillip is no longer with us and while we might never know what was in his heart, we will al know that whenever you dealt with Phillip, he would touch your heart.

Hamba Kahle Phillip. May we meet again.

Mbizana Equestrian Centre training jumping show a huge success On Saturday, 26 January, Mbizana Equestrian Centre hosted a training jumping show. Approximately twenty riders competed in different classes. There were ten classes to compete in from Pole on the Ground (Beginners’ Class) to Class 10 which was 1 metre. Before starting the show, everyone was worried about the threatening rain. Luckily that did not deter the riders nor their steeds and the show continued with clear skies and big smiles. Class 1 – 5 had an accumulator. An accumulator consists of six jumps and the course has to be completed without knocking any poles down. After completing a clear round, the riders contend in a jump off. The rider that wins the jump off does this by

riding the fastest time. This is better known as a time trial. The competition rounds were Classes 6 – 10. These consisted of ten 10 jumps and also had an accumulator and a jump off. The day was a huge success and everyone enjoyed it tremendously! - Ané Prinsloo
