Dive exercise leads to shocking discovery The bodies of two persons were found inside a vehicle when Police divers and members of Delta1 Rescue Diving practiced a routine dive. The dive took place at the bridge next to Unicor dam. The diving team arrived at the scene approximately 09H00 on Friday morning expecting a routine practice dive. The Bulletin was invited to the exercise and arrived a few minutes after the discovery had been made. The registration number was traced to Emzinoni. The Bulletin provided the number from our documentation and
matched it to the missing person’s posts that were done on the Bulletin’s Facebook Page. Police immediately sprang into action and retrieved the missing person’s report, notifying the family of the owner of the vehicle. At this stage, it was unclear if there were more than one body in the VW Citi Golf. The divers managed to open the car door at a later stage and confirmed that there were indeed two bodies inside the vehicle. The retrieval process had to be done from the side of the bridge as the walls of the bridge are too steep and too
high. This lead to people speculating on social media about the cause of the accident. On 4 July 2018 Siyabonga Nkabi and Philisiwe Precious Mtsweni (Nonozi) left Siyabonga’s home in Evander to take Nonozi to her home in Emzinoni, Bethal, as Siyabonga had to go to work at Sasol. They never reached their destination in Bethal and missing persons reports were filed on both of them. The Bulletin also posted on all possible social media networks to help assist in finding them. Needless to say to no avail...
It was as if they just disappeared from the face of the earth. They were last seen at approximately 05H00 on that fateful Wednesday morning. The disappearance of people is very traumatic for the family and friends that are left behind. Family seek closure to help deal with such a traumatic experience. At this stage police cannot confirm whether the bodies are of the above mentioned victims because of the condition of the bodies, pending further investigation.

Two former hawks sentenced for fraud Pretoria – Captain Richard Lekotswane Nkwanyana (48) and Captain Peter Mathekanyana Molapo (58), both formerly attached to the Hawks’ in Mpumalanga, have been convicted and sentenced to five and six years direct imprisonment respectively by the Middleburg Regional Court on Friday, 2 November for fraud and forgery. The pair were convicted for fraud, forgery and uttering after the Hawks’ Serious Corruption Investigating unit’s probe exposed the falsified subsistence and travel claims which they submitted to the finance office in 2006. The two accused had claimed that they booked into a guest house for two nights yet Hawks’ investigations revealed that they only stayed for a single night. They subsequently submitted a claim of approximately R850.00 each with altered dates on invoices. During the trial, state Advocate Patrick Nkuna led the testimonies of the guest house owner and evidence received from the finance personnel who revealed that there were discrepancies on the invoices received from the pair – the letterhead and a special manager’s discount were falsified on the invoices. A handwriting expert also testified and confirmed that the invoices were indeed forged. Meanwhile Nkwanyana still has separate pending cases related to three (3) counts of theft and three (3) counts of defeating the ends of justice and he is due to appear before the Nelspruit Regional Court. Nkwanyana was dismissed from the service during November 2017 following an internal disciplinary procedure whilst Molapo resigned this year before a disciplinary procedure could commence. The National Head of the Directorate for Priority Crime Investigation Lieutenant General Godfrey Lebeya has welcomed the sentence. “Law enforcement officers must be honest in executing their duties. Those who choose to be dishonest will regret, for crime does not pay. I would also like to commend
the investigators from the DPCI who investigated the matter without fear or favour”. General Lebeya concluded.

Crime snippets Jaco Leon Jordaan (52), an alleged Ponzi Scheme operator appeared before the Secunda District Court on 15 November 2018 following his initial arrest in February 2018 after about 120 victims complained about an apparent bogus investment scheme involving more than R100 million. The case is postponed to 15 March 2019 for disclosure of documents. The Directorate for Priority Crime Investigation Serious Commercial Crime Investigation Unit in Mpumalanga took charge of the investigations in March 2018. Jordaan who had been out on R50 000.00 bail was previously arrested and linked with a similar case in Sandton near Johannesburg. The accused was released on bail and the case postponed to 30 November 2018 in Wynberg Magistrate Court for the transfers of the docket to Secunda District Court for centralisation of the case.

Some family members also visited the scene on Friday after being alerted by the police. The residents of Govan Mbeki area are shocked by the news of the discovery. A few Facebook users commented that they were at the scene and that they recognised the vehicle as that of Siyabonga’s, confirming their worst suspicions. Facebook was also abuzz with rumours, allegations and theories but the Bulletin decided not to pursue them nor would we mention them here in this article. The Bulletin would like to express their heartfelt sympathy and condolences to the families and friends of the deceased.

Govan Mbeki Municipaility obtained a court order a few months ago against the possible power interruptions in GMM. Eskom declined to comment on this court interdict as the matter is still being reviewed in court. Following several engagements with the Govan Mbeki Local Municipality on the current debt accrued by the municipality after the previous court interdict, Eskom has decided to proceed with interruptions. The effective date of the interruptions will be published in the media via a formal notice. Should the breach of the payment ageement be remedied before the notice appear, interruptions can be avoided. DA Caucus leader, Ciska Jordaan, wrote the following statement to the Bulletin. With the ESKOM and Rand Water debt of the Govan Mbeki Municipality having escalated to more than a Billion Rand, it appears that ESKOM has once again put its foot down and is demanding what is owed to them. Though the news is not surprising, the Democratic Alliance is disappointed to learn that ESKOM is planning to implement electricity interruptions to the Govan Mbeki Municipality due to non-payment towards their debt and repeated contravention of their payment agreements with the power utility. The failure of the ANC leadership to inform the council as well as the residents that it serves, consistently indicates that the looming interruptions that will affect several towns are either not a priority to the ANC led municipality, or that information is blatantly being hidden from the council and the public in the - as can be expected - desperate attempt to arrange new payment agreements that the municipality just cannot keep up with. It is alleged that, should the municipality not make a payment to ESKOM, the service provider would publish the effective date of interruptions during this week in the local media. In addition to the constant breach of payment agreements and pending outcome of the court interdict against ESKOM, the council was presented at its last meeting with inaccurate repayment reports pertaining to the ESKOM and Rand Water debt. The ANC majority had then voted against the proposal of the Democratic Alliance to distribute accurate reports to councillors in the interest of transparency and keeping the public informed. Planned electricity interruptions from ESKOM due to non-payment of debt is an axe that persistently hangs over the head of the anxious Govan Mbeki resident and this will not change for as long as the ANC is in charge of the affairs of the municipality. “The DA is the only political party in South Africa that has proven to be able to provide positive financial stability and prioritise the needs of the residents that we serve in the municipalities and metros where we govern”.

En dieselfde oggend is daar nog ‘n aardskuddende berig van ‘n ander nuusblad op facebook: “Angus Buchan is ‘n New Age profeet.” Met foto’s waar hy, Stetson op die kop, die satansaluut wys. En weereens gons dit van reaksies, positief en negatief. Twee dae later is daar ‘n foto van die NG kerk-leiers saam met die EFF-bestuur. “NG kerk borg plaasmoorde! Dis waarvoor jou bydraes en tiendes gebruik word!” Hierdie sensasionele berig word gevolg deur honderde boosaardige emoticons, en kommentare wat grens aan die godslasterlike. Maar, uiteindelik, by nadere ondersoek, was dit alles net ‘n klomp bog wat deur goedgelowige mense vir soetkoek opgevreet word. Want ons lewe in die era van kitsnuus. Alle vars nuus is nou, onmiddellik, op jou selfoon beskikbaar. Hofuitsprake, soos die Rhode-skuldigbevinding, die bedanking van onse blink minister van Binnehandse Sake wat op sy eie spies geval het, en vele meer, soos die vuisgevegte tussen parlementslede tydens ’n sitting (dit was nie eers op Supersport se bokskanaal nie!). Hierdie kitsnuus kan maklik deur mense gemanipuleer word, om enige rede, politiek, sensasie of wat ookal, om fopnuus te word. Leuens, verdigsels en verdraaiing van feite word deur sosiale media-verslaafdes opgeslurp en met groot fanfare en ondeurdagte kommentaar daarby ge-share, ge-twitter en gewhatsapp. En die volk is ontsteld, hulle huil, hulle skinder, hulle kla, hulle word woedend. Oor al die fopnuus waarmee ons elke dag gebombardeer word. Donald Trump is een van diegene wat alle berigte
oor sy gebrek aan finesse en goeie maniere afmaak as fopnuus. Baie van ons politieke leiers doen dieselfde. As jy nie daarvan hou nie, noem dit fopnuus. Die een vraag wat jy jouself moet vra, is: “Wat is die bron van hierdie inligting?” Mens herken deesdae al die fopnuusbronne. Nog voordat jy die sensasionele opskrifte lees, weet jy by voorbaat dit is nonsens as jy sien deur wie dit geplaas is. Dit laat jou sommer verlang na die dae van SAPA-AP (South African Press Association, en Assosiated Press). Die nuusbron wat alle inligting geverifieer het voordat dit aan koerante deurgestuur is. En jy kon met meer vertroue lees wat in die Transvaler staan. (Hy het by baie mense se politieke oortuigings gepas.) Of die Rand Daily Mail, wat weer ander mense se politieke oortuigings gestaaf het. In daardie koerante is nie sommer gelieg nie, die volle stel feite is net onderbeklemtoon of geignoreer. Altwee hierdie gesaghebbende koerante is intussen oorlede. Volgens statistieke is daar minder as ‘n halfmiljoen lesers van egte gedrukte koerante oor. In die digitale era word facebook en Netwerk24 en Maroela Media op die rekenaar of slimfoon of tablet gelees om op hoogte van nuusgebeure te bly. Hierdie media werk nie vir my nie. Ek, en baie van my geslag, het grootgeword met ‘n koerant wat elke dag by die voordeur afgelewer is. Dit bly steeds my grootste vreugde; om vroegoggend deur die slaap voordeur toe te strompel in my afgeleefde pajamas, en my Burger te gaan haal. Toevallig dat ‘n paar jong blonde buurvroue juis daardie oomblik kies om by ons huis verby te ry? “Kyk daar vir oompie in sy nagkabaai!” En in reaksie op die bewonderende blikke van hulle kant af, laat my pasaangeëer al die elektriese garagdeure in die buurt gelyktydig oopgaan. Dan is dit oggendkoffie en die sorgvuldige deurlees van elke enkele berig in die koerant. Dan kan die dag maar
kóm! My grootste hartseer was toe ons in die Karoo beland het, waar daar geen koerantaflewerings was nie. Ek, synde ‘n koerantverslaafde vandat ek kan onthou, het dit swaar gevat. Candlelight Christmas – Eskom warns of load shedding risk Despite the heat in many parts of South Africa on Sunday, the implementation by Eskom of stage 1 load shedding between 12h15 and 22h00 brought a chill down many a spine. This came just days after news broke that Eskom had shut down 11 power station units because of hefty maintenance costs. On Friday at a state-of-the-system briefing, Eskom warned that load shedding cannot be ruled out this December, thanks to dwindling coal stockpiles. “It is crucial that I inform you that load shedding cannot be ruled out for the remaining part of the year and we request South Africans to use electricity sparsely especially during the peak times,” said Eskom CEO Phakamani Hadebe. The utility will implement 59 planned outages between September 2018 and December 2019 “to address partial load losses and maintain critical plant systems”, according to Hadebe. While its Distribution and Transmission divisions are operating efficiently, as is its Koeberg Nuclear Power Station, the rest of its Generation arm is facing operational challenges. This is due to the deterioration of its coal-fired power stations and the fact that 10 of these have less than the 20 days’ coal stock required by the grid code. As a result, the energy availability factor (EAF) for the 2019 financial year – at 74.2% – is “currently Eskom CEO Phakamani Hadebe
inadequate”. Hadebe says the utility’s funding plan includes R 11.5 billion in capital expenditure over the next 12 months and about R 8.2 billion over the following 12 to 24 months. “If done well, we will reduce a lot of unplanned maintenance we are facing.” Planned maintenance to increase Despite making structural changes to address the current challenges, Eskom’s maintenance costs pose severe operational risk, with planned maintenance costs registering at 8.82% of capex while unplanned maintenance exceeds the threshold at 15.69%. “I would like to highlight that planned maintenance will increase further – probably by the end of the year it will be more than 9%, but that is deliberate as we are going to spend more time on maintenance,” said Hadebe. Eskom has justified the
deployment of diesel generators as a load shedding remedy, noting that the cost of load shedding is more dire to the economy. This year alone, Eskom has spent R 200 million on diesel generators as 10 of its 15 coalfired power stations experienced coal supply shortages. Confronted with strikes, overruns and financial and capacity constraints, Eskom is poised to execute a ninepoint recovery plan to address operational challenges. The plan is set to address partial load losses and minimise the risk of load shedding and will see expenditure of between R 750 million and R 1 billion by the end of March next year. Despite the hefty price tag, this budget will not
cover the open cycle gas turbine bill, which essentially mitigates the risk of rain. As of Q1 2018, reports showed that Eskom’s diesel budget for the open cycle gas turbines was up from R4.6 million in January and R43.6 million in February to a staggering R140.6 million in March. Coal contracts A key pillar of Eskom’s recovery plan hinges on hastening the procurement process to keep coal plants stocked. “Twenty-seven new coal contracts have been concluded between January 2018 and October 2018 for [the] supply of 15.8 megatons (Mt) in the current financial year,” said Hadebe. Despite the optimism, the figure still way off the mark as the total contracted volume thus far is 73 Mt, which dims in comparison with the 116 Mt-perannum target. The nine-point system recovery plan aims to get the energy availability factor up to 75% by November 2019. The synchronisation of Units 3 and 2 of the new Medupi Power Station with the national grid earlier this year (on April 8 and October 7 respectively) will add an additional 1 500 MW. Eskom has ‘simulated’ the inclusion of an additional 4 Mt of potential emergency coal stock, which would increase the total stock days across its fleet to 36.3 by March 31, 2019. At present 1.1 Mt of this is ‘firm’. The balance of 2.9 Mt is yet to be contracted through the urgent procurement process. - Arnold Segawa - Moneyweb

Leon is as die algehele wenner in die senior kategorie aangewys en Sussa Pelser is as die algehele wenner vir die junior afdeling aangewys. Leon Pelser het ook 104 salon aanvaardings gekry met Pierre Jordaan 2de met 73 aanvaardings en Sussa Pelser 3de met 55 aanvaardings. Leon het vir die 4de agtereenvolgende jaar 100 of meer salon aanvaardings gekry. Dit is voorwaar ‘n uitsonderlike prestasie.

Never stop believing Bonginkosi Ndlela was born in eMbalenhle and at 10, after visiting his uncle, he found a new path in his life. Bonginkosi, better known as Prince by most people, developed an academic appetite at a very young age. He had a desire to improve himself and really apply himself to see what the results would be and how far he could push himself. At 13 Prince received Christ and was introduced to the late Dr Myles Munroe. Dr Munroe was a Bahamian minister. Prince’s uncle, also a pastor, introduced him to the work of Dr Munroe one vacation when he went to visit him. Through one of the books he was given by his uncle he discovered The Pursuit of Purpose by Dr Munroe. After reading the book, Prince found himself on the road to self-discovery and he used what he had learned in the book and applied it to his everyday life and the choices he made. Prince became very involved with his church and school: “That is what saved me from making wrong choices like many of my peers and kept me on the right path.” He says this after he explained what a big role his own church’s pastor played and still plays in his life. Prince put all his energy into his schoolwork to have an opportunity to one day excel in the career he would choose. In 2009 when Prince went from an average student and started performing academically, many people were in disbelief asking questions like:
what is going on, what happened to this boy that he started to perform this well? Even though questions were asked and friends were lost Prince saw the picture of his future in front of him and kept his eyes firmly on each goal he had set for himself. He was selected as part of a group to visit TUT (Tshwane University of Technology). It was beyond belief for the group to find out that there is actually something like a university. That was the point that pushed Prince to work harder because, to be able to attend university and be the first in the family to attend university, was an achievement to strive for, for anyone. He was selected to be part of Project A. Project A was an initiative of WITS University and was sponsored by many companies and the Department of Science and Technology. This project concentrated on the STEM (Science, Technology, Engineering and Mathematics) initiative and was a talent development programme, a pre-university programme. This brought kids from all over the country together. With this opportunity Prince’s work ethic was born. He attended WITS University on a scholarship and obtained his Honours degree in Industrial Engineering and burning with desire to do his Master’s Degree too. Today, at 24, he is a student engineer at Sasol and still makes time to give back to his community by helping Gr 10 kids
with their schoolwork along with a few of his friends in eMbalenhle. They decided in 2014 to start this project to show children that no matter what, you can achieve your goals. He also preaches and is very much part of his church. – Ané Prinsloo

Saturday morning saw the removal of the conveyor bridge leading from Twisdraai East to Twisdraai Export Plant near the old Twistdraai mine. The road between Charlie 5 and Greenfields were closed for traffic for most of the day. TW Civils & Earthmoving removed the conveyor bridge across the road. The bridge was part of the conveyor system that moved coal from Twisdraai East to Twisdraai Export Plant. Sasol mining is no longer using the shaft and has awarded TW Civils & Earthmoving the contract to rehabilitate the shaft complex and other areas of the old Twistdraai mine. Engineers estimated, after careful calculations, that the bridge should weigh approximately 30 to 35 tons. The base of the bridge was filled with concrete that added to the weight. When it was lifted the scale inside the crane gave the weighed it as 36 tons. A huge Liebherr mobile crane from Marlboro Crane Hire was used to lift the bridge. The crane has the capability to lift 400T and had 140 ton counterweights when it lifted the bridge. The bridge was safely placed next to the road for further dismantling. TW Civils had already done a lot of work on the rehabilitation of the Twistdraai complexes. The shafts at Twisdraai Central and Twistdraai East have already been demolished and also the redundant buildings. Twistdraai Central was demolished in February 2015 and Twistdraai East was demolished in September 2018. According to the info that the Bulletin received, a huge concrete pyramid will be erected over the area where the shaft was at Twistdraai East. The rest of the areas will be returned to, as close as possible, the original state before mining began.

SAVF Santie Zietsman Day Care Concert On Thursday, 15 November, Santie Zietsman Day Care had their concert themed Walking in a Winter Wonderland. The children were very excited to perform and the parents and family members of the children present buzzed with excitement. The air was filled with joy and ubuntu. The evening was opened by Ms Christine Leaf with a beautiful message and a heartfelt welcome to all. After the opening, the concert was opened by CF Els dance studio performing a beautiful dance number. The concert kicked off with Teachers Maria and Janine’s class dancing on “Get ready to wiggle”. The girls were dressed beautifully in their yellow tutus and white shirts. Teacher Terri-Leigh and
her class danced on “The sloth song” from the movie Ice Age and were smiling all the way from ear to ear. Teacher Veronica was up next with her class and “The juicy wiggle” definitely had the crowd entertained! “Do you want to build a snowman” from Frozen saw all the little girls in white dresses and pink scarves. Teacher Portia was not scared and showed the spectators that no matter what your age you can dance on “Watch me whip (nae nae)” and her class exuded enjoyment. The last dance was the penguin dance by Teacher Bella’s class. The evening was ended off on a high note and Principal Marjorie Kock thanked everyone who was present and enjoyed the show! – Ané Prinsloo

The school hosts more than 300 learners with special educational needs. They accept learners from the age of two years old to eighteen years old. More than 80% of the learners come from unprivileged backgrounds and cannot afford school fees and transport to school. With the help of the Secunda community and local businesses Marietjie School raises funds to administer the school. OFF TO GOLF QUALIFYING SCHOOL Lake Umuzi Soccer Challenge pre-season Ivan Marè, young golfer playing out of Walker Park Golf Club, is a man with his feet firmly on the ground, or should I say, tee-box. Ivan is on his way to become a professional golfer, hoping to qualify for his Sunshine Tour playing card. This is a long and arduous road with many a pitfall along the way. You have to stay focused and practice every single day to keep the momentum going. You also have to play in as many tournaments as possible to stay sharp. This, Ivan has done. Ivan is playing off a handicap of plus 5 for the last two years. This means that he owes the course 5 shots before he can start scoring. If you look at the winning scores of professionals like Garcia, Lee Westwood and so on, where they score as low as minus 20 for a tournament, he would be up there IF he can play four rounds on his handicap. Ivan is a member at Walker Park Golf Club since 2013 where he received coaching from well-known Henry Brooks, professional golf coach. He is well supported by his parents who attend all his tournaments. All the members of the golf club are rooting for Ivan and wish him all the best on his way to become a professional golf player. To be able to qualify to enter for the Q-school, you need to have a plus handicap and you should have played in club open tournaments. This Ivan has done and his record proves that he should be in Q-school. He has played
and won many an open tournament in 2018 like Bankenveld, Greenside and Graceland. He also won the 2018 Highveld Match play championship and was in the top 15 of the IGT tournament at Wingate Park. The first phase tournament for Q-school will be played at Maccauvlei in November. The top 15 players will then go through with the top 15 players from other venues to the second phase which will be played at Houghton Golf Course during March 2019. The top 30 players will qualify for their professional playing cards and will be eligible to play in the Sunshine Tour tournaments. The 0/10 teams of the Lake Umuzi Soccer Challenge League played a pre-season tournament on Sunday in eMbalenhle. The venue moved to a field near eMba mall. The games were well attended by all the players as well as a lot of parents. JoeyExtreme Contractors sponsored the day. Home Boys won the final in a tight fought game against eMbalenhle Bees Ladies. The final score was 5 - 4 on penalties in the favour of Home Boys.

Slingervel Arms and Ammunition hosted a fundraising range shootout on Saturday to assist Johan Perg Pretorius (31) and his family. He was diagnosed with cancer at the age of 16. After a year of treatment he went into remission but in 2016 the cancer returned once again. Together with the support of his wife, Marlene, and family, Perg fought back

and for the last two years he has been in and out of hospital and the medical bills just kept on piling up. Perg was admitted into Sunninghill Hospital on 4 September 2018 for an emergency operation and has been fighting for his life ever since. This special range shooting day, “Shooting for Johan”, was established specifically to assist Perg and his family
to lessen the burden of their financial worries. There were several different categories of shooting and some of the rules included: • Any centre fire calibre from 177 BEE to .375 H and H. • Any barrel length, any barrel thickness, any scope. • A silencer can be used, 3 minute limit per relay etc.
Slingervel Arms and Ammunition sponsored some impressive prizes in the form of vouchers to the winners of the different categories. A heartfelt thank you to the management of Slingervel for hosting this very eloquent event assisting Perg and his family in their time of need and bringing the community together for such a great cause.
